READY ~Mbele Pamoja~ Devolution is now entrenched as a system of governance in Kenya and the surest means to actualizing the aspirations of Kenyans who overwhelmingly voted for the Constitution of Kenya, 2010. As the first Governor, my primary task during the first term was to develop and institutionalize a governance structure from scratch and lay ground for sustainable socio-economic growth in Kisii County – a task we have successfully completed. The journey toWards unleashing the immense potential of our County has now began, and we need to sustain the momentum and consolidate the gains realized in the first term to actualize our dream of developing a prosperous County for all. I invite you to join me in this noble task of completing laying of the development agenda foundation over the next five years.

ABOUT HON. JAMES ELVIS OMARIBA ONGWAE His Excellency, Hon. James Ongwae is the first Governor of Kisii County. He was the first Program Director of the Kenya Civil Service Reform Program, a World Bank funded project, from 1992 to 1999. The mandate of the program was to rationalize and re-organize the Kenya Government to improve efficiency in the public service delivery. Hon. Ongwae did this job with distinction whereupon he was promoted to Permanent Secretary and Director of Personnel Management in the Office of the President in 1999. As PS, he was in charge of personnel matters relating to the entire Kenya Public Service. He was later posted to the Teachers Service Commission (TSC) as Secretary and CEO where he was in charge of all teachers in Kenya, a job he did with distinction. During his tenure, there was no industrial action by teachers. Hon. Ongwae retired from public service as PS in the Ministry of Agriculture. He is credited with restructuring the Ministry of Agriculture and abolishing the position of Director of Agriculture to establish four new directorates for the first time since independence leading to improved operational efficiency of the Ministry. Upon retirement in December 2005, Hon. Ongwae continued participating actively in shaping the national leadership, development and political agenda by actively participating in campaigning for the promulgation of the Constitution of Kenya, 2010. Due to his immense experience in organizational management, he was contracted to work as advisor to the Prime Minister, the Rt. Hon. Raila Odinga and successfully organized and structured the new Office of Prime Minister in Kenya. At the end of his contract, he was appointed as Chief Campaign Manager, to the Rt. Hon Raila’s Presidential Campaign Secretariat in 2012, before leaving to run for the Kisii County gubernatorial seat during the March 3, 2013 general elections, which he won. At the Council of Governors (CoG), Hon. Ongwae was elected Chair of the Human Resources, Labor and Social Welfare Committee, a position he has held since 2013. He is also a member of the Health Committee at the CoG, and was the lead negotiator during talks to resolve the health workers labor dispute that disrupted health services provision between the months of December 2016 and March 2017. He also co-chaired the Intergovernmental Steering Committee for Capacity Assessment and Rationalization Program (CARPS) in the civil service, with CS devolution which was responsible for ensuring that both national and County government functions were properly structured and staffed.

Hon. Ongwae holds a Masters of Arts Degree in Public Policy and Administration from the Institute of Social Studies – Den Hague, Netherlands; a Bachelors of Arts (Hons) degree in Economics, Government and Sociology from the University of Nairobi and a Post Graduate Diploma in Management from the Eastern and Southern Management Institute (ESAMI). He also has a Post Graduate Diploma in Inter-Organizational Policy Making with particular reference to the land of Berlin in the former West Germany. He attended Itierio and Kisii High School. He has wide expertise in Policy Formulation and Analysis; Human Resource Management and Development; Management and Administration; Public Sector Reform; Institutional Development and Capacity Building; Leadership and Capacity Development; Decentralization; Governance and Urban/Rural Development and Results Based Management. During his public service tenure, he led and spearheaded various government initiatives, served in various government committees and managed various government policy projects. He served in various government boards including: • Vice President of the African Association for Public Administration and Management (APAAM), an international professional association for African public administrators and managers, • Member of the Governing Board of Eastern and Southern African Management Institute (ESAMI) – Arusha, Tanzania. • Member of the Commission for Higher Education • Member of the Kenya National Examinations Council • Member of Directorate of Industrial Training • Member of the Council of the University of Nairobi • Member of the Council of Jomo Kenyatta University of Agriculture and Technology (JKUAT). • Member of the Council of Maseno University • Member of the Council of Egerton University • Associate member of the Kenya Institute of Management He was born in Mwamonari Location, Sensi Ward, Kitutu Chache North Sub County, Kisii County. He is married with four children. His wife, Mrs. Elizabeth Ongwae, worked with the University of Nairobi as Registrar in charge of Administration and Human Resources for many years. Currently she has been actively involved in supporting the vulnerable, improving maternal and child healthcare, elimination of FGM, empowerment of the girl child and management of obstetric fistula in the community.

