elcome to Sarawak! In conjunction with this Visit Malaysia/Sarawak Year 2014, I would like to welcome all delegates of the ASEAN Tourism Forum hosted by Sarawak, a tropical paradise of harmony and diverse cultures, ethnic races and multi religious understanding. Malaysia’s largest state, Sarawak, with World Heritage Site of Gunong Mulu National Park in Miri, is also home to some of the largest diversity of flora and fauna in the biodiversity of life forms known. We are indeed proud that today, you can still see these in our national parks, wildlife sanctuaries and nature reserves as well as marine parks. In fact, Sarawak tourism has seen an increase of ten percent of yearly income from visitors’ arrivals, which points to the attractiveness of the state and its sustainable policies for ecotourism. As many have known, Sarawak is now embarking on the setting up of the Alfred Wallace Centre to acknowledge the famous British naturalist who is

credited to have provided Charles Darwin the spark for his now famous evolution theory of life. This is just one of the many other projects which will be set up in the state to add value to the tourism industry here. Other projects planned include the Heritage Legacy Square, water theme park and safari, which will contribute to the popularity of tourism and adventure in Sarawak. You will also see the expansion of the Kuching International Airport to accommodate ever-increasing number of visitors which is the main gateway to the state. Sarawak Calendar of Events 2014 JANUARY ASEAN Tourism Forum 2014
16th - 23rd January at Borneo Convention Centre Kuching, Kuching ASEAN Tourism Forum (ATF) is a cooperative regional effort to promote the Association of Southeast Asian Nations (ASEAN) region as one tourist destination where Asian hospitality and cultural diversity are at its best. This annual event involves all tourism industry sectors of the 10-member nations of ASEAN: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. Each year, the hosting of ATF is rotated among the member countries. ATF 2014 marks the 33rd anniversary of this event since its inauguration in Malaysia in 1981. Miri Country Music Festival 2014 th 15 February at ParkCity Everly Hotel, Miri
Miri Country Music Fest is held for the first time and features both local and foreign country music bands. The day’s event include line dance workshop, country and western bazaar offering stalls selling foods, games and variety of goods. The country music concert will be held in the evening.

Gong Xi Fa Cai 2014 Bazaar An annual 5 days and nights sale of goodies and festive items before the Chinese New Year at open air area along High Street and Jalan Raja. Gong Xi Fa Cai Bazaar encompasses a wide range of items put on sale at stalls set up by the Chinese and other communities. The visitors to the bazaar are both local and from abroad. Rainforest World Music Festival th nd 20 - 22 June at Sarawak Cultural Village, Kuching
This festival is traditionally a celebration of the rice harvest but now it showcases a variety of Lun Bawang culture and events such as Ruran Ulung (beauty pageant contest) and nguip suling (bamboo musical instrument band).
The icon of Sarawak and had been voted as one of the top 25 International Music Festival. It has also won various international awards such as PATA Gold Award and ASEANTA Excellent Awards previously. An event not to be missed, the music festival is stage at the foot of Mount Santubong with the tropical rainforest as the backdrop.

JUNE Borneo Bird Race
June at Kuching (National & Wildlife Park) The first International Borneo Bird Race 2014, that see participants from 12 countries travel more than 1000 kilometres in search of more than 400 species of birds in a wide range of habitats from the coastal regions, freshwater swamps, lowland forests, to the hills and mountain ranges of Sabah, Sarawak and Brunei. At the end of the day, each team will enjoy the beauty of the flora as they count the numbers of recorded species of birds, and the longest list shall earn the prestigious “Bornean Bristlehead Trophy”.

The regatta will be the biggest gathering of people in the Baram River basin, started since the peace-making treaty to end tribal wars some 115 years back. It is held once in three years.

The owner does not allow food that has been left overnight to be sold at the kopitiam. Meanwhile, Yeow Kee’s owner does a lot of CSR programmes that mostly benefit the church. For example, sales of can and recyclable items, as well as money left behind by customers who never came back to collect them after two weeks are all donated to the church. And in appreciation of the staff’s hard work throughout the year, the owner also holds special dinners for them.

rts and crafts have always been a part of Catherine Senia ak Jugi ever since she was a young girl living in a longhouse with no electricity.
Today, she is crafting up some truly exquisite creations from raw materials sourced from villages all over Sarawak. Skillfully and meticulously she transforms pua, bemban and other materials into luxurious fashion items and accessories by the hundreds per month without fail.

