During this year we have carried out interviews, features and other articles on the catering trade, but I must say we’ve had very few people sending us their contributions and material to be published in our magazine. The Phoenicia Story A Historical study of Hotel Phoenicia

The hotel is located right on the edge of Valletta’s walls, and partly sits on some of the fortification system outer works. This location gave the hotel its shape and also contributed to the general organisation of the grounds, with its elongated shape that stretches from Valletta’s main gate to the sea shore.

The project to build the Hotel Phoenicia was initiated in 1935 by Lady Strickland, who, in 1936, called the architect Lt.-Col. W. B. Binnie to study the conditions and design the hotel. At a time when travel between Malta and London took 60 hours, the Phoenicia was to be the only hotel on the island and was intended for a cosmopolitan clientele but was also to provide accommodation for the wives of the officers of the Mediterranean Fleet. Upon approval of the plans by the Government of Malta, works started on the building, and most of the structural work was completed by the outbreak of the war. However works had to be suspended and the finished portion requisitioned by the Services.

The site was heavily bombed during an air raid on April 27, 1942, with an estimated 100 bombs dropped on the building and gardens.

The area situated around the Pegasus Bar was particularly affected by the bombings and had

In 1944, Binnie was requested by the Governor to proceed to Malta and begin the reconstruction of the premises. Despite having to compose with the difficulty in obtaining materials and fittings, most of the hotel was opened in November 1947, and completed in April 1948; by then, Malta was only six and a half hours away form London, by plane.

Architecturally, the plan follows the (original) site boundaries, giving the building its particular “chevron” shape. One major design consideration for Binnie was to embody the spirit of Malta in the design of the hotel.

To that effect numerous references to Malta’s monumental heritage were made. Thus the building was constructed in Maltese limestone also using a mortar mix composed of crushed limestone and lime, and ‘all inside walls were brought to a smooth finish so that no plaster work was necessary”. Similarly, the heavy coffered ceiling in the Main Entrance Hall is reminiscent of local Maltese architecture. Other materials included terrazzo and marble, as well as teak, for the floors. Various types and colours of marbles were used throughout the hotel. Finally, ironwork

was extensively used for the balcony railings, staircase railings, chandeliers, gates, etc., with different finishes such as paint, enamel, or even crystal drops for the chandeliers.

On the ground floor, the hotel accommodation included an entrance hall, a central open-air palm court surrounded by a continuous corridor, a dining room, a nonresident snack-bar, a cocktail bar, a winter lounge, and a kitchen that extends the length of the building on the North side. For entertainment, a ballroom was located on the garden side, and an open-air dance floor was also included. The hotel had, at the time of opening, 108 rooms and 8 suites. Proof of its high standard of service, the hotel was entirely air-conditioned and electric paneled radiators provided heating.

The hotel also had its own electricity plant. The hotel underwent some modifications in the late 60’s including the covering of the courtyard and later on in the 90’s the addition of a floor. Various schemes that were carried over but of which nothing remains today, included the construction of an open-air theatre, and the construction of a pool closer to the hotel. The site under the management of the hotel was extended in successive phases to today’s size.

William Bryce Binnie (born 1885 or 1886) was a Scottish born architect. He studied at the Glasgow school of Art from 1908 to 1910 and obtained a Gold medal and travelling scholarship in the latter year, which enabled him to spend approximately a year in Italy. Upon his return he went to New York to work as a designer in the office of Warren & Wetmore, where he was responsible for the detailing of Grand Central Station and was supervising architect for the Baltimore Hotel. He returned to Britain in 1913 to

work as chief draughtsman for Leonard Martin, London.

After serving in the armed forces during the First World War, he was appointed in 1919 Deputy Director of Works for the Imperial War Graves Commission, supervising the erection of war cemeteries and memorials in France, Belgium and Germany. He remained based in Saint-Omer, France, until at least 1925, when he was admitted FRIBA. He was described by his proposers as “an architect of great ability” who would “do great things in the future”.

Upon his return in Britain he formed “an association” in 1927 with the London architect Claude Waterlow Ferrier. Ferrier was a Scottish architect himself who had a preference for the Art Deco style. Together, Ferrier and Binnie undertook numerous commissions in London, including the Extension to the National Temperance Hospital (now part of University College Hospital), the Headquarters of the Mother’s Union, the West Stand of Arsenal’s Highbury Stadium (1932), and several hotels and townhouses in London.

