My name is David Mordt, and I’m running as an Independent to be your sheriff.

I grew up in Boone County and had a very challenging childhood. My mother struggled with what I now understand to be mental illness, my brother had special needs, and my father was absent from our home much of the time because of his job. Because of family circumstances, I spent several months in a foster home in my teenage years. These experiences taught me early on how to relate to a wide variety of people and created in me a desire to help others.

I started my law enforcement career as a corrections officer in 1986 at the age of 20. During my time in the jail, I learned more about drugs and how to treat suspects than I would learn in my entire career. I learned to be stern but fair, and that sometimes, showing compassion is more beneficial than condemnation.

While working in the jail, I noticed a need for K9 services that were not available in this area. While many told me I would fail, I formulated a plan, read several books on police K9 training, and purchased Smokey, my first German Shepherd. I joined IL/WI Search & Rescue and attended my first dog workshop. Over the next year, I used my vacation time to develop a K9 program and paid for training on my own. Once Smokey was certified, we were hired for a part-time K9 position in Belvidere, which started the department’s K9 program. I quickly learned the benefit of networking with several agencies in northern Illinois as FBI, DEA, Illinois State Police, Rockford, & Winnebago County began to use Smokey and me for tracking and drug detection. Throughout my career, I assisted several northern Illinois police agencies in starting K9 programs. I also coordinated and ran a regional K9 training group of which I am still an active part to this day. We currently have K9 teams spanning from the Chicago area to the Mississippi River, from I88 to the Wisconsin state line that attend weekly training sessions.

In 1993, I was hired as a Boone County Deputy. During the next 24 years, I was a very active deputy who worked in a variety of capacities and was tasked with many leadership responsibilities. The department recognized my work ethic, community policing style, and versatility. I had multiple opportunities to test for promotions but declined them each time, because a promotion would mean I could no longer be a K9 handler. Even without a promotion, I continued mentoring young deputies as well as officers from other agencies, leading them in scenario-based training and team building. My desire was not only that they would stay safe but that they would become leaders one day. On August 11, 2013, I was in an officer involved shooting. Although I was under intense stress, previous scenario-based training allowed me to maintain my composure and clearly communicate with dispatchers. I was able to get victims to safety and coordinate ambulance personnel as well as incoming deputies who would set up a perimeter and help secure the scene. For my actions that day, I was awarded the Medal of Honor by the State of Illinois and the Medal of Valor by North American Police Work Dog Association.

In 2017, I retired from the Sheriff’s Department and went to work for the Freeport Police Department. While at the Freeport Police Department, I was a K9 handler, received a field promotion to corporal and taught the Civilian Police Academy. I was committed to each community in which I worked and to Boone County where I continued to reside with my family. I take the safety and well-being of the community seriously and spent my career making sure I was available to help when needed. I would assist area agencies and citizens day or night whether I was on duty or off. While on duty, it was not uncommon for me to be seen handing out coloring books and other trinkets from the trunk of my squad car or regularly visiting with homebound elderly citizens. On my days off, I mentored children as a Sunday school teacher and volunteered as a weightlifting coach at North Boone High School.

As your sheriff I will:

• Provide a safe community in which to live, work, and play.

• Bridge the gap between law enforcement and the community. How I will do the above:

• Sheriff’s App- An app that will alert your phone to major incidents like road closures, dangerous public events, and any other critical incidents. It will give real time news releases of significant police calls, scams, and criminal events, and offers easy access to child sex offender registry and other county related resources.

• Civilian Police Academy- Public would be invited to attend classes to learn the various functions of the Sheriff’s Department. Participants could participate in police related scenarios, ride with a deputy, and spend time touring the jail and dispatch center.

• Neighborhood Watch- Sheriff’s Department personnel would attend neighborhood meetings to provide details of what’s happening and what enforcement has taken place in your neighborhood. You’d be given the opportunity to voice concerns regarding your neighborhood and work together to solve those problems.

• Increase patrols throughout the county, including all the towns and Candlewick Lake. Assist and provide support for Belvidere officers by patrolling in high crime areas and performing various traffic details.

• Scenario-based training for personnel- This would include firearms, close quarters (hand to hand) combat, non-lethal weapons, de-escalation tactics, and understanding cultural differences and mentally challenged individuals. Train with other law enforcement agencies as well as fire departments, ambulances, and the Emergency Management Agency.

• Utilize area resources. Work with groups that would help in cases of domestic violence, drug abuse, and mental health, along with those who specialize in helping veterans and the elderly population. Partnering with these organizations would enhance our response within the community. Rudolph Cunningham, 87, of Belvidere, IL passed away on Friday, October 14, 2022 in Rockford, IL. Rudolph was born on September 8, 1935 in Clinton, Kentucky to Larue Cunningham & Willie Bea (Sullivan) McAllister. Rudolph married Judith (McKean) Cunningham on July 12, 1958 in Dixon, IL.

Rudolph was a high school graduate & worked as a millwright welder at Chrysler. He served in the military as a Navy Corpsman. Rudolph is a past member of the American Legion. He enjoyed walking, loved his family & his grandkids, loved his faith, loved projects & would do projects to help anyone. He loved to go camping with all of his grandchildren.

Rudolph will be loved & missed by his wife, Judith Cunningham; brother, Russell (Betty) McAllister; daughter, Susan (Anthony) Del Fiacco; sons, Jerry (Julie Wiegand) Cunningham & Terry (Laurie) Cunningham; grandchildren, Gabrielle Del Fiacco, Madalyn Cunningham, Hailee Cunningham, Michelle (Guillermo) Cunningham & Michael (Hollie) Cunningham; great-grandchildren, Collin, Zeva, Stephen, Braylee & Adeley; nieces, Kay Bailey, Sarah & Jessica; nephew Jerry (Ginger) Bailey.