“For example, Sarawak will host the Asean Tourism Forum on 14 January 2014, and we will be producing bags made from pua kumbu for the conference.”
Catherine is very strict when it comes to workmanship. She makes sure every stitching is perfect, every cut is flawless and that every detail meets industry standards. Her foray into the world of arts and crafts began when she went for training under Perbadanan Kemajuan Kraftangan Malaysia in the mid 80s. They eventually recognised her potential and sent her for a special three-month training in Kuala Lumpur. From then on, her love for traditional crafts grew stronger and she decided that she would turn what was once just a hobby for her into a successful career. Catherine now creates end products for meetings and conferences, whereby she would receive orders for her products to be given away as souvenirs for the people attending those conferences. “My specialty is in bags, but I also do place mats, storage boxes and many more, all according to what the customers want,” she explained. Besides taking orders for meetings and conferences, Catherine also joins promotional events organised by Kraftangan Malaysia like the Hari Kraf Kebangsaan in Kuala Lumpur, where her products will be sold. Her products are also available at Karyaneka in Kuala Lumpur, where they are selling quite well, according to Catherine. “For those who are keen in doing crafts, please don’t be afraid to go forward with what you are passionate at. If you don’t know where to go, you can always contact the various agencies that are there to help you, such as Perbadanan Kemajuan Kraftangan Malaysia,” said the cheerful Iban lady, who firmly believes that the standards of Sarawak’s traditional crafts can by uplifted to match even those of well established international luxury labels. On winning the Sarawak Hornbill Tourism Award, Catherine said; “I was very surprised when I learned that I have been nominated for an award. And after winning the award, I was happy to know that the craft industry was also being recognised as being significant to the local tourism sector.”

ARAWAK, known as Bumi Kenyalang ~ ‘The Land of Hornbills’, is the largest state in Malaysia which is located on the island of Borneo, the land area of 124,450 km² contains extensive tracts of tropical rain forest home to abundance of flora and fauna, including its rich bird life. The state stretches for some 750 km along the north east coastline of Borneo, with habitats ranging from high hills and mountains forest to Lowland, Kerangas & Peat swamp forest, and from rice field, wetland to coastal region with their own specialized birds. A total of 664 species both resident and migratory birds have been recorded in Borneo which including 52 endemic species and 143 endemic sub-species. Sarawak hosts more than 47 Borneo endemic species where most of them are fairly common in most of the mountains and lowland of Sarawak. For birding in Sarawak, birders mostly focus in Kubah National Park, Mulu National Park, Lambir National Park, Bako National Park, Semenggoh Nature Reserve, Borneo Highlands, BakoBuntal Bay and Chupak rice field where accessibility and accommodation are ready. However, in the recent years there were adventurous birders visit to Paya Maga which require 3 hours drive from Lawas and follow by 3 – 4 hours trek on the old logging road, they made the expedition with camping in the forest as this is the only reliable site for Black

Oriole (Oriolus hosii) ~ a rare, elusive and mystery endemic species in Borneo Island. The Paya Maga Highlands, comprises steep hilly terrain rising from 300m elevation and reaching a maximum elevation of 1860m at the summit of Gunung Matalan. The site encompasses the stretch of logging road from where the road begins a steep uphill incline past Gunung Do’a (c. 800m) to the base of the Paya Maga plateau (1400m). Along the lower sections of this road the forest is mostly secondary with an abundance of Macaranga trees, but at higher elevations the forest is less disturbed and comprises mixed dipterocarp and lower montane forest, particularly on the steep gradients. The Paya Maga plateau is mostly covered with montane heath forest. Apart from Black Oriole, there are handful of attractive endemic species which were claimed to be uncommon but they are fairly common found at the Highlands such like Bornean Bulbul, Bornean Leafbird, Bornean Barbet, Mountain Barbet and Pygmy Ibon. As for some of the most wanted Borneo endemic species like Bornean Frogmouth, Whitehead’s Broadbill, Whitehead’s Spiderhunter, Blackthroated Wren Babbler also has been sighted regularly at the highlands. Other endemic species which were recorded at the highlands (from 300m till 1400m above sea level)
includes Red-breasted Partridge, Crimson-headed Partridge, Mountain Serpant Eagle, Bornean Spiderhunter, Bornean Treepie, Chestnuthooded Laughingthrush Bornean Flowerpecker, Chestnut-crested Yuhina, Dusky Munia and Yellowrumped Flowerpecker. As for other attractive resident bird includes Ferruginous Partridge, Collared Owlet, Helmeted Hornbill, Rhinoceres Hornbill, Wreathed Hornbill, Cinereous Bulbul, Strawheaded Bulbul, Scaly-breasted Bulbul, Orange-breasted Trogon, Yellowcrowned Barbet, Hill Blue-flycatcher, Olive-backed Woodpecker, Everett’s White-eye, White-necked Babbler, Temminck’s Babbler, Crimsonbreasted Flowerpecker & etc. 140 species of birds including 20 endemic species were recorded by Bornean Bulbul

