Bowen Island council met on May 28. The following are brief reports of some of the items they discussed. No, you can’t start selling weed from the back of your VW: When toking up becomes as legal as swigging a beer later this summer, BIM wants to make sure that laws are in place to regulate cannabis production and sale on-island. Council heard the second reading for a cannabis bylaw Monday. In a proposal that’s already been okayed by the advisory planning committee and Islands Trust, council wants a blanket ban on the “cultivation, production, distribution, trading or selling” of marijuana on the island. Retailers can still sell marijuana but they would first have to ask BIM to rezone their business to allow for distribution. Exceptions (because they’re under federal jurisdiction) include farm use in the agricultural land reserve and Health Canada permitted home grown cannabis. The bylaw is now heading to a public hearing, the date of which has not yet been announced. Affordable housing – BIM, this is the beginning of a beautiful partnership: BIM is entering a partnership with Bowen Island Resilient Community Housing (BIRCH) to build accessible housing on community lands. Gallery celebrates 20 years of creating Bowenia BRONWYN BEAIRSTO EDITOR

For most artists, it’s impossible to have their own gallery but some crafty Bowen Islanders came up with an innovative solution. Of course, now that’s old news. For the past 20 years a studio space at the entrance to Artisan Square has been the site of Arts Pacific Gallery, where local artists display and sell their art. Knit mitts and glamorous jewellery join pastoral paintings and even a seahorse sculpture on the back wall. What’s new is the way the gallery will bring

past and present together for its 20th anniversary celebration. Past members have been invited to relive their co-op days by contributing a piece that will be available at the pop-up show and sale. With almost 75 members over the two decades, the Arts Pacific Gallery has been a staple in Bowen life. In 2013, former member and jeweller Pierre Beaudry told the Undercurrent that back in 1998, Bowen wasn’t ready for a single-person gallery to entice shoppers to the upper square. So, the artists teamed up. Headed by Jeanette Zwanenburg-Wrenshall, the co-oper-

ative began out of a sense of need, and with a sense of humour: early brochures gave out the gallery number like a crisis clinic, “When art is an emergency – call…” Thirteen other local artists joined her and the newly-formed group called everyone in the phone book, asking for support and donations. They had early support in the form of developer Doug Berry, who gave the collective a deal on their rent to encourage artists in Artisan Square. Known as the co-op, the organization is a collection of artists who pitch in monthly fees and “sitting time” to watch their shared space. Continued on page 16

Open garden tour offers spectacular view of Pasleys JOHN LAWRENCE B.I. GARDEN CLUB

For this year’s second open garden, the Bowen Island Garden Club takes you to 455 Sunset Road. The property has splendid views of Mt. Gardner to the north and the Pasley Islands archipelago to the west. Alder stands obscured these vistas 17 years ago, making their removal the first order of business in developing the property. The property development prioritized minimal water use through the choice of drought-tolerant plants and efficient irrigation. Over the years the owners introduced a pond, apple trees, a ‘tropical garden’ (which uses a natural hot spot from heat-storing rocks) and a ‘cutting garden.’ Hardscaping projects have included a stone patio, tiered garden beds and work to expose the inherent form and beauty of the property’s natural rock features. The long work of development has been aided and abetted by a number of friends, but the project has been guided from early days by Su Ricketts. Kathleen Sullivan and Clive Jones will host the open garden Sunday, June 3, between 1 and 3 p.m. Guests can wander through the garden and enjoy a biscuit with coffee or tea. Non-members are welcome for a small admission fee. Memberships can be bought on-site.

