It may be January 2023, but it might as well be April for the government of Cape Coral as its fiscal year began on Oct 1
When the City Council meets for its non-voting Committee of the Whole meeting today at 9 a m council members will get an update on w h a t h a s h a p p e n e d t h r o u g h t h e f i r s t t h r e e months of FY2023
The council will get a quarterly grants management report capital improvements update a r e p o r t o n t h e E c o n o m i c & B u s i n e s s Development Office and on the Parks GO Bond
The latter is expected to be the most interesting, seeing as the parks were battered during Hurricane Ian and the numbers have been rising since Cape Coral residents voted in a 2018 referendum on a $60 million GO Bond for the construction of new parks and the renovation of the old ones
As of now, five parks (Gator, Cultural, Guiffrida Del Prado Linear and Sands) are either completed or close to it with all of them either under budget or on budget
It is the remaining parks, in particular the Yacht Club, that have set the city back on the Go Bond In a presentation to council, the report will say that Joe Coviello Yellow Fever Creek and the Lake Kennedy Racquet Center are also on budget though the former two are the only ones under construction
As for the Yacht Club, it is still waiting for t h e p e r m i t s t o b e a p p r o v e d ( a l o n g w i t h Tropicana) and because of all the damage done it is right now closed There will be further discussions on the club when council meets for the winter retreat later in the month
When all is said and done the parks plan could cost the city as much as $100 million or more, with the Yacht Club being the main culprit since it will be completely renovated, resulting in its closure for up to two years from the time the permits are approved
In other business, City Council will also get an overview on the conceptual façade improvement program

For several days this month the House of Representatives was in a state of paralysis, the Congress unable to function without a Speaker of the House Congressman Byron Donalds (R-Naples) who represents Fort Myers Beach most of Lee County and Collier County was part of it all running for the speakership for two days before pulling out

With the ascension of the Republicans to the majority of the House and the stepping down of House Speaker Nancy Pelosi, House Minority Leader Kevin McCarthy was the presumed Speaker in waiting He even moved his office into the Speaker’s office before being elected to

Yet there were loud rumblings that right-wing members of the Republican Party F r e e d o m C a u c u s d i d n o t want him to lead the chamber It would take McCarthy 15 ballots over the course of a week to win the election for House Speaker

New United Way House opens in North Fort Myers

Southwest Florida is Latino women who often have nowhere to turn because of language barriers family issues and other problems
The United Way cut the ribbon on its 17th United Way House at 1621 N Tamiami Trail in North Fort Myers on Jan 12 as a way deliver the services they and others need
Many non-profit leaders and other dignitaries attended the Ian-postponed ceremony at the location they hope will p r o v i d e L a t i n a s a n d o t h e r s i n t h e c o m m u n i t y w i t h resources to improve their lives and empower them United Way Houses provide human services throughout Lee Hendry and Glades counties United Way Houses provide space for agencies to reach clients who may not be able to access services outside of their neighborhood or near their work
The lead agency for the North Fort Myers location is Organización Internacional de Latinos en el Exterior of SWFL also known as Healing Stitches specifically for women who have been abused Lucy Garcia, founder and CEO of Healing Stitches, started this program in 2015 as a project for her master s degree at Barry University She saw the gap in services for the Spanish-speaking Latino population
There is perhaps a lack of understanding what their needs are and probably the language Because they don t
speak English, they do not know where to find services, Garcia said We will take any case, regardless of their race They may need help filling out applications for food stamps or therapeutic programs ”
They will teach English and Spanish as a second language as well as teaching women who have experienced trauma how to sew as a way to become self-sufficient and empowered, Garcia said
“If they learn and stay committed to it they will be able to keep that sewing machine ” Garcia said “Grants help us purchase those machines ”
Jeannine Joy, president and CEO of the United Way of Lee Hendry and Glades counties, said these houses allows partner agencies to offer numerous services under one roof The more partners they have the better
“We were going to do this around the time of the hurricane and we couldn’t do it then ” Joy said They have been such incredible partners They continued to serve the community and they ve been amazing They not only allow people to heal but to have a craft
The new house in North Fort Myers will provides services to the entire community
In 2022 the United Way houses served more than 400,000 individuals The United Way of Lee, Hendry, and Glades was established in 1957 and more than $210 million has been raised and distributed since then

