The cities of Brentwood and Oakley recently put their support behind Contra Costa County’s attempts to secure grant funding to assist the area’s homeless but stopped short of declaring homeless crises in their own jurisdictions. County officials had asked all 19 incorporated Contra Costa County cities to adopt a formal resolution declaring a homeless crisis in their municipalities to show support for and receive a portion of the county’s estimated $7,196,770, expected to be handed down by the state through its Homeless Emergency Aid Program. WaterFix debated in public hearings by Tony Kukulich Staff Writer
Last week opponents and proponents of the California WaterFix Project squared off against one another again, this time during three days of hearings and public comments as the Delta Stewardship Council (DSC) attempted to determine if WaterFix, aka the Delta tunnels project, is consistent with the Delta Plan. By the end of the hearings, WaterFix opponents delineated a number of perceived shortcomings in the plan while proponents argued that it’s based on proven science and economics and is necessary to secure reliable water for a significant portion of the state’s population. Required by the 2009 Delta Reform Act, the Delta Plan is a comprehensive, long-term manage-

The California Department of Water Resources (DWR), the agency tasked with implementing WaterFix, filed for a certification of consistency with the DSC on July 27. In August, nine appellant groups representing more than 20 different agencies and organizations submitted appeals asserting that WaterFix is inconsistent with the Delta Plan. “The Delta Reform Act gives the (Delta Stewardship) Council two options: to uphold an appeal and remand the project at issue to the project proponent, or to deny an appeal and allow the project to proceed,” explained Brittany Young, DSC information officer. Flowers by Gerry finds a new home by Aly Brown Staff Writer
In a new arrangement, one longtime floral legacy has shifted hands. Geraldine Stanton recently sold her 45-year-old floral business, Flowers by Gerry, to Brentwood Florist and is dipping her toe into retirement. And while the ink has only recently dried on the contract, the businesswoman said she looks forward to the future as she honors the past. Stanton walked through the generously sized garage of her country home at the end of Orwood Road and pointed to the places once filled with flowers and staff. Leftover ribbons and remnants of a floral business spanning nearly half a century remained on the countertops as she described a lifetime of pouring her soul into an art form inspired by nature. “My children grew up with the business, and it was my husband’s wish that I worked from home to be available after school, for sports practice, homework,” said Stanton, a former secretary turned business owner. “Even though, when I was younger, I dreamt of the fancy shop, you can’t believe how much freedom it gave me to be among my children, cooking, canning and still running a business.” Originally a farm girl from Minnesota, Stanton said her mother was the one who planted the seed of her love for horticulture. “We lived out in the country and

would go into the forest together to gather twigs and flowers around the area to create wreaths and table settings – that has been there all along in my life,” she said. Her interest in floral design stemmed from that heritage and blossomed into a business launched in 1973. She recalled one man at the flower market who told her as she was just starting out that the industry was tough and she’d never make it. While angered by his words, she set out to prove him wrong. Prove him wrong, she did. She went on to become a blue-ribbon winner and California show judge, snaring recognition from Dunsmuir House and The Oakland Tribune for her many exhibits in state
fairs. Here at home, she has 15 years of the Best of Brentwood awards. But for Stanton, her artwork was more than simply placing flowers in a vase. “You have to put yourself in a meadow or at the edge of a forest and then pick the elements of design to design that feeling,” she said. “Whether you want the texture of redwoods or the fluffiness of moss and maybe browns and yellows and bright colors to make that forest alive – that was my mission. The best thing was when I could talk to the customer and, as the designer, see what they were needing. My medium was mother nature – she made it and I wanted to enhance what she gave me.
That was my ticket of success.” The art form was the vessel she used to connect with clients in their time of celebration and even their time of grief. From achieving the perfect design for a wedding to comforting mourning family members, Stanton’s common practice was to sit them down in her home-based business to describe their vision or lost loved one. Between stops into town to deliver the last of her business supplies to the new owners, Stanton settles into retirement eager to invest more time in her family, crafting and gardening. “I felt like a fish out of water when all of my computers left and the phones stopped ringing – it’s very fresh yet,” she said. “But I’m feeling very good about it – I’ve been preparing for about three years.” Brentwood Florist has taken over the clientele and owners say they plan to operate under both Flowers by Gerry and Brentwood Florist until the time is right to merge the business under one name. On finding the perfect buyer for her beloved business, Stanton said, “I feel that all of our experiences in life eventually lead us to those paths and those opportunities – we just have to say yes or say no ... LMC Brentwood campus slated for 2020 by Kyle Szymanski
Alexander Porter, Los Medanos College vice president of business and administrative services, provided an update on the progress of the college’s future Brentwood campus at Pioneer Square. The satellite facility is under construction and slated to open for the fall 2020 semester.

