The Antioch City Council recently adopted an initiative that clears the way for a large development project while also preserving open land in the city’s southeast corner near the Brentwood border. The West Sand Creek initiative was one of two competing efforts to shape the future of the Sand Creek Focus Area – a 2,712-acre area bounded by Black Diamond Mines Regional Preserve to the west, city limits to the south and the City of Brentwood to the east – that could have appeared on the November ballot. The city has considered building 4,000 homes in that area. The council plans to continue studying the competing Let Antioch Voters Decide initiative, but the unanimous adoption of the West Sand Creek initiative locks in a 550see Housing page 26

Police, schools host safety forum by Aly Brown Staff Writer

The ringing of school bells marks the end of summer, but in a sign of the times it also signals the beginning of school security fears for some students and their families. Here in East County, local school officials and first responders are hoping to quell some of that anxiety with an upcoming school safety symposium. On Aug. 9, in an event jointly hosted by the Brentwood Police Department, Liberty Union High School District (LUHSD) and Brentwood Union School District (BUSD) to promote safer campuses, participants will learn current protocol for active shooter

give parents resources and information. “The proactive partnership between the school districts and the police department has been strong for many years. We did active shooter training together six years ago and are updating that training this year at every school,” said BUSD Superintendent Dana Eaton. “Both school districts support the school resource officer program, and communication between the districts and police department is ongoing and frequent. The Knightsen Elementary School District (KESD) bells rang last week for the first time since summer break began. With classes back in session, Knightsen School and Old River Elementary are going full steam ahead. The parent-teacher clubs at both locations have a funpacked year planned for the district. From fun-runs and dodge ball to reading challenges and a community band, the parents in KESD are working to keep their kids’ minds and bodies active. Harvey Yurkovich, new superintendent for KESD, is looking forward to an exciting year full of activities for his students. “I’ve been very impressed with both the parent-teacher clubs in our district,” he said. “They are both very involved and dedicated, and we couldn’t do what we do without them. Knightsen, being the older school, has many traditions like the pool. The parents at Old River are working hard to create traditions there. It’s a great place, and I am excited about the new school year.” Hillary Ludwig, president of the Knightsen Parent Teacher Club (KPTC), is continuing her efforts to raise money to keep swim lessons going for both schools. Last year, Ludwig’s fundraising brought in $14,000. Combined with $6,000 donated by the KPTC and others, she was able to ensure that swim lessons would continue through the fall. Next spring is a question mark, though. Since local and state budget cuts caused the district to stop funding the pool and swim lessons last year, lessons can only continue if money is raised to maintain the pool and pay a swim instructor.

“We will probably have another fundraising event (for the pool) around Christmas time and another event at Petersen Vineyards,” Ludwig said. “Our last event at Petersen was very successful, and they are going to let us do that annually.” Music was another subject that fell victim to budget cuts, and the KPTC is working on a solution for that problem as well. “We are going to have a community band in Knightsen,” Ludwig said. “It will be for the kids and the community members, and we can have experienced musicians mentor the kids. We are hoping older members of the community will take in the younger members and we’ll have a big-brother, big-sister type of thing going on, so that we can keep music in the community.” Over at Old River, Maytal Prober has settled into her role as president of that school’s parent-teacher club. The school’s first big event will be a back-to-school festival with food trucks, live music and more. “We got started before the school year ended last year, and the calendar is almost full,” Prober said. “We have some great events planned for the kids, but the back-to-school festival will be a big event. There will be rides and all kinds of things – it will be amazing.”

