PRESIDENT’S MESSAGE Fiscal Year 2013 was truly a remarkable year for OJCF. The Foundation received the largest donation to the Portland Jewish community ever in loving memory of one of our city’s most revered patrons. The Oregon Jewish Community Youth Foundation expanded both the minds and leadership capabilities of the greatest number of Jewish teens involved in the program’s 10-year history. The 40 dedicated young philanthropists selected 38 charities to receive a record $39,050. And, assets of the Foundation, held on behalf of our generous donors and Partner Organizations, grew to a remarkable $70.5 million. Much of that growth came from many sources as OJCF now works with approximately 210 fund holders and 26 Partner Organizations. The Foundation was honored to work with many members of our community who believed that 2013 was a perfect time to start, or to continue, changing the world. Our fund holders and partners have entrusted the Foundation with endowments, donor advised funds and charitable gift annuities. Additionally, 105 donors have joined the OJCF Legacy Society by Sharon Morell remembering one or more local Jewish agencies through OJCF in his or her estate plan. Each President and every gift, whether granted during the year to a deserving cause or left to grow to provide opportunities for the future, represents a commitment to our community. OJCF is proud to provide the tools to allow all levels of philanthropy to occur every day. The success and growth of the Foundation could not be possible without the work of the OJCF Professional Staff and its banking partner, First Republic, as well as the commitment from the Board of Directors, committee members and volunteers, all of whom continue to provide a level of professionalism and compassion for the Foundation that are second-to-none. Oh behalf of the Board of Directors, I thank you for your continued trust and confidence in the Oregon Jewish Community Foundation. I encourage you to learn more about, or share your knowledge of, the financial expertise and charitable planning tools the Foundation provides to donors of all ages and for the long-term growth and sustainability of our Partner Organizations.
DIRECTOR’S MESSAGE From transformation gifts of real property and appreciated stock, to family philanthropic funds of all sizes, fiscal year 2013 was a year of giving. We welcomed new teen and young adult donor fund advisors and honored and memorialized loved ones as well. The foundation distributed a total of $3,357,539 to non-profits of all kinds, including synagogues, Jewish day schools, overnight Jewish camp, education, elder care, social services and arts and culture.

The growth in funds held by OJCF reflected a combination of strong financial markets and the trend among donors to be actively involved in their giving. We see more funds with two generations advising together, generating important intergenerational conversations about giving as families. At the same time, the OJCF Community Endowment Fund (unrestricted endowment) served the community well, by providing financial support for PJ Library Oregon (Central Oregon, Medford/Ashland, Salem/Corvallis and Eugene), OJCYF – the Youth Foundation and our exciting new Create A Jewish Legacy/Life & Legacy Initiative that will help ensure the long-term future of Jewish life in Oregon.
These youth and family enrichment programs bring home Jewish experiences from bedtime stories to teen philanthropy, with parents and grandparents involved every step of the way. At the same time, Life & Legacy reminds us all of the privilege of arranging for gifts for the Jewish community through our wills and estate plans, so when you are gone, your legacy of philanthropy will continue on. These programs dovetail beautifully with the generosity of our community donors through their advised grants, endowments, trusts and other approaches to giving. I’m honored to work closely with our outstanding board of directors, committee members, donors, professional staff and organizational leadership in support of our dynamic Jewish community. Together, we weave the beautiful and unique fabric of our shared Jewish life. DICK SOLOMON & ALYCE FLITCRAFT Gus & Libby Solomon Lecture Fund