The sights and sounds of construction near Marsh Creek Road and Highway 4 in Brentwood will soon give way to the bustle of a new Los Medanos College (LMC) satellite campus. The future $65 million, 55,000-squarefoot facility will replace the current 22,000square-foot center on Sand Creek Road in time for the fall 2020 semester. The new building will feature 15 instructional classrooms, four science labs, 750 parking spaces, a computer center, a bookstore, food services, linger and learn areas, and increased space for student services, faculty and staff. Measures A and E, approved by voters in 2006 and 2014, are covering the project’s costs. “We are really excited about it,” said Alexander Porter, LMC’s vice president of business and administrative services. “We feel like it’s going to be an amazing advanced student-focused campus for the East Bay and especially this part of the county.” The new campus, situated on a 17.5acre parcel at 1351 Pioneer Square, will be about 35,000 square feet larger than the current Brentwood center that opened in 2001 inside an old grocery store at 101A Sand Creek Road. It should alleviate the current center’s space and parking constraints,

allowing for course offerings to be expanded, said Kevin Horan, LMC’s vice president of instruction and student services, who noted that the new majors offered will include chemistry and two in social justice studies. The current facility began with an enrollment of 667 when it opened in 2001, but that number has grown to close to 3,000 today. Its one science lab is used by both biology and physics classes, and its 300-space parking lot is shared with nearby stores and restaurants.
“The new Brentwood Center has been designed specifically to meet the needs of students, faculty and staff,” Horan said. “The new center will enable us to expand our academic program offerings and provide expanded student services to the community in far East County.” The center’s enrollment is expected to jump to about 3,800 by 2022 and shows no signs of slowing. The Liberty Union High School District’s three main schools – two in Brentwood and one in Oakley – are all
at capacity with 2,600 students or more. They graduate a combined 1,800 students yearly. Nearby Deer Valley High School in Antioch graduates another 400 to 500 students, Horan said. It’s likely the future center could be expanded again in about 10 to 20 years with an additional 25,000- to 35,000-squarefoot building and more parking on the south parcel of the property closest to Vineyards Parkway, but Porter said it’s too early to speculate on specifics. “This is where the population is growing out here in the county,” said Porter. “It’s really ideal for us to have a campus out here to serve the students and residents on this side of the community. We are excited about it.” Most of the facility’s current students won’t have the luxury of attending the new center, but many expressed excitement for future attendees this week. “I think the new site will be better because it’s intended for a school,” said student Paul Johnson, noting the current facility’s proximity to stores and restaurants. With full funding identified, BART is moving ahead with plans to nearly double the amount of parking at Antioch Station. The station has been a tremendous success since opening in late May, and that has pushed the demand for parking in Antioch far beyond the space available. Antioch Station currently has 1,006 parking stalls. Another 800 or more spaces will be added under this plan. “The response to the extension has been overwhelmingly positive, except for criticism about the lack of parking,” says BART Director Joel Keller, who represents East Contra Costa County. “We’ve made it a priority to ensure that every rider has access to the new service, which takes drivers off the congested Highway 4 corridor.” The plan calls for converting a plot of
BART-owned land just east of the current lot into more than 800 additional parking spaces. The current daily ridership for the Antioch Station is 3,050 while the forecasted ridership before its opening was 2,270 trips. The proposed parking lot cost is $16.4 million. Funding sources include the Contra Costa Transportation Authority, BART, the Metropolitan Tr a n s p o r t at i o n Commission and the East Contra Costa Regional Fee and Financing Authority. BART will now work on the environmental impact and design. Approval by the BART Board is required with the plan expected to go before directors in late 2018 or early 2019. Construction would begin in fall of 2019 with the new lot opening in fall of 2020.

