River Otters swim to success by Dawnmarie Fehr Correspondent

Discovery Bay is a town where water sports are both appreciated and practiced. Here in town, there are 108 perfect examples of this love of water, who just swam their way through a successful season of swim meets. The Discovery Bay River Otters Swim Team, in its third season, crowned their best year yet with a first place win in the B division at the East County Invitational at Los Medanos College. “This was a fantastic year,” said Rick Pierce, Discovery Bay resident and president of the organization. “Enrollment was up, and our kids did great.” The Otters, who swim from April through July, practice at the pool behind the Discovery Bay Community Center, on Discovery Bay Boulevard. The team’s goals

Members of the River Otters team, from left are Rachel Avezzie, Sydney Garrity, Isabella Beeckman and Isabella Lopez. are to learn to swim, learn to love the sport and learn proper stroke technique. “We only run 14 weeks, and we’re here to get the kids to love it,”

Pierce said. “Yes, we want to win, but the point is to have the kids fall in love with the sport, enjoy the season and make friends. We’ve had some kids who grew to love it so

much that they leave our team for a year-round competitive team, and I consider that a success. This philosophy is the key to our success. That and our great coaching staff.” Haley Pantle, a Discovery Bay resident with 18 years of coaching experience, heads the team’s coaching staff. She has been a part of the River Otters since its beginning and enjoyed coaching all 108 of her swimmers this past season. “The kids this year were enthusiastic learners and have improved greatly,” Pantle said. “Swimming is a very technical sport, where there is much growth that occurs in a short period of time. I am looking forward to another great year in 2017.” While the team has enjoyed immense success during its short life, it has reached full capacity at 108 swimmers for no other reason than a lack of space. see Otters page 34

A recent study has concluded that some of the most significant flood-defense mechanisms in Contra Costa County appear to be deteriorating to a point where the mash-up of agencies responsible for their performance need to consider a policy overhaul. Authored by a civil grand jury and accepted by a superior court judge in Martinez, the report provides evidence suggesting the county’s many levees are not up to the modern standards that ensure they can hold back the waters of the Sacramento-San Joaquin Delta. Fearing the levees could collapse like dominoes, if even just one should breach, jurors

New gym at Old River In advance of the reopening of Old River Elementary School, the public is invited to the grand opening of the school’s new gym, on Wednesday, July 27, at 6 p.m., at 30 Learning Lane, in Brentwood. First opened in 2008 under Principal Ray Witte, Old River Elementary was forced to send its student population to Knightsen School in 2010, when the faltering economy cut both local support and state funding. Recent building in The Lakes development in Discovery

Bay however, has changed all that, and Witte is now looking forward to being back in the principal’s office. “I’m so excited, and I’m so happy to be out here again,” said Witte in a previous interview. “The district is pleased to offer a school close to the kids. We have beautiful facilities and nice big fields. We’ll keep the good traditions from Knightsen and create some new traditions of our own.” For more information or reservations, call 925-626-3310.

Brentwood police dance an online hit “ The idea behind it was

by Kyle Szymanski Staff Writer

Brentwood police officers are known for busting criminals, but an online video recently proved they could also bust some moves. About 20 officers and various other members of the department danced their way into the Internet’s latest craze, completing the Running Man Challenge. The two-minute video is a law enforcement variation of the Running Man dance to the ‘90s hit song “My Boo,” by Ghost Town DJs. “The idea behind it was to show a more personal, kind of vulnerable side to the officers, and to kind of use it as a public-outreach tool,” Lt. Doug Silva said. “We wanted to get people to say, ‘Hey, these people are human too and are more than willing and wanting to have a good time.’” The viral dance routine, launched by New Jersey teens Kevin Vincent and Jeremiah Hall earlier this year, has lit up the Internet in recent months, spawning recorded variations of the Running Man dance to the hit song. Police departments across the nation and in other countries have taken up the challenge. Silva said the department joined the viral fray on the whim of an undisclosed officer. In no time, the idea captivated the force, eliciting a number of voluntary participants.

to show a more personal, kind of vulnerable side to the officers, and to kind of use it as a public-outreach tool.

Lt. Doug Silva, Brentwood Police Department Susan Stenberg on the page. “It has nice rhythm.” Silva said the department has received other messages from in and out of state applauding its video, which also inspired one budding officer to apply to the force. “We used it as a public-outreach tool,” Silva said. “It’s like a lot of other different things we do, on-duty or offduty, to build relationships with the public.” Now only one thing could make the effort sweeter - if the Antioch, Oakley and Contra Costa County Sheriff officers answered the call to dance. “We hear they are working on it,” Silva said. The Brentwood Police Department recently joined the Internet craze by completing the Running Man Challenge. “I thought the video turned out great,” said Chief Mark Evenson. “Our folks did a nice job putting it together, and I’m proud of our continued efforts to connect with our community.” The department shot the video over a series of days and shifts, using a cellphone to capture the officers’ grooving to the beat. Filming locations included sites around town and the station. Two officers are even seen dancing in a field, while a department K9 playfully interrupted another’s routine.

The video ends with a challenge to the Antioch, Pittsburg and Oakley police departments and the Contra Costa County Office of the Sheriff. The Pittsburg Police Department released its video earlier this month. The video has become quite popular with the community, garnering 489,000 views and more than 1,000 comments, almost all of them positive, on the department’s Facebook page. “I have to say this is the best running man video I’ve seen so far,” said

Oakley may pursue own fire tax by Kyle Szymanski Staff Writer

The Oakley City Council may soon attempt to douse the fire district’s funding problem with some extra money. In August, the council plans to discuss the possibility of putting a utilityusers tax (UUT) on the November ballot, aimed at increasing the number of fire stations in Oakley. The city currently has only one station. “As city leaders, we need to do everything in our power to protect our residents, and that means moving forward with a UUT,” said City Council Member Vanessa Perry. “That is the only viable option we have right now.” The East Contra Costa Fire Protection District (ECCFPD), which was composed of eight stations in 2008, is down to four stations that serve 105,000 residents over 249 square miles. The council will likely propose a UUT of between 4 and 6 percent, which would be added to district residents’ utility bills, such as Pacific Gas & Electric Co., water and sewer services, as well as landline and cellular phone bills. The council plans to decide the exact percentage and which bills the tax would apply to at its Aug. 9 meeting, according to City Manager Bryan Montgomery. The proposed tax is designed to generate enough funds to open one or

“ On a daily basis, we have families that are being placed at risk, and these services are not able to be provided to the level that they are needed.

