Brentwood’s hope for a Great Wolf Lodge opening in the city has sunk. Great Wolf Resorts Inc., the nation’s largest indoor water-park resort company, recently announced it will build a 500-room, 29-acre facility in Manteca, on Daniels Street and State Route 120, in the city’s Family Entertainment Zone. “The strong support from the local community and government, along with the overall family-friendly nature of Manteca, made this a perfect location for a Great Wolf Lodge,” said Murray Hennessy, Great Wolf Resorts Inc. chief executive officer. “We’re looking forward to being a part of the community and contributing to its continued growth.” see Wolf page 26

Elected fire board filled without election by Kyle Szymanski Staff Writer
When the elected East Contra Costa Fire Protection District Board takes over at the end of this year, the most notable change will be the number of board members, not the faces filling the seats. Only five candidates, four of whom already serve on the current appointed board, filed to fill the five-member governing body, alleviating the need for a November election. Newcomer Carrie Nash, a development director for the nonprofit White Pony Express, will join current appointed board members Brian Oftedal, Adam Langro, Stephen Smith and Joe Young on the elected board later this year.
“ All of us will answer to the voters again in two years or four years, and I expect them to hold us accountable for what we’ve been able to achieve in that time.

board members. “I was actually surprised that any noncurrent board members pulled papers,” said Young. “In the future, I believe it will be difficult to get enough qualified candidates to fill the slate and actually have an election.” Nash said she strives to be involved in her community and knows it will take a collective effort to solve the district’s challenges. “I believe my organizational

leadership, community relations and fiscal management skills will diversify the board and enable it to improve the quality of emergency services in our region,” she said. Sweeping changes to the board’s structure have been in the works ever since the passage of Measure N in November 2016 approved the transition from an appointed to an elected at-large board. An approved follow-up measure in March reduced the number of future elected board members from nine to five. Measure B funds improvements to Brentwood schools by Tony Kukulich Staff Writer
Students in the Brentwood Union School District (BUSD) are enjoying the benefits a number of summertime construction projects. Six new all-access playgrounds and two new running tracks installed over the summer are part of a larger plan for school improvements and expansion that will be funded by Measure B. “There is a great value to Measure B for the residents of Brentwood and their children,” said Carolina Villaseca, a member of the Measure B Citizen’s Oversight Committee. “Like with any structure that is used frequently, they wear out and are in need of updating and improving. Our kids play hard during recess, and Measure B is not only keeping our playgrounds safe by updating them and adding shade but also more inclusive by allowing differently abled kids access to them.” Measure B authorized the issuance of $158 million in bonds to fund the modernization of all 11 schools in the district and to build a new elementary school. It was approved by 57 percent of voters in the June
2016 election. California state law requires that school bond issues be approved by 55 percent of voters. According to a press release issued by the BUSD in 2016, the funds raised by the measure were to be used to “renovate and modernize the district’s older schools; upgrade libraries, science and computer labs; and build a new library to avoid overcrowding.” Money raised by Measure B can only be spent on projects that are documented in a project list, and a citizen oversight committee was established to ensure that spending is limited to those projects. With $158 million, 11 schools and 9,000 students, developing the project list required input from a wide range of voices and interests. “We did two things,” explained BUSD Superintendent Dana Eaton. “We brought in an architect to do a facility needs analysis ... and then we also had a facility committee at each and every school that was made up of parents and staff members. So we brought them together, the architects and us, and that group worked together to develop the (project) list. Then we had to work with the board to find what we could afford and what we couldn’t afford.” At the end of that process, the major

