The President’s and Ladies’ Forums were conducted via email because of circumstance. Fifty two clubs from a total of sixty five clubs responded, resulting in a clear direction for the relevant committees leading into next season.

BOWLS WA REPORTS - CEO Chief Executive Officer Report

Much will be written about these several months, the decisions taken, the outcomes good and bad from those decisions and at the end of it all, how our sport is placed to continue into the future.

The season we did have Of course, 95% of the season 2019/20 was completed with many highlights.

Ken Pride

The Manning ladies are to be congratulated on a quite magnificent record, as they again took out the Premier League title. Good sides find a way to win and although challenged along the way, including a fine grand final against perennial competitors Mosman Park they again stood up when required.

Similarly, our Men’s Pairs and Fours and Ladies’ Fours winners. It is with regret we will have no opportunity to finalise our outstanding state events prior to the required “cut-off” date in October. For me other highlights included the Bushfires

Charity Match, arranged by South Perth’s Ashley Sharp – a fantastic evening and initiative which was warmly embraced by the WA bowls community. The night featured several highlights but the rink of Sheppard, Hogg, Andersen, Dunn, Glasson, Ball, Packer and Krstic was a feature and many thanks for their willingness to be involved. The hosting of a national event is all too rare in WA. Great plaudits from players and Bowls Australia were directed to South Perth for their hosting of the National Champion of Champion Singles. It was an excellent event, run simply but very thoroughly with the players in mind at all times – well done. It was with great regret that Ladies Country Week was cancelled due to COVID-19.

Bowls Managers in Steve Unsworth and Clive Adams have worked hard to present to clubs their options and advice in many matters. That advice has assisted clubs in sorting through the maze of information put forward by the various authorities. To the Board and its support of the staff many thanks over some trying times. President Kerry has signalled her intention to retire at the Annual General Meeting after ten year’s service on the Board with the last 3 ½ years as President. It is to be remembered that Kerry took on the President’s role following the passing in office of Graham Leeks and in that time her compassion and demeanour has been evident for all who know her. Her calmness and balanced view around the Board table, representing WA’s interests nationally and in the public arena has raised the profile and standing of the position. Her personal support of myself has been much appreciated and in many ways she will be irreplaceable.

Records suggest that apart from the AWBC national carnival in 1992-93 and the WALBA Jubilee Carnival in 1984-85, the only time the event was cancelled was in 1978-79 due to rain. This has also cruelled the awarding of a Ladies Country Bowler of the Year, given the loss of Also, to Board stalwart in Hendy Cowan, who the backbone of the award. BOWLS WA REPORTS - BOWLS MANAGEMENT Bowls Management Committee

Well what a year with all the turmoil a virus can cause, and it certainly is not finished.

All of these committees are making and proposing ideas and discussing varying options to facilitate the games growth and future. With all decisions and outcomes sometimes, they are wrong or maybe not successful. We must be able to accept change, make amendments, retry until we get it right.

We must all work together to grow our sport, we need your support and help as do all of our bowling clubs. BOWLS WA REPORTS - COUNTRY Country

This has been a year that none of us would have experienced in our life time. Clubs have had to shut completely because of Covid-19. This means no way of trading, but clubs are still required to pay overhead costs.

Ross Warburton

In these unprecedented times the Federal and State Governments have offered stimulus packages to Clubs and Bowls WA. Because of these stimulus packages Bowls WA will be reducing affiliation fees by 20% for the 2020/21 season. Some clubs have also been able to apply for the Job keeper subsidy and would have received the $2500 credit on their power bills offered by the State Government. If you are unsure about these packages contact the RBM for your area who will be able to help. This year’s Women’s Country Week had to be cancelled however the Men’s Country Week was completed before the lock down. Congratulations to Matthew Mitchell on winning the Singles Title and also winning the Pairs Title with partner Jon Sharp from Emu Point. Congratulations to Will Hyatt, Rob Tiller, Bob Tiller and Jason O’Brien on winning the Fours Title. This year the Bignell Shield for the most outstanding Club was won by Emu Point Bowling Club.

