Without a doubt 2009 is one of the most challenging years for municipal government. As a result of the state’s tax adjustments Newberry has seen significant reductions across the board in its revenue base. However, typical of this community, we look at this as a challenge to maintain our excellent levels of service and maintain our momentum in improved quality of life initiatives. In concert with the Easton Sports Development Foundation, the city broke ground on its 18,000-square-foot Sports Complex and Archery Center. This $5 million project will be complete in August 2009. It will provide a wonderful venue for our citizens, young and mature to enjoy health related activities – archery, basketball, volleyball, cheerleading, exercise, senior activities and much more. The city began negotiations with Advanced Nutritional Foods Inc. to bring high protein food research and production facilities to a new industrial park in Newberry. This is a $200 million plus project and has the potential to bring 1,500 jobs to Newberry. Thanks to a very successful and aggressive legislative and grant writing program over 95 percent of the infrastructure will be paid for by state and federal grants. Newberry received $200,000 in State FRDAP grants for recreation, including playgrounds, an exercise trail, lighting and a concession stand. Newberry recognizes that there are both challenges and opportunities in these difficult times and relishes both.

John Glanzer was re-elected as Newberry’s mayor in 2006. He has served as mayor since 2004 and is a past city commissioner. Glanzer is co-liaison of Alachua County School Facilities Planning Committee and the liaison for the County Wide Visioning Committee, Alachua/ Florida County League of Cities and North Central Florida Regional Planning Council. He is also a representative of the Planning and Zoning Board.
Commissioner Alena Lawson, the chair pro-tempore for the 2007-2008 year, was re-elected in 2007 and will be serving until 2010. She serves as the co-liaison for the Mainstreet Organization and liaison for Law Enforcement. She is also a co-representative for Beautification and Street Scape/Friends of the Little Red Schoolhouse, as well as the Cemetery Committee.

City Manager Keith Ashby Keith Ashby is in his third year, going on his fourth year, as city manager of Newberry. He’s a retired colonel from the Air Force.

Group 2’s city commissioner is Lois Forte. Re-elected in 2007, Forte’s term ends in 2010. She is the co-liaison of the North Central Florida Regional Planning Council, the corepresentative of the Planning and Zoning Board and the Cemetery Committee and a representative on the Economic Development Committee.

Welcome from our President
Welcome to our Greater Newberry Community Newberry, Florida is located on the west side of Alachua County and has experienced much growth over the past five years. Much of the city borders the neighboring Gilchrist County to the west. Newberry developed as a mining town after phosphate was discovered in the western part of Alachua County in 1889, and, the town was located along the route of the Savannah, Florida, and Western Railway, that in 1893 was extended southward from High Springs. A post office established in March 1894 was named Newton, but changed to Newberry in August of that year. In 1896 there were 14 mines operating nearby with hotels, boarding houses and saloons to accommodate the town’s transient and sometimes unruly population. The demand for phosphate ended abruptly in 1914 when war was declared against Germany, the principal customer for Newberry’s phosphate. The community turned to agriculture and was particularly successful at producing watermelons. The Watermelon Festival, first held in 1946, continues to be an annual event. In 1987 Newberry’s Historic District was officially listed on the National Register of Historic Places, and Newberry’s Downtown area is home to the Kincaid building, in which the screw worm eradication formula was invented by Mr. William Barry. The screw worm formula is credited with saving the cattle industry in Florida. Prior to the formula cattle were dying by the thousands in the state. This building