During their lives, Gus and Libby Solomon were well-known champions for social justice and the Jewish people. Gus was not only the longest serving federal judge in Oregon, but also the first Jewish federal judge in the state. Libby was instrumental in the creation of the Judaic Studies Program at Portland State University. Both were strong believers in Jewish activism and anti-discrimination and spent their lives fighting for the civil rights of not only Jews, but all peoples. The couple was married for 48 years until Gus’ death in 1987. Libby died in 2004. In honor of his parents’ legacy in 2005, their son, Dick Solomon, and his wife, Alyce Flitcraft, established the Gus and Libby Solomon Memorial Lecture Series at Portland State University. The free, annual lecture is dedicated to exploring the American Jewish experience and the ideals of social justice promoted by his parents throughout their lifetime. Dick and Alyce established the Gus & Libby Solomon Lecture Fund with OJCF in 2012 to ensure that the lecture series continues. OJCF is also proud to be an annual sponsor of the event. Dick has served on a multitude of committees and boards in Portland’s Jewish community including seven years on the board of the Robison Jewish Home and six years on the Board of Congregation Beth Israel. He was the President of OJCF’s Board of Directors from 1994 to 1996. Dick is also himself a graduate of PSU. “I am a big fan of Portland State University,” he says. “In addition to honoring my parents, I felt that the lecture series would be a great way to bring the PSU community and the greater Jewish community together with mutual benefit.” Over the years, the Solomon Lecture Series has featured such distinguished speakers as Sandy Cardin, president of the Charles and Lynn Schusterman Family Foundation, Samuel Norich, publisher of The Forward and professor, author and Jewish film expert, Eric A. SONIA MARIE & THEO LEIKAM & FAMILY Team Leikam Family Fund
Sonia Marie and Theo Leikam are a wonderful example of a young couple that gives from the heart. Even though the family is interfaith, they chose to open a fund at OJCF because the Foundation embodies the universal values that they have chosen for their family. Additionally, “OJCF’s lower initial Donor Advised contribution of $1,800 made it that much more attractive and accessible to us,” says Sonia Marie. Ironically, the couple claims that neither came from particularly philanthropic families. Their first generation altruism grew organically, partly through Sonia Marie’s participation in the Melton program, her work as executive director for the Oregon Holocaust Resource Center and partly by way of a windfall. “We received an inheritance which allowed us to put a little aside for charity,” says Sonia Marie. “We felt that since it was a gift that we did not earn, it was our responsibility to teach our kids about generosity — that we have an obligation towards others.” According to Sonia Marie, “Being a fund raiser and really sacrificing myself for a cause has given us both such an appreciation for the need for philanthropy.” The Leikams are firm in their desire to support their community and the causes that mean the most to them such as Holocaust education, social justice and basic human rights and dignity. The Foundation applauds the Leikams and all individuals who give back to our community in any way they can. OJCF is committed to assisting donors of all levels of wealth. COOKIE & MERRITT YOELIN* The Cookie & Merritt Yoelin Fund
When Amara Norman talks about her parents, Davita “Cookie” and Merritt Yoelin, she lights up. “I was so blessed,” she says. “Mom was my best friend and if not for Dad’s encouragement, I might not have become involved in the Jewish community, especially with PJA, which I love.” Portland’s Jewish community meant the world to Cookie and Merritt who were married for more than 30 years at the time of Cookie’s passing in 1999. When he passed away in 2012, Merritt was a senior partner at the law firm Samuels Yoelin Kantor LLP. During his life, he served on boards and committees of multiple Jewish organizations including OJCF’s Board of Directors, as Treasurer for Jewish Federation of Greater Portland and as President of both Congregation Neveh Shalom and Jewish Family & Child Service. Partner Steve Kantor says that Merritt was “never afraid to inspire his Jewish clients to make gifts to the Jewish community.” Cookie was also very involved with Congregation Neveh Shalom and helped found the National Council of Jewish Women’s (NCJW) Young Women Portland Chapter’s Division and Lions Group. Near the High Holidays she could be found creating beautiful flower arrangements for Neveh Shalom’s services. “Mom was such a welcoming person,” says son Adam Yoelin. “Whenever there was a new congregant, she was always right there to introduce them to everyone and encourage them to become involved.” Adam remembers his mother as “strong, independent and extremely smart — together, she and Dad made an incredible team.” Before his death, Merritt ensured that the couple’s love for the community would live in perpetuity by creating the Cookie & Merritt Yoelin Fund of OJCF. The endowment will provide support for JFCS’s counseling program, and Israel trip scholarships for Neveh Shalom teens and PJA’s 8th graders. It will also support the Oregon Symphony and NCJW in its vital work with Goose Hollow Family Shelter and Lift Urban Portland. The Foundation is tremendously honored that Merritt chose OJCF to establish his legacy and continue helping others. “The desire to be deeply involved in the Jewish community and to help others get involved was ingrained in them,” says Amara. “All they ever wanted was to make things beautiful and to help good people give back. And it was because of their love — for each other and for our community — that they sparkled.” 6

