City adopts local drone ordinance

While the state and federal regulation regarding drones remains mostly up in the air, a new city ordinance has landed in the City of Oakley. The city council recently approved local drone safety requirements that align with Federal Aviation Administration (FAA) rules and state laws already on the books. The ordinance, which closely resembles one approved by the Richmond City Council in April, lays out a number of operating requirements, restrictions and areas where drone use requires written consent. Such provisions include that drones may not be operated beyond the drone operator’s visual sightline; more than 400 feet above the earth’s surface or faster than 20 miles per hour without written authorized proof from the FAA verified by the city; closer than 25 feet to an individual, excluding the operator or operator’s helper; or in a careless or reckless manner that endangers, threatens, injures or damages the safety or welfare of individuals or animals. see Drone page 34

Rapid growth along the East Cypress Corridor in Oakley has brought with it the need for another elementary school, and Oakley Union Elementary School District (OUESD) officials planned to break ground on a new school site this week to answer the demand. The new transitional kindergarten through fifth-grade school has yet to be given a name, but it will serve the Summer Lake development, located at the eastern end of the community at the corner of Summer Lake Drive and Watch Tide Way. The location is currently an open patch of grass between the curving streets of the neighborhood, which resides in the far reaches of Oakley’s country terrain. As see School page 34