is currently leased by the Newberry Main Street Organization in an effort to restore and preserve its original board and batten exterior structure, as well as its interior, as it is the only remaining wooden commercial building of historic interest in town, and was built in 1880 in Jonesville. Currently Newberry is home to many new and established businesses, and like Jonesville features exceptional recreation and employment opportunities including the upcoming new Easton Archery Center and Sports Complex, that is currently under development, Canterbury Showplace – one of the area’s leading horse arenas, Newberry Sports complex, as well as exceptional parks including Dudley Farm State Park. Biking trails, canoeing and camping are also abundant in this beautiful area of North Florida, in nearby Trenton and High Springs. This bedroom community also features a commercial park and a growing and revitalizing downtown area. Jonesville is an unincorporated community in Alachua County just to the east of the city of Newberry. It is located at the intersection of County Road 241 and State Road 26 (Newberry Road). Over the years, Jonesville has become more populated as the city of Gainesville has continued to grow and residents have moved west towards less dense communities. Coinciding with the growth in the area population, Jonesville has seen an increase in relocation of businesses. Included in Jonesville is the commercial development in Town of Tioga, where much of this development has occurred. The Jonesville Park provides local residents with soccer fields and regular play. Future development of the park promises to include a tennis center, a nature center, an event lawn with numerous activities, a ball field complex, a disc golf course, a BMX track, nature trails, picnic areas, an amphitheater, and a recreation center with gymnasium, weight room and multipurpose rooms. Whether you plan to live or work in the Greater Newberry area there is something for everyone in our community. O
ccupying the western border of Alachua County in North Central Florida, Newberry sits in the middle of one of the most historically rich and fastest growing regions of the state. Newberry’s rich history dates all the way back to the 1880s when settlers discovered a tract of hard rock phosphate in the area. Workers and mining companies infiltrated the region as fast as the news of the phosphate finding came. Naturally, Newberry developed into a mining town when workers flocked to the area to cash in on the discovery, which led to an immediate boom in the 1890s. The phosphate boom brought extension of the Savannah, Florida and Western Railroad. Henry Plant, the founder of the Plant System of railroads and steamboats, extended the line from High Springs to Archer in 1893. A few years later, the Crummer Lumber and Phosphate Company finished the Jacksonville and Southwestern Railroad line connecting Newberry to its lumber mill in Jacksonville, and Newberry was officially incorporated in 1895. Shortly after, the town found itself on the map as a railroad stop and a trading center, and by the turn of the 20th century, Newberry had 14 actively-producing phosphate mines that employed about 1,500 workers. With its growth as a railroad town, drug stores, hotels, barbers, photographers, milliners, dentists and doctors popped up and were among the many thriving businesses established in town. Pool halls and an opera house were two popular forms of entertainment, and after schools and churches were established early Newberry closely resembled a town in the Old West. Newberry’s prosperity generated by phosphate production began to dwindle when soft rock phosphate was discovered in the Dunnellon area. However, phosphate production came to an abrupt halt in 1917 when the U.S. entered World War I. Germany was the main importer of American phosphate, and because of trade restrictions, the country single-handedly ended phosphate mining in Florida. When the phosphate industry came to an end, Newberry’s population faded, and those who remained became farmers and turned to agriculture to sustain a living, and the remaining residents continued trying to find ways to revitalize the area. Newberry’s population then remained stable until World War II when many Newberry men left to fight the war. After the war, Newberry’s finest returned full of energy and new ideas and skills. Many of Newberry’s civic organizations began organizing events and activities to help support their individual communities. A chapter of The American Legion, charted by the U.S. Congress to help wartime veterans, was formed in 1946 and the legionnaires started bringing together the community and promoting the city. The legionnaires wanted to find something that Newberry did extremely well, and since agriculture continued to be the main source of income in the area, they looked to the watermelon. In 1946, the first Newberry Watermelon Festival was held to celebrate the success of the town’s major cash crop. Located at a skating rink in the middle of the city, the festival started with many of the same activities that still take place toady. Free watermelon slices and eating and seed spitting contests were all early community favorites. The festival’s main events were continued to be the crowning of the Newberry Watermelon Festival Queen and the winner of the “Big Melon” contest. “The Watermelon Festival is usually held every June,” said Joy Glanzer, an active member of the Newberry Chamber of Commerce and wife of Newberry’s mayor. “Thousands of people come here from all over the country. It’s just one of those festivals that has become so famous.” According to Glanzer, the Watermelon Festival isn’t the only festival that has attracted thousands to the Newberry area. “The Lion’s Club Farm Toy Show started 10 or more years ago and takes place the first weekend of every February,”