Ferrier died in a circulation accident in 1935.

Binnie continued the practice and realised several works under his name, two of which include the East Stand of Arsenal’s Highbury Stadium (1936) and the Hotel Phoenicia in Malta (1 936-1 948).

The Hotel Phoenicia grounds are quite impressive, especially when considering their dimensions. Stretching half the width of the capital’s peninsula, the grounds cover over 7½ acres, most of which are landscaped gardens.

The Hotel Grounds British Stable & Ditch

This area is located right below the hotel, between the counterscarp, which is the exterior slope of a fortification, and the St John counterguard. The outerwork ditch was built during Valletta’s later fortification effort in the 17th century, and originally ran from Marsamxett Harbour to the Grand Harbour. Since then, the ditch has been modified to the extent that in some areas it is barely recognisable as a ditch.

The buildings known as staff quarters were built by the British to function together with the parade ground located across the road in Floriana and with the military barracks that were present in the area. Nowadays, some of these barracks house Government Departments in the Beltissebh area. To date, no documents have been found that specifically refer to or mention the staff quarters. However, iconographic documentation indicates that they were once used as stables for the army. One building, which has an anchor etched on the entrance gate, was clearly used by the navy. It is probable that further research would eventually yield some drawings of these quarters.

By relying on historical photographs, it is possible to determine that part of one of the buildings was demolished during the construction of an early bus terminus. As a result of this same construction, the difference in level was accentuated. Also, different photographs seem to indicate a slope rising from the level of the ditch to that of the main gate, as opposed to the existing high drop.

Part of the boundary wall of the ditch is in fact part of the original counterscarp, with the original bedrock still visible in some areas. However this area was altered prior to

the construction of the Phoenicia, and not all the masonry is original. Opposite, St John counterguard’s walls are also built directly on a rock outcrop. A few passageways exist at the bottom of the counterguard. Although some photographs indicate the presence of previous sheds buttressed by the counterguard, it is unclear whether these openings were used as part of these sheds or whether they were used as air-raid shelters during World War II.

Hotel Gardens

The hotel gardens extend from the Floriana entrenchment to the ring road, and are bordered by the same road and by the continuation of the historical covered way. This means that the entire Phoenicia gardens sit on a large part of the fortification outerworks. Moreover, the uppermost part of the gardens, which accommodates the main path, is in the covered way. This particular can be attested by several documents and by the existing remains of a place of arms and a whole spur, which is an offset from a wall. The place of arms is nowadays used as an elevated reception area above the pool bar. Although it is established that as part of the landscaping of the gardens a large amount of landfill was carried out, the spur is still clearly visible, even if largely covered.

During the years, vegetation has slowly rendered the fortification features illegible in most areas of the garden. Although not proven, it is probable that the lower parts of the garden, towards the harbour, might still accommodate the remains of traverses below the landscaping. However, it seems unlikely that the landfill of this area holds any historical value, particularly given the fact that this area was modified several times over the past century.

The Laundry & Ditch

This zone is the continuation of the outerworks ditch at the bottom of St John’s counterguard. It is also bordered by the counterguard’s walls on one side and the counterscarp on the other. The single storey buildings existing on site appear to have been built after the war. Pre-war documents indicate the presence of previous buildings on site, which formed part of the military facilities developed by the British in the area. A site inspection did not reveal any remains of these structures which had a smaller footprint than the current buildings.

The counterscarp wall is clearly visible along this zone behind the existing buildings. Of particular interest is the presence of an opening in the same wall. Currently blocked-up by masonry work, there is no indication as to its previous use or even its origin. It might have been a sally port or even the entrance to mine galleries, but it could also be just a recessed niche in the counterscarp below the covered way.

Another feature in this part is the underground chamber inside the face of St John’s counterguard. Although access was not possible at the time of the site visit, it seems to be entirely rock-hewn and rectangular in plan. It is currently disused, but previously functioned as a wine cellar for the hotel. Earlier uses cannot be established but similar underground structures in other parts of the fortifications were used as water reservoirs which collected the water from the above ground atop the counterguard, and also as civilian air-raid shelters during World War II.

