Family escapes burning home by Tony Kukulich

ANTIOCH Residents of an Antioch home were displaced after fire damaged their residence on the 3300 block of Oakley Road Monday evening, May 3. Units from the Contra Costa County (ConFire) and East Contra Costa fire protection districts responded to the incident that was reported at 6:16 p.m. “When we arrived we found fire on the side of the house that was impinging on the house, getting inside the door,” said ConFire Battalion Chief Robert Lutzow. “Crews initiated an offensive fire attack and were able to stop the fire within the first couple of rooms of the house. There was smoke damage throughout the house, but the fire was contained to the first couple of rooms, the kitchen and living room I believe.” Lutzow said the cause of the

fire is under investigation. Resident Jessica Farmer described what she experienced in the first few minutes of the fire. “The power went out and I heard glass shatter,” she said. “I opened the door and was scared because I had my two kids in the house also. I heard more glass starting to shatter. My boyfriend

ran out to see what it was and yelled that it was a fire. I just grabbed both of the kids and ran out. Fortunately my little puppy followed me, but my old man stayed behind. He was rescued a little later.” Firefighters did locate and rescue Farmer’s dog. Supplemental oxygen was used to help revive him,

Oakley appoints interim manager by Dawnmarie Fehr Correspondent

OAKLEY The Oakley City Council has appointed Community Director Joshua McMurray to serve as the city’s interim manager. The vote came at the April 27 city council meeting and was necessary after longtime city manager Bryan Montgomery announced that he was leaving the city earlier this month. Mayor Sue Higgins was part of the subcommittee that nominated McMurray to the interim city manager position. “I have full confidence in Josh leading the staff team as we embark in a recruiting effort,” said Higgins. “Over the years, he has proven himself time and time again, and I know this won’t be an exception.”

McMurray has been with Oakley for 13 years. He started out as an associate planner and worked his way up to director. He said that when the subcommittee approached him, his answer was an immediate yes. “It required a vote with the city council,” he said. “I appreciate their support in trusting me to continue the great work our city council has been directing us to do over the past few decades. There’s a lot of work to be done and I have a lot of experience here and integral knowledge of how the city operates, so giving me that opportunity to continue that work is such a blessing.” McMurray holds a master’s degree in public administration and has worked on a wide variety of projects during his time with Oakley. Train collides with semi-truck on Orwood Road by Tony Kukulich Staff Writer

BRENTWOOD A truck’s heavily damaged cab was entangled with the engine of an Amtrak train after a collision in unincorporated Brentwood, Tuesday morning, May 4. Captain Ryan Pesonen of the East Contra Costa Fire Protection District confirmed that the truck driver suffered only a minor injury. “A vehicle obstructing the tracks in Contra Costa County between Knightsen and Discovery Bay came into contact with Amtrak train 711 on its way from Bakersfield to Stockton at 9:13 a.m.,” said Olivia Irvin, public relations manager for Amtrak. “There were no injuries to the 41 passengers or crew members on board. Amtrak police are cooperating with local law enforcement to investigate the incident.” According to Pesonen, there were no ambulances available in all of Contra Costa County to respond to the incident on the 4600 block of Orwood Road. was dispatched to the scene, as was a medical helicopter. The helicopter was canceled after first responders determined the minor nature of the truck driver’s injuries. Contra Costa County Hazardous Materials Incident Response Team and a team from U.S. Fish and Wildlife responded to

the incident due to gas and oil leaking into the waterway adjacent to the accident scene. BNSF Railway investigators were also dispatched to the incident. “We would be part of the investigation because it was a private crossing there,” said Lena Kent, a spokesperson

for BNSF Railway. There have been at least two other collisions involving Amtrak trains and vehicles in this area in recent years. In October 2011, 35 Amtrak train passengers were injured when the train collided with a big rig near the Orwood Resort. An Amtrak train hit a truck at a railroad crossing on Orwood Road in August 2015 critically injuring two people. The truck driver suffered serious injuries when he was ejected from the vehicle. The force of the impact knocked the truck into water, where it landed on an individual who had been relaxing on a raft. Both victims required evacuation by a medical helicopter. “All individuals should exercise caution around railroad tracks and crossings,” Irvin said. “Amtrak continues to work closely with Operation Lifesaver to communicate the dangers of grade cros sings. Driver shears power pole on Brentwood Boulevard by Tony Kukulich Staff Writer