Oakley City Manager Bryan Montgomery two more stations in Oakley, with each costing $2.6 million a year. A recently released master plan recommends Oakley have three. A UUT of 8.5 to 9 percent would likely be needed to open two more stations. “On a daily basis, we have families that are being placed at risk, and these services are not able to be provided to the level that they are needed,” said Montgomery. The district’s financial problems stem almost entirely from its propertytax allocation being set with the approval of Proposition 13 in 1978, when volunteer departments were sufficient to cover far East County. Its current allocation of 8 cents per property-tax dollar is about half the amount of most other departments in the county. Attempts to bring in more revenue – a parcel tax in 2012 and a proposed benefit assessment last year – both failed. However, the UUT is thought to have distinct advantages over both, according to Montgomery. It requires only

a simple majority to pass, as opposed to the two-thirds threshold needed for a parcel tax. The Rodeo-Hercules Fire Protection District recently passed a benefit assessment, but it was later stopped after questions were raised about its constitutionality. Montgomery also said a property-tax reallocation plan put forth by a local community group, the East County Voters for Equal Protection, is not viable. “I don’t think I can say it more emphatically; (the tax-allocation plan) is not realistic, nor is it adequate,” he said. “If the thought is to move more money to the fire district, it would have to come from somebody else, and most likely, that somebody else is not going to agree to that.” UUTs are in place in more than 150 cities in the state and at least four counties, including Alameda, San Francisco and Sacramento. “We are kind of the last resort here for any type of revenue enhancement,” said Mayor Kevin Romick, who suggest-

ed moving forward with a 5 percent UUT that excludes telecommunication services. He said taxing that service would irk the community. The council’s decision to explore the tax comes a few weeks after an independent task force, which was launched to propose ideas to help the district, concluded that a 6.5 percent UUT, increasing annually 1 percent up to 9.5 percent, would not likely pass in Brentwood, Oakley or the unincorporated areas of the district if put on the November ballot. About 39 percent of residents in Oakley approved the measure, well short of the 50 percent needed for passage. City Council Member Randy Pope, a district fire board member, said passing a UUT would be an uphill battle. However, he noted that firefighters currently aren’t always able to arrive to an emergency in less than four minutes, which is needed to avoid brain damage if a person in need is not breathing. He also pointed out that some homeowners’ insurance rates have doubled, tripled or even quadrupled because of the shortage in fire resources. “As city leaders, I think we are morally obligated to do something,” he said. In order to appear on the November ballot, a decision to proceed must be made by Aug. 12. The Aug. 9 meeting is scheduled for 6:30 p.m., inside council chambers, at 3231 Main St., in Oakley. Critical need for Meals on Wheels drivers by Amy Schrader Correspondent

For more than 20 years, Fran and Dominic Confetti, ages 78 and 83 respectively, have spent their lunch time delivering meals to homebound seniors through Meals on Wheels and Senior Outreach Services (MOWSOS). “Volunteering for Meals on Wheels and Senior Outreach Services has been an enriching and fulfilling experience for us,” said Fran. They began volunteering after reading a call to action for volunteer drivers in their church bulletin and have been delivering lunches ever since. “It’s so easy to give your time,” said Dominic. “The feeling you get inside makes you feel so good.” The organization is in need of other volunteers to deliver meals to seniors in need in Contra Costa County. According to Susannah Meyer, volunteer specialist with MOWSOS, the nonprofit organization needs 1,000 volunteers to serve their current number of clients, which continues to grow exponentially. MOWSOS is hosting a volunteer information event at The Commons at Dallas Ranch, located at 4751 Dallas Ranch Road, in Antioch, on Friday, July 29, from 10 to 11:30 a.m. Those who attend will learn what it means to be a Meals on Wheels delivery driver and get a feel for the impact their do-

nation of 2.5 hours per week can have on others. The event includes a free breakfast, raffle prize for each guest and an opportunity to meet MOWSOS staff, volunteers and clients. “Right now, we do not have enough drivers to cover our meal routes – especially in Antioch, Bay Point and Pittsburg,” said Meyer. “Volunteers are critical. One volunteer driver can change the lives of 16 homebound, frail seniors by delivering a hot, nutritious meal once a week.” Since 1968, the non profit organization has been delivering meals to seniors age 60 and older, who are homebound and unable to cook or shop for themselves. The visits also serve as a health and wellness check and provide a social connection for seniors. When volunteer drivers notice that a senior is in decline, they notify their office and a social worker performs an assessment and checks more thoroughly to intervene and take action when needed. “Volunteers deliver more than just a meal,” said Meyer. “They deliver the message that you are important and we care about you.” MOWSOS currently serves meals to 760 seniors in 11 cities throughout Contra Costa County, including Doris Hill of Antioch. “I don’t know what I’d do without them,” said Hill. “They give me the best food that I need with a smile on their faces. It’s nice to know that they care about me.” Volunteers can give as little as one after-

Celebrating the Holy Ghost QUARTZ IS “HOT”

F

lor Do Oakley’s 89th Holy Ghost Festival, held last weekend, was a huge success with approximately 750 people in attendance. The Holy Ghost Festival is a celebration of Queen Isabel’s famous efforts to feed the poor. Flor Do Oakley’s celebration consists of three nights of praying the Rosary, a coronation ball and crowning of the queens, a parade and two free feedings of the traditional sopas. This year’s queen and sidemaids are, from top left, Tatiana Rich, junior sidemaid; Bianca Carvalho, junior queen; Silka Rich, junior sidemaid; and from bottom left, are Janessa Castro, small sidemaid; Jasmyne Vargas, small queen; Adrianna Schilling, small sidemaid. Not pictured is Liliana Tavares, small flower girl.

