The East Contra Costa Fire Protection District’s funding shortage prohibits it from providing adequate service, but organization officials are forging ahead to find solutions. That’s what Fire Chief Brian Helmick told a crowd at Bethel Island’s Scout Hall during the first of four town hall meetings to discuss the state of the organization ahead of a strategic planning session in July. The agency, comprising three stations, is charged with serving over 249 square miles and 114,000 residents in Brentwood, Oakley, Discovery Bay, Byron, Bethel Island, Knightsen, Marsh Creek and Morgan Territory. That service demand leaves residents and property at risk, said

One dozen monarch butterflies have become Discovery Bay’s newest visitors, thanks to Cathie Moog and the Discovery Bay Garden Club (DBGC). Last week, Moog, along with more than a dozen of her fellow garden club members, released butterflies she had raised in her home into the monarch waystation located in town. The waystation, put in last year by the garden club and Boy Scout Troop 514, sits in front of the community center on land donated by the Town of Discovery Bay. of the incident, Helmick said. “Bottom line is this: Proper response times save lives and property,” Helmick said. The district, however, is trying to stem the tide. In January, the agency hired a legislative advocacy firm to improve communication with local and state officials and assist in identifying alternate revenue and growth options. The district is also creating a strategic plan to define future service levels, along with the cost and time to implement those changes. Superintendent visits Knightsen Teacher of the Year Contra Costa County Superintendent of Schools Karen Sakata recently visited teacher Melissa Wunschel’s classroom, at Knightsen Elementary School, in Knightsen. Wunschel has been teaching mathematics and science to grades 5-8 during her 12 years at Knightsen. Earlier this year, she was honored by being named Knightsen Elementary School District’s Teacher of the Year (TOY). “Melissa is an energetic educator who works diligently to ensure that her students learn,” said retired Knightsen Elementary School District Superintendent Theresa Estrada. “Both of my youngest children were in her science classes, so I know firsthand how much

her students respect her and how excited the students become about science at Knightsen. Residents may see utility rate changes “ This billing method helps

The City of Brentwood is considering a utility rate increase of more than $5 a month, but residents will have an opportunity to voice their opinions during an upcoming public hearing on June 26. Citing increased costs due to state and federal environmental regulations, a hike in operating costs and revenue loss as a result of the drought – among others – the city is proposing an average additional charge of $5.29 per month for combined water, sewage and garbage services. “There are increasingly stringent regulations on organics waste recycling, wastewater pretreatment and discharge, potable water testing and monitoring, and laboratory accreditation,” said Miki Tsubota, Brentwood Public Works director and city engineer. “Many of these regulations will impact wa-

ter and wastewater agencies, as well as public works departments throughout California. Some of our water and wastewater facilities – such as pipes and storage tanks – are showing signs of aging and are requiring more maintenance or replacement.” While the cost will increase, residential bills will appear lower by $42 each month as the charge for sewer services will now appear on the homeowners’ property taxes as a new line item to the tune of $504 – half due in the fall and half due in the spring. “Collection of residential sewer charges through property tax bills is a standard billing process and is practiced by the other cities in Contra Costa County,” said Tsubota. “This billing method helps to ensure revenue is received, reduce delinquencies and reduce the administration of monthly billing.” The suggestions come on the heels of a study completed by Raftelis Financial Consultants Inc., which was contracted by the city

in 2015 in response to the state’s drought and call for strict water conservation. The company has since been tasked with identifying a financial plan for water and wastewater funds, conducting an analysis of the cost of service and developing ‘fair and equitable rates’ that provide revenue stability.

“Rates were calculated using a cost of service approach that is consistent with current California standards and legislative requirements, including Proposition 218,” Raftelis Executive Vice President Sudhir Pardiwala wrote in a letter introducing the report. A pamphlet was delivered to residents, informing them of the potential changes and providing a notification of the public hearing. The pamphlet further detailed Brentwood usage compared to neighboring cities, along with recycled water fill station information and tips for keeping bills low. Residents can submit a written protest to be signed and returned to the city by the close of the June 26 public meeting, or letters may be submitted in advance at Attn: City Clerk, 150 City Park Way, Brentwood CA 94513. Baio to do the same. “Being on the ranch, I was home a lot and able to help out my community,” explained Baio. “Over several months of being in there as a volunteer, they sent me to school. They sent me to the fire academy. I got my EMT license. They took really good care of me.”

