Lateroninthe paperwechat with Bowen’s newnurse practitioner,who many of youhave already hadthepleasureofmeeting.And right onthenextpageyou’llfind agroupofIslanders whocame together to sharetheirvisionsof Prideon Bowen. Thereisreallynoend to the amount ofinspiringpeopleonthisisland, and allthecommunity contentinthesepages really drivesthat home.It’sa pleasuretobeableto showcaseiteachweek, andalwaysexcitingto seewhat everyoneisup to around town.

Easterisatimeof rebirth,soperhapsif there’saprojectorhobbyorchallengewhich hasbeenlyingdormant for awhile(Ihave many)theupcomingbreakmightbeagood time to resurrectit. Dad/Bert, alongtime resident,friendandbusinessmanonBowenIsland, sonofMunroeDavies(Minnow)andDorothyDavies wasdiagnosedwith liposarcomainSeptember2023.He waswell takencareofbystaff at InglewoodCareHomealongwiththe chaplainswhoprayedand visited. Ourdad waslovedandcaredfor by many, hispresence, voice,laughter, willbegreatlymissed.Hislegacywillliveoninourlives forever. In remembrance,pleasejoinour family at11a.m. on April27th,2024attheBowenIslandLegionHall#150.

Islands Trust approvesbudget for2024/25

BOWEN’S MUNICIPAL TAX LEVY JUMPS BY DOUBLE DIGITS

IslandsTrustpassedabudgetjustshy of $11millionfor theupcomingyear.

Theexacttotalof$10.98million,upfromlastyear’s$9.7 millionbudget,isdividedbetweenan operationsbudget of$9.65million,specialprojectstotalling$983,000,and $347,000allocatedforthepurchase of capitalassets.In 2023/24thesenumberswere$8.6million,$651,296,and $134,300respectively.

OnBowenIsland,whichcontributestothe organizationviaaspecialmunicipaltaxlevy,thisyear’s paymentcomesto$391,260.It’sanincreaseof13.1 percentfromlastyear’stotalof$345,989.Thenumber fluctuatedseveraltimesthroughoutthereviewprocess, from 18.7 percentdownto11.9,beforesettlingatthe finaltally.

Bowen’stotalisnearlydoublethe6.86percent increaseoflastyear,whichfolloweda fourpercent jumptheyear before.Asapercentageoftheorganization’s total budget howeverBowen’scontribution isalmostexactlythesame,3.56percentthisyear comparedto3.57for2023/24.

Ofthe13.1percent,12percentisexpectedtocome fromtheexistingtaxbase,withtheremaining1.1percent fromnewconstructionanddevelopmentontheisland.

Projectsplanned by IslandsTrustfortheyearahead include thecreationofanaccessibilitycommitteeand severallanduseplanningprojects.ManyofthesearetakingplaceonSaltSpringIsland, such asreviewsoftheir OfficialCommunityPlan(OCP)andLandUseBylaws (LUB),andagroundwatersustainabilityproject.

BowenIslandpatientshaveanewfaceto looktofortheirhealthcareneedsfollowing therecentarrivalofLauraFitzGerald, a familynursepractitioner.

FitzGeraldispartofthecareteamat thenewBowenIslandCommunityHealth Centre,startingherrole onthe island six months ago. Whileoriginallyfrom Ontario, themovetoBowenwasahomecoming ofsortsforLaura.ShegrewupinWest Vancouverandwenttohighschoolwith manyBowenstudentswhomadetheferry commutetoWestVancouverSecondary School–severalofwhomstillliveonthe islandtoday.

Laura’sownjourneyinhealthcarebegan early,whichshecreditstoinspirationfrom herparents,herfatherarespiratoryphysicianandmotheraphysiotherapist(aposition shestillholdstothisday).“Theyboth lovedtheirwork andthatabilitytocarefor peopleandmakeadifference. Isawthat satisfactionandit reallywasanimpetus formetostudytobearegisterednurse,” saysFitzGerald.

Aftergraduatingasaregisterednurse (RN)LauraspentayearatLionsGate HospitalinNorthVancouverworkingin acutemedicinebeforemakingthedecision topursuepediatrics.Thismeantamove to BCChildren’s Hospitalandarolewith thenurseresourceteam,ajobwhichtook herthroughtheER,ICU, inandoutpatient units,andmanyotherwingsofthehospital.