About Hon. Joash Arthur Gongera Maangi, MBS H.E. Hon. Joash Maangi, is the first Deputy Governor for Kisii County. He holds a Juris Doctor (JD) degree from William Mitchel College of Law in Minnesota, USA. He also holds a Diploma in Law from the Kenya School of Law and a Bachelors of Arts degree in Law (LLB) from the University of Nairobi. He attended Itare primary, Sawagongo and Maranda Boys High School. He has extensive international experience in the fields of Law, Marketing and Business having worked both in Kenya and in the USA for over 21 years. He started his career in 1991 at Mugambi & Ali Advocates under the tutelage of lawyer Abida Ali-Aroni, now judge of the High Court of Kenya. He founded his law firm, Maangi & Company Advocates where he was the principal partner until 1997 when he relocated to the United States. In the US, he worked as Staffing and Recruitment supervisor with Extendicare Corporation in Minnesota. At the William Mitchell College of Law, he worked as law clerk for the Honorable Judge (rtd) LaJune Thomas Lange of the Minnesota State Courts. He also worked as a staff attorney with the law firm of Marcus Jarvis & Associates. Maangi also worked as International Coordinator with the International Leadership Institute (ILI) where he successfully negotiated and signed a historical agreement with the new Government of South Sudan and the ILI leading to the development of the judiciary and law sector. Later, he worked with international law firm H.M. Ongeri & Associate at its Minneapolis office. He serves as a legal consultant for the African Business Consulting Group (ABC), an International business consultancy firm. Maangi worked with Lemna International as Vice President in charge of Business Development in Kenya. Membership; • Pan African Business Alliance • International Leadership Institute • Co-Chair - The ILI global business Round Table for East Africa Maangi formerly chaired the Kenya Community in Minnesota and during his tenure in office; he hosted several high-ranking politicians who reached out to Kenyans in the Diaspora. He also chaired the 2007 Pan African Investment Summit held in Minnesota where several African countries including Kenya got a first opportunity to market their business and investment opportunities in the American Mid West. He was born in 1968, at Itare area, Bosoti/Sengera Ward in Bomachoge Chache Sub County.

THE SCORE CARD
The system of devolved governance is a completely new concept in Kenya on which no one had any experience. A lot of effort was thus expended in formulating a system and structure that could work in Kisii County. This notwithstanding, major milestones have been realized in line with the Manifesto we launched in 2013 as highlighted hereafter.

AVAILING QUALITY HEALTHCARE TO THE PEOPLE
a. Upgrading of Kisii Level 5 Hospital into Kisii Teaching and Referral Hospital The County Government has upgraded Kisii Level 5 Hospital into a Teaching and Referral Hospital. Kisii County residents are now able to access specialized treatment at lower costs since referrals to other facilities reduce. Being a research Centre, KTRH will attract more funding and specialists ultimately improving healthcare service provision. b. Human Resources The County has recruited and deployed health workers among them specialists, medical officers, clinical officers, nurses, radiologists, pharmaceutical technicians, medical lab technologists among others. Doctors have been posted to Sub County hospitals and so far, each of these hospitals has at least three doctors where previously there was one or none at all.

For the first time since independence, Gucha, Keumbu, Nyamache and Gesusu Sub County hospitals have theatre facilities installed by the County and can offer comprehensive obstetric care. Plans are also underway to establish others at Marani, Kenyenya, Iranda, Nduru and Iyabe Sub County hospitals d. Health Infrastructure Development The health sector has undergone a major infrastructure upgrade of our health facilities. The projects include a digitalized pharmaceutical depot that will aid in tracking medical supply to health facilities to stem drug theft and identify drug stock outs in different facilities within the County.

e. Ambulatory Services The County Government pioneered in the establishment of an Emergency Ambulatory Service complete with trained Emergency Medical Technicians. Each of the nine Sub County hospitals has one state of the art ambulance. Since it was launched, a total of 9,484 critical cases among them expectant mothers have been transferred for specialized care. The emergency response telephone number-0727600010 is open 24-hours a day. f. Preventive and Primary Health Care Services My government signed an agreement worth over 1.4 million Canadian Dollars 109 million with the Agha Khan Development Network to be invested over the next four years to improve access to quality healthcare services in Kisii County through creating demand for Maternal and Child Health (MCH) services, strengthening health information systems, operationalization of the community health units, increasing community based health surveillance and capacity building. g. Tele-medicine Kisii County Government is investing in tel-medicine facilities in collaboration with John Hopkins University Hospital-USA and Apollo Group of Hospitals-India to connect KTRH and the sub County hospitals.

ROADS AND INFRASTRUCTURE a. Improving Access Through Quality Roads The table below presents a summary of the number of kilometre of roads constructed since Independence and what the Governor has done in his first term in office, which is more than double what had been achieved since Independence. Although it is the responsibility of the National Government to develop all classified roads, the County has had to rehabilitate sections of critical roads within Kisii Town and its environs like the Gusii Stadium - Itierio Primary school road measuring 6.2km.

