Community Gov. Scott Visits Boca Raton, Signs Mayor Haynie Proclaims This Year’s Summer Reading Program Legislation to Cut $180 Million in Taxes for Floridians
By: Michael Demyan Summer is approaching as the school year is coming to a close, and along with the fun in the sun, children are also able to take part in the annual summer reading program. In Boca Raton, however, it is not only the kids who encouraged to take part in summer reading, but residents of all ages. Boca Raton Mayor Susan Haynie announced this year’s summer reading season to be June 5 through August 11. The national theme will be “Build a Better World,” following last year’s theme of “Exercise Your Mind, Read!” Over 100 classes and educational programs will be offered to the locals who participate in the reading program at the Boca Raton Public Library. Books will also be made available through the library’s partnership with the Florida Department of State’s Division of Library and Information Services. Mayor Haynie believes that this is a great way to help students continue learning even when they are out of school for the summer.
“Public libraries play a critical role in providing a bridge for students’ education and academic skills over the summer months and thereby prevent the ‘summer slide,’ when, it has been proven students may lose many of the educational achievements made during the previous school year,” Mayor Haynie proclaimed. Summer reading has usually only been associated with children, but this initiative stresses that for adults, reading can have numerous benefits, such as learning and improving memory. It is also important for adults to set an example for their children by participating alongside them. If they are able to see their parents and family reading as well, it could provide extra incentive or create an enjoyable reading environment where families can take the time to read and learn together. Boca Raton residents who wish to take part in this year’s national program will be able to sign up starting on June 5. This can be done at either the Boca Raton Public Library or the Spanish River Library, as well as online.
Governor Rick Scott signed HB 7109, which cuts taxes by $180 million for Florida families and businesses. This brings the total amount of taxes cut since Governor Scott has been in office to more than $6.7 billion. Governor Scott visited 3Cinteractive Corp in Boca Raton this morning and was accompanied by city council members, Andrea O’Rourke, Scott Singer, Robert Weinroth, Deputy Mayor Jeremy Rodgers, and Mayor Susan Haynie. “I’m proud to sign this legislation today that cuts more than $180 million in taxes for Florida families and businesses,” said Governor Scott. “Since I’ve been in office, I’ve fought to cut taxes and reduce burdensome regulations to help boost Florida’s economy and ensure our children and grandchildren have the opportunity to succeed in our great state. Every time we cut taxes, we are encouraging businesses of all sizes to create opportunities for families across the state and more money is put back in taxpayers’ pockets.” The $180 million tax cut package includes: Decreasing the Tax on Business Rents by $61 Million – Florida is the only state that has a tax on commercial leases which unfairly targets small businesses.
This legislation reduces the tax on commercial leases by 0.2 percent in 2018, saving Florida businesses $61 million a year. Sales Tax Holidays to Save Families $37.9 Million – The tax cut package includes two sales tax holidays, which will save Florida families an estimated $37.9 million in the upcoming fiscal year. These sales tax holiday savings include: $33.4 million from a 3-day backto-school sales tax holiday (August 4-6, 2017). $4.5 million from a 3-day disaster preparedness sales tax holiday (June 2-4, 2017). For more information visit floridarevenue.com. Cutting Taxes for Low-Income Floridians and Florida Seniors: $32.7 million. $6.9 million by expanding the property tax exemption for Assisted Living Facilities beginning in 2017. $25.8 million by providing a 50 percent discount in property taxes to certain multifamily, low-income housing projects.

