BIRCH seeks approval for fourth storey of apartment complex
MARTHA PERKINS Contributing EditorA re-energized BIRCH team is hopeful that a proposed addition to its affordable housing project will win favour with both BC Housing and Bowen Island Municipality.
Bowen Island Resilient Community Housing is asking BIM’s permission to add a fourth storey to its apartment plan at 1033 Miller Road.
“We need to maximize what we can fit on the site,” says the non-profit’s executive director, Robyn Fenton. “Three storeys just don’t give us enough units to be able to get enough rent to carry the mortgage and make all of the funding and finances work.
“Being able to have the extra number of units is going to make the project financially viable.”
The previous three-storey project has 24 units; an additional storey would add six to eight units
If council allows the development variance permit, BIRCH plans to submit its second funding application to BC Housing this fall When BIRCH’s first application in 2021 was turned down, it took the wind out of the volunteers’ sails temporarily But, after looking into whether there could be any other funding partners, and determining that there weren’t, last fall BIRCH came back to the project refreshed and hopeful about this year ’ s application
Without funding from BC Housing, the project will not be able to go ahead.
“Verbally the provincial government is very enthusiastic about supporting housing,” Fenton said. “I just think they go about it the wrong way. Historically they went into communities and built housing They switched that model and now they rely on grassroots groups like ours in communities to say, ‘Hey, we need housing.’”

Dear Editor,
Well, what would we do without the Knick Knack Nook? What a tremendous gift this organization is to the community Caring Circle manages the community lunch program at the Legion which offers bi-monthly lunches with a goal to alleviate social isolation
We serve soup, artisan breads, and dessert for $10 and it’s so appreciated by the 15 to 25 people who attend every couple of weeks It’s an opportunity to meet with old friends and make new ones
Although we have a drop-in fee which covers most of our expenses, the cost of food these days has been a challenge We asked KKN if we could have a little hand up for this coming year so we don’t have to scrimp too much on the quality of the ingredients. This past week the proceeds from the KKN monthly auction were dedicated to the Lunch Program to the tune of $1,098. That’s all we needed to make sure the 2023/2024 year will have stable funding and we can offer a delicious lunch for Islanders.

And on a more personal note, this past weekend my out-of-town company asked to carve out some time on Saturday to visit KKN with their children. So much fun was had and the kids could shop without any financial constraints. They bought presents for themselves and their parents which was lovely to see. And my grand niece was aglow all day prancing around in her new fancy dress she’s going to wear to her dad’s wedding
None of this could happen without the dozens of volunteers who offer up their time and commitment to the organization for the benefit of the rest of us on Island You make the magic happen for so many organizations and individuals on Island Thank you, thank you!

It’s going to be another spectacular literary event on beautiful Bowen Island this September.
The 2023 Write on Bowen Festival for Readers and Writers runs Saturday, September 16 and Sunday, September 17. We’ll be presenting eight diverse, engaging workshops plus a Saturday Night Festival Gala, featuring Bowen’s own, Wade Davis, who has been referred to as “to as “ a rare combination of scientist, scholar, poet and passionate defender of all of life’s diversity.”
This year our very-popular Luncheon Presentation, on Saturday, September 16, will consider the hot topic: Unravelling ChatGPT: Wicked or Wonderful? Discussion will focus on the emerging technology of Artificial Intelligence bots and explore implications to writers and the future of the written word.
The line-up of authors, writers and facilitators is an incredibly talented selection of authors representing a number of genres – from screenwriting to travel writing They come from both Bowen and off-island and will offer festival participants, writers of all levels, an opportunity to deepen their craft through a hands-on immersive approach