I would like to thank Aaron Delaporte for the time and effort he has put into getting the Bowls Link program up and running. I think we all experienced a few issues with the new system last year. In these times, Government regulations require us to do things differently. Aaron has made some changes which will make it easier to record pennant results and enter details of new members. By now all clubs should be aware of the new formula for determining each clubs affiliation fee for the 20/21 season which will be determined by the number of green dots allocated to active members on the Bowls Link system. I would ask administrators of clubs to contact your RBM to help determine how your club will determine who is classed as a playing rights member. This year the Annual Awards Night had to be cancelled because of the lockdown. However we are still asking clubs to forward nominations for the Annual Awards. Nominations forms have been sent to clubs to fill in with a restricted Awards Night to be held later in the year for Clubs and recipients of individual awards being invited. I would like to take this opportunity to thank Clive Adams and Steve Unsworth for the work they are doing to help country clubs. They are employed by Bowls Australia to draw up strategic plans and to give guidance on running clubs. They will also help with applications to obtain any DSR money.

Sincere thanks to Ken Pride and his office staff for their continued support and I wish all League and Zone representatives all the Congratulations to the Southern Zone on best for the coming season. winning the Women’s IZRR Pairs at Jurien Bay and the South West Zone on winning the Men’s IZRR fours in Kellerberrin for the fourth Ross Warburton year in a row. The women’s IZRR Fours to be Country Director held at Albany in April had to be cancelled because of the lock down.

BOWLS WA REPORTS - CLUB DEVELOPMENT Club Development

The Club Development Committee (CDC) is responsible for providing support and assistance to clubs and their members, in whatever form that may take.

WA Vision for Bowls to be recognised as a sport of choice. This is something that will be gradual and requires a long-term strategy and investment that will bear fruit in future years. The key highlights have included:

Gotta Love the Bowlo Vince Del Prete

The CDC works within a tight budget to achieve this objective along with promoting the sport on behalf of clubs to the public of Western Australia. The continued focus areas were: • Governance: Strategic, Operational, Risk Management Plans and strategies; • Financial viability: Sound and accountable financial management, Cash flow and investment management; • Membership recruitment: management and marketing, retention targets and strategies;

In line with this strategy the Gotta Love the Bowlo moved into its third year of implementation with three radio campaigns split over two periods. These were targeted in the peak times of bowls season from October to November 2019 and from January to February 2020 with one being in the regional areas of WA and the other two with community radio stations being north 89.7FM and south 91.3 Sport FM. Two more online video were delivered promoting the family aspect of the sport with the Smith and Roemermann families highlighted. These achieved a digital reach of over 10,000 views each. The CDC will continue to evaluate the effectiveness of these campaigns and how we should proceed moving forward.

• Club environment: Activities and events, Member surveys and Volunteer Winning Drive Management Plan; A successful first year of the Winning Drive • Promotion and development: Strategies program saw staff conduct a number of (community bowls, Jack Attack, attractive training and development opportunities for Clubs. BOWLS WA REPORTS - HIGH PERFORMANCE High Performance

In 2019 a re-vamp of the Bowls WA HighPerformance structure was initiated with the appointment of a combination of new and existing positions.

Add to these two impressive results, wins in the Pairs and Triples minor play-offs rounded up the positive finish for WA Boys.

Denise McMillan

The new appointments now look like this:

The junior girls faced the challenge of being new representatives to National Games. A win in the Finals gave fifth place to the Pair team of Emmalyn Aarts and Ruby Leggett along with a sixth in Singles and eighth placement in the Fours and Triples. With more experience under their belts they will be players to watch in the future. A big thank-you to Akasha Fortune, player at Sunbury Victoria, who represented WA in the Triples and Fours – her efforts were appreciated.

Senior Sides Championships Under 18 National Championships The 2019 Junior Side Series played at Bendigo Bowling Club, Victoria, from October 2 to 4. Sectional play proved to be difficult; however, the boys fought back and won all final games in their respective sections. In the Singles there was a hard-fought battle resulting in Jack East bringing home GOLD – a great result from last year’s already impressive Silver and a fitting tribute to Jack’s last year in the Junior Side. In the Fours Marcus Simpson (sk), Patrick Quinlan, Segan Pasalich, and Cory Day had a great game in the Bronze final to bring home the Trophy.

The 2019 Senior Side Series were played at Ettalong Bowling Club, New South Wales, between October 21 to 24. The men’s side, aided by Manager Roger Barns and Selectors Brian Burton and Geoff Whyatt, finished with four wins and three loses for a final placement of 4th.- this was erroneously reported as 5th place in the Bowlslink system which was still in development. The winner of the McKenzie/Barns medal was won by John Goddard and congratulations to Grant Nicol and Stephen O’Neill for playing their 50th Senior Representative game.

