What PACE Means to You ATLANTA BUSINESS OWNERS WILL SOON HAVE ACCESS TO UNPRECEDENTED FINANCING FOR CLEAN ENERGY PROPERTY IMPROVEMENTS

here’s good news for Atlanta building owners looking for ways to improve their bottom line. In December 2017, the board of directors for Invest Atlanta, the economic development authority for the city, voted unanimously to authorize up to $500 million in bonds to help property owners finance energy efficiency, renewable energy and water conservation enhancements to enhance their properties. The vote comes just months after the Atlanta City Council approved the creation of a Property Assessed Clean Energy (PACE) program through a public-private partnership agreement with Ygrene Energy Fund, a national leader in residential and commercial clean energy financing that will capitalize and administer the program. The PACE structure provides low-interest funding for building improvements with collection via annual property tax bills over a repayment period of up to 20 years. The innovative program allows property owners to improve their properties without having the stress and financial pressure to pay forthright. Eligible projects located in the city limits of Atlanta will include energy efficiency retrofits, water conservation measures and renewable energy generation systems, among others, that cost $5,000 or more. Pioneered by Ygrene Energy Fund in late 2012, the company’s proven PACE program has the potential to create 3,000 local construction jobs in Atlanta, reduce energy bills, increase property value and provide innovative incentives to attract building tenants. Ygrene Energy Fund estimates that the program could generate $480 million in economic activity for the city of Atlanta. Ygrene aims to improve the environment and strengthen communities by removing the barriers to financing high-cost energy efficiency and resiliency improvement projects. With over $1 billion in private capital provided to date in more than 500 local communities, Ygrene’s PACE programs have created thousands of jobs and invested millions in local economies across the United States. And they’ve done all of this while also helping
homeowners and business owners put their energy and water savings plans into action, making their properties more resilient. Additionally, PACE financing has proven to be an effective public policy that has been implemented by hundreds of state and local governments with the support of policy advocacy organizations, service providers, manufacturers and homeowners. Ygrene’s mission and execution of PACE programming aligns with Atlanta’s commitment to transition to 100 percent renewable energy by 2035. In May 2017, the City of Atlanta enacted the Clean Energy Resolution—a pledge to utilize clean energy for city operations by 2025 and spread to community wide usage by 2035. The policy prioritizes energy efficiency, renewable energy and eliminating reliance on fossil fuels. The PACE program also furthers Atlanta’s participation in the Better Buildings Challenge, which launched in 2011. Through this initiative, commercial buildings are seeking to be at least 20 percent more energy and water efficient by 2020. The initiative also boosts private sector investment in energy efficient measures. With the help of Ygrene’s PACE funding,

Atlanta will be uniquely poised to meet these standards. Ygrene’s PACE financing program is currently available to multifamily, retail, mixed use, office and other commercial buildings within the city limits of Atlanta, but homeowners may soon be able to take advantage of the program as well (pending the approval of the city council this year). Expanding the program in this way will help Atlanta residents reduce energy and water costs as well as create a more resilient future for Atlanta.

n Feb. 14 at the Southern Exchange Ballrooms at 200 Peachtree, BOMA Georgia was pleased to honor Georgia’s top commercial buildings for their achievements in operational excellence at the annual TOBY and Association Awards Banquet, presented by 2018 Platinum Sponsor, Epic. Three buildings received The Outstanding Building of the Year (TOBY) award in various categories. TOBY Judges evaluate a building’s overall excellence in building standards; community involvement; tenant and employee relations; energy management procedures; building accessibility; and emergency evacuation
and training for building personnel. All TOBY entrants had the challenge of meeting a minimum building inspection score of 70 percent to be eligible for an award. Entrants then competed in their category based on the strength of their building as represented in their application—demonstrating the quality of their building operations and management practices. The 2018 TOBY competition featured an impressive group of candidates representing multiple categories. Local TOBY winners advance to the regional level, where they will compete against other office buildings in the Southeast at the BOMA Southern