Withseveralyearsofexperiencebehind herFitzGeraldmadethe decisiontoreturn toschooltobecomeanursepractitioner (NP),earningaMastersinNursingfrom theUniversityofBritishColumbiain2016. FitzGerald’sfocuswasfamily medicine, attractingherduetoitsfocuson building

long-termconnectionswithherpatients –“fromzeroto100”shesays,andsometimes beyond.“Ireallylovethatabilitytocarefor peoplethroughouttheiragecontinuumand seepeoplethroughouttheirlifespan.”

“Thenursepractitioner roleblendsboth nursingaswellasmedicine,whichare very complimentaryinnature.Myhopeandgoal asanNPistohelppatientsachieveoptimalwellnessandminimizetheburdenof chronicdisease,”sheadds.

Laura’spathnextledhertoKamloops andajobwithInterior Healthworkingin Indigenous primary care. While mainly basedon-reserveatTk’emlúpsFirstNation, LauraalsotravelledtootherclinicsthroughouttheSecwépcemcNations,including BonaparteFirstNationnear Cache Creek. FitzGerald’steamincludedherselfanda familydoctorastheprimary carecomponent,alongwithseveralotherhealthcare professionalssuchasdentists,counsellors, dieticians,andsocialnavigators.“Itwas really wonderfultoseeteam-based care in actionand to seeitsbenefit,”shesaysofthe group’swork.

“Buildingtrust wasahugecomponentof thecarethatIprovided,”saysFitzGerald, explainingoneofhermotivatorsforpursuingworkwithFirstNationsgroupsisa passionforhealthequity.Shenotesthe historicalobstaclesandprejudices which havelongpreventedmany Indigenous people fromaccessingproperhealth care, withmanyofherownpatientsthemselvessurvivorsoftheKamloops Indian ResidentialSchool.

Itwasbackin2018duringavisithome thattheprospectofcomingtoBowenIsland firstlandedonLaura’sradar. Duringa trip toherdentistinfact,whohappenedto beBowenresidentDr.PeterKearney.He mentionedthattheisland wasgoing to be buildingahealthcentreandwould needa nurse practitioner.Thoughtheopeningdate was still years away,Laurasaidtheseedhad beenplanted which wouldonedaygrow intoanislandmove.

InthemeantimeFitzGeraldhadmoved backtoVancouverandwasworkingat Lu’maMedicalCentre,continuingherwork inIndigenousprimarycare.When Bowen’s healthcentrebrokegroundin2021her interestinthenewventure was renewed. AndwhenLaurareachedouttotheboard earlythenextyear,herconversationswith executivedirectorSuzanneSaatchiand then-boardmemberDr.LloydPurdyconvincedhertherewasahomeforanurse practitioneratthecentre.

“IreallylovedtheAlliedHealthcomponentandthattherewasgoingtobeateambasedcareapproach,whichiswhatI’ve worked withandseentheadvantage of in theInterior,”sheexplained, thehealth centre combining familydoctors,nursepractitioners,andother medicalspecialists.

“Thatimpact,andtheabilitytoprovide healthpromotionas wellas preventative care,it’sabeautifulthing,”saysFitzGerald. “It’snotalwaysreactivecare,you’reable tocreatechangeinpeople’shealthhabits–moreofapreventativecareapproach, which nursepractitionersreallyembody,as wellas familydoctors.”

Professionallythemovewastheperfect fit,andpersonallytoo–LauraandherhusbandStefanhadrecentlywelcomedtheir firstchildandwerelookingforasmaller communitytocallhome.Thefamilymoved toBowenin2022,andLaura,havingcontinuedher workinVancouverinthemean-

time,finallybeganwiththehealthcentrein Octoberlastyear.

OneofFitzGerald’sbiggestgoalsinher newroleistoshowpeoplethefullrange ofcareanursepractitionercanprovide.“I thinkabigquestionis,cananursepractitionerbemyautonomousprimarycare provider? Whichisafairquestion.IhopeI caninstillfaiththatnursepractitionersare abletobeaperson’sprimarycareanchor, andI’mabletoprovidefullspectrumcare similartoafamilydoctor,”saysFitzGerald.

