School districts to teach LGBT curriculum by Amy Schrader Correspondent

Public schools in Contra Costa County and the state are one step closer to adding lesbian, gay, bisexual and transgender (LGBT) curriculum into the classrooms. On July 14, State Superintendent of Public Instruction, Tom Torlakson, announced that the State Board of Education voted to approve the history and social sciences framework for California Public Schools, which will update and upgrade history and social-science instruction in California. The framework adds information about civic learning; financial literacy; voter education; genocide; and the contributions of LGBT Americans and people with disabilities to the history of California and

the U.S. “This is a big win for our students,” said Torlakson. “It will give our students access to the latest historical research and help them learn about the diversity of our state and the contributions of people and groups who may not have received the appropriate recognition in the past.” The framework provides guidance to teachers, administrators and publishers, as well as necessary curriculum changes, including references to LGBT Americans, which will be woven throughout history and social science curriculum. This week, Contra Costa Health Services (CCHS) and the Central Valley Regional Water Quality Control Board (CVRWQCB) issued a warning to Discovery Bay residents and visitors to stay out of the private bays and waters around the Delta community, due to the appearance of a

The blue-green algae blooms have the appearance of scum floating in and on the water, and may be hazardous to people and their pets. Due to complaints made to the county by local residents, water in some of the private bays was tested on July 22, and in the marina

on July 26, and field tests indicated the water might contain the toxins. Samples have been sent to state and federal labs in Richmond for further testing to determine bloom concentrations. Results are expected back next week. According to a press release from the CCHS, exposure to bluegreen algae can cause rashes, skin

and eye irritation, allergic reactions, gastrointestinal upset and other illnesses. At high levels, exposure can result in serious illness or death, according to the California Department of Public Health. Dogs are especially vulnerable, and there have been several reports through the years of dogs dying following exposure. Sue McConnell, a board section chief at the CVRWQCB, urges people to avoid coming in contact with the water for the time being. “The blooms will go away in time,” McConnell said. “Until they do, we need people to stay away from the water and not come in see Algae page 30

Three candidates pull papers for CSD board Early in the election season, the battle for the two open seats on the Discovery Bay Community Services District (CSD) is shaping up to feature incumbent Bill Pease, former CSD Director Marianne Wiesen and resident Bill Mayer. Wiesen has pulled her papers, while Pease and Mayer have already filed for the election to fill the seats currently held by Pease and Mark Simon. Thus far in Oakley, Claire Alaura, Dezi Pina, former council candidate Michael Dupray, along with incumbents Doug Hardcastle and Kevin Romick, have taken the preliminary steps to fill three open council seats currently filled by Hardcastle, Romick and Vanessa Perry. Meanwhile in Brentwood, incumbent Bob Taylor is the lone candidate to file for the mayor position so far, but the race for the two open council seats currently held by Erick Stonebarger and Gene Clare is shaping up to be a battle between planning commissioners John Fink and Claudette Staton, as well as residents Karen

Rarey and Brian Swisher. The quartet has all pulled papers, but none have filed for the position. Stonebarger and Clare have previously said they will not seek reelection. Taylor, a fierce advocate for the city’s transportation needs, said several projects have been launched during his tenure, and he wants to see them completed. Among them are the city’s new library and the Balfour Road and State Route 239 projects. The race for Contra Costa County Supervisor District 3 will feature a two-person race between Brentwood City Councilman Steve Barr and East Bay Regional Park District Director Diane Burgis. The duo qualified for the November election

by finishing one–two in the June primary. On the education front, in the Antioch Unified School District, three candidates so far have filed and pulled papers for one of the three seats available on the school board. They are incumbent Alonzo Tony Terry and newcomers Michael Wayne Burkholder and James Stephen Beck. In the Brentwood Union School District, two seats are available, but so far, only incumbent Carlos Perez Sanabria has pulled and filed papers. Two seats are also open in the Liberty Union High School District and to date, both incumbents Raymond Valverde and Yolanda C. Pena Mendrek have pulled and filed papers.

The Byron Union School District has two open seats, with Marshall Devlin Harris being the only candidate to pull and file papers so far. Oakley Union Elementary School District has two open spots on the board, with incumbent Larry Polk and newcomer Lisa Ann Brizendine as the only two at press time to have pulled and filed papers. Knightsen Elementary School District has three open seats. So far, none of the incumbents have filed, but newcomer Shawndell Lei McCall has pulled and filed papers. Candidates may file for public office in the cities of Brentwood and Oakley at the city clerk’s office, while those seeking to run for a special district, school district or state or federal office may file at the county election office, in Martinez. All candidates must file by Aug. 12, at 5 p.m., unless an incumbent does not file, in which case the filing period is extended until Aug. 17 at 5 p.m. for non-incumbents only.

Altering perceptions, inspiring change “ My motto is work hard

The first thing to know about Brandon Gruber is he has a big heart and amazing talents. The second thing to know about the former Brentwood resident is that, at the tender age of 20, he has done more to aid his fellow human beings than most of us will do in a lifetime. And the third thing? He has Down syndrome. “My motto is ‘work hard and be yourself,’” said Gruber. “I hope I am changing perceptions.” Gruber, who attended schools in the Brentwood Union School District (BUSD) until his family moved to Santa Cruz in 2011, has made it his life’s mission to change the conversation regarding people with disabilities, and his work has not gone unnoticed. Named as one of “People” magazine’s Heroes Among Us in their annual issue, which is now on newsstands, Gruber was honored not for his disability, but for his generosity and inspiration to others. The victim of bullying when he moved from Brentwood to attend high school in Aptos, Gruber decided he would not succumb to the experience and instead set out to persevere. “I redefined myself,” he said. He became a member of every club, organization and school-sanctioned event

and be yourself. I hope I am changing perceptions.