Entering its third year since reopening, Old River is expanding to include its first seventh-grade class this year. Next year, the same class will become the school’s first eighth-grade class, making it a kindergarten through eighth-grade school, just like the Knightsen campus. Veronica Seghetti’s daughter, Isabella, has been attending Old River since it reopened and will be part of the new seventh grade. Seghetti said they are excited to move forward with the school. “Isabella is excited to start the new school year, and looks forward to each day as a seventh-grader,” Seghetti said. “(She) can’t wait to start her new elective, leadership. Last year she made the volleyball team and can’t wait to try out again this year. Housing project moves ahead by Kyle Szymanski Staff Writer

The Brentwood Planning Commission recently approved plans for 140 active-adult duet-residential homes at a former proposed college campus site. The proposed Cowell Ranch project, south of Vineyards Parkway and east of Miwok Avenue, is the second phase of the Trilogy’s Barcelona active adult single-family duet residential neighborhood, part of the larger 481-acre Vineyards at Marsh Creek project on Concord Avenue between Balfour Road and Marsh Creek Road. Phase one of the Barcelona Project, which included 72 lots, was approved by the commission in March of last year. Phase two must still be approved by the city council. “This project represents an extension of (phase one),” said Planning Manager Erik Nolthenius. “It’s basically a doubling of the size of the number of units, but the concept is the same in terms of creating duet lots.” The 29.19-acre project site opened in 2011 after the Contra Costa Community College District opted to move its future Los Medanos College cam-

pus to nearby Pioneer Square and Miwok Place. The college broke ground earlier this year. The 140 duet lots are slated to take up about 12.5 acres with open space and a private park sitting on an additional 10.6 acres and streets. A bioretention area will take up six more acres. The mix of one- and two-story homes will range in size from 1,295 to 2,142 square feet with up to four bedrooms and three bathrooms and twocar garages. “It’s been a long project, dating back to 2002 when we first started the planning process for the Vineyards at Marsh Creek, and this, in essence, is the final phase of it,” said Matt Beinke, a representative of Blackhawk Nunn, who represented Brentwood Commercial Partners LLC, the project applicant. Planning Commission Chairperson John Fink said it will be nice to see the Barcelona project come to fruition. “It’s great to see a great project come together,” he said. Free buses to replace trains in Oakland during construction weekends Over several upcoming weekends, BART will make major repairs to the trackway and other infrastructure near the West Oakland Station as part of continuing work funded by voter-approved Measure RR bond money. While the work is being done, there will be no trains running between West Oakland and 19th Street or between West Oakland and Lake Merritt. AC Transit will provide free, direct bus service between West Oakland and 19th Street stations. The bus shuttle trip should take between 10 to 15 minutes. Any trip from the East Bay into San Francisco will require a transfer at the 19th Street Station onto buses that will take riders to West Oakland where they will reboard trains. Any trip out of San Francisco past West Oakland will require a transfer at West Oakland onto buses that will take riders to the 19th Street Station where they will reboard trains. Buses will be staged at the West Oakland Station, so parking will be limited. Riders will be guided by staff at West T:9.75” Oakland and 19th Street Stations directly to the buses outside.

In the East Bay, trains will run at least every 20 minutes between Richmond and Warm Springs and between Antioch and Dublin/Pleasanton. Trains between West Oakland and San Bruno will run every 10 minutes and every 20 minutes between San Bruno and SFO/ Millbrae. All BART stations will remain open during these weekends. Schedule for replacement bus service: • Aug. 4 and 5 (Saturday and Sunday) • Aug. 25 and 26 (Saturday and Sunday) • Sept. 1-3 (Saturday, Sunday and Monday) • Sept. 22 and 23 (Saturday and Sunday) If the work is finished early, the final weekend may be canceled. Notice of cancellation will appear on the BART website and social media. The work between the West Oakland Station and the Transbay Tube will make BART safer, quieter and more reliable. Crews will install welded rail as well restraining rail, which acts as a guard rail for wheels. Direct fixation pads, which keep track in place, are being repaired and replaced. Summerset Singers welcome new season by Hayley Finetti Correspondent