b. Mechanical Engineering Directorate The County purchased road construction equipment including tippers, graders, excavators, drum rollers, shovels and low wheel loaders. The equipment is available on hire to contractors. The County has also pioneered in the laborbased approach where youth are contracted to undertake works using the road construction equipment. This has allowed for construction of more roads within a short time thus reducing costs. The County has drafted a road maintenance policy to facilitate routine maintenance of roads throughout the year. LAND MANAGEMENT AND SUSTAINABLE URBAN DEVELOPMENT a. Integrated Street Lighting When we came in, Kisii Town was in total darkness at night and the few street lights erected were in complete disrepair. • In Kisii Town, under a Public, Private Partnership arrangement with Rural Development Solutions, we have installed over 360 solar powered streetlights and eight (8) high mast lights spurring the growth of a 24 hour economy. • High mast lights have also been installed in all the nine sub County headquarters. • Through a market improvement program targeting 90 centres, the County has already installed a total of 430 solar streetlights in 52 trading centres spread across all 45 Wards and a total of 34 high mast lights. • Foundations for 100 more solar lights have been done ready for installation.

b. Waste Management Solid waste was an eyesore in Kisii Town as, there was only one waste management site in Kisii Township. But the County has since purchased one waste management site at Etora in Bomachoge Chache Sub-County and is in the process of purchasing other sites to decongest the existing ones. The County also purchased two compactors to improve efficiency in waste management. We plan to purchase two more tipper trucks and compactors to serve other urban centres such as Ogembo and Nyamache. We also contracted 19 youth groups comprised of between 20 and 40 youth to conduct regular cleanups in major urban centres. c. Urban Roads and Bus Parks To improve access and decongest urban centres, the County has built urban roads in Keroka, Ogembo, Kisii Town and Suneka. Additionally, the County has built pedestrian walkways and back street roads in Kisii Town using cabro. d. Improvement of Keumbu Market Keumbu is a growing town due to its strategic position of Kisii-Nairobi road; the farmers enjoy the ready market of their fresh farm products like bananas, vegetables, avocado and cane. To promote these farmers, the County has invested a lot in the market to make it safe and conducive for the traders. A robust street lighting system has been installed to extend the trading hours for the farmers and traders alike. A modern bus park is in construction to help disembark passengers from the trading area.
Solid waste was an eyesore in Kisii Town. The County contracted youth groups to conduct regular clean-ups tremendously improving waste management in Kisii Town and other urban centres.

d. Sanitation Blocks The County has constructed 20 washrooms across the urban centres in the County for traders and members of the public. This has improved sanitation in urban centres and eased the functioning of the business community in Kisii. The youth and women groups manage the ablution blocks as income-generating activities. e. Lands and Physical Planning To ensure that our towns are properly planned, we have completed the Integrated Urban Development Plans for Kisii, Ogembo and Nyamache towns. The process of preparing Plans for Masimba, Marani, Mosocho and Nyamarambe is ongoing. The plans will ensure that our towns are clean. F. Integrated Urban Development Plan For Kisii As part of the rehabilitation of the Ahero-Kisii-Isebania road funded by the African Development Bank (ADB), we successfully negotiated to ensure that the rehabilitation of this road that traverses our County also supports us in terms of infrastructure. A number of feeder roads within our County among them Oyugis-Gamba; Suneka-Riana-Rodi; Nyamataro-Daraja Moja; St. Stephen-Christa Marianne and Nyachenge-Ikoba-Ogembo are set for an upgrade as part of main project. Also, as part of this program, Daraja Mbili market will be redone and a new bus stop constructed significantly improving the working conditions of users.

CHAMPIONING INNOVATIVE AGRICULTURE FOR SOCIO-ECONOMIC DEVELOPMENT a. Livestock Development The County launched a dairy commercialization program aimed at increasing earnings from the sub sector. i. Launch of the Subsidized Artificial Insemination (AI) Service. To improve the dairy herd, control animal diseases and increase productivity, the County launched a subsidized AI service where farmers will access certified animal seed for as low as KShs.500 down from KShs.3, 000 charged by private providers. Served animals will be tagged and their progeny registered in the Kenya Stud Book to allow farmers fetch better prices for their livestock. To boost this service and lower the price, the National Government has set aside KShs.60million to establish a liquid nitrogen plant in Kisii.

ii. Dairy Goats The County distributed 179 dairy goats to farmer groups in all 45 Wards. Dairy goats are ideal for farmers with small land sizes. iii. Improving Extension Services The County procured and distributed 20 motorcycles to improve mobility of the agricultural extension officers at the grassroots. iv. Disease Control in Livestock The County successfully conducted vaccination campaigns against foot and mouth disease (14,896 animals), lumpy skin disease (7,509 cattle) and rabies 214 dogs). v. Poultry Farming To promote poultry farming, the County purchased distributed 11,018 local poultry as breeding stock to over 6,000 farmers. b. Crop Production i. Greenhouse Demonstration Kits To encourage adoption of modern farming technology, the County set up a greenhouse demonstration kit at the Agricultural Training Centre (ATC) where farmers are trained on how to use this technology for better yields. The County has also distributed greenhouse demonstration kits for installation in each of the 45 Wards. So far, 37 kits have been installed. ii. Provision of Quality Farm Inputs To increase food production and boost incomes to farmers, the County introduced a subsidized inputs program where 10,000 farmers received certified maize seed, planting and topdressing fertilizer. iii. Tissue Culture Banana farming To encourage the cultivation of tissue culture banana that is early maturing and disease resistant, the County procured and distributed 5,500 Tissue Culture suckers to farmers in all 45 Wards to promote food security and income generation. iv. Soil Testing and Sampling Kits Due to declining soil fertility that experts attribute to continuous application of fertilizers rich in Nitrogen, soil testing is recommended to get the right advice on fertilizer to apply and the type of crops to cultivate. The County procured and distributed soil testing and sampling kits in all 45 Wards. v. Revival of the Coffee Sector The County has 22 coffee factories that need to be modernized in order to enhance effectiveness and effectiveness. A task-force formed by the Governor made recommendations on areas of value addition and branding, financial management and controls, governance challenges, management of assets and liabilities, production and processing. Implementation is on-going.

