We would like to share some information with you to help you better understand the way our snow removal system works and to help keep you all safe this winter.
Weather Conditions - The weather plays a huge factor in how long it takes to remove the snow/ice. How much, how long it snows, weight of the snow (wet, heavy snow takes much longer to remove than a few inches of light, fluffy snow) all factor into technique and time. Wind and temperature can also make plowing hard or even impossible to keep roads safe/open in some cases.
Routes - Our drivers have specific routes they are assigned each time it snows. Unfortunately, someone is always first and someone is always last. These routes are laid out to make our snow removal go as quickly as possible.
Mailboxes - Your mailboxes take a beating in the winter from the wet, heavy snow and slush. Your mailbox, by law, should be mounted on a wood post (not steel or brick). Check to make sure it is not starting to decay/rot at or below the ground. Also, make sure the screws or lag bolts are tight that hold it to the post. If your mailbox gets knocked down it will be up to the driver and the road commissioner to determine if it was a result of snow coming off the plow or if the snowplow hit it. If the driver hits your mailbox it will be replaced with a standard wood post and mailbox.
Marking the Edge of Your Yard - Some residents like to mark the edge of the road to keep traffic and snowplows from damaging their yard. If you choose to do so it must be done with fiberglass marking posts (kept one foot off the road to help with the snow removal). Steel posts will not be tolerated. If a steel post gets broken or bent it can do serious damage to tires, undersides of vehicles, snowplows, etc. which the homeowner may be held liable.
Right of Way/Obstructions - The standard right of way in almost all cases is 33 feet from the center of the road way. Any obstructions in the right of way (rocks, landscape material, fences, bushes, etc.) should be removed. If there is any damage caused to a snowplow from obstructions in the right of way the homeowner may be liable.
Cul-de-sacs - If you live in a cul-de-sac, the snow removal procedure goes as follows: During the initial snow the snowplow will make one, sometimes two passes around the outside of the cul-de-sac pushing the snow towards the middle. After the snow has ended and the roads are clear, the snowplow will come back and clean the cul-de-sac. It is up to the determination of the driver where to put the snow in order to make the cleaning of the cul-de-sac the quickest and most economic. Some residents may end up with more snow in their yard than others. If you wish to mark the edge of the road with fiberglass posts, please keep them at least 14 feet apart so the snowplow can push snow in between them without damaging the markers.
Driveways - Unfortunately when plowing snow you will end up with snow at the end of your driveway. Our drivers do what they can to keep this at a minimum. Pushing snow across the road or leaving the snow from your driveway in the road is illegal. If there is damage done to a snowplow or someone’s vehicle, the homeowner can be liable. Also, if you pile snow at the end of your driveway, please do so by putting the snow on the right side of your driveway when you are facing the street. This will minimize the amount that gets knocked back into your driveway when the snowplow goes by. Stuck Vehicles - If you are out driving in the bad weather and your vehicle becomes stuck, snowplow drivers can not assist in pulling you out. We can not be held liable if we should do damage to your vehicle. You will have to call a tow truck or other option to assist you. If you have any more questions, not addressed here, feel free to contact the township office at 815-544-2029. Please know that your proper preparations will help to avoid problems for all of us. It is the township’s goal to keep the roads as safe as we can for you this winter. Drive safe and think twice before trying to pass a snowplow.

The Fun At These Area Holiday Events
Hometown Christmas will be Friday, December 2nd in Downtown Belvidere. Hometown Christmas is an annual holiday celebration in Belvidere. Hosted by the Belvidere Area Chamber of Commerce, the event takes place on the First Friday in December and includes the tree lighting ceremony, a live nativity scene from Immanuel Lutheran Church, horse drawn carriage rides, an outdoor Christmas movie & much more! The Belvidere Park District will host the Light Up The Night Parade on December 2nd at 5:30 PM. Welcome Santa to the Hometown Christmas evening celebration and enjoy the festive lighted parade. The Holiday Lights will be open every evening through December 31st.
Riverside Ice Arena opens Friday, December 2nd and is located within Doty Park at 365 W. Locust Street near downtown Belvidere and sits along the Kishwaukee River. The Ice Rink offers public skate times and skating and hockey lessons for all ages. Daily admission for adults $5, skate rental $5. Many families in need will benefit from the beautiful Hometown Christmas Tree Giving. The Christmas trees will be on display during Hometown Christmas. The CDC Recommends An Annual Flu Shot
Public health agencies like the Centers for Disease Control and Prevention advocate for annual flu shots as an effective way to avoid potentially serious complications that can arise when individuals get the influenza virus. But why the need for annual vaccinations? According to the CDC, flu viruses are constantly changing, so a vaccination that might have been effective one year will not necessarily provide significant protection in the following year. In addition, the protection provided by the flu vaccine wanes over time, so people won’t necessarily be well fortified against the flu if they aren’t vaccinated each year. Researchers work to determine which flu viruses are likely to be common in a given year. The vaccinations administered in that year reflect that research and provide the greatest protection against the viruses that are likely to be circulating throughout flu season.