The women’s senior side had a rough start to the series with both the Manager, Sue Hogg, and Selector, Helen Stevens, withdrawing from attending. This resulted in Kaye Blackwell wearing multiple hats as the only attending side Manager and Selector. In addition, three of the women’s most experienced players also withdrew and replacements were submitted.

Open State Championships The 2019 Open Side Series was held at Ettalong Bowling Club (reported in 201819 Annual Report) with the intention of the normal April time slot for 2020 to be moved to October where ALL Side events would be hosted at the same venue, creating a super event called ‘The Nationals’. Unfortunately, due to the unprecedented arrival of the international COVID-19 Pandemic this new event was cancelled due to isolation requirements and difficulties travelling interstate. We look forward to having “The Nationals” inaugural debut in October 2021 after what is possibly the longest period wait for a State Championships since WA begun competing in the early 1960’s.

Despite these hurdles, the women proceeded with a strong fight that saw them almost finish in 3rd but ultimately ending in 5th place. The rink skipped by Noelene Abe with Linda Warburton, Bev Davidson, and Irene Arndt finished as the 3rd best rink over the competition and in a Bowls Australia new initiative to select an Australian Senior Side to play New Zealand, Noelene Abe was selected to represent Australia as one of five ladies selected. Noelene also took out the female bowler of the tournament to snag the Denise McMillian Beryl Brennan Award for a very productive High Performance Officer side series. ♦ 2019 Bowls WA Senior Side @ Ettalong NSW

BOWLS WA REPORTS - FIXTURES & EVENTS Fixtures & Events

As a volunteer group the BWA Fixtures & Events (F&E) committee, with the support of Pieter Harris as Staff liason, attempt to provide a structure to the WA Bowling Community Derek Boardman by delivering Pennant competitions, State Championships, Over 60’s events, Under 18 Championships, Country Weeks and other major bowls events.

before changes or decisions are implemented. The members of this committee form a vital connection with the bowling community of which they are all members. I thank them for the support and encouragement they give to the F & E committee. The participants entering both Men’s and Women’s State Events during the year have maintained their numbers compared with the past few years, with continued increases in the Mixed Events and the Masters Tournaments. Pennant team numbers continue to fall in Men’s Thursday and Saturday Pennants and although there was also a fall in Ladies’ Tuesday Pennants there was a continued rise in Ladies Saturday Pennants Teams. The BWA Board 2025 Sub-Committee continues to look into how improvements can be made of the Pennants programme even though the 2019-20 changes to Men’s Thursday Pennants wasn’t well received and will revert to the “normal” format for the 2020-21 season.

In order to do this, my committee dedicates many hours involving planning and drafting calendars, reviewing and updating Field of Play and Conditions of Play documents (all during the bowling off season), adjudicating pennant disputes, organising draws and venues for events and then attending the events to oversee the The problems encountered at the end of running of them. the season due to the Covid-19 Virus were The F&E committee is currently made up of five unfortunate, unavoidable and outside of our men and three lady members who are all active control. I thank them for their commitment and, as a bowler, I appreciate the fact that without them Bowls WA would not be able to provide the competition structure that it currently does.

I also thank the match officials and umpires from the clubs that make their greens available for State Events, Country Weeks and the numerous Pennant games. Without your help and your club venues these events could not take place. To the greenkeepers and greens committees who provide us with great facilities thanks for your cooperation, especially at short notice on occasion. The Bowls Management Committee (BMC) is made up of another group of volunteers who represent bowlers throughout the state. They play an important role in considering recommendations made by the F & E committee

16

My final thanks go to the BWA Board and Staff members who have encouraged and supported our committee throughout the past year. However, the pool of volunteers from the bowls community appears to be drying up and I implore lovers of the sport of bowls to consider taking on a role within the F&E Committee. If you have ideas, suggestions or skills to offer that will support or improve our great game then bowls needs you now. Rather than just complain and moan within your Clubs, join the F&E Committee and help to make a positive difference to our sport.