Glanzer said. “Believe it or not, there’s a huge following for miniature tractors, like John Deere tractors. Many years ago, our Lion’s Club decided to have a convention as a fundraiser. It started with maybe 10 or 20 booths. Well, now there’s like 50 or 60 booths. It’s huge, and it attracts toy collectors from all over the Southeast.” As the 50s ended and the 60s rolled by, the agriculturally-driven seasonal economy was gradually replaced by steady jobs and regular paychecks. The city of Newberry celebrated its 100 year anniversary in 1995. Today, Newberry remains a stable, small community, close enough to enjoy the nearby cultural attractions of Gainesville, while retaining its rural character. With a population close to 5,000 citizens, Newberry is the perfect blend of old and new traditions, country and city folk and activity and tranquility. The community is comprised of neighbors that all know each other, Southern hospitality, natural resources and the natural beauty of the land. “We went from phosphate to farming, and now our main industry in recreation. We just broke ground on the Archery Center,” said Glanzer. “It’s going to be a global destination for Olympic track meets, and they’re going have archery coaches and facilities on sites. Outside of that UF is going cross country and track and field here. Newberry’s modern history is going to be all about recreation.” The Easton Sports Development Foundation has joined forces with the city of Newberry to build an Easton Archery Center and sports complex in Newberry. The Easton-Newberry Sports Complex will be developed on 100 acres of land that is owned by the city. The recreation facility will include a 19,000-squarefoot building with an indoor archery range, a multi-use basketball/sports court and office space for the Newberry Parks and Recreation Department and the National Alliance for the Development of Archery (NADA) as well as areas for education and training and an archery warehouse. The facility will service local programs, as well as, act as a training facility for future Olympic participants and coaches from all over the world. The facility would also host local, regional, national and international competitions.
“I see everything nicely growing,” Glanzer said. “We aren’t getting factories. We are getting sustainable community industries that are going to support us. I see us being a recreation magnet for the Southeast, and it will rival none.” There are also pockets of new neighborhoods popping up around Newberry as well. “People are now able to get affordable housing and still work in Gainesville,” Glanzer said. “And that’s the thing. You can still live in the country and in 15 minutes be at the Oaks Mall, Shands or anywhere.” There’s an influx of nurses, accountants, teachers, young professionals and retirees that are flocking to Newberry, she said. Up until the market changed this year, it was possible to come 10 miles west and save up to $40,000 on the same house on the market in Gainesville. “It’s a wonderful place to raise a family. There are all the recreation opportunities, it’s near both coasts, you have lakes and springs and rivers and we have great schools,” said Glanzer. “It’s just an awesome destination. I love the people here. You just don’t find people and history like this.” Although its mining days are buried in the past, Newberry continues to grow thanks to its beautiful surroundings and quaint setting. “I think if you come back in three to five years, you’ll see a much different and more beautiful Newberry and enhanced in the things we already have and grown a little bit on the outskirts,” Glanzer said. “We can have a vision of what we want Newberry to be and work toward that. The vision doesn’t have to be of car lots and factories. W
hile Jonesville is an unincorporated area of Alachua County, the community has come a long way from its origins. According to Don Davis, a Newberry historian, people began to migrate to the Jonesville area in the early 1850s, forming a community of scattered family farms. People were attracted to the Jonesville area for several reasons. Before the Civil War, people began to migrate to the area looking for cheap land to grow crops on, specifically cotton. They were primarily from Georgia and the Carolinas, and their lands’ soil had been damaged and stripped of nutrients from growing cotton. Many traveled to the area by rail, which not only enabled them to move rather easily, but also ship cotton more efficiently. The second reason people were attracted to Jonesville dates back to the early 1800s. Andrew Jackson of Tennessee and Col. Daniel Newnan of Georgia each brought militias to fight the Indians in North Florida. Later, in the mid-1830s, the U.S. Army brought soldiers to Florida to pursue the Seminoles over three years which comprised three Seminole Wars. Some of these militiamen and soldiers returned lured back by the wild lands and the opportunity of free lands offered to settlers.