The Pool & Ditch

The pool area is located towards the end of the outerworks ditch, below St Michael’s counterguard. In parts, this area presents a steep gradient which was used to accommodate the pool and the changing rooms underneath.

The pool and associated amenities occupy a relatively small area of this zone. The other area is currently not being used and is devoid of any buildings. Here, one can appreciate a large extent of the rock outcrop sloping towards the sea.

The ditch is again bordered by the counterscarp wall which runs till the road at the end of the property, and by the walls of St Michael’s stepped counterguard. The ditch is closed by a wall running between the counterscarp and the corner of the counterguard. This wall however does not appear to be historically coherent with the rest of the fortifications, even though some original stonework seem to have been reused in some parts.

A sally port is visible at the end of the counterscarp, but its exit on the other side has not been established, and it is probable that the construction of Great Siege Road after World War II necessitated the blocking up of the tunnel.

However, the excavation works necessary for the construction of the Hotel Excelsior may well mean that the exit of the sally port would now be “hanging in the air”.

My views on…

by Joe Fenech Soler My first article in last month’s issue, in which I aired my views on a number of tourism-related topics, seems to have gone down well, judging by the number of comments I received, both via e-mail and over the phone, and also from people I happened to meet. So here’s my second attempt.

Public transport

If there’s something that really upsets me in these islands, it’s the public transport system, or rather, the lack of it. Let’s be honest, whatever we have, it’s certainly no system.

Let’s start with the buses. We sometimes come across letters in the media from visitors saying our buses are so quaint and colourful, and long may they run. Well, in my opinion, they’ve certainly run for far longer than their normal life span. I’m referring to the old bangers, of course, and not to the relatively new models imported in recent years.

I mean, what’s so quaint about them? Admittedly, if one is just visiting for a week or so and decides to use public transport in preference to hiring a car, possibly one will find them quaint. But for anyone living on the island and having to use

them on a daily basis, they are a menace to life and limb. Literally.

Most of these coaches were built many years ago, and are still running simply because of the care and devotion lavished on them by their owners who just can’t afford newer models. It’s the same with the old cars still thronging our roads, except that in the case of buses, there are passengers’ lives at stake if the brakes should fail at some inopportune moment, like going down Mellieha hill into Ghadira.

Admittedly, as all these old bangers are well past their prime, there’s a limit to the speed they can get up to, but you do sometimes come across some budding Graham Hill who will try and scare the living daylights out of his passengers. Which is why most buses have a religious niche inside, with a statue of the Blessed Virgin to watch over everyone during the trips.

I say let’s do away with the old models once and for all, and just keep a few for display in some transport museum. And if we’re going to get new models, let’s keep away from the monstrosities currently available. Remember that some of these buses have to wend their way through the narrow

streets of the old parts of some of our villages, places like Zejtun and Lija and other villages too numerous to mention.

I remember having seen public transport in use in Leicester which seemed eminently suitable for inter-city trips. The buses, called Inter-City Rovers or something similar, were something between normal-sizes buses carrying forty or more passengers, and our school mini-vans, carrying much less. There was an ideal size, built for easy manoeuvrability, and carried about 25 passengers each.

Something on these lines would be perfect for Malta, particularly for trips into villages. And we could leave the big buses for direct links, say from the airport to Cirkewwa, and from Valletta to other centres. All it takes is for someone in authority to make the decision.

Road signage

Something else that really upsets me is the very inadequate road signage, or in some cases, the total lack of it. I recall the story, some months ago, of an English visitor who wanted to take her daughter continued on page 19 catering news issue 5 • 17

to hospital at night and who was pointed in the direction of our brand new hospital whenever she stopped to ask for directions. Unfortunately, what no one mentioned to this distraught lady was that she should look for signs pointing towards MATER DEI, as some stupid ignoramus did not think it necessary at that time to add the word HOSPITAL and a red or blue cross to the sign. So the poor lady kept going round in circles until she was lucky enough to spot an ambulance and follow it.

I remember staff at a particular hotel always telling visitors who complained about the lack of decent signage that they needn’t worry. If they did get lost, they would still be in Malta!

