Foreword Council Savings 2013-2015 Steve Arnfield, Deputy Chief Executive of Bolton Council, attended the January meeting of the Voluntary and Community Sector Forum and explained that the financial situation has worsened and the Council is now having to make savings of around £43 million. The Cabinet has already agreed global cuts to several budgets that will impact upon the voluntary and community sector. Further consultation will follow and the Council remains committed to providing 3 months notice of any funding changes and are also looking to provide transition funding. It is likely that funding reductions will come into effect from October 2012 onwards. Bolton CVS is currently discussing the future of the vital Small Grants Programme with Bolton Council and we hope to bring you news on this soon. Please watch our regular e-shots for updates on the funding situation. Bolton CVS are Investors in People! We are delighted to announce that Bolton CVS has successfully passed the Investors in People assessment with flying colours. We are very proud of all our staff, trustees and volunteers and really appreciate being holders of this nationally accredited quality award. Bolton State of the Sector Survey Thank you to everyone who gave both time and energy to completing this tortuous State of the Sector Survey! We will be announcing the winners of the prize draw shortly. The academics will now analyse the information and we will be sharing the results with you in the spring. The State of the Sector Survey is part of the ‘Stronger Together in Bolton’ project. Please see pages 12 and 13 for more details. Food Banks We now have a Grub Tub in operation here in the Bolton Hub. If you would like to host a Grub Tub or assist the two food banks in Bolton, please see page 20 for more information. New Changes to Heritage Lottery Funding The Heritage Grants Open Programme is a National Lottery provided funding programme for any type of project related to the national, regional or local heritage of the UK. From February 2013, The Heritage Lottery Fund will commence working with its Strategic Framework 2013 -2018. This means the grant programmes it offers will change with a focus on four categories: 1 Sharing Heritage - awards from £300 - £10,000 2 Our Heritage - awards from £10,000 - £100,000 3 Heritage Grants - awards from £100,000 - £5 million 4 Heritage Grants (major batch) awards over £5 million Existing targeted funds such as Young Roots, Parks for People, Places of Worship grants will continue but will be using different application guidelines and awarding criteria. Partnership Bid Nets Funding For Sir James & Lady Scott Trust New Children’s Scheme The Sir James and Lady Scott Trust was A new badge scheme which aims to give a sense of adventure to children with disabilities in Bolton, has been given a £54,352 boost by BBC Children In Need. The iDecide Community Development Project, based at the Kings Church, and the Activize Your Lives Team at Lancashire Wildlife Trust (LWT) have created badges to benefit young disabled people from Bolton aged between 6-13yrs. This project will enable disabled children and members of their immediate family to take part in fortnightly activity session together, which will be held between LWT’s Environmental Resource Centre and Kings Church, both of which are located in Breightmet. Its beneficial area includes the Borough of Bolton in recognition of the Scott family’s previous residence in Bolton, and their strong interest in the philanthropic work in the town. The Trust makes up to 20 charitable donations a year with grant awards ranging from £100 to £3,000. Fairtrade Fortnight - going further for Fairtrade Fairtrade Fortnight this year is from Monday 25th February to Sunday10th March. In March Bolton will be celebrating 10 years as a fully accredited Fairtrade Town. The BIG CELEBRATION will be on Thursday 7th March at 7pm with a special event at the Lancaster Suite in the Town Hall. Patron, the Mayor of Bolton, and the Mayoress will be present. Barbara Crowther from the Fairtrade Foundation and, hopefully, a Fairtrade Coffee Producer will be among the speakers. Invitations will be limited to 100. If you are interested in coming please contact Jim Hollyman – details below. On 26th February the Mayor and Mayoress will be hosting a Fairtrade Coffee and Fruit Juice morning in the Mayor’s Parlour for children and teachers from the first 10 Bolton schools to gain Fairtrade status. • • •

