A recent town hall meeting on the controversial WaterFix project gave those whose lives and livelihoods are most dependent upon the Delta a chance to make their voices heard – and they did not hold back. Attended by more than 200 people, the meeting was held in the Jean Harvey Community Center in Walnut Grove and co-hosted by Assemblymember Jim Frazier and California State Senator Bill Dodd, who are members of the Delta Caucus. After nearly two hours of presentations by politicians, economists and government agencies, the floor opened for public comment. Russell Ooms, a resident of nearby Locke, expressed a common sentiment during his allotted two minutes. “This project will not sustain life if it goes through,” Ooms said. “I don’t want 10 corporations in the south to kill life in our Delta in the north — see Delta page 26A

Oakley settles dispute over fire station by Kyle Szymanski Staff Writer

The City of Oakley recently finalized a settlement with Shea Homes over the builder’s alleged failure to construct a fire station. Shea Homes will give the city $3.7 million to build a fire station at the corner of East Cypress Road and Summer Lake Drive for use by the East Contra Costa Fire Protection District (ECCFPD). The funds will also allow the district to purchase a new fire engine. “We are pleased that issues regarding the to-be-built fire station near the Summer Lakes subdivision have been resolved,” said Oakley Mayor Sue Higgins. “This will allow

the station to finally be built, and construction will start next year.” The city filed a lawsuit against Shea Homes last year, claiming that Shea agreed in 2006 to have a functional station constructed in the area by the time 600 homes were built in the Summer Lakes development near East Cypress and Bethel Island roads but failed to do so. Fire Chief Brian Helmick said in a press release that the agreement sets out the minimum requirements, size and features of the new station and engine, but the city and district plan to work cooperatively on more specific and detailed plans and timelines. “For now, the ECCFPD is pleased to have a conceptual framework laid for the

new station and the equipment it sorely needs,” Helmick said. The ECCFPD’s current financial state allows it to operate only one station each in Brentwood, Oakley and Discovery Bay. But district officials will discuss how the new station figures into plans during a strategic planning process in the new year, said board member Joe Young. Until then, district officials are just pleased a settlement has been reached. “This settlement agreement is a relief to the district, which has been waiting to see the benefits of the city and Shea’s development agreement,” said Fire Board President Joel