Other projects included all-abilities playgrounds, new drinking fountains and water bottle refilling stations, library modernization at all schools, ceiling-mounted projectors, all-school emergency notification and announcement systems and a running track at each middle school. Spending to date has focused on some of the smaller projects. Running tracks were added at Adams and Edna Hill middle schools over the summer. to start next year as its location needs to be integrated with a new performing arts center that is still in the planning stages. And the district is in the process of converting 16 playgrounds to all-access configurations. Eaton said that BUSD will be the first school district in the state to feature all-access playgrounds at every school in the district. “We’re converting every playground through Measure B at all of our elementary schools,” explained Eaton. “There’s always a kindergarten playground and an upper grades – first through fifth grades – see Measure B page 7

The story of the notorious Mexican bandit Joaquin Murrieta is an oft-told tale. From an 1854 book to a 2016 PBS documentary, the legend has been fodder for dozens of authors and filmmakers. But local filmmaker Todd Myers thinks they all fall short. He’s now in preproduction on a movie called “Joaquin Murrieta,” in which he strives to tell the bandit’s story for the first time through Mexican eyes. A Discovery Bay resident, Myers grew up in Pleasanton in the 1960s. The discarded tools and relics he found buried in dusty fields, the remnants of wooden sidewalks and the stories he heard about Murrieta triggered his imagination, conjuring visions of California as it had been a century before. “I imagined people riding through the valley with tons of gold from the Gold Rush,” Myers said. The images stayed with him through what he describes as an abusive childhood, an addiction to alcohol and a period of drug-dealing that included some stints in jail and occasional thoughts of suicide. He credits a spiritual awakening with helping him change the path his life was on. He opened a window-washing business and soon began learning in earnest about Murrieta. He conducted research at the Calaveras County archives, the Bancroft Library and the California State Library. He also met and interviewed Norbert Murrieta and other descendants of the infamous bandit.

California had just become a state, stripping Mexicans of their citizenship rights and subjecting them to rampant racism, Myers said. Because of his growing fame, Murrieta was accused of virtually every foul deed committed by Mexicans. But Myers said much of it was not true, including the story of the outlaw’s demise. Most accounts say he was tracked down in 1853 by a bounty hunter who put Murrieta’s severed head in a pickle jar to prove his claim to a $1,000 reward. Myers believes the head, which was destroyed in the 1906 San Francisco earthquake, was not Murrieta’s and that he actually lived until 1916 in Sonora, Mexico. In 2014, a way to retell the story began to take shape. While at a ComiCon convention in San Diego, he met an assistant to Sandra Bullock, who encouraged him to take acting lessons. That led to a small part in the movie “San Andreas” and a couple of episodes in Discovery Channel’s “Sex Sent Me to the Slammer” series. Moving from in front of the camera to behind it, Myers produced the film “Lasso,” a horror film that will be released later this year. With the help of Oprah Winfrey’s Ambassador of Hope, Marala Scott, he also wrote “The Fall,” the story of his childhood struggles and recovery. It became an Amazon bestseller. The California Department of Agriculture recently issued the following press release on West Nile virus detected in horses in Sacramento, Kern and Placer counties: A dangerous disease, West Nile virus, has returned to California this summer. Recently, four horses were diagnosed with the disease – two in Sacramento County and one each in Kern and Placer counties. Two of the horses have been euthanized due to the severity of neurologic signs, and the other two are alive and receiving veterinary care. MOVING TIPS Moving can be hard. Here are some tips to make that process a little easier. Hire a reputable mover. There are many horror stories of movers not showing up on moving day or damaging your belongings, etc. Check with friends and your agent for a referral, plus check them out online at Yelp and Angie’s List. Get quotes from several movers, BUT make sure they can see your items. You are setting yourself up for frustration if they have to guess how much stuff you have. The fine print on their contract can allow them to charge more once they start uncovering your items and it’s more than they expected. There are also the scam artists who give you a low quote on purpose, but then after everything is loaded and the truck pulls away, the problems begin. They say you are over the weight or size limit for their quote, and they won’t deliver your items unless you pay triple their original quote. Scheduling the move. Be sure to check with movers EARLY, because they may be
