• The Florida Department of Health Investigation has been sending the Delray Beach warning letters about the city’s water utilities program, causing Palm Beach County to have to investigate the matter. According to WPTV, Inspector General John Carey said that he has received several complaints about water issues in Delray Beach from multiple different city residents. Carey also said that he would like to resolve this water issue by the end of this year as it is a priority to him.

• Amidst this COVID-19 pandemic, Donald Fennoy has been the standing superintendent of Palm Beach County District Schools. Also during the pandemic, the Classroom Teachers Association in Palm Beach County have been expressing their concerns for how teachers will be treated during this new school set-up. According to WPTV, the Classroom Teachers Association is now trying to get Superintendent Fennoy suspended because of his lack of concern or initiative towards the teachers’ issues. The CTA released a statement that discussed their dissatisfaction of how Superintendent Fennoy is handling the situation.

• Palm Beach State College has received a $3 million federal grant to improve retention and completion rates of Hispanic and low-income students. The Title V grant, awarded under the U.S. Department of Education’s Developing Hispanic- Serving Institutions Program, will provide $600,000 a year over five years for the College’s

These high school seniors will now have the opportunity to compete for 7,600 National Merit scholarships worth more than $30 million. On Monday a picture posted on a social media platform showed no social distancing with students packed together in a crowded hallway. This was the first day schools reopened in Boca Raton. This brought forth the concerns from the community pertaining to an increase of COVID-19 cases, specifically stemming from recently reopened schools. Palm Beach County School Board member Karen Brill explains students were pressed together in the hallway to avoid

heavy rain under the awning. Brill continues to explain the district did not expect this many student to return to in-person learning. One-third of students returned in the district, while 55% students returned to Boca Raton High School. “It was definitely a misstep. The good thing is they were all wearing masks,” Brill said according to the Sun-Sentinel. “We’re delighted so many students decided to come to our brick-andmortar school.” In response to this event, the school has released a staggered class change and dismissal schedule to avoid this occurring again. Boca West Foundation’s 8th Annual Golf Challenge to Raise Funds for Local Charity Partners More than 500 golfers will tee up for “our kids” at the Boca West Children’s Foundation (BWCF) 8th Annual $100,000 Golf Challenge happening over two days, Sunday, November 8 and Monday, November 9 at Boca West Country Club, 20583 Boca West Drive, Boca Raton. The golf challenge will serve as fundraisers for each of the Foundation’s 31 participating children’s charity partners. Those who are not able to play are encouraged to donate their tickets to first responders and front line workers. Golfers will have the opportunity to golf on courses that have been ranked among the best in the world, alongside St. Andrews, Pine Valley, Pebble Beach and Pinehurst. The event is spread out over two days in order to keep the golfers safe and socially distanced, with a limited number of participants and stringent guidelines. Tee times will be assigned to players. Michael Sneider, chairman of the Boca West Children’s Foundation Advisory Committee, will chair the Golf Challenge.

The cost per golfer is $650 with the majority of the fee going directly to participating charities. In addition to the funds raised through participating golfers, charities will vie for a portion of the $100,000 funds awarded during the tournament. Each charity will receive between $2,000 and $10,000, depending on its team’s placement. “Many of our charity partners have had to cancel their fundraisers this year and our golf challenge will serve as fundraisers for each of our participating children’s non-profits,” said Pamela Weinroth, Executive Director of Boca West Children’s Foundation. “We are delighted to offer this fundraising platform for these charities. The Golf Challenge will not only be an incredible event, but it is arranged to keep participants safe and socially-distanced.” Tickets include a sleeve of golf balls, a golf shirt, a gift of the golfer’s choice, all food on the course, take home package of wine and hors d’oeuvres and, of course, one duck of the ducks that are being dropped from a crane for a chance to win $2500. Board of County Commissioners Joins SFRTA and Brightline in Recognizing Rail Safety Week Rail Safety Week 2020 is being observed Sept. 21-27 across North America with stakeholders in the United States, Canada and Mexico focusing on safety actions around railroad property. Operation Lifesaver Inc. (OLI), Operation Lifesaver Canada and the Mexican Association of Railroads are leading this year’s observance. The week is designed to raise awareness of safe actions around rail crossings and railroad rights-of-way and to empower the general public to keep themselves safe when around rail property. Typically, the week contains multiple in-person outreach efforts, safety blitzes and other campaigns, but the COVID-19 pandemic has shifted the week’s activities to focus on social media and virtual outreach. OLI reports there are 2,100 North Americans who are injured or killed annually in railway crossing and trespassing incidents; these are largely preventable events and Rail Safety Week is designed to do just that. “The [U.S. Department of Transportation] is committed to working with communities, as well as domestic and international partners, to improve pedestrian and vehicle safety near railroads,” said U.S. Transportation Secretary Elaine Chao. “Rail Safety Week raises awareness of the need for caution near railroad crossings and train tracks. We appreciate the support of Secretary Chao, the U.S. Department of Transportation and all our Rail Safety Week partners,” said Operation Lifesaver Executive Director Rachel Maleh. Rail Safety Week began in 2017 and has