And has it ever crossed the minds of the officials who actually decide where a sign is to be placed, that it would be infinitely more helpful if the sign is placed at a reasonable distance to allow the driver to choose his or her lane in time?

Having driven abroad, mainly in the UK, for many years, I always appreciated the fact that if I were heading for, say, Birmingham I would be advised AT LEAST 500 YARDS AHEAD that the road to Birmingham was the one on the right, and the one on the left would take me to Sheffield and other points further north. And this same information

would be repeated another two or three times before I got to the actual junction, thus allowing me ample time to choose my lane and change into it without endangering myself or other drivers.

Not so in Malta. Over here the sign indicating that left takes you to A and right takes you to B is generally placed at the beginning of the centre strip dividing the two respective roads. Which means that drivers have to slow down at the very last moment, read the sign, and change lanes if necessary – a manoeuvre which can be dodgy if not downright dangerous.

It doesn’t take much to place the signs well ahead of the turn-offs. Just common sense, really.

TV stations have devoted a lot of airtime to this subject, again with most participants opting for the rebuilding of the Opera House, obviously as an Opera House! However, one particular participant who seems to favour the Prime Minister’s decision to move Parliament to this site, came out with the banal excuse that if the Opera House is rebuilt to its original design, it will not match the surrounding buildings in terms of style.

My question to this genius is: If the Opera House had not been destroyed during the last war, would the buildings around it have been constructed in the same style as Barry’s magnificent monument?

I rest my case.

The Royal Opera House

So the Prime Minister has decided, in his wisdom, that the site of the Royal Opera House, destroyed during the war and left in that sad state for over 60 years, should now be turned into a new House of Representatives. Judging by the great majority of the reactions in the media, this decision has not gone down well, with most correspondents opting for the Royal Opera House to be rebuilt exactly as it had been designed by James Middleton Barry.

Azzopardi Butchers Group …

A generation of meat retailers and food processors

When, in the 50s, somewhere in St Paul’s Bay, Charles Azzopardi (back then still with his brother Emanuel) commenced his retail butcher operational activity, little did he realise that this venture would have seen him and, later on his sons, progress into a vaster business set-up which is more commonly known as the Azzopardi Butchers Group.

Charles decided to obtain a thorough apprenticeship in a land of opportunity, Australia, and for six years, between 1952 and 1958, he was employed with a firm of retail butchers. Undoubtedly, this was not only to present him with a huge and accelerated learning curve but also gave him a huge professional insight of what the business involved. It was also enough food for thought which encouraged Charles to return to Malta and open a small retail butcher shop, Sydney Butcher, in B’Kara, a very central and densely populated town.

His gentlemanly, professional and highly personalised customer-oriented approach made Charles’ name become a household name amongst a very loyal customer base – so much so that this base continued to grow following Charles’ decision to relocate to bigger premises in the same town in the late 70’s … a business activity which lasted until 1994 when a change in business strategy was decided upon by his sons.

As a matter of fact, in May 1994, Mario, one of Charles’ sons, opened the butcher outlet in one of Malta’s leading supermarkets, SMART, always in B’Kara. As a consequence, the Azzopardis become even more popular with a much wider customer base, including a considerable passing trade attracted by the Supermarket’s overall vast array of products found on the various shelves.

Business grew at a rapid pace, so much so that Charles’eldest son, Edmund, a mechanical engineer, joined the family business, learning the tricks of the trade within six months, becoming a huge asset to the overall set-up in a short period of time.

SMART BUTCHERS’ success encouraged the Azzopardi family to open another butcher outlet in Attard. AUSSIE BUTCHER was opened in December 2005.

March 2006 saw a huge turning point to the Azzopardi family’s business structure when Edmund and Mario, at the time trading as Sydney Butchers Limited, acquired the going concern of TENDERFRESH FOOD PROCESSING LIMITED, a food processing plant in Marsa.

Ever since the Group ventured into food processing, it has managed to penetrate a considerable portion of the food chain, including the general retail trade as well as caterers.

Also, this business arrangement enabled the Azzopardi brothers to take over another Company, THE FOOD HOUSE MARKETING LIMITED, which serves as the sales and distribution arm of the Group.