Not content to rest on his personal successes, Gruber took the opportunity to include his fellow classmates. Following graduation, he formed a nonprofit organization, 321life+1 Project, and has helped 169 (and growing) underresourced individuals to have an inclusive

and new experience. Among other ways Gruber pays it forward, is he hand paints and sells postcards to raise money for fellow classmates who might not otherwise be able to attend their high school proms. Gruber’s other endeavors include working on a teen kitchen project, where young adults learn about and grow healthy, organic foods; and fundraising for various cancer organizations. Most recently, Gruber has come back to his hometown and sponsored students from Edna Hill Middle School on their first college visit to San Francisco State and lunch at the Presidio. So far, Gruber has raised more than $25,000 through his 321life+1 Project. This week he bought and handed out backpacks and school supplies to students at the Village Resource Center in Brentwood. While “People” may have singled out Gruber as a hero, to his family and friends, the designation comes as no surprise. “Brandon has taught me that there are no limits for anyone,” said Teresa, Brandon’s mother. “He makes us smile everyday.” To comment, visit www.thepress.net.

by Silky Sahnan, esq. Nonviolent Communication (NVC): A powerful way to express your needs Violence has shaken our nation from coast to coast. Social media doesn’t seem to be helping either, often oversimplifying complex questions and amplifying the worst parts of our collective nature. In that spirit, I thought you might find it resourceful to learn about a powerful communication strategy called NVC. Founded by Dr. Marshall Rosenberg in the 1960s, NVC teaches a new paradigm of relating to other people – one that is not based on getting one’s way by threats, bribery or other types of manipulation. Rosenburg emphasizes that the actions or even the words of others can trigger us emotionally, but they do not actually drive our emotions. What does? Our needs – both met and unmet. For example, let’s say your ex-wife leaves you an angry voice mail after running into you at Whole Foods. She accuses you of being a jerk for getting into a new relationship only three months after your divorce. You react with anger in kind. Where is the source of your anger? Not necessarily in her words. The speech might have triggered the defensive anger by reminding you of the pain she in-

flicted by seeking a separation. You need to be able to start anew, and anything that threatens that need – such as her ‘jealous’ voice mail – triggers hostility. NVC is relatively easy to learn but very challenging to practice. However, the payoffs can help you: • Minimize family arguments. • Limit future relationship problems from unresolved conflicts. • Get straight to the heart of disagreements without wasting time. Police to step up enforcement of transient hotspots in Brentwood by Kyle Szymanski Staff Writer

In response to an array of citizen complaints, the Brentwood Police Department plans to step up its enforcement among the city’s transient population in the coming weeks. An undisclosed number of officers on foot, bicycles and dirt bikes will target key transient hangouts around town, but officers warn that it’s not illegal to be homeless. “It’s not against the law to be homeless,” said Sgt. Mark Louwerens last week, during a community meeting attended by about 50 people. “It is against the law to do drugs, (and) it is against the law to steal bicycles. That is stuff we will deal with when we can.” Although police put the homeless population at about 20, there have been 134 calls for service this year that include the word transient, said Lt. Tim Herbert. Police believe transients could in part also be behind the 18 cases of stolen bicycles this year, which, in most cases, are sold for food or drugs. There has been a rash of bike thefts near Claremont Drive and McClarren Road. “They are doing drugs, (and) they are stealing bikes,” said one resident, who declined to give her name. The homeless in Brentwood can be broken up into two different groups, Louwerens said. These groups include those who physically don’t have the means to survive any other way, and another group, typically 18 to 25 year olds who have been kicked out of their parent’s homes for doing drugs or otherwise not adhering to their parents’ rules. Key transient hot spots around town include Creekside, City, Summerwood and Veterans parks, as well as

Sgt. Mark Louwerens, Brentwood Police Department along Marsh Creek Trail and in the downtown area. However, police are limited in how they can contact transients, Louwerens said. Individuals must be doing something illegal or suspicious for officers to stop them, otherwise, it would be considered a violation of their constitutional rights. “If it’s an unlawful detention, then we can get in trouble with the courts, but also, if we search them and find a gun in their pocket (during) an unlawful detention, everything we find on them gets thrown out in court,” Louwerens said. “If let’s say a gun is found on them, and it’s a murder weapon that was used to kill someone in another city, it all gets thrown out.” More problems arise when it comes to finding transients help. Many refuse help, Herbert said, and for those who request assistance, the options are limited. The nearest shelter is the Richmond Rescue Mission. Transients who cannot care for themselves and are found by officers are often released after 72 hours or less. The county has assembled a team of officers that attempt to track down and

