The Bowen Island Museum and Archives’ newest exhibit touches on community and connection to place through the Mount Gardner Park neighbourhood woven through the lens of the Eastman/McNeill family
Mack and Antonia Eastman are among the first to have settled in Mt. Gardner and passed on their love for Bowen to future generations As soon as Mack visited Mt Gardner he fell in love with the place and bought a cottage when he returned from World War I.
Mack and Antonia’s lives, while incredibly active and eventful, were shaped by their love for Bowen. Antonia’s vast array of paintings depicting Mt. Gardner’s landscapes and seascapes show her greatest artistic inspiration came from her surroundings. Following in her footsteps, Ian McNeill also took inspiration from his visits to Mt. Gardner for his own works of art.
Mt. Gardner has been shaped by the people who have called
it home and these people, including the Eastman/McNeills, have in turn been shaped by their time at Mt. Gardner.
The stories of the old Tea House, Endswell Farm, and copper mining interweave with the development of Mt Gardner’s unique history. Insights from Mt. Gardner current or past residents have been crucial in helping us recreate the evolution of the neighbourhood The construction of iconic buildings, such as the Tea House and Endswell Farm, the exploitation of the copper mine, and the passage of steamships at the government wharf, are all key moments that contributed to making Mt. Gardner the way it is today.
The stories of Alf Wells, Bill Leithead, James Mortons’ ‘The Dusty Road from Perth’ , and the Eastman/McNeill’s allow one to draw connections between the people of Mt.Gardner and the places they inhabited.
Charles McNeill, grandson of Mack and Antonia, was profoundly impacted by the natural environment and history of Mt Gardner Growing up while surrounded by such a spectacular scenery that is vehemently defended by the community inhabiting it influenced Charles’ career path. In addition to following in his grandfather’s footsteps, who
worked for the League of Nations, by working with the United Nations, Charles dedicated his life to environmental preservation and sustainability.
Join us at the museum to explore Mt Gardner Park and the art, history and family ties of the Eastman /McNeills. The opening reception is this Saturday, June 22 from 5 to 7 pm with guest speaker Charles McNeill as he shares stories of finding family roots and connections.

On the matter of Sewage
Mayor and Council,
Having recently obtained Snug Cove Sewer System (SCSS) Wastewater Treatment Plant (WWTP) effluent data back to 2013, I have analyzed this information to assist the Municipality in resolving the current issue of development restrictions within the sewage collection area. My motivation is for much needed developments such as Bowen Island Resilient Community Housing (BIRCH) to be able to proceed within Snug Cove without additional financial burden required by having to install an expensive in-ground sewage disposal system rather than connecting to the SCSS.
Various graphs of the Municipality’s data illustrate the following points (Graphs can be found in Section 12 of the Bowen Island Municipality council agenda - June 24, 2024.)
SCSS domestic sewage flows (i.e. from residences and businesses) have not significantly changed over the last 11 years, and during this period Inflow and Infiltration (I&I) events causing WWTP flows to exceed two times the Average Dry Weather Flow (2xADWF) have occurred annually, and with increasing severity and regularity.
Current Average Daily Flows (ADF) represent approximately 60% of the plant’s hydraulic capacity, and effluent quality is generally within provincially permitted levels with few anomalies
The dominant root cause of the peak flows is extraneous water I&I in the form of Rainfall Induced Infiltration (RII),
which generally requires CCTV inspection of the underground pipes and service lateral pipes to locate and correct defects (typically in the older parts of the system).
Of significance, on January 29, 2024 the data shows the WWTP hydraulic capacity being exceeded by a record amount (308 m3/d). Correlating rainfall data confirms that the mechanism for this I&I event is Rainfall Induced Infiltration (RII) due to the lag between rainfall and effluent response time The Municipality’s current strategy of addressing WWTP capacity issues is clearly not addressing the root cause of the issue and these types of events, and their magnitude and frequency, will only continue to worsen if the Municipality does not address its I&I issues underground within the collection area gravity sewer pipes and service connection laterals
Despite these storm-caused peak flows, provided that the Municipality adheres to Municipal Wastewater Regulation (MWR) Clause 44(1)(b) and develops and implements a Liquid Waste Management Plan and I&I reduction program, there is no need for development restrictions for properties within SCSS requiring sewer connections.
The Municipality should also adjust its effluent monitoring in anticipation of the federal Wastewater System Effluent Regulation (WSER) applying once annual ADF exceeds 100 m³/day
I urge Mayor and Council to scrutinize the Municipality’s current practice and policy regarding the WWTP issues,