BOWLS WA REPORTS - GREENS & INFRASTRUCTURE Greens & Infrastructure The Greens and Infrastructure Committee reported an increase in bowling green standards for the start of the 2019-2020 Metropolitan Pennant Season.

From all reports, under difficult circumstances with the weather, this year’s Men’s Countryweek greens were of the appropriate standard for such an important event on the Bowls WA calendar. In fact, all greens for this year’s state events were very good, with finals venues in particular presenting a great surface.

The Committee continued with the introduction of electronic inspection sheets for the annual green’s inspections in October. BOWLS WA REPORTS - UMPIRES course modules with the requisite equipment and venue facilities being made available at times that they may not otherwise have normally been open. Courses in the Metro area are intended to be offered during September, with notices sent to Clubs, with lists of their own Officiating capacity as per the latest update of the database (some may have moved clubs or retired, etc. in the meantime but may be included in the list).

Umpires This past year have seen a number of changing conditions as far as Officiating is concerned and, like the rest of our and other sports, has also been impacted by outside influences beyond all expectation.

Michael Garratt

The attempt at instilling a new focus of interest in the sport by the modification of the midweek Men’s competition to sets play highlighted the need for some Umpires to raise their awareness of the variants of our game regulations. This is achieved by continued review to maintain our knowledge of all aspects of the statutes governing our Sport of Lawn Bowls. 2019-20 also saw the completion of the transition from the previous grading of Umpires to the Marker, Measurer and National Umpire accreditation processes introduced in 2015, with previous Level 1 & 2 Umpires re-accrediting, after their 4-year terms, to National Umpire status with the introduction of a long neglected focus through the Marker module. This latter inclusion has seen the gradual improvement in singles competition play by qualified Marker participation from both the player and spectator perspectives. With the end of this transition, the format of our courses for Umpires has also modified somewhat in the re-accrediting of Umpires not needing to sit the full Marker module, only having the addition of 5 task-specific checks on Marker skills added to the simplified re-accreditation process. This will necessitate a slight change to the conduct of courses within the Metro area with potentially separate venues and/or dates for new and re-accrediting Umpires. Covid 19 has added an extra factor to the considerations of how, when & where to conduct the necessary assessments through the extension of the expiry of previous qualifications to allow late re-accreditation. There will most likely be a bigger reliance on clubs to offer Covid-safe hosting of some of the

18

Country Leagues may have similar issues with courses in their areas with the catch-up following the isolation restrictions being lifted. There had been a hope that WA would gain more of the World Bowls accredited, International Technical Officials with 4 applicants having been accepted for assessment in March which was then postponed, for at least a year, through the pandemic and lock downs. The current Officiating numerical statistics appear to have been reasonably static on a Statewide basis, reflecting the broader state of membership movement, when viewed simply as total numbers, but they are still a little skewed by the fact that some Clubs & Leagues are more diligent in maintaining their respective essential capabilities, others find it more difficult to do so. Reiterating past years comments, clubs in particular need to ensure they attribute a higher responsibility to their members toward the clubs’ Officiating obligations, if they are to continue as viable sporting entities. Officiating Presenters & Assessors numbers have remained the same, but there is still a need for new capable applicants to ensure a continued succession of quality P&A’s to maintain the current high standards of Umpire training. Last but not least, this Committee would like to thank those clubs for the absolutely vital level of support they have provided this past year in allowing the use of their venues for the Metro courses.

BOWLS WA REPORTS - INCLUSIVE PRACTICES Inclusive Practices

2019-20 was a year of progressive inclusiveness with our long running Kardinya BowlAbility program gaining new members, many who were prior players returning to the game after personal illness.

2020 was meant to be WA’s first time hosting these Sides Championships and plans were well under way with host club Warnbro when the event was cancelled for 2020 and postponed to 2021. Why? The international Pandemic called Covid-19! We will keep our fingers crossed for the 2021 event to proceed successfully.

Denise McMillan

A 24% growth in participants at the All Abilities State Championships, and our state Sandgroper Armed bowlers pushing their way up the ladder at the National Bowling Arm Sides Championships were highlights.

National Arm Championships The 2019 National Bowling Arm Sides Championships were hosted at Tranmere Bowling Club in Adelaide, South Australia, from September 9th to 12th. This event pits State versus State vying for individual Shields as well as honouring overall Winner and Runner Up at a National level. The format is a State Side of 18 players who rotate through sectional play of Fours + Singles and Pairs + Triples. The only condition on Side selection is the requirement of two female players, otherwise there is no restriction including age.