Several families are more notably known as the first inhabitants of Jonesville. John James “JJ” Jones, whom the town is named after, was the first postmaster of Jonesville and came to the area in 1852. Other notable families who settled in Jonesville in the 1860s-1890s include the Dudleys, Knights, Holts, Rolands and Sapps. Another reason people began to migrate to the Jonesville area was a mining economic boom that occurred in the early 1890s. By early 1900 phosphate mines operated by Cummer Lumber Company and Union Phosphate were

in full operation just Southeast of Jonesville. By 1910 or so those living near the mines had developed their own community which they named Tioga. Today, the community of Jonesville is further east, closer to the origins of Tioga than the original Jonesville. Newberry was literally placed on the map in 1894 when the Plant Railroad ran its line through the town. In 1898, the Cummer Lumber Company built a second railroad line from Jacksonville to Newberry and beyond. Thus by 1900 Newberry was a crossing point for two major rail lines and a booming town. Merchants from nearby towns including Jonesville and Tioga moved to Newberry based on better business prospects. The economic boom in mining, however, ended at the beginning of World War I. Prior to the war, the U.S. was exporting phosphate to Great Britain and Germany. When the two countries became entangled in a war against each other, the demand for phosphate went down. The phosphate mines along with Jonesville and Tioga virtually faded away. By the mid 1920s the area had reversed back to farmlands. Farmers began to grow cash crops like tobacco and watermelon. Before Interstate 75 was built in the late 1960s, Jonesville was composed of farmland. The center of Jonesville was known as the “Ten-Mile” post which along the Gainesville to Newberry road, formerly known as State Road 14. The store served as a stop for travelers and was 10 miles from the edge of Gainesville. Gainesville, however, has
expanded since then. The “Ten-Mile” store was owned by C.E. Farnsworth and later became “Rosie’s Bar.” Today the location is occupied by a Kangaroo Gas station. Jonesville has rather recently seen major development. The area no longer consists of farmlands, but gated communities. The town of Tioga was recently voted as the Best Community of the Millennium. It also has an official center now called the Tioga Town Center. The town center is offering a different type of business influence that Alachua County has not seen before. The center has helped Tioga become a Smart Growth Community. According to the Smart Growth Online Web site, a Smart Growth Community holds strong environmental ethic, increased fiscal concerns and more nuanced views of growth. In general, smart growth invests time, attention and resources in restoring community and vitality to center cities and older suburbs. The center consists of independently owned businesses and pedestrian friendly streetscapes that encourage people from the neighborhood to walk to local shops. The overall center aims to promote a relaxed suburban environment for residents to enjoy. Jonesville is now becoming more business oriented as a wide array of heavy industry and high technology are becoming attracted to the area.

I
n the past, the word “downtown” brought to mind an image of bustling centers of commerce and activity. Too often today, the reality is quite the opposite. Instead, many downtowns consist of vacant and deteriorating buildings from the past. Now, cities are discovering that with help from Florida Main Street Organization, Florida downtowns will be able to thrive once again. The National Historic Preservation Act of 1966 mandates that every State Historic Preservation Office provide technical assistance to local governments, organizations and individuals. The Florida Main Street Organization is one of the most important ways by which the agency fulfills this requirement. This mandate is also reflected in Chapter 267 of the Florida Statutes. The Florida Historical Resources Act specifically mentions the Main Street Program as a method for the Division of Historical Resources to provide governmental assistance.