This was a significant shift in culture and use of space that had been embraced by tenants.
The management implemented a 'Daily Line Up’ in the main lobby that includes all facets of onsite team members; management, engineering, security and janitorial. Team building exercises occur daily in the building lobby that includes tenant interaction and visibility. This practice dramatically increased team member morale and collaboration leading to better overall tenant experience and engagement. When scheduled leasing tours use Valet, the prospect is surprised and delighted with 271 branded items already placed in their car upon the conclusion of their tour. Management and engineering at 271 17th Street have taken an extremely proactive
and responsive approach to work orders; calling tenants in advance of weekends and/or evenings to confirm any afterhours needs. ABOUT THE WINNER: Ponce City Market (PCM) is a historic mixed-use community hub focused on artisanal food, fashion and technology. Originally constructed by Sears in 1926 on the site of the former Ponce de Leon Amusement Park, the iconic structure remains the largest brick building in the Southeast United States. Under the leadership of Jamestown, Ponce City Market is the Southeast’s preeminent example of prominent historic renovations emerging as Atlanta’s next thriving urban community. The adaptation of the original building into PCM generated almost 50,000 tons of construction waste. However, PCM prioritized recycling all refuse, diverting over 98 percent of the construction waste from the landfill. Ponce City Market achieved LEED
Gold Certification for Core and Shell and has included language in all tenant leases for all tenant types that requires minimum efficiency standards in alignment with LEED Core and Shell (LEED CS) v2009 sustainability goals. Forbes magazine recently ranked Atlanta “One of Five Cities Poised to Become Tomorrow’s Tech Meccas,” and real estate firm Cushman and Wakefield recently designated it as one of America’s “Tech 25” cities. Oh yeah, and in case you haven’t heard: Atlanta is a frontrunner for Amazon’s new HQ2 location, which says a lot about the city’s reputation for supporting tech companies—big or small. So how do companies in Atlanta keep these typically younger, millennial employees interested in coming to their city over other tech hot spots? In the first part of this three-part series, we explored how companies are creating
the higher-density office spaces that the younger workforce is increasingly choosing to work in, in part by the adaptive reuse of former warehouses into loft offices. Part 2 of the series concentrated on creative perks companies are offering employees; including everything from dog friendly offices to gourmet food offerings to yoga lessons. In this final installment of the series, we look at how a new approach to office space design and materials is changing the collective concept of office space. A New Look and Feel For many decades, office spaces were static and unchanging—a predictable arrangement of bulky desks, squared-off offices and cubicles sandwiched between rows of filing cabinets to store all that work stuff. Somewhere in the workplace— usually out of site—would be a dreary, dimly lit and neglected break room. Hardly

the kind of place you would invite someone you’re looking to impress. But that’s changing. “There’s so much competition for talent now among companies,” said Chrissy Smith, a consultant at DeKalb Office, which focuses on designing and outfitting modern offices. “Do you want to be ‘Drab Office A’ that a client or potential employee visits or 'inviting and exciting Office B?'” More and more, Smith said, companies are deciding they want to be that inviting and exciting ‘Office B.’ And here’s how they’re doing it. To start with, the break room is taking center stage as the focal point of the office, much as the kitchen has done in residential dwelling over the past decade. “No longer are they windowless and in the back of the space like an afterthought,” Smith said. “They are more employee- and clientcentric; a destination where serendipitous connections, collaboration and even focus-work can happen.”
Next are the office walls. If you’ve got a bunch, get rid of them. At least that’s what many of the companies hoping to lure creative and tech-savvy employees are doing. Luckily for Atlanta, an abundance of vacant warehouse space located in the city’s center provided the perfect template for these new types of workplaces. These buildings have big, open interiors, lots of natural lighting, few walls and have retained much of the raw building material used during their initial construction.

