Amherst City Government Amherst City Hall 206 S. Main Street, Amherst (440) 988-4380 The full-time mayor and part-time safety/service director administer Amherst’s statutory form of government. Part-time positions include the auditor, treasurer and law director and, like the mayor, are elected by the people. City Council members are elected to two-year terms. Four serve as ward council members and three serve as councilat-large representatives. The council president is the eighth member of council, presiding over all council meetings, which are held the second and fourth Monday of every month at 7:30 p.m. in City Hall. The clerk of council is appointed by council. City Council’s committees include finance, streets, executive, buildings and land, ordinance, and police and fire. The committees meet the first and third Monday of the month at 4

7:00 p.m. in City Hall to introduce and discuss legislation which is then written into a proposed ordinance by the law director and enacted at a City Council meeting. All committee and council meetings are open to the public and residents may participate in discussions. Meetings can also be viewed on cable channel 12.

Amherst Fire Department 414 Church Street Emergency 911 440-988-4117 - Non-Emergency The Amherst Fire Department, staffed by 33 highly-trained firefighters who use the latest firefighting equipment, is a paid on-call organization. The department is also involved in hazardous materials response, heavy rescue, dive team and first responder medical response. They also assist the Lorain County Emergency Response Team in confined space, trench rescue and mass casualty incidents. The fire chief is the only full-time position. Firefighters respond to the fire station from their homes or workplace. Their response time is excellent in the city of Amherst and Amherst Township. They possess state-of-the-art equipment W W W. that allows them to operate successfully, and they train on all aspects of fire service. Their traditional values are reflected in professionalism as proud members of the Amherst Fire Department. The Amherst Fire Department has an outstanding fire safety education program that reaches out to preschool, elementary and middle grades to teach children at a very young age the do’s and don’ts of fire safety. They disseminate fire safety to the general public at different events during the year to educate citizens and offer free home fire and safety inspections. The Amherst Fire Department has two active part-time fire inspectors who focus on all business, school, nursing homes and medical facilities within the City of Amherst. These inspectors work hard to insure that establishments abide by the fire code and city ordinances pertaining to fire safety.

KEY CITY OFFICE LOCATIONS Amherst Town Hall 206 S. Main Street Built in 1884 and listed on the National Register of Historic Places, Amherst Town Hall is one of the few century-old municipal buildings still standing in Ohio. It is built of sandstone excavated and cut in Amherst quarries, and underwent exterior renovations in 1998 and 1999. An external elevator allows people with disabilities to enter the building through the City Council chambers. The building houses the mayor, safety/service director and administrative assistant offices, city council chambers and the clerk of council’s office.

San Spring Building 480 Park Avenue The San Spring Building was purchased by the city in 1998 under a lease/purchase agreement and renovated in 1999. It houses the auditor’s office, building inspector’s office, treasurer/income tax office, and the utility office.

Auditor’s Office Hours: 8:00 a.m. to 4:30 p.m. The auditor’s office is responsible for paying the city’s bills and payroll, as well as maintaining the city’s financial records. It 2 0 1 1 AMHERST COMMUNITY GUIDE

keeps all financial records and reconciles the fund balances with the treasurer’s office.

Building Department

Hours: 8:00 a.m. to 4:30 p.m. The building department issues more than 1,000 permits annually. Contractors generally obtain the permits, but homeowners must also obtain one if they are performing work themselves. Permits expire 12 months from the date they are issued, or six months from the date they are issued if the work is not started.

Treasurer/Income Tax Office Hours: 8:30 a.m. to 4:30 p.m. The treasurer’s office is responsible for the receipt and investment of all city money, and acts as the custodian of all investments and bank accounts. It is also the collection point for all money received by the auditor’s office and directly supervises the city income tax department. Local income tax is 1.5%. Two-thirds of that is used to help maintain city services, while the remaining third is set aside for an annual street, bridge, and sewer maintenance program supported by a levy placed on the ballot every ten years. The sales tax rate is 6.25%, an amount set by the state of Ohio and Lorain County commissioners. Property taxes are established by the Lorain County auditor’s office. Only a small portion of the city’s income is derived from property taxes.

Sandstone Office on Aging 621 Cleveland Avenue Hours: Monday through Friday, 8:00 a.m. to 4:00 p.m. The mission of this department is to evaluate and support policies that affect the quality of life of older adults. The goal is to help them maintain their independence and their freedom to live with dignity. By remaining in control of their lives, these individuals are allowed to determine their destiny without being abused, neglected or exploited. The office’s services include: • Home delivered meals Monday through Friday, with special diets available as well as transportation to doctors’ appointments, pharmacies, grocery stores, and other essential destinations • Information and referral services • Chore service, minor home repair, and housekeeping by referral through the county Office on Aging 6