booked up for when you want to move. For your part of the move, you should start packing as early as possible. Do what you can as early as you can. If you will be moving in the summer, pack up your winter clothes and vice versa. Make the hard choices. Do you really need to bring EVERYTHING with you? Moving is a great time to thin out some items you don’t really need. If you come across something you haven’t needed or used in over a year or two, consider donating it to charity, giving it to friends or neighbors or just throwing it away. Obviously, I’m not talking about memory items like wedding pictures and yearbooks you don’t use every day, but want to hang onto. But for other items, less is more! Community barbecue The East Contra Costa Historical Society members are busy preparing for their 30th annual community barbecue. It will be held Sunday, Sept. 9, at the Byer/Nail House Museum located at 3890 Sellers Ave., in Brentwood (just south of Sunset Road). This event is the major fundraiser for the Historical Society. The festivities begin at 2 p.m. with the opening ceremony, followed by music provided by the Durt Cheap band. There will be several activities including demonstrations of horseshoeing by Danny Love, Dutch oven cooking by Lauralye Casipit and hit-n-miss engines by Roger Aldous. In addition, the children will enjoy a petting zoo and milking a fake cow. A one-room school lesson as taught in the 1890s will be offered, and the museum will be open for touring. Dinner will be served at 4 p.m. The meal includes tri tips, local Brentwood corn, beans, tomato and onion salad, rolls and dessert. Runners and volunteers are needed to participate in the seventh annual Delta Harvest Run, Sept. 9. All of the net proceeds will go toward the Delta Realtors Community Service Foundation (DRCSF). The DRCSF is a nonprofit organization run by local realtors and affiliates. Since its establishment in 2005, the DRCSF has offered scholarships to graduating high school seniors at each of the high schools from Pittsburg to Discovery Bay. It is estimated that the foundation has awarded over $100,000 in high school scholarships since its inception. In addition to scholarships, the foundation consistently donates money to local food banks, community chests, homeless shelters and other charitable organizations in East County. The Delta Harvest Run (DHR) offers a half marathon, 10K, 5k and a 1-mile family fun run. The DHR begins and ends at the beautiful City Park in downtown Brentwood at the corner of Oak and Second streets. The flat route meanders through the tree-lined city streets and on the peaceful and scenic Marsh Creek Trail. The run is facilitated by a professional race and timing company. We saw multiple posts on Facebook and Nextdoor about the closing of The Game Sports Pub and Pizza located on Oak Street in downtown Brentwood. Many people posted that they were surprised by the sale, while others are excited at the prospect of having a new pizza option in Brentwood. The new owners Ruben and Teresa Da Silva are naming the restaurant Rubiano’s after their flagship store in San Leandro. They will feature customized pizzas, salads, chicken Parmesan, wings and more. Renovations to the location are underway, and the Da Silva’s are hoping to open before the holidays.

Turn abandoned buildings into shelters Living in Antioch where stores are so close by, I always find myself walking everywhere. I get to say hello to people on the street, hear the sounds of cars coming through Somersville and feel the weather. It’s a great way to get out and enjoy living in the city. Although it can be a bonding experience to walk the streets, I have found a downturn of it all suddenly. As the years uest go by and I continue to walk, comment I come face to face with more homeless people living outside. This is something happening in the Bay Area – and in California in general – but it’s a specific problem in Antioch. Every day I walk, I see homeless people sleeping by buildings. At first it was just abandoned buildings or stores that had gone out of business. Nevertheless, recently it has become common to see them sleep at stores that are still in business. I bring up stores, because with all the many ways to handle the homeless problem in the community, I believe one way is to turn all the abandon buildings into homeless shelters. Ever since I was a little kid, I’ve seen homeless people in the community. I remember when my mom gave a homeless man a jacket. She still gives them stuff from time to time. The anticipation is high for the opening of the new Sourdough & Co. located on Sand Creek Road at The Streets of Brentwood. Many people are excited at the prospect of having a new dining option in the area. According to the Sourdough & Co. website, this new restaurant will feature soups, sandwiches and salads on its menu. There is no official open date, but the website does say it is “coming soon” and that the establishment is hiring for the Brentwood location. money and food. From this experience, I see that homeless people aren’t bad people – they’re