The sole occupant of a vehicle that struck a utility pole on Brentwood Boulevard was transported by air to a trauma center in Walnut Creek on April 30. “Today at approximately 11:00 we received a report of a vehicle off the roadway and into a PG&E power pole,” said East Contra Costa Fire Protection District Battalion (ECCFPD) Chief Craig Auzenne. “Units arrived on scene and confirmed we had one vehicle off the roadway. No extrication was needed.” The collision occurred just east of the Sellers Avenue intersection; the impact

completely sheared the utility pole causing PG&E to respond to the incident. An ECCFPD engine company from Brentwood responded to the incident scene while another engine from Discovery Bay established a landing zone for a medical helicopter at La Paloma High School. The patient was taken by ambulance to a waiting helicopter and flown to John Muir Medical Center in Walnut Creek. Officers from the California Highway Patrol (CHP) closed Brentwood Boulevard to traffic while rescue operations were active. CHP is investigating the cause of the accident. County to offer vaccines to nationwide residents The Contra Costa Health Services Department announced this week that it will now vaccinate everyone at its clinics, regardless of whether they live or work in the county. Anyone 16 or older can receive a vaccine in a Contra Costa County facility. “We’ve always said that this virus doesn’t recognize borders. Now we can say that Contra Costa County no longer cares about borders when it comes to getting people vaccinated against COVID,” said Dr. Chris Farnitano, the county’s health officer. “To end the pandemic, we need to vaccinate as many people as possible — not just people

from Contra Costa, but from all over.” Contra Costa County Health officials noted that opening up vaccination to everyone won’t affect Contra Costa residents’ ability to get vaccinated themselves. The move comes at a new point in the vaccine rollout in which supply is exceeding demand. In the past two weeks, open appointments at the county’s vaccine sites have begun to go unfilled. Vaccine appointments can be made online by calling 833-829-2626. Walk-in clinics, which don’t require appointments, are also available in Brentwood, Bay Point,

Concord and Richmond. The Brentwood Health Center, at 171 Sand Creek Road, Suite A, is open on Monday and Wednesday between 6 and 6:30 p.m. Bay Point Family Health Center, at 215 Pacifica Ave, is open Monday through Friday between 3 and 3:30 p.m. A third option, at 1034 Oak Grove Road in Concord, is open Tuesday from 4:30 to 7 p.m. and Wednesday through Saturday from 12:30 to 3 p.m. For other available county walk-in clinic locations, visit https://www.coronavirus.cchealth.org/walk-in-vaccine.

Liberty High School senior launches cosmetics company by Jenna Hards Correspondent

Makena Quesada, a Liberty High School senior, has taken advantage of the COVID-19 pandemic by starting her own small business, Kikiz Cosmeticz. Quesada makes the products herself and also packages them. She sells lip gloss, soaps, organic loofahs, among other beauty and body care products. Kikiz Cosmeticz has been steadily growing in popularity since its start. Quesada has received an incredible response from her Tiktok account, where she posts Kikiz’ products and packaging videos. “At first it was a side little job, but then I really wanted to create a platform of girls supporting girls’ and women’s empowerment and that was really why I started,” Quesada said. “I started selling on Etsy and I didn’t start getting sales until I blew up on Tiktok and I got 6.7 million page views on one of my videos so that really started it for me.” Quesada not only uses social media platforms for marketing, but also as a way for her to interact with customers and support other small businesses. “I wanna promote inclusivity and girls supporting girls, LGBTQ and all of that,” Quesada said. Quesada has been supported by her family and