Fundraiser for the arts by Aly Brown Staff Writer
An upcoming event is set to raise funds for area school district art programs, and the community is invited to pay it forward with sips of local wines. Petersen’s Vineyard, at 101 Blaine Lane, in Knightsen, will host Art & Vine Nov. 10 in an event co-sponsored along with Brentwood Art Society (BAS) and Contra Costa County Winegrowers Association (CCCWA). Proceeds from ticket sales will go directly to the Brentwood Union School District (BUSD) art docent program – a volunteer program created to provide art lessons for every classroom to offset slashed state funding. “We’re hoping for a good event; we’re hoping that people will come to support the schools and local wineries,” said Peter Petersen, Petersen’s Vineyard owner. The event was launched to raise funds in the place of Art, Wine & Jazz Festival (AWJ), which was canceled earlier this year. Organizers from BAS and BUSD brainstormed ways to hold an alternative fundraiser for the schools’ art docent program, which has traditionally been benefited by the BAS each year through AWJ. When Petersen agreed to host the event, the planning took off. “It is an event focusing on the kids’ art,” Petersen said. “We have all the schools invited, and we hope to have a fun day with good weather to get a community event going. Maybe this is something we can con-
tinue to do.” The day will feature a family-friendly atmosphere with something for everyone set in the scenic venue. There will be wine flights for adults for $20 for one flight of five wines. Kids can embark on an artistic journey at one of the many stations that will be set up around the property. Art docent leads from the school district will facilitate lessons, which will show participants how to create a sun catcher, reuse items such as toilet paper rolls for artistic design or craft a bunch of grapes. Vendors will be on hand to sell their artwork, including jewelry and paintings. And Villa’s Tacos, Guy’s Tri-Tip, Sip and Scoop and Straw Hat Pizza will also be present. Local musicians along with Adams and Bristow middle schools’ jazz bands, Stepback and Studio 26 will perform. “On behalf of BUSD and all the art docents working in the eight elementary schools, we want to say a big thank-you to BAS and Petersen Winery for putting on this event,” said Lisa McLaughlin, BUSD art district lead. “The money that the schools’ art docent programs will receive will be instrumental in keeping the arts alive for our elementary children this school year. INTEREST RATES Interest rates have been rising lately, and the “experts” are predicting more to come. Most Fed-watchers think we may see another three increases of one-quarter point over the next 6-12 months. It’s important to keep in mind that when the Federal Reserve raises interest rates, mortgage rates don’t always go up by exactly that amount. Most everyone I talk to think that interest rates and home prices move in opposite directions, that when rates go up, house prices go down. Historically, this hasn’t been true at all (at least, not in my lifetime). Interest rates skyrocketed in the 70’s, but home prices in California went UP. Then in the 90’s and again from 2007-2012, rates plummeted and home prices did, too. So what gives? Does this mean that interest rates move in tandem with house prices? No, it does not. If you hold everything else constant (income, employment levels, business activity, government intervention, household formation, etc.), then, yes, raising interest rates mean that homebuyers can afford less and
home prices should drop. But all those other things DON’T stay constant, and they can have HUGE impacts on real estate prices. Just take the first item in that list above – income. Let’s say that when Congress is back in session, the first thing they do is pass a universal guaranteed income of at least $200,000 per year for every person in America. (I’m not advocating this policy, this is just for an example.) At first, those making less than $200,000 per year will think they are “rich” overnight. But then what will happen to the prices of cars, electronics and houses? That’s right, they will skyrocket, even if interest rates on home loans went to 10%. The bottom line is that economy appears to be pretty healthy right now, and incomes and hours worked are generally rising. Checking in with the Chief The leaves are turning colors and the nights are getting chilly. Halloween has come and gone, but we did have a spooky experience last week. First, an update on the ghost that liked to grill steak in our home in the middle of the night. After a Hangin’ in complete sage cleansing of our house, we have here not detected even the slightest hint of a sizzling rib eye, so I think it is safe to say that our ghost has moved on. However, another spirit may have dropped by for a quick visit. You Vicki be the judge. McKenna A little backstory information is required. Maury’s father passed away a couple of years ago. No one called him Dad. Everyone called him Chief. I am not sure why, but I always assumed it was because he was the Executor-in-Chief of a large Irish-Italian family with seven kids. He was a gregarious man with a great laugh and twinkling eyes. He loved champagne and called it “shampoo” and was rumored to have never experienced a hangover in his entire life. I was and still am in awe of this amazing man who raised seven incredible kids, one of whom I married. Last week Maury mentioned that he had a vivid dream. Maury rarely dreams. He is a power sleeper and requires only about five to

six hours to recharge – no room for dreams, so this by itself was out of the ordinary. He told me that, in the dream, I brought home a husky and it was in the backyard. He wasn’t happy about it. I reassured him that I would consult him first before bringing home a large dog. Whether or not I would listen to him is another story. Anyway, we dropped the topic and went about the chores of the day. A few days later, I left to pick up Haley at school. While driving home, my son Ryan called. “Mom, we have a situation…” No mother wants to hear that. Your imagination goes wild, and in a matter of seconds, you envision the worst possible scenarios. He sliced his finger off, there’s a burglar in the house, the toilet overflowed! “WHAT KIND OF SITUATION?” I yelled. “There’s a husky in the backyard,” Ryan said. All I could think about was Maury’s dream. “He’s running around the yard, and now he’s drinking water from our fountain. He’s really cute. He has a tag. His name is Chief. “Keith? His name is Keith?” I asked, thinking to myself, ‘It couldn’t possibly be Chief – that would be too weird.’ “No mom, Chief, you know, like Grandpa.” What are the odds? Haley and I pulled into the garage and headed for the backyard. Our own dog