c. Agroprocessing i. Construction of Sombogo Tea Factory The County disbursed KShs.30million to the Kenya Tea Development Agency (KTDA) as support to farmers in Kitutu Chache North Sub County for the proposed construction of a tea factory at Sombogo. Already, KTDA has advertised this project. ii. Construction of an Avocado Factory The County licensed an investor to establish an avocado-processing factory in Kisii. The first batch of 30,000 metric tonnes of avocado oil was exported to Mexico. However, due to environmental concerns due to its location in the middle of town, production stopped. The County is building a multipurpose value addition site at the Agricultural Training Centre and construction work is 70 per cent complete. iii. Construction of a Sugar Factory The County signed an agreement with an investor for the construction of a sugar complex in South Mogirango Sub County. Necessary approvals have been given for the project It will have capacity to crush 5,000 tonnes of cane per day and produce 172,500 metric tonnes of sugar, 10 megawatts of power and create more than 10,000 direct and indirect jobs. Additionally, it will produce 7.5 million liters of ethanol. It will be the second largest sugar factory in Kenya after Mumias Sugar Company.

e. Cooperatives Development Before 2013, the cooperatives sector was plagued with governance issues and low earnings resulting in low production, reduced earnings and low morale among farmers. Interventions by the County have seen an increase in the number of coops from 143 in 2013 to 245 currently. f. Agricultural Training Centre The center was handed over to the County in March 2014 through legal notice number 33. The County has set aside funds to construct additional hostels to facilitate training of farmers and staff.

CULTURE, YOUTH, SPORTS AND SOCIAL SERVICES a. Supporting Persons with Disability We have mainstreamed the rights of Persons with Disability (PWD) in the County’s development agenda. A president heads their umbrella organization, the Kisii County Persons with Disability Welfare Association. The County also purchased a card printer, the only one in the Western Kenya region, to facilitate registration and identification of Persons with Disability so they can access preferential services including waiver of taxes and duty.

b. Support for Abagusii Elders Recognizing the critical role elders play in promoting and preserving Omogusii culture, peace building and cohesion, the County has supported their activities. The elders helped bring peace when clashes occurred at Lologorien and Nyangusu. The Abagusii Culture and Development Council (ACDC) has been given a fully furnished office with staff from the County. c. Improvement of Sports Facilities The County has invested substantial resources to improve sports facilities starting with the Gusii Stadium. Phase One of the Gusii Stadium rehabilitation project involved construction of a perimeter fence, expansion of the running track, construction of washrooms, changing rooms, a pavilion and an inner perimeter fence. Additionally, the County embarked on improvement of community playgrounds in each of the 45 Wards. Works included leveling of grounds, fencing and erecting of goalposts. d. Governor’s Cup The main agenda of the tournament is to identify and nurture talent across the County as well as keep youth away from anti-social activities.

e. Inter County Sports and Cultural Organization In order to promote national cohesion and nature local talents, the County participated in Kenya Inter County Sports and Culture Association held in Nakuru where all the Counties participated and won two (2) Gold medals. The County also participated in East Africa Local Authority Sports and Culture Association held in Kampala and won one (1) Bronze. f. Community Libraries To boost literacy and promote a reading culture, the County embarked on construction of community libraries in all nine Sub County headquarters. Already, community libraries at Kenyenya and Ogembo towns are ready for equipping. g. Social Centres/Town halls Construction of social halls at centres at Tabaka, Mosocho, Kenyenya and Suneka Towns. These cultural centres will be used in holding official and public meetings.