“Wehavedifferentpathwaystogetto oureducationandgoals,butwe do followthesameguidelines.I’mtrainedin a biomedicalmodelwhereIfocusonboth preventativecareaswellasacutecare,so seeingpeoplethroughchronic diseaseand episodichealth challenges,”sheexplains. Laurasayssofarit’sbeenamixofwhether peoplearefamiliarwithherpositionornot, butfindsthey’reveryreceptiveonceshe explainsthejobofanNP.

Laura has wasted no timeinvolving herselfinthe communityeither,already taking part ina Bard on the Rock productionofA Winter’s Tale, making use of a Neighbourhood Small Grant to bring a smile to a sad busshelter,orholding serve at the Tunstall Bay tenniscourts. “It’s a beautifulcommunity to be a part of,” says Laura. “I’mlookingforward to beingon Bowenlong-term.”

OnBowen,thosechangesmeanamending severalcurrentrequirementsforhomebuilding.Theseincludeestablishingdevelopmentcostchargesand a digitale-permittingsystem,reducingminimumparkingrequirementsfor developments,andestablishing aplantomakepubliclands availableforaffordablehousing.Thenewinitiativesare predictedtohelpbring35 new housing unitstothe island overthenextthreeyears,with atotalof114expectedover thenext10years.

“Whatwe’reseeingintermsofthechangesthatneedto happenatthemunicipallevelisreallydoing someplanningtocreatetheconditionsthatwillallowthe building ofnewhousing,”saidLeonard.“We knowthatthingslike permittingcantake alongtime.We knowthatsomeofthe regulationslikeparkingstandardscanimpede thecreation ofnewhousingandlanduseonspecificlotsthatarebeing built forhousing.”

“The HAFfundingherefromthefederallevelwillcertainlyhelpsupport projectslikeBIRCH’s,andotherprojects moving forward,that mayadvanceasthisclimateofprovidingnewhousing –andparticularlyaffordablehousing– is underway,” saidthemayor.

“There’s twoforks –oneissupporting(housing)projects thatalreadyexist,andtheotherone is applyingfunding to some of theplanningtools thatwillcreate theconditionsfor morehousingtobebuilt,”saidLeonardoftheoverall HAF fundingpackage.

While theisland’spopulation hasgrownoverall recently, Leonardsayshehopes thenewfunding will reduce thestoriesof residentswho findthemselvesunabletostay onBowen.“Weknow thatevery year welose neighbors, welose friendsto housinginsecurity…they’reoftengetting displacedandpricedoutofthe marketon thisisland,” saidLeonard.

“Throughthework thatourcouncil hasdoneand the workthatourstaffherehasdoneat themunicipality,creatingmorediversesourcesofhousing hasbeenidentified as astrategicpriorityofthemunicipality.Thisfunding willgo a long wayinhelpingcreatethose opportunities,” headded.

We’reseeing proposals anddesires from the community,forexample, for projects thatwouldleadtomoredensity,whether it’stiny homecommunities or small-scale apartment buildingunits. Thereis benefit to be had bybuildingdensity –costs come down,costsgetsshared,theinfrastructure connections get shared.”

“Thatsaid,thereisanOfficial CommunityPlan review that’s goingtobecomingalongwherewe do specifically look at sustainabledevelopment,sothat we’reable to balanceanydensityincreasesthatwehavewiththeactual tangiblelimits ofourecosystems and socialfabric of our communities,” saidLeonard.

Themayoralsospoke tothe importance ofimplementingdevelopmentcostcharges(DCC), whichchargesnew developments in ordertohelp fund the infrastructure necessary toaccommodatemorepeopleinacommunity.BowenhasDCC in place on parks,but not wateror sewage. “Wehave not had those for the 25 years since the municipalitywas created,and it’s unusualto see that acrossourotherneighbouring jurisdictions…itis work thathas to bedone if weare going tosustainablybuild newhousing while at the sametimemanagingourown costswithinthemunicipality to deliver the infrastructure,” said Leonard.

The mayor addedthiswouldpromptaninvestigationof where future growthshouldtakeplace on Bowen in orderto bestutilizeand establishtheinfrastructure madeavailable through increasedDCC.