“Our general reason for existence is to preserve the historical nature of Newberry while building economic growth downtown and community involvement,” said Anne Alfano, the treasurer and promotions chair of the Newberry Main Street Organization. “We’re trying to restore historical buildings that we may have downtown and add more over the years that match or have an old-fashioned, historical look. In those, we try to create a mixed use with businesses or offices on the bottom and studio apartments on the top. Right now, we’ve got a few businesses down there, and they’re all participating with the program. So that’s a good thing.” Throughout Florida there is a growing interest in improving the appearance and economic stability of historic downtown business districts. In many small communities, the main street is in a serious state of decline. Effective solutions to the problems of deteriorating buildings, loss of business and the decreasing economic strength of downtowns are crucial to the survival of the city itself. “This past June, we got chosen as Main Street of the Month,” said Barbara Hendrix, the president of the Newberry Main Street Organization. Communities are selected for this award based upon their participation in the Florida Main Street Organization. Newberry is one of two active Main Street programs in Alachua County (the other is in High Springs). Newberry’s Main Street has already attracted 23 new businesses opening up a number of new jobs for the city’s 5,000 residents. There are many reasons for a community to actively encourage the revitalization of their downtown. According to the Florida Redevelopment Association, an economically healthy downtown builds a positive image for the community, reflects a community’s confidence in itself and its future, creates job opportunities, attracts new industry and strengthens service and retail job markets, saves tax dollars, preserves the community’s historic resources and enables property owners to maintain historic commercial buildings. “Right now there aren’t a lot of businesses in the downtown area,” Hendrix said. “We wanted a project to let the community know that we are working to do something in the downtown area to make it a place people really enjoy going.”
That project is the renovation of the historic Kincaid Building. The abandoned building in downtown Newberry has been a constant and untouched heirloom of the past as the city’s only remaining wooden building. It will now be a part of the city’s future as a historically and functionally renovated establishment. “We were able to lease that building for 10 years to actually restore it,” Alfano said. “Now going into our third year, we want to have a real focal point. After it was built, it was put up on logs and rolled here by horses. It was originally a general store.” The structure was built in the 1840s and was originally located in Jonesville, five miles east of Newberry. The building was moved to its present plot around the turn of the century by Thomas Kincaid, who opened a general store. The Kincaid Building now has more than 160 years of history, and this renovation may put another decade on its lifetime before the final results are seen. The Newberry Main Street Organization will lease the building for 10 years, and the renovation may be spread over most of that time, Alfano said. The renovation of the Kincaid Building will have to be orchestrated in two different phases, Hendrix said. The first phase of renovation will make sure the building is safe and suitable for occupancy. The second phase will make sure the building remains historically correct. “We want to preserve the historical integrity of the building while making sure we use modern technology so that the building can actually be functional,” Hendrix said. First, removing all asbestos as well as addressing structural and electrical issues, fixing the floors and solving other problems is necessary to make the building functional and vital in order to meet code regulations.

The final product of the renovation will include a small museum with historical information about Newberry, as well as a location for businesses to display material, Hendrix said. There will also be a room in the back for conferences, banquets and lunch meetings, and the second floor will serve as either the storage area or the main office for Newberry Main Street Organization. “There is a trend across the country right now in the desire for downtown areas to renovate their buildings with an old, main street look,” Hendrix said. “We want the community to enjoy this area as a place where they can go home from work, eat supper and then spend time and relax downtown.” The Newberry Main Street Organization is in the process of planning fundraising events in addition to applying for grants to help finance the renovation project which could take anywhere from two to ten years, Hendrix said. Alfano said the organization is not as concerned with the time frame. Their immediate focus is to generate community involvement and interest in the downtown area. “With the new people coming in, they have no idea that with each day our history is going away as a community,” Alfano said. “Each day that people pass on, they pass on with those stories and those pictures. We can’t let that go. This town was a booming community, and the ebbs and tides of a Main Street happen in so many. So, we hope we’re here for an ebb. We hope we’re here for the growth. We still have to preserve what brought us here. Once those buildings are gone, they’re gone forever.”

