Vision for Kerala’s Development
T
he Kerala Government headed by Mr. Oommen Chandy launched the striving 100 day programme seeking to meet multiple targets, a mix of social welfare measures and infrastructure development projects. The development programmes targeted to be completed within the first 100 days after assuming power is built on the lath of transparency. Stamping out corruption, the programmes aim to advance development, at a fast pace. The programmes in the list were dealing strictly with corruption, fast development, protection and care of women, children and economically weaker sections. During this period the government has to compete with a series of political crisis that shook the coalition to varying degrees. The transparency drive included the declaration of details of wealth and assets of ministers and senior officers on the government website. For easy access to government orders for the public, all government orders were uploaded on the website on the same day of their issue. A policy aimed at giving foolproof protection to those giving information about corruption on the lines of whistleblower protection policy of Chief Vigilance Commission, was also provided. The State government has completed the targeted 100-day programme. The Chief Minister himself expressed dissatisfaction at the manner and pace. Out of the 107 programmes listed 102programmes have been executed. While many of them achieved the goal, the others are at different stages of completion. The movement of files has not reached the desired level of expectations while the file disposal had been listed as one of the major initiatives under the 100day programme. Out of 1, 32,868 pending files in the Secretariat, only 70,080 had been cleared. In the case of State departments only 5, 75,816out of 10, 01,600 files could be cleared as of the targeted time. In districts 1, 37,978 out of 3, 74,935 were cleared. Decisions were taken on 42,152 petitions received during the “Mass Contact Programme” covering all the 14 districts in the State. During the 100 days, the Kerala State Electricity Board (KSEB) gave new connections to 1, 81,169 households against the target of 1.5 lakh connections. The board also gave 30,812 free connections to those below poverty line against 15,000 connections envisaged under the plan. The Agriculture Department initiated re-plantation of pepper on 2,028 hectares as part of the plan. Also, 48 floriculture clubs were formed to benefit 1,200 persons. The Government had targeted to give title deeds to 25,000 families; against this, it was able to distribute title deeds to 17,691 families and possession certificates to another 8,408 families, taking the total achievement to 26,099 families. Inspired by the response, the Government decided to draft a one year action plan for the State and also fine tune a Vision 2030 Idea bank for the development. A mass contact campaign would launch in all 14 districts. The success behind any development plan depends upon unity of leaders devoid of political barriers. Ravisankar K.V. Editor

merging Kerala, the most awaited investment meet of the Mr. Oommen Chandy government proposed to commence on April 19, 2012 in Kochi. Le Meridien International Convention Centre will serve as the venue for the meet which will be extended till 21st of April 2012. With the presence of representatives of huge foreign companies, the State is aiming at a sum of more than 25,000 crore investment through “Emerging Kerala�. The State Government has already started with the preparations for the Emerging Kerala Investment meet. There are projects on Business, IT, Tourism, Health,

Emerging Kerala aims to attract investments to the State rather than just introducing the investment opportunities. Emerging Kerala will not have any kind of synonimity with the Global Investors Meet which was held before, added Mr. T. Balakrishnan.

he Kerala government has decided to implement the second phase of Jalanidhi, the rural drinking water and sanitation project implemented by KRWSA in the State. The second phase of the project costs Rs.1,000 crore would reach out to 200 Grama Panchayats. As many as 30 gramapanchayats would be taken up in the initial round and the work of which would begin this financial year itself. The first phase of the project launched in 1999 with World Bank assistance, had already been implemented in 112 grama panchayats. Subsequently, the State government prepared a plan and submitted it to the World Bank after Cabinet approval. The World Bank had approved the plan in principle and a detailed project report was being prepared. Unlike in the first phase, beneficiary con-
tribution had been reduced from 15 to 10 percent in the second phase for weaker sections. Discussions were on for further reducing the contribution for SC/ST, fishermen and destitute. Contribution of Grama Panchayats was 15 per cent and the World Bank would Mr M. Prasanth IAS, Director, Jalanidhi contribute 75 per cent. The project was expected to be completed in five years. The government had earmarked Rs.60 crore for the preliminary works. The project cost had been pegged at Rs.4 crore to a panchayat. It was expected to improve the quality as well safe supply of drinking water.