grown in exposure and added new community partners every year. Themes of this year’s campaign include partnerships with law enforcement, crossing safety, transit safety, trespass prevention and others. Even in Death, Monica Herring is Still Giving of Herself Delray Beach is mourning the death of Monica Herring, the liturgical ballet aficionado, who has been praising God through her gift of dance for close to 30 years. Monica, 37, was pronounced dead at Delray Medical Center earlier this week after she was involved in a motor vehicle crash on Sept. 2. A major dancer in her own right, Monica was known over Palm Beach County for her gentle spirit. Whenever someone asked her to perform, she gladly made every effort to share her talent. And whether she was working with kids at Banyan Creek Elementary by day, the Achievement Center for Children and Families in the evenings,

or dancing in churches or at events in her off duty hours, she gave her best. Monica was happiest performing. In public she was more reserved and more private. But when she was ministering through dance, that’s where she let out her heart and soul. Dancing was her way of coping with the ills of this world. She began dancing at St. Paul Missionary Baptist Church and served as the Angelletes Praise Dance instructor for a while. She danced with Love & Action Productions and also managed youth performer Fisher Hooks, who was named South Florida Gospel Music Awards’ 2017 Best Gospel New Artist of the Year. Monica was a product of KOP Men-

toring Network and I watched as she perfected her art over the years. I recalled when she began teaching some of our students her art, I had some trepidations because liturgical dancing was not widely embraced in local churches then. She however assured me that, “It will be OK Mr. C. Ron, trust me.” And it was. For her, it was not about performing for an audience, it was about praising God. She was never putting on a show in the traditional sense. Whatever form Monica’s worship took, she had a single goal: drawing others to the faith they embrace. If there is any consolation in Monica’s passing, it would be knowing that

she will be dancing with the angels. And while we all will grieve her passing, it comforts me knowing that losing her life can save or improve the quality of life for up to 25 people because she donated her organs. A scholarship fund is been established in honor of Monica at the Achievement Center for Children and Families. Additional infor mation was not available at press time. When God Wants to Send You, Will You Go? Some weeks ago, my friend Sergio Fortes wrote about “the comfort zone,” where we feel, obviously, comfortable. It’s familiar, predictable, and usually does not require more effort than we are willing to give. So how do you respond when asked to venture outside your comfort zone? Do you resist? Dig in your heels and refuse? Or simply respond, “No, I can’t”? What about when you sense God directing you on an unfamiliar course, asking you to do something you have never tried before, maybe even something you feel totally unqualified to do? I think of numerous biblical accounts when people were asked to take such steps: Noah, asked to build an ark with a global flood approaching; Abraham, told to leave his friendly confines in Haran for a land he had never heard of; Moses, selected to lead the Israelites out of Eg ypt after more than 400 years of being enslaved; Isaiah, responding, “Here I am! Send me!” when September 25 - October 1, 2020