Undoubtedly, its professionalism, high level of quality control, vast product range and a general flexible approach in its ‘modus operandi’, has enabled the Group’s processing arm, namely, TENDERFRESH FOOD PROCESSING LIMITED, to become a force to be reckoned with on the local foods’ supply scene.

The processing plant enabled the Azzopardi Brothers to be able to produce volume and increase overall business activity to avail itself from economies of scale.

Other retail outlets were taken over in the process.

The vast array of business functions necessitated that a proper consolidation be resorted to in order to enable a better operational and legal structure.

Azzopardi Butchers Limited was formed in 2007, becoming the holding Company with Edmund Azzopardi assuming the role of Managing Director and Mario being the other Director of the Group.

Over the last few months, highly cognizant of changing times ahead, the Board of directors decided to embark on a business re-engineering process with a view to upgrade its existing product content and variety, as well as, move towards penetration of foreign markets.

Malta’s full accession in the European Union has provided the newly acquired Company with a considerable dose of challenges. Yet, it is also a fact that the same political, social and economic step, has also presented TENDERFRESH FOOD PROCESSING LIMITED with a substantial amount of

opportunities, including joint venture potential with foreign strategic partners.

Established in September 1991, Mediterranean Building Finishes ltd. (MBF) could easily be described as one of the more experienced companies in the wonderful world of building finishes. From its humble days, where a few workers were a few workers too many (remember this was way before the building boom) MBF has grown to become one of the leaders in finishes, in particular plastering of internals and externals.

Before our competitors were even out of school, MBF were already offering products such as gypsum plaster and graffiato.

The mid nineties saw some interesting projects, with the hotel boom, especially in the St Julian’s area. MBF were awarded contracts at the San George Hotel, Excelsior Hotel, Mistra Village and most notably the Westin Dragonara Resort. This is not mentioning other new projects such as the Birgu Sports Complex. Although at points the company had a number of big projects being carried out at that the same time, loyalty to their smaller clientele was always an important factor.

This is a policy that was always the core of MBF and will always be a policy of the company.

Today MBF is managed by one of its original owners Mr. Kevin Camilleri and his son Keith. In recent years the company has been awarded contracts to finish some of the most prestigious projects to date. Most notably are the Fortina Hotel extension tower, Midi Tigne Point, Malta Maritime Trade Centre, The Palace Hotel and most recently the Lufthansa Teknik Malta Hangers.

Being one of the fathers that introduced ‘modern plastering’ to Malta, till today they still use the conventional gypsum plasters for internals and silicate base finishes for externals. After so many years of usage on probably 95% of buildings built in the last 2 decades, these renders definitely do not need any descriptions. I do not intend to bore you readers on things that you probably already know!

The directors of MBF try, as much as possible, to keep up with the latest trends and products available mainly in main land Europe. There is no doubt that this new century has brought with it great awareness that the existence of man, has created a lot of damage to our world.

In our sector there are companies and scientists abroad that are constantly trying to find new and improved methods of trying to save on energy and efficiency in our homes. Although the governments ‘green’ budget for 2009 hindered to mention it, but most energy is lost through our walls. You can have all apertures with double glazing and roofs with reflective membrane but the fact remains that most heat (or cool air in the summer) is still getting out through our walls. MBF now offers a service that will totally terminally insulate your house. With use of compressed polystyrene, installed on all external walls, a house can be totally encapsulated. This keeps heat loses to a bare minimum, giving the same effects of a thermal bottle. Due to the fact that this is energy efficient system does not mean that it has to be a visual hazard. The top layer is usually plastered with a coloured silicate finish, so no one would realise that it is a thermally insulated house.

With the use of specially designed pumps, and aluminium rules the plasterers are able to get straight walls. This system could be used both internally and externally. The finish given by the manual system is usually very crude. With these machines, lines are perfectly dubbed out to get a straight finish. This is not to mention that projects can be plastered in half the time using these machines.

Spray-painting is another trade that the company is equipped for. Giving the same finish as the older roller system, but with the advantage that paint can be applied much quicker. Especially for large areas, the machine can apply thick coats of paint at great speeds.