What is “Bowen style”? Bowen Island is made up of an exciting mix of tastes and people, both which are always on the move. From the island’s historical roots as a leisure destination to its ties to logging, fishing, and protesting, Bowen Islanders dress for work and play, leisure and sport, fashion and comfort, always occupying the in-between spaces. The Bowen Island Museum & Archives is eager to piece together and celebrate that in-between style with the summer exhibition Fashionably Bowen: Island Style. Bowen Islanders will be on display – and their favourite outfits. There’ll be clothing and photos from our collection and the stories that connect them to the island. Some collection treasures to be featured in the new exhibit include a wool bathing suit from an early island lifeguard, a wedding dress from a citizen of the year and a protest shirt from a local artist. We want show that though trends have changed over the years, a certain “Bowen flair” has remained in each ensemble. But to do this, we need your help. The Bowen Island Museum & Archives is asking the community to help us answer the question, “Does Bowen Island have a unique style?” We’re looking for loans of children’s clothes, clothes from The Big Idea Store, as well as photos of outfits that connect to a special Bowen moment. Province-wide municipal elections are October 20. Islanders will elect seven members of council: the mayor and six councillors. Nomination papers can be filed as of September 4 and up to 4 p.m. on September 14. It has not yet been decided if there will be a community centre referendum. We’re moving! On May 31, the Undercurrent office is moving next door. We’re in the back right office in Dee Elliott’s corner suite on Trunk Road. We still want visitors, so drop by any time. It’s a roulette if I’ll be in the office – if you want to make sure I’m there, appointments are good. In other news, the grad issue is coming up quickly. I’m the oldest of five children so I have been to all manner of graduation ceremony. Whether it be the paper cut-out hats of kindergarten, the nervous energy of high school or university graduates being hounded with, “So what’s next?”, graduations are a time to reflect on an important life experience (sometimes on the part of parents and grandparents rather than the kids). I’m going to be away for a couple days in June to go to my own graduation ceremony in Ottawa. I must admit I’m facing it with equal parts dread and excitement. It’s closing a really important and rewarding chapter of my life, of formal academic education, but with that end comes the opportunity to be on Bowen at this paper. All this being said, in our June 21 issue we’ll be featuring the Bowen Island graduates of 2018 (from elementary school, high school or university). At 92 I cannot do much any more, but with my two ski sticks I limp into the woods every day and sit on the bench in the meadow to enjoy evening sunshine and peace. My enjoyment was ruined lately by somebody who combed out their dog’s black hair and left the mess all around that nice bench. I wish people would clean up their dog messes — the poo, as well as the fur. If you want to comb your dog fur out in nature, why not do it in the dog meadow and put the mess into the bins there? Make like a slug and slow down

How do you ask the community of Bowen Island to slow down? BICS Student Council representatives brainstormed this question because they want students who are walking and riding bikes to school during Bike to School Week (May 28 to June 1) to feel safer on the roads. “Bo” the banana slug has been the Bowfest mascot for more than 40 years. And since the 1960s the indigenous Pacific Banana slug has been a recurrent Bowen Island symbol of slowing down and enjoying

the slower pace of life on a small island, students felt that the slug would be a good symbol to use in the 30 km/h school zone. All BICS students had the opportunity to draw self-portraits as their way of representing themselves asking vehicle drivers to please slow down. More than 300 self-portraits are included in the background of the colourful slug silhouette signs. This school-wide art project was made possible thanks to professional community support. Javier Estebecorena, partner at HEDS Interdisciplinary Design Studio, is a local artist and BICS parent who

donated his time and talent. The project also received support from community school coordinator Sarah Haxby, BICS Student Council, staff and students. Thanks also to Fraser Simmons and Doug Butler for assisting with the installation. The manufacture of the large silhouettes was made possible thanks to the talent, equipment and support of Craig Pearman of Sea to Sky CNC, a local company that creates custom signs. Funding came from the 2017 Bowen Island Municipal Innovation Grants and matching funds from the Community School Association.

Parking is available across from the Public Works Yard and gas station on Mount Gardner Road. Smiles were wide and spirits were high as people gathered last Saturday night at the Bowen Island Lodge to celebrate the extraordinary nature of Bowen. The 2018 Bowen Island Adventure Film Festival showcased 11 short films, all produced by island residents, highlighting a diverse range of activities including biking, hiking, climbing, kayaking, foraging, scuba diving, trail running, paddle boarding and more. • Wild food harvester, Stephanie Carruthers, shared a story about her growing obsession with wild food. She encouraged us to spend more time in Bowen’s forests learning how to identify the abundance of edibles on the island. • Scuba diver and marine conservationist, Adam Taylor, raised eyebrows with his film footage of a rare sixgill shark that lives in Howe Sound. He reassured us by saying this type of shark stays hundreds of metres beneath the surface. • New to living on Bowen, Jason Wilde, made some eyes fill with tears with his touching narrative about his love for our small island community overlaying breathtaking imagery of Bowen landscapes as seen from a bird’s eye perspective using drone videography. • Proud father of two young