Tricks To Trim Your Utility Bill
A rapid rise in the cost of living will undoubtedly prove to be one of the major stories of 2022. According to the U.S. Bureau of Labor Statistics, energy prices rose by 41.6% in the 12-month period that ended in June 2022, marking the highest 12-month increase since April 1980.
The significant spike in energy costs is somewhat misleading, as the BLS considers motor fuel prices, which rose more than 60% in the 12-month period ending in June 2022, part of the energy category. However, during that same period, electricity prices rose by nearly 14% while natural gas prices increased by 38%. Both of those increases were more significant than the more publicized rise in food prices, which rose by right around 10%. There are ways for individuals to reduce home energy costs without adversely affecting their quality of life.
• Run appliances during off-peak hours. According to the U.S. Dept. of Energy & the U.S. Environmental Protection Agency, the best time to use appliances in a home is when overall electricity use is low. Though this time changes depending on the season & can vary based on geography, the DOE & the EPA both note that after 9 PM & before 9 AM. are generally the off-peak hours in most areas.
• Strategically use your shades & blinds. The energy providers at ConEd estimate that about 40% of unwanted heat comes through windows. Strategic use of curtains, shades & blinds can keep heat out on hot days, thus allowing homeowners to turn the thermostat up on their air conditioning units in summer. Opening curtains, blinds & shades on winter mornings & afternoons will allow more sunlight in, allowing homeowners to control heating costs more effectively.
• Reorganize your refrigerator. There are plenty of contradictory strategies regarding how best to store foods in a refrigerator so the unit consumes as little energy as possible while still keeping foods fresh & chilled. But various energy providers, including ConEd, recommend that consumers avoid packing a fridge too tightly. By allowing cold air to circulate within the refrigerator, the refrigerator won’t need to work as hard, & thus consume as much energy, to keep foods cool. It’s important to note that the opposite should govern how the freezer is packed. Packing frozen items tightly in the freezer will help the refrigerator work a little less hard.
• Turn off the lights. Estimates from the U.S. Energy Information Administration indicate that electricity for lighting accounts for around 10% of electricity consumption in homes. A concerted effort to turn off lights in rooms that aren’t being used can help consumers save money.
Rising utility bills are compelling millions of people to seek ways to trim their energy consumption. Thankfully, there are many ways to do that without upsetting daily routines.
New Year’s Resolutions For Seniors
Resolutions can be made at any age. Seniors may feel that they are past the point in life where trying something new or setting goals is relevant to them but it’s never too late in life to have aspirations big or small. The golden years may be different from any other period in a person’s life, but seniors can still embrace making positive changes. In fact people who view life with a sense of purpose are two to four times less likely to develop Alzheimer’s disease. The following are some potential resolutions for seniors.
• Focus on safety. Aging sparks certain changes to the body & mind. Recognizing that you can’t do all of the things you did when you were younger doesn’t mean there aren’t ways to improve upon those things you can do, especially if you make some safety-minded tweaks. Resolve to improve home safety, such as removing tripping hazards, installing grab bars, checking smoke alarms, & installing a security system.
• Find new & enjoyable workouts. The exercise routines you engaged in just a few years ago may no longer suit your physical abilities or interests. Investigate new fitness regimens or methods of movement. Yoga, water aerobics, walking clubs, & more can be incorporated into your daily habits. • Organize medical records. Seeing health pictured systematically & clearly can help you stay on top of appointments & wellness measures. There are many different organizing systems to embrace; find one that works for your needs.