The Provincial / Walsh Charity aims to benefit residents in Bolton. Most activities are eligible, although those activities that involve and benefit young people may be prioritised. The Charity aims to support Individuals, constituted groups and charities in Bolton Grants range from between £50 and £1000. Applications that can show match funding are encouraged. New Opportunities with Awards for All Awards for All are piloting an exciting change in their criteria which will now allow organisations with an annual income of under £30,000 to apply for funds towards ongoing, regular or repeat activities. This will take place until at least 31st March 2013. This fund supports projects that meet one or more of the following outcomes: • People have better chances in life - with better access to training and development to improve their life skills. Stronger communities - with more active citizens working together to tackle their problems. • Improved rural and urban environments - which communities are better able to access • Healthier and more active people and communities. Awards for All is open to community groups, registered charities, social enterprises, schools, parish or town councils and grants can range from £300 to £10,000 over twelve months. However, the new pilot cannot pay for salaries. Awards for All operate an online application process with an open and ongoing programme. The Cooperative Community Fund awards grants between £100 and £2,000 to community, voluntary, or self-help groups to run projects that carry out positive work in the community and meet the following criteria: • • • •

Address a community issue Provide a good long-term benefit to the community Support co-operative values and principles Ideally be innovative in its approach

On 1st December 2012, The Disclosure and Barring Service (DBS) took on the role of both the Criminal Records Bureau (CRB) and the Independent Safeguarding Authority (ISA.) From now on if you need to apply for a criminal record check or if you are an employer or represent an organisation and you have concerns that an individual has caused harm or poses future risk of harm to vulnerable groups including children, you will deal with the DBS. Community organisations working with vulnerable groups still have the same basic responsibilities. In particular these are: • to check the criminal records of new volunteers or staff that will have regular, unsupervised contact with vulnerable people • to report any incidents of concern to the relevant authority. A useful guide to the recent changes has been produced by NAVCA here www.navca.org.uk/localvs/crb There are several local organisations that can support your group to complete a CRB check. These include: Building a New Direction (BAND) 01204 380643 Bolton Council of Mosques (BCOM) 01204 363680 It should cost less than £15 for a check on a volunteer and £55 for a check on a paid member of staff.

Grants from The Peter Cruddas Foundation The Peter Cruddas Foundation gives priority to programmes designed to help disadvantaged and disengaged young people in the age range of 14 to 30, to pursue pathways to education, training and employment with the ultimate aim of helping them to become financially independent. Presented in the format of an online, step-by-step questionnaire, the new Bolton Funding Portal allows you to identify and select only funding schemes and awards that are appropriate for your project from over 5,000 national sources including government, Lottery and trust funds. New and improved features: • Save searches or individual funders, for future reference • Register to receive updates related to saved searches or funders • Simply browse for funding from Government, Lottery or trust sources • Results can now be ranked by value, by relevance or by deadline date • There’s a simple search function – simply choose a word (eg Training) and see all results (can be hundreds) but then whittle them down using the categories on the next page • Produce your own reports to share with members of your group based on your search, or favourite funders Previous users will need to re-register to use the service, but don’t worry this is a quick process and your previous searches can be retrieved by CVS staff if needed. This project has been led by Voluntary & Community Action Trafford in conjunction with development workers from across Greater Manchester. volunteering matters

Excellence in Volunteer Management Programme for Bolton A programme for Excellence in Volunteer Management accredited by

the Institute of Leadership and Management has started with fourteen participants who are currently undertaking volunteer management roles in Bolton. There was an application process for this course that is part funded via strand 3 of the Stronger Together in Bolton Transforming Local Infrastructure Fund. The interest for getting onto the course was very high. The participants for the course include representatives from Bolton Solidarity Community Association, Bolton College, Bolton Council, Greater Manchester Fire and Rescue Service, Bolton Hindu Forum, Bolton Disability Team, Diversity in Barrier Breaking Communication, Bolton Council of Mosques, Volunteer Centre Bolton, Bolton at Home, Bolton Society for Blind People. Mental Health Independence Support Team, Greater Manchester Probation Trust and the Children and Young People’s Strategic Forum/ Birtenshaw. This group will be undertaking the training over a period of seven months. They will be taking modules in Volunteer Management including leading and influencing, motivating, supporting and developing volunteers, handling challenges, working creatively, risk and embracing diversity. It is intended that some of the learning is rolled out for wider impact across Bolton via a Volunteering Good Practice group.

NCVO and Volunteering England Merger NCVO and Volunteering England formally came together on 1st January 2013. Volunteering England’s 1,800 members became NCVO members, and existing NCVO members will gain access to Volunteering England resources. It is hoped that by merging, the two organisations will be able to provide a stronger voice for the volunteering and voluntary sector and that the new NCVO will be pivotal in shaping civil society whilst ensuring the voice of volunteering remains loud and clear.