Chance was frolicking around with Chief. Ryan had called the owner who lived a few blocks away. Chief was a gorgeous dog with happy eyes, just like Maury’s dad. The owner came through our gate and was happy to see Chief. We chatted a little bit trying to figure out how his dog got into our yard in the first place. We have a high fence all around the
yard, and our side gate was closed and locked. I asked Chief’s owner if it was possible Chief could have jumped over the fence, but he shook his head and said no, but Chief’s big brother, Maury, could. I swear I heard the theme from “The Twilight Zone.” “Did you say, Maury?” I asked in disbelief. “Yes, Maury,” said Chief’s owner. OK come on. Who names their dog Maury? It’s an unusual name for a man, let alone a dog! I tried explaining to Chief’s owner about all the bizarre coincidences, but even I thought I sounded crazy. He looked at me a little strangely and decided it was time to go. I told him Chief was welcome anytime. I called Maury, my husband, not the dog, and told him the whole crazy tale. We both came to the same conclusion: his dad was checking in. We are beginning to think Chance may need a buddy. Maybe not a husky, but definitely someone named Chief.

Do you have an AB or Bypass Trust? by Joan Grimes, Esq.
Up until 2011, it was very common for estate planning attorneys to draft an AB or Bypass Trust for clients. The purpose of the AB/Bypass Trust was to create estate tax savings by keeping a deceased spouse’s property out of the estate of the surviving spouse. However in 2011, federal estate tax laws were changed dramatically to exempt most estates from paying any estate taxes. For 2014, the exemption for each person is $5.34 million. The amount will go up each year based on a cost-of-living increase. In addition, under the rule change called ‘portability’, a surviving spouse may use any unused portion of a deceased spouse’s estate tax exemption. For example, a couple has an estate of $7 million. The husband dies, leaving his wife with an estate of $7 million. There is no estate tax due because the wife takes all of the property by way of the marital deduction (which is unlimited). Because the husband’s personal exemption of $5.34 was not used, the wife can add his $5.34 to her exemption at the time of her death. The personal exemption and portability options have meant that very, very few people will pay any estate tax. Therefore, the traditional AB Trust is no longer necessary for most people. That is not to say that there is anything wrong in keeping an existing AB Trust. However, there are serious drawbacks.
Specifically, with an AB Trust there are restrictions on what a surviving spouse can do with the property in Trust A created with the deceased spouse’s assets, making it is difficult to sell assets. Also, with an AB Trust, the surviving spouse cannot make gifts to anyone of the Trust A property. There can also be substantial costs involved in managing an AB Trust after the death of the first spouse, including establishing the trust, preparing the trust tax return each year and record - keeping to ensure that the property in Trust A is kept separate from the surviving spouse’s assets. In most cases, an AB/Bypass Trust is no longer necessary or advisable for estate planning. If you have not looked at your trust recently, I strongly encourage you to review it and see whether it provides for an AB Trust. If it does provide for an AB/ Bypass Trust, I would encourage you to seek legal counsel to see whether it is in your best interest to amend or restate the trust to remove the AB Trust provisions. Brentwood Elementary School Guy Rohlfs didn’t always plan to end up in the principal’s office. An Antioch resident from birth, Rohlfs graduated from Antioch High School then went on to attend Los Medanos and UC Davis for his higher education. When his first job in the private sector failed to engage him, his wife suggested education. “She saw something in me that suggested I might like education,” Rohfls remembered. “She was right. So I went back (to school) and got my credential, and everything flowed from there.” Before coming to Brentwood Elementary (BE) 10 years ago, Rohlfs spent 14 years working in the Antioch Unified School District as a teacher, vice principal and principal. He said he loves each day he gets to spend among his students and staff. “The thing about education administration that stands out to me is the relationships that I get to form,” Rohfls said. “I get to interact with students and parents and staff. I love going out to a first-grade lunch and being a rock star. I get to walk out and see 750 kids and make their day, and they make mine.”

During his tenure at BE, Rohfls and his staff have set and attained many goals, including increasing the physical safety of the campus and integrating annotation into the curriculum of all grade levels. “We call annotation ‘reading with a pencil,’” Rohlfs explained. “We have really focused on that, and you can see it in our classrooms. To see that take fruition has been a big deal.” When he isn’t on campus, Rohlfs enjoys spending time with his wife and two children. He is an avid sports fan and loves to root for the Golden State Warriors, the San Francisco Giants and the Tennessee Titans.