ADDITIONAL CITY INFORMATION Building Permits Building permits are issued at the Building Inspector’s office at 480 Park Avenue. Any contractor performing work must be registered in the City of Amherst. Residents performing work should check with the building department to see if a permit is necessary. Cemeteries Amherst has three cemeteries. Crownhill and Cleveland Street are public cemeteries operated by the City. St. Joseph Cemetery is a Catholic cemetery operated by St. Joseph Catholic Church in Amherst. Information about burial plots in the City’s cemeteries is available by calling the cemetery sexton at 440-988-4052. Information regarding St. Joseph Catholic Cemetery may be obtained by calling St. Joseph Catholic Church at 440-988-2848. Amherst Township has two cemeteries – Middle Ridge and Kendeigh, which includes Onstine. For information, call the Township Street Department at 440-988-5833. Christmas Tree Collection The city picks up Christmas trees each January, generally during the first two full weeks of the new year. Trees should be placed on the front lawn. All bulbs and decorations must be removed. Fire Hydrant Flushing Fire hydrant flushing is one of the most important maintenance procedures that can be performed on a water distribution system. The Amherst Fire Department will notify residents of scheduled flush times through the local newspapers and cable television. Garage/Yard Sales Permits are not required for garage or yard sales. The city does ask that signs be kept out of the right of way, and not nailed to telephone poles. Please call the building department with any questions. Halloween The annual Halloween Parade is held the last Sunday of October, with trick-or-treat observed on October 31st from 6:00 pm – 7:30 pm. Residents who wish to participate in passing W W W. Historical Society

PARKS & RECREATION I

Organized in 1973, the Amherst Historical Society preserves, protects, and displays Amherstâ&#x20AC;&#x2122;s history for future generations. The Historical Society maintains the Sandstone Center on Milan Avenue, a well-kept group of century-old buildings including the Quigley Museum on the corner of Milan Avenue and South Lake Street. Other buildings include the Greek Rival House, St. George Chapel, Harris-Dute House, Octagonal Barn and Carriage House, Farrier Shop and Hickory Tree Grange, which is a one-room school-house, built in 1882. Historical classes for Amherst school children are held once a year in The Grange. St. George Chapel has been used for weddings, baptisms, Christmas and Good Friday services. These buildings were dismantled stone by stone and moved to their current site. Tours of the Quigley Museum and other buildings are available by calling the Historical Society. Amherst Beaver Creek Reservation: At 72-acres, this is the largest of Amherstâ&#x20AC;&#x2122;s 5 parks and is located off North Lake Street. This park is jointly owned by the City of Amherst and the Lorain County Metropolitan Park District. There is a picnic shelter, visitor center, restroom facilities, a childrenâ&#x20AC;&#x2122;s playground, a paved 1.2 mile walking and hiking trail, and a large wooded area in which people can explore nature. Maude Neiding Park: This is a 12-acre wooded park located between Cleveland Avenue and Park Avenue, containing picnic shelters, restroom facilities, a childrenâ&#x20AC;&#x2122;s playground, horseshoe pit, and a fenced swimming pool open during the summer months. Picnic shelters can be reserved for a small fee. For information, call the mayorâ&#x20AC;&#x2122;s office at 440-988-4380. DePaola and Jaworski Parks: Located off Cooper Foster Park Road behind Amherst Plaza, these parks were named after former Mayors Anthony DePaola and John Jaworski. These facilities are adjacent to each other and are a favorite site for soccer games. Veteranâ&#x20AC;&#x2122;s Park: located at the corner of Tenney Avenue and Church Street, honoring the memory and deeds of Amherstâ&#x20AC;&#x2122;s men and women who have served in the armed forces.

More Than Books at Amherst Library

he Amherst Public Library, located at 221 Spring Street, is one of the busiest libraries in Lorain County. In 2009 the library circulated nearly 291,500 items and was visited 235,388 times! Our collection consists of over 86,000 items including DVDs for adults and children, audio books on tape, CD and MP3 format. In the last year, 8,821 new items were added to the library collection. There are also dozens of research databases available at the library or at home with a library card. In addition to those services, we offer free wireless access throughout the library. During the year, the Amherst Public Library hosts a variety of free programs for all ages, including book discussion groups, computer training classes, children’s activities and programs for Robin Wood, Director seniors. These programs are generously provided, in part, by the Friends of the Library who donate their time, energy and money to support their local library.

aggie Notley Gross was born and raised in Lorain, Ohio. Upon graduating from Lorain High School, she had dreams of opening a bakery. While in culinary school, Maggie fell in love with the savory side of cooking and received her culinary degree from the Pennsylvania Culinary Institute in Pittsburgh. In 1997, Maggie moved to Orlando, Florida to complete a 4 month externship with Walt Disney World that turned into 11 years with the corporation. In 2008, Maggie moved back to Ohio and started working for the Culinary Vegetable Institute (CVI), a subsidiary of the Chefâ&#x20AC;&#x2122;s Garden. In 2010, the dream of opening a bakery became a reality. Sweets by Maggie! Cupcake Shop and More! is located in Amherst on Leavitt Road. They have a display case full of gourmet cupcakes and others sweets available on a daily basis along with fresh brewed coffee and other beverages. They also offer birthday parties!