As for the Paya Maga plateaus which reaching from 1400m to 1860m yet to be explore, endemic species like Whitehead’s Trogon, Golden-naped Barbet, Everett’s Thrush, Borneo Stubtail, Bornean Whistling Thrush, Bornean Whistle, Bornean Forktail, Mountain Black-eye, Pale-faced Bulbul, Eye-browed Jungle flycatcher, Mountain Wren-babbler, Fruithunter likely to be occur in this elevation. More study and expedition is needed, as if Paya Maga well develop as one of the birding site, it will definitely renown as the Jewel of birding in Sarawak, or even Borneo Island.

Community Outreach Programme at Kampung Kuala, Kuala Balingian in Mukah, which targeted at providing free medical services to Balingian folks. Launched by Mukah Member of Parliament Dato Sri Dr Muhammad Leo Michael Toyad, the programme’s activities included free health screenings such as blood pressure check and dental treatment among others while the hospital’s medical team served around 1,000 villagers from 20 villages in the Kuala Balingian area. Another CSR programme was held in collaboration with the Malaysian Islamic Youth Movement (ABIM)

he 1AZAM Skills Training Centre, managed by SKUP (Society for Kuching Urban Poor) and officiated by Minister of Welfare, Women and Family Development Datuk Hajah Fatimah Abdullah, was set up to provide skills training and aids to low income households. The centre’s first intake was on October 1st, 2013, with 25 trainees under the sewing unit and another 25 under the bakery unit. This first batch underwent an 8-week training course in sewing and bakery and graduated on November 29th, 2013, with certificates presented to them by Puan Rodziah Haji Morshidi, Permanent Secretary, Ministry of Welfare, Women & Family Development Sarawak. Among those who benefited from the programme are Rosna binti Jaya, Sunarti Basmi and Rossidah binti Tahir, all from Kampung Kudei Setinggan, as well as Sim Ah Siok from Sg. Apong. They all learned about the programme through SKUP, who provided them with food aids and other forms of assistance.

ost of the government’s programmes are geared towards the NKRA (National Key Results Areas) which aims to reduce poverty (especially in rural areas) under the Government Transformation Programme.
“Generally speaking, Sarawak’s unemployment rate is low when compared to other states but the state government is not resting on its laurels to ensure that more youths and others are given the opportunity to find employment in meaningful jobs. This is especially true of young adults who may lack the necessary qualifications and skills to find steady employment and the Labour Department Sarawak is a key player in ensuring that various programmes are put in place to assist these people,” En. Andon Ladi, Assistant Director, Labour Department explained. Through working with 1AZAM program we have already assisted 1256 people to equip them with better prospects for jobs under its 2PK (Penyesuaian Kerjaya) program throughout the state. The department also implement community projects and the participants are those who have been registered in the eKasih system to enhance themselves to earn better income. These