just in bad circumstances. They get the police called on them for loitering, so it would make sense to make homeless shelters out of the buildings since they’re practically homes to the homeless. In the area of Somersville, there are plenty of abandoned buildings at the former Food Max area, Orchard and CVS – all places where I constantly see homeless people live. Those buildings and nearby buildings have been out of business for a while now – some for more than six years. Nothing is being done, and it’s like they’ve been completely forgotten as businesses decide to move. This is important because whatever is currently being done about homelessness isn’t working. I personally have seen the same homeless people on the street for years now. This problem is only growing. I feel a sadness for both the homeless and the cast away buildings. Both are forgotten. Turning those buildings into homeless shelters will take a lot of work, but it can happen. They can serve as not only for shelters but places that can provide tools for the homeless to get them onto their feet and out of poverty. Treva Black
July 20, 1957 – July 29, 2018 Treva Black, age 61, passed peacefully at home in Brentwood with family by her side and entered into the Lord’s presence on July 29. She was born July 20, 1957, in Bakersfield, California, and raised in Chowchilla, California, where she graduated from Chowchilla High School. Treva graduated from Stanislaus State University with a Bachelor of Science degree in business administration. She was a financial advisor for over 30 years, most recently as co-owner of Apex Securities and Asset Management, which was selected as business of the year for 2016 by the Brentwood Chamber of Commerce. Treva was a member and past president of the Soroptimist International of the Delta. She also was a member of the Brentwood Chamber of Commerce. She was devoted to sharing the gospel of Jesus Christ and over the years served faithfully at Mariner’s Discovery Church in several positions, including deacon, member of the board of
directors, women’s ministry leader, events coordinator, children’s church leader and teacher. In recent months, she attended Brentwood Neighborhood Church. She believed in supporting and volunteering for local organizations such as Relay for Life, Village Resource Center, One Day at a Time, Brentwood Community Chest, Some Gave All – The Joey Graves Foundation and the Patriot Jets Foundation. Treva leaves behind her loving husband of 27 years, Gary Dobberpuhl; stepchildren, Jill (Patrick) and Troy (Brittnee); grandchildren, Carter, Ellie and Enslee Rose (due in January 2019); sister, Sharlet; brother, John (Mandy); and many precious aunts, uncles, cousins, nieces and nephews. Treva enjoyed life to the fullest, loved all her clients and touched so many people she came into contact with. Her infectious smile and great sense of humor will be greatly missed. Her Celebration of Life service will be held Saturday, Sept. 8, at noon, at the Campos Family Vineyards, 3501 Byer Road, in Byron. In lieu of flowers, the family requests that a donation be made in Treva’s name to the American Cancer Society of the Susan G. Komen Foundation.
Richard Loren Jenks
Loren was a lifelong pianist and offered his gifts of music to his family, friends and church communities both in California and Massachusetts. He also wrote his own music and enjoyed singing and acting. He was an avid outdoorsman who enjoyed hiking with his family, including their many dogs over the years. He also enjoyed writing short stories, poetry and plays. Loren was a lifelong Methodist and most recently a member of the Charlton City United Methodist Church and formerly of the Brentwood Community United Methodist Church where he served both congregations as church organist, choir member and lay speaker. In lieu of flowers, donations can be made to the Rose Monahan Hospice House in Worcester, Massachusetts.
Bruce Wayne Pullen
Tennant; son, Brian (Rachael) Pullen; son, Brett (Karmen) Pullen; brother, Mel (Patti) Pullen; sister, Teri (Rich) Souza; nieces, Donna and Melanie Souza; four grandchildren, Rory Tennant, Reese Tennant, Maddie Pullen and Brett Pullen; and former wife and friend, Cindy Pullen. Bruce loved boating, riding motorcycles and spending time with his family and friends. He will be greatly missed by all.
Richard Loren Jenks, known to his friends and family as Loren, died on Tuesday, Aug. 7, 2018, surrounded by his family. He was 72 years old. Loren had lived in Sturbridge, Massachusetts, since 2006 but previously lived for 25 years in Brentwood, where he had many close friends. Loren was born in Tulsa, Oklahoma, and graduated from Oklahoma State University before joining the United States Marines and serving in the Vietnam War. After the war, Loren worked as a writer, editor and graphic designer until his retirement in 2013.

Top 5 Estate Planning Mistakes by Joan Grimes, Esq.