New Sports Facilities to Benefit Newberry By Saraa Horn

ecreation is quickly becoming Newberry’s economic engine. And it all starts with a new sports complex that is being built in partnership with the Easton Sports Development Foundation (ESDF), the National Alliance for the Development of Archery (NADA) and the Florida Fish and Wildlife Conservation Commission. It is expected that new facility could attract hundreds and possibly thousands of people. That would bring a direct, positive impact to local businesses and the economy. “We wanted to have some sort of niche in the community,” said Newberry Mayor John Glanzer. Working in conjunction with ESDF and NADA, the Newberry Parks and Recreation Department broke ground last year on a state-of-the-art archery and recreation facility. ESDF contributed $1.5 million towards the project, as it seeks to develop eight regional archery training facilities around the country. Newberry will have the first one, and it is estimated to be completed in mid-July. The complex will be comprised of indoor, practice and tournament archery ranges designed to train young archers and Olympic hopefuls. ESDF hopes to be able to bring in archery coaches and teams from South and Central America and the Caribbean to use the facility. The goal is to help maintain archery as a medal sport in the Olympics. The Florida Fish and Wildlife Conservation Commission donated $100,000 toward classrooms that can be used to teach bow hunter education classes. There will be an outdoor,

When not used for archery practice, this range can serve as 5K trail for cross country. There is also a community recreation side to this facility. After-school programs and summer camps, as well as larger volleyball and basketball programs, will be offered and the Newberry Parks and Recreation Department is planning to work with Shands Hospital to offer exercise classes for seniors. There will be a multi-purpose gymnasium that can be used as a meeting room when not being used for archery purposes. Athletes as well as their families were thought of during the planning process. There will be a lobby complete with a café and Wi-Fi so that the families and parents will have something to do while their children play sports. With all these innovations and the help of outside organizations, the Newberry Parks and Recreation Department is seeking to provide a more rounded recreation center for its own community as well as ones in surrounding areas, said Richard Blalock, Newberry Parks and Recreations director. “Partnerships are what we’re all about,” he said. The Florida Department of Environmental Protection has also contributed a grant of $163,000 to work on landscaping and to build fitness trails, concession stands, playgrounds and a pavilion.
In addition to the Archery and Recreation Facility, Newberry has plans of constructing its own Dreams Park following the example of Lou Presutti, founder of the Cooperstown Dreams Park in New York. It will be a baseball park with 16 fields over 40 acres. During the year, the Newberry Parks and Recreation Department will manage the park and run local baseball leagues and girls fast pitch. During the spring break time frame, Presutti will bring northern youth teams down to train. He will also hold a week long event during the Christmas holiday season where 80-90 teams will participate. As a result, this will generate a lot of business for local hotels, potentially up to 32,000 room nights. These two facilities will give Newberry the opportunity to bring in many sports tournaments year round, which will benefit the community by providing a tax base with possibly little to no strain on its members, according to Blalock. People will come to the city for tournaments that last multiple days, sleep in hotels, eat at restaurants and then leave. By causing a trickle-down effect that will spill into local businesses, these facilities will provide a foundation for sports tourism in Newberry. Also referred to as eco-tourism by Glanzer, this sports tourism will not put pressure on schools, roads, water or sewage. By not having to expand, which causes a strain on the economy, Newberry’s infrastructure will remain intact. In the long run, the city is providing a way for people to stay active and healthy through sports and in return, people are giving their money to the city. Newberry is hoping that with these sports projects tax revenue will be generated without sacrificing the feel of a small town, said Blalock. To be more energy efficient and eco-friendly, drought resistant, Florida-native plants will be used in landscaping. In Dreams Park, the infield will be made with a synthetic turf. As a result, no one will have to worry about mowing, and the city will save money on water and not have to use fertilizers
and pesticides. The water will percolate through the synthetic material, cutting back on the use of chemicals. The initial plans for the Dreams Park called for plans done in 2009 and construction to start in 2010 but with the economic slowdown and complications over funding issues, there have been some delays. “We will come out of this economic situation we’re in,” said Glanzer, who is maintaining a positive outlook. What really spurred on the work on these projects was Diamond Sports Park, which houses 10 baseball/softball fields, a soccer field, four sand volleyball courts, concession stands, administrative office and automated batting cages. “It really got the ball rolling on these ideas,” said Blalock. The School Board of Alachua County and the city of Newberry are working together to manage the park. The park is not within the city limits of Newberry so the residents’ tax dollars are not used to fund it. Instead, the park has had to operate on profit to support itself. By using the park to bring in the participation of surrounding communities in the area, the venture has been successful. The first year it was $7,000 in the black, and the second year it was $5,000 in the black. “The city stepped outside the box and really encouraged outsiders to come in,” said Blalock. The School Board of Alachua County doesn’t recognize baseball as an official school sport but has allowed Diamond Sports Park to offer teams for them. The park provides junior varsity teams for sixth and seventh graders and varsity teams for eighth graders and organizes teams by school names and colors. It also has adopted the rules of high school baseball and incorporates GPA standards, which makes high school coaches happy, explained Blalock. “The focus is on providing excellent facilities, not only in Newberry but also in Alachua and surrounding cities,” said Glanzer. He is looking forward to what the facilities will bring to these communities in the future.