♌ 2019 WA Sandgropers Bowlers Arm Team @ Tranmere SA

20

The WA Side, known as the Sandgropers, have been involved in this event for three years and are moving their way up the ladder coming last in 2017, 5th in 2018, and 3rd in 2019! The Side improved tremendously using a new training and competition format created by WA Coordinator Laurie Blurton. Additionally, WA also won three of the five available interstate Shields against Queensland, South Australia, and Tasmania! The two States ahead of them were Victoria achieving Gold (winners since the inception of this event) and New South Wales earning Silver. Another impact of the Pandemic was the postponement of the 2020 State Bowling Arm Championships. Currently the format is Singles and last year was the inauguration of this event. This event which is hosted at Warnbro Bowling Club will now be held on October 5th and 6th 2020 and will be reported in the 2021 Annual Report!

All Abilities State Championships The 2020 All Abilities State Championships were played over the leap-year weekend of February 29th and March 1st at Kardinya Bowling Club with 38 participants in four categories of Deaf, Intellectual and Physical Disability, and Vision Impairment. This is a 19% growth from 2019 – we continue to look for players in our bowls communities who would like to participate in an event they can call their own, play amongst their peers, and compete for the rare opportunity of state recognition.

A huge thankyou to Kardinya Bowling Club for again hosting this fantastic event … now having completed its sixth year … and all the volunteers who made this happen. Without Clubs who support Inclusive Community Initiatives we would not be able.

What fun everyone had! Lots of laughter and plenty of competitive bowls marked the weekend with players participating in Singles amongst the four categories and Pairs in the Combination (Intellectual & Vision), Deaf and Physical categories. Bowls WA thanks all players for their participation, determination, and physical stamina for playing Denise McMillian up to five timed games a day of 1 ¼ hours … this equates to 6 hours and 15 minutes daily game time. High Performance Officer Also, a special thank you to Auslan Interpreter Tara Ulrich who volunteers her time to come to our Opening and Closing Ceremony to provide Auslan to our Deaf Bowlers … this is an invaluable service! Special mention also to David Ravlich for providing interpreting in-between … without his help this job would be hard to do.

BOWLS WA REPORTS - FINANCE Finance

The Association started the 2019/20 year projecting a mid-sized deficit (after depreciation) of $40,371, knowing we had capacity to see improvements during the year.

costs across many areas – High Performance; Board Costs, Country; Employment, Club Development, Awards Night etc. Also, some savings due to a change in Bowls Australia’s method of recouping funds for the Regional Bowls Managers and the delays with Bowls Link becoming fully operational. The outcome overall a significant cash surplus (after depreciation) of $154,944. Lisa Featherby

Little did we know that Covid-19 would come along at seasons end and have such a significant impact.

Financial Outcome Bowls WA had already managed to overturn the deficit by meeting various operational objectives set by the WA Government with an increase in their funding support of Bowls WA by $30,000. As an Association we work hard to meet the requirements of Government in areas of Best Practice Governance and Financial Management, Participation and Inclusion and High Performance, so that we can maximise the support they provide. It is an important area that we continue to focus on. The ability to secure income to supplement that raised from Affiliation Fees is an important objective, so Government Support, Strategic Partnerships and Sponsorship are a key focus.

The positive outcome from 2019/20, and secure financial position of Bowls WA provides us some flexibility to support all our clubs in the coming season. All the support that has been provided by Government, by Synergy, savings made due to the cancelling of the National Sides and other key areas of expenditure will be returned to clubs by way of a 20% discount on Affiliation Fees for 2020/21. There are plenty of unknowns at this point and the financial landscape continues to change so we continue to evaluate options where we can be of assistance.

2020/21 Budget We are budgeting on the season starting up on time and a resumption of a “normal” pennant season, with a return to full competition. Whether that is possible is still unclear but at this stage it looks very positive. The lasting/ongoing impact of Covid-19 on clubs, on pennant sides and on playing members is unknown so any forecast at this stage is fraught with uncertainty, but we have to start somewhere in terms of projections. On the strength of these assumptions; and given the budgeted support to all clubs we will be predicting a sizable deficit of $108,100.

