law. In a three year period, the Belvidere Police Department has responded to 835 fireworks related calls for service. Calls & complaints range from people who were injured due to use of illegal fireworks, debris that has fallen onto neighbors’ houses that start fires or cause other fire related damage, & noise that negatively effects family pets. As long as the State of Illinois restricts the use of fireworks, the Belvidere Police Department will continue to respond to complaints of our community & enforce the laws &d ordinances created to try and limit damage to property & prevent people from getting hurt. Below is the ordinance for the City of Belvidere, which mirrors Illinois State statute.
Sec. 74-221. - Fireworks. Fireworks defined: The term fireworks shall mean and include any explosive composition, or any substance or combination of substances, or article prepared for the purpose of producing a visible or audible effect of a temporary exhibitional nature by explosion, combustion, deflagration or detonation, and shall include blank cartridges, toy cannons, in which explosives are used, the type of balloons which require fire underneath to propel the same, firecrackers, torpedoes, skyrockets, Roman candles, bombs, or other fireworks of like construction and any fireworks containing any explosive compound, or any tablets or other device containing any explosive substance, or containing combustible substances producing visual effects, provided, however, that the term “fireworks” shall not include snake or glow worm pellets, smoke devices, trick noisemakers known as “party poppers,” “booby traps,” “snappers,” “trick matches,” “cigarette loads” and “auto burglar alarms,” sparklers, toy pistols, toy canes, toy guns or other devices in which paper or plastic caps containing 25 hundredths grains or less of explosive compound are used, providing they are so constructed that the hand cannot come in contact with the cap when in place for the explosion, and toy pistol paper or plastic caps which contain less than twenty hundredths grains of explosive mixture, the sale and use of which shall be permitted at all times.
Sec. 74-257. - Parental responsibility. It shall be unlawful for a parent or legal guardian of an unemancipated minor residing with such parent or legal guardian to fail to exercise proper parental responsibilities by allowing or permitting the minor to commit any violation of a city ordinance or state statute concerning vandalism, battery, fireworks, obscene conduct, trespass, possession of alcoholic liquor, or any other offense or willful or malicious acts to persons or property. Penalty. Any person violating this section shall pay a fine of not less than $100 nor more than $750. In sentencing, the court shall consider the amount and type of fireworks as well as any prior violations of this section.

Cheryl Elaine Carlson
Cheryl Elaine Carlson, 75, of Belvidere, IL, passed away May 3, 2024. She was born in Belvidere, IL, on September 30, 1948. The daughter of Thelma (Hove) and Marvin Hoelzel. Cheryl had a joyful and fun loving attitude and lived life fully. She could always make you laugh with her sense of humor and quick wit. Cheryl was deeply dedicated to her family and friends and always there to help.
On July 11, 1988 she married the love of her life, Douglas Carlson. They shared 35 years of marriage. Cheryl graduated from Belvidere High School and went on to continue her education in beauty school. She worked for 33 years as a hairdresser. She then worked for 10 years at General Mills, retiring in 2011.
Cheryl was a member of the VFW post 1461. She was a talented crochet artist and loved to play bingo. She crocheted and donated countless lapghans to veterans locally and nationally. Cheryl had a green thumb and loved tending to her flowers and garden.
Her memory will be cherished by all who had the privilege to know her.
She is survived by her husband, Doug Carlson; brother, Dennis (Penny) Hoelzel; nephew, Blake (Kirstin) Hoelzel; great-nephews, Maddox and Peyton, she is also survived by numerous cousins and extended family members whom she loved dearly.
Predeceased by her parents, Marvin and Thelma Hoelzel, and stepmother, Lorraine Hoelzel.
Cremation rites have been accorded.
Celebration of life to be held on Saturday, June 29th between the hours of 12 pm and 3 pm at the Belvidere VFW post 1461, located at 1310 W Lincoln Ave, Belvidere, IL 61008.
Vera Ann Sandberg
Vera Ann Sandberg, 82, of Belvidere, IL peacefully went home to be with the Lord on June 14, 2024 after a lengthy illness. Vera was born on February 3, 1942 to John & Mable Gross in the District of Columbia. She grew up in St. Louis & graduated from Ritenour High School in 1960.
Vera was introduced to her future husband, Burt, at the Aurora Free Church in Aurora, Wisconsin in 1958. On May 2, 1964 in the Aurora Free Church, Vera & Burt were married. In 1965, they settled in Belvidere, IL. She worked at the Belvidere Chrysler Assembly Plant in 1967. Vera & Burt welcomed their first child, Tracee in December of 1969. In October 1973, Vera & Burt welcomed their last child, Scott. Until the kids were older, Vera was a homemaker where she would also babysit friend’s children. In the early to mid 80’s, she started working at K-mart in the photo department where she would eventually retire from there in the early 2000’s.
Vera was passionate about her family, spending time with her 3 granddaughters, & spending countless time in her sewing room. She loved to travel to Northern Wisconsin & even had the opportunity to travel to Sweden to visit family. She loved to collect anything skunk related, loved her hard candies & loved to watch the Hummingbirds & Cardinals. She would also attend many tractor pulls to support her family. Vera was a member of the Zion Lutheran Church in Belvidere, IL where she regularly participated in a ladies quilting group. Vera was a great supportive friend to all she met.
Vera will be loved & dearly missed by her surviving husband of 60 years, Burton Sandberg; brothers, Jon (Charlene) & Warren (Kathy) Gross; children, Tracee & Scott (Crystal) Sandberg; granddaughters Brittni (Hunter) Oslund (Brent), Amanda Hunter, Ashley Sandberg; & cousins, nieces & nephews.
Vera was preceded in death by her parents, John & Mable (Olson) Gross.
In lieu of flowers, donations can be made to Shriners Children’s Hospital or the American Heart Association.
Vera’s services were on Thursday, June 20th at Anderson Funeral Home.

Patricia Louise Grist Freeman in 1957 & went on to work at various floral & hospitality jobs. Notably, she was employed at JL Clark, the Boone County VFW, Timber Pointe Golf Course, The Flower Bin, & Anderson Funeral Home.
She loved flower gardening, horses, motorcycling rides, her dog, & above all quality with those she loved. Pat made lifelong connections & friends everywhere she went. Kind, generous, outgoing, & loving are just a few of the words to describe the way she lived - family being the center of her life. She will be missed by all who had the privilege to know her. Hurlbut Ave., Belvidere, IL. There will be a visitation from 4 pm until the time of service.
Cremation rites have been accorded & burial at Belvidere Cemetery at a later date.