Owls Racing Has Best Finish in Team History at 2017 FSAE Michigan
By: Kelsie Weekes Owls Racing, Florida Atlantic University’s Society of Automotive Engineers (SAE) team, finished 21st overall out of 110 teams at the Formula SAE Michigan, the largest and longest running collegiate SAE competition at Michigan International Speedway in Brooklyn. Not only was it the team’s best-ever finish at the event, but they also placed higher than all other Florida teams. FAU competed with their brand new OR-17 racecar, which is classified as a “non-aero” design. The majority of the top 20 cars had an “aero” design, which provides better control and handling, but is more expensive to construct. The competition began with design, cost and business presentations on each team’s vehicle, followed by four dynamic events, including acceleration, skid pad, autocross and endurance. The team’s best finish was 12th place in endurance, where the team was evaluated on speed, handling, driving talent and durability of the car. FAU’s top-25 overall finish put them ahead of teams such as Clemson University, Michigan Tech, Duke University, Virginia Tech, Brown University and University of Florida. “I can attribute our success to the thousands of hours of dedicated work and devotion put in by this great group of engineers,” said Marco Cheraso,
FAU student and president of Owls Racing. “We couldn’t have done this without the support of FAU and the College of Engineering and Computer Science.” The 24-member team from Owls Racing who attended the competition include Cheraso, along with Jeff Basiliere, Patrick Brandon, Jeron Bornstein, Chris Branfield, Mathew Burgos, Nathaniel Cadet, Seth Chapman, Alex Conrad, Max Evans, Steve Gaillot, Miroslav Homuta, Trent Ksionek, Obrien Lavin, Blake Lewend, Austin Licata, Stephen Lyons, Joshua Mesnick, Frederick Meyer, Daniel Morishita-Horner, Romulo Peraza, Sil Schoonman, Michael Simpson and Thomas Strickland. The team also was aided by team advisors Fred Knapp, FAU senior lab teaching instructor, Oren Masory, Ph.D., team faculty advisor and professor in FAU’s Department of Ocean and Mechanical Engineering, and Keith Wilson, industry advisory member and one of the many team sponsors. “We congratulate the multidisciplinary team of engineering, business and marketing students that contributed to this major effort,” said Javad Hashemi, Ph.D., chair of FAU’s Department of Ocean and Mechanical Engineering. “This is a major accomplishment for a ‘non-aero’ design to appear in the top 21. Over the next three years, the team plans to shift to the ‘aero’ design with the goal of placing in the top 10.”

Palm Beach County hosts foreign diplomats to “Experience Florida” Over 21 representatives from foreign consulates were hosted in Palm Beach County last week as “Experience Florida”, a week-long program for participants to strengthen economic, commercial, scientific and cultural relations between the countries they represent and Palm Beach County, once again took place. Representatives from Palm Beach County highlighted economic development opportunities and encouraged stronger business connections with the countries represented. Participating foreign diplomats met with representatives from Palm Beach County economic, infrastructure and security organizations in hopes of providing improved support to their citizens living in or visiting Palm Beach County. Participants also learned about law enforcement capabilities through the program, which provides for a mutual exchange and dialogue on policing, training, and technology in today’s rapidly changing environment. After a successful “Experience Florida” in May of 2015 in Indian River County, Palm Beach County hosted the event this year which culminated in a dinner at the Boca Raton Resort to close the program. “Having foreign consulates in our City gave us the opportunity to discuss the Customs facility currently underway at the Boca Raton Airport, as well an opportunity to educate them on our
thriving corporate community,” said Boca Raton Mayor Susan Haynie. “The Experience Florida – Palm Beach County event was the perfect way to let these influential leaders know that Boca Raton is open for business – international business.” The diplomats spend the week going to numerous places, including the Port of Palm Beach, which the consulates of the Bahamas, Canada, Ecuador, France, Haiti, Jamaica, Mexico, Spain, Uruguay, Dominican Republic, Belgium, Nigeria, Germany, Monaco, Sweden, Angola and Pakistan attended the event. “We were delighted to be selected for inclusion in the Experience Florida event,” noted Blair J. Ciklin, Chairman of the Board of Commissioners for the Port of Palm Beach. “We thoroughly enjoyed sharing insights into our cargo and cruise business with all the consulates during their familiarization trip in Palm Beach County.” In addition to the Port of Palm Beach, the participants also visited the Palm Beach County Sheriff ’s Office, Palm Beach Regional Fusion Center, Solid Waste Authority, Lion Country Safari, Florida Power and Light, West Palm Beach City Hall, Research Park at Florida Atlantic University and Sikorsky Aircraft Corporation. “We will continue to build upon these new business relationships as we expand our economic development efforts on an international basis,” added Mayor Haynie.