Given Covid-19 Bowls WA was the recipient of the Federal Government’s Cashflow Boost funding with the first tranche received in this financial year of $28,743; with more funds to follow in 2020/21; approximately $89,000 in total. Synergy also provided a handy rebate of $7,500 which assisted in total income for 2019/20 exceeding forecasts by over $94,000. Given the good results from last season, The main area of change was in cost savings and in previous years this deficit will not with expenses down over $102,000. Much jeopardise our longer term financial viability of it a consequence of Covid-19, with and still gives us some flexibility to assist competitions cancelled and a reduction in clubs in hardship.

In listening to the concerns of the membership, and as part of the ongoing review process the Affiliation Lisa Featherby Review Committee have had numerous Finance Director discussions and reviewed many different models for charging. We do maintain a useful buffer with the Association’s conservative IOOF Investment. This too took a significant hit but if we can maintain it into the long term it will no doubt continue to provide some income into the cashflow and return to previous levels.

The system for 2020/21 based on a club member “playing rights” has been possible due to the new Bowls Link system so any club member that plays pennants, club championships or State events will be used to assess the Club Affiliation Fee. Bowls Link also gives us the ability to track these numbers per club and so avoid the situation where clubs misreported the membership information (either deliberately or inadvertently). We do not intend to levy social members, Barefoot bowlers, Bankers etc and how the individual clubs charge these members/players is up to them. It is therefore important that clubs correctly define their membership within Bowls Link. The new Affiliation Fee model results in some clubs having a reduction in their fee and others a similar increase but we believe this system will ultimately be seen by all clubs as fair and equitable across the membership. It is disappointing to hear criticism of Bowls WA for “having too many staff”; or “wasting money”. I can assure members that money

Statement of Compliance The special purpose financial statements have been prepared in accordance with the requirements of the Associations Incorporation Act 2015, the recognition and measurement requirements of the Accounting Standards, and the disclosure requirements of those of the Accoun ting Standards that apply to non-reporting entities. Specifically, the following accounting standards have been applied: AASB AASB AASB AASB AASB

101 – Presentation of Financial Statements 107 – Statement of Cash Flows 108 – Accounting Policies, Changes in Accounti ng Estimates and Errors 1048 – Interpretation of Standards 1054 – Australian Additional Disclosures

New Accounting Standards and Interpretations In the current year, the Association has adopted AASB 15 Revenue from Contracts with Customers, AASB 16 Leases and AASB 1058 Income for Not-for-Profit Entities from 1 May 2019 which resulted in changes in accounting policy. In accordance with the transitio n provisions in AASB 15, AASB 16 and AASB 1058, the Association recognises the cumulative effect if initially applying these standards as an adjustment to the opening balance of retained earnings. The adoption of these new and revised Standards and Inter pretations did not have any effect on the financial position or performance of the Association. Australian Accounting Standards and Interpretations relevant to the Association that have recently been issued or amended but are not yet effective, have not been adopted for the annual reporting year ended 30 April 2020. These Standards and Interpretations are listed in the following table:

AASB 2018-7

AASB 2018-7 principally amends AASB 101 and AASB 108. The amendments refine the definition of material in AASB 101. The amendments clarify the definition of material and its application by improving the wording and aligning the definition across t he Australian Accounting Standards and other publications. The amendment also includes some supporting requirements in AASB 101 in the definition to give it more prominence and clarifies the explanation accompanying the definition of material.

Amendments to Australian Accounting Standards – Disclosure in Special Purpose Financial Statements of Notfor-Profit Private Sector Entities on Compliance with Recognition and Measurement Requirements

AASB 2020-1

Amendments to Australian Accounting Standards – Classification of Liabilities as Current or Non-current

When these amendments are first adopted for the year ending 30 April 2021, there will be no material impact on the financial statements. AASB 2019-4 amends AASB 1054 Australian Additional Disclosures to add requirements for not-for-profit private sector entities that are required to apply AASB 1054 and are preparing special purpose financial statements to disclose information about those financial statements, including information that enables users of the financial statements to understand whether or not the accounting policies applied in the financial statements comply with all the recognition and measurement requirements in Australian Accounting Standards, including AASB 10 Consolidated Financial Statements and AASB 128 Investments in Associates and Joint Ventures. When these amendments are first adopted for the year ending 30 April 2021, there will be no material impact on the financial statements. This Standard amends AASB 101 to clarify requirements for the presentation of liabilities in the statement of financial position as current or non-current. For example, the amendments clarify that a liability is classi fied as non-current if an entity has the right at the end of the reporting period to defer settlement of the liability for at least 12 months after the reporting period. The meaning of settlement of a liability is also clarified. When these amendments are first adopted for the year ending 30 April 2023, there will be no material impact on the financial statements.