CREATE A JEWISH LEGACY OREGON/ LIFE & LEGACY, ASSURING JEWISH TOMORROWS Life & Legacy is a partnership of the Oregon Jewish Community Foundation and the Harold Grinspoon Foundation (HGF) that promotes charitable gifts arranged through wills or estate plans to benefit our Jewish day schools, synagogues, social services organizations and other Jewish entities. Through training, support and monetary incentives, Life & Legacy motivates Jewish organizations to integrate legacy giving into their philanthropic culture in order to assure Jewish tomorrows. OJCF is part of the first group of seven communities selected in a competitive application process to participate in this exciting, new program of HGF. Similar Jewish legacy development programs are emerging all over the country and are now in more than 40 Jewish communities. Create a Jewish Legacy/Life & Legacy shows us that regardless of age, wealth or affiliation, we all have the ability to make a difference in the lives of future Jewish generations. A gift of any size is important and there are many easy ways to make a lasting legacy gift. The program encourages 8
endowment giving to supplement annual operating budgets – thereby turning annual gifts into “perennials” for the future strength of our community. The OJCF Legacy Leadership Council selected 11 community organizations to participate in the program through its own competitive application process. Chaired by Ben Isenberg, the Council is comprised of Jill Edelson, Elizabeth Menashe, Jim Meyer, Eric Rosenfeld and Jeff Wolfstone.

The organizations accepted demonstrated readiness to undertake the program with dedicated staff and volunteer leadership and the resources needed to be successful. The legacy teams are working together for the community, with the opportunity for each of the organizations to earn an incentive grant of $9,000 per year for reaching their goals for legacy gifts.

The program provides ongoing training, as well as marketing materials, support and the incentive grants. Arlene Schiff, National Director, Life & Legacy (HGF) travels regularly to Oregon to consult on an ongoing basis. In addition to OJCF’s program leadership, the foundation handles the technical, investment and fund services required. Immediate Past President, Eric Rosenfeld, played a key role in raising local funds needed to obtain match funding from the Grinspoon Foundation. The local funders include the OJCF Community Endowment Fund, the Leonard & Lois Schnitzer Supporting Foundation, the Henry S. Blauer Memorial Fund, OJCF board members, and other generous community leaders including the Goodman Family, Bob and Rita Philip, Rob and Mara Shlachter, Jim and Lora Meyer, Dick Solomon and Alyce Flitcraft and many others. OJCF’s Professional Advisors Group connects estate planning attorneys, accountants and financial planning professionals with OJCF in a way that will help advisors share information on charitable planned giving with donors in our Jewish community and the related services that OJCF provides. The group gathers at a lunch meetings several times a year to learn about current tax and legal issues of importance to their clients. Past topics have included fiscal cliff tax strategies, gifts of IRAs and charitable gift annuities and most recently, new legal issues for same-sex couples. OJCF’s Professional Advisors Group is co-chaired by Mark Rosenbaum and Brian Suher. OREGON JEWISH COMMUNITY YOUTH FOUNDATION (OJCYF) Now in its 11th year, OJCF’s award-winning youth foundation engages more students than ever in teen philanthropy. The Oregon Jewish Community Youth Foundation now includes over 50 teens in three groups as they learn in monthly meetings about our community’s needs, Jewish values of giving, site visits, fundraising and grant-making. Working in three groups, Manhigim (Leaders), Bonim (Builders) and Lomdim (Apprentices), the more experienced members mentor the new teens as they experience together that everyone can make a difference, regardless of age. Participation has grown by 43% over last year. This year’s 9th-12th graders are more diverse than ever, representing 16 regional high schools and many synagogues. Teens are traveling from Salem, Wilsonville and Vancouver, WA to be part of OJCYF.