With Onam at the doorstep, the prices of the flowers to deck up the festivities are already scorching. The flower prices in the market have been spiraling up at a swift rate even before the advent of Onam. Within a week, the market has already seen the prices shoot up by about Rs 100. This year also, all electronics majors have made irresistible offers and tantalizing plans for the Kerala consumers. Godrej Appliances has set a sales target of Rs 87 crore for the Kerala market during July-September, with the company introducing a slew of promotional offers to cash in on this traditional Onam festival season. Last year, the company had done Rs 43 crore worth of sales during the period, with around 40 per cent of sales driven by liquid crystal display television sets. The customer could win gold coins of up to 50 gm or assured gifts such as LCD TVs, watches, cookware etc on every purchase of a Godrej product during the festive season. Most of the electronic Companies’ target is to market LCD TVs. The sale of LCD TV will boost by 120% than last year. Sony targeted to sell 35,000 sets. Samsung and LG targeted to sell 28,000 pieces and Panasonic to 15000. The whirlpool is aiming a 25% growth this year. The sale of Refrigerator and Washing machine also increased by 25%. The government gets 100-120crores as motor vehicle tax in the mid-August to September 9 period alone compared to the R30-40-crore tax revenue from IMFL during Onam season.Most of the car dealers have enrolled extra staff in August to process the seasonal demand spurt.
Textiles The Khadi and Village Industries Board is engaged in promoting Khadi and village industries has announced the Onam 2010 rebate for khadi products. Cotton and spun silk products will get 30% discount while silk and woollen products will get 20% discount.Kerala Khadi and Village Industries Board (KKVIB) has set a target of generating Rs. 144 million in revenue from the Onam fairs that it would

be organizing during the current festival season. Kerala handlooms also targeted the Onam market with new products and discounts. The products include designer chudithar and party wears. The main attraction of the onam market is the balaramapuram handlooms. They will market Ayur cloths through kairali exports.These are cloths made by the thread which dried in Ayurveda medicinal juices.The jacad saries and buta saries are the special designer sarees of Kannur. Hantex and Hanveev, the apex bodies of the handloom also in the market with 20%discounts. Hantex is offering rebate on its various merchandise on behalf of Onam festival from August 17 to September 7, 2011. The rebate will be available across its 130 Hantex showrooms, depots and exhibition stalls organized in the district centers across the State. The Advertising field The advertising field plays the major role in Branding during Onam season. It is said that the money that advertisers shell out for a period of 10 days is equal to the amount they normally spend during a three-month period. Approximately the total advertising market for the Onam season is approximately valued at Rs. 150 million. The Print Medium The print medium, especially dailies and magazines comprises of advertisements than news in the onam festive season. They generate a high income during this time. Most of the companies have given ads with their offers and