God was looking for a prophet to take His message; and each of Jesus’ disciples, who left their livelihoods to follow Him. We might never have our life stories featured in a book, but if we are true followers of Jesus Christ, there will be times when God calls us out of our comfort zones to serve Him in another place, in another way. In my own life, I can recall numerous times when that happened. Let me cite just two: After 10 years as a community newspaper editor, God opened a door for me to become director of publications for CBMC. I had never written a magazine article, or a book, but both were in my job description – exciting and daunting. But even before making that major career shift, the Lord wanted me to do something that for me was quite frightening – to speak to a crowd of more than 400 people. Being what I call an “extroverted introvert,” I was comfortable speak-

ing to people individually or in small groups, but speaking to hundreds at one time? Yet this is exactly what God was directing me to do, through my pastor in Houston, Texas, U.S.A. He had sug gested I briefly speak to our congregation one Sunday morning to tell what I would be doing, and to solicit their prayers. My initial reaction was, “I can’t do that!” But I agreed to pray about it, and eventually felt impressed this was what I should do. That Sunday morning I was, as expected, very ner vous waiting for my turn to speak, but when I stood behind the podium and saw many faces staring back at me, I felt what Philippians 4:7 calls “the peace that passes all understanding.” My short talk went surprisingly well. That step of obedience proved to be a stepping stone for many opportunities to speak at CBMC events in a variety of settings. Which leads to the second example I want to mention:

In 1999, I was on staff with CBMC International, and Tim Philpot, then its President, said we needed to reconnect with the ministry in Brazil – and I was the one to do it. “What?” I knew nothing about Brazil, could not speak Portuguese, and was no expert in “ministry development.” But drawing from past experience, I trusted God knew what He was doing in sending me there. The trip turned out to be extremely fruitful, and to this day I maintain friendships that were for med more than 20 years ago in Sao Paulo, Curitiba and Vitoria. Out of that ministry journey came an unexpected result: An enthusiastic group of Brazilians who to this day translate “Monday Manna” into 5-6 other languages, then send each edition literally around the world. This and other instances taught an important lesson: When we step out in obedient faith, God will always do more than we could ever imagine.

Importance of Perfect Timing

Florida Power & Light Offers Direct Customer to Those Significantly Behind on Bills due to Covid-19 Florida Power & Light Company has announced it plans to begin offering direct relief to customers significantly behind on their FPL bills due to the coronavirus (COVID-19) pandemic and to those customers who have diligently paid their bills but still have a deposit with the company. Residential and small business customers may be eligible for a bill credit of up to $200 based on the status of their account and how long the account has been past due. To receive the direct relief, eligible customers will need to pay their total outstanding balance, net of the bill credit. For example, an eligible customer who has a total outstanding balance of $600 would need to pay $400 to qualify for the maximum one-time credit of $200. FPL will communicate directly with eligible customers to explain the steps required to obtain the bill relief. “We’re all in this together and FPL remains committed to doing everything we can to support customers experiencing hardship as a result of COVID-19,” said FPL President and CEO Eric Silagy. “The Florida Public Service Commission has been very supportive of our efforts to provide assistance to customers during this difficult time. Accelerating the return of deposit money to customers who have been able to pay their bills and offering direct relief to customers significantly behind on their bills is another example of FPL’s continued commitment to finding ways to help support customers experiencing hardship and ensuring we’re meeting the needs of all of our more than 5.1 million customers.” In addition to direct bill relief, significant federal funding remains available to help customers pay utility bills. Federal funding for Florida’s Low Income Home Energy Assistance Program (LIHEAP) has increased nearly 60% due to the pandemic. FPL estimates more than $30 million in LIHEAP funding is still available to its customers. Customers can also apply for available CARES Act money that’s been distributed to communities across the state. Additionally, FPL’s Care to Share Program, which provides bill payment assistance to customers, has been expanded due to the pandemic to support customers. FPL is working to enhance the program, offering customers who pay electronically opportunities to contribute set monthly amounts, one-time donations or the option to round up their bill to the nearest dollar as a volun-