Principal Hershel Lyons began his teaching career at Newberry Elementary then transferred to NHS as dean and coach. After serving in several other Alachua County Schools he came home to Newberry in 2003 as principal of Oak View Middle School and in 2005 was appointed as principal at Newberry High.

Oak View Middle School, home of the Panthers, opened in January, 1994. The school serves 500 students in grades 5-8. Faculty and staff are highly qualified and dedicated. Mrs. Karen Clarke has served as principal since 2005 and has been in the Newberry schools since 1992. She began at Oak View as a teacher, before serving as dean until her appointment as assistant principal in 2000. Her goals for Oak View include expanding the math, science and technology programs. Newberry/Jonesville Relay For Life On May 8 and 9 at Newberry High School, the American Cancer Society’s Newberry/Jonesville Relay For Life will take place. Relay For Life is the American Cancer Society’s signature activity. “I
t’s more good news for Newberry,” City Manager Keith Ashby said. Last October, Newberry caught the eye of parent group TechCom Group LLC, who is considering moving Advance Nutrition Foods, a multinational, multi-million dollar business enterprise to town. Advances management includes the developer of “Slim Fast” a world renowned brand. Advance is a food and beverage manufacturing company dedicated to supplying higher nutrition and protein rich rice and flour products to low-income sitautions and humanitarian feeding programs, such as school lunch, within the United States and abroad. Alachua County was chosen as the head site to propel the organizations global mission. The projects headquarters is dedicated to promoting nutrition education and the distribution of healthier food products through community based, self-sustaining feeding programs and community projects. Newberry appealed to TechCom because closeness to the University of Florida and large potential for job candidates, available real estate, the city’s established rail connections going to and from Tampa, Jacksonville and Georgia and the strong support from the city of Newberry, its chamber of commerce and government officials. “The community is excited. It puts us on the map, and brings us into the 21st century,” said City Manager Keith Ashby. “This is definitely something that the city of Newberry should be proud of. Government grants, cover much of the financial burden for infrastructure. Thus far, the project expects to receive $6 million in state and Federal grants from the U.S. Department of Commerce’s Economic Development Administration (EDA) and Community Development Block Grant (CDBG) for the development of roads, infastructure, electricity, water and sewer for the new facility, as well as funidng from a state rural infrastructure grant. The development has also qualified for the Qualified Targeted Industry (QTI) Program, which is a state tax-refundable program designed to encourage high wage jobs in valued industries. According to the Governor’s Office of Tourism, Trade and Economic Development, Newberry and Advance Nutrition Foods qualify for substantial state aid through the program. The state is required to pay 80 percent of the expenses for development as long as the