The East Contra Costa Fire Protection District (ECCFPD) honored Capt. Dan Baio for achieving a remarkable milestone – 30 years in the fire service. A resident of Brentwood, Baio was recognized for his dedication to the service of the residents of East County during a recent fire board meeting. “I’m really proud of Capt. Baio for hitting the 30 year mark in his career,” said ECCFPD Fire Chief Brian Helmick. “Completing 30 years in this industry is a big accomplishment. I thank Capt. Baio and his family for their efforts and his commitment to our personnel and our communities.” Baio’s long career in the fire service is even more remarkable given the fact that he was on his way to a life in law enforcement when a chance occurrence led to him a volunteer firefighter stint with the Byron Fire Department. Never a stranger to hard work, Baio grew up on a 180-acre dairy farm in Byron. That meant getting up at 3 a.m. every day to start the process of milking 300 cows, a routine that took place three times a day, everyday. His dad also operated Baio & Sons Backhoe Service and the family built and operated a gas station located on the corner of Camino Diablo and Byron Highway. He is a graduate of Liberty High School and played football there all four years. Baio

But his decision to pursue a life off the ranch didn’t immediately go over very well at home. “I was supposed to take over the backhoe business,” said Baio. “I was at that point, going to school studying to become a cop. I really wanted to be a cop. Then I got into the fire service and told my dad I was going to do that full-time. He got really mad at me at first because he wanted me to take over the business. But I didn’t want to do that because that’s not where my heart was.” Baio was with the Byron Fire Department when it became part of the East Diablo Fire District in 1991. By the time East Diablo consolidated with the Oakley and Bethel Island fire districts to create the ECCFPD in 2002, Baio was a captain. Having been with the ECCFPD from the beginning, Baio attributes his success to working with the same crew for much of his tenure with the district. “I’ve been blessed to work with Ryan (Pesonen) and Dan (Hennis) for 13 years,” Baio said. “And if you have a strong crew that you’re working with, that’s enjoyable to come to work, you want to come to work because you like having a good time.” Ryan Pesonen’s experience as the longtime engineer on Baio’s crew gives him a unique insight into his captain’s personality. “One of Captain Baio’s best traits is that he likes to cook, and he is very good at

DO YOU HAVE A GUARDIAN SET UP FOR YOUR CHILDREN? One of the most important issues in setting up an estate plan when you have minor children is deciding who is going to care for your kids after you pass. After you die, the court looks to your will to determine whom you desire to be guardians over your children. Thus, it is extremely important that you have a will and keep it updated, at minimum. If you don’t choose a guardian, the State will choose for you. This is too important of a decision to be left to the State. Choosing a guardian can be very difficult, because nobody can really take your place. The best way to go about it is to make a list of what is important to you. The list should consider the following: 1) Your values (religious, moral, political and more) 2) Are your kids comfortable with the potential guardian? 3) Is the guardian married? 4) The age and health of the guardian 5) Where does the guardian live? 6) The financial stability of the guardian 7) Does the guardian even want to raise your kids? If your proposed guardian is married, the practical

reality is that both the guardian and their spouse will be responsible for raising your children. You should always discuss your intentions with the guardian and make sure they are on board with taking on this very important responsibility and burden. And yes, it is a burden. A burden of love, maybe, but a difficult job nonetheless. You are never stuck with your decision. You can change your choice of guardian at any time (while alive) and it is something that should be revisited regularly to make sure the guardian you have chosen is still the right person for the job. Hopefully, your children will never need a guardian, but don’t leave it up to chance. Decide now, and put your decision in writing. Just telling someone is not enough. The additional benefit of addressing this difficult decision now is you will rest easier, knowing you have done so. it too,” Pesonen said. “He often cooks great meals for his crew. However, Capt. Baio never seems to do the dishes. He is known for always getting a phone call when it is time to do dishes. It is even suspected that he texts people and tells them to call him right after dinner.” Married with three children, the Baio family enjoys spending time boating in places like Lake Hogan and relaxing at their vacation home in Valley Springs where Baio can leave behind the stress that comes with the job. “I am so proud of him to have hung in there so long after all the terrible things he’s witnessed in calls he has gone on,” said Baio’s wife, Natasha Souhorukoff-Baio. “I don’t think most people have any idea of what firefighters have to deal with emotionally and mentally on every shift they work without out it affecting them negatively.” After a long career, Baio, 49, said that the fire service is a young man’s game and he is beginning to consider retirement. With no firm plans in place, he expects to work at least one more year, perhaps as many as three, before calling it quits.