help those people, but often, the search comes up empty or the team is turned away. “The biggest thing is that they (have) to want help,” he said. Summerset resident Ken Harris, who attended the meeting, said he doesn’t feel transients are a big problem in the city. “I don’t think you need to be concerned about the homeless people,” he said. Fellow Summerset resident Robert Hansen agreed. “These are seniors here, and a lot of times we overreact to what is going to happen,” he said. Police officials warn residents to not approach transients and to report them to authorities if they are suspicious or engaging in illegal activity. In most cases, transients rarely become violent, but can be unpredictable when under the influence of illegal drugs, Louwerens said. In the case of misdemeanor crimes, police caution the reporting residents to be prepared to sign a citizen’s arrest form or officers may not be able to apprehend the responsible party. Bicycle owners are urged to jot down a good description of their rides, including the serial number and any identifying characteristics in case they are stolen. If bicycles are snatched, police advise residents to report the theft. Police have recovered close to 50 bikes this year, but only 18 have been reported missing. “We may not be able to arrest them for stealing the bike, but if they are in possession of stolen property, we can arrest them for that,” Louwerens said. CAN YOU TRUST THE NEWS? We are seeing more and more reports about how great the real estate market is doing. Sales are up, prices are up, etc. However, there is one important thing to keep in mind about these news stories that quote market data. In the vast majority of the reports, they are talking about SOLD homes and comparing it to some time period in the past. For a home to be sold, you have to figure an average of 30 to 45 days for an escrow period, plus at least a few weeks, if not a month or so, for the time on the market. And then, to add on top of that, sometimes it takes a month or two for these reports to be compiled and published. So here is my point: When you see a report on the news talking about how great the market is, keep in mind that they are talking in reality about what happened as long as 5 to 6 months ago, but is just now filtering through the system to be reported on.

That’s why to really determine how the market is doing, you look at solds, plus the pendings, plus you have to look at what else is for sale right now. If a home sold for $600K three months ago, but there is a similar home for sale now at $575K, which number does the buyer look at? In that situation, sold prices are likely to go down because buyers have cheaper options. On the other hand, if homes have been selling for $575K, but the cheapest home like that on the market is $600K, and the sellers drop their price, the buyers can either pay the price, or look elsewhere to find a cheaper home. In that situation, you’ll likely see higher sales prices reported a few months later. The insurance agency also earned a 2016 Safeco Insurance Make More Happen Award for its community work with Shepherd’s Gate. The award includes a $4,000 donation to Shepherd’s Gate from Safeco Insurance. A company agent, Jerry Stone, and Shepherd’s Gate also had a story featured on Safeco.com, which awarded the nonprofit an additional $1,000. For the organization to win the extra money, at least 50 different individuals had to leave a virtual ‘cheer’ on the Safeco.com story. Safeco’s Make More Happen Award recognizes independent agents who demonstrate extraordinary volunteerism for a nonprofit organization. These awards focus on nonprofits in the areas of health and safety, education and civil service. New theater company looks beyond East County by Amy Schrader Correspondent

Theater in Contra Costa County is about to expand above and beyond our own community. Broadway Repertory Theater, a new theater company rooted in Brentwood with plans to take their shows to other Bay Area theaters, announced its inaugural season, led by well-known writer, producer and director Steve Kinsella. Brentwood’s newest theater company is looking for local actors and production crewmembers to be part of the excitement. The company will consist of child, teen and adult actors with age-appropriate casting, and everyone is invited to participate. “It’s a very exciting time for Brentwood performers,” said Kinsella. Kinsella co-founded the Brentwood Theater Company, where he served as the artistic director until April of this year. He has 26 years of experience writing, producing and directing theater, as well as myriad film, music videos, commercials and drama experience in the San Francisco Bay Area. Before embarking on his newest theatrical endeavor, Kinsella also served as the artistic

director for Broadway Under the Stars, Candlelight Cabaret Dinner Theater and B2BProVideo.com. On Sept. 9, the new company will kick off its inaugural season, featuring a total of six Broadway productins, premiering with “The Fantasticks,” which will run for two weeks, followed by “The Glory of Love” in October and “Christmas at The Biltmore,” an original work opening Thanksgiving weekend. Auditions for “The Fantasticks” and “Christmas at The Biltmore” are currently underway. All performances will premier in Brentwood before they visit other Bay Area theater companies. Kinsella hopes this will not only help the Broadway Repertory Theater thrive, but also help the actors who participate in the company further their careers. “Thinking outside the box is what contemporary theater companies must do to survive in these days of competing with hand held entertainment,” said Kinsella. Local actors are thrilled at the prospect. “My daughter can’t wait to be part of bigger productions,” said Clayton resident Terri Enomoto. “Steve is completely remarkable. According to the 2015 Annual Crop Report from the Contra Costa County Department of Agriculture, overall agriculture crop production value in Contra Costa County was up more than 7 percent from last year, which translates into a bounty of healthy, fresh produce right in our own backyards. So, if you want to eat healthy, you need look no further than the farmers markets, farm stands and farm-to-table offerings nestled within our own communities. With hectic weekends, sometimes it can be difficult to squeeze the farmers market into an already busy schedule. The best thing about the return of the Discovery Bay Farmers Market this year is that it takes place in the evening, from 4 to 8 p.m., on Thursdays, at the Discovery Bay Shopping Center. “I love that this is on a Thursday night, so I can get what I need before the weekend and camping trips,” said Discovery Bay resident Bobbi Greene. “This year’s market is bigger and has a lot of options.” Aside from the more than 20 produce vendors and abundance of healthy items,