new industry promises to create new jobs. If job creation falls below the 80 percent required by the company, the project will be terminated without refund. The remaining 20 percent of the financial pie is divided evenly between the city of Newberry and Alachua County. For each, the sum is $135,000; totaling to $45,000 a year for three years beginning in 2010. It is expected that the new project will bring multiple millions of dollars to Newberry in economic development spin off. It is anticipated that land values will rise and other complimentary businesses will enter the business park. The park is set to include corporate offices, a product innovation center including product, process and packaging development, a sciences center for health and nutrition research, a center for development of community based feeding programs and eight food production sites. Development has been divided into three phases. Phase I of the project is set to start in December of 2009. Included in the first phase is the construction is the first of eight 245,000square-foot food production sites. The company plans to initially bring 225 new jobs to the area, 75 with each new phase, by recruiting new employees from the University of Florida and Santa Fe College for a significant number of jobs requiring college degrees in science and business fields. After total build out there will be over two million square feet of production and management facilities and 1,500 jobs. Because of the nature of the project, no transfer workers are necessary. All new hires would be local, which is expected to further help boost Newberry economy. It is estimated that 75 percent of the jobs will be blue collar status thus improving the local job opportunities for Newberry residents. By Dec. 31, 2009, Advanced Nutrition Foods is expected to pay its first 75 employees an average salary of $35,951, more than 15 percent of Alachua County’s current average wage. “That’s why we’re here” Ashby explains. “ Newberry asked us to go out and get jobs and new business and create oppurtunities, and that’s just what we are doing.”
Other projects in the discussion phase are bringing DreamPark, a subsidary of the famous youth baseball camp in Cooperstown, NY. DreamPark, in association with Coopertown, NY, is looking to bring 16 baseball diamonds and 50,000 beds a year for the sleep away baseball camp.

Utilities & Public Works/Demographics The city of Newberry electric utility was established in 1910. The utility was governed by a utility board of the city until sometime in the 1970s. Today the utility is governed under the city commission with the city manager as department head. Service territory is approximately three square miles with nearly 1,400 customers. Eighty percent of those are residential customers and the remaining 20 percent is comprised of commercial, industrial, city and other tax exempt customers.
Power is purchased by the city from Florida Municipal Power Agency. For fiscal year 2007ÂŹ2008, gross revenue for the utility department was $3.9 million. Potable water and sanitary sewer is provided by the city. In urban Newberry, an average daily flow for potable water is around 722,000 gallons per day and 217,000 gallons per day for the sanitary sewer. Our system services approximately 1400 water/sewer customers. The city of Newberry and the Suwannee River Water Management District jointly purchased 100 acres north of town for a wellhead protection area. A new well with associated treatment plant and water mains as well as an additional 300,000 gallon elevated storage tank was installed in 2004 to provide additional capacity for the water system. We are currently in the process of adding an additional well and treatment facilities for capacity needs now and the future. The current wastewater treatment plant operates presently at about 61 percent of its permitted capacity, which leaves some capacity to spare at this time. We are also planning expansion of our wastewater treatment facilities to insure adequate capacity for future growth within the city. The city is responsible for roadway maintenance within the city limits, which includes approximately 12 miles of graded roads and 21 miles of improved roadways.

Remebering Jeffrey Philpot: Doctor of Veterinarian Medicine
The Newberry community lost one of its leading residents last year with the passing of Dr. Jeffery Philpot. He will be missed by all whose lives he touched. Dr Philpot’s hometown is Newberry, Florida. He graduated from Newberry High School in 1969 and then spent four years in the United States Air Force. He graduated from the University of Florida in 1978 with a Bachelor of Science degree in animal science. He taught school from 1978-1979. Later, he returned to UF to earn his Doctor of Veterinarian Medicine in 1983. He then worked with Santa Fe Vets from 1983-1989. He opened Newberry Animal Hospital in November 1989. Dr. Philpot is survived by his wife, Beverly, and two grown children, Casey and Jeremy He has one grandson, Waylan. His favorite pastimes were fishing and field trialing beagles. His love, passion and dedication in his life was Newberry Animal Hospital and his family.