“I believe that OJCYF provides Jewish youth with a strong foundation in the Jewish community and an opportunity to gain valuable leadership experience that is applicable throughout the rest of our lives. — Ilana Waite, Senior, Oregon Episcopal School In May 2013, OJCYF celebrated its 10th anniversary. More than 200 teens, parents, grandparents, community leaders and educators attended the annual benefit dinner. The teen-led evening included a mock allocation, acknowledgment of OJCYF “Angel” funders and a mitzvah moment paddle raise led by teens. The event featured philanthropist Jordan Schnitzer as keynote speaker. Mr. Schnitzer challenged the teens to remember the importance of humility and to make a difference through a single act of kindness every day. OJCYF thanked all sponsors and donors who support their leadership work. The dinner guests also brought donations for Sunshine Pantry. The benefit dinner raised a total of $39,050 for grants to Jewish and general non-profits. Teen board members evaluated grants submitted to them and then distributed funds as part of a group allocation. The experience of making difficult allocations decisions with real money is lifechanging for many of OJCYF’s members. These grants can be viewed on page 21.The grant deadline for applications this year is April 18, 2014.

PJ“PAJAMA” LIBRARY OREGON Through the OJCF Community Endowment Fund, OJCF provides funding to bring Jewish bedtime stories and music to families beyond the Portland Metro Area. PJ Library is an award-winning Jewish family engagement program of the Harold Grinspoon Foundation. Each month, families receive free, highquality Jewish children’s literature and music. In 2007, OJCF, in partnership with the Grinspoon Foundation, successfully launched PJ Library in the Portland metro area. Now, in collaboration with regional synagogues, individual donors and B’nai B’rith Camp, OJCF and the Grinspoon Foundation provide funding for families in Salem, Corvallis, Eugene, Central Oregon and Medford/Ashland. All families in these communities raising Jewish children from six months of age through eight years (depending on the community) are welcome to sign up. FINANCIAL YEAR IN REVIEW Fiscal Year 2012-2013 was momentous for OJCF. Assets under management reached an all time high of $70.5 million. New donor and Partner Organization contributions topped $20.3 million. And more than $3.3 million in donor advised grants, scholarships and endowment distributions was awarded back to the community. OJCF’s Investment Committee adjusted the investment policy near the end of Fiscal Year 2013 by adding a Real Estate Investment Trust (REIT) pool to augment OJCF’s moderate investment strategy. The long-time moderate (or “endowment”) investment strategy which included the majority of Fiscal 2013 was 60% equity, 40% fixed income. The new recommended moderate asset allocation going forward is now 60% equity, 37% fixed income, and 3% REITs. In adding a REIT pool, the Investment Committee took into consideration the currently low interest rates on bonds, the likelihood of higher returns from REITs, and the benefit of diversification from adding REITs to the portfolio. Within the new REIT pool, 65% is allocated to domestic REITs and 35% is allocated to international REITs. This mirrors the overall U.S. versus international ratio of the OJCF portfolio. The investment committee also chose to decrease the duration (a measure of average time to maturity) of the bond portfolio. This move will mitigate the risk of loss in value for bonds that can occur if interest rates rise. The committee believes that, in light of currently low interest rates and the last few years of financial stimulus by the federal government, it is more likely that interest rates will rise than fall in the short-term to mid-term future. The committee added a floating rate bond fund, while trimming fixed income funds which have a longer duration to help guard the fixed pool from interest rate risk.

GRANTS, ENDOWMENTS & SCHOLARSHIPS In the decade since 2003, OJCF and its donors have awarded nearly $21 million in funds to local and national Jewish organizations and more than $6.6 million to local and national secular organizations. OJCF has also awarded $1.3 million in higher education, Judaic studies, day school and campership scholarships. True to its mission of creating, promoting and facilitating a culture of giving, OJCF awarded nearly $3.2 million in grants, endowments and scholarships in Fiscal Year 2012-2013. The overwhelming majority of grants and scholarships benefitted students, organizations and the individuals they serve in Oregon. A full 45% of dollars granted to Jewish nonprofits were granted to Oregon Jewish communal organizations such as Jewish Federation of Greater Portland and Mittleman Jewish Community Center (see page 16 for chart). The next 42% were granted to Jewish elder and health care organizations, Jewish educational institutions, scholarships and synagogues. Nearly half of the grants awarded to general nonprofits were for education and scholarship.