WATER AND ENERGY Availing Safe Water Closer to the People To ensure the residents have improved sources of water, the County has invested heavily in the sector through; protection of springs, drilling of boreholes and construction of water springs while rehabilitating the existing ones. Initially, the County on spring protection where a total of 675 water springs across the 45 Wards were done. Focus shifted to water reticulation in the areas of revival and rehabilitation of stalled water schemes, drilling of boreholes and construction of new water schemes. So far, 30 boreholes have been drilled out of which 20 have been fitted with hand pumps. A total of 135 water tanks were distributed to public institutions across the County to promote rainwater harvesting. Seven water schemes have been rehabilitated while the construction of 49 schemes is at different levels of completion. a. Rain Water Harvesting 
 To promote rainwater harvesting and utilization as a means of addressing water shortages, the County distributed water tanks to at least two public institutions in each of the 45 Wards. b. Spring Protection To improve the quality and quantity of water available to residents, secure water sources for future expansion and reticulation, the County launched a spring protection program targeting 675 water springs in all 45 Wards. So far, 540 springs have been protected, benefiting an estimated 24,300 households in the County.

c. Drilling of Boreholes To increase access to safe, clean water to residents and support agriculture, the County in collaboration with Scope International launched a program to drill boreholes in each of the 45 Wards. The boreholes are located in public institutions and fitted with hand pumps. The plan is to develop the boreholes into water reticulation schemes to serve residents near the public institutions. So far, 25 boreholes have been drilled (Boochi Tendere, Ibeno, Boo- chi Borabu, Bogeka, Nyamasibi, Machoge Bassi, Keumbe, Tabaka, Moticho, Boitenga, Bogetaorio, Kiamokama, Gesusu, Nyamasibi, Boguserio, Nyakoe, Kitutu Chache, Nyatieko, Bobasi Central). d. Construction and Rehabilitation of Water Schemes To increase access to potable water and reduce the distance covered to access water from an average of three Kilometres to one kilometer, the County embarked on rehabilitation and construction of new water schemes. So far, seven water schemes have been rehabilitated (Getenga, Suguta, Amasago, Igoma, Rioma, Riosiri, Mosora). Construction of 18 new water schemes is underway. e. Energy To operationalize water reticulation schemes and expand electricity connectivity, the County has partnered with National Government agencies to provide power supply. The County has connected 834 facilities with power in the last three years. Among the facilities connected are 505 primary schools, 27 health facilities and 45 households. EDUCATION, LABOUR AND MANPOWER DEVELOPMENT
a. Education Promotion In 2014, we held the first Kisii County Education Stakeholders Conference with the aim of improving academic standards in the County. A task-force was formed to oversee the implementation of recommendations. To boost transition rates, the County launched a Bursary Fund to support needy students. In the first financial year 2013/2013, we disbursed KShs.45 million in bursaries with each of the 45 Wards getting an allocation of KShs.1 million. In the second financial year 2014/2015, we tripled the allocation to KShs.135 million with each Ward receiving KShs.3million. In the financial 2015/2016, In total, KShs.430 million has been disbursed which is the highest allocation among the 47 counties b. Early Childhood Development Education (ECDE) The County government has: • Constructed 180 ECD classrooms throughout the County • Initiated construction works on a further 263 classrooms that are ongoing • Recruited and posted 965 ECDE teachers to public schools in all 45 Wards • Procured and distributed play equipment, including swings, slides and seesaws. These interventions have resulted in a tremendous increase in enrollment in ECDE centres within public primary schools, which stands at 79,182, compared to 64,440 previously. The quality of learning has also improved, given that the current teacher-student ratio has advanced from 1:46 to 1:38.

b. Daraja Mbili Market Improvement Daraja Mbili Market is the second largest open air market in the Nyanza region after Kibuye in Kisumu. In collaboration with the National Government, we have embarked on upgrading the market. Phase I of the project involves completion of the stalled market building at a cost of KShs.204million. The construction work includes three additional floors to house a wholesale

market, cold rooms, a police post, cyber cafes, ATMs, offices and kiosks. The market will have loading bays and once complete in June next year, traders who currently sell their wares along the road will be relocated to the new facility. c. The Kisii Entrepreneurship Summit (KES 2016) In February 2016, we successfully held the first ever Kisii Entrepreneurship Summit (KES 2016). The three-day high impact Summit brought together local, regional and international investors to a platform where we showcased trade and investment opportunities in Kisii County. Following the Summit, we have managed to sign contractual agreements with three main investors: - the establishment of a KShs. 5 billion sugar complex in South Mogirango, construction of a modern city in Kisii County at KShs.12 billion, forged a partnership with the United Nations Conference on Trade and Development (UNCTAD) for training innovators in Kisii County. I have tasked the Departments of Trade and Administration to fast track the actualization of this partnership. d. The Kisii County Trade Credit Scheme My Government developed and enacted the Kisii Trade Credit Scheme Act, 2015, which provides a legal framework for the County to provide credit for entrepreneurs through the trade credit scheme at low interest rates. Through this scheme, we linked the Sacco with money lender Platinum Credit and Honda East Africa, enabling 200 youth to acquire motorcycles in the first phase of the project.

e. Soapstone My government has developed the Soapstone Mining Policy spelling out measures to ensure owners of soapstone benefit and prevent exploitation from middlemen. Already, an investor has set up a private processing factory in South Mogirango. The factory will produce fine soapstone powder to be used as an additive in the manufacture of Kaolin. f. Bodaboda Sheds To support this thriving industry, my government has built 200 bodaboda sheds (four per Ward) to improve the working conditions of the bodaboda operators. g. Creating an Enabling Environment Since the inception of the County Government, the financial sector in Kisii has experienced tremendous growth with the number of commercial banks rising from 13 in 2013 to 22 currently. Insurance firms present in Kisii have grown from nine in 2013 to 17 currently. Indeed, statistics from the Central Bank in Kisumu indicate that Kisii controls 60 percent of the money market in Nyanza. To support this growth, CBK plans to establish a money-clearing house in Kisii.