returning customers as her business has grown. Many are impressed with her work, especially since she began Kikiz Cosmeticz during the pandemic. “I’ve never seen her work so hard,” said Gina Quesada, Makena’s mother. “Everything I worry about when she’s interacting with customers and such, she’s already done and accomplished.” Kikiz Cosmeticz has also gained a loyal customer base during its short time. Buyers are especially excited by products like Quesada’s “Pink Drink” lip gloss. “Every time she released a product, I would buy one or two things to support her but now she’s taken off and is doing so well,” said Ginger Rose, a returning customer at Kikiz Cosmeticz and family friend. The young business owner has also recognized the importance of keeping her products clean during this time. “When she packages all her products, she cleans everything down with antiseptic and she makes everything super clean,” Rose said. Quesada is hoping to expand her business in the coming months, with goals of setting up pop-up shops at the farmers market and selling more skin care related products. State offers tax-cut relief for small businesses California Gov. Gavin Newsom has signed a bill that will give small businesses hit hardest by this pandemic a $6.2 billion tax cut over the next six years – a critical lifeline that will help get small businesses back on their feet and an important component of California’s economic recovery strategy. “California’s small businesses have been hampered and hammered by this pandemic, and we are using every tool at our disposal to help them stay afloat,” Newsom said.. “Help is on the way in the form of a $6.2 billion tax cut, which will provide support, not to large publicly traded companies, but to the mom-and-pop businesses – the beauty salons, restaurants and dental offices – which have been resilient during this difficult time. This small business tax relief is exactly what is needed to keep businesses open so they can continue paying their employees.” Under the legislation, AB 80 by Assemblymember Autumn Burke (D-Inglewood), the forgiven Paycheck Protection Program (PPP) loans that businesses received from the federal government during the pandemic will not be counted as taxable income, and these businesses can also deduct the costs of expenses that those loans paid for. This is additional state tax relief for the small businesses that have been struggling most, and may very well

The governor signed the legislation in San Fernando after meeting with local business owners that have utilized federal PPP loans to keep operating during the pandemic. He was joined by actor, restaurateur and Los Angeles native Danny Trejo. California small businesses are drivers of economic growth – creating two-thirds of new jobs and employing nearly half of all private sector employees. California is home to 4.1 million small businesses, representing over 99 percent of all businesses in the state and employing nearly half of the state’s total workforce. This new tax relief is in addition to the support that Governor Newsom has already provided for small businesses and workers throughout the pandemic. In February, the governor signed into law a comprehensive package of immediate actions that sped up much needed relief to businesses suffering the most significant economic hardship due to COVID-19 – a package that provided $2.5 billion in grants worth up to $25,000 each for small businesses across California, more than half of which have gone to minority and underserved businesses. If you are looking to rent a home from someone you don’t know, you need to be very careful. Potential tenants need to make sure that the landlord actually OWNS the property, that they aren’t some scammer who just took over some vacant property. Be especially careful of rentals on CraigsList, especially when the landlord says they got transferred out of the country suddenly and are renting the home for less than market rent, but you never meet them in person. I’ve experienced this several times when I have a vacant home listed for sale. I’ll get a call from someone asking about the home I have “for rent” even though I only have it listed for sale. What the scammers do is find vacant homes for sale online, then they copy the pictures and description and then they re-post it online advertising it for rent. Four Liberty Union High School District Students have earned highly competitive four-year Air Force Reserve Officer Training Corps scholarships. The recipients are seniors Matthew Kopiko (Heritage High School), Ethan Lee (Heritage High School), Laersunder Phoummathep (Liberty High School) and Katherine Reid (Heritage High School). These students were evaluated on their academic records, physical fitness, character and leadership ability. All four winners are a part of the Heritage High School Junior Reserve Officer Training Corps program. The Air Force will pay each student’s tuition and fees while providing a book stipend and monthly living expenses for a four-year university degree. Students will have the opportunity to commission as officers in the U.S. Air or Space Force upon graduation from college. Matthew will be majoring in mathematics and minoring in political science at Purdue University. After college, he would like to serve as an Air Force officer in the intelligence, diplomatic and or aviation fields. Ethan will attend the University of Alabama, majoring in mechanical engineering. Grateful for phone calls and memories I refuse to take anything for granted now. After a year of a whole lot of not much, I am grateful for so many things. That being said, there are a few routines Senior I’d prefer orner that to keep up, even though I’m pretty comfortable with our much-awaited precautionary inperson visits. Every morning for just about my Marla entire adult life, I Luckhardt called my parents to

check in, say hi and just make sure all was well. The conversation always began with my dad answering the phone and after hearing it was me, he’d say, “how are you? How’s Ernie? How’s your weather? I love you, here’s your momma”. I still hear that in my heart every day. It was something that just came naturally to me. As a kid, it started with a daily call to my grandparents shortly before I’d walk to school. The conversations were relatively brief, but always ended with my grandmother’s instructions about crossing the five streets from our apartment building in Brooklyn to the big brick elementary school. She

