BC Hydro is looking to make their short-term lease of the Old Fire Hall on Grafton Road a permanent deal. The utility company presented a delegation to council on Wednesday to make their case. They focused on the existing services provided to the community, including more than 500 repair calls over the past three years, and how having a permanent base here on the island would further improve responses. “Something that’s a bottleneck for us logistically is the ferry,” said BC Hydro field manager Tyler Thompson. “If we have a crew that’s here and we have an emergency that we don’t happen to have material for, if we didn’t have a satellite space (Old Fire Hall) that we could get material from, it would mean that we’d have to take a ferry back to our yard, and then a ferry back again.” CONTINUED ON PAGE 3

Council reviewed the 2023 Draft Active Transportation Plan (ATP) and referred it to a joint Committee of the Whole with Council, Transportation Advisory Committee, Finance Advisory Committee and Environment and Climate Action Committee for a presentation by consultants and staff. The ATP will guide the planning and design of new active transportation infrastructure on Bowen Island by emphasizing green transportation methods focused around pedestrians, cyclists, and equestrians of all ages and abilities.

Council will mull future of Old Fire Hall property CONTINUED FROM PAGE 1

Being able to keep more vehicles and equipment on Bowen, and ending workers’ full reliance on BC Ferries was a major theme of the presentation. Thompson explained that not only would it allow faster responses, but also better overnight responses as crews wouldn’t have to wait until morning to bring trucks over on the ferry. They could instead water taxi over at any hour and the vehicles would be here. Thompson added this would also mean

crews wouldn’t have to leave by the last ferry, would take up less space on sailings, and would free up local emergency services such as the Fire Department who might otherwise need to manage a damaged and unsafe site until BC Hydro workers arrive to fix it. In an emergency the Fire Hall could also be used as a sleep or resting space. “We have had crews that have gotten stuck on the island overnight. They’ve come over at the start of the windstorm, and then

bowenislandundercurrent.com • A3 the water gets so rough that the water taxi company won’t run them back,” said Thompson. “We’ve slept in the trucks before, which is not ideal especially because if we run the trucks all night and they start getting low on fuel, we don’t have easy access to refuel the trucks here.” Nicole Solmundson, asset manager, added that purchasing the lot would allow BC Hydro to design the space to accomplish all of these goals. “It also provides the community with that certainty of our long-term presence on the island,” she said. The company will now wait and see if the municipality is open to selling the property. Councillors spoke highly of BC Hydro before the delegation departed. They’ve been leasing the current property, which is one of the few on Bowen properly zoned for the company’s operations, for the past

several months. “I’ve heard people complain about multiple dump trucks and logging trucks and everything else taking up a lot of space on the ferry. But BC Hydro crews are heroes, I’ve never heard of a complaint about them,” said Coun. Judith Gedye. “We’re intimately connected with BC Hydro… I think the community is generally happy with the service that we get from BC Hydro, even with the outage we just had this past weekend,” said Mayor Andrew Leonard. “Even in the closed Facebook groups of the island we never see, ‘oh BC Hydro isn’t doing enough’. It’s been posted (an outage), they’ve got a crew assigned, it’s going to be resolved at this point. I don’t think there’s been a sentiment that we’re playing second fiddle to the mainland or Metro Vancouver,” said Leonard.

Squamish council OKs Woodfibre LNG development permit by 5-1 vote ANDREW HUGHES Squamish Chief A development permit for the form and character of a few buildings at Woodfibre LNG (WLNG) was approved Tuesday night at Squamish, B.C., council. On Nov. 7, at a regular business meeting, District of Squamish council members approved a form and character development permit (DP) by a 5-1 vote for approximately five buildings as part of the liquefied natural gas export facility on Howe Sound. Coun. Lauren Greenlaw was absent from this portion of the meeting. Although the application included renderings that showed other parts of the facility, the five buildings in question were the control operations building, warehouse and maintenance building, administration building, storage building and emergency response building. These were mostly situated on the south end of the site. Before the vote, the senior director of community development, Jonas Velaniskis, explained to council the application before them meets the official community plan

guidelines and, as such, the decision to approve is non-discretionary, meaning council is largely confirming that municipal staff have ensured the application meets the guidelines. Nonetheless, there was a long discussion about the application and, ultimately, Coun. Chris Pettingill opposed the permit application. District planner, Vrish Prahalad, told council staff have been working with WLNG since about January 2023 to get the information they required. “And now we feel like we’ve received enough information to address the DP guidelines and seek council approval,” he said. Coun. John French asked what consequences were at stake if council did not approve the application. Velaniskis did not necessarily offer concrete examples but said that a decision like that would be “interesting” and the proponent could reapply or seek “legal avenues.” Pettingill said his main concern was the application seemed to only detail a preliminary list of buildings, which made it difficult to evaluate requirements, colour and lighting. “I don’t want to sort of give approval for