Having more room to move around can be safer, particularly if you need a cane or another assistive device, & there will be less to clean if you remove some clutter. If you plan to downsize soon, clearing clutter can make the move easier.
• Learn something new. A language, skill, or hobby are all within reach when you map out the steps to achieving your goal.
• Make new social connections. It’s not uncommon for aging individuals to feel less comfortable driving as they approach their golden years. Whether it’s glare from LED lights, aches & pains that often accompany aging or age-related vision issues, older drivers’ comfort behind the wheel can be compromised by a host of variables. Though older drivers cannot reverse the aging process, they can try various strategies to make themselves more comfortable driving.
• Share driving duties on long trips. The National Institute on Aging notes that stiffening joints & weakened muscles are a common byproduct of aging. In addition, the Arthritis Foundation® notes that more than one in two men & two in three women over age 65 have arthritis, which also can make driving less comfortable. A ge-related aches & pains & arthritis can make it very uncomfortable to drive for lengthy periods of time when drivers are sitting in roughly the same position for the duration of their trip. In such instances, drivers can share driving duties to make long trips more manageable.
• Upgrade to a vehicle with modern amenities. Various amenities in modern vehicles make driving more comfortable for everyone, especially individuals with age-related aches & pains. Heated seats & in-car climate control can help reduce the discomfort caused by aches & pains & ensure drivers & passengers can tailor the temperature in the vehicle to their own preferences.
• Protect your eyesight. The NIA urges individuals 65 & older to see their eye doctor every year. Such visits can ensure prescriptions are current & can make drivers more confident in their ability to see everything on the road. Also speak to the eye doctor about night driving glasses, which are designed to help overcome glare from headlights & street lamps.
• Drive more defensively. A greater emphasis on defensive driving also can help aging drivers feel more comfortable behind the wheel. The NIA notes that reflexes naturally slow down as a person ages, which adversely affects older drivers’ reaction times. Drivers can counter this by leaving more space between their vehicles & the one in front of them. Braking earlier & avoiding driving during times marked by heavy traffic, such as rush hour, also can help drivers feel more comfortable.
It’s natural for aging drivers to feel less comfortable behind the wheel than they did when they were young. But drivers can take various steps to increase their comfort levels so they can stay on the road.

Elaine H. Winkelman, 83, of Belvidere, IL passed away on November 18,2022. Elaine was born on December 23rd, 1938 in Chicago, IL, the daughter of Leonard and Harriet (Mikolajczyk) Vandercoy. She was preceded in death by her parents, husband, and brother, James Vandercoy. Elaine was a graduate of Belvidere High School and received her bachelor’s degree from University of Wisconsin. She married her high school sweetheart, Richard “Dick” Winkelman, on June 18, 1960. Together
they owned & operated Winkelman’s Flowers in Belvidere, IL.
Elaine loved music all of her life. She taught music in the Rockford school system for 4 years. After her two children were born, she taught private piano lessons in her home studio. She had many students - for a while she had a roster of 38 students a week! That was a great joy for her to share her love of music with children.
She always felt God blessed her with a wonderful family, a life filled with music, especially her ability to play piano. Her motto for her students was, “Good, better, best, never let it rest, ‘til good gets better, and better gets best”
She is survived by her two children, Dr. Daniel (Monica) Winkelman, Susan (Steve) Woods; 5 grandchildren, Emily, AnnaClaire, Andrew, Brendan and Kathryn and one nephew, Andrew Vandercoy.
The funeral service and visitation were held, Saturday, November 26th. Memorials may be made to Cardinal Glennon Children’s Hospital.

Shirley Dorn, 87, of Belvidere, IL met our Lord on Nov. 17, 2022. Born Sept. 2, 1935 in Chassell, MI to Elmer & Pearl (Lauluma) Mattson, where she was valedictorian in 1953 and Strawberry Festival Queen. Married Richard Crosby in 1955 & came to Rockford, where she organized a preschool at Tabor Lutheran, taught Sunday school at Trinity Lutheran, and volunteered at St. Anthony Hospital. Moved to “beautiful Belvidere” & remarried Gail Dorn. She enjoyed a career in traffic management at Murphy Trucking and Galano, Apache Products, and Sundstrand (White/DeVlieg/Bullard). Served time at the front desk of KMart and ultimately bragged about making fudge at Edward’s East. Shirley was full of faith & attended Poplar Grove United Methodist Church. Her yard was a garden and she made dazzling Christmas stockings. She could read in her sleep while watching tennis. She was most proud of her pure Finnish Heritage & SISU! Survived by children: Michael (Lynn) Crosby, Rockford, IL. Steven (Tanda) Crosby, Huntley, IL. Andrea (Tom) Utech, Clinton, SC. Karin Crosby Beck, Winnebago, IL. 11 grandchildren & 8 greatgrandchildren. Brothers: Don (Connie) Mattson, Ishpeming, MI. Duner (Kathy) Mattson, Interlochen, MI. Nieces, Nephews, Cousins and newly formed family, as far as Finland, each of whom she loved dearly. She is welcomed into Heaven by her parents and brother, Gerry Mattson. We give thanks to God & for the loving care she received from Nurse Gina & OSF Hospice, Billie, Tiltyla, Lynn, Tanda and Darshal! Service held Dec. 3 @ P.G. United Methodist Church. 10:00 visitation, 12:00 funeral, 1:00 social. Burial in the spring @ Chassell Cemetery.