tary contribution. Returning deposits early for residential customers requires approval from the Florida Public Service Commission (PSC). Accordingly, FPL has filed for permission to do so and has requested an expedited ruling for this request. FPL is also planning to accelerate deposit refunds for eligible small business customers, depending on rate class. “Some customers struggling during these challenging times have continued to fulfill their personal responsibility for their FPL bill,” Silagy said. “Given these unique circumstances, we believe returning deposits now is the right thing to do, a good way to get more money back in their pockets faster and a great benefit to Florida’s economy.” Refining COVID-19 policies In mid-March, FPL immediately began offering payment extensions and waiving late fees for customers experiencing hardship due to the pandemic, policies that remain in effect. During that time, the company also suspended disconnections for nonpayment and has continued doing so for nearly six months. Through a measured approach, FPL will resume issuing final notices this month beginning with customer accounts that have been past due since before COVID-19 became widespread in March; however, FPL is temporarily extending the time for a customer to arrange payment for past-due balances by an additional week following the issuance of a final notice. For customer accounts that receive a final notice but do not pay their past-due balance or contact FPL to make payment arrangements, disconnections are planned to begin in October. “Disconnection is always a last resort. We are working to find every possible way to help our customers avoid disconnection for nonpayment. There is funding available from numerous sources, and our customer care team is helping walk customers through the process of accessing this funding,” said FPL Vice President of Customer Service Christopher Chapel. “The vast majority of customers behind on their bill have not contacted us for help, despite our widespread outreach efforts. Our message to customers in need is simple: ‘Call us. A lot of things go into the realization of success in business: Quality workmanship and service. Execution of a novel idea. Effective leadership and direction. Those, for the most part, are factors we can manage. One factor, however, that we often overlook is timing. Especially, perfect timing. In his book, When: The Scientific Secrets of Perfect Timing, Daniel Pink addresses the importance of timing as it affects productivity and ultimately, our success. A Wall Street Journal article summarized his findings, pointing out ways Pink suggests for better allocating our time at work throughout the day. His research discovered that we are “smarter, faster and more creative in some parts of the day than others.” Confirming these conclusions, Russell Foster, a neuroscientist, claims, “The performance change between the daily high point and the daily low point can be equivalent to the effect on performance of drinking the legal limit of alcohol.” That may seem like a startling comparison, but it is probably very accurate for assessing when we can do our best work. Personally, I have learned that my best time for writing is early morning. My mind is fresh after a good night’s sleep and ideas seem to flow more quickly and smoothly. Not everyone, of course, is a “morning person.” Some people do their best work in the late morning, in the afternoon, or even late at night. The key is to realize when you are most productive and make certain to safeguard that time from unnecessary distractions. In reading the Bible, I have found it interesting to find that it places a high premium on our effective use of time – and timing. For instance, we are told, “There is a time for everything, and a season for every activity…” (Ecclesiastes 3:1). We can apply this princi-

ple in a number of ways, but one of them is that there is a best time for us to pursue our work, meaning we should strive to schedule other important, but non-work activities for other times during the day, week or month. Another passage, Ephesians 5:16, emphasizes the urgency for “making the most of your time, because the days are evil.” This does not mean time in itself is inherently evil, but time passes quickly. Not capitalizing on the time we have can result in failure to achieve desired goals and objectives. At the very least, we will have missed out on the opportunity to pursue those projects when our productivity and efficiency levels are at their peak. Looking at the example of Jesus Christ, we find that He also designated specific times for doing certain things, including prayer and time alone with God the Father. Jesus was much in demand, and at all hours of the day people were thronging around him, whether as observers or seeking His attention to address specific needs they had. For this reason, He devoted many early mornings to time alone, even from His disciples. Mark 1:35 tells us, “Very early in the morning, while it was still dark, Jesus got up, left the house and went off to a solitary place, where he prayed.”Many people I know realize how important it is for them to begin the day by focusing on their relationship with God, knowing they will require His direction, wisdom and strength to carry out the work and deal with challenges they face later on. A l s o , a t i m e t o e n s u r e that we sustain a strong, growing relationship with the Lord.