adventurers, Tom Surtees, captured the joy on the children’s faces who get to experience Bowen’s newest outdoor playground, the Bowen Island Bike Park. • When it was announced last year that BC Timber Sales was set to log on Bowen Island, Jen Lundin Ritchie was taken aback and wanted to see firsthand what was at stake. She spent four days circumnavigating Bowen on foot, hiking the five proposed cut blocks and previewed her personal film about what she discovered. • Former geoscientist and mayor of Bowen, Bob Turner has embraced a new role as filmmaker with a mission to raise awareness about the preciousness of the ecosystem that exists in the coastal inlet of Howe Sound. His work is having an impact as this year his film contribution “Seasons in the Sound” was voted festival favourite by the audience. These are only but a few of the stories that were shared at this uniquely Bowen event. Each of the original films inspired us all to want to experience more outdoor adventures, but even more so they filled our hearts with appreciation and reminded us how fortunate we are that we get to call this blessed place home. Boomers cash in on homes to buy vacation properties

When the weather is fine, who doesn’t dream of whiling away their days in an oceanfront cabin or lakeside cottage? It certainly seems that older Canadian have exactly that dream. In the vast majority of Canada’s most popular recreational real estate markets, it is retirees and baby-boomers who are driving vacation property purchases, according to an annual recreational market survey by Re/Max, published May 15. In the survey of brokers and agents across the country, respondents in more than 91 per cent of recreational markets said that older buyers were the driving force in buying vacation properties in that area – in stark contrast with one year ago, at 55 per cent of markets. The survey found that in B.C., Ontario and Atlantic Canada, an increasing number of boomers are cashing in on their high-priced

principal residences and buying recreational properties outside of urban centres to live in year-round in their retirement year. This trend is “increasingly blurring the line between recreational and residential properties.” “Last year, we found that baby boomers and retirees were increasingly selling their homes in urban centres like Toronto and Vancouver,” said Elton Ash, regional executive vice-president, RE/MAX Western Canada. “It’s clear that many put the equity they received from those sales into the purchase of a recreational property with the intention to retire in comfort and away from the city.” Aside from an “affordable purchase price,” which was Canadians’ biggest priority, “waterfront access” was rated as the most important must-have when choosing a vacation property, pushing “reasonable maintenance costs” into third place. In B.C., it was a similar story to the national picture, with retirees making up most of

the purchasers in the province’s recreational hotspots. But the survey also found an emerging trend of younger professional couples and families also making the most of significant uplifts in the value of their primary residences

to buy vacation homes. Re/Max added that the vacation property market in B.C. remains a strong seller’s market, with not enough available vacation homes to meet the demand.

BIRCH banks on council support while BIM counts speeders from page 1 BIRCH executive director Robyn Fenton says that securing this partnership allows her the power to get funding from organizations such as the Canada Mortgage and Housing Association (CMHC). The two-year-old non-profit organization will be pursuing a feasibility study to see what sort of accommodations the site they’ve tentatively chosen off Miller Road can hold. Right now the target is 20 units. But that’s just a start. “It’s simply assumed there’s a need [for housing],” said Fenton at the meeting. B.C. Housing no longer requires districts to demonstrate the need for affordable housing, because they know it’s there, said Fenton. While she’s ready for this project, Fenton doesn’t see time to rest anytime soon. “In my mind it’s just a matter of what’s first,” she later said. “There’ll be more [projects].” BIRCH gained a new board last week. Members include Marla Zucht, general manager of the Whistler Housing Authority, labour relations lawyer Anita Bleick, founder of the Whistler Housing Authority Tim Wake, real estate and residential developer Jack Resels, and entrepreneur and now mortgage broker Aaron Davison. The organization’s chair is now local business owner David McCullum, who also chairs the Bowen Children’s Centre. Slow down, you move too fast: Bowen Island has one electronic traffic speed monitoring sign that manager of public works