ADMINISTRATION
My government has facilitated the institutionalization of the governance structure in the County with a focus on decentralized units. To strengthen the decentralized units, we recruited and deployed Sub County and Ward Administrators who are responsible for coordination, management and supervision of the general administrative functions in the devolved units. a. Office Space When the County Government came to office, there was insufficient office space for staff. My government therefore embarked on the construction and renovation of offices at the headquarters, sub-County and Ward levels. The additional and refurbished space has now provided officers with conducive working environment and brought services closer to the people. We also established Enforcement Unit, which is responsible for compliance with County laws and supporting revenue collection. b. The Kisii County Flag, Emblems and Names Act, 2014 My government designed and developed the County symbols through a consultative process before approval by the County Assembly. The County Flag, Coat of Arms, Logo and Seal are instruments that signify identity and the exercise of authority.

c. Emergency and Disaster Management To ensure preparedness to respond to emergencies, my government established an Emergency and Disaster Management Unit. The National Police Service’s National Disaster Management Unit (NDMU) has trained officers in the unit and the US State of Minnesota’s Fire Marshals on fire fighting, disaster handling, prevention and response coordination. The team donated 18 complete sets of fire-fighting gear including booths, two dozen of smoke detectors, rescue ropes, trousers, coats, caps and gloves. The set is able to resist a fire of 6000C for up to 20 minutes. In addition, the County also acquired an additional 5000-litre fire engine, fire-fighting gear and renovated six water hydrants points located at KTRH, Ram hospital, Nyanchwa, Getembe, Daraja Mbili and Kisii Central police CID. The County also established a 24/7 call hunting communication lines for receiving emergency calls from emergency and disaster incident scenes. The Emergency no: is 0727-600-010. d. Enforcement and Compliance Going forWard, we will work toWards improving the current linkages and coordination between various actors and institutions by strengthening participation and contribution of non-state actors in governance at all levels; networking and collaboration with stakeholders and involving them in the planning process. e. County Public Service Board (CPSB) My government established the County Public Service Board is in line with the Constitution of Kenya 2010, Article 235(1) and Section 57 of the County Government Act, 2012 with the sole purpose of building a strong County Public Service aimed at attracting, retaining and developing human resource capacity and institutional capability.

f. Performance Management My government introduced Performance Management as a strategy to entrench delivery of quality and timely services to residents, improve productivity and institutionalize an accountability framework as outlined in Section 47 of the County Governments Act, 2012. Through this strategy, all CECs, Chief Officers and staff are on performance contracts. Through this system, members of the public have a means of assessing the performance of senior officers against the resources that have been allocated to them, and an objective means of reWarding and taking appropriate sanctions as per the terms of the contract. g. Code of Conduct and Ethics for the County Public Service My government developed a code of conduct and ethics in collaboration with the Ethics and Anti-Corruption Commission (EACC) which outlines principles and values guiding service delivery in the County Public Service. Copies of the code of conduct are available in all County departments while departmental advisory committees have adopted to guide on disciplinary issues.

Water, Sanitation & Environmental Management The 2030 Agenda for Sustainable Development includes a dedicated goal on water and sanitation (Sustainable Development Goal Number Six) that sets out to ensure availability and sustainable management of water and sanitation for all. During my second term as Governor, I will: •
Complete the construction of the on-going 18 new water schemes.

Complete the drilling of the remaining 20 boreholes out of the planned 45 boreholes (one for each Ward).

Complete the protection of the remaining 135 springs out of the targeted total 675 for all Wards.

Roads and Infrastructure Over the last four years I have been in office, I have managed to gravel over 1,800 Kilometres, constructed footbridges, bus parks and motorcycle sheds and drainage works. However, for effective and efficient transport system in the County to be realized, we need to do more especially in our rural areas in order to link them to markets. During my second term as a Governor, I will; •
Construct additional 80 km per Ward. Through the in-house approach, we will be able to do more roads.
•
Maintain the roads that we have constructed. I have developed a policy which enables the County to maintain roads through labor based approach. This will create employment among youth and women.
•
Rehabilitate drainage system in Kisii Town and in all sub-County headquarters.
•
Construct more footbridges to connect villages.
•
Construct bus parks at the remaining major terminals to ensure safety of the travelers.
•
Construct motorcycle sheds in the remaining major centres where operators and travelers can shelter from rains and intensive sunshine.
•
Partner with development partners to tarmac key roads in the County.