discounts. The Channel feast During Onam season the Malayalam television channels are gearing to have a crack at advertisement quiche. With Kerala’s harvest festival giving them the biggest opportunity to pull in the maximum advertisement revenue possible, the marketing arena of Malayalam television has been witnessing frantic activity. While leading channels have already reached their billing limit, second-line channels are putting their best efforts to meet the set targets. According to the regional television industry sources, the total ad market for the Onam season is valued at Rs 150 million (approx). Television owns more than half of it - approximately Rs 80 million, up 20 per cent from the TV ad
spends during the previous season. Onam is valued as the best occasion for television advertising in Malayalam not only because of the emotional value attached to it. Channels capitalize on the ‘luxury’ of having more than one day to celebrate by getting the festive days branded by advertisers.Programming-wise, channels’ biggest bet during Onam is movies. There’s going to be television premiere galore of blockbuster movies on Malayalam television this time too. nam is truly the national festival of Kerala. Malayalees irrespective of their caste, creed, religion and sex celebrate this secular harvest festival. Onam days are the biggest festive and shopping time in Kerala. It is also a festival of fun, entertainment and colour. Thus during the ten days of Onam(Atham asterick to Thiruvonam asterick in the Malayalam month of Chingam] We find flower carpet in each and every corner of Kerala, Pulikkali(Tiger dance] in Thrissur and boat race in Alappuzha. It is also the season of a tradition. During the Onam days, both men and women will switch to their traditional dress style. For the women it
is the time to decorate their hair with fragrant jasmine flower and to wear traditional Kerala ornaments. This harvest festival have a long history. The earliest literary reference to Onam is found in Maduraikanchi, one of the Sangam works (Sangam works are the earliest specimen of literature from South India. They were compiled during the period between 300 BC – 300 AD.] But the earliest epigraphic reference to Onam is found in Thiruvaruvay copper plates related to Thiruvaruvay Vishnu Temple in Vazhappalli near Changanassery in Kottayam district. This inscription was issued during the 17th regnal year of Chera Perumal Sthanu Ravi Kulasekhara(861 AD). According to this inscription an individual Chennan Sankram granted lands and it is stated that the paddy from this land should be used to conduct feast during the Onam season. The next epigraphic reference to Onam is found in one of the Trikkakara inscriptions of Chera Perumal Bhaskara Ravi(962AD – 1021AD) This inscription give us details about the things to be done on the days preceding the Onam. It is stated that during the time of Onam free meal feast was given at the Trikkakara temple for the Brahmins and Vaishnava Bhakti saints.
Tiruvalla inscription
Tiruvalla inscription is the largest inscription discovered from Kerala. The inscription consisted of 630 lines and was compiled in the 12th century AD. The lines from 405 to 438 of Tiruvalla inscription provides the list of beneficiaries who received special grants during the Onam festival. The line 621 of Tiruvalla inscription mentions a term Thiruvonam Kannam. The term Thiruvonam kannam refers to the Brahmin uralar/landlord who is in charge of the land set apart for the celebration of Onam at Tiruvalla Sri Vallabha Vishnu temple [The inscription is related Tiruvalla Sree Vallabha Vishnu Temple]
Talakkad inscription
Talakkad inscription is related Chera King Rajasimhan and was compiled in 1024 AD.( Talakkad is a place situated near Irinjalakkuda in Trissur district.) In the 22nd of Talakkad inscription we find a term

Onam Nellu(Onam Paddy). The term Onam Nellu is found along with a festival called Padayani. According to above mentioned four inscriptions Onam was a harvest festival and closely related to the temples. By the time of the Chera Perumal’s Onam got transformed into an agrarian festival and is attached to the temples, the biggest land owners of ancient and medieval Kerala. In the temples Onam was celebrated as the birthday of Vamanan. But in course of time it came to be celebrated as the festival of Mahabali. We haven’t got authentic information to formulate conclusions on this transformation. In short Onam was an agrarian festival and the early references to Onam in the Chera inscriptions clearly indicate the expansion of agriculture that took place during the period between 9th to 12th century A.D.