A new surveillance program has local police officers stepping out of their traditional roles in a fight to keep commuters safe from dangers on the freeways. These expanded efforts are being made possible by more than a dozen state-of-theart cameras and license plate readers, which came online earlier this month along a swathe of Highway 4 in Pittsburg. They are all operating under the control of that city’s police department, after state authorities backed the proposal and relinquished some of their jurisdiction. It is hoped that the cameras can locate evidence relating to fatalities and other gang-related incidents on the freeway in recent months. So far, they appear to be paying dividends. While the results fall outside of the gang showdown and its trail of victims, police officials say they have already netted several arrests, recovered multiple stolen vehicles and obtained critical information, thanks to the license plate reading devices. “It’s proving to be very helpful,” said Capt. Ron Raman, a Pittsburg police spokesman. “When a wanted vehicle is identified on the freeway … it’s sent to our computer screens within seconds.” The reason for installing the cameras was two-pronged. Officers hope to deter those thinking of using Highway 4 as a theater for their illicit activities and apprehend those who actually go through with it. Although Pittsburg has had dozens of cameras operating on all key streets and intersections within its boundaries for years, the Highway 4 route that splits the community of nearly 70,000 previously did not have any, as freeways are normally managed by the California Department of Transportation (CalTrans) and the California Highway Patrol (CHP). However, those two agencies supported the city when Chief Brian Addington proposed erecting the cameras to city councilmembers in a staff report, just days after 28year old Uriel Reynoso Moreno of Antioch was shot to death on April 19, near Highway 4’s westbound Loveridge Road exit, an incident that officials deemed gang-related. “When we brought up this notion of installing cameras, CHP and CalTrans played a very important role,” said Raman. “They helped us get the permit process done quickly and also assisted in closing off the freeway while our vendors put the cameras up.”

Shortly before that meeting, 25-year old Shanique Marie – a mother of four – died in a hail of bullets in another highway shooting, this time near Railroad Avenue. That homicide, along with Moreno’s death, totals five total killings since November. An even higher number of nonfatal shootings have also been reported, with CHP stating previously that all the events are interconnected. In May, a Richmond police official stated in an interview with The Press that authorities there suspect local gang members and groups in Oakland are playing a significant role in the violence now breaching the periphery of eastern Contra Costa. Meanwhile, Raman said that with the problem being so widespread, Pittsburg authorities would like to inspire other local agencies to push for tactics similar to what they’ve unveiled, which is largely unprecedented in the region. It remains unclear who might be taking the initiative next. In neighboring Antioch, police department officials said they themselves are moving to embrace the same type of license plate-reader technology that Pittsburg authorities are promoting. However, Chief Allan Cantando said the focus for now is on the notoriously violent Sycamore Drive corridor, where a disproportionate number of shootings and homicides occur. “We are in the process of getting our cameras installed (there),” he said. “When they are in place, we will consider more cameras within the city.” He noted that for now, installing devices on Antioch’s own stretch of Highway 4 is unlikely to be a priority, as a relatively low level of violence has taken place there in comparison to other parts of town in need of a tighter law enforcement presence. Brentwood going for fire tax by Kyle Szymanski Staff Writer

Sparked by the need for more fire protection resources in Brentwood, the city council will be putting a utility-users tax (UUT) on the November ballot. “Brentwood is going to take a stand, but we are ultimately going to let our citizens decide,” said Mayor Bob Taylor. At its peak, the proposed tax is designed to generate $6.1 million a year for the fire district to operate two additional fire stations in the city for a total of three - just short of the recommended four listed in the district’s master plan, which was released last month. The district, which was composed of eight stations in 2008, is down to four stations that serve 105,000 residents over 249 square miles. The city also has plans to use some of its own developer and unallocated community-facility district fees to launch and operate the stations. The council toyed with the idea of proposing a higher UUT, which would have risen to 8.5 percent by 2020 and allowed the city to have the recommended four stations - but the council concluded that the risk of failure was too high. “We wouldn’t want to be so foolish to put it out there and have nothing,” said City Councilman Gene Clare. The (UUT) would be based on district residents’ electricity, gas, telecommunications and cable services, said Brentwood

If approved by voters, it would start at 3 percent of utility fees in 2017 and rise to 6 percent in 2018 to align with the building of one station and the likely reopening of another. Under the proposed plan, the city would use the UUT and development and community-facility district fees for startup and operating costs. That process likely includes building at least one station and reopening Station 54, although the details are yet to be finalized. Potential new station locations include near Shady Willow on city-owned land, and one in an undetermined location in the northeast part of town. The Shady Willow spot would cost about $5.3 million to build and equip with resources, while the other site would set the city back $7 million, since land would first need to be purchased. Vice Mayor Joel Bryant, president of the fire board, said the additional help is sorely needed. “When a person has called 911 in the past few months in this district, there have been times of up to eight hours (when) there was no local response available,” he said.

The fire district’s financial problems stem almost entirely from its property-tax allocation being set with the approval of Proposition 13 in 1978, when volunteer departments were sufficient to cover far East County. Its current allocation of eight cents per property-tax dollar is about half the amount of most other departments in the county. Attempts to bring in more revenue – a parcel tax in 2012 and a proposed benefit assessment last year have failed. Vina said he is confident that the UUT proposal will break that string of failures. The UUT requires only a simple majority to pass, as opposed to the two-thirds threshold needed for a parcel tax. There are UUTs in place in more than 150 cities in the state and at least four counties, including Alameda, San Francisco and Sacramento. However, challenges still lie ahead. An independent task force, which was launched to propose ideas to help the district, recently concluded that a 6.5 percent UUT, increasing annually at one percent up to 9.5 percent, would not likely pass in Brentwood, Oakley or the unincorporated