Seems like not too long ago, white tile counters were the norm, and granite counters were only found in high-end, custom homes. Over the past 15 to 20 years, granite has become VERY popular and still is. Some builders include granite as a standard item because so many buyers request it. But the tide may be turning where buyers may start preferring quartz counters. There are several good reasons for it’s popularity. Quartz is actually harder and longer lasting than granite. This means it’s harder to scratch and burn it and less chance for staining. Some people are surprised when they spill certain oils or wines on granite, which can permanently stain. Quartz is also more non-porous, meaning less chance for mold and bacteria to grow. This also means less maintenance than granite, which should be sealed every year. Granite should also be cleaned with bacteria-preventing soaps. This is less important with quartz, which can be cleaned with regular soap and water, so daily and

yearly maintenance is less. Since granite is a natural product, there are variations even from slab to slab. If you are really picky, you have to go pick out each individual slab to get exactly what you want. There are more choices and more control with quartz, since it’s an engineered product. This also means it doesn’t need to be quarried in some far-off country and shipped in. Basic granite can be cheaper than quartz, but the exotic granites are often more expensive. Quartz is better for large surfaces. If you are doing a large kitchen island, you’ll likely need two slabs of granite, which means you’ll see a seam. With quartz, the slabs can be made in such a way that the seam is much less noticeable. Correspondent Across the nation each year, neighborhoods come together with law enforcement and public officials in an effort to make their communities safer. This year, on Tuesday, Aug. 2, from 6 to 8:30 p.m., several neighborhoods in Contra Costa County will be taking part in the festivities, which include ice cream socials, barbecues, potlucks and more. In cities like Brentwood and Oakley, representatives from each city’s police department and city council will come by the gatherings to talk about safety. In a press release issued by the Contra Costa County Sheriff’s Department, Sheriff David Livingston praised the event. “This is a time for our communities to come together to promote safety, awareness and unity,” said Livingston. “These events are fun, effective and inexpensive ways to interact with your neighbors and law enforcement, while strengthening those relationships and partnerships.” Oakley’s Police Chief Chris Thorsen supports the camaraderie the event promotes. “National Night Out is an opportunity for members of our community to get together in an informal manner and get to know one another,” Thorsen said. “I encourage our

Today, we call it a National Night Out, in years past we called it being neighborly.” Brentwood Mayor Bob Taylor agrees that the largest effect the National Night Out has is strengthening the relationship between the community and law enforcement. “Our officers are treated with the utmost respect, and the appreciation is really over-

whelming,” said Taylor. “It’s just as refreshing for the council members and the police department as it is for the community. I always look forward to it. What happened to summer sleep ins? The best part about summer for our family is not barbecues and beach days or fireworks and margaritas – it’s sleeping in. For most of my life as a mom, I have had to rise and shine with my little ones at the crack of dawn, as they would be standing Hangin’ in at my bedside in wet Pull-Ups and Power here Ranger pajamas, clamoring for Lucky Charms. Scampering into the family room, they would hop up on the couch, flip on the TV and soon “Dora the Explorer” Vicki or “Rugrats” would McKenna be blasting at full volume. All this before my eyes were fully open. A part of me misses those days. Now, I have only two teenagers living at home, and during the summer, they stay up till 2 a.m. watching Netflix or playing Xbox, and then sleep in till 11 a.m. or later. I can too, if I so desire. Call me a sloth or lazy. A part of me does feel guilty starting the day at almost noon. Maury still gets up at 5:30 a.m. and goes to work. He often jokes that I should get up and make him breakfast, but he is obviously confusing me with June Cleaver. Let’s be honest, I look like Phyllis Diller at the crack of dawn. My hair defies gravity. When Haley was about 3

T

years old, she asked me one morning if I had snakes in my hair! I also cannot put a sentence together until I have had a good strong cup of coffee. Maury, on the other hand, is quite the conversationalist at 6 a.m. He likes to talk loudly and excitedly and also whistles! We are polar opposites in the morning. However, during the summer, I look so refreshed after 10 hours of sleep! It’s truly amazing. Sophia Lauren is like 100 years old and has always claimed that sleep is the true fountain of youth, and just look at her! She looks half her age and is still stunningly beautiful. I need all the help I can get, and sleep is cheaper than Botox! I am chipper and sociable and can complete the jumble word puzzle in the newspaper in minutes. I clearly need 10 hours of sleep in order to look and perform at my best. Unfortunately, Maury misses this charming side of me, because by the time I am up and at ‘em, he is eating lunch at his office. I secretly think Maury resents that I love to sleep in. It goes against his hard-working Irish heritage. That may be why I swear he looked delighted when, last Saturday, the ‘Sleep Gods’ turned against me. It began at 6:30 a.m. on a Saturday – a day when most people sleep in. I heard a truck roll in to our court. Moments later, I heard a loud scraping noise on the

street. It was still somewhat dark out. I got up and looked out the window. Two City of Antioch workers were loudly scraping the curb with shovels. I stood there glaring out the window. “What are they doing?” I thought. Then one of the guys grabbed what I consider to be the worst contraption ever invented - a leaf blower. Is there anything more offensive and annoying than a leaf blower? They should be outlawed! “What are they thinking?” I asked out loud. “It’s 6:30 in the morning!” The guy was having a hard time getting the leaf blower started. “Good!” I yelled. “It serves them right!” Maury was up already and was watching golf downstairs. He hadn’t heard the ruckus outside, but he heard me having a fit. I stormed down the stairs. “Look what those idiots are doing!” I exclaimed. Just then the leaf blower started up. They were cleaning out the gutters at 6:30 a.m. on a Saturday! I drew open the blinds and stood there in my baggy t-shirt and shorts and Phyllis Diller hair glaring at them! I wanted them to see me and the look on my face. Maybe they would turn to stone when they saw the snakes in my hair! I thought about going outside and confronting them, but the neighbors might think I was crazy … or would they? I couldn’t be the only one enraged!