something vague and nebulous,” he said. Despite describing himself as “reluctantly” voting in favour of the application, Mayor Armand Hurford said he was OK confirming the staff assessment that the application meets the guidelines. “In this case … we do not have the discretion to deny when something does fit the guidelines of the DP,” he said. Coun. Andrew Hamilton said it was imperative that council respect the policies, guidelines and OCP. “It’s important that we respect the expertise of our staff who have worked on this for almost a year even if we disagree with the principle of a project, the purpose of a project, or all of the outcomes that may come from a project,” he said. “When they meet our guidelines, when they meet our policies, we have a responsibility to follow those policies.” Coun. Eric Andersen said unlike other form and character development permits, they ought to focus on safety and adaptability. “Our focus should instead be on a well-performing, safe facility complex, and a safe workplace,” he said. French noted they don’t yet have a tax

agreement with WLNG and called the agreement “long overdue.” With the approval of the development permit for form and character, Velaniskis said if there are major changes to the five buildings, then WLNG would have to apply for a development permit amendment. If the amendment fits the guidelines, then it is not necessarily up for debate from the council, but it would have to go before the staff and council again. During the unscheduled public attendance session near the start of the council meeting and well before the development permit application presentation, a My Sea to Sky representative asked council to consider delaying the development permit choice to another council meeting to allow more time for review and oversight. Council ultimately denied the request from the volunteer, largely citing that it is not typical practice to receive public input on a development permit if there are no variances. About 10 members of the public raised signs during the entirety of the application discussion that said, “Stop Woodfibre LNG.” At least one WLNG representative sat in the crowd during discussion of the application.

The Holidays Approach That was quite a turn of weather events last weekend, but in the end Mother Nature came through for our Remembrance Day ceremony. While I have no doubt it would have been well attended rain or shine, that very timely blast of sun made for a beautiful scene. The human portion of the morning was wonderful too, and as always major appreciation to everyone who works hard to make it happen each year. It’s a truly respectful event and day to remember here on the island. As you’ll see from our Calendar this week the Christmas and Holiday season is fast approaching, with many events even coming up next weekend. These include the beginning of Bowen’s formidable Craft Fair season, plus what is likely Santa’s first appearance of 2023 at the Bowen Vet for pet photos. Be sure to stay tuned to our event listings (and the Undercurrent’s upcoming Holiday Guide) to make sure you don’t miss any of the Holiday fun! Speaking of events, I thought it was great to see how popular the new Night Market was last week. It was a neat switch to see Bowen come together for an evening market, one which the Agricultural Alliance made sure had lots to offer. Anytime you can hit up a local venue that combines shopping, food (dinner & dessert), plus live music, it is bound to be a good time. Hopefully there will be more to come! Next week is also our November Island-Wide issue, so if you’ve been thinking of submitting a story, photo, or letter, this would be a great time to show off your work! Busy Weekend at BICS It was a full slate for Bowen Island Community School last weekend, starting on Friday night with a brand new Night Market. The event, which doubled as a hangout spot for the continuous flow of visitors, was sparked by the Bowen Island Agricultural Alliance and featured several Island vendors. There was also a variety of food offer-

ings including pizza, cookies, and hot chocolate, and many talented live music performances throughout the evening. On Sunday the gym played host to the helpful Fix-It Fair from Regenerative Bowen Island. Fixers in various fields such as electronics and garments made sure Islanders went home happy after helping give their items a new lease on life.

Remembrance Day on Bowen

Bowen Island held its annual Remembrance Day ceremony last Saturday morning, honouring both Islanders and those across Canada who have served this island and country. The ceremony at the Snug Cove Cenotaph featured many of the traditional November 11 elements, including a Colour Guard procession to begin the event, readings of war poems Flanders Fields and High Flight, and playing of The Last Post. Bowen Island

United Church Rev. Lorraine Ashdown and Jason Zahara from the Bowen Island Legion, Branch 150 led the ceremony. Several community groups laid wreaths on the Cenotaph to conclude the ceremony. In Bowen tradition, those gathered - a number well into the hundreds then placed their Poppies on the Cenotaph. Postceremony activities included touring a Remembrance Day exhibit at the Museum, and lunch at the Legion.