People often ask me what the most common Estate Planning mistakes are. There are 5 mistakes that are recurring. They are: 1. No Estate Plan. The most common mistake is no Estate Plan. No Will, no Trust to avoid probate, no provision for guardianship of minor children, no Healthcare Directive in the event of illness, no Power of Attorney which would allow for bills to be paid and banking to be done. It is so sad to see children coming into my office needing a conservatorship for a parent because there was no Trust providing what should be done in the event of incapacity. 2. The Estate Plan is not Current. Most existing Estate Plans I see are out of date and provide for AB/By-Pass Trust, which is no longer necessary for 99% of the people. It is very important that you amend a Trust with AB/By-Pass Trust provision prior to the incapacity of a spouse. If a spouse does not have capacity to amend the Trust, it is too late to remove AB/By-Pass trust provision. Also, make sure your Estate Plan still reflects your desires. Are their new grandchildren you wish to provide for, should there be a Special Needs Trust for any of your beneficiaries? 3. Failure to put Assets into Trust. The failure to put assets into the Trust is the most common mistake for all Revocable Living Trusts. Real property must be put into the Trust through a Deed that is recorded with the county recorder. Bank accounts must be in the name of the Trust or they will be subject to Probate unless there is a beneficiary designation on the account. 4. Failure to have Beneficiary Designations on Assets. To the extent that
assets are not going into the trust, you need to make sure you have the correct beneficiary designations on your accounts. I recommend checking all of your accounts once a year. A common problem is that accounts get moved to new banks/brokerages and you have forgotten to do beneficiary designations on the new accounts. 5. Transferring real property to relatives before you die. Many people think that before they die it is a good idea to transfer real property to their relatives either outright or by sharing title with them. This is almost always a BAD idea. First, it will probably generate a taxable gift in the current year if the value of the asset is worth more than the annual gift tax exclusion amount. Second, the person receiving the property will take your basis in the property (what you paid for the property plus improvements) and will miss out on a step up in basis on your death. Third, you might need the property. If you do not have a will or will/trust, you should make it a priority. BASIC ESTATE PLANNING STEPS FOR EVERYONE TO CONSIDER It is true that money really is the root of all evil. This is especially true when someone dies. The time, money and emotional trauma involved when contesting an estate is typically worth more than the value of a deceased person’s estate. Pain and grief over the death of a loved one is common. It is made worse when you add the chore of dealing with legal issues, insurance companies and contentious family members. There are ways to make the process easier. 1. Make sure all of your bills and taxes are paid. All creditors are notified of your death and must be paid before anyone else. The more in debt you are, the less that is available to your loved ones. 2. Have a will prepared. This is obvious, but many people put it off. The will is where you decide who receive your assets. Without a will, the law decides, and you may be surprised to learn who is legally entitled to receive your estate. 3. Have a living trust prepared. An even better alternative is having a living trust prepared. The primary benefit of a trust is avoiding probate. The

Liberty trounces Vacaville in season opener by Kyle Szymanski Staff Writer
The high-powered Liberty High School football took awhile to fire up its offense in its opening game against Vacaville. But once it got going, it ran like a well-oiled machine. Four different Lions scored touchdowns after the first quarter, and the Liberty defense held the potent Bulldogs to 10 points, adding up to a 35-10 Liberty victory. “We got off to a little bit of a slow start, but we got going and found the right formula,” said head coach Ryan Partridge. Liberty’s Jay Butterfield completed 16 of 28 passes for 292 yards and three touchdowns, which included scoring strikes to wide receivers Jerrin EasterWilliams, Adrik Lamar and Sione Vaki. Running back Tyerell Sturges-Cofer, who finished with 13 carries for 76 yards, also scored on a 50-yard run, as the Lions scored at least 34 points for the sixth consecutive game dating back to last season. “It seemed like everyone got into the mix on offense,” said Butterfield. “Three different receivers had touchdowns, so I think it was successful.” Vaki shined on both sides of the ball for the Lions – pulling in eight catches for 138 yards and a touchdown on offense

and returning a pick-six late in the second quarter to give Liberty a 21-3 halftime lead. The rest of the Lions’ defense held its own, limiting Vacaville to 263 total yards. Lions middle linebacker/defensive end Ethan Dumond led the way with eight tackles and a sack. “It was a lot of good team work,”