Authenticity key for Indigenous Art Festival curator

The Authentically Indigenous Festival has been showing at the Hearth Gallery this month, featuring artworks by Indigenous artists. Special events have also been taking place, including a Youth Celebration, Artist Opening, and last Saturday an Indigenous Feast
Bowen artist Simon Daniel James is the guest curator for the festival, a role which saw him tasked with acquiring the many different pieces for the show. This wasn’t the first time Simon took on this job – in 2015 he curated the Authentically Aboriginal on Bowen art show, an event so well-received it earned praise from the United Nations Educational, Scientific and Cultural Organization (UNESCO) for its focus on authentically curated works. The show, presented by the Bowen Island Arts Council and Gallery @ Artisan Square, ran for a month and also included special events such as a feast.
Simon explains when he was approached by Hearth executive director Jami Scheffer about the possibility of putting on an art show, he recalled the success of the 2015 experience. They decided on the Authentically Indigenous Festival for 2024, updating the terminology and scheduling it to coincide with National Indigenous History Month in June. “I wanted to see if lightning can strike twice,” says James. Simon’s search included adults and kids, and locals and those living off-Bowen too, including some artists who were in the 2015 show. This wasn’t just phone calls either – Simon spent much of his time leading up to the show physically travelling up and down the coast to pick up artworks, from Victoria to Alert Bay, and out to Burnaby and Surrey too.
In keeping with the name of the festival, Simon – also known as Winadzi – had one main prerequisite for the artists: “They had to understand their culture and where they are from. That was the most important thing for me.”
Like 2015, a feast was also a focal event of this year’s festival. Originally scheduled to take place at Meadowbrook
Market, the host site was switched to the Hearth following the threat of inclement weather Following a performance on the Eagle Gathering Stage by James and members of his family, guests entered the gallery where they were treated to a canapé-style dinner prepared by local chefs Erik Miller and Jody Peck. Highlights included elk sausage and canoe potatoes
“Why we host a feast is to thank those who have witnessed what it is that we are showing, usually at a ceremony,” says Simon. The evening also included storytelling, and a silent auction with contributions from local individuals, groups, and businesses. Proceeds went toward Carrier Sekani Family Services
This Friday, June 21 – National Indigenous Peoples Day – Simon plans to return to the Eagle Gathering Stage to perform in a ceremony with members of his family He says performing the songs and dances of Kwakwaka’wakw Nation, which he is a member of, keep his children connected to their culture even if physically they are separated from their traditional Vancouver Island territory.
“We are so far away from our culture… so bringing their own culture into the picture, I think was very important,” explains Simon. Along with daughter Mizuki, the pair have been practicing dances performed during the festival at home in their kitchen for weeks. Simon’s son joins the performances through drumming. Given the distance, and influence of other cultures on Bowen, Simon takes the task of teaching his children seriously.
“If my children have not learned that, then it is my fault,” he says
James says he hopes the festival sparks a deeper understanding of Indigenous communities He points out that art is a powerful outlet for achieving this

Simon adds he’ll be fulfilled “If people can understand through this art show that these pieces have been created based upon the history of our people, the art of our people.”
The Authentically Indigenous Festival continues through June 30, with a celebration on National Indigenous Peoples Day (June 21) at 1 pm at the Eagle Gathering Stage.

Conservancy acquires second parcel of land for protection
BOWEN ISLAND CONSERVANCY
With thoughts to a living legacy, a local island family recently donated a 10-acre parcel of land to the Bowen Island Conservancy.
Their generosity has contributed to the protection in perpetuity of ecologically sensitive areas on our island. This is the Conservancy’s first acquisition of land donated under the federal Ecogifts Program. The lands met the requirements of the program – i.e. the lands were certified as ecologically sensitive, the first step in initiating the ecogift process. “Ecologically sensitive lands are areas or sites that currently or could, at some point in the future, contribute significantly to the conservation of Canada’s biodiversity and environmental heritage.”
The program provides significant tax incentives to landowners, for both fee simple donations and for conservation covenants if landowners wish to retain ownership.
Over three years ago, the Conservancy received a financial donation that enabled us to purchase 32 acres at the Cape which is now known as the Wild Coast Nature Refuge (WCNR). This land is recovering from the scars of development, bouncing back with an abundance of bat species, rare plants and ecosystems, amphibians, reptiles, birds, and the coastal Douglas fir and rare juniper trees.
Expert volunteers donate their time to manage invasive species at the WCNR, initiate research projects and design and develop public trails. We have been very pleased with public reaction and support for our efforts to protect the fragility of this precious place, and to respect the goals of the Conservancy, particularly honouring our request to not bring dogs
Through a new initiative called ‘Caring for Nature’, the Conservancy is encouraging our community to consider various options for taking special care of this island. To learn more about the Conservancy and our work, please visit our website: https://bowenislandconservancy.org