Luckily for him, his centre field teammate Jesse Durrant was backing him up, tracking, readjusting, and diving to catch the deflected ball for a spectacular out. SwimBowen raised a record breaking $47,000 at SwimBowen’s 5th Annual Cancer Care Fundraiser last Saturday. Our signature tagline is “Oceans of Gratitude!” as every year we are beyond humbled by the level of enthusiasm and support this event receives It’s like looking up at the starry night and trying to measure all the stars Immeasurable and joyful. That’s the essence of SwimBowen.
One of my favourite things about the event is how it attracts a brilliantly eclectic crowd of swimmers coming from near and far, with super-fast, swimmer-ringers that keep coming back year-after-year Watching these athletes slice through the water is something to behold.
Here are the top finishers in the 1500 metre: 3rd overall (2nd male) Drew Powell 21:55, 2nd overall (1st Male) Peter Zandsra 21:43, and miles ahead of everyone was first place winner Heidi Cole 21:03. Top finishers for the 750 metre event: 3rd overall (2nd female) Lindsey Jenner 14:26, 2nd overall (1st female) Joanne Stone 13:39, and Adam Vajda 1st overall (1st Male) 12:52.
And to our cruising swimmers young and old, the breaststrokers and the free style keeners – we adore that SwimBowen inspires you to get in the ocean and reach, roll, breathe, repeat Fun, healthy, and dare I say beats a public pool any day!

Over the last several months (and inspired by Michael’s circumnavigation last year), the two of them swam around Bowen Island in sections An epic undertaking with one leg in particular taking almost 4 hours to complete They completed their circumnavigation on event day morning planning their “champagne lap” into Tunstall Bay in time to pick up a swim cap and get a race number on their hand to swim the 1500 m event Rumour has it they will do it again next year with a third swimmer and be the “Three Dudes Swimming Around Bowen”
Tanya Voormeij-de Zwart was second runner up with $7,715 raised. She of course came first in everyone ’ s hearts as she has bravely soldiered on through chemotherapy, completing her swim training all while raising a staggering sum for the Cancer Care Fund. And in classic SwimBowen fashion, Michael and David passed on their grand prize Whistler Get Away Package to Tanya
These are the SwimBowen moments that bubble up and lift us all. We can all be our own good news story. These are the actions and efforts that eclipse the bad news stories for a moment so we can reach, pull, roll and breathe through another day. Thanks Bowen and beyond, see you next year!

“If you don’t have a group like us, or you don’t have people getting together and putting these applications out there, you don’t get housing. I think that’s a mistake. [The provincial and federal governments’] application processes are challenging. They take a lot of work, time, energy and patience”
No one argues that affordable housing isn’t desperately needed on the island. The target tenants are workers in industries that pay minimum wage or slightly higher, as well as people on fixed government incomes, disability and welfare
BC Housing’s previous requirements were that 30 per cent of units charge affordable market rents, 50 per cent be rent geared to income and 20 per cent be “deep subsidy units” These requirements exceed BIM’s affordable housing policy.
“Such a development would only be viable with
large amounts of capital funding, such as provided by BC Housing,” said Daniel Martin, BIM’s manager of planning and development, in his report to council.
Fenton adds that given the costs of construction, projects such as Bowen Court, with its single storey units along a quiet courtyard, are impossible today.
“We can’t build anything that’s low density any more ”
Four-storey buildings are not unprecedented on the island, Fenton notes, and the OCP calls for density in the Cove Although the fire department would not be able to reach the fourth storey in the case of a fire, the building would have an intensive sprinkler system and alarms that would mitigate risk.
BIRCH is also asking BIM for permission to not hit the municipality’s parking requirements.
The project is planned for Lot 3 of municipal lands in Snug Cove It’s on the same
lot as the new health centre and fire department, making for a tight space The terrain does not allow for underground parking BIRCH has worked with its neighbours to come up with a plan and Fenton is also hoping that the municipality re-open a gravel parking lot it had on a neighbouring property.
“The variances we ’ re asking for are pretty reasonable and going towards a very good cause of, hopefully, creating more housing,” Fenton said.
Council will discuss the two development permit variance applications at its July 24 council meeting. The planning department is suggesting the following wording: “That there be a maximum height of 9.4488 metres (31 feet) from grade to the point of egress of any unit (top railing of a balcony, or other egress point identified for the unit) or an alternative solution approved by the building inspector to be approved.”