areas of the district if put on the November ballot. About 41 percent of Brentwood residents approved of the measure, well short of the 50 percent needed for passage. However, similar questions in the poll yield reason for optimism, Vina said. Twothirds of Brentwood residents agreed there is an additional need for funding, 71 percent think favorably of the council and 72 percent of residents agreed that enough firefighters should be hired to carry out best-practice standards. This week, residents had mixed reactions about the proposal. “This is a balanced, responsible plan that seeks the minimum necessary in new tax income to meet an urgent civic need,” said Steve Smith, a Brentwood resident. Resident Hal Bray, who is spearheading a tax reallocation plan in the hopes of bringing more money into the district, said he’s concerned about the proposal. “One of the concerns about the utilityuser tax is that the revenue doesn’t go to the fire district, the revenue goes to the city,” he said. “I’m not sure that ensuring that it would go to the fire district would mean that it would be legally-bound to go to the fire district.” Vina said that if the measure were approved, a memorandum of understanding between the city and the fire district would be created to assure residents that the funds are used on Brentwood stations. In addition, if a property-tax reallocation plan is successful and it raises the same revenue as brought in by the UUT, the council would be in a position to repeal the tax. When your cat needs a bath According to the American Society for the Prevention of Cruelty to Animals, indoor cats rarely need baths, because they use their tongues and teeth to stay relatively clean. While cats can benefit from routine brushing, which reduces shedding and cuts back on hairballs, the bathtub is a place cats need not visit regularly. But sometimes, cats find themselves in sticky situations that dirty their coats and give them a less than agreeable odor. In such instances, a bath may be the only way to clean up your cat. Cat owners concerned about bathing cats can consider the following tips, courtesy of the ASPCA. • Trim the claws. Cats are unlikely to find a bathtub comfortable, so cat owners should expect them to resist. Owners can protect themselves from such resistance by trimming their cat’s claws prior to bath time. • Brush your cat’s hair. Matted hair can be a nuisance at bath time, and that can translate into a lengthier bath that will try the patience of cat and owner alike. Just before bath time, brush your cat’s hair to loosen any matted areas. Once hair has been brushed, gently insert some cotton into your cat’s ears to prevent water from getting inside them. • Choose the right time. Mellow or tired cats are less likely to resist a bath than wellrested cats with lots of energy, so choose a time of day when your cat is typically mel-

low to give the bath. Allow the cat to play with some toys prior to bath time, so he or she grows a little tired. • Use a bath mat. Cats likely won’t be comfortable in the tub or sink, and that comfort level is only further compromised if they are slipping around. Use a bath mat so your cat is not slipping and sliding. • Use lukewarm water. When bathing your cat, use only lukewarm water. Get your frisky friend wet in three to four inches of water before gently massaging a solution of one part cat shampoo and five parts water into his or her hair. Massage in the direction of the hair growth, and do not use human shampoo, which can dry out cats’ skin. When the time comes to rinse the soap, once again gently use lukewarm water, taking caution to avoid getting soap and water into your cat’s eyes, ears and nose. Make sure there is no remaining shampoo residue, which can irritate the skin and attract more dirt. • Dry your cat off. Longhaired cats may need their fur to be untangled with widetoothed combs. Short-hairs can be dried in a warm place with a large towel wrapped around their bodies. Some cats may be comfortable if you use a hair dryer set on the lowest heat setting to dry them off, but don’t push it if your cat is not responding well to the hair dryer. – Courtesy MetroCreative

Investigating a new pain-management alternative Everyone has aches and pains, and those of us who suffer from back pain, like I do, are always looking for some kind of relief, even if it’s only temporary. As we get older, our joints are less flexible, and arthritis is more normal than most people Senior imagine. Pain pills orner and medications that take a toll on the liver or kidneys may reduce the pain for a while, but if taken over a long period of time, they can decrease organ function. I had heard of it before, but never tried it, so I was intrigued. It smelled like the old Vicks vapor rub, came in a plastic bottle and was a runny, brown liquid. He boasted that it was an excellent pain reducer and natural antiinflammatory, so I was all ears. Wearing my white capris, I was very hesitant to try it, thinking it was going to stain and ruin my new ensemble, but the vendor assured me that it was quick drying and water soluble. He squirted a small amount on my palm and off to the ladies room I went. Although I am not a contortionist,

I spread an ample amount on my lower back, where the pain was localized. The strong smell was not so much the Noni plant, but the menthol additive in the sample I chose to try. I was nervous about going back to my group smelling like 1957, but the pungent odor soon dissipated. The people sitting at our table during the luau didn’t notice a thing when I returned to enjoy the hula dancers. After about ten minutes, I felt my back get very cold and the pain subsided a great deal. I was able to sit for comfortably for several hours while the show was on. I had to research this stuff! Noni is a small, evergreen tree in the Pacific Islands, Southeast Asia, Australia and India that often grows among lava flows. Historically, it was used to make a dye for clothing, but it was also used as medicine, usually applied to the skin. Although today, noni fruit, leaves, flowers, stems, bark and roots are used to make medicine for a long list of ailments, the effectiveness for these uses has not been proven. A study is currently underway at The National Center for Complementary and Alternative Medicine. In the meantime, the Food and Drug Administration has issued multiple warnings to Noni manufacturers about making health claims that aren’t yet backed up by fact. I found out that, in addition to using the lotion externally on the skin, people take Noni by mouth for a multitude of ailments including, but not limited to,