Maury stood there sipping his cup of coffee. He looked amused. “Just close the window and go back to sleep,” he suggested. I stormed upstairs. I had to go to the bathroom. Sitting there, I glanced into the shower stall. One of my cats had left an enormous deposit in the shower stall! They never do that! “What is happening?” I yelled. I grabbed the bleach and paper towels. After completing the delightful task of scouring the shower, I checked on the workers in the court, who were now painting the curb red and loudly describing what they did the night before. “So, Bob, did you see the game last night?” one of them asked. At 7 a.m., they packed up their truck. As they backed up the truck, it beeped loudly, which then triggered someone’s car alarm. Finally, at 7:30 a.m., our court was quiet again. I closed my eyes and listened to the birds chirping. I was just about to drift off when a landscaping truck pulled up across the street. No, it can’t be! The unmistakable sound of another leaf blower and a lawn mower started up simultaneously. I threw the blankets off and admitted defeat. No sleeping in that day. When I got to the kitchen, I poured a hot cup of coffee and, just for old time’s sake, a big bowl of Lucky Charms. To comment, visit www.thepress.net.

Local birds test positive for West Nile The Contra Costa Mosquito and Vector Control District recently confirmed that three dead birds, one from Antioch and two from Brentwood, have tested positive for West Nile virus. In June, a dead bird from Antioch also tested positive for the disease. “West Nile virus activity is not uncommon at this time of year since the disease is endemic - here to stay,” said Steve Schutz, Ph.D., the district’s scientific program manager. “But, we all have a duty to control mosquitoes and reduce our risk of mosquito-borne disease. First and foremost, dump standing water. This activity should be as automatic and as common as taking out the trash. Don’t breed mosquitoes in the first place. It’s the most important thing you can do to stay safe from their bites.” Since 2005, 55 people in Contra Costa County have been diagnosed with West Nile virus. Residents are urged to help reduce their risk of contracting mosquito-borne diseases by following these guidelines: Dump or drain standing water. Mosquitoes can’t begin their lives without water. Defend yourself. Use repellents containing DEET, picaridin, or oil of lemon eucalyptus. Avoid being outdoors when mosquitoes are present, typically dawn and dusk. Maintain neglected swimming pools.

Just one can produce more than 1 million mosquitoes and effect people up to five miles away. Reporting dead birds also helps the district determine where West Nile virus activity is taking place. All bird reports from the public are critical in helping the district direct mosquito prevention operations. Members of the public can report dead birds to the state hotline at 1-877-968-2476 (1-877-WNVBIRD) or www.cdph.ca.gov. For a current list of West Nile virus activity this year, visit http://goo.gl/Nvu4gH. For human case information, call 1-888-959-9911. Contra Costa Mosquito and Vector Control District, an independent special district and public health agency, is located at 155 Mason Circle, in Concord. Visit the office between 8 a.m. and 4:30 p.m. to get free mosquitofish for ornamental ponds, horse troughs or neglected swimming pools.

Shopping around for the right vehicle see if I could get in and out easily, and stretch my legs out comfortably. Electric seats that conveniently raise and lower the height was also an important feature for me. The cooling, heating and massage option was truly a nice bonus. Who knew? The next thing was for the trunk to be explored for depth and height, which we compared to measurements from the old car. If there’s room for a wheelchair or walker, we have a winner. As far as price is concerned, do your homework and read as much as you can about every car available. Consumer Report is a good place to start. Check ratings and reviews. A brand-new car is very exciting, but a low-mileage, preowned vehicle can save you thousands of dollars. We decided on a dealer demo car that had extremely low mileage; was a 2016 model, which was the same as the new ones being offered; had every bell and whistle that the new one that I drove had; and was extremely clean and well maintained. After a thorough inspection, we found no dings or dents, and I asked

for the Carfax, which also showed no issues. Always investigate any preowned or used car. I’m pretty old school when it comes to technology, and if my car gets me safely from point A to point B, I’m okay with that. Today, you need to have at least an hour of training, read a huge instruction booklet and get a degree in computer science to drive these new cars. Even the keys have a little computer in them. I love my new silver car Murphy (Audi Murphy), don’t get me wrong, but the first day I had him, when I took mom’s best friend to an appointment, I not only locked her in the car, I locked myself out! Abe wasn’t that complicated, but I’m learning! Marla Luckhardt is a Brentwood resident who works with several local senior care and advocacy groups. a large company and the payments were part of my employment package. Dressed in jeans, a tee shirt and my comfy sneakers, I ventured out to auto row in San Jose. As I entered the lot of several dealerships, I was approached by a salesperson smiling and eager to help ‘get me into a car today!’ Most were very nice, but a few insisted I return with my husband before I could test-drive any of their cars. I still scratch my head in disbelief about that, but it’s a different time now and, with or without Grandpa by my side, I can take any car I want for a spin. If you are in the market for a new vehicle, especially if you have someone with a few special needs, there are a few things that may help. Abe had a trunk large enough to fit a small horse, but the newer models are much more limited in space. The hybrids are very fuel efficient, but the trunks are even smaller to accommodate the battery. The so-called full-size sedans are now designed for fuel economy, as opposed to the older versions, so both the interiors and the trunks are much smaller. My dad used to say, “I want a car around me, not a cracker box,” but unless you look at SUVs or trucks, most new cars are more compact. Legroom is important for me, especially for guests with mobility issues, so every car I looked at began with me backing up into the passenger seat to

In 1960, Smokey Robinson and The Miracles sang “Shop Around,” a great song off one of my all-time favorite albums. I was 9 at the time and knew every word - I still do. Although he was singing about finding the Senior love of his life, the orner lyrics apply to lots of things; like in my case this week, finding a new car. My trusty Lincoln Town Car, which I lovingly called Abe, had been a reliable friend for Marla almost 7 years, but at Luckhardt 89,000 miles it seemed time to find a replacement. Unlike the lady on the television commercial who claimed her car, Brad, could never be replaced, I was more than ready to ‘shop around.’ Typically, shopping around alludes to price, but I had three major requirements for my new vehicle. It had to have a big trunk, so that I could fit mom’s walker in it with ease; the seats had to be adjustable, so she or my other sweet senior peeps could maneuver in and out comfortably; and it had to be silver! The engine, gas mileage, rating and price were up to Grandpa. Many years ago, when I was single, I needed to find a new car. I was in sales for