Initially, it was restaurateurs who took advantage of reclaiming Atlanta’s aging warehouses, according to Jim Ditzel, architect and principal at Warner Summers, an Atlantabased design build firm that has helped transform a number of properties through adaptive reuse in Atlanta area. Once patrons saw what the restaurateurs could do with an abandoned building and a little imagination, the concept began to spread to other commercial applications, and before long, developers like Third & Urban were snatching up all the mid-century Atlanta warehouse spaces they could find and turning them into offices. Aside from the open, communal work environments the refurbished warehouses provided, they also add an aspect of authenticity, which, according to Ditzel, is in high demand. “People are attracted to the authenticity of materials you find in older buildings,” Ditzel said. “The imperfections of the buildings add to the character and add uniqueness. There’s been a move for a long time toward informality.” The trend is so pervasive that Warner Summers is working with a client who is

The holistic approach also places a strong emphasis on individualized and ergonomic furniture, such as standing desks and alternative seating areas like couches or bean bag chairs. “We are now designing more and more than ever for physical, psychological and emotional comfort,” said Tricia Erickson with Steelcase, a commercial furniture manufacturer and supplier that works with DeKalb Office in the Atlanta area. Customization is Key Many of the companies adopting these new office concepts are in the tech and creative fields, which according to DeKalb Office’s Smith, are demanding more choice of control regarding office design. Customization is the most important attribute companies are looking for when selecting office furniture and fixtures. “Many clients are asking for light-scale solutions that area easily reconfigured,” Smith said. “We accomplish this by creating a fluid ecosystem where the employee can choose where they want to work that day based on what they need to accomplish.” As technology continues to change the workplace, companies will be forced to rapidly change in order to remain relevant, profitable and able to attract top-notch employees. Creating an agile office, according to the Steelcase philosophy, allows a company

go of the filing drawers and cabinets, which typically required a substantial amount of space. At the same time, furniture is also becoming striped-down, lightened and simplified. Changeable height is another popular element being used more in desks and chairs. Couches, sofas, pillows and other untraditional office furniture are also showing up more in today’s workplaces. Most modern furniture provided by companies like Steelcase and DeKalb Office can be moved by one person. The reason for this—more companies are adopting the random seating concept. As employees move throughout the office space, the furniture is able to move with them. Another advantage to lightweight furniture is that companies can more easily transform their offices as they scale up or adjust operations in the super fastpaced business environment of today. And then there’s technology. Modern offices are increasingly merging technology with furniture to allow for maximum mobility in the work place. Aside from USB ports and charging stations, work areas are bring outfitted with devices like the Media Scape virtual puck, which allows everyone within a common area to share access to each other’s screens. These pucks are being built into common office furniture, like desks and monitor shelving. With all the open space in modern offices, there is occasionally the need for privacy of varying degrees. To address this, modern office design is increasingly using small huddle rooms, phone booths and even modular pods that can resemble upscale airline seating arrangements designed to give one individual a private setting. “This also answers to the extroverts and introverts in the workplace,” Smith said. “More and more, we are designing with different levels of privacy choices for the employees based on their changing needs throughout their work day.”

Stormwater 101

t’s a rainy day. You’re sitting in your office, watching a heavy downpour turn the parking lot into a river in a matter of minutes. The river runs toward the storm drain and disappears. Have you ever thought about where all that water goes? Or what effect it has on our environment? Would you be surprised to learn that in Metro Atlanta, that river of rain ultimately becomes our drinking water? These are among the questions that the science of stormwater management works to answer. The flow of stormwater is altered when land is developed. Replacing a natural landscape with an impervious surface has a profound effect on the rate, quantity and quality of the stormwater entering our lakes, streams and rivers. Rainfall that might once have slowly filtered into the ground