Brentwood on Ice will open its downtown ice skating rink Saturday, Nov. 17. The rink is located downtown across from the Brentwood City Park and will be open daily through Jan. 13. A new holiday event taking place this year is the City of Brentwood’s inaugural Deck the Park Christmas Tree Decorating Contest. Get in the holiday spirit by purchasing and decorating a live Christmas tree, which will be on display in City Park. Register for your tree by Nov. 15 through the Brentwood Parks and Recreation Department, either online or at the community center. Trees are 6-feet tall and available for $40 for families, individuals, schools or community groups. Commercial businesses, companies and retail stores can purchase an 8-foot tree for $80 to decorate and show their community pride. Business trees include a sign with company logo. Stray or injured pets Always put your safety first when approaching a lost or injured pet. Again, even docile pets may act out of sorts when in pain or frightened. If the pet acts or even looks threatening, do not approach it and call animal control instead. Otherwise, exercise caution and approach the animal slowly while speaking in a reassuring tone. Some people take animals home before attempting to find their owners, while others drive directly to a local animal shelter or veterinarian. Either option can work if the authorities are notified promptly. The Red Bank Veterinary Hospital says lost animals have a greater chance of being reunited with their owners if they are kept in the county in which they were found. Always contact your local police department and animal control officer if you find a lost or injured pet. OBITUARIES Wanda W. Groseclose
Oct. 5, 1933 – Oct. 26, 2018 Wanda W. Groseclose passed away Oct. 26, 2018 at her home in Brentwood with her family by her side. She is perhaps best known in Brentwood as an excellent teacher and mentor. As her youngest child moved into middle school, she began her teaching career and retired after 20 years at Garin Elementary School and two years at Edna Hill Middle School. She was known and loved for being a talented and creative fifth-grade teacher. After retirement, she served on the Brentwood Art Commission for five years being chairwoman for two years. Wanda was born Oct 5, 1933 in Clarks, Nebraska, to her schoolteacher parents, Meade L. and Violet A. Westman. The family moved to Marion, Virginia, in 1947 where she graduated from high school in 1952. She married a Marion native, B. Clark Groseclose, and they have four children. She was a Brentwood resident for 44 years. In addition to her parents, she was preceded in death by her oldest son, Byron Clark Groseclose Jr., and by her oldest grandson, Joseph Levi Groseclose. She is survived by her husband and four children: Kim Alexander of Brentwood, Jeni (Byron Jr.) Groseclose of Brentwood, Eric (Sherry) Groseclose of Manteca and
Dalton DeFoe
Sept. 15, 1938 – Oct. 10, 2018 Dalton passed away on Oct. 10 and joins the angels in Heaven. He leaves behind his loving and devoted wife of 28 years, Joanne DeFoe of Brentwood, and their pups, Sadie and Taffy; son, Douglas (Julie) DeFoe; daughter, Brenda DeFoe; stepson, Gary (Jennifer) Liddell Jr.; and stepdaughter, Tamie Liddell. Dalton is the beloved grandfather of Patrick Smith, Amanda DeFoe, Michael DeFoe and Brandon Liddell. He is survived by his sister, Joan (Jack) Jamieson; sister-in-law, Shirley DeFoe; and many nieces, nephews, cousins and dear friends. He joins his brother, Donald DeFoe, and grandson, Robert Smith, in Heaven. He will be greatly missed by all those who loved him. Though we are heartbroken by our loss, we know that Dalton is now at peace. We love you so very much. Services will be held at a later date. Glenn (Teresa) Groseclose of Brentwood. She is also survived by nine grandchildren and three great-grandchildren. Wanda was a dedicated member of The Church of Jesus Christ of Latter-day Saints where she served in many different capacities, many involving teaching, and as a volunteer worker at the Oakland Temple. A memorial service will be held Saturday, Nov. 3, at 10 a.m., at the LDS Chapel, 1101 Griffith Lane, in Brentwood. All are invited. Burial will be private.

March 21, 1944 – Oct. 11, 2018 Roger passed away surrounded by loved ones after a brief battle with pancreatic cancer. He was the owner of Accutax in Oakley since 2009. His is survived by his wife, Virginia (Gina) Morales; his daughters, Cynthia Morales and Sandra (Danny) Shane; and his stepdaughters, Lisa (Caesar) Cardenas and Sandra (Mike) Parsons. resolution with amended language to acknowledge that a countywide crisis exists but without specifically mentioning Oakley. Brentwood decided not to adopt a resolution, instead opting to sign a letter of support for the county and any cities seeking funds. Brentwood’s decision came in part as one 2017 homeless count revealed only four in the city. “To list that as a shelter crisis just doesn’t seem right,” said Brentwood City Councilmember Karen Rarey. “We are not going to be applying for those funds.” Oakley officials, estimating the city’s homeless population at between 16 and 20 expressed similar concerns but didn’t want to exclude residents from any help the funds may provide. County officials say the money may be used for adult and youth services, rental assistance or subsidies, capital improvements to current infrastructure or to develop additional infrastructure. “I think it’s important to not have our people in Oakley miss out on an opportu-