John Hooper graduated with a Master of ArtsinDisasterandEmergencyManagement from Royal Roads University in the Spring of 2024. John is a full-time Firefighter with the District of North Vancouver. John moved to Bowen when he was 1 month old and attended BICS, IPS, and West Vancouver High School before getting his Bachelors of Business from Western University in 2014. Message from incoming IPS Head of School Brad Carter
Dear Class of 2024,
Just a week after I landed back on Bowen Island after nearly a decade away I’m buzzing down Carter Road to Island Pacific School on my e-bike – in a suit. Having escaped from my jacket, my tie streams out behind me like a banner in the wind. Even as I dismount, it still seems to dance about excitedly while I untuck my right trouser leg from my sock and slip my pack off my shoulders I remove my helmet, flatten my hair, and retrieve my wayward tie. Buttoning it under my jacket, I give my lapels a firm tug as if to say to the tie, “Behave now!”
Jennifer Henrichsen, our assistant head of school, calls out from the front entrance, “Welcome back! You’re looking sharp!”
“Masterworks presentations start today!” I reply, unable to hide my own excitement. “Wouldn’t miss this for the world.”
And I truly mean it I returned from Tokyo a month before my official start date of July 1, just to catch your Masterworks presentations.
Now Island Pacific School isn’t a jacket-and-tie place, except, as I believe, on Masterworks days. My suit is my way of showing you respect for all the hard work you’ve put in during your time at the school.
Masterworks, you know too well, maybe, is the school’s capstone project and a graduation requirement. You’ve been mentored by faculty and expert advisors leaders in their fields through a year-long self-selected, self-directed body of work that you’ve now publicly presented and defended at the end of your Grade 9 year. Some of you chose to write 30-page research papers, like “An Evaluation
of Extended Reality in the Classroom.” Others of you set up businesses, like bizzr T-shirts (@bizzrthreads on Instagram). Some of you created works of art, like the animated short film, “Donut.”
Whatever you chose, completing a Masterworks project is a significant achievement in your life, one you might not experience again until university or well into your first jobs It’s one of the key reasons I came back to serve this school.
I’ve been fortunate to work in and on schools around the world, and I can say, reasonably objectively, that Island Pacific School is one of the best. Who could turn down the opportunity to work with such curious and courageous young people such as you?
There are 327 students before you who have also met the challenge of a Masterworks project and graduated from Island Pacific School. And I take my bike helmet off to all of them. But to the 17 of you who make up the class of 2024, I have a special note:
At Island Pacific School, we say that school is where you learn how to take your seat at the table, so to speak, where people talk about the so-called Great Conversations, the big questions about how we live and grow together on this planet Earth. You’ve shown that you deserve that seat and that your contributions will be important.

You might be worried about going away to university/college/trade/art school and, to be fair, there is a lot to worry about. The Bowen Island Community Foundation wants to make taking the leap just a little bit easier for you
“How?” you ask. By offering up a cornucopia of scholarships and bursaries (“cornucopia” is a bit strong perhaps an “ensemble”). We’ve recruited Hudson Stiver, university student and a past recipient of the Aaron Sluggett Memorial Scholarship, to shed some light on the situation.
How did winning the scholarship help you?
Winning the Aaron Sluggett Memorial Scholarship helped immensely during my first year of university, in a time where every dollar counts. Using the scholarship to contribute to my tuition allowed me to funnel more time into my academics It allowed me to focus on understanding new expec-
tations that were different from what I had experienced in high school. Being able to focus on my school allowed me to take full advantage of the classes, extracurriculars, and opportunities that my university had to offer, rather than focusing on meeting my tuition and living costs It lifted what would’ve been a weight off of my shoulders, and allowed me to thoroughly enjoy my first year of university
Was it difficult to apply?
I found it incredibly easy to apply to the Community Foundation’s scholarships It was easy for me to provide a community reference and a transcript with my high school grades, which meant that two-thirds of the process was already completed By dedicating a couple of hours establishing my connection to Bowen Island, I was able to create my applications for two community foundation scholarships over one weekend of work
What would you say to anyone who is on the fence about applying?
Go ahead and do it! The applications are easy to complete and by putting in a couple hours of work you could ease your financial stresses during your first year of university
Any words of wisdom for someone entering their first year at university?
My best advice would be to make the most of every experience. Some people might feel a bit nervous when embarking on a new experience, but it is important to know that
there are so many people in the same boat. By taking advantage of the opportunities your institution has to offer, you can create bonds with like-minded people and establish lasting friendships. First-year goes by quickly, and by taking the opportunities that come your way you can ensure that you look back at that year with a sense of fulfilment rather than a sense of regret

Many nights at Snug Cove Field it’s less about the final score (though the Shakers did earn kudos for their 16-6 win over the Brewers on Monday) and more about the experience of an evening at the ballpark. Part of the fun is the excitement of our handy helpers, the Bowen kids who eagerly sprint to every foul ball and home run which leaves the yard in order to 1) claim bragging rights as fastest kid at the field and 2) collect a nice bit of change which can go home to a piggy bank or, often more immediately, up to the General Store near the end of a game. Monday was a prime night to be at the park - in addition to a flurry of foul balls which made it over the fencing, each of (L-R) Mike V, Eric Michener & Doug Durrant served up the always enticing home run ball (James Winckler added one for the Brewers too), adding to their team’s score and causing a stampede of kids rushing for the $1.25 reward.