NEW HOME MYTHS: PART TWO This is the second in a series of articles dispelling myths about buying a new home. Myth –“We can cut a better deal with the builder if we go without our agent.” As I mentioned in my last article, most new homebuilders factor commissions to real estate agents into their home prices. You would think that if a buyer were to go directly to the builder without an agent, they could get the builder to just take that money off the price of the house. That’s not typically the case. There are several reasons for this. The main one is that new homes have been selling at a brisk pace recently, so the builders are confident that their homes will sell. They aren’t in the habit of negotiating on their prices, even if they are “saving” by not having an agent involved. They don’t like to see some homes sell at artificially depressed prices because the sales prices become a matter of public record that the next buyer may use to drive a harder bargain. The other major reason is that most

Another item to consider is that many agents will offer their clients who need to sell a home a discount on the listing commission if they represent them in the purchase of a new home. Some buyers go look at new homes on their own, thinking they are going to save money, but they often wind up paying full price for the home anyway. And then since they registered with the builder without their agent, it’s too late to bring that agent into the picture later on the new home purchase, so they miss out on the opportunity to pay less to sell their home. Grant applicants say the darndest things It all started with Art Linkletter. His radio show, House Party, ran for 25 years, and had a regular segment called ‘Kids Say the Darndest Things.’ Children between ages 3 and 8 would be asked to answer mundane questions, and proceed to delight the audience with cute, surprising and unexpected answers. Just For example, who was George Washington’s wife? The ayin answer given was Miss America. It turns out you don’t have to be a master at interviewing kids to get them to say cute, surprising and entertaining things. You just have to give them a chance. I was recently fortunate enough to help run some fourthRick grade field trips in the Marsh Lemyre Creek State Historic Park. The students were from Iron House School in Oakley, and they were studying California history. Part of the lesson was for them to apply for a land grant like the one John Marsh purchased in 1837 in what would one day become Brentwood. As part of the application process, the kids were asked what plans they had for the land. Suffice it to say that things would be a lot different today if the land had ended up in their hands instead of Marsh’s. Some drew from what they had learned about life on a mid-19th century rancho, enhanced by their own tastes. “I will have cows for milk and chicken for eggs and pigs for bacon, because bacon is so good,” said one child. Another said she planned to raise “...sheep for wool, cows for food, also chickens for omelets.” Others focused their ideas on nature, although they might make some changes in that regard, too. “I will have horses, pigs, sheep, snow, rocks, rivers and a mountain,” promised one. Said another, “I will make waterfalls.” One thought it would be good to combine ranching with a steady income stream.

Another said, “I will have a whole horse ranch with a circle area to teach kids and no gates to teach people to stay on trails.” Ranching and animals of all kinds were on the mind of one youngster, who wanted “six horses, 65 cows, five female chickens and five male chickens, 42 monkeys, 12 hippos and a lot of flowers and butterflies and bees.” Farming was also popular, although some of the crops were unusual. “I will plant a small house,” said one. Another had his eye on the bottom line, with a bit of fun on the side, penning “I will plant gold and have a huge water slide.” A couple of kids showed an understanding for the way things were in the wild, wild West. “I am going to build a shed for weapons,” he said, while a classmate noted that on his rancho, “There will be no Internet.” Lastly, from the hope-for-the-future department, came a plan for people to live together in peace. “I will make a town,” said the community leaderto-be. “It will have a town hall so we can discuss stuff.” Many thanks to Iron House School, teachers Marian Bushman, Carly DaSilva, Brittany Hansen and Shannon Pickerill, and especially their students.

OBITUARIES Jacqueline Sue Clark Schwitters January 26, 1941 – June 15, 2018 Jacqueline “Jackie” left her earthly home and joined her eternal companion, Ronald Schwitters, on June 15, 2018. She died peacefully at home following a long illness. Jackie was born in Martinez, California to Ednal and Orin Clark. She was the youngest of four children. Her family moved from Port Chicago, California to Brentwood when she was about five years old.