said defensive tackle Brock Hammer, who finished with three tackles. “The defense really stepped it up today, and the offense stepped up when they needed to get the touchdowns we needed.” After starting the game with three consecutive punts and falling behind 3-0 late in the first quarter, the Lions’ offense awoke on Easter-Williams’ 28-yard catch
and run to put Liberty on top for good, 7-3. The Lions were just warming up. Sturges-Cofer’s 50-yard touchdown dash late in the second quarter and Vaki’s 49-yard pick-six about one minute later gave Liberty a 21-3 halftime lead it see Lions page 19
Heritage girls’ volleyball team Shining in San Diego strives for continued success by Michael Dixon Correspondent
The Heritage girls’ volleyball team enters most seasons as one of the most experienced in the area. But that’s a different story in 2018. The Patriots have only three seniors and five returning players from 2017’s team. Coach Janet Hannigan was quick to note that while the team is less experienced than the ones she’s had in the past, she’s seen a lot that is encouraging. “We have some strong players, but it will definitely be an adjustment,” Hannigan said. “But I like the positivity that we have. We have good team chemistry.” Heritage will be dependent on the veteran experience of seniors McKenzie Christopulos, Amanda Vers and Kylie Brandt as well as junior setters Jazmine and Jocelyn Felipe. All five were a part of last season’s league champions. Of the newcomers, Hannigan has liked what she’s seen in practices from Paige Magalei and Raquel Cosgrove. Cosgrove tied Vers for the team lead in digs (eight) in the Patriots’ season opener against Albany. “We’ve lost a lot of offense,” Hannigan said.
“We need to understand what we need to do as a team and adjust that way. We will need to be a defensive and scrappy team to be successful. This group of girls is willing to work and work hard. So I always have a positive vibe on who we have.” The early preseason has been something of a mixed bag. Hannigan stated that the Patriots have participated in two jamborees. While the first went surprisingly well, Heritage was much more flat in the second. The first match of the year was a 3-0 loss but came against a strong Albany team. The Bay Valley Athletic League (BVAL) season begins Sept. 11 when Heritage takes on Antioch. Before that, Hannigan is looking at the Aug. 29 match against Foothill – a common North Coast Section postseason opponent – as a potential measuring stick. Once the league season begins, Hannigan said she doesn’t really know what to expect from the league rivals. She noted that with plenty of top players through the league having graduated, the BVAL could be more open than normal. “I try to stay optimistic and focus on my side of the court,” she said. “I really think the BVAL is anybody’s game this year. East County driver participates in NHRA drag race East County resident Joe Chaney recently took part in National Hot Rod Association, drag racing at the Sonoma Nationals. The event was witness to the loudest sport in the world, from 10,000 horsepower Top Fuel Dragsters to local talent racing in one of several sportsman events. Chaney raced the Super Stock class over a three-day weekend. The first two days were qualifying days to get seeded for the program on day three. Day one was packed with three qualifying rounds to get the car set up just right for the trip down the quarter-mile track. The goal was to have the car shoot out with minimal front wheel lift when the light turns green. On one critical pass, however, the car hooked up and lifted the front wheels over
the timing lights, causing a poor run. In one of his best qualifying runs, however, Chaney ran the quarter-mile at 119.61 mph in a solid 10.838 seconds. For Chaney, the sport is a passion. He caught the racing bug at age 12, when he started working on the familyowned Edgecombe Racing Top Alcohol Dragster. Being that his grandfather and uncles Larry and Dave Edgecombe were into racing, Chaney stuck with it until he had his own car. In 2002, Edgecombe Racing’s Top Alcohol Dragster finished fourth in the world. In 2008, the team won an event in their Top Alcohol Dragster, hitting speeds of up to 275 mph. – Courtesy of Mike Subocz

The suspect quickly ran out of the garage since the reporting person was armed with a gun. Aug. 5, 11:42 p.m. A woman called authorities and told them that her husband physically threw her out of her house. She said her husband had been drinking and he had guns. They also had a daughter in the household who was sleeping. This report came from Stanley Court. Aug. 7, 9:26 p.m. A man told authorities that he was hit with a bat and had his keys stolen by someone. The victim needed an ambulance. The incident occurred on Somersville Drive. Aug. 9, 10:50 a.m. Authorities were told that a male subject in his 20s, wearing an all pink jumpsuit, walked in and pepper sprayed the inside of a business on Buchanan Road. Wolf from page 1 Great Wolf operates locations in the U.S. and Canada that feature indoor water parks, hotels, family entertainment centers, restaurants, retail stores and meeting rooms