Since the Summerset Singers formed in 2000, they’ve touched East County audiences with their talent and passion. As their summer break comes to a close, they’re looking forward to performances in their upcoming winter session, hopefully accompanied by a few new members. In preparation for the upcoming season, the group will host a meet and greet Monday, Aug. 6, at 7 p.m., to introduce prospective members to the singers and encourage them to join the chorus. The event will take place at the Summerset III Clubhouse, located at 1581 Regent Drive, in Brentwood. “We want to show them who we are and introduce them to some of the music we’ll be performing for our winter concert,” said Pattie Hitch, board of directors member and performer. The Summerset Singers is a nonaudition chorus open to residents living in any of the Summerset communities. While many of the singers have sung in organized choruses previously, some have never sung in a chorus before joining the Summerset Singers. The chorus has performed at the El Campanil Theatre in Antioch, Summerset auditoriums, Liberty High School’s Allen E. Jones Performing Arts Center, the Heritage High School auditorium and the Brentwood Civic Center. Susan Stuteville, choral director, is looking forward to welcoming new members to the ensemble for the winter season. “In June, we had about 45 singers, and we’re hoping to have 60 by next rehearsal,” said Stuteville. “We’ve got outstanding bass and tenor sections, so we’d like to get a few strong sopranos.” Although she has been working as a musical director since the early ’80s, Stuteville began directing the Summerset Singers only a year ago, and she’s enjoyed every minute of it.

When I’m directing, I smile at them and have excitement in my face, and they look back and have that same excitement in theirs. They look like they’re having so much fun. My favorite part about being their director is seeing them so happy. I love every single one of them.” The Summerset Singers perform a variety of music from the 1920s up to the present day. In June 2019, Stuteville is hoping to take the choir back in time for a possible “Return to Woodstock” tribute with music from the ’60s. “Everyone has the opportunity to share ideas of their favorite songs, which are considered when new music is being determined,” said Ken Hitch, who performs in the choir

and has served on the board and on several committees in the past. Pattie and Ken Hitch began singing with the chorus eight years ago, hoping to become more involved in their community. “We were looking for another outlet in our community that was close to home where we could find people with like interests,” said Pattie. The couple has developed positive relationships through the chorus and spends time with the singers inside and outside of rehearsal. “Aside from the camaraderie, we look forward to learning musically,” said Pattie. “Susan is very capable and encourages us to practice at home to perfect the pieces and see improvements. We really put our hearts into it.” Pattie and Ken say Stuteville is taking the chorus to a new level with a different approach to music and performance. “We have an awesome director who has made great strides in only one year,” said Pattie. “She’s taking us in a different direction and has her own take on interpretation of music. Our choir is growing musically in positive ways. She’s challenging us to do bigger and better things by bringing more animation and choreography to our performances.” The chorus is hoping to find people who enjoy the energetic atmosphere, starting with the Aug. 6 meet and greet. “The event will be a little party to welcome newcomers in and show them how fun it is,” said Stuteville. At the event, Stuteville and the singers will also discuss the group’s first rehearsal of the season, which will be Monday, Aug. 13, at 7 p.m. Eventgoers will be treated to live entertainment from some of the singers. NEIGHBORHOOD SAFETY How can you tell how ‘safe’ a neighborhood is? There is no field on the MLS for that, so you’ll have to do some digging. There are national websites (crimereports. com, spotcrime.com) that say they map criminal activity by date and type, but I didn’t find a ton of local info on them. MyLocalCrime. com seemed to have a little better coverage. NeighborhoodScout.com has even more detail, but they charge for a full report. The City of Brentwood Police Department has a crime map at brwd.crimegraphics.com To check for registered sex offenders, you can visit www.meganslaw.ca.gov. Another resource is www.FamilyWatchdog.us. This site appears to have much of the same info as the Megan’s Law site, except they have the ability to alert you if an offender moves in and out of an area you designate. One caution is that the above websites can’t be relied upon to be 100 percent accurate at all times in regards to every crime committed. In addition, some sex offenders move and then don’t report that to the authorities in a timely manner.