repeated the mantra each time; “look both ways, right then left, then up and down”, at which point she’d laugh. As a 5-year-old walking with a group to my kindergarten class, I took it a bit more literally than was necessary and I assume the other kids were confused when I followed her explicit directions. Perhaps she was concerned with low-flying planes or a speedy centipede crossing my path. Another conversation I choose to recall daily and smile. When my mom lived here in Brentwood after my dad passed, I’d call her at exactly 7:30 each morning. That conversation replays sweetly in my

mind often as I hear her asking, “what’s doing?” and my reply of “not much, it’s 7:30 in the morning!” I’d laugh, she’d laugh and I got the morning update of her routine. “I’m up, I’m showered, I’m dressed, I’ve had my cereal and my pills. What about you?” My response as always was “it’s 7:40. Not much more than 10 minutes ago.” More laughter from both sides of the telephone. I miss those calls. Now each morning I start my day with a call to my dear friend Karen in Nevada. We’ve known each other since 1979 and even a state away, we see Memories page 9

are as close as ever. If I have an early appointment, the time alters but we don’t miss a daily conversation for love or money. When she answers, knowing it’s me, with a confirming hello, I sing a few lines of a song, replacing one word with her nickname. It never ceases to amuse her and again my day starts off with laughter and smiles. I prop myself up with my pillows, she does the same and we discuss in great detail everything that happened since we spoke the day before. Not everything is earth-shattering, but to us, it’s all top priority, top secret, extremely important and if we forget something, another call or text that day clears it right up. If we can’t recall the name of a show that we enjoyed enough to recommend to the other or where we saw an actor before in the latest movie, it just can’t wait until the next day. Priorities are everything! Grandpa makes

it a point to come by and say hi in his comical way while we talk and her husband has been known to yell a warm greeting from across the room on her end. If her dog is awake, I say good morning, but since she arrived after COVID began, she isn’t very chatty with me yet. We plan to meet in July. Most things regarding the pandemic were and still remain awful but I try to put my pollyanna hat on as often as possible and enjoy the special moments on those phone calls, appreciating the love and kindness that I feel each day. The memories of loved ones who are gone, are resurrected with each conversation with my friend and for that I am very grateful. Knowing those long-awaited hugs are just around the bend is something special to look forward to. That and meeting my four-legged niece, Maizie. She was always at the polling places for years of elections and school events, and she worked for several local companies, all while raising seven children and several troubled teen friends of her children. She cherished the simple things in life: a warm hug, kind kisses from her loving family, and kind words. Anna was married to Kenneth Barnes on Oct 22, 1955, in Carson City, Nevada. Antioch High graduate drafted into NFL by Kyle Szymanski Staff Writer

Former Antioch High School running back Najee Harris grew accustomed to wearing black and gold as a member of the Panthers football team. Now, four years later, he’ll be wearing those colors again — only this time, it will be for the NFL’s Pittsburgh Steelers. The 2017 Antioch High School graduate was drafted by the professional football franchise as the 24th pick in the NFL draft on April 29. “I just want to thank the whole Pittsburgh Steelers organization for making this selection and having me here,” said Harris during an introductory news conference last week. Harris’ rise to the NFL is no surprise to his followers. The 6-foot-2, 230-pound back finished his Antioch High School career as one of the area’s best ever, rushing for 7,948 yards and 94 touchdowns in four seasons. He averaged 9.5 yards a carry and 193.9 yards a game. He went on to the University of Alabama as one of the nation’s top prospects, and he continued to flourish, finishing his four-year college run as the school’s alltime leader in rushing yards (3,843), total yards (4,624), rushing touchdowns (46) and total touchdowns (57). “Congratulations to the hardest working man in the world,” said Brett Dudley, Antioch High’s assistant head coach and offensive coordinator. “The Steelers got the best player and person in the draft.” Steelers brass gave Harris a similarly glowing review during a news conference to introduce their pick. Colbert said the skilled runner possesses a host of desirable attributes, including speed, size and athleticism. “Najee is as complete a back as we could hope to get at any point in the draft,” Colbert said. “It was very exciting for him to be available for us.” Harris admitted that he’ll need to adjust to the NFL’s superior competition while grasping a litany of game-specific details to succeed at the next level, but clearing obstacles is nothing new for him, he said. The 23-year-old said he had to overcome childhood homelessness and a host of other unidentified challenges — all while he was forced to bounce around several Bay Area cities, including San Francisco, Oakland, El Sobrante and