We are currently developing a pool of volunteers who have expressed an interest in getting involved in this type of volunteering. We are looking for individuals who are passionate about making things better in their area and want to lead their idea.

While the Star People awards are only available for those with a strong connection with Tonge and the Haulgh, UnLtd also runs national awards programmes, including the Live Programme for 11-21 year olds, who have enterprising ideas to make their communities even better places to live. Try It Awards are for having a go, trying something as a taster, finding out what others have done, testing something to see if you are the right person and if it is the right idea. You can apply for up to £500 - and we’ll support you through your application and getting your idea off the ground. Do It Awards are for ideas you have thought through and are ready to go. You know there is a need, and you have thought about how you can bring in money and support to make it last beyond the cash award. You can apply for up to £5000 and support. What sort of things can I do? You know best what’s needed in your community – so it’s your ideas that matter. Here are a few examples of what award winners are already doing in other areas – but your ideas may be different. Examples include: • Setting up an affordable handyman service – offering reduced rates for people on low incomes • Creating a community garden • Setting up a support group for single parents • A street dance class for young people • Running a healthy eating and cooking project for children

Stronger Together in Bolton Bolton CVS, with our partner organisations, has been successful in gaining £331,064 from the Big Fund for an 18 month project to strengthen and transform support for voluntary and community groups and other not for profit organisations within Bolton. The partner organisations are: • • • • • • • • • • • •

The Bolton Interfaith Company The Key Fund The Social Enterprise Loan Fund – North West

There are 5 strands to the project: Strand 1: Creating Positive Links with the Private Sector This strand seeks to bring special skills, goods, services and possibly money into the voluntary and community sector. The activity started with the ‘Benefiting Business, Benefiting Bolton conference on Corporate Social Responsibility on the 20th April at the Reebok Stadium, which saw 90 businesses and 25 charities in attendance. It was inspired by Bolton CVS, Bolton Wanderers Community Trust, Bolton Council and the Greater Manchester Chamber of Commerce with support from Julie Hilling, MP. Bolton Wanderers Community Trust has since recruited a Corporate Partnerships Manager, Jonathan Wilson, to take this work forward in partnership with Bolton CVS. A second event was held on 14th September and it gave selected groups an opportunity to make presentations to local companies. 52 businesses have now been contacted and expressed an interest in working with the voluntary and community groups and work to help the two sectors to work together effectively is ongoing. Voluntary and community groups in Bolton who wish to be considered for participation in this project can register their interest via Diane Craddock at Bolton CVS: diane@boltoncvs.org.uk or ring 01204 546043 or download from: www.boltoncvs.org.uk/transforming-local-infrastructure Strand 2: Creating a Pathway to Social Enterprise This strand is about helping partners, charities and not for profit groups to become more enterprising. It is being led by Mutual Business Advice. To access this strand please contact Helen Tomlinson at Bolton CVS. To date, 23 frontline groups and 5 infrastructure organisations have been supported with a range of activities which have helped them to develop their organisational / business skills. 11 of these organisations have reported that as a result of this work, they have been able to increase their income / win contracts. Strand 3: Collaborative Training We want to utilise the knowledge, skills and expertise that lie within partner organisations and local voluntary groups in order to set up a new collaborative training programme. Bolton CVS has been working with Wigan CVS to explore different models which will help to support local voluntary

and community groups to generate income from training. In addition, this strand has seen the introduction of a new Excellence in Volunteer Management programme being co-ordinated by the Volunteer Centre, on which a number of representatives from voluntary and community groups have been given a place. Strand 4 (a): Partnership Working with African and other Refugee Organisations This strand is looking at how African and other refugee groups within Bolton can best work together to share skills, knowledge and resources. It is led by Bolton Solidarity Community Association with support from Bolton CVS. So far, we have worked with 9 groups and helped them to look at common problems and a way of addressing them. This has included developing and providing safeguarding training and there are plans to develop an English-speaking Café, where members can improve their English skills. Strand 4 (b):Feasibility study – Potential Merger between Bolton CVS and Bolton Trinity Centre The study is looking at the advantages and disadvantages of merging Bolton CVS with Bolton Trinity Centre, the charity which owns the Bolton Hub. Members of both organisations are involved in the consultation and no decision on merger will be taken until the study is fully complete. So far, we have undertaken a feasibility study into the merger and have consulted with both management committees and are now working through options in more detail. Strand 5: State of the Sector Survey Around 1000 local Bolton groups have been invited to join in with this survey which will help us to map out the wonderful work of Bolton’s groups and also show what impact the recession is having on our sector. The Survey closed on 18th January and we had a very healthy response rate. Thanks to all who participated! Your input is vital in helping us to influence services and public spending. Health & Care Together