My top two tips take a little work. #1 – Go talk to the police department, and they will probably give you more accurate and timely information about a particular neighborhood. #2 – Get out and talk to some neighbors. Tell them you are considering buying a home nearby, then ask what they think of the neighborhood and if there is anything you should know. They may tell you about the ‘problem’ house that looks great on the outside, but has a garage rock band that plays at midnight or the house that has the dogs that bark nonstop, etc. Another resource is NextDoor.com to give you a feel for what’s going in that neighborhood. You’ll have to comb through the requests for babysitters and garage sale ads to find complaints about theft, bad drivers and other nuisances that may not be visible driving through a neighborhood. What started off as a small T-shirt business, owned and operated by a longtime East County resident, has transformed into the largest reggae music festival in the country. California Roots Music and Arts Festival draws over 75,000 guests from all over the world each year at its event in Monterey – a movement, as the owner and Brentwood native Jeff Monser calls it – and its beginning stemmed from a small T-shirt business. “All of that started from these T-shirts, and it turned into what we call a lifestyle,” he said. “With California, you have beaches and mountains, so people will travel from all over America and the world to be part of these events.” Monser began printing T-shirts when he was a young teen. When he went to Chico State, he started a clothing line and began selling his products to college students and soon realized its niche potential. He then attended music festivals as a vendor and sold clothing that featured the bands. He worked various festivals but noticed the reggae crowd seemed more likely to purchase merchandise, and in 2007, the concept for California Roots was born. “We decided to throw our own party,” Monser said. “Now our event is sold out every year ... people camp, book up hotels and Laguna Seca gets booked up. We did an economy impact study three years ago, and

Jeff Monser, owner California Roots it was determined we bring the community of Monterey about $13 million in five days.” The festival takes place in May and this year featured newage fusion reggae bands such as Rebelution, Steel Pulse, New Kingston, Raging Fyah among others. Monser and his team have since branched out to host events throughout the U.S. but have also launched another Placerville festival called Dry Diggings Festival. Monser said that festival has a small-town vibe and the bands mingle with the crowd between performances. “That’s what brings our fans to us – you’re going to go to these festivals and meet the bands,” Monser said. “The players love meeting fans and walking around talking to people – they know what makes them what they are. There will be water slides, cornhole tournaments, a beer festival featuring breweries such as Altamount Brewing Co. and more. Monser’s business partner, Al Coppolo,

is the co-owner of Dry Diggings and the vendor coordinator for California Roots. “What I enjoy most about the festivals is the challenges, obstacles and problemsolving needed to plan and organize an event,” Coppolo said. While the team has put on shows of various genres, reggae seems to be at the heart of what they do. “We’ve done rock, we’ve done hip hop

OBITUARY Gertrude (Trudy) C. Vierra

Sept. 13, 1946 – June 21, 2018 Gertrude (Trudy) C. Vierra entered into eternal rest on June 21. Trudy was preceded in death by her parents and two older brothers. She is survived by her biological son, Kevin R. Vierra; sister, Rose Cox; brother, Frank C. Vierra; sister-in-laws, Meredith, Marilyn and Margo; six nieces and

nephews; and 13 grandnieces and nephews. After high school Trudy worked in the electronics industry for over 30 years. In 2004, Trudy moved to Brentwood and began a career in real estate. Trudy’s Celebration of Life will be held Saturday, Aug. 18, at 1 p.m., at Golden Hills Community Church, 2401 Shady Willow Lane, in Brentwood.

About two dozen states currently mandate that health insurance companies provide full or partial hearing aid coverage for children. Heritage baseball player takes game to national level by Kyle Szymanski Staff Writer

Heritage High School outfielder Gavin Tonkel shined for the Patriots as a freshman, and now he’s hoping to take his skills to the national level. Tonkel will compete in the 16U USA Baseball National Team Identification Series in North Carolina in mid-August, hoping to secure a spot in the USA Baseball National Team Development Program and, eventually, a spot on the team. “I am feeling pretty good, feeling like I can do some damage out there on the field,” said Tonkel, who fell just short of reaching the USA Baseball National Team Development Program last season. The budding star, who hit 468 with three home runs and 21 RBI in 21 games for the Heritage freshman team last season, before being called up to the varsity squad in the North Coast Section playoffs, will join forces with about 20 other Northern California players in a series of games against 15 other regions from around the nation. He’ll also be put through on-field testing, all in hopes of snagging one of 36 development program spots. If selected, Tonkel will be brought back next year to compete in another series of games, looking to be selected to