Richmond. In the end, however, the experience strengthened him. “I feel like someone is really not tempered or pressured in a way if he does not go through something hard in life,” he said. “I have been through a lot of stuff in my life, and I have had to overcome a lot of obstacles, but it was for the better and for the good. It helped me a lot in football because in football you are going to go through a lot of adversity. . . . Being able to overcome things helps show you how much strength you have.” Looking ahead, noted NFL analyst Lance Zierlein said that Harris is a “tough, three-down runner who can immediately upgrade a running game.” Harris’ official NFL draft profile

compares him to 12-year former pro back Steven Jackson, who rushed for 11,438 yards and 69 touchdowns in his career. Aside from Harris, the Steelers currently have five running backs on their roster — Benny Snell Jr. (368 yards on 111 carries last season), Kalen Ballage (303 yards on 91 carries),Trey Edmunds (140 yards on 31 carries.), Anthony McFarland Jr. (113 yards on 33 carries) and Jaylen Samuels (28 yards on nine carries). “I’m very grateful to be here and excited, and I can’t wait to start doing things,” Harris said. Harris’ first professional game is scheduled for Aug. 5 at 5 p.m. against the Dallas Cowboys in the league’s annual Hall of Fame game, broadcast nationally on NBC.

Lady Patriots dominant through early games by Michael Dixon Correspondent

With five straight Bay Valley Athletic League (BVAL) titles and four straight perfect seasons through league play, the road to the BVAL girls basketball championship clearly runs through Heritage. Whether the Patriots can add another league title and perfect season remains to be seen. But they have shown in the early season that beating them will take great effort. Heritage defeated Deer Valley 74-17 on Tuesday, May 4, to move to 3-0. In those three games, the Patriots have outscored their opponents 220-47. “Our girls set team goals every year at our first practice that get posted in our team room,” Patriots coach Rob Ocon said. “The goals list consists of about 20 areas of focus.

Some of those goals are ‘hold each other accountable,’ ‘team ball, not me ball,’ ‘strong academics first,’ ‘maintain team communication,’ ‘be COVID safe’ and ‘win league.’” This year’s team is a mix of experienced players and newcomers. Among the returning players are seniors Julie Ramirez, Ella Roberts and Milan Tuttle, juniors Gabby Martini and Alaina Ahrens, and Amanda Muse, whom Ocon called a “super sophomore.” Some of the new varsity players that Ocon expects big things from are juniors Zeni Purge, Alyissa Ramirez and Julia Wright, along with sophomores Allissia Petroni and Caitlyn Smith. The mix of experienced players and new blood has created a competitiveness in practices that Ocon has enjoyed. “With players doing multiple sports

and travel ball, it’s nice when we have our entire team together at a practice,” Ocon said. “But this group of older and newer is so fun and intriguing to watch in practice. Our practices are absolute battles.” Of course, while Heritage’s early success has created a feeling similar to past seasons, there have also been reminders that this season is quite abnormal. For starters, the season began on Tuesday, April 27. Normally a high school season is done by mid- to late March. Obviously COVID-19 is the reason for the difference this year. With no fall and winter seasons, schools are trying to get in as many sports as possible in a short period of time. The more serious issue is that COVID brings a cloud that could cause a season to be altered or completely canceled at any time. Worse still, it doesn’t even have to be

due to a positive test. As a case in point: the Patriots have had games against St. Mary’s High School in Stockton and St. Joseph Notre Dame High School in Alameda canceled already. That was not due to a positive test in those programs but restrictions in their counties. The possibility of county restrictions lingers here, too. But the Patriots are taking steps to ensure that — as long as that doesn’t happen — nothing they do will lead to a cancellation of games. “The girls are doing their part in regard to testing and following all guidelines,” Ocon said. “They realize that all this can be taken away if we don’t do our part. So our staff and players embrace whatever it takes to keep the kids playing. We wish all the BVAL teams the best of luck and a safe, COVID-free season.”

Nearly 40 golfers recently took to the Brentwood Golf Course to compete in a qualifier for the upcoming 39th annual Northern California Golf Association Mid-Amateur Championship. Club), Sergio Orozco (Wente Vineyards) and Andy Nevin and Joshua Ault (East Bay Club). “It was nice to showcase the progress we have made at the golf course to a larger audience than Brentwood and East County,” said Brentwood Golf Club CEO Rex Choe. Qualified members are now eligible to play in the Mid-Amateur Championship in early June at Poppy Hills Golf Course in Pebble Beach.