Vintage Market returning to Lee Civic Center this weekend

The fourth annual Vintage Market Days are back at the Lee Civic Center, 11831 Bayshore Road, this Friday, Saturday and Sunday, Jan 20 through Jan 22, from 10 a m to 4 p m with those purchasing three-day passes having a chance to get the jump on other shoppers with an early shopping opportunity Friday at 9:30 a m
Among the items available are vintage and repurposed, handmade items They include jewelry, furniture, clothing, home decor and much more
There will also be more modern vendors live music and several food trucks
Show owner Meri Stoute said people can expect a lot when they attend, from vintage clothing to food
They can expect about 100 vendors of all different kinds We have art and furnishings and décor We also have yummy treats as we call them ” Stoute said “There’s just a lot to see ”
All vendors are only allowed 10 percent of market, which means items they order in mass quantities The rest has to be upcycled or refurbished
Stoute got the idea when she and her husband ran a Cajun food truck in Louisiana Vintage Market Days started as an outdoor event in Naples before moving to the Civic Center in 2018
The first two there were huge successes with around 7,000 people coming for the first two shows But they lost momentum when a planned event in March 2020 never happened when COVID shut everything down just before it was about to take place
The most popular feature of the show is the early shopping opportunity, which tends to bring a long line to the ticket booth The first 25 people who have prepaid usually get some kind of door prize
Three-day passes are $12 which are only sold Friday and are good for all three days Two-day passes on Saturday and Sunday are $10 and Sunday passes are $7 Admission for children under 12 is free and there is free parking Other events coming to the Lee Civic Center will be the annual Fort Myers RV Show next weekend the alwayspopular Florida Gun Show the weekend after that and the Fort Myers Home & Remodeling Show Feb 10-12

This past season marked the fifth year for Mack as the head coach of the Red Knights -- a program that had found success under his tenure
“Success is what you do with what you've got ” said Mack in a released statement In the past five years, I ve been successful as a head coach because of those around me I firmly believe that we all need to push ourselves towards greatness and I have instilled this belief in my players throughout the years ”

The city then must inspect and approve underlayment before the contractor can continue laying shingles or tiles This is where the delay is happening the roofer said It used to take 5 days or so days to get an inspection Now, it s taking up to and in some cases more than a month According to manufacturer warranties the underlayment cannot be exposed to the elements (rain sun wind) for more than 30 days or it must be torn off and redone This is why so many homes in Cape Coral seem to be covered in that white paper but work appears to have stopped – they’re waiting on inspections
A f t e r t h e u n d e r l a y m e n t i n s p e c t i o n , crews can install shingles, then request a final inspection from the city “Reducing inspection wait times has become the primary issue being addressed by city staff especially considering the surge of demand for roofing work after Hurricane Ian, Grambow said While the city has some discretion in the type of work necessary for approving certain types of permits under the Florida Building Code and Florida law inspections must be comp l e t e d b y c e r t i f i e d F l o r i d a B u i l d i n g Inspectors or passed through an engineer s letter
Prior to Hurricane Ian the city had offered next-day inspections for over 5
years according to city officials The city estimates that the widespread roofing damage caused by Hurricane Ian will require o v e r 5 0 , 0 0 0 r o o f i n g i n s p e c t i o n s T o address this surge in demand the city officials say they have hired two additional building inspectors contracted with four different third-party building inspections agencies, conducted inspections on weekends and on holidays, and transferred staff from other city departments to assist with inspection scheduling and documentation
The city continues to reach out to additional third-party inspection providers to assist in this initiative, Grambow said “The city is averaging over 600 building inspections per day with the city completing over 700 inspections most days

If a permit is approved and work begins, but required inspections cannot be done in the necessary window of time conflicts arise
While the company understands the immense demand, it can be difficult to schedule projects in advance and homes are having open roofs for up to two weeks

The real problem here lies with the consumer not being able to get compensation for their work, Bryant said If an inspection window is dwindling there is another option to get inspections done; via a private company Contractors do not need to have the city complete their i n s p e c t i o n s T h e y c a n h i r e a p r i v a t e provider to complete inspections or submit an engineer s letter to complete an inspection
“Though there is currently a multi-week delay in scheduling a city inspection for certain types of inspections including roofing inspections, any contractor can use either of these options to complete a roofi n g d r y - i n 9 0 - p o u n d o r f i n a l r o o f i n g inspection ” Grambow said
The city is currently paying for several third-party inspection providers to supplement the city’s own inspectors officials said The cost of these private inspection providers varies by agency, and can be based on the number of inspections completed or the number of hours allocated to completing inspections
The city has allocated several hundred thousand dollars to the private inspector provider initiative after Hurricane Ian and has also submitted mutual aid and resource
requests to the State of Florida for building inspector services, Grambow said Inspections are typically included in the base permit fee but there may be a reinspection fee if a specific inspection does not pass The roofing company said they have had to go private (outside of the city) on m u l t i p l e o c c a s i o n s t o m e e t t i m e l i n e s which is an additional expense of $300$500 depending on the company The city does offer permit fee discounts for using a private provider but that discount only applies if permit fees are being charged city officials said Many of these permit fees have been waived by the city, as previously stated
Bryant said he'd like to see alternative o p t i o n s t h a t o t h e r m u n i c i p a l i t i e s o f f e r when things get backed up, such as being able to send photos of work done as part of the permit packet to get the ball rolling on some things
City officials said they are not rolling over inspections, even with the surge in inspection demand
“The permitting portal provides contractors with a next available date for a given inspection, based on the number of requested inspections and the availability o f i n s p e c t o r s ” G r a m b o w s a i d “ C i t y inspectors are completing between 23 and 30 inspections per day, even though the industry standard is 15 to 18 ”