erala, a small State in India, contains 3 percent of India’s population and one percent of total area. On an average, 819 people live per Sq. Km. against the national average of 324 and the high density of population put pressure on land for food cultivation, road, energy, environment, employment, housing, health, education and water supply. Average annual population growth slowed down to below one percent (0.91%) in Kerala during 1991-2001 against 1.93 percent at whole India. But population growth in Kerala stood above national average until 1971 and since then growth has been below national average. High population density put heavy pressure on land for various needs. Total geographical area of Kerala is 38.86 lakh hectares and out of it, net area sown is 56 percent (21.8 lakh hectares). Food crops are cultivated only in 12 percent area and hence the States food deficit always create food security problem and price rise. State internally could produce only around 20 percent of our rice requirement and deficit is covered through import from other States. In the case of other food crops like wheat, pulses, oil seeds, millets and vegetables as well, State has to depend heavily on import from other States. Traditionally geography of Kerala was suited to cultivation of non food crops like coconut, rubber, coffee, tea, cashew, pepper and cardamom. Non food crops were export oriented and during 2010 Kerala exported crops valued Rs.4, 100 Crores (tea, coffee, pepper and spices). Rubber, being an industrial raw material has internal demand and high price and stable farm income. Population pressure on land has increased the number of holdings and reduction in its average size. Kerala had 66.56 lakh operational holdings and its average size is only 0.24 hectares. Fragmentations of holdings reduce its average

size making them non viable holdings and low farm income. Therefore in the distribution of main workers, cultivators are coming down and in 2001 cultivators are only
7.20 percent against 12.24 percent on 1991. Similarly the ratio of agricultural labourers is also coming down. For instance, in 1991, ratio of agricultural labourers to total main workers was 25.6 percent and it came down to 16 percent in 2001 showing that agricultural labourers are leaving the farm sector. Above all the overall annual agricultural growth rate in Kerala has been very low at 0.25 percent during 2009-10 as against 2.75 percent during 2008-09 after a negative growth of 2.24 percent during 2007-08. Even though GDP annual growth rate in agriculture is very low, the overall state GDP growth rate has been 9.73 percent in 2009-10 as against 7.2 percent during 2008-09. Livestock rearing is an occupation closely allied to
agriculture traditionally to create additional employment and income. However, in Kerala, livestock rearing have not grown on a sustainable basis because of several reasons. But increases in State GDP generate increased demand for livestock products like milk, meat and egg. But Kerala is not in a position to increase the livestock products to meet the increasing demand. Total livestock in Kerala was 55.77 lakhs in 1996 but it decreased to 35.87 lakhs in 2007. Kerala produced 25.37 lakhs tonnes milk in 2009-10 as against 20.63 lakh tonnes during 2005-06. But the per capita availability of milk (197 gm. /day) in Kerala is one of the lowest among southern states. Contribution of Kerala to national milk production which was 2.4 percent in 2003 also decreased to 2.3 percent in 2010. As a result gap between demand and availability of milk has been increasing and according to estimates state could produce only 80 percent of milk requirement in Kerala. With regard to egg production also Kerala faces shortage and the gap is filled through import from neighbouring state. In Kerala efforts to improve livestock rearing have not attained the result as envisaged. Major growth target and development strategy has been to increase production to meet the growing demand of livestock products and hence employment and income generation were given only secondary importance. Cost effective and production technology available in the livestock sector are unavailable to small and marginal livestock farmers which adversely affect production and productivity and income. State started several agencies department for livestock development but its activities are neither co-ordinate nor integrated. Livestock products could be processed and converted into several value added food and consumer products creating more employment and income on a commercial basis in the manufacturing sector. State’s agriculture and livestock sectors have to be developed with modern technology to generate more employment and income. Agricultural technology have to be constantly upgraded in soaring maintenance, harvesting, post harvesting and made available to farmers to ease the physical labour and thereby to attract more farmers to livestock farming. Increase in income and employment and meeting the increasing demand for food and live stock products must form the development strategy of the agriculture and allied livestock sector development during the 12th plan beginning from 2012-13. 31

he draft of Kerala regulation of Flat and Building Construction Bill has formed to control the flat and building constructions which will be presented at next Kerala Cabinet Meeting. Based on this bill State Government will take necessary action against the builders who violates the rule. If they delay to handover the flat to customers in time, authority will impose a huge fine to Builders, and the builders should repay the advance money to the customers. The fine intended to realize the seriousness of the issue. Special authority will form to check these irregularities. The authority will examine the following aspects of flat construction – suitability of the flat construction site, accommodation facility; availability of the necessary amenities such as drinking water, drainage facilities, charging the amount for the flat, source of income of the builders, experience of the builders in this field and the ownership of the site. There should be time limit for the construction. The permission will be granted only if the builders meet the conditions required. Even if the common facilities provided are not utilized, the dwellers have to pay their share of the overheads. In case, the builders fail to follow or break the rules, the authorities have the power to move according to the law and thereby imposing punishments and huge fines to the builders.