rapidly runs off the impervious surface. If not properly managed, the increased runoff causes flooding, erosion and pollution. Stormwater management examines the adverse impact stormwater runoff has on the environment and attempts to mimic predevelopment hydrology patterns. All with the goal of managing water quantity while protecting water quality. In the last 20 to 30 years, the construction of detention and retention ponds has been the preferred and most commonly utilized method of managing the rate of stormwater runoff in urban developments. However, there are a multitude of additional stormwater management techniques, including vegetated filter strips/ channels, bioretention cells, water quality ponds and underground storage vaults. Each
Permeable pavers help to reduce the amount of runoff from rain events by allowing the stormwater to soak into the ground. Rain gardens and bioretention areas retain the rainwater on site. These are all methods of reducing flooding and erosion. Stormwater can be repurposed with the addition of rainwater harvesting systems. Creating a renewable, sustainable water source reduces the demand on

of these stormwater features is engineered to temporarily hold excess runoff from rain events, then release the water at a rate equivalent to the flow of rainwater prior to the development of the land. Although these other options exist, surface retention and detention ponds are still the most common stormwater management techniques. Both types of systems function to settle the suspended sediments and other solids that are typically present in stormwater runoff, while providing the needed flood control and stormwater runoff treatment. Retention ponds have a permanent pool of water that fluctuates in response to precipitation and runoff from the contributing areas. Detention ponds are meant to be completely dry except during or after rain
events; they are designed to hold water for a short period of time (24-48 hours) to reduce peak runoff rates associated with storms. In dense urban areas, such as downtown Atlanta, surface detention ponds are commonly replaced by underground cisterns and vaults, which serve the same function of short-term water detention. Green infrastructures are on the forefront of new technologies designed to clean, reduce, and repurpose stormwater. Stormwater management is gaining traction in LEED certification, as well. LEED v4 offers a possibility of four points based on the percentage of rainwater that is retained on site. In a natural, undeveloped landscape, rainwater is filtered by the soil and vegetation. Impurities and pollution are removed before the rainwater enters streams and lakes. Recreating this process in urban areas is vital to improving the quality of our water. Stormwater picks up chemicals, bacteria and impurities from roofs, parking lots and roads, then runs right into our waterways, which is the source of our drinking water here in Georgia. By adding green infrastructures to stormwater management practices, impurities are removed and water quality is improved. The science of stormwater management has made great strides in developing green infrastructure methods. Some of the most common of these that have been implemented in the Atlanta area are bioswales, green roofs and water quality ponds. Atlanta’s City Hall building is a great example of a green roof.
ROUTINE MAINTENANCE FOR ANY TYPE OF STORMWATER MANAGEMENT FEATURE SHOULD INCLUDE: • Inspections: Periodic scheduled formal inspections with a specified checklist (as outlined within Appendix E of the Georgia Stormwater Manual) and visual inspections after each major rain event. • Vegetation management: Mowing on a regular basis and limited use of fertilizers and pesticides in and around the ponds. • Trash and debris removal: Removal of any trash causing obstruction at the inlet, outlet, orifice or trash rack, during periodic inspections and after every runoff-producing rain event. • Mechanical equipment check: Inspection of any valves, pumps, fence gates, and locks, during periodic inspections, with appropriate replacement/repair as needed. • Structural component check: Inspection of the stormwater inlets to the pond, outlet control structure (OCS), dam, outfall channel, trash rack/debris screen and low-flow channel.

municipal water. By collecting and storing rainwater the amount of stormwater that enters our waterways decreases. Stored water can be used for irrigation, cooling systems and flushing toilets. One of the largest stormwater cisterns in Atlanta is
on the Georgia Tech campus, where an underground vault holds up to 1.4 million gallons of stormwater runoff that is reused to flush toilets and provide irrigation. Local governments have a large responsibility for stormwater management
in Georgia. Land use, development and infrastructure decisions are typically made at the city and county levels. However, in order to effectively deal with the ongoing issues associated with stormwater runoff and regulatory requirements, communities and even individual property owners need to understand that we all play a vital role in ensuring that a comprehensive stormwater management program is successful. In many cases, especially in metro Atlanta, there is a legal responsibility for property owners to routinely inspect and maintain stormwater infrastructure.
Negative impacts of improperly managed stormwater include: • Flooding of roads • Damage to property • Erosion in streams and creeks • Pollution entering waterways
