The City of Brentwood has taken a big step toward developing a plan for a key piece of real estate in the northwest portion of the city. The Brentwood City Council approved a preferred land-use map for the 373-acre property surrounded by Lone Tree Way to the north, Heidorn Ranch Road to the west, Sand Creek Road to the south and Shady Willow Lane to the east. The property is considered the city’s future job-generating hub and an ideal location for mixed-use development. see Council page 26A

The Antioch City Council recently decided to delay the update to an element of the city’s general plan for 2,712 acres of undeveloped land in southern Antioch, bounded by Black Diamond Mines Regional Preserve to the west, city limits to the south and the City of Brentwood to the east. The holdup of unspecified duration comes after city officials discovered that the update could conflict with a number of other projects. “We are looking at an entire focus area that we need to make a judgment on,” said Councilmember Tony Tiscareno. “We need to do it right.” The revision aimed to revise 14-year-old land-use policies to create a clearer path forward for

Past policies called for very large lots, a golf course and a number of things that are unlikely to come to fruition, said Forrest Ebbs, Antioch’s community development director. “The initial intent of updating these polices was to recalibrate them to reflect today’s market reality,” Ebbs said. “There is a really strong emphasis in these policies for a new golf course. Back then, Brentwood had two golf courses (Roddy Ranch and the city’s golf course). Since then, things have
changed in the golf world.” The reworked directions were expected to strike a balance between protecting open space and allowing for development – likely calling for the construction of 4,000 homes while also establishing policies to maintain swaths of open space. ronmental-impact report is already in the works, which Ebbs believes could clash with the proposed update if the two took place concurrently. “It’s possible the two efforts would be confused and conflated in the eyes of the public,” Ebbs said. “While it is clear that the policy update was not modeled after The Ranch or designed specifically to accommodate it, the close timing between the plan and the project that is supposed to implement it may create confusion.” In addition, The Ranch is likely to go before the council prior to the proposed policy updates, and the revisions wouldn’t be applied to the development project.