convulsions, cough, diabetes, constipation, fever and nausea. It has also been used for swelling, asthma, arthritis and other bone and joint problems. Again, these have not been given the FDA’s formal approval. More reading disclosed that patients with cancer, high blood pressure, infections, kidney disorders and migraine headaches, as well as those who have suffered a stroke have benefitted from Noni. One form is fruit juice from the plant, which has been used for numerous afflictions as well. The list is long. There have been studies claiming positive results, but nothing verified by the FDA. I wasn’t swallowing anything I had not discussed with my doctor, but rubbing lotion on my skin was worth a try. After all, the man claimed it is also used as a moisturizer to reduce signs of aging. That, along with the Hawaiian melodies at the luau, was music to my ears. The leaves of the noni plant can be used for arthritis by wrapping them around the affected joint; for headaches by applying them to the forehead; and for burns, sores, and wounds by direct application. If you read as much as I did about this stuff, you would think it cures everything from the common cold to small pox! Noni contains many substances, including potassium. Those who have high levels of potassium should avoid ingesting it. There is concern that drinking Noni tea or juice might cause liver damage in some people, and there

are several reports of this in patients who drank it for several weeks, but it is not known for certain if Noni was the cause. The potassium is also a reason for those with kidney issues to avoid ingesting Noni. Early research suggests that taking six to eight grams of Noni daily might improve physical function, fatigue and pain in people with advanced cancer, but does not seem to reduce tumor size. The same research suggests that drinking four ounces of Tahitian Noni juice daily for one month can reduce high blood pressure, and drinking three ounces for 90 days may decrease the need for pain relievers and improve quality of life in people with osteoarthritis. I haven’t tried this, but I am going to talk to my personal physician and get her feedback. There are several medications that do not interact well with this, so asking your doctor about it is imperative. These include certain blood pressure medicines, water pills and blood thinners to name a few. We are all looking for an alternative to pain medication. You don’t have to go to Hawaii to find the vendor, because they sell it online. It would be great if this product in its natural form is the answer, but a discussion with a reliable physician is a must. A tax is just a tax; it doesn’t fix the real problem by Bryan Scott Since January, a loose collaboration of area residents has been promoting the concept of tax-allocation reform to correct the unequal level of fire and emergency medical services protection afforded residents of East County. The problem becomes evident uest when one comcomment pares the level of services East County gets to similar services in the central and western areas of Contra Costa County. Our fire department gets about 7 percent of the ad valorem property-tax dollar, and the other fire departments get 14 percent, 15 percent, 21 percent or more of the property tax dollar. All property owners in the county pay the same ad valorem tax rate, and the dollar amount of the tax paid depends largely on the value of the property. The principles of equity and fairness suggest that all residents of the county receive roughly equal treatment under the law, in this case the tax-allocation laws. That is not the case. Since 2012, the Board of Directors of the East Contra Costa Fire Protection District (ECCFPD) has watched as increasing costs and declining or static revenues have forced the reduction of services to the com-

munity. Where once there were ten, and then eight fire stations, there are now just three. Two attempts to raise tax revenues failed. First, a parcel tax and, most recently, a questionable benefit assessment district scheme. Some directors, perhaps disillusioned by these failures, have decided that their job is not to seek ways to protect the residents of the district, but rather to just operate a fire department as efficiently as possible, accepting the facts of the ECCFPD’s decreasing efficacy. Neither of these tax measures dealt with the real problem at work here, (which is) the historical structural funding disparity between our fire district and other fire districts in the county. A fire district cannot serve the needs of 115,000 people spread over 249 square miles when receiving just 7 percent of the ad valorem property-tax dollar. That, my fellow residents of East County, is a fact. Now another attempt to raise taxes for the ECCFPD is being considered. This utility-user tax (UUT) is attractive because, unlike other taxes, which require a two-thirds majority vote, a UUT only requires 50 percent +1 for approval. The goal of this tax is to add up to 10 percent to each electricity, home and cell phone, gas, cable TV and Internet bill residents of (the district) pay, and raise around $18 million in total new taxes. Unfortunately, even if this tax passes, which will be a boon for the fire district,

Editor: I recently attended the ‘public’ portion of the Byron School Board (meeting). An agenda item at that meeting was the board’s approval of a fat, three-year contract for the superintendent. In a nutshell - salary of $190,000 per year, car allowance and benefits. This given over to a superintendent who is famous locally for her short workdays and in a district that only contains three schools! Including benefits, this woman is sucking out over $70,000 per school, before even one dime is spent on student services. In a district where average teachers, the ones who actually educate our children, earn about $60,000. After the meeting, I commented to two school board members that they should be ashamed of themselves for approving this 12 percent annual increase to the superintendent, when teachers have received less than 4 percent increas-

it still will not affect the real problem at work here, the low tax-allocation rate. And an opportunity to do the right thing, to correct an injustice, to fix the problem, will have been missed. A self-appointed, government-employee task force has been working hard since June 2015, coming up with a tax that they think will pass. They’ve spent over $219,000 on consultants and advisers. The public opinion polling, according to their survey consultants, indicates that the support level for the UUT is about 20 percent less than necessary for the tax’s passage. Add up in your head, dear reader, your monthly electricity bill, your home and cell phone monthly bills, your monthly gas bill, what you pay for your monthly cable TV, and your high-speed Internet connection. Then multiply that by 10 percent for each month’s tax, and then multiply that by 12. That’s the tax you’ll pay in a year. And the real problem will still not be fixed. Editor: I was getting my room ready today, and I looked up at the 26 T-shirts on the wall of my classroom and began to wonder if all the people who have been a part of the program over the last 13 years know how much they are appreciated. Whether it is making sets, gathering and sewing costumes, creating props,

loaning us sets and props, doing hair and make-up, running tickets, selling flowers, taking pictures, running the snack bar or in any capacity you may have been here, the amount of time and energy you pour into the program is astounding. You all know who you are and what you have done to make this a special program for our students. Every set wall, costume and prop can’t be looked at without attaching a name or group of names to it. Oakley umpire lands rare baseball gig by Kyle Szymanski Staff Writer