Patriots swimmers end season on high note Despite having their 2020 season cut short amidst the COVID-19 pandemic, Heritage High School swimmers came back stronger than ever for this year’s Bay Valley Athletic League (BVAL) championships. “It’s like 2020 never affected their ability to perform or have a positive outlook,” said coach Erica Slocum. Despite their outstanding season, the return to the pool was not without its challenges. “At first, it felt horrible. I was so slow and I felt like not swimming every set,” said varsity swimmer Eisha Pasamonte. “But like any sport, it takes time. After a while, it just felt good to swim in that pool every day.” Pasamonte went on to take first place in the 200 individual medley, as well as the 200 medley relay with teammates Courtney Coplan, Maggie Wells and Christy Foster.

The meet featured an intense faceoff between Andrew Lopez and rival Liberty swimmer, Dylan Oquendo. Calling it “one of the greatest races [she’s] ever witnessed,” Slocum expressed awe after watching not one, but two swimmers break the 100 breaststroke record. The North Coast Section cancelled its meet this season. However, this did not take away from the plethora of memories this season. “The most memorable thing from BVALS is witnessing all the athletes who received their best times or broke their own personal records,” Slocum said. “To see them smile again and persevere after everything they’ve gone through this past year is something I will always remember.” – Courtesy of by Alyana Santillana, Heritage High School

Delta Breeze lacrosse team defeats Elk Grove The Delta Breeze 12U lacrosse team defeated the Elk Grove Gladiators 7-6 in sudden-death overtime on May 1 at La Paloma High School. Five minutes into overtime, Garner Plumlee placed a perfect shot into the Elk Grove net off a pass from Noah Shappet to seal the victory. The late score capped a scintillating contest between the two teams. Delta’s Evan Lopez tied the game at 6 with his second goal of the fourth quarter, forcing the overtime period. Delta’s Caden Kyle performed superbly in goal for the duration of the game, stopping eight Elk Grove shots on goal.

In addition to the scorers, excellent offensive and defensive plays were also made by Luke Geis, Shane Hamilton, Jared Cabico, Preston Angara, London Webb, Danny Guinn, Kory Drake, Nolan Pryor, Mason Beck, Jax Salazar, Devin Pryor and Basir Selvin. Rounding out the team with excellent offensive and defensive plays for Delta Breeze were 10U players Logan Caraway, Kenneth Lomba and Noah Shappet. Patents don’t impede patients’ access to drugs and vaccines

Editor: Intellectual property rights are under assault overseas — and here at home. These attacks could prevent the creation of dozens of lifesaving medicines. That should worry every American. Consider a few of the latest threats. India and South Africa are petitioning the World Trade Organization to waive patent rights on Covid-19 vaccines, claiming this unprecedented move would boost low-income countries’ access to the shots. Several members of Congress have vocally supported that petition, and the Biden administration is reportedly considering endorsing it. Many other lawmakers are pushing for a domestic version of that proposal. They’re advocating using a four-decade-old law to “march-in” and seize the patents on COVID-19 treatments. Senator Bernie Sanders recently introduced an even more sweeping measure, which would allow the government to effectively nullify patents on any medicines it deems to be “excessively priced.” Proponents of these measures mostly have good intentions; they want to make medicines more affordable, and thus more accessible, to patients. But their proposals would backfire. Drug development simply wouldn’t be possible without intellectual property (IP) protections. That’s because of this industry’s unique business model and government regulatory hurdles that must be overcome. Biotech companies face enormous upfront costs. Most experimental compounds