Apartment living with pets Animal lovers who want to welcome pets in their homes may be hesitant to do so while renting. Some might not want to pay additional fees on top of their normal security deposits, while others may fear that pets will cause damage to the property, leading to potentially costly repairs down the road. Renters should know that it’s both possible and even common for people who rent to have pets. According to the Humane Society of the U.S., 72 percent of American families who rent their homes have pets. While it might take a little extra work to find petfriendly apartments, the lasting rewards of pet ownership could outweigh any brief hurdles renters may have to clear as they search for pet-friendly living arrangements. Animal lovers who rent, but want pets, may need to move out of their current apartments before they can welcome pets into their families. As that process begins, renters can take steps to ensure they find a place both they and their future pets will find welcoming. • Start your apartment search earlier than you otherwise might. Many landlords do not accept pets, so expect the search for a pet-friendly apartment to be more involved than it would be if you did not intend to get a pet. As a result, you should start your search earlier than you have in the past, giv-

ing yourself as much time as possible to find a pet-friendly apartment that also meets your other needs. Local animal shelters may keep a list of pet-friendly properties or you can contact local realtors who can help you find buildings that allow pets. The earlier you begin your search, the more time you will give yourself to find a place that has everything you need. If you delay your search, you may have to settle for a place that’s petfriendly, but fails to meet your other criteria. • Get it in writing. Before signing a lease, read it carefully to make sure it clearly spells out that you are allowed to have a pet. Read any restrictions regarding the type of pet and the size of pet you’re allowed to have. For example, many landlords who allow dogs will only allow dogs up to a certain weight. If you have your heart set on a great Dane, then an apartment that only allows dogs that weight 25 lbs. or less won’t be a good fit. Read the terms regarding pets carefully so you know exactly what you can and cannot have and exactly how much you will have to pay to bring pets into your new home. If there are no terms regarding pets in the lease, ask that specific terms be added before you sign. Doing so will protect you down the road should the landlord discover any pet-related damage when you move out. – Courtesy Metro Creative

County board supports sales tax by Corey Hunt Correspondent

Support for the implementation of a countywide, half-cent sales tax has reached a key threshold after the Contra Costa County Board of Supervisors opted to unanimously back the proposed measure, which will replenish infrastructure funds. The board’s move follows approvals in all 19 of the county’s municipalities, which were also unanimous, and clears the way for the matter to be placed on the ballot in November. “The bottom line is that this is about keeping people moving and making sure that they aren’t stuck in their cars,” said District II Supervisor Candace Andersen, explaining that current tax dollars are declining at a time when populations are growing. “We are finding that we don’t have the revenue to do what we need to do to make sure that doesn’t happen.” If approved, the Contra Costa Transportation Authority (CCTA) would see nearly $3 billion in revenue generated over the next three decades, with about a quarter passed down to local governments. This means that cities would have more cash on hand to fix and expand their roads and follow through on individualized transportation plans, while broader funds would be used for important projects that benefit all commuters across the county. These critical undertakings will include moves like improving Vasco Road and the Byron Highway, linking Antioch and Brentwood with eBART and maintaining Highway 4. According to Andersen, there is something in the proposal for everyone. Cities will get a significant boost in revenue annually, while each geographical area will be able to tend to its needs. East County will have a focus on the eBART service, while West County residents will be able to address their

longstanding request for more buses. In the southern district, an emphasis will be placed on improving Interstate 680. Officials say the best part is that they are offering this proposal with a proven track record of handling taxpayer money responsibly and getting results. They pointed specifically to projects like the recent expansion of Highway 4 to four continuous lanes; the eBART transition; and the upgrades on the Caldecott Tunnel in the Berkeley Hills – all of which were crafted in part by county funds. Moreover, the state and federal tax dollars that augment the funding are often easier to get when the county can make a case of self-sufficiency. “When promises are kept … people respect you and believe you’ve got the integrity

to do what you’re going to do,” said Doug Hardcastle, an Oakley city councilmember who also sits on East County’s TRANSPLAN Committee. “What we’re looking to do is a benefit to everybody, not just to some.” The new sales tax will not be a first for the county as far as infrastructure goes. Rather, it will more or less expand another halfcent county sales tax that has been in place in some form or another for almost 30 years. This tax was initially known as Measure C in 1988 before being reset in 2009 as Measure J, when the 20-year term ran out. Together, both measures have raised billions of dollars thus far. However, Andersen said that bringing the tax up to a full cent is necessary, because

Grant recipients named After a rigorous review of 117 applications, Supervisor Federal Glover announced the recipients of the $1.5 million in grants from the Keller Canyon Landfill Mitigation Fund. Among the Keller grants this year was $100,000 for electronic surveillance of Highway 4 from Bay Point to Antioch, where gang-related shootings have occurred the past year. It will be shared with the law enforcement agencies that line that roadway segment. “The allocation set aside for to monitor Highway 4 - possibly including cameras and license-plate readers - will be used by law enforcement to keep our residents safe,” says Glover. In all, the grants for the fiscal year 2016 to 2017 were awarded to 82 recipients, providing a wide range of activities from a Christmas party for Bay Point’s children to a full-time resident deputy to crossing guards for Bay Point schools.

The amount of available funding varies from year to year, because the fund is based on the tonnage delivered to the Keller Canyon Landfill, located in the hills off of Bailey Road south of Pittsburg and Bay Point. The county supervisors created the mitigation fund when voters approved the location of a landfill site in the hills south of Bay Point and Pittsburg in the early1990s. Since the landfill was located in District 5, the District 5 supervisor was given the responsibility of administering the fund. The fund helps alleviate some of the landfill’s impacts to the neighboring community. In 2011, at the recommendation of the auditor, Glover reformed the distribution of the funds by limiting its use to the impacted area and instituting a fully transparent system for determining who is granted the awards and to ensuring the money is used for what it is intended. The grants will be awarded Aug. 18,