The City of Oakley is likely to be represented this year in most of the games of the Little League World Series Big League Division in South Carolina. The appearance falls on the shoulders of one man - Little League umpire Roger Buhlis. Buhlis was selected as one of 12 umpires for the seven-day tournament for 16 to 18 year olds in Easley, South Carolina. "It’s not something everybody gets, and I am really looking forward to it,” he said. The honor is a long time coming for the former police sergeant, who volunteered to become an umpire in 1997, while his oldest daughter was a member of the East County Little League. The one-year commitment has turned into a 19-year love affair with the volunteer role. He was finally tapped to work a West Regional tournament in 2012, which garnered him glowing reviews and the right to work the World Series event. It took him four years to finally get the call, but it will likely be worth every minute of waiting. "It’s an honor,” he said. “It’s recognition of not just dedication, but also recognition of quality umpiring skills and the positive attitude and energy I have towards the Little League program.” It comes as no surprise that the former enforcer of the law has flourished in his position of upholding rules on the field. In a sense, the two jobs aren’t that different. "I find the jobs very similar,” said Buhlis, who also works high school and college games. “Both have

Just like with any job, the role gets easier with time. Buhlis developed his skills through Little League training and honed his craft through working at the high school and college levels. He’s slowly perfected his timing and judgment, earning the respect of coaches, players and his peers. “Each volunteer umpire at our nine World Series tournaments will bring a high level of professionalism, knowledge of the game, commitment to fair play and appreciation for players and coaches,” said Nicholas Caringi, Little League senior director of operations and education. A key secret to Buhlis’ style on the field is to not let the emotions of others impact his own. That is important to me so it’s valuable to me." Soccer program makes big Impact in East County by Michael Dixon Correspondent

Brentwood’s Impact Soccer has no shortage of programs - beginning with kids as young as 3 and ranging to adults and everything in between, Impact offers something for everyone. The options include adult leagues, recreational leagues, competitive leagues, semi-competitive leagues and a program for special-needs players. In total, the club directly reaches roughly 2,000 people. “We have a lot of different things that we offer for our community, which is fantastic,” said Impact President Tony Martins. “We’re really proud of that.” The fall recreation leagues are set to start the week after school begins, and the competitive leagues kick off at the end of August. Impact’s reach also has potential to reach beyond just its membership and those interested in soccer. “Impact strives to provide a positive, educational and fun environment through the game of soccer,” Martins

Brentwood’s Impact Soccer offers many programs for kids and adults. said. The next big event that Impact will put on is the fourth-annual Boo Fest,

which takes place during the final weekend of October. The Boo Fest is meant for U7 to U13 teams from around the

area to come out to East County. While Brentwood’s Sunset Park is the main field, 2015’s Boo Fest used 24 fields between Byron, Brentwood and Oakley. “It was very well attended,” Martins said. “From a community standpoint, it’s a great thing. We bring in teams from out of the area to show what the Brentwood area is about. We want to continue that. From an economic standpoint, it boosts restaurants, gas stations, hotels and basically everything. That kind of boosts our community.” Overall, Martins has been pleased with how Impact has operated since he became the president. In order for the program to be at its best, Martins cited the changes he’s had coaching soccer in the area. “I’ve been coaching in the area 25 years, and I’m different now than I was then,” Martins said. “I think if you have an open mind are willing to evolve, that benefits not only the club ,but the players in our community.” The league also hosts camps. Better yet, Rhodes predicts Karbowski has a world of yet untapped potential. He’s described as a hard worker who always shows up to practice and listens to his coaches. He also has a great attitude. “I think he has a great future ahead of him, if he continues to work hard at it,” Rhodes said. Not to be outdone, Griffithe is a versatile ballplayer, who plays shortstop, second base and center field. He’ll join the upcoming Blast 10U Red team. The budding star, who usually bats second in the lineup, is described by his coaches as a fine young man who respects coaches, fellow teammates and the game. He’s routinely first at practice, where he can be seen with his dad running warm-ups.

Thinking about Gifting Real Property While you are Alive….