FINANCIAL STATEMENTS BOWLS WA REPORTS - FINANCIAL STATEMENTS NOTES TO AND FORMING PART OF THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30TH APRIL, 2020 2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES (Cont.) Significant accounting judgments, estimates and assumptions The carrying amount of certain assets and liabilities is often determined based on estimates and assumptions of future events. The key estimates and assum ptions that have a significant risk of causing a material adjustment to the carrying amounts of certain assets and liabilities within the next annual reporting year are: (i)

Estimation of useful lives of assets

The estimation of the useful lives of assets ha s been based on historical experience as well as manufacturers’ warranties (for plant and equipment) and turnover policies. In addition, the condition of the assets is assessed at least once every year and considered against the remaining useful life. Adjustments to useful lives are made when considered necessary. (ii)

Revaluation of land and buildings

The Association uses valuation techniques in determining the fair value of the land and buildings. This involves developing estimates and assumptions consistent with how market participants would price the land and buildings. Cash and cash equivalents Cash and cash equivalents in the statement of financial position comprise cash at bank and in hand and short term deposits with an original maturity of three months or less, that are readily convertible to known amounts of cash and which are subject to an insignificant risk of changes in value. Inventories Inventories are measured at the lower of cost and net realisable value. Net realisab le value is the net selling price in the ordinary course of business, less the estimated costs of completion and net selling costs. Property, plant and equipment Freehold land and buildings are shown at their fair value (being the amount for which an a sset could be exchanged between knowledgeable willing parties in an arm’s length transaction). Valuations are performed whenever the Board believes there has been a material movement in the value of the assets, or at least every five years. Increases in the carrying amount arising on revaluation of land and buildings are credited to a revaluation reserve in equity through other comprehensive income. Decreases that offset previous increases of the same asset are charged against the related revaluation reser ve through other comprehensive income; all other decreases are charged to the statement of profit or loss and other comprehensive income. An annual transfer from the asset revaluation reserve to retained earnings is made for the difference between depreciation based on the revalued carrying amount of the asset and depreciation based on the asset’s original cost. Any accumulated depreciation at the date of revaluation is eliminated against the gross carrying amount of the asset and the net amount is restated to the revalued amount of the asset. Plant and equipment is stated at historical cost less accumulated depreciation and any accumulated impairment losses. Such cost includes the cost of replacing parts that are eligible for capitalisation when the cost of replacing the parts is incurred. All other repairs and main tenance are recognised in profit or loss as incurred.

BOWLS WA REPORTS - FINANCIAL STATEMENTS FINANCIAL STATEMENTS NOTES TO AND FORMING PART OF THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30TH APRIL, 2020 2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES (Cont.) Property, plant and equipment (cont.) The cost of each item of property, plant and equipment is written off over its expected economic life, adjusted for any salvage value if applicable. The depreciation rates used for each class of property, plant and equipment are as follows:

Buildings and building improvements Motor vehicles

The depreciation methods used are Prime Cost for Buildings and Diminishing Value for all other classes. Assets of $300 or less are fully depreciated in the year they are purchased .

Derecognition

An item of property, plant or equipment is derecognised upon disposal or when no further future economic benefits are expected from its use or disposal.

Impairment

Property, plant and equipment is reviewed for impairment if there is any indication that the carrying amount may not be recoverable. Employee entitlements Liabilities for wages and salaries, including non -monetary benefits, annual leave and long service leave expected to be settled within 12 months of the reporting date are recognised in respect of employees’ services up to the reporting date. They are measured at the amounts expected to be paid when the liabilities are settled and reported as current liabilities in the statement of financial position. Revenue recognition Revenue comprises revenue from affiliation fees, sale of goods, rental income, interest revenue and other income. (i)

Affiliation fees

Revenue in relation to affiliation fees is recognised over the period the performance obligation is met. (ii)

Sale of goods

Revenue from sale of goods is recognised when the control of goods passes to the customer. (iii)

Rental income

Rental income arising from agreements is accounted for on a straight -line basis over the agreement terms and included in revenue in profit or loss. (iv)

34

Interest revenue

Revenue is recognised as interest accrues using the effective interest method. This is a method of calculating the amortised cost of a financial asset and allocating the interest income over the relevant year using the effective interest rate, which is the rate that exactly d iscounts estimated future cash receipts through the expected life of the financial asset to the net carrying amount of the financial asset.