county infrastructure still depends heavily on gasoline taxes raised by the state, which have been declining significantly in recent years as the price of gas drops and Californians turn to more fuel-efficient cars. “The state legislature has been looking at different fixes, but hasn’t come up with one yet … so, those of us who need to maintain our roads and fix potholes need to come up with a solution on our own,” she said. “We want to do that (with this tax) … and the question is now coming down to the voters, and whether or not they agree.” The proposal still has to await official authorization to be placed on the ballot, which is expected to be finalized on Aug. 9. To comment, visit www.thepress.net. after the recipients sign their contracts with the county. The programs or events that will benefit from the grants include Bay Point holiday celebrations, field trips for Bay Point teenagers, Antioch Rivertown Jamboree and Delta Thunder Boat Race, a full-time deputy as a school resource officer in Bay Point schools, Bay Point Spring Derby Memorial Day Parade and Festival, World Music and Arts Festival for Bay Point and Pittsburg elementary school students, RotaCare Pittsburg Free Medical Clinic and Ambrose Park Aquatic Center Project. This year’s fund of $1,507,000 is based on the anticipated tonnage that will be delivered to the landfill during fiscal year 2016 to 2017. This is the second year in a row that the Keller fund has shown an increase, which might be an indication of an improving economy, said Glover. “The grant awards are always difficult decisions, because there are so many good services being provided by local agencies,” said Glover. Pickleball makes its way to Brentwood If there was ever a doubt that Brentwood is a playful city, lately it has been overwhelmingly proven. Pickleball has arrived in our area and everyone is playing! For those of you not familiar with this new court sport, it is generally played on tennis courts, but lined to about half the size. The ball is a larger than usual plastic whiffle ball about the size of a baseball -and a wooden paddle is used to smack the ball over the low net. Seniors everywhere have taken up the sport, as it is less strenuous, easier on the joints, back and feet than tennis and is lots of fun. Many seniors feel the need to put less stress on their aging bodies and this activity really fits the bill. Recently, David Smooker, a pickleball advocate and excellent player, has been all over Brentwood, teaching and getting seniors involved in this healthier lifestyle. “It is infectious!” said Smooker. Programs have started in Discovery Bay, Brentwood City parks, Trilogy and, most recently, Summerset. Discovery Bay has actual pickleball courts and has plans for four more courts. Trilogy has recently converted some of their courts for pickleball. In late May, they had a pickleball play day and had more than 120 people come out. What was their luncheon choice for the day - Mr. Pickles’ sandwiches of course!

“ Converting tennis courts or having them lined is a simple and inexpensive way to get everyone involved …

Bob Lyman local pickleball ambassador

Smooker hopes to get more locals involved. He has recently added pickleball for the Antioch and Pittsburg area to his list. What a wonderful, low-cost and healthy activity for not only seniors, but also kids and teens. “Converting tennis courts or having them lined is a simple and inexpensive way to get everyone involved and having a great time outdoors,” says Bob Lyman, a local pickleball ambassador who has played for more than 20 years. Carol and Dave DeMars have been playing in the Brentwood city parks since visiting their son in Indiana. They played there, and then came home to see Brentwood was also offering the sport. David and Carol said they were hooked, and have been playing in multiple locations in the city ever since. They are coordinators in Summerset One’s pickleball group.

Brentwood pickleball players include, on the back row, John Kriletich, John Reed, Callie Hernandez and Bob Conroy; front row, Pat Reed, Helga Marshall, Vivian Sunia and David Smooker. So, get off the couch! Come out of the house and have some fun with a popular, new sport. Remember, no running and no hitting the ball on the fly

in the kitchen. For more information, contact David Smooker at 925-354-2015. – Submitted by Linda Cicala

Minor injuries reported in Oakley rollover accident by Tony Kukulich Correspondent

GO

An early morning accident in Oakley, at the intersection of Empire and Neroly roads, caused by a distracted driver in a white Chevy pickup, resulted in a vehicle rollover, according to the Oakley Police Department. Minor injuries were reported. The driver of the Chevy pickup ran a red light and struck a black Ford pickup at approximately 8:25 a.m., on Tuesday, July 19. The driver of the Chevy was traveling south on Empire, when the driver report-

edly took his eyes off the road momentarily. In doing so, he entered the intersection against a red light and struck the Ford, which was traveling east on Neroly Road. The Ford rolled over from the impact and came to rest in the intersection. The driver of the Ford was transported by ambulance to a local hospital complaining of a sore neck and other minor injuries. The driver of the Chevy was uninjured. A helicopter was initially called to the scene for a possible medical evacuation, but that call was canceled as it became apparent that the driver’s injuries were not serious.

Commentary rebuttal misses the mark

Editor: East Contra Costa Fire Protection District Director Joe Young’s letter to the editor on July 8 missed the point of Patricia Ziobro’s commentary. There is nothing wrong or illegal with asking special districts and nonschool government agencies to share some of their property-tax revenue growth with the fire district, using California Revenue and Taxation Code Chapter 6, Section 99.02. There is nothing wrong or illegal with asking school districts to share some of their growing operating funds with the fire district, using memorandum of understanding (MOUs) to document the agreements. The task force survey Young refers to used erroneous and misleading statements to deceive the public. If each director took responsibility for contacting just three government entities, the job would be done. This, of course, would take several hours of preparation, planning and execution. When successful, using the East County Voters for Equal Protection plan, the ECCFPD would be able to staff six fire stations, three more than today. This process might be spread over several months. In 2015, there were 1,073 new laws presented to Gov. Jerry Brown for his signature. This indicates getting a bill passed is a possibility, given the crisis

A moving performance

Editor: On June 26, the U.S. Air Force Band of the Golden West, led by Capt. Dustin M. Doyle, performed at El Campanil to deliver a heartfelt performance with the likes of “My Country ‘tis of Thee,” “Yankee Doodle” and many more. If you haven’t experienced the talent of the U.S. Air Force Band, please do yourself a huge favor, and look for their next return concert. El Campanil Theatre is a nonprofit organization that depends solely on volunteers and contributions, so I must give two businesses a big thank you for giving without hesitation. Brentwood Reprographics donated the programs for the event, detailing the history and background of their talented conductor (who never stood still dancing to the direction of the band). Ken Turnage Construction pleased the 45 band members by having lunch delivered. It is imperative for the success of any nonprofit to have such valuable contributors to remain viable to the community. The Board of Directors of

El Campanil would like to wholeheartedly express our gratitude for their willingness to assist us in making this event a wonderful day for a packed house. The concert was free to all 600 people in attendance. Brentwood Reprographics and Ken Turnage Construction, along with the U.S Air Force Band are the true heroes of that day. Grateful for scholarships