for conferences and seminars. Brentwood City Manager Gus Vina admitted that he is disappointed Great Wolf chose Manteca over Brentwood but noted that the city did its best to entice the resort giant. “We gave it everything we could without putting the city at risk and approached it all along with great interest but without being desperate,” he said. Great Wolf began publicly exploring Brentwood in mid-2016, motivating the city to later spend $34,000 on feasibility and economic analysis for the potential project, which would have paid dividends for the city. Had Brentwood been chosen, it was expected that a 50-acre, 500- to 800-room resort would have been built between Lone Tree Way and Sand Creek Road off Highway 4, generating 800 permanent jobs and $6 million annually for the city in transient-occupancy taxes, the small fee given to the city anytime a hotel room is rented. The facility would also have generated $215,000 a year in property tax and $275,000 in sales tax. Vina indicated that the city attempted to woo Great Wolf by offering to build the resort’s conference center and investing some of the city’s new revenue from the project for such things as resort
COMMUNITY parking. In the end, however, the availability of free land appeared to swing momentum toward Manteca, Vina said. Manteca city documents show that the city will convey the project land to Great Wolf for $675,000 to be paid over time solely from transient-occupancy tax revenues generated by the project. “Since a deal (with a private land seller in Brentwood) didn’t work out and Manteca offered free land, that was a big savings to Great Wolf, so it’s not a surprise that it ended up in Manteca,” Vina said. The new facility, scheduled to open in the first half of 2020, will include a 95,000-square-foot indoor water park, open only to hotel guests, a 45,000-squarefoot family entertainment center, animated shows, a Dunkin’ Donuts, a Ben & Jerry’s ice cream parlor and other amenities. The facility will produce a net fiscal surplus of more than $1 million a year for Manteca, along with generating about 375 full-time jobs and 100 more indirect and induced jobs around the city and county, according to preliminary estimates released by the city earlier this year. “The city has been working toward this type of project for a number of years, and with Great Wolf’s reputation for family-friendly attractions and experiences throughout their resorts, it’s a great fit for Manteca,” said Manteca Mayor Steve DeBrum. Fire Chief Brian Helmick is pleased the district can save the money and believes the board’s continuity will be advantageous. “I think (having a board of mostly returning candidates) will benefit the district,” he said, noting most board members will have deep historical knowledge of the district. Community activist Bryan Scott agrees. He believes Nash will bring a fresh perspective to the board, mixing well with the veteran members. “The new addition to the board, Carrie Nash, will bring a level of energy that has been missing on the board for many, many years,” he said. “She is not bureaucratic, not steeped in big-company or government-management style, and I am hopeful she will serve as a catalyst to energize board activities. Two members of the new board are longtime veterans and so own some measure of responsibility for not solving the structural underfunding problem that plagues the district. Nevertheless, the result is good, I believe, for district residents.” The completion and rollout of the district’s strategic plan will be among the new board’s biggest goals, board members said. The plan’s preliminary goals include reducing response times for emergency services throughout the district, ensuring financial stability and sustainability, maintaining a high-performing workforce and promoting community risk reduction through prevention, education and en-

gagement. Potential ways to increase the district’s funding will also be discussed. Some possible strategies debated so far include voter-approved taxes, reallocating property tax and halting development. District residents have shot down a revenue-generating parcel tax, benefit assessment and a utility-user tax since 2012, and district officials have previously expressed concerns about the viability of property-tax reallocation. The district is financially stable in its three-station setup but is tasked with covering 114,000 residents and 249 square miles. “There’s a lot of frustration out there, and I think also a recognition that there’s no magic bullet that will solve this problem tomorrow,” Oftedal said. “All of us will answer to the voters again in two years or four years, and I expect them to hold us accountable for what we’ve been able to achieve in that time.” Oftedal said the district must continue to ramp up its public engagement and education, a process that has started with community events and online-streamed board meetings. It’s expected that the fire board will create a series of strategic plan proposals to share with the community in September. The strategic plan will be finalized in December with the newly elected fire board likely to vote on the plan in January.