A joint event was held between Bolton CVS, Bolton Council and Bolton LINKs to present the Health & Wellbeing Strategy Consultation Event. The event was attended by nearly 65 people contributing thinking towards the strategy. Thank you to all those that attended and participated in the sessions. A number of objectives were set up for the workshop to help inform and gain views from the participants. The morning started with a role play to set the scene and demonstrate the health inequalities within Bolton which followed onto the participants doing a quiz to highlight Bolton’s key health priorities. The morning proceeded with various interactive sessions around:

• Community Assets: asking individuals what assets exist in the room stating what they bring to the table as Voluntary & Community Sector representatives • Barriers to Success: explaining the importance of key partners working together to ensure Bolton’s strategic approach is successful • Recycling Game: to plan for moving the strategy forward to achieve the objectives set and establish what are the things that work well in delivering health services. What could be recycled and encouraged to do more of, what has not worked and needs to be put into the landfill • Finally ending with “Make a Pledge;” to develop an action plan to take forward the strategy into our day to day working lives.

Goodbye and Best Wishes to.... Beverley Andrew is taking early retirement from her role as Director of Assurance and Public Engagement at Bolton NHS Foundation Trust. Mrs Andrew, 54, who is from Bolton, started her career with the NHS on the national administration training scheme in 1976 and came to work at Bolton Royal Infirmary in 1978. Since then she has held a number of roles within the NHS in Bolton in personnel, operations and corporate services. In the early nineties a Board of Directors was created for hospital services and Mrs Andrew was appointed as Director of Operations. In 1994 Bolton Hospitals became an NHS Trust. Mrs Andrew was very involved with the move of services from Bolton Royal Infirmary to the then Bolton General Hospital (now the Royal Bolton Hospital) and in the successful application of the Trust to have foundation status in 2008. She will be retiring in January and plans to do voluntary work. She said: “It’s been a privilege to be part of the NHS in Bolton, to work with wonderful staff and to help them care for local people. I’ll miss that but I’m looking forward very much to spending time on other interests.”

Lesley Doherty, Chief Executive of Bolton NHS Foundation Trust, has announced that she is to retire early. Speaking on her retirement Lesley said, “I have been immensely proud to lead this organisation, even more so in the last 12 months made easier with the support from all quarters but this has not been without personal impact. I have been considering retiring early for some time and with the Trust now on track operationally with 18 weeks and A/E, a positive CQC report in August and by December we will have a recovery plan in place for the financial recovery of the Trust, it is the right time to step down.” Lesley joined the NHS in 1976 and qualified as a SRN (State Registered Nurse) in 1979, moving on to qualify also as a midwife. She went on to specialise in neonatal care until moving into research and development and clinical and operational management. She has also held a number of regional and national roles. She was appointed to the then Bolton Hospitals NHS Trust as Director of Nursing in 2003 and as Chief Executive of the Trust in October 2010.

Community Engagement

Communicating Risk - a resource that helps women explore their personal risk of breast cancer. By looking at family and personal history as well as lifestyle choices we are able to identify ways women can reduce their risk.

Self Care - a unique short course designed to provide you with improved skills to take positive control of your own health and well being. The course motivates you to find time for yourself. We support you to develop your confidence and self esteem so that you are able to make informed choices about your health.

Upsy Ducksy - is our new mental health and well being game. Hook a duck to reveal ways that you can maintain or improve positive mental health and wellbeing. We are also encouraging participants to pledge to an activity that will help them achieve improved wellbeing, we will then identify a “Pledger of the Month� which will be announced on our Facebook page.

The course requires a commitment from the group to attend at least five of the six weeks needed to complete the course. The course is arranged at a time and venue to suit the needs of the group. Everyone attending five or more of the workshops will receive a certificate.

Upsy Downsy - is an interactive board game that encourages players to identify what they do that makes them feel good and improves mental health as well as looking at activities or lifestyle choices which can have a negative impact on mental health and wellbeing. Each player develops their own action plan based on their own personal likes and dislikes. Bolton CVS engagement workers will then support you in achieving those goals by offering practical advice and ideas where appropriate.