Healthcare Services Over the past five years, we have invested substantial resources in the health sector and crafted innovative ways to promote every citizen’s right to access quality healthcare as enshrined in the Constitution of Kenya, 2010 During my second term as Governor I will: •
Start the construction of the KShs.2 billion modern cancer diagnostic and treatment center at KTRH to facilitate early diagnosis and treatment of cancer in the region.
•
Completely operationalize the Kisii Teaching and Referral Hospital (KTRH) to facilitate research and provision of specialist services.
•
Complete the modernization of the Kisii Teaching and Referral Hospital (KTRH) to enhance its capacity to handle the needs of residents and stem referrals to facilities outside Kisii County.
•
Continually improve the terms and conditions of service for health staff through timely promotions, re-designation, capacity building, and establishment of a conflict resolution committee.
•
Upscale budgetary allocations to the health sector to allow for establishment and operationalization of additional health facilities at the grassroots to bring services closer to the people and ensure adequacy of drug supplies.
•
Enhance strategies to integrate Information, Communication Technology (ICT) in healthcare services to make tel-medicine a reality within and outside the County
Agriculture The Constitution of Kenya, 2010 provides that every person has a right to be free from hunger, and to have adequate food of acceptable quality. We have now formulated and passed the necessary legislations to begin transforming this sector which is the backbone of our economy. During my second term as Governor, I recommit to: •
Enhance strategies to respond to climate change including water harvesting for small-scale drip irrigation and greenhouse farming.
•
Enhance access to quality subsidized farm inputs (seed and fertilizer) and develop appropriate market for agricultural output.
•
Transition agricultural extension services to an ICT driven service with a call center where farmers can access information through SMS.
•
Construct Sub County cereal depots that will enhance food security.
•
Initiate a school milk program for Early Childhood Development (ECD) centres as an initiative to commercialize dairy farming.
•
Rehabilitate coffee pulping stations, support tea farming and revive pyrethrum farming to increase income for farmers.
•
Intensify the Subsidized Artificial Insemination (AI) project to improve the dairy herd in Kisii County.
•
Complete the establishment of fruit processing factories to create market for local produce.

Operationalize markets built through the Small Holder Marketing and Agribusiness Program (SHoMAP).

Operationalize the Science and Technology Park at the Agricultural Training Centre.
Urban Planning & Market Development During the first term, my government embarked on an ambitious market development program that included constructing market sheds, construction of toilets, construction of access roads to markets, garbage collection and market lighting through street lights and high mast lights. During my second term as Governor I will; •
Develop market sheds in at least one market center in every Ward with proper sanitation facilities.
•
Establish a waste management site for Kisii Town and the rest of the urban centres
•
Complete the on-going program of development of spatial plans to enable proper urban development.
•
Expand the street lighting program to cover all market centres in the County
•
Rehabilitate and reconstruct Daraja Mbili market, which is the largest open-air market in the region.
Early Childhood Development &Vocational Training During my first term, we instituted interventions that saw enrollment in these centres increase by over 110 per cent. During my second term as Governor I will; •
Construct and equip more workshops in youth polytechnics to enable them offer tailor made courses for our youth.
•
Employ additional 1000 care givers for our 694 ECDE centres so as to enhance quality of education in our centres
•
Employ additional 250 youth polytechnic instructors so as to enhance quality of education and diversify training programs to ensure they are demand driven.
•
Improve infrastructure in ECDE centres by constructing more classrooms and toilets so that our children can learn in a good environment.
•
Enhance bursary allocation to students enrolled in Vocational Training Centres to encourage more youth to enroll in our centres.
•
Mobilize leaders and stakeholders to change public attitudes toWards vocational education so that the public can view the sector as an avenue to well-paying employment, quality self-employment and higher education, as they view opportunities offered by the formal tertiary education programs.

Culture and Sports Over the last four years I have been in office, I have initiated the construction of community libraries, social halls, construction of Kisii Stadium, improving community sports grounds in all the 45 Wards. During my second term as Governor, I will; •
Finalize negotiations with an investor for the construction of a KShs.2.4 billion ultra-modern stadia in Kisii County. The stadium will have a capacity of 16,000 seats complete with a gymnasium, nine-lane running track, warm up track, basketball court and hostels and be ready to host national and international sports events in Kisii by 2018.
•
Construct and equip a museum in Kisii Town to conserve and showcase the rich Omogusii cultural heritage.
•
Construct and operationalize social halls in the remaining sub-counties in order to promote indoor sports such as boxing and to provide a place where people can meet and exchange ideas.
•
Construct and equip additional community libraries to boost literacy and promote a reading culture among the people.
•
Complete and equip Kisii Stadium with modern sporting facilities.
•
Construct one stadium per sub-County and equip it with modern sporting facilities to encourage sporting activities.
•
Facilitate and encourage the better management of sports through working with the sporting organs in the country and facilitate coaches to attend professional trainings.
•
Establish a series of County youth competitions, such as the County soccer league and athletics so as to identify talents and sponsor them to national academies.
•
Promote the performing arts by constructing an ultra-modern County Theatre in Kisii town to promote performing arts, equivalent of Kenya National Theatre.
Environment In line with provisions of the Environmental Management and Coordination Act, 1999, we need to take the difficult decisions needed to put this County on a pathway to a greener, healthier and, in the long-term, more secure future. During my second term as Governor, I will: •
Partner with the private sector to establish waste recycling plants as a means to boost solid waste management in urban areas.
•
Enact and strengthen legislation on solid waste management to ensure sorting at household level.
•
Enhance a participatory approach with local communities to stem out indiscriminate cultivation of the blue gum tree by relocating it from riparian land and replacing it with water friendly species (indigenous trees).
•
Promote civic environmental education and awareness campaigns and

Ensure that environmental audits for major existing projects and Environmental Impact Assessments (EIAs) for new projects are undertaken.