cused themselves from the proceedings due to potential conflicts of interest between their personal work and WaterFix business. That left the hearing in the hands of DSC Chair Randy Fiorini and councilmembers Skip Thomson, Frank C. Damrell Jr. and Mike Gatto. Mehranian later attempted to reverse her recusal, however, arguments by attorneys Osha Meserve and Tom Keeling led Mehranian to once again recuse herself. Prehearing gymnastics continued when DWR issued a letter to Fiorini objecting to Thomson’s participation. The letter, signed by DWR Director Karla Nemeth and Chief Counsel Spencer Kenner, read, in part, “Supervisor Thomson’s extensive public record of opposition to the California WaterFix Project (and its predecessor, the Bay Delta Conservation Plan, or BDCP) demonstrates bias and creates a common-law conflict of interest.” Both Thomson and Fiorini declined to comment on DWR’s objection citing the prohibition on ex parte communications, but Thomson did address DWR’s concern during his opening comments. “I take my participation as impartial adjudicator of this matter very seriously and feel that it is important to state this for the record, not only for the proceedings but for all future

nity, to maybe not lose their home by getting some sort of assistance,” said City Councilmember Sue Higgins. It’s expected that the county’s Continuum of Care – an agency that gathers and analyzes data to better understand the conditions of those experiencing homelessness and identify the best means for providing programs – will receive the estimated $7,196,770 from the state, later allocating funds to cities requesting assistance. East County is expected to receive about $2.9 million. East County cities to adopt the requested resolution include Pittsburg and Antioch. The Contra Costa Board of Supervisors is expected to adopt the resolution to account for unincorporated areas on Nov. 6. Lavonna Martin, the county’s director of health, housing and homeless services, was discouraged by Brentwood’s action, noting that cities approving the resolutions showcase the county’s unified mission to support the homeless. She added all 696 beds available to homeless were filled during one homeless count in 2018, leaving an estimated 1,300 others on the street countywide.
“The letter of support is great, and I am sure the City of Antioch and other communities as well as the Continuum of Care will really appreciate that letter of support,” said Martin, “but the fact of the matter is that that letter of support is inadmissible with the application that we need to submit to the state.” Brentwood City Manager Gus Vina said the city’s letter of support proves it’s behind the mission. Brentwood officials noted that approving the declaration would send a disingenuous message that a homeless crisis exists in the city. In addition, city councilmembers noted they’d rather see the city’s allocated funds go to a larger regional effort to locate homeless services in areas with greater problems that could still be accessible to those in Brentwood – much like the county’s eventual three family justice centers, located in the most-needed areas but open to all residents. Other concerns have also arisen about the allocated funds being diluted if several cities join the effort, whether the city could sustain services after the one-time funds are used, and the perception of homeless advo-
cates that the city would be able to solve the homeless problem if it accepted the funds. “If all 19 cities went out based on this funding and got some money and started to open shelters and offer programs, who pays for it after the initial cost?” asked Vina. “All 19 cities would have to come up with ways to sustain these programs. In my opinion, that is more evidence we should try to do it in a consolidated fashion.” Vina also questioned whether the program would address the various issues that lead to homelessness, including mental health problems, the high cost of living, and those who believe they have a right to live on the streets. “I’m not being insensitive to the homeless – I do feel for them,” said Vina, who noted that the police department and city officials are compassionate to those in need, often helping them find resources and connect with family. “There is no magic wand here on how to help, but we need to figure it out, for sure.” For more information on the program, visit https://bit.ly/2Q7XTJp.