community projects include the making of rottan and beads handicrafts, sewing, pua kumbu weaving, baking cakes and biscuits, vegetable and corn farming and “parang ilang” making. Overall the objectives of the program are to assist those poor families to find jobs, enhance their personality and outlook to suit job placement opportunities, intensive exercises to motivate participants for job interviews and arranging for open job interviews with prospective employers for participants.
“For most of the participants, these mock interviews and other aspects of landing a job, were eye-opening sessions; they have not learned the finer pointers for job interviews despite some even being graduates with various degrees,” he added. According to him, many of these participants picked up valuable personal skills and preparations for job interviews after the sessions and at the live interviews conducted in the towns and cities approximately 485 participants were hired on the spot by employers by end of 2013.
The success of the program has been encouraging and more aspects will be further added to them to better equip job seekers to match the expectations of the job market.
“Getting a job is just part of the task for a job seeker; he or she must also learn about many things when working with other people and this is where team work, sharing and engaging with fellow workers and friends become important,” he shared. The participants were given opportunities to learn and conduct themselves for these interviews through watching video clips and also mock interviews with mind games, resume writing, understanding contracts, motivation and personal uplifting with certificates provided at the end to provide them with even more assurance and proofs to land jobs. Towards quality early childhood education Early childhood education is an essential form of foundation for future development that would bring forth various benefits to children of all social and economic groups
R
ecognising the need for this, the Sarawak government has taken the necessary steps towards providing quality, affordable early childhood education, which includes setting up registered workplace nurseries. Presently, there are three registered workplace nurseries in operation in the state namely Taska Nur Wiswani at Sarawak Women’s Bureau, Taska Yayasanku Sayang at Yayasan Sarawak and Taska Institut Kemahiran Belia Negara in Miri while two others at Universiti Malaysia Sarawak and Bangunan Tuanku Haji Bujang are expected to commence this month (January 2014). As the second childcare facility to be set up in Kuching, Taska Nur Wiswani at the Sarawak Women’s Bureau provides a much needed convenience and support system for working parents, especially mothers. Knowing that their children are close to them throughout their working day, the childcare

centre not only eases the concerns for their child’s welfare but also ensures them a peace of mind on their wellbeing and the quality of care they are receiving.
Though some families might consider the nursery fees to be quite costly, the government is also providing subsidies on the fees at RM180 per month to parents earning an income of RM5,000 and below who send their children to Taska Nur Wiswani or other nurseries registered with the Social Welfare Department. On the other hand, for parents who are earning an income of RM920 and below, they will be eligible for a fee subsidy of RM250 per month.
Launched by Welfare, Women and Family Development Minister Datuk Fatimah Abdullah in July last year, Taska Nur Wiswani accommodates up to 34 children with monthly nursery fee charges ranging from RM350 for a child between ages one to four and RM450 for toddlers below age one.
Meanwhile, the government has also set a one-off allocation of RM200,000 to any of the government ministries and departments that wish to set up a childcare centre at the workplace.
In addition to this, the government is also providing a launching grant of RM10,000 for those who are interested in operating a new private childcare nursery in a bid to encourage more organisations and corporations to set up childcare facilities. Other benefits for this include five years’ tax exemption and industrial building allowance at the rate of 10%. As of October 31 last year, a total of 97 nurseries have been registered with the State Welfare Department, of which this includes 70 nurseries in institutions, three workplace nurseries, three 1Malaysia nurseries and 21 home-based nurseries.

irst looks are often deceiving and this applies totally to Malaysia’s Minister in the Prime Minister’s Department in charge of law, Nancy Shukri. This elected Member of Parliament from Batang Sadong, Sarawak, is a softspoken lady, down to earth with a ready smile, fluent in several languages, is in fact, a spirited orator, ever ready to spring to her feet in debates with firm determination. As a trained lawyer, the post fits her well and this mother of three grown up children is fully adapted to the new job at hand. “One of the most urgent matters for the government now is to correct the negative perceptions from the public and my job is to make sure that the new laws introduced are fair and effective in ensuring the progress of the country while strengthening existing laws to meet new expectations of our society. Currently there are sixteen agencies directly under my ministry which need to be synergized to ensure that they all function smoothly and effectively in tandem with our nation’s growth and relations with other nations around the world,” she stated clearly. For this first time minister, the trust of the Prime Minister and the confidence of the people in her abilities certainly place a heavy burden on her shoulders but she just takes everything in her stride.