never make it out of the lab. Of those that do, nearly nine in 10 don’t make it through clinical trials. After accounting for these failures, it costs over $2 billion, on average, to bring a single new medicine to market. Drug companies and their investors need to generate enough revenue from their few successful medicines to cover the costs of their many failures. This business model only works because of patents, which empower research companies to stop rivals from freeloading off their work, copying their drug formulas and selling the same product for far less. Without these IP protections, it’d be virtually impossible for firms to recoup their up-front costs — so they wouldn’t invest in research and developmentin the first place. That doesn’t mean drug companies are keeping their vaccine formulas under lock and key. To the contrary, many have voluntarily shared their IP far and wide. Moderna isn’t enforcing its COVID-19 related patents during the pandemic — and has already pledged to license its COVID-19 vaccine IP in the post-pandemic period. Johnson & Johnson licensed its technology to its competitor, Merck, to maximize vaccine production. Novartis and Sanofi have similar contracts with PfizerBioNTech. Several generic manufacturers in India have licenses to produce vaccines from AstraZeneca and others. Intellectual property makes this collaboration possible. Only because IP rights are secure do companies have the confidence that they’ll still own their underlying data and research, even if that data and research is widely shared. Every vaccine manufacturing facility on earth is producing shots as fast as

possible. Weakening IP protections won’t accelerate that process. As the CEO of the Serum Institute of India — one of the world’s largest vaccine manufacturers — recently told “The Guardian”, “it just takes time to scale up” production and the delays don’t stem from a reluctance to license IP. Intellectual property rights don’t impede access to lifesaving drugs and vaccines. They facilitate the creation of those drugs in the first place. Those seeking to weaken patent protections could inadvertently harm the very patients they’re trying to help. Florida anti-trans bill paints a devastating picture

Editor: On April 14, the Florida House passed House Bill 1475, a bill that bans transgender athletes from competing in women and girl’s scholastic sports and allows genital inspections and genetic tests that ‘prove’ the athlete’s gender to the school and sports team. HB1475 is one of the many antitrans bills that have been passed by both state and federal governments. Reactionaries across the nation are passing bills that threaten and harm the youth in the trans community with a feeble disguise of equality in sports. HB1475 is yet another gate that allows the American government to violate and wrong the trans community. Both the philosophical and logical reasoning behind HB1475 uses false rhetoric. Many defenders of the bill have claimed trans athletes hold a competitive advantage over cisgendered women. However, these claims

have been debunked by a vast array of scientists and experts. While trans athletes may vary in athletic ability, genetic diversity does not translate to advantages. Dr. Joshua D. Safer of Mount Sinai Center explained that reproductive anatomy is not an indicator for athletic performance and thus, should not be treated as such. Additionally, trans students face monumental obstacles in schools. A study showed that 22% of trans women were harassed to the point of dropping out while 10% of trans women were kicked out of school. Rather than ‘leveling the playing field’, HB1475 feeds into the issue of trans students being harassed in both school and sports, giving unfair advantages to cisgendered students. The issue of lack of opportunity to trans students is only heightened with HB1475. Trans women are increasingly discouraged from participating in sports out of fear of being forced out of their teams. Discriminatory policy and bills cheat trans students out of college scholarships based on sporting achievements while their cisgender peers are allowed to compete in sports without question. Florida is now exposing their students to a horrifying violation of privacy for a flawed idea of gender conformity. Trans students are being scapegoats for America’s corrupt political agenda that endorses an oligarchical system. The bill passed in Florida is a side effect from a bastardized form of politics that upholds the idea of a sex binary, forcing students into choosing a gender born from an outdated system. HB1475 serves as an extension of a myth; one that claims trans students are not valid in schools and society alike. HB1475 does the exact opposite of protecting students in schools. It instead is a byproduct of the American culture war, aiming to preserve traditional ideas of gender whilst alienating the trans community in schools, all the while coded in a faulty mask of fairness. BRENTWOOD As the weather gets nicer and pandemic restrictions slowly lift, Brentwood residents were able to enjoy a pleasant afternoon outside on Saturday as the Downtown Brentwood Coalition’s (DBC) first annual Spring Wine Stroll took place. After being unable to host a similar event in 2020 due to the pandemic, the coalition was unsure what kind of demand there would be this year as the situation around COVID-19 continues to evolve, explained

The initial run of 200 tickets for the event sold out so quickly that an additional fifty were added. When those sold just as quickly, another hundred tickets were added and sold, bringing the event’s total number of participants to 350, in addition to 25 designated drivers, who were able to purchase a discounted ticket that allowed them to enjoy all parts of the event but the alcohol, such as the wide array of foods from local restaurants.