No one can doubt that Malta is one of the most history rich countries of the world. Per surface area of our nation it is impossible that any other country even comes close to what the Maltese have. Over very often centuries of neglect, these buildings have to been seen to, restored and taken care of. Over the past few years MBF has carried out various projects, in the restoration of old houses. In this sector MBF carries out jobs like fixing up of old apertures and wooden beams, removal of old plasters and leaving on bare stone, macroporus plasters for humid areas, building alterations and any other jobs related to restoration of old houses.

MBF has heavily invested in a specific machine that will totally replace the laying of the traditional chippings before laying of tiles. This method allows material to be poured over a floor, and let to dry to obtain a uniform and smooth surface.

Tiles or surfaces can be layed onto these surfaces without any hassles.

Over the years, MBF has required the use of scaffolding so as to be able to plaster facades.

Their vast stocks of scaffolding meant that, there was eventually enough available to rent out. This was when Mediterranean Scaffolding Ltd (MSL) was formed. MSL is fully equipped with all the European Union health and safety standards that today’s regulations require, to erect a scaffolding properly. MSL also provides mega advertising options for clients that have scaffolding erected for a long time period of time. Should the client wish to cover his facade with an advert, rather than the usual green netting this is available. It is agreeably less visually pollutant to have an advert rather the repulsive green netting that other scaffolding companies are using. An advantage for the client is that they will be making money by someone else making use of that advertising space, and in the long run saving on the rental of the scaffolding. MSL have most notably used this advertising system in the St Julian’s and Sliema area, and could probably brag about some of the biggest advertising boards ever seen on our islands.

Apart from the above mentioned trades, MBF offers a multitude of other trades for smaller jobs.

All in all they are able to finish off a villa, medium block of apartments and showrooms with all trades included. In an ever changing environment, MBF have also decided to equip themselves with small gangs of false ceiling and partition installers, electricians and plumbers as well as wall and floor tile and marble layers.

Most importantly every employee especially in top management and distribution are flexible in their roles. Pulling the same strings means that more often than not their customers are satisfied with the quality of work and the quality of overall service that is provided. This is most effective when clients require their projects to be finished in a very tight and stipulated time period. How about that for finishing off in style!

The Marsa Siclà Residence is composed of 46 apartments in two storey detached houses, each one with a panoramic covered veranda and a private garden. The apartments are divided as follows: 10 one-room apartments, 26 tworoom apartments, 10 three-room apartments.

Inside the residence there are sports facilities, swimming pool and solarium and a Club House.

In the big swimming-pool there are 2 Olympian measure alleys (50m), areas for relaxing, for fun and for our young guests. In the Club house there are the common facilities: a pizzeria/restaurant, a bar connected with the large solarium pool area, the residence reception with the excursion service and a small bazaar, a living-room, a card-playing room, a conversation room, a minimarket and a music area in the central patio.

The Marsa Siclà Residence overlooks the beautiful Sampieri beaches, a small fishermen village characterized by a romantic seashore. The province of Ragusa is characterized, instead, by the wonderful Sicilian baroque that decorates all of its architectural buildings, and the town of

Scicli is famous for its beautiful baroque churches and for the perspectives of the streets of the old centre that made it gain, together with the more famous town of Noto and to other sites of the Val di Noto, the prestigious UNESCO title of “human heritage” site.

The area where the Marsa Siclà Residence is located offers the visitor a natural vegetation with some features that can be rarely seen along our coasts, like remained strips of natural biocoenosis, where you can find tamarisks, juniper and mastic, surrounded by a series of bushes and herbaceous dogbane and psamophile plants, typical of the most ancient Mediterranean scrub. The area represents a wood of particular historical and cultural interest, with vegetation characters of particular value both from the productive and environmental point of view. The small detached houses are placed in this wonderful natural setting, perfectly harmonized with the environmental context, that becomes the strong point of the complex, with the thousand year vegetation typical of the Mediterranean Sea coasts, the slopes, the perfume of the countryside mixed with the sea breeze, the breathtaking panorama that can be enjoyed from any point overlooking the sea.

The sea the residence overlooks is the Mediterranean sea, that in the Southern coast of Sicily presents sandy bottoms and crystalclear water. It is a sea characterized by extremely fine white sand, on which it is extremely pleasant to have long walks and, and also by the low bottoms that make it a safe sea even for inexperienced swimmers. It is even a sea area that offers excellent catches, wonderful shellfishes and many varieties of deep sea fishes.