Encourage farmers to adopt soil conservation in their agricultural practices to stem soil erosion.
Social Protection While this is a function of the National Government, we need to supplement this initiative to reach those not covered by existing programs. During my second term as Governor, I will; •
Provide healthcare cover for the needy to ease access to quality healthcare services.
•
Improve cash transfer to the elderly who are not covered by the National Government scheme.
•
Enhance the Joint Loans Scheme Board to increase the coverage of youth accessing soft loans to boost business in the County.
•
Enhance the disability fund to expand coverage in order to reach out more Persons Living with Disability engage in and expand their businesses. Strengthen and scale-up existing social assistance programs while widening their geographical and demographic coverage.
•
Enhance the women fund kitty to support g women who don’t access the funding from the women enterprise fund to either start or expand their businesses.
•
Enhance the County Bursary Fund kitty to consolidate gains made in boosting transition and retention rates in our education system. This will ensure that no student will be at home due to lack of school fees.
•
In partnership with other developing partners, establish a rehabilitation center in the County to handle street families.
•
In partnership with other developing partners equip our children homes with proper facilities.

WHY ONGWAE TENA? During my first term, we spent much of the time formulating and institutionalizing a governance structure in Kisii County, a process we began from scratch. We have gone through a difficult learning curve but now possess the necessary experience of running and managing a County government that no other aspirant in Kisii County possesses. Working with the community, my Government has broken new ground in implementing the development agenda we set out in the County Integrated Development Plan (CIDP) and the results are there for all to see. Now, our people enjoy better healthcare services. Access in rural and urban areas has improved tremendously following massive road construction work by the County Government. More needy children are completing school and transiting to the next level thanks to the County Bursary Fund. Through the network that I have established with potential donors and well-wishers, we have secured commitment for funding on the following flagship programs:
a. A KShs.2billion modern Cancer Diagnostic and Treatment Centre at KTRH The project is being supported by the Arab Bank for Economic Development in Africa (BADEA) and the Saudi Fund for Development (SFD). This will be the third public cancer facility in the country. The BADEA fund was signed in May 2015 while the SFD fund was signed in April 2017 allowing for ground breaking. The Project Implementation Unit is already in place and the project is expected to be completed by early 2019.
b. A KShs.5billion sugar factory in South Mogirango The factory will be the second largest in Kenya with a more diversified product base, and will create over 1,000 direct and indirect jobs, complete with social amenities (hospital, school, social hall etc.), and infrastructure development. Land for the project has been secured and necessary approvals have been granted. Final approval by Kenya Forestry Service is awaited before the investor moves to the site.
c. Modern Stadium We are in the middle of negotiations with a donor to provide a KShs.2.4billion grant for the construction of modern 16,000-seater stadium in Kisii. The facility will encompass a ninelane running track, hostels, changing rooms, a separate warm up track, swimming pool, multipurpose gymnasium, basketball court, terraces, facilities for track and field events and parking.

d. Modern New City in Kisii County We are finalizing discussions with various stakeholders on siting for a new city that will include 2,000 residential units, bank buildings, shopping mall, schools, health center, kindergarten, recreation center. The investor will establish a pre-cast plant in the County to produce cheaper and more durable building materials as well as employ an estimated 1,000 people.
e. Kisii Teaching and Referral Hospital Arrangements for operationalization of the teaching and referral hospital have been finalized. Necessary physical facilities including a 100-body capacity mortuary, anatomy lab and a 150bed Ward are nearly complete. The Kisii University senate has approved the curriculum for the medical school and the first batch of students is expected in September, 2017.
f. Mini-Hydro Project (Gucha River) The County has secured funding to a tune of KShs.400million from the German Bank (KfW) for the establishment of a mini hydro at Nyakwana Falls. Feasibility studies show the project has the capacity to supply 3 megawatts of power, which is sufficient to meet the energy requirements at Kegati pumping station. This will support the increase in water supply capacity at Kegati from the current 6,000 cubic meters per day to 27,000 cubic meters per day. Over the past four years, my government has been consistently rated among the top 10 best performing counties in the country having also mobilized a record amount of investment funds to the County. We need to consolidate these gains in the second term. Most of the plans we have initiated will take longer than five years to implement. A vote for Governor James Ongwae will ensure that we don’t lose the momentum and are able to complete this development agenda to unleash the full potential of our beloved County.