Editor: As we move closer to the start of the 2016 to 2017 school year and to our son leaving for college soon, we want to express our appreciation to all those who provided scholarships to the students of Liberty High School. The Liberty Career Center personnel and the Liberty Scholarship Committee worked diligently to garner scholarships on behalf of the students and held an amazing evening honoring them. We were impressed by the number of donors and the stories they shared as the impetus for giving the scholarship. There were scholarships given of many different denominations and each one helps a student. It was wonderful to see so many students recognized, and the de Fremery family would like to thank everyone who supported our son. Angela and Jaime de Fremery Brentwood

Brentwood Blast turns heads in Cooperstown by Kyle Szymanski Staff Writer

Visiting the National Baseball Hall of Fame likely rubbed off on the Brentwood Blast 12U Blue team at the Cooperstown All-Star Village Tournament, in New York. The squad finished 9-1, falling just short of capturing the title in the 48team event that featured some of the nation’s best travel ball teams. “I think it was a total team effort,” said coach Billy Rhodes. “The team bonded. I think it was relying on their teammates, hanging out with them and the excitement. They are just talented.” The team rattled off nine consecutive wins and performed a little magic in the shadow of baseball’s historic establishment. Trailing 3-1 in the semifinals to the Baltimore Redbirds, Brennen Rocha hit a walk-off bomb that was set up by Travis Sauter’s game-tying two-run blast moments earlier. Earlier in the tournament, Julian Rhodes’ sac-bunt propelled the Blast to win to help the team move into the first round of bracket play. In total, the Blast Blue outscored their opponents 123-21, prior to a tough loss in the championship game to the Michigan Dawgs. Leighton Helfrick and Brison Porter led the team with five home runs each. “When I saw all the talent around there, I thought top eight would be good,” Billy said. “We went into the tournament not saying we are going to win here, we went in saying we want these boys to have the experience of their life and whatever comes with it, comes with it.” In addition to playing in the elite

The Brentwood Blast 12U Blue team finished second at the Cooperstown All-Star Village Tournament in New York. tournament, the squad visited the National Baseball Hall of Fame and got a glimpse of life as a Big Leaguer bunking with only their teammates and coaches. Judging by the reaction of the 11-player squad, the trip was a highlight of their young existence. “It was the experience of our lives,” player Julian said. Helfrick said he relished the experience of being able to witness all of baseball’s past in the museum. “I think my favorite part was the

Hank Aaron exhibit,” he said. “It was really cool.” Other aspects of the trip stood out to the youngsters as well. “My favorite part was the bunkhouses and playing cornhole,” said player Tyler Jerman. While the team came up short in the championship round, it wasn’t for a lack of effort. The squad’s loss came in the fourth game of the day. The championship contest featured fireworks and the glaring eyes of the remaining teams and a slew

of parents in what amounted to a tough environment. In the end, however, the loss did little to dampen the spirits of the young ball club. “Every kid was talking about it on their Instagrams,” Billy said. “They said things like “It was an experience of their lifetimes, and that they never had a better week in their lives.” The Brentwood Blast 12U Red team was also in attendance, finishing the tournament with a solid 5-3 record. Bowlers set to compete in elite tournament by Duane Wilson Correspondent

Each year, America’s elite youth bowlers make a trek to the Junior Gold Championships. The 2016 championships are being held in Indianapolis, from July 14 to 25, at host bowling centers and at several other venues in the metropolitan area. A full schedule of practice sessions has been allocated for the bowlers to experience the variety of patterns that will be used in the competition. This year, the patterns were not disclosed in advance of the competition, which is more in line with collegiate-level competitions. Bowlers are competing in three major age groups (U12, U15 and U20) for each

gender. Qualifying rounds started last Monday, with each age and gender group bowling a four-game block every day over a four-day period on a different pattern for a total of 16 games. After those 16 games, the field will be cut. Bowlers in U20 and U15 will then bowl an additional five games. Another cut will be made to the top 64, who will bowl another five-game block, determining the top 16 for double elimination match play. Bowlers in the U12 divisions will bowl their 16 games of qualifying with a cut and then four additional games to determine a field of eight for match play, which will also be double elimination. Needless to say, the competition is not only a test of skill and adaptability, but also one of endurance. The stepladder

final will be taped for a later broadcast on the CBS Sports Network. Much more than a tournament title is at stake for these young bowlers. After the 26 games of qualifying, the top four boys and girls in the U20 Division will land a spot on the 2017 Junior Team USA if they’re age eligible, as well as the U20 winner and runner-up after bracket play. The top age-eligible boy and girl in the U15 divisions, after qualifying rounds, will earn a spot on the development teams. The event this year has set another participant record, with more than 3,300 bowlers from as far away as Puerto Rico. California is well represented with three Brentwood youth in attendance - Cody Herzog, Richard Paul and Alex Aquirre, accompanied by coach Tammi Herzog, of

Harvest Park Bowl. Our good friends from Rocklin up by Sacramento have sent another amazing group of athletes that compete with Brentwood’s youth in the Northern California Junior Elite tournaments. These kids are consistent Nor Cal All-Stars and are coached by Debbie Haggerty, voted by “Bowlers Journal International” as one of America’s top 100 coaches. Her crew in Indianapolis this year includes Vanessa Mar (U20), Brooke Bryan and Amanda Vogt (U15), Alfred Olivera V and Stephen Luna (U20), CJ Waterman (U15) and Vincent Luong (U12), all from Strikes Unlimited in Rocklin. Ongoing results can be viewed at Bowl.com. To comment, visit www.thepress.net.

Grace Bible Fellowship hosts basketball tournament The Grace Bible Fellowship of Antioch will host its inaugural Grace Kings Basketball Tournament on Aug. 5, 6 and 7, at Prewett Family Park and Community Center, in Antioch. The tournament is open to girls and boys age 6 and above. Brackets are split into the following categories: ages 6 to 8; 9 to 11; 12 to 14; 15 to 17; and 18 and above. The participation fee is $10 per player and $100 per team.