Bob Robinson strategically moves around the island. Most recently it was at Hood Point where the neighbourhood had requested a speed bump. Because of the high cost of speed bumps — $4,000 —, and the relatively low cost of signs, the council opted to put up playground signs, making the speed limit 30 km/hr, and Robinson posted the speed sign. Councillors noted that it’s fairly common for neighbourhoods to request speed bumps without realizing the monetary burden of building one. Councillors commented that they’d received complaints that it was contractors who were speeding. However, the speed sign noted the highest number of speeders was in the morning between 7:30 and 9 when people were heading toward the cove and presumably the ferry. Other BIM tidbits: Training money for local businesses: It came to the attention of Bowen’s Economic Development Committee recently that local business owners can apply for money through Canada-BC Job Grants. Support for employees’ technical training and apprenticeship is available, with the fund covering 80 per cent of costs, and the employer paying the rest. Unemployed, underemployed and lowskilled workers can receive 100 per cent reimbursement for foundational training, up to $10,000. mittee, notes that with labour shortages on island, employer-subsided training could attract more off-island commuters. Dynamic access symbol: You might have noticed a new symbol in the accessible parking space in front of the Undercurrent offices. Featuring a person wheeling their wheelchair rather than sitting passively, it’s Bowen’s first dynamic access symbol. Paulo Arreaga asked BIM back in December to have the symbol introduced to Bowen Island. Part of his inspiration was his own (now) five-year-old daughter, Maya, who was in a wheelchair at age two. She now walks with the help of a walker, and loves her trike, but when he first saw the symbol at a strip mall in Chilliwack a few years ago, it was unclear that Maya would ever walk. “When I saw this [symbol], I happened to be thinking about all the things that she would be able to do,” Arreaga told the Undercurrent in January. “The sign motivated me.” “Taking this on,” he said, “shows the world that we are forward thinking.”

Community garden plants seeds of hope SUSAN SWIFT BOWEN FOOD SOVEREIGNTY

For more than 20 years, Bowen Island developer John Reid has been passionate about creating neighbourhoods that take nature into account. Even before he knew the term “conservation development,” John was focused on preserving greenspace and protecting the environment. In 2016, John hired Jessica Mitts, an aspiring young farmer on Bowen Island, to co-ordinate a new community garden on a portion of his Grafton Lake Lands development. He has also planted an orchard of 100 fruit trees within an eight-acre Agricultural Land Reserve (ALR) on the property and set aside a 227-acre nature preserve. John hopes that the White Swan Orchard and Grafton Community Garden will become a hub of future community gardens on Bowen. Jessica shares John’s commitment to protect and preserve agricultural land for the purpose set out by the Agricultural Land Commission. And, she says, “If you farm a smaller percentage of the land and look to protect the rest of the land — whether it be a forest, grassland or marsh — this will enhance the biodiversity of plants and animals on site and create a healthier environment to farm.” “Growing more food locally and organically will enhance our food security here on Bowen and support our local environment,” says Jackie Bradley, a founding member of the Bowen Food Sovereignty group. In “Every Bite Counts,” a report by the Canadian Centre for Policy Alternatives, the authors write that British Columbia imports about half its food. They conclude that, “if BC shifted 1.5 per cent of its annual food consumption to local sources, the province would supply 80% of its food needs by 2030.” In a B.C. Ministry of Agriculture study on food self-reliance, the largest shortfall identified was fruit and vegetable production. Climate change and the pressures of a growing population

are both seen as threats to our current food system. Being more self-reliant with local production is an important hedge against such disruptions to our food supply. “Of course, one obvious way to increase food self-reliance is to grow your own food,” says Jessica. While the number of farms and farmers continues to decline in BC and worldwide, Jessica represents hope for the future. She personifies a positive trend as the percentage of women and people under 35 in farming begins to edge up slightly, as reported by Statistics Canada in 2016. Jessica is helping to stimulate local food production by offering workshops on topics such as composting, permaculture, and pollinators. She is currently on the look out for volunteers to join work parties at the orchard and is accepting applications for a couple of raised beds at the Grafton Community Garden.