Hi -5 - is our brand new interactive mental health and well being game designed to encourage participants to recognise and utilise the 5 ways to wellbeing, which are, Get Active, Take Notice, Keep Learning, Connect and Give. The foundations of positive mental wellbeing are built during childhood and go on to determine our physical health, attainment in education and employment and resilience throughout life. Mental wellbeing is therefore central to promoting health, preventing illness and tackling inequalities. The Hi 5 workshop consists of games and activities that will help people recognise what they already do, as well as what they could do more of to improve wellbeing. The game has been designed for young people but can be adapted and delivered to any age group that has an interest in their mental health.

Free Health Advice... Have you got an event coming up where you feel health advice would be appropriate or useful? Our trained Community Engagement Team can come along offering advice and participative activities that will help people understand signs and symptoms of cancer as well as offering advice around screening that’s available. We can also offer information around mental health and well being, illicit tobacco and alcohol awareness. Each of these subjects brings an interactive resource that will engage and educate. Cancer Research UK praise Bolton CVS Engagement Team For Fantastic Training In May 2012 The Engagement Team trained 12 Cancer Research UK Nurses from across the country in alternative tobacco awareness. The nurses had very little knowledge of the harmful effects of shisha and chewing tobacco prior to the one hour interactive training session. Since the training the nurses have given fantastic feedback about how the workshop was delivered and how it has helped them to educate people who use shisha on health risk associated with it. Here are just a few of the comments we received:

“I was really shocked about the content of the betal leaf and how children are given forms of this, it completely opened my eyes to something I had very little knowledge about.” Joanne “The presentation and information and the trainers gave me the confidence at the Mela Festival in Glasgow to challenge groups that I was speaking to regarding the health risks which they were unaware of.” Mary “The session with the great team from Bolton gave me the confidence to go along and chat to people about the health risks. I don’t think I would have been able to do this had it not been for the knowledge I had gained at the training.” Gwen

Therapeutic horse riding lessons with Miller’s Nook Riding School Miller’s Nook Riding School is situated on Lostock Lane in Westhoughton. Our overall aim is to improve the mental and physical health and wellbeing of people with disabilities from the age of 4 years, their families and carers living in and around the Bolton area. We are a small charity and we provide therapeutic riding lessons and supervised exercises in confidence building. In 1998 Bolton born Kath Miller’s grandson Jimmy was born with cerebral palsy, autism and special needs. Hearing the words your grandson will never walk or talk left her devastated; she was his legal guardian. Throughout her life Kath has had a love of horses and she owned stables in Westhoughton near Bolton. Her passion rubbed off on young Jimmy and from an early age she would take him to the stables frequently where he would watch her tend the horses. Kath recalls “I noticed the way Jimmy was looking at the horses but I didn’t know what he wanted at first; then I realised he wanted to touch them. We took things a stage further and because he couldn’t sit up, I laid him on the horse’s back and let him feel the movement, there was a real connection.” Kath believes Jimmy was communicating with the help of the horses; he made excellent progress and within 6 months was sitting upright. He underwent several operations, lots of physiotherapy and by the age of 6 he was walking. Now 11 years old Jimmy regularly rides and is making excellent progress. Through frequent hospital visits, Kath and her partner Brian got to know other parents in similar situations. Desperate for others to share their experience Kath and her partner Brian decided to open up their stables as a riding school, primarily for people with disabilities from the age of 4 years, and by March 2008 Miller’s Nook Riding School was up and running. Could you make a food donation to the Urban Outreach Grub Tub at The Hub? Bolton CVS and the Hub are now operating a food bank collection point in reception at the Hub on Bolton Street, BL1 1LS. The Hub is home to the “Grub Tub” on behalf of Urban Outreach, a registered Bolton charity working with vulnerable individuals in the town. Bolton CVS welcomes all donations into the Grub Tub no matter how large or small. All food and donations received will be passed onto Urban Outreach as part of their Store House Food Distribution Project. The food will be distributed to those individuals and families who find themselves in greatest need of help due to illness, debts or fines, benefit delays, homelessness, domestic abuse, redundancy or family breakdown. You can donate a variety of food and non-food items such as cleaning products.