They opted to use only 15 minutes for their opening comments that addressed the project in fairly general terms. “At the outset, I would like to state for the record that the department and I, personally, understand and respect the importance and the value of the Delta to the people that call it home,” said Nemeth. “Our objective over the last 12 years of planning California WaterFix and the Bay Delta Conservation Plan before it has been to do so in a manner that meets a multitude of needs including, first and foremost, California’s co-equal goals.” With the conclusion of DWR’s initial testimony, representatives from the Delta Protection Commission (DPC) took their turn. DPC Executive Director Erik Vink explained in an interview with The Press that their role is to advise the DSC on projects that impact the unique Delta values including agriculture, recreation and culture. Vink went on to say that past DPC testimony has been critical of WaterFix for its negative impact on those values and that position was carried forward with its testimony during the
certificate of consistency hearings. “(WaterFix) proponents bring forward a proposal filled with uncertainty, unanswered questions, lack of enforceable protection and a lengthy list of irreversible and often unmitigatable impacts,” said Don Nottoli, Sacramento County Supervisor and DPC member. “... In great part, project supporters largely ignored the impacts of this megaproject to the Delta and, in so doing, are sacrificing the Sacramento-San Joaquin River Delta and its many valuable resources for the benefit of other regions of the state.” Testimony from representatives of the nine appellant groups addressed myriad concerns regarding the construction and operation of WaterFix that ran the gamut from an estimated 800 trips an hour by heavy machinery over narrow levee roads to plans to tunnel through soft Delta soil and abandoned natural gas fields to the concerns about the economic impact on the region. As one example of the issues raised, Michael Brodsky, legal counsel for Save the California Delta Alliance, asserted in his presentation that construction will require the setting of nearly 24,000 piles and doing so will require nearly 11 million strikes from an impact hammer during the eight years of construction.
The DSC has 60 days from the completion of the hearing to issue its ruling on DWR’s request for a certification of consistency. They will hold a two-day workshop to review a draft of the findings in November. In December, another two-day meeting will be scheduled for DSC to issue its final ruling. Liberty finishes season undefeated by Kyle Szymanski Staff Writer
Liberty football coach Ryan Partridge admitted his team wasn’t perfect in its win over Heritage in the Brentwood Bowl last week. But you couldn’t tell by looking at the scoreboard. The Lions knocked off the Patriots 49-0, becoming the first Liberty squad since 1965 to finish the season undefeated and the first team in history to finish 10-0. And to top off the night: Jack Ferrill, the coach of that famed 9-0 1965 squad, was in attendance to witness the historic win. “It’s awesome to go 10-0 in front of Jack Farrel,” said Partridge, minutes after the Lions’ coaching staff posed with the legendary figure, now in his early 90s. The Lions (10-0, 5-0 in Bay Valley Athletic League play) did to the Patriots what they’ve done to all their 2018 opponents: beat them with their high-powered offense and smothering defense. Jay Butterfield completed 13 of 18 passes for 256 yards and three touchdowns in one-half of action, and running backs Tyerell Sturges-Cofer and Brenden Bell combined for 126 yards rushing on 16 carries. In all, seven Lions found the end zone. The Lions’ defense racked up 2.5 sacks and two fumbles to close out the regular season in dominating fashion. “I can’t explain it,” said defensive tackle Brock Hammer. “It’s a great feeling of accomplishment (finishing the regular

season undefeated). This is what we set out to do. Liberty built a 42-0 lead late in the first half with touchdowns by Mason Brandy, John Fio, Adrik Lamar, Sione Vaki, David Trujillo and Sturges-Cofer. Cody Muth tacked on a 5-yard run late in
the contest to seal the historic win. The young Patriots end their season 1-9 and 0-5 in league play. In other action around the Bay Valley Athletic League, Pittsburg (7-3, 4-1) demolished Antioch (7-3, 2-3) 42-10, and Freedom (7-3, 3-2) knocked off Deer Val-

Season ends for BVAL golfers in NCS tourney by Michael Dixon Correspondent
The Heritage team and two Deer Valley individuals teed it up Monday at the girls’ golf North Coast Section Championship (NCS) tournament at Tilden Park in Berkeley. The tournament was as tough as expected and was the end of the road for the Patriots as well the two Wolverines. Heritage fired a 482 as a team. The Patriots were led by Sarah Lee, who shot an 86. Behind her were Aiyanna Christi Co (88), Geraldine Critica (93), Kendall Overgaard (106) and Grace Allen (109). Sophia Dayton’s score (121) was not counted in the team contest. The Patriots’ team score was the 13th best posted at NCS. Only three teams – Dougherty Valley, Carondelet and Foothill – advanced to the Nor Cal Championship Tournament. They shot a 377, 383 and 384, respectively. Of course, all six Heritage players as well as Deer Valley’s Jackie Caniete and Misa Church also had the chance to qualify for the Nor Cal Championship Tournament as individuals. But the competition for that was very
strong with only four players from nonqualified teams advancing. Church shot a respectable 85. Caniete shot a 74 and missed qualifying by the slimmest of margins. The first two individual spots went to Amador Valley’s Charlotte Ryoo and Irvington’s Mika Jin, who both fired a 72. Like Caniete, Campolindo’s Ashley Pan and Granada’s Alex Christeson both fired a 74. Caniete lost
the tiebreaker to those two. For the Patriots, this certainly wasn’t the desired result. Even still, the future promises to be bright. Heritage will lose Lee next year to graduation, but the rest of the lineup is slated to return in 2019 and beyond. Christi Co is only a sophomore while the rest of the Patriots’ lineup at NCS was comprised of freshmen.
Volleyball teams fall in postseason The Liberty and Heritage girls’ volleyball teams both saw their seasons come to a close recently after hard-fought matches in the North Coast Section playoffs. Ninth-seed Liberty fell to eighth-seed Santa Rosa 25-11, 19-25, 25-22, 25-21, while fifth-seed Monte Vista eliminated 12th-seed Heritage 25-16, 25-13, 25-21. The Bay Valley Athletic League champion Lions finish the season 20-9 and a perfect 10-0 in league play. Heritage, on Liberty’s tails all season, finishes 1314 and 8-2 in league play, its only two league losses
coming to Liberty. Santa Rosa and Monte Vista were both ousted in the second round, losing to top-seed James Logan and fourth-seed California, respectively. James Logan was slated to clash with fourth-seed California Oct. 31 with the winner advancing to play either second-seed Foothill or third-seed Amador Valley. Liberty sophomore wins Jet Ski title Liberty High School sophomore Hayden Item won the world championship in the X2 Open class at the International Jet Sports Boating Association World Finals that took place at Lake Havasu, Arizona, earlier this month. Competitors from 34 countries came to test their skills in 55 classes of the sport at the event. Hayden’s family ascribed the winning of his World Champion title at such a young age to his ambition and the strong support of sponsors, mentors and family. Hayden first purchased an X2 Jet Ski with money he raised by mowing lawns to pursue his ambition. He began his career at age 12. “Jim Lambert’s Diablo Jet Ski Association was running a night race out at Mossdale Quarry,” he said. “The moment those