The Grace Bible Fellowship of Antioch was birthed more than 13 years ago by Reverend Kirkland A. Smith and Sister Qwinvander Smith. It serves more than 1,500 members each Saturday and Sunday, as well as countless other ministries designed to meet the needs of the community. “This is an opportunity for me to share my passion for basketball with my church and local community,” said Rich-

ard Ward, tournament organizer. “Our youth need more opportunities like this to keep them engaged in a positive, safe and nurturing environment in order to enhance their overall experience in the city of Antioch.” Antioch School Board Member Debra Vinson added, “This is exactly the kind of activities our youth deserve and desperately need in our community. As the district borders on financial dif-

ficulties, opportunities to supplement extra-curricular activities by partnering with community groups and churches are greatly needed. As a public school system, we need to embrace this as a framework to partner with the community, through which low-cost and affordable activities for our youth are provided.” For more information, email richardlaward@yahoo.com or call 925-7594947.

Refunding for school districts could save millions Public Financial Management, Inc. (PFM), a financial advisor to the Pittsburg Unified School District of Pittsburg (PUSD), announced recently that it has advised the school district in refunding its general obligation bonds issued in June 2011, saving taxpayers significant future interest costs. “With interest rates near all-time lows, the district was able to structure a transaction that reduced taxpayer payments in every year; shortened the term of the financing; and reduced the amount of capital appreciation bonds that are part of the district’s overall bond program,” said PFM

Otters from page 1 “I’d like to eventually get another pool here in Discovery Bay, because we have already reached max capacity,” said Pierce. “We’ve had to turn people away, and unless some of our current swimmers don’t return, we won’t be able to accept new swimmers.” Pierce explained that the team cannot belong to a league, because they don’t have a pool in which to host swim meets. He hopes

Levees from page 1 could have disastrous consequences for the county and even the state,” the report said. “Many of these levees are fragile and subject to degradation from natural forces and from the effects of human activities.” Further, the report highlights that most of the nearly 140 miles of levees in the county were built more than a century ago and erected by private landowners, who did not forecast the future role of their labor in the intricate Delta network that now disperses some two-thirds of California’s water supplies. Altogether, the report says that only about 13 percent of this long stretch of county levees meets the standards set by the Federal Emergency Management Agency (FEMA), with most of those being in or near urban areas like the city of Oakley. There, levees on Dutch Slough Road to the north, Hotchkiss Tract, and Sandmound Slough to the east are meeting or exceeding the requirements, according to Mayor Kevin

Director, Dave Olson, who led the PFM financial advisory team.” The magnitude of the savings was quite significant. Overall payments were reduced by approximately $45 million, or $23 million on a present value basis.” Since 2008, the district has constructed six new schools and completed modernization work at two others. “This is an exciting time at Pittsburg Unified School District,” said Deputy Superintendent Enrique Palacios. “We’re providing our students with the kind of facilities they deserve, and you can tell by enrollment trends they

are the kind of facilities our community takes pride in and values. PUSD has a strong partnership with the Pittsburg community and is committed to improving school facilities.” Olson concurs. “What they’re doing in Pittsburg is remarkable,” he said. “The size of the district’s capital program and the quality of the school facilities they’re constructing is attracting attention from school districts throughout the Bay Area and around the state.”

to convince town leadership to invest in an aquatics facility. “Discovery Bay is a water town, and the need for aquatics is there,” Pierce said. “We are barely functioning at our three-lane pool. We’d love to grow, but we need another pool. The River Otters is one of the larger sports organizations in the town, and I know the town has a plan and ideas, but the number one focus should be a pool.”

Catherine Kutsuris, interim general manager for the Town of Discovery Bay, feels that Pierce’s request for a pool is not unreasonable. “The River Otters Swim Team is a significant success story,” Kutsuris said. “The team has done an amazing job working with the children in our community in a relatively small pool. It’s certainly understandable that Rick Pierce would like to see the town invest in a larger pool. What this great idea needs is

funding.” Pierce applauds the team’s coaching staff for running so many practices with limited space and varying abilities. “It’s not just about beating your opponent, but beating the clock and yourself,” he said. “The coaches really impressed that upon the team. We’re just trying to get a bunch of kids to fall in love with swimming.” To comment, visit www.thepress.net.

Romick. Elsewhere in Contra Costa County, most levees are still being held together by river-bottom soils pulled up with steampowered dredges in a bygone era. An urbanized standard is not required for all levees, but the state of their repair and age in Contra Costa’s rural areas is seen as a threat. Meanwhile, pinpointing who exactly is in charge of the levees can get complicated. Overall, there are more than a dozen reclamation districts trying to safeguard the barriers in some way or another, though they often overlap parties targeted in the report, such as Oakley, the Board of Trustees of Bethel Island Municipal Improvement District, the Contra Costa Local Agency Formation Commission (LAFCO) and the county’s board of supervisors. The grand jury asked that all of them accept three main recommendations - an expanded sharing of information; an emphasis on educating residents about levee safety;

and encouraging outside entities that depend on the levees to participate in the process. In addition, all 19 parties received individual recommendations as well and are required by the court to officially respond to the grand jury. The county’s LAFCO was asked to serve as a sort of unifying overseer for the increasingly disorganized situation. “We will have our response to the report on the city council agenda soon,” said Romick. The two recommendations presented to Oakley by the grand jury were to preserve current development standards and for councilmembers to task the planning department with promoting more levee safety and regulations to residents in the form of brochures. Other agencies are responding by challenging the assessments presented. Though she praised some aspects of the study, LAFCO Chair Mary Piepho – who also serves on the county board – said

she believes the recommendation of having LAFCO hire an outside inspector to ensure reclamation districts are complying with maintenance is out of bounds and unwarranted. “The (state legislature) does not provide LAFCO the right or responsibility to provide administrative oversight to local agencies or to otherwise inspect or supplement the services provided by cities, counties or special districts; nor is LAFCO funded for this purpose,” she said. “LAFCO’s actions must be consistent with (this) legislative mandate.” Levee breaches are not unknown to Northern California. The most recent took place in 2004, when a portion of levees collapsed at Jones Tract – located just across the Delta from Contra Costa in San Joaquin County. Although the Department of Water Resources found that floodwaters washed away most of the evidence in this case, burrowing rodents were suggested as the culprits. To comment, visit www.thepress.net.