FAU moves up in “U.S. News & World Report” list of Top Universities By: Joshua Glanzer Florida Atlantic University moved up in the U.S. News & World Report list of “Top Public Schools,” to No. 136 in this year’s ranking of the nation’s best universities. FAU ranked No. 140 in 2020. “Recognition in the U.S. News & World Report annual list of top universities is an honor and proves that the hard work of the entire FAU community is paying off,” said FAU President John Kelly. “Using our strategic plan as a guide, we continue to build on our successes and focus on key areas of improvement.” U.S. News and World Report, Best Colleges for Social Mobility 2021 FAU also moved up 12 spots in the U.S. News & World Report “Social Mobility” ranking to No. 33 from No. 45. This distinct ranking is computed using graduation rates of students receiving Pell grants and includes public and private national universities. The Florida Department of Health Investigation has been sending the Delray Beach warning letters about the city’s water utilities program, causing Palm Beach County to have to investigate the matter. According to WPTV, Inspector General John Carey said that he has received several complaints about water issues in Delray Beach from multiple different city residents. Carey also said that he would like to resolve this water issue by the end of this year as it is a priority to him.

Master’s Degree in AI now within reach of low-income students at FAU By: Gisele Galoustian Researchers from Florida Atlantic University’s College of Engineering and Computer Science have received a four-year, $1 million grant from the National Science Foundation for a project to make the master’s degree in artificial intelligence (AI) accessible to high-achieving, low-income students. The accelerated five-year bachelor’s degree in science and master’s degree in AI program is designed to adapt curricular and co-curricular support to enable students to complete their degrees in AI, autonomous systems or machine learning, which are critically important areas needed to advance America’s global competitiveness and national security. “Artificial intelligence is transforming every walk of life from business to healthcare and enabling us to rethink how we analyze data, integrate massive amounts of information and make informed decisions that impact society, the economy and governance,” said Stella Batalama, Ph.D., dean of FAU’s College of Engineering and Computer Science and a co-principal investigator of the grant. “This important grant from the National Science Foundation will allow us to recruit and train talented and diverse students who are economically disadvantaged and provide them with a unique opportunity to pursue graduate education in an exciting and burgeoning field.” By preparing increased numbers of highachieving, low-income students to become engineers in these fields, this project addresses the need for growing a more diverse STEM (sci-

ence, technology, engineering and mathematics) research population. The model also provides a framework for enhancing post-secondary infrastructure in terms of how to coordinate support services for a great impact on diverse students. Once completed, materials developed from the project are expected to have a broad impact on how universities educate low-income students in both curricular and, equally important, co-curricular activities. The project team is spearheaded by Dimitris A. Pados, Ph.D., principal investigator, a professor in the Department of Computer and Electrical Engineering and Computer Science, a fellow of FAU’s Institute for Sensing and Embedded Network Systems (I-SENSE), the Charles E. Schmidt Eminent Scholar in Engineering and director of the Center for Connected Autonomy and Artificial Intelligence, who is nationally renowned in the areas of autonomous systems, machine learning and AI applications to communication networks. “Students in our new program will be organized in cohorts to promote a goal-oriented and supportive environment that results in persistence to complete a bachelor’s degree in science and pursue a graduate degree in artificial intelligence,” said Pados. “This multi-year experience will broaden their awareness of the many avenues available for support and provide a rich opportunity to work with and learn from a number of mentors comprised of graduate students and faculty throughout our college with expertise in various fields.” The project plan involves five major com-

ponents: student identification and recruitment; curricular support; co-curricular support; graduate school or career readiness, and research and evaluation. The project team together with FAU’s Office of Student Financial Aid and FAU’s Office of Institutional Effectiveness and Analysis will identify college juniors with strong academic records (GPA of 3.4 or higher) in all engineering fields. Scholarships will be awarded to students following a sliding scale, with juniors receiving $4,000 for the academic year, seniors receiving $6,000 for the academic year, and master’s students receiving $10,000 for the academic year. “Research has shown that despite high academic success in the first two years of college, many high-achieving, low-income students drop out altogether or opt for a reduced course load and enter the workforce for various reasons,” said Javad Hashemi, Ph.D., co-principal investigator, associate dean for research in FAU’s College of Engineering and Computer Science, and a professor in the Department of Ocean and Mechanical Engineering. “Our inspiration to apply for this grant was spurred by the Kelly Strul Emerging Scholars Program created by FAU President John Kelly, first lady Carolyn Kelly and philanthropists Aubrey and Sally Strul, which provides scholarships for students who are the first-generation in their families to attend college. Our new, innovative program will offer an alternative pathway that is accessible to exceptional students and provides them with the ability to earn a master’s degree in a high-impact, highly-desirable and high-paying field.”