BOWLS WA REPORTS - FINANCIAL STATEMENTS FINANCIAL STATEMENTS NOTES TO AND FORMING PART OF THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30TH APRIL, 2020 2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES (Cont.) Revenue recognition (cont.) (v)

Grant income

Grant income for contracts with sufficiently specific performance obligations is recognized over time as the performance obligations are satisfied. Grant income for contracts that do not have sufficiently specific performance obligations is recognized immediately upon receipt. (vi)

Other revenue

Other revenue is recognised when the Association gains control, economic benefits are probable and the amount can be measured reliably. GST Revenues, expenses and assets are recognised net of the amount of GST except: •

when the GST incurred on a purchase of goods and services is not recoverable from the taxation authority, in which case the GST is recognised as part of the cost of acquisition of the asset or as part of the expense item as applicable, and receivables and payables, which are stated with the amount of GST included.

Commitments are disclosed net of the amount of GST recoverable from, or payable to, the taxation authority. Income taxes The Association is exempt from income tax under Division 50-A of the Income Tax Assessment Act 1997. Financial instruments

Recognition, initial measurement and derecognition

Financial assets and financial liabilities are recognised when the Association becomes a party to the contractual provisions of the financial instrument and are measured initially at fair val ue adjusted by transactions costs, except for those carried at fair value through profit or loss, which are initially measured at fair value. Subsequent measurement of financial assets and financial liabilities are described below. Financial assets are derecognised when the contractual rights to the cash flows from the financial asset expire, or when the financial asset and all substantial risks and rewards are transferred. A financial liability is derecognised when it is extinguished, discharged, cancelled or expires.

Classification and subsequent measurement of financial assets

The Association classifies its financial assets in the following measurement categories: • those to be measured subsequently at fair value (either through OCI or through profit or loss), and • those to be measured at amortised cost. The classification depends on the Association’s business model for managing the financial assets and contractual terms of the cash flows. For assets measured at fair value, gains and losses will either b e recorded in profit or loss or OCI. For investments in equity instruments that are not held for trading, this will depend on whether the Association has made an irrevocable election at the time of initial recognition to account for the equity investment at fair value through other comprehensive income (FVOCI). All financial assets are subject to review for impairment at least at each reporting date to identify whether there is any objective evidence that a financial asset or a group of financial assets is impaired. Different criteria to determine impairment are applied for each category of financial assets, which are described below. All income and expenses relating to financial assets that are recognised in profit or loss are presented within finance cost s or finance income.

35

BOWLS WA REPORTS - FINANCIAL STATEMENTS FINANCIAL STATEMENTS NOTES TO AND FORMING PART OF THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30TH APRIL, 2020 2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES (Cont.) Financial Instruments (cont.)

Debt instruments

The Association’s debt instruments include trade receivables. Trade receivables are measured at amortised cost. Interest income from these financial assets is included in finance income using the effective interest rate method. Any gain or loss arising on derecognition is recogn ised directly in profit or loss and presented in other gains/(losses). Impairment losses are presented as separate line item in the statement of profit or loss.

Equity instruments

The Association’s equity instruments include listed and unlisted securities . The Association subsequently measures all equity investments at fair value. Where management has elected to present fair value gains and losses on equity investments in OCI, there is no subsequent reclassification of fair value gains and losses to profit or loss following the derecognition of the investment. Dividends from such investments continue to be recognised in profit or loss as other income when the Association’s right to receive payments is established.

Impairment

The Association assesses on a forward-looking basis, the expected credit losses associated with its debt instruments carried at amortised cost. The impairment methodology applied depends on whether there has been a significant increase in credit risk. For trade receivables, the Association applies the simplified approach permitted by AASB 9, which requires expected lifetime losses to be recognised from initial recognition of the receivables. Comparative information Comparative information has been restated where required for consistency with current year disclosures. 2020