Tanu Balak has so far done a number of 100 advertisements out of which Endosulphan ad for Mathrubhumi gave him a good satisfaction and which was a highlight in his career. “I am proud that the public interest ad which conveyed a very useful message brought out positive changes in the society regarding abolishing endosulphan”, says Balak. Tanu carried out the direction and handled camera for the particular advertisement. The recent projects that he completed include the Kalyan Sarees ad and the Sylcon ad casting Mamta Mohandas. Tanu, who now works as a cinematographer has also done few corporate films which includes ones for V Guard and LG, the big brands. Born to Mr. Balakrishnan and Mrs. Sushama, Tanu has a big time aspiration and dream on becoming a film director and a National level ad film maker. The list in the multi talent package is not over yet. Tanu was also a National level chess player during his college days which reveals that there is a brilliant brain on top of all this talent of his. While speaking about the ads in general Tanu says the story board is usually self made and the ads are made attractive depending on the standard and budget of the product. Ads for the big brands are usually done by the agencies and the advertisers have the space to improvise it further. “The planning about the backdrops etc is decided upon the color and other features of the product”. And the budget is another big factor which decides the outcome of the advertisement, adds Tanu Balak. When asked about the location which he prefers for the shoot, he explained, the Gods own country definitely has the best of the locations which is why the big guys in the industry still prefer the eye captivating scenic of Kerala for their
works. But then he also adds that technical wise Chennai is a lot more advanced than Kerala and therefore he prefers Chennai over Kerala for the making of his films. Tanu who has worked with Mohanlal, Jayaram and Dileep for various ads feels there is a huge difference in the ads in the tamil industry and the Malayalam industry. “Tamil industry concentrates more on jingle based ads whereas the Malayalam ads are centralized on the theme of the story that the client wishes to be told out in a short period of time”, adds Tanu. And while doing an ad the ultimate goal is to satisfy the client and the agency, if one is involved in the making. Tanu who has got a good response so far for his works says “there is always a positive competition in the industry among the agencies which helps in giving uplift in the work and thereby improving themselves in the field. The crews for each work are selected depending on the budget of the project”. And there he comes up with another talent or interest or whatever you may call it. Drawing! “I do most of the drawings for the story board”, says a very modest and humble Tanu Balak who is all set to see heights in his career in the very near future. II Kerala organized the Thrissur Leadership Conclave – a conference that focused on fostering leadership and entrepreneurship among the people in Kerala at the Lulu International Convention Center, Thrissur. With an emphasis on the conference theme “Learning from Legends”, the inaugural session was presided over by prominent businessmen from Thrissur who spanned their business both nationally and internationally. In his inaugural address, Mr M A Yousuf Ali, Governing Council Member, CII Overseas Indian Facilitation Centre (OIFC) & Managing Director, EMKE Group credited successful leadership and management style to two critical factors – personal value system, which the new generation inherited from their ancestors should follow and never to consider oneself as above others. He believed that it is only with keen observation of the business environment accompanied with constant upgradation in one’s business that one will be able to stay ahead and take on competition at both domestic and international levels. Special address by Mr V P Nandakumar, President, Trichur Management Association and Chairman & Managing Director, Manappuram Group focused on the session theme of leadership and management. He opined that Kerala had immense business opportunities and Keralites had the potential to think differently of business as not only as a means of income but also as to how to compete at a global level.