represent the county on a national team in 2019. “I am hoping I can make it this year,” Tonkel said. Just reaching this stage of the evaluation process is an achievement. Prospective national team members are first evaluated at a regional tryout featuring about 200 players, with the top 40 advancing to regional games. Only the top 20 players are selected to the Northern California squad that travels to North Carolina. “They get down to the best players to take back there,” Tonkel said. The rare opportunity is not lost on the Heritage sophomore. He can routinely be seen at local parks, hitting and strengthening his arm. He also has a private coach and is a member of the Vacaville Admirals traveling youth baseball club. “I’m impressed with his work ethic and passion, not only for this game but for everything he sets his mind to,” said Jason Tonkel, Gavin’s father. “Countless times over the summer he’d take it upon himself to walk up to Heritage and put in work by himself in the batting cages.” For Gavin, the dedication to the game is an extension of his passion. He started in the Pony League at age 8 and never looked back.

He began playing travel ball at age 12, before starring for the Heritage freshman squad and jumping into the USA Baseball talent evaluation process for the past two years. “I have just been working on stuff I need to work on,” he said. “Hitting, fielding, everything I need to do to get my skills a lot more precise, a lot better.”

In the long term, Tonkel said he aspires to continue his ascent to the top of the game during his sophomore, junior and senior high school seasons, before eventually playing college baseball. With luck, he’ll also be playing for his country. “Hopefully I’ll be lucky enough to be picked,” he said.

Oakley’s Kellen Chadwick stays hot at Antioch Speedway Oakley’s Kellen Chadwick scored another 20-lap All Star Series A Modified Main Event win last Saturday night at Antioch Speedway. This was the fourth win of the season for Chadwick. Shawn DeForest set the early pace ahead of point leader Nick DeCarlo. DeCarlo made a move around DeForest for the lead as they worked lap five, only to see DeForest restored to the lead. DeForest led two more laps before DeCarlo made an inside pass in turn two of the seventh lap for the lead. Chadwick followed into second and made an inside move in turn four of the 10th lap to take the lead from DeCarlo. Chadwick began to stretch his advantage to nearly a straight-

away by the checkered flag. Anthony Slaney made a charge from sixth on lap 11 to second on lap 14 and would finish there, followed by Carl Berendsen II, DeCarlo and DeForest. Billy Aton was the winner of the 20-lap Winged 360 Sprint Car Main Event. This was the second win of the season for the 2016 champion. Aton and Nick Larson won their respective heat races to grab frontrow starts for the main event. Aton raced into the lead, and the battle was for second. Jacob Tuttle enjoyed a good race with championship contender Matt DeMartini. In the end, Aton grabbed the checkered flag ahead of Tuttle, DeMartini, Larson and Jeff see Speedway page 18

With incoming point leader Bob Newberry falling out before the finish, Newton gained several points in his bid to overtake Newberry in the championship chase. Hoping to shake off his early season bad luck, Rick Panfili charged into the lead at the start. Panfili led the first seven laps before being overtaken by Newton. A threewide racing moment in turn three of the 16th lap resulted in a Brandon Burd spin, which collected Newberry. Newberry retired from the race at that moment. Newton led the restart and the remaining laps for the victory. Panfili matched his career-best effort in second, followed by Roy Fisher, Burd and Scott Martin. Chris Sorensen picked up the win in the 20-lap Hobby Stock Main Event. This was the sixth win of the season for the current point leader. Front row starter Breanna Troen set the early pace while Sorensen worked his way up from eighth starting. Sorensen was second by the halfway point of the race and set his sights on Troen. With six laps to go, Sorensen made his winning move. Michael Cooper also made a late pass around Troen as Sorensen won ahead of Cooper, Troen, Anthony Wellborn and Tom Cline.

