Brokenshirehopes this isn’t the case, and that mostboaters areresponsible and make useof the pump-out station.

TheIslandsTrust hasrequestedthe provincial governmentconduct athorough review of howthe organization conducts tiself,includingits governance structureand overall mandate TrustCouncil Chair PeterLuckham wrote to the province last month with the request,after IslandsTrust council votedoverwhelmingly to carryout the move. “Overthe past few years,wehaveheard many different viewpoints around howtobestcarry outour special mandate to preserve and protect the unique amenities and environmentinthe IslandsTrust area,” Luckham said in anews release.

WhileGNMC notedthoseinterviewed were “unequiv ocal in statingtheir commitmenttothe Trustand their belief in its potential to safeguard the area’s unique physical environmentand enhance the qualityoflife of its residents,”ultimately, “current TrustCouncil practices,however,donot meet the requirements setby good governance principles.”

Oneofthe mostserious issues identifiedwentto the coreofthe organization itself:what does theIslands Trust’s‘Preserve and Protect’Objectactually mean. Every trustee interviewed said they personally had a strong graspofthis mandate,beforegoing onto note “there is a significant lack of agreement among Trustees as to what the Object means. ” GNMC says while healthy discussion about an orga nization’s role is generally good, it is difficult for a grouptofunction if everymemberisdeterminately workingtowardfulfillingtheir owngoals and visions of aproject “The differences that exist at Trust Council pertain ing to fundamental questions about policy direction and the role of Council have proven near-intractable Trustees speakofa ‘dysfunctional’situation that is getting worse; most describe a regularly divided Council and adisturbing decline in collegiality and civility,” reads the report

“However,wecan’t do this work alone.Asanagency of the Province,werequireprovincial leadership,direc tion, and supporttoensurethat we arehonouringthe preserve and protect vision, while alsoaddressingthe new realities and challengesfacingthe IslandsTrust Area today.”

Whiletrustees areelected by voters,the chair and three vice-chairs who make up theIslands Trustexecutivecommittee aresubsequently selectedbytrustees “Somewherearound half of the newly-electedtrust eeshavenoprevious experience on council, and an even greater number have little or no real acquaintance with their fellowtrustees… Yet, within little morethan aday of their firstmeeting, trustees elect the Trust CouncilChair andthe other members of theExecutive Committee. Almostall trustees cited this processas unsatisfactoryand an impedimenttoeffectiveleader ship,” GNMC found. Theseissues extendedto the many committees within the organization. “Trustees arenot required to serveoncommittees,thereisnolimit to committee membershipsize, nor arethereany criteria regard ingqualification for membership committees…In most cases, Trustees simply ‘signup’ for one or more committees based on their interest, with the option of resigningfromacommitteeorjoininganother committeeatany time.”

Theseinclude outflowat Dorman Point which could be broughtintoMannionBay bycurrents, or agingorfailingseptic fields alongTerminal Creekand the nearbylagoon Lagoonreadingsoverthe pastfiveyears haven’t revealedhighE.coli levels though.Brokenshireadds that VCH occasionally tests septic fields in the area too, and haven’t found an E. coli leak. “Thereare no known contributinghouses, septic fields or failingseptic fields that we knowof,”she says. Another factor,certainly for Sandy Beach,could be E. coli released from sedimentalongthe beaches.Studies have shown the bacteria canliveinsedimentuntil a disturbance event. “E. coli canliveinsediments for some time,and then when conditionsbecome rightthe bacteria mayflourish Alot of the sedimentthat comes down Terminal Creek, with the layofthe land and the estuary… does end up adjacenttooraround Sandy Beach,” says Brokenshire.

Extreme temperaturescan alsoaffect pH levels in the water,and causebacteria to divide morereadily. As summer drawstoa close and fall temperaturesmovein, E. coli levels should soon recede “Wehopethat it’s clear sailingfor the rest of August and September,”saysBrokenshire.

Therewerenoshortage of reasons this wasthe case “First, thereisaleadership deficit,” the report reads, callingthe leadership selection process“flawed, impair inginformedchoice andbuy-in.”GNMC said their critiques were not with specific people currently in Islands Trustleadership positions, butrather the expedited processused to select leadership positions.

Themovefollows asoberingindependentreview of IslandsTrust completedthis year which contained numerousrecommendations for improvementwith in the organization. GreatNorthernManagement Consultants (GNMC)was tasked with the job,followinga push in March2021 by Trustee, andBowen Island Councillor,Michael Kaile.His requestnarrowly passed a TrustCouncil vote,triggering thereview. GNMC conducted their review by examining documents,attending committeeand council meetings, and interviewingall 26 trustees, alongwith senior staff such as thechief administrativeofficer.Areas of focus included Legitimacyand Voice, Direction and Purpose, Performance and Stewardship,Accountability, and Fairness.

Trustees had different opinions on most everythingIslands Trustdoes,including strategy direc tions, policies, financials, general operations, tax policies,performance metrics,accountability and advocacyefforts. One thing trustees did find agreement on was finding enjoyment in their roles on Local Trust Committees (LTC), which theydescribed as morefulfillingand less frustratingthanTrust Council work

In addition to hermost visible role,the annual LightUpthe Cove project,she’s playeda partatone pointoranother helpingwithmanykey Bowentraditions Lieske’scommunity involvementbegan immediatelyuponher arrivaltoBowen in 1989. Lookingtomeetpeople,she took ajob as abartender at DocMorgan’s, whereshe met fellowcommunity minded folks in Rondy and Dorothy Dike. “Doc Morgan’swas like my family when Ifirstmoved to Bowen. That’s whereIgot my start beinginvolvedina small community,”saysLieske. BeforelongLieskewas managingthe restaurant, andpopular events were in full swing. IslandsTrust advocacyefforts were alsoseen as short falls,includingalow social mediapresence acrossall online platforms,and puttingtheir focus into projects that areoutside their jurisdiction.

Severalissues regardingLocal PlanningServices were highlighted, such as insufficientpreparations for current and futuregrowth, poorcommunication betweendiffer entplanninggroups,lackofplanningfor climateemer gencies such as wildfires or rising sealevels,and ahabit of continually passingmodel bylaws forLTC’s,whichthe LTC’sinturn rarely ever adopt. Buttherewas some optimism in the report,based on the dedication of Islands Truststaff and trustees who are “unequivocal in statingtheir commitmenttothe Trust and their belief in the Trust’s potential to safeguard the area’s physicalenvironmentand enhance the quality of life of its residents.”

GNMC developed 15 corerecommendations based on their findings to help Islands Trust putthemselves on tracktofunction better.“TrustCouncil canmakemany of the changes discussed up to this point… it already possesses… thecapacitytoactively and independently choose andeffect change.” Butawarning, as well. “Without reform, the ability of TrustCouncil to effectively respond to thesechallenges will be severely impaired. Trustinthe Trustwill continue to erode. Therelevance of amuch-needed institution will continue to be questioned.”