Many clients come into my office either alone or with their children asking me to draft a Grant Deed transferring their real property to their children. The most common reasons for this are to avoid probate, or to sell the property because they no longer need it or simply can’t afford it. In response, I tell them I agree that transferring real property to their children or a third party will avoid probate, but while it may be true that they don’t need the house or can’t afford the house, there may be unintended consequences of the “gift” that they and their children will not like at all. First, gifting real property to your children means you will have no legal control over it. If you decide that you want the property back for some reason, i.e. you want to live in the house again, your children will be under no legal obligation to transfer it back. Second, you may need the money. I tell people that just about the time you think you have plenty of money, something happens to completely change the situation. Therefore, until you are gone and therefore sure you don’t need any more money, don’t give away your stuff. You have worked hard for it and you should keep control of it as long as possible. If you live to be very old, you may need that money to help pay for your care. Third, and most important to your children, they will want to receive your real property through an inheritance rather than a

gift because they will receive a full step up in basis on the property upon your death. What this means is that if you purchased the house for $50,000 and it is worth $500,000 at the time of your death, the children will receive it at a value of $500,000 and will not have to pay any taxes if they then sell the property. In contrast, if you gave them the same property before you died, the children would have to pay taxes on the gain between $50,000 and $500,000 because they will receive the parent’s basis, which is generally the cost of the property. Yuck!!! In most cases, it is a very bad idea to gift real property to your children while you are still living. If you really do not think you will need the property, an alternative is to put it in a Revocable Living Trust so they will receive it after your death, and to have a real property agreement for use of the property while you are alive. This way you retain control over the property and your children receive the step up in basis. he Liberty High boys’ basketball team won the Delta College Summer League championship. The multi-day tournament featured 16 teams, including St. Mary’s, Weston Ranch, Livermore, Lincoln and Stagg. The Lions finished 18-10 during last year’s high school season and reached the second round of the North Coast Section playoffs, before narrowly losing to Castro Valley. The Lions will return to the court for the high school season in December.

LGBT from page 1 students study the history of a family and work on family trees, they will study the stories of a diverse collection of families, some of which may include immigrant families, families with lesbian, gay, bisexual or transgender parents and their children, blended families and families with a disabled member. In fourth grade, when students study California history, there will be an emphasis on its ethnic, racial, gender and cultural diversity. Students will learn about the emergence of the nation’s first gay-rights organization in the 1950s, which fought for the right of gay men and women to teach in the 1970s and fought for their right to get married in the 2000s, which culminated in the 2013 and 2015 U.S. Supreme Court decisions. By the time students are in 12th grade, their studies will be grounded in the understanding that all citizens have certain unalienable rights, such as due process, how and where to live, and personal beliefs. The culmination of students’ expanded education will allow them to study the evolution of civil rights under the Equal Protection Clause of the Fourteenth Amendment and examine specific LGBT cases, including Lawrence v. Texas, 2003, and Obergefell v. Hodges, 2015. While the state’s framework has been adopted, local school districts are working to study the framework and create new curriculum, including selecting new textbooks containing the curriculum, as required by California law. According to the Brentwood Union School District Superintendent Dana Eaton, the district will use the 2016 to 2017 school year as a knowledge-building year, with a pilot program in 2017 to 2018, and the expectation of fully implementing new curriculum in 2018 to 2019. “Our teachers are continually updating

The Antioch Union School District (AUSD) is working with a nonprofit organization, Facing History and Ourselves, to develop new curriculum. “The focus of the work has been in inclusive classroom practices, eliminating stereotype threats and eliminating the effects of implicit bias,” said AUSD Superintendent Stephanie Anello. Both the BUSD and OUESD are partnering with the UC Berkeley History-Social Science Project, which has been working with the state on the history framework itself. While the changes in curriculum might come as a surprise to some, they have been in the works for the past four years, since state legislation was passed mandating the addition of LGBT Americans and people with disabilities to California Public School curriculum, which must include instruction and appear in textbooks. Parents of children in the school district have mixed emotions. “I’m glad my daughter will eventually

get to learn about these topics, because they’re important to her education, but teachers already have such a full load,” said Brentwood Resident Jennifer Van Buskirk. Other parents are concerned the new curriculum will impact student proficiency scores in other subject areas. “I think that all education is valuable, but when our schools have a 25 percent proficiency rate for math or 44 percent for English, I think that we need to reconsider adding more to our childrens’ and teachers’ plates,

and instead focus on succeeding in the current standards first,” said Antioch resident Jill Graham. The contamination only effects recreational water areas, not drinking water from the tap in Discovery Bay. Catherine Kutsuris, interim general manager for the Town of Discovery Bay, is aware of the issue. “I spoke with Dr. Underwood, and we can’t emphasize enough that dogs are especially vulnerable.” Kutsuris said. “They go in the water, then lick themselves and ingest the bacteria. That’s important here, because a lot of people have dog ramps on their docks.”

Kutsuris and the county are waiting on the test results before posting signs so they can know what to post. “Until we know the severity, we won’t know what to post,” she said. “We will be getting the (cautionary) message out on social media, and do our best to answer questions.” When asked about the blooms affecting the Big Cat Poker run coming up next month, Kutsuris didn’t feel it would be an issue. “The poker run will be in fast water, where the blooms aren’t a problem,” she explained. “If we were talking about a swimming event, then absolutely, but the poker run is a boating event. It should be fine.” But residents of the trademark deep-water homes in Discovery Bay are not very concerned about this year’s bloom. Frank Mor-

gan, of Captain Morgan’s Bay Cruises, and Jim Mattison, both long-time residents of the town, have seen this kind of thing before and are not worried. “I’m on the water all the time,” Morgan said. “There’s no reason to overreact. I wouldn’t hesitate to be in the water at all. Yes, we should check it, but there is no reason for alarm. The only place you’re going to see the algae collecting is in the corners. Gavardo was collecting donations at the intersection of Balfour and Fairview avenues in Brentwood on Tuesday, July 26. The popular fundraiser began in 1954.