Jet Skis took off from the starting line, I was hooked!” In his first year of racing, he secured the support of Advanced Medical & Safety,

wrenching on the motor with his dad, Eric. In 2017, Hayden was able to rise to sixth place with the addition of TNT Performance as a sponsor. Sept. 27, 5:26 p.m. Authorities were notified of a drunk man who was arguing with a man in a truck. This report came from Sand Creek Road. Sept. 27, 5:37 p.m. A person told authorities that he found five subjects making rapid selections of merchandise. He believes they have over $1,000 worth of merchandise. The witness said the suspect was wearing a white or grey hoodie over his head. This occurred on Oak Street. For some orner reason, I thought she had been around a lot longer, but when I looked up her bio, I discovered that Heloise is my age! Like her hints, there are many helpful ideas we come across in Marla our lives and, with the Luckhardt internet, we get access to more and more that can either make us healthier, richer, happier or smarter. Do all of these quick fixes really work? I decided to try a few and pass on the positive results in my column this week. For a few years, Grandpa has worn bracelets with magnets in them. He claimed they gave him a better sense of balance and even helped with the minor arthritis in his fingers. Skeptical as usual, I shunned the idea, especially since the bracelets were ugly and did not match any of my ensembles. were my safety net, and when a friend asked me to join her in yoga class, I laughed and reminded her that I am like the toy Weebles that wobbles but, in my case, does fall down. When we were out and about, a young man was selling the magnet bracelets, but these were quite stylish. I succumbed to the dare and tried one on. The man had me stand with my arms straight out and tried to push me over. If he hadn’t been holding me, I would have fallen over on my keister! Then, he put the bracelet on my wrist and tried again. I was much steadier and quite amazed. I have been wearing it ever since, and although I don’t plan on walking any tightropes or starting a high-wire act, I am much more balanced and can easily stand on one leg like a reborn flamingo! There are many possibilities for these types of bracelets on the internet, and they range in pricing from as little as $8 to over $350, but if you think it might help you, I suggest Amazon or any other site that will easily take a return if it does not work for you. The stronger and more plentiful the number of magnets, the better but you can find some in the more moderate price ranges. Like so many people I suffer from leg, foot and even hand cramps. Someone suggested pickle juice, and I had to laugh. I could not see myself drinking pickle juice, but I have no adversity to snacking on a few dills with dinner, so I gave it a try. For me, this is the best thing since sliced bread, as my

dad used to say. Based on its high sodium and electrolyte content, the juice from the pickle has proven extremely effective in preventing my numerous muscle cramps, although I read that the effectiveness can decrease with using it over a long period of time. Check with your doctor if you have any blood pressure issues, as you may have to avoid the high sodium content. There are juices online if you prefer, but for me there is nothing better than a good kosher dill. A friend on Facebook also suggested that an inexpensive bar of soap between the sheets near your feet can also decrease or even eliminate the cramping as well, but I haven’t tried that yet. I suppose when the
pickle jar is empty, I can go for the Ivory. Another annoyance is the white residue of deodorant on shirts. Sometimes, I manage to get some on the outside when dressing. An easy fix without water or laundering it is to rub the area with a nylon knee high or panty hose. It comes right off! Ladies, you have to share with your men, since it only works with those stockings. Oh, I think even Heloise would be proud of this one! Finally, we all take vitamins or other supplements for everything from multivitamins to eye heath capsules or joint lubricants. The list goes on and on. I have about eight or nine pills that I take in the morning, along with four gummies. I don’t know how much of an effect it all has, but I take them and hope they make me feel better and live healthier. My friend Sue Emmett is a juicer. She has been doing this for several years, and I must admit she looks at least twenty years younger than she is. (I still like her.) Any kind of vegetable or fruit can be juiced, or you can use capsules (JuicePlus) that have the nutrients of these instead and avoid the hassle of the blender. She swears by the results and by looking at her, I can see why. As always, a healthy lifestyle filled with movement, laughter and unprocessed food choices is a recipe for a long life and comfort.