As part of the program, students will interact with the college’s industrial board an as entrée into potential internships and/or full-time positions upon graduation and will participate in a special seminar series that will host industry speakers to enhance students’ awareness of career possibilities. Interactions with graduate students through research projects also will enhance their awareness and understanding of graduate education and support them to become self-sufficient members of the engineering community. The project team includes Nancy R. Romance, Ph.D., co-principal investigator, a professor of science education and director of FAU’s STEM Collaborative, who has an extensive record of externally-funded research grants in STEM disciplines across both public schools and postsecondary institutions; and Xingquan (Hill) Zhu, Ph.D., a professor in the Department of Computer and Electrical Engineering and Computer Science, director of the college’s Bidtellect Laboratory, and an expert on deep learning and big data analytics. Zhu recently established the first NSF-funded Major Research Instrumentation (MRI) Artificial Intelligence and Deep Learning (AIDL) Training and Research Laboratory in Florida at FAU. Last year, FAU’s College of Engineering and Computer Science launched the state’s first Master of Science with Major in AI (MSAI), administered by the Department of Computer and Electrical Engineering and Computer Science. This degree is preparing students for careers in various education, government and industry positions that require AI skills.

Women’s Tennis to Welcome One in January

The Florida Atlantic University women’s tennis team returns six from a 2019 season that saw the Owls post an 8-3 mark prior to an abrupt ending caused by COVID. When the Owls returned to campus in August, freshman newcomer Marija Vicic joined the veteran squad. In January, one more piece to a puzzle that will reveal itself as a talented and experienced team will be aided with the addition of transfer Katerina Filip. Filip, a native of Mechenice, Czech Republic, will come to FAU from Loyola Marymount University where she posted a 2-2 singles record as a true freshman, playing each of her four matches on court No. 4. Filip was also part of the No. 1 doubles team that tallied a 2-4 record. “I chose FAU for many reasons, including the team spirit, the coaches’ vision and the way the coaches work with the players, as well as the beautiful environment which provides great opportunities,” said Filip. “I’m so excit-

For the Fifth Consecutive Year, Women’s Soccer Earns National Academic Award Qualify and switch to the network With Thursday’s announcement, the United Soccer Coaches have now bestowed the Team Academic Award for five straight seasons to the Florida Atlantic University women’s soccer program. “ We a r e honored to be recognized by United Soccer Coaches for our young ladies’ accomplishments in the classroom last year,” said head coach Patrick Baker. “The award marks our fifth consecutive year of recognition and I’m proud of our players for their academic success. Many people watched us win another C-USA Championship last fall, but few realized the academic marks set by our student athletes through the fall. Then when COVID-19 hit, our players dealt with this adversity with a remarkable 3.52 GPA for the Spring semester. The hard work and standard of academic excellence by our players in the classroom year-round is something they

take great pride in. The United Soccer Coaches academic award reflects the true dedication of a student-athlete and we are pleased to have achieved this honor for the FAU athletic department and our women’s soccer program. We continue to recr uit highly-touted student-athletes that want to excel in school and on the soccer field.” In 2019-20, FAU women’s soccer posted a 3.51 GPA. The Team Academic Award recognizes exemplary performance in the classroom; on the collegiate level, for those teams with a composite GPA of 3.0 or better on a 4.0 scale for all players on the roster for the full academic year. The Owls as a team have eclipsed this mark every year since 2016 (as well as, previously, in 2011 and 2012). Less than half of Conference USA member schools can boast of a current five-year streak, the others being Charlotte, Louisiana Tech, Middle Tennessee and Rice.