winburne University of Technology Sarawak Campus will play host to the Society for Design and Process Science (SDPS) conference, themed Smart Innovative Societies from Renewable Energy, ICT Entrepreneurship, Effective Healthcare, and Sustainable Development, in June 2014. This is the Society’s nineteenth conference and will be held in Southeast Asia for the first time. The co-chair for the SDPS conference in Sao Paolo and Associate Professor Patrick Then from Swinburne Sarawak, had already received overwhelming interest from delegates to attend the 2014 conference in Kuching. About 200 delegates from around the globe, including those from Europe, USA, Canada, South America and Southeast Asia, are expected to attend. Swinburne Sarawak was selected to host the event as the theme of the conference sits well with the university’s emphasis on high quality, engaged teaching and research in science, technology and innovation. The conference aims to attract presentation and papers from both academic researchers and practitioners from industry who have translated theories and concepts into practical solutions using multidisciplinary approach. The major topics to be discussed include renewable energy, sustainable development, effective healthcare, and ICT entrepreneurship. Among the institutions invited to participate are Silverlake Axis Ltd (Singapore), Sarawak Information Systems Sdn Bhd, IDS (Asia) Sdn Bhd, and Clinical Research Centre (Sarawak).
SDPS is a non-profit organization formed in Austin, Texas in the US in 1995 by highly recognized visionaries including a Nobel laureate, a US National Medal of Technology and Innovation winner, and two pioneers in the field of software engineering. The Society provides collaborative environments for strengthening links between research and practice, and between scientific, cultural and social knowledge. Membership includes a diverse group of international experts across a broad array of scientific and engineering disciplines. SDPS conferences are unique in that they are designed to bring forth leading ideas that may radically change conventional thinking. The “Smart Innovative Societies” in the theme of the 2014 conference, represents regions from around the world that are moving toward the adoption of integrated technology and science. These societies enjoy the benefits of technology to improve lives while remaining harmonious with natural environments. The introduction of new information communication technologies to remote communities in east and west Malaysia - the UNIMAS experience
ur country has been in its forefront in bridging digital divide by employing ICT to address the problem of social exclusion and promote opportunities for the socio-economic empowerment of citizens. Multiple efforts have been carried out to provide access to ICT, promote ICT adoption, and to ensure socio-economic value is realised by all including the underserved community. In this context, telecentre has gained popularity as a cost effective tool to close the digital divide between rural and urban communities. In February 2011, the Institute of Social Informatics and Technological Innovation – Centre of Excellence for Rural Informatics (ISITI-CoERI) at UNIMAS has been awarded a grant to conduct preliminary assessment of actual ICT needs as the initial phase of developing Telecentre to Bridge Digital Divide Initiatives among the Orang Asli in Malaysia at Pos Lenjang and Pos Sinderut in Pahang, and Pos Balar and Pos Gob in Kelantan. These telecentre programme for Orang Asli communities at Pos Gob, Pos Balar, Pos Lenjang and Pos Sinderut are off shoots from other community telecentres and ICT-based community development initiatives which was first introduced in Bario as eBario Project

of the Kelabit Highlands in 1999. The others being eLamai in Long Lamai among the Penan, eBakelalan in Ba Kelalan for the Lun Bawang, eLarapan in Pulau Larapan among the Bajau and eBuayan for the Kadazan Dusun in Buayan of Sabah. These remote settlements at Pos Lenjang, Pos Sinderut, Pos Balar and Pos Gob are located within the vicinity of Cameron Highlands, and it takes at least 3 hours ride on 4x4 on logging road from the main road. The result from this assessment shows that the ICT is essential for the communities’ socio-economic development and the people are ready to adopt ICT technology in their daily lives.

In July 2013, the ISITI-CoERI was again given the opportunity to implement four years telecentre programme for the Orang Asli (2013-2016) in continuation from the initial phase. The project is funded solely by the Economic Planning Unit (EPU) at the Prime Minister’s Department and is being carried out by the ISITI-CoERI in collaboration with the Ministry of Rural and Regional Development (MRRD). Other partners in the initiative include the Department of Orang Asli Development (JAKOA – Jabatan Kemajuan Orang Asli) and the Semai communities at Pos Lenjang and Pos Sinderut in Pahang
Building on lessons learnt from the eBario project, the initiative is based on a holistic and multilevel collaborative approach to information communication technologies (ICT) implementation among rural and remote communities. The research team for this project which is led by Dr Poline Bala a social anthropologist at the Faculty of Social Sciences, UNIMAS, consists of researchers from different disciplines and fields of expertise of social anthropology, rural sociology, information system, electrical and electronic engineering, civil engineering, education and health. With multi-disciplinary approached, six socio-economic development programmes; health, education, agri-business, indigenous knowledge documentation, capacity building training, and tourism have been outlined to compliment the setup of the telecentre infrastructure. These programmes are targeted to members of community of all levels including the women and the youth.