The Impact Soccer Club’s 09 girls recently won their bracket at the Livermore Showdown soccer tournament. The girls won their first game 2-1. Katy Atkins and Gianna Vela scored goals. The girls lost their second contest 1-0 but came back strong with Cam Montgomery scoring the only goal for Impact to tie the Rage 1-1 and eventually move on to the final. Later that day, the squad defeated California Alliance (which defeated Impact 1-0 the previous day) and won the final in a penalty shootout 3-1 after 60 minutes of a 0-0 draw. Coach Sal was extremely impressed with the team defensively and with the team’s goalie Maddie, who attends goalie training weekly. She stopped a penalty in the final minutes of the overtime and three more in the penalty shootout for the championship. July 22, 7:16 p.m. A woman told authorities that her boyfriend hit her several times. The suspect is said to be living in Concord. acre, 1,180-unit housing project west of Deer Valley Road and east of Empire Mine Road, even if the competing initiative is eventually adopted. “Contra Costa – the state and particularly Antioch – is in dire need and has a lack of inventory of housing,” said Antioch City Councilmember Tony Tiscareno. “We are growing. We can’t stop the growth in Antioch.” The adopted West Sand Creek initiative preserves about 1,244 acres at the western and southern boundaries of the Sand Creek Focus Area west of Deer Valley Road, designating it for open space, agriculture and rural uses. It also locks in The Ranch development project and requires voter approval of all urban limit line changes. It was submitted by Antioch residents Terry Ramus, Manny Soliz Jr. and Matthew Malyemezian and backed by The Ranch Developer Richland Communities. The competing Let Antioch Voters Decide initiative, which the council will either adopt or place on a future ballot, would zone the 1,800-acre stretch between Deer Valley Road and Black Diamond Mines for rural, residential, agricultural and open-space uses, with a minimum parcel size of 80 acres. It also requires a vote for more intensive develop-

ment and voter approval for all urban limit line changes. A band of Antioch residents and community groups launched the petition. The Let Antioch Voters Decide stipulations, if approved by the council at a future meeting, could override the West Sand Creek initiative, but they would not alter The Ranch project. Proponents of the Let Antioch Voters Decide initiative argue that it’s needed for several reasons, including: preserving nature, open spaces, agriculture and plants; limiting the city’s traffic; and decreasing development effects on schools, water, police and other services. “It would protect Antioch’s precious resources, beautiful scenery, help reduce traffic impacts from residential building and allow the city to focus on what it already has rather than incurring more long-term negative impacts by expanding growth,” said Juan Pablo Galvan Martinez, the land-use manager for the nonprofit Save Mount Diablo. Several councilmembers were quick to point out their feelings that the Let Antioch Voters Decide initiative petitioners were less than truthful during the signature-gathering effort. Tiscareno recalled one petitioner asking him if he approved of 50,000 homes in the city. “To be honest I am most angry about

this particular (initiative),” Tiscareno said. “It’s not the citizens of Antioch. I truly believe they are trying to do good things and preserve some of the beautiful hills out there. But what I have heard and experienced in the last several months has really disturbed me.” Meanwhile, proponents of the now adopted West Sand Creek initiative believe it sets the city up for a bright future. Aside from banning hillside and ridgeline development in the 1,244-acre area, it clears the way for 1,180 homes, a proposed mixed-use retail village center and a fire-station site. Other benefits include a new police services community facilities district, established to fund additional police and code-enforcement officers and other public safety services, and, without use of city funds, the connection of Sand Creek Road from Dallas Ranch Road to Deer Valley Road. Additionally, each homeowner would pay a one-time fee of $1,000 toward performing arts and high school facilities with an eye to an initial project of installing a syntheticturf field at the Deer Valley High football stadium. About 242 acres – 44 percent of the project site – would be preserved for open space or parks. “This project will give us certainty,” said

resident Ralph Garrow. “Certainty of what areas will be developed and certainty over what areas will be held for open space, all within the urban limit line. Housing is needed.” The stipulations, however, are not welcomed by Zeka Group President Louisa Zee Kao, who believes they prohibit her from proceeding with a 640-acre residential development project on the far west portion of the Sand Creek Focus Area. “(The Antioch residents who crafted the initiative) deliberately built a greenbelt onto the west so they wipe out the opportunity, our opportunity, to build any more homes, which we have worked with the City of Antioch on since 1992.” City Attorney Derek Cole said the now adopted initiative includes a provision that allows for property owners to file an appeal with the city if they feel the initiative abridges their constitutional property or development rights. The council is expected to hold a special meeting Aug. 21 to discuss the Let Antioch Voters Decide initiative further.