There are More Good News Around Us How many times have we heard people say there is not enough good or positive news in the paper? I can count numerous times and I am going on the record to say it depends on the publication that one is reading. By and large, there are far more good things happening in our neighborhoods than we realize. I can attest that there has been more “good stories” than negative news in almost every edition of the Boca Raton Tribune in the past 14 months. That is not because our reporters and photographers go out searching for happy news. We are professionals and as such, we report the news -good with the bad - as we see it. As your community newspaper, we take pride in holding the mirror to the city for you to see. Just recently, Florence Fuller Child Care Development Center, one of our premier child care providers in
the city, recognized 28 men and three students who went above and beyond to make life better for those in their communities. As you read each nominee’s bio, it will warm your heart to know there are so many caring people and positive things happening around us. This was the 16th year that the organization has held the annual Men With Caring Hearts recognition program. Florence Fuller has honored a tremendous group of people this year. The board and staff know quite well the value of a strong benevolent base, but, more importantly, they know the value of a strong community. There also are those unsung heroes in our community such as Boca Raton’s Promise founder Rita Thrasher, who for several decades, first as an educator and in her retirement serving as an advocate for children’s causes. These days she devotes her time to bringing
awareness to mental health issues. Although she has been here less than a year, Ilene Glickman, head of the Children’s Department at Delray Beach Public Library, is carving her way into many families’ hearts. Glickman, who took the helm after longtime librarian Dr. Lynda Hunter retired, comes with a wealth of innovative ideas to get kids develop a love for reading. She launched the digital media project where more than 30 elementary students spent six weeks making a public service announcement about the issue of bullying. She is organizing cooking classes for kids and a Touch a Truck Day, where kids will get an opportunity to get a close up to one of those huge monsters. Another rising community servant is Jervonte Edmonds, a young man from Lake Worth who founded
Suits for Seniors in 2015. The nonprofit organization rewards participants for successfully completing its eight-week life skills-training program that teaches financial literacy, career exploration, college transition and leadership. To date more than 300 young men and one young lady are sporting suits, thanks to this group. When you look at the people I mentioned about, these are ordinary people like you and me. What differentiates them is they find the time to give, they find the time to help and these men and women find the time to be wherever they are needed. Let us face I, many of us feel like we have less time. These people however, find more time. We salute them all and wish them continued success in the future.
POSITIVE LIVING By Dr. Synesio Lyra, Jr.
To Mend a Broken World! Our world is a mess! It has been so since after creation, and continues to deteriorate now at a much faster pace than before. At previous eras, there have appeared different persons with unique discoveries, bright ideas, and concrete suggestions for helping improve the human condition. Those who tried, succeeded. But those numbers must increase for a marked different be seen and felt! Sadly, so much human lethargy has set in everywhere, so that personal creativity appears to have given up, in terms of seeking, finding, and implementing potential solutions to much that adversely affects our world.
Yet, a significant solution will not necessarily come from new, developing technologies. The progress of science these days, however impressive and often meaningful, is equally incapable of mending our broken world, even if its contributions at several levels can be truly significant on many accounts! Because world problems are so enormous, and humanly impossible to be adequately resolved, many individuals give up further considerations; just because they can’t discover a mammoth solution, they fail to recognize that it’s only in small portions that the plight of humanity can be addressed in different contexts around the globe.
Individuals, and small communities everywhere, need to assume greater responsibility for the small, albeit significant tasks that everyone can perform. Every person must start with one’s self, and determine what and how each can do to improve his/her lot in life, and effectively instruct others, beside concretely attempting specifically to aid one’s neighbor, even several who may reside geographically distantly. An important element is to make every effort on a continual basis, while devising new methods, and implementing fresh approaches that can accelerate the process. People in need should not become mere recipients of
aid; they also can and must be engaged in doing whatever they are able, for the sake of others in conditions similar to their own, as they experience equal needs! Rabbi Jonathan Sacks offers great encouragement in this regard when, in one of his writings, he leaves this simple, yet decisive, challenge: “We mend the world one life at a time, one act at a time, one day at a time...Change a life, and you begin to change the world.” Let us courageously pursue this path, and not neglect what is possible for us to accomplish at each generation!
Dr. Synesio Lyra, Jr. is a Florida resident who, for many years, was a professor at the post-graduate level. He is a writer, a sought-after conference speaker, a man who lived in five continents of the world, having received his education in four of them. When he resided in southern California, he wrote a weekly column for the daily “Anaheim Bulletin,” which was carried for about six years, until he moved to south Florida.