In order to move forward, we need to identify the existing research areas which could be expanded further to ensure that UNIMAS becomes a comprehensive university within the region. With growing number of women enrolled in universities across the nation, what new expectations are demanded from universities, especially from administration point of view? In order to stay relevant, UNIMAS sees this as a trend and thus, embrace the change according to the IPTA needs. In terms of students’ enrollment, the imbalance between female and male students with the ratio of 70:30 indicates that the country will receive an increasing number of skillful and professional women in the near future.
People involvement will definitely increase their social skills, and at the same time, build up their teamwork and leadership skills in order to prepare them to be a mature working adult once they enter the career world. In your opinion what would be the niche areas that Unimas should focus on to stand out from the rest in the country as well as from foreign universities and colleges.
Thus, we could foresee that women will play an important role in decisions making and lead the country both in the private and government sector. Due to high competition in seeking employment among the human resources, the institute of higher learning should provide them with the needed knowledge and skills for both gender.

There is a general slide of rankings for many Malaysian universities in Asia and the world in comparison to their counterparts. How best can we improve our status and rankings to be amongst the top again?
To increase the graduate employability has been one of our main concern in the UNIMAS Strategic Planning 2015.
Taking into account that UNIMAS is merely 21 years old, it is at its best form in pursue of excellence in the country’s higher learning area. UNIMAS is currently placed at number 180th in Asia and 7th in Malaysia in the Asian University QS Rankings 2013.
UNIMAS is not only just focusing on the courses taken in their respective academic field, UNIMAS also implement soft-skills courses which is compulsory for the students to take up at the beginning of their academic year. This course highlights on communication skills, as well as self-appearance which will benefit the students once they start working in chosen organizations.
I am confident that the holistic management and administration of the resources will be a key factor for the success of the university’s strategic planning. Apart from that, I had also laid out several plans to ensure UNIMAS visibility. By engaging with the industries and society, it helps to introduce the corporate image of the university that we can be proud of.
It has been pointed out that many graduates are failing to find work due to many handicaps like language proficiency and experience. How do you intend to minimize these failings for Unimas grads?
By conducting yearly observation, we are able to detect the employability level among the university’s graduates.

However, we also need to identify more research clusters and more niche areas. I believe that we are already moving towards that. The challenge however is to make teaching and learning, research and scholarship aligned with one another so that we become a university of choice in this region. Being in Sarawak means that UNIMAS can play a big and significant role in ensuring the success of SCORE, which is a big agenda of the State. There are two aspects that we can contribute to SCORE, one is in the development of human resources required for SCORE and the second, the provision of technology needed for SCORE. The human resources dimension will be supported through our existing academic programmes and with the possibilities of offering new programmes to directly support SCORE. Meanwhile, our research and innovation would look into the technologies that can support SCORE. In view of these, we are going to create a physical presence in Mukah Smart City in Sarawak Central Region by developing UNIMAS Research Centre, Mukah.

n 2012, tHe Spring Shopping Mall organized Kuching’s first largescale outdoor running event in over a decade, attracting over 1,600 participants who competed in a 21km Half-marathon, 10km Run and 5km Fun Run. That event was called tHe Spring Live Active Run, and it also raised RM50,000 for the Cahaya Kidney Dialysis Center. The response was very positive, with many participants requesting for another Live Active Run to be organized.
On 15th June 2014, tHe Spring will once again be hosting another Live Active Run. This time hoping to attract 5,000 participants from all walks of life. Besides the 21km Half-Marathon, 10km Run, 5km Fun Run and 1km Kids Dash, another category will be added – the 21km Ekiden Relay, where teams of four will compete in a relay race covering the entire 21km route. This new category is great for companies or friends to team-up for a race that will require teamwork and strategy to win!