According to data from the U.S. Drought Monitor, drought conditions have existed across the entire state since at least the start of the year. Presently 53% of the state is experiencing extreme (D3) or exceptional (D4) drought conditions. Contra Costa County, along with most of the Bay Area has been designated with a D3 drought rating. Most of Santa Clara County and a small portion of Alameda County are the only Bay Area exceptions to the extreme drought conditions. Those locations have been designated as experiencing severe drought (D2).

The event, put on with the help of the Contra Costa County Winegrowers Association, featured 21 excellent wines from eight local wineries, including Serendipity Cellars and Tamayo Family Vineyards. Each winery set up a number of “stops” along Oak Street by partnering with local businesses to use their storefronts. Gedde’s Music, for example, was home to a kiosk where participants in the wine stroll could sample a petit syrah by Petersen Vineyards. In the instances of restaurants, each offered snacks to pair with the wines they served, such as the mini cupcakes MJ’s Cafe provided alongside their Tamayo Family rosé.

Turnout for the event has the members of the Downtown Brentwood Coalition excited for even more events to be held this year, DBC President Pete Jacoway admits. Another wine stroll is planned for the fall season, due to take place on Small Business Saturday — two days after Thanksgiving — in order to encourage people to see what their community has to offer. But for those looking for something to do before then, the DBC plans to host a car show on Aug. 7 in the same spot. Meadows listed McMurray’s experience as director of the planning department and his knowledge of code enforcement, economic development and building regulations as reasons for his support of McMurray. “I think he will do a good job and put the effort in,” Meadows added. “I think he cares for the city, so that’s important.” The city council is expected to vote on a request for proposal at its next meeting, allowing them to hire a recruiter to look for a permanent city manager. McMurray indicated that he will apply for the position. “That was one of my career goals, to ultimately be a city manager,” he said.

“This is the second dry year for much of the state,” said Jeanine Jones, interstate resources manager for the California Department of Water Resources (DWR). “Last water year, Water Year 2020, was dry in the northern two-thirds of the state, and especially dry in the northern part of the state. This year, Water Year 2021, has been dry statewide. Much of the state (has received) roughly around half of the average of precipitation level. It’s worth noting that this is continuing a trend that we have seen this century. If we go back to 2000, we see that California has been in a drought or very dry conditions for more than half of the years in this century. Perhaps this is a switch to a new normal.” The variability of California’s annual rainfall is the greatest in the country, added Jones. Evidence of this variability can be found just within the past decade. The effects of the five-year drought that occurred from 2012 to 2016 were practically eliminated by a single wet season during Water Year 2017. The following water year brought a return of dry conditions, and then the second wettest year on record happened in Water Year 2019. While there is great variability in the amount of rain that falls season to season, there is also variability in where the rain falls. So far this year, Sonoma and Mendocino counties have been particularly hard hit. Conditions there prompted Newsom in April to declare a regional drought emergency for the Russian River watershed, where reservoirs are at record lows. Additional counties could be added to that declaration as drought conditions continue to develop over the coming months. Newson also directed state agencies to take immediate action to bolster drought resilience and prepare for impacts on communities, businesses and ecosystems if dry conditions extend to a third year.

“We know from experience with past droughts that large, urban (water) agencies do a good job of being resilient during drought because they have the resources to invest in diversified supplies and preparedness,” Jones said. “It’s the small water systems – a few hundred connections – that struggle. Most urban areas in the state will do fine this year, but you always want to think about being prepared in case next year is dry. That’s something that we just can’t predict.” Water agencies serving East County have yet to enact any mandatory water restrictions, but are beginning to urge customers to be mindful of their water use. “For this year, based on the water allocation we have been given from (the U.S. Bureau of) Reclamation, water stored in Los Vaqueros and existing transfers, the district has adequate supply to meet customer needs,” said Jennifer Allen, director of public affairs at the Contra Costa Water District. “We are still encouraging customers to use water efficiently and prevent any waste. Customers can take advantage of the water use efficiency resources available to them including rebates and online seminars.” Dan Muelrath, general manager of the Diablo Water District (DWD), said his agency is similarly positioned to weather a drought this year. DWD plans to launch a conservation campaign this summer to encourage careful water use. The campaign will encourage customers to share their conservation efforts with others in the community on DWD Facebook page, www.facebook.com/ diablowaterdistrict. “Based on our water supply portfolio of purchased water from Contra Costa Water District, and Diablo Water District’s ability to supplement with locally produced groundwater, we are able to meet our customer’s water demands this year,” he explained.