Boca Raton Regional Hospital Receives Stroke Care Award By: Michael Demyan Boca Raton Regional Hospital received recognition for their success with stroke patients with an award from the American Heart Association (AHA) and the American Stroke Association (ASA). The Stroke Gold Plus Quality Achievement Award is presented to hospitals which adhere to the “Get With The Guidelines – Stroke” program by 85 percent for 24 consecutive months. The hospitals also need to have 75 percent adherence to five of eight in the“Get With The Guidelines – Stroke Quality” program. It is the highest honor given out by the AHA and ASA to a hospital, proving that they do as much as they can to reduce the amount of disabilities and deaths of patients who come in after having a stroke. Preceding this award, the hospital was also recognized at the bronze and silver levels. Boca Raton Regional Hospital was also named to the Target Stroke Honor Roll Elite, which is the second highest recognition of those named to the honor roll, which was established in 2015. Those named to the list go on to be featured by the AHA on their website,
along with at conferences and national publications. “This recognition demonstrates our commitment to delivering advanced stroke patients quickly and safely,” Director of Boca Raton Regional’s Marcus Neuroscience Institute Dr. Frank D. Vrionis said. “Boca Raton Regional Hospital is dedicated to excellence in the treatment of stroke patients. This award reinforces our team’s hard work.” The Marcus Neuroscience Institute, which opened in 2015, has been a big help for the hospital in taking care of stroke patients. The facility is 57,000 square feet and includes four operating rooms and an intraoperative MRI scanner. It also offers education, special events and support groups for those who have experiences symptoms of a stroke. The hospital is now one of just four in Palm Beach County to be named by the Florida Agency for Health Care Administration as a Comprehensive Stroke Center. The Boca Raton Regional Hospital continues to be active in the “Get With The Guidelines” program and also continues in pushing forward in trying to give the best possible care to stroke patients.

FPL Strengthens Boca Raton Electric Grid Ahead of 2017 Storm Season Florida Power & Light Company (FPL) continues to upgrade its system in the Boca Raton area as part of its ongoing work to strengthen the power grid and improve service reliability. Company investments, which include strengthening power lines and power poles, trimming trees around power lines and installing smart grid technology, help make the grid more reliable day-to-day and more stormresilient. “We continue to build a stronger and smarter electric grid to provide our customers with reliable service yearround,” said Eric Silagy, president and CEO of FPL. “Our ongoing investments in strengthening the electric grid and utilizing advanced smart grid technology help us deliver electricity our customers can count on in good weather and bad. This was never more evident than during last year’s hurricane season.” FPL’s investments to the grid were tested last year during Hurricane Matthew and demonstrated its benefits to customers. FPL restored 99 percent of customers affected by Hurricane Matthew by the end of two full days of restoration following the hurricane’s exit from its service area. Smart grid automated switches on FPL’s system prevented 118,000 customer interruptions, and strengthened main power lines performed 30 percent better than non-strengthened main power lines. Furthermore, no FPL transmission poles and hardened main power line poles failed. For everyday reliability, strengthened power lines perform approximately 40 percent better than lines that have not been strengthened, which improves reliability and speeds restoration efforts during severe weather such as afternoon summer thunderstorms. 2017 improvements in the Boca
Raton area When the planned 2017 work is completed, FPL will have made the following improvements in and near Boca Raton since 2006: Strengthened 13 main power lines, including those that serve all critical and community services, such as Boca Raton Community Hospital, West Boca Medical Center, City of Boca Raton Emergency Operations Center and a water treatment plant, which are necessary for communities to recover after a storm; Cleared tree branches and vegetation — a major cause of power outages — from 157 miles of power lines every year, and more than 1,725 miles since 2006; Inspected all 10,406 power poles every eight years, strengthening or replacing those that no longer meet the company’s standards for strength; Installed smart grid technology, including 54 automated switches on main power lines and 472 automated switches on smaller power lines serving neighborhoods, to help detect problems and restore service faster when outages occur; and Inspected 114 main power lines and equipment using infrared technology to detect issues before they cause a power interruption. “FPL has the most reliable service of any investor-owned energy company in Florida, but we are never satisfied,” said Manny Miranda, senior vice president of power delivery for FPL. “We’re working hard every day to provide our customers within the Boca Raton area with electric service they can count on. This includes several new projects in the area, such as the community thoroughfare along North Federal Highway.”

