DUBLIN Community Vitalization through Tug-of-War Dublin Ireland The programme submitted is “Dublin City Council’s Arts Plan for 2014 – 2018”. The Arts Plan is the work plan for the Arts Office, a section of, and guided by the CRA Department, Dublin City Council, and based in the Lab; a bespoke arts centre in Dublin 1. This plan was a new departure in the development of strategic and sustainable cultural planning for the city. For the first time the city noted broader cultural actions within its Arts Plan & laid out a vision, in broad strokes, as the basis for actions, rather than detailing the actions themselves. It is this vision that has since taken the project far beyond its initial ambitions. An excellent example of this is the Dublin bid for the European Capital of Culture 2020, which is noted on page 32 of the Arts Plan. The Plan, the Bid process and the new Cultural Strategy (see attached) fundamentally changed the direction of all Dublin City Council’s cultural planning. It deepened our understanding of culture, placed an emphasis on participation and a drive towards sustainable practice. The Arts Plan led directly to: • The rewriting of the Cultural Strategy for all areas of the city. • The adoption of the UNESCO definition of culture & the UNESCO Cultural Rights of the Child. • The formation of a city-wide policy for Arts, Education and Learning. • Strategic partnerships such as with Business to Arts, which led to the Docklands Development Fund. • New planning recommendations for cultural infrastructure for the city. • A schedule for a series of independent city-wide cultural audits. • An additional one million euro’s per year for sustainable cultural projects. • A set of European pilot projects including the new EU Funding Unit.

Plan sur les arts du conseil de la ville de Dublin 2014 – 2018 Dublin Irlande Programme soumis : Plan sur les arts du conseil de la ville de Dublin 2014 – 2018. Le plan sur les arts est le plan de travail du Bureau des arts, une section du Département CRA du conseil de la ville de Dublin en charge de sa direction. Il est installé au Lab, un centre artistique sur mesure situé à Dublin 1 (1er arrondissement de Dublin). Ce plan était un nouveau départ dans le développement d’une planification culturelle stratégique et durable de la ville. Pour la première fois, la ville a été témoin d’actions culturelles plus amples grâce à son Plan sur les arts, ce qui a mené à instaurer une vision d’ensemble comme base des actions plutôt que le détail des actions elles-mêmes. C’est cette vision qui a depuis emmené le projet au-delà de ses ambitions initiales. Un exemple parfait est la candidature de Dublin pour devenir Capitale européenne de la culture 2020, annotée en page 32 du Plan sur les arts. Le Plan,