sports Little League Season Concludes With Championship Day
FAU Falls To Rice In C-USA Tournament Opener By: Jack Rubin The Florida Atlantic Owls baseball team flew out to Biloxi, Mississippi for the annual Conference USA baseball tournament this week. As the third seed in the tournament, expectations are high for the Owls. Despite decent pitching, they fell in their first game 5-3 against Rice. FAU now faces elimination against seventh seed FIU in the double elimination C-USA tournament. It would be a disappointing end to an exciting season to see the Owls knocked out so early. With their season on the brink, manager John McCormack remarked, “I thought we pitched well and our defense was good. We just have to swing the bats better. At one point, we ran 18 or 19 0-2 counts, and that is really hard to hit. We need to be a little bit more aggressive.” FAU opened the tournament with Wednesday’s 10 A.M. contest against sixth-seed Rice University. In the battle of the Owls, FAU never found their groove at the plate. All three of their runs came from solo home runs, and those three accounted for half of the Owls combined hit total. Rice received a stellar outing from freshman starter Matt Canterino. He stymied the Owls offense in 7.2 innings of work, never allowing Florida Atlantic to string together consistent offensive production. Rice junior Glenn Otto entered the game for the final four outs, handing the Owls their first loss of the tournament.
Canterino struck out 11 of the 29 FAU batters he faced. Such nastiness is nothing new for the talented Rice freshman; he tallied the fourth-most strikeouts in the conference this season. Canterino’s ridiculous 10.05 K/9 number also ranks high in the conference. Rice’s starter was vulnerable to the long ball though, as FAU clubbed three solo shots. After going down 2-0 early in the game, senior 1B Esteban Puerta homered on a full-count to cut Rice’s lead in half. Though they came within one run, FAU would never tie the game. Rice earned their run back in the top of the third with a home run of their own. FAU starter Kyle Marman delivered five innings of three-run baseball - a solid outing. The Owls simply could not find the timely base hits they’ve relied on this year in the loss. In the sixth inning, a Tyler Frank blast pulled the Owls back into the game at 3-2. However, Rice jumped back out to a two-run lead in the seventh. Rice’s sophomore catcher Dominic Dicaprio was their best hitter, driving in three of five runs. Dicaprio went 2/4 on the day and scored once as well. Rice right fielder Charlie Warren also went 2/4 with a RBI. The Owls are back in action in a win-or-go-home tournament game against FIU Thursday morning. A win would push them to the next round of CUSA play. FAU commented to the Boca Raton Tribune that their starting pitcher is yet to be determined.
By: Jack Rubin Saturday was the most exciting day of the year for many Boca Raton Little Leaguers. Championship Saturday featured the top teams from each of the six divisions in their respective championship games. The season began back in February for every aspiring-major league superstar, and three months of baseball concluded this weekend. Sugar Sand Park was filled with excitement on Saturday with parents, coaches, and other teams watching to see who would win their division championship. In the youngest division of coach pitch, the Blue Jays and the Yankees emerged from a field of ten teams. The Blue Jays won the first championship of the day in a high scoring game, 13-11. They were the first-place team in coach pitch in the regular season and they won the championship, losing just one game all year. The next game of the day was the major division championship, where the Tigers played the Phillies. The Tigers

won 7-2 behind strong pitching all game. They were the first-place regular season team in their division as well. The older minors division saw the Twins and the Astros face off. The Twins finished in fourth-place in the regular season at 7-7, but they made a postseason run to capture the championship. They took the championship by a score of 10-1. At noon, the Orioles squared up against the Pirates for the intermediate 50/70 division title. They were the top two teams in the four-team league. The Orioles won 11-7 to take home the crown. The senior division also consisted of four teams. The Athletics beat the Marlins 4-1, finishing their year with just two losses. Finally, the Nationals played the Phillies for the younger minors division championship. In the day’s second 24-run game, the Nationals were victorious, 15-9. The Nationals lost one game in the entire season. It was a great year for every player in Boca Little League. The Fall season kicks off in September.