She married her high school sweetheart, Ronald Schwitters in 1957. Ron and Jackie made their permanent home in Brentwood and spent the rest of their lives there. Together their raised eight children. Jackie worked for R. Paul Kerry DDS for 42 years as their insurance clerk. She and Ron were avid supporters of Liberty sports and the performing arts programs for over 40 years. The Schwitters family was inducted into the Liberty Sports Hall of Fame in 2010. Jackie loved vacationing in Hawaii and she and Ron visited often. She loved watching her grandkids and great-grandkids par-

1936 – 2018 Ever since her birth, Midge captivated everyone with her dazzling smile, quick wit and bubbly personality. Midge, a California native, grew up around Glendale, where she graduated from Hoover High School and became a nurse. She married Gary Moser, and they made their home near Los Gatos, where she raised three children. In the late 1960s, as a secretary for Little Village Real Estate, she quickly realized that the real estate profession was her passion. She soon had an extremely successful real estate career. She made her clients feel ‘like family,’ because of the exceptional attention she gave to each and every one of them. Midge served as president of the local board of realtors and maintained a career for more 35 years in the Santa Clara Valley. Midge retired in 2002 and moved to the Delta at Discovery Bay. While there, she volunteered to raise

ticipate in their various activities including sporting events, dance recitals, plays and music recital/concerts. She loved her country and she loved listening to Glenn Beck. She was a life-long member of the Church of Jesus Christ of Latter-day Saints where she served in many callings including the Relief Society and Primary Resident. Her love was teaching the primary-age children which she did for decades up until her death. She is survived by her children: Randy (Cathy); Julie Somerhalder (Philip); Barry (Pam); Lisa Wright (Roy); Kevin (Donna); Shawn (Michelle); Robin

funds for a nonprofit nearby in Byron called Kaleidoscope. This organization offered hope, information and love to families living with cancer. She also divided her time between her home on the water on the Delta and her home on the Island of Oahu, Hawaii, where she enjoyed the trade winds and sunsets. Midge had a vivid zest for life, had a passion for traveling, and experienced such places as Kenya, Italy, the Swiss Alps, Ireland and Iceland, just to name a few. On May 25, she said goodbye to all those who knew and loved her. Midge was an amazing woman who’ll be greatly missed. She is survived by her partner and friend Bob Wolfe; her children, David Moser and his wife, Mickey, Donald Moser and his wife Paula, and Dianne Dudley and her husband William. Midge also had seven grandchildren, Saira Bergan, Miles Moser, Kyle Moser, Brent Moser, Samantha Moser Wingo, Allison Welker, Stacey Noriega and eight great-grandchildren. A Hawaiian-style family celebration of her life will be held on Oahu, Hawaii, per her wishes.

Viewing and visitation will be on Friday, June 22, 2018 from 4 to 8 p.m. at the Brentwood Funeral Home. The funeral will be held on Saturday, June 23, 2018 at 11 a.m. at The Church of Jesus Christ of Latter-day Saints, 1101 McClarren Road in Brentwood.

Providing meals and companionship for seniors in far East County is about to get easier for the volunteers who serve as the backbone to the agency. As of July 1, Meals on Wheels Diablo Region will assume the routes of Meals on Wheels East County, and the alliance will connect those who work and volunteer for the latter to greater services and support through the larger agency. “A lot of organizations that we work with bring additional services to the clients … from fall prevention to social workers to visiting,” said Elaine Clark, Meals on Wheels Diablo Region CEO. Once manned by only three part-time employees and volunteers, Meals on Wheels East County didn’t have the capacity to provide certain services for its senior clientele. To get better acquainted, the Walnut Creek-based Diablo Region hosted a meet and greet in the Brentwood Senior Center last week, and officials said the response was welcoming, warm and collaborative. “Any time there’s change, there’s fear. But we cannot do what we do without the volunteers, so it’s critical that all of the volunteers feel very comfortable and want to continue delivering meals to these people who they’ve been working with for many years,” said Clark. The Diablo Region officials were pleasantly surprised by the turnout – instead of visitors passing through at different times, most came out and sat down in classroom style to hash out ideas for enhancing the services they provide along with sharing tips for how they can be better supported. “The neat thing for me was to see how engaged they are with what they’re doing and each other,” said Susannah Meyer, Meals on Wheels Diablo Region community engagement director. “We don’t want (assuming their routes) to be

anything other than an extension of their services – their support is going to change because we’re going to be able to help them more.” Clark said the feet-on-the-street feedback gave her team ideas and she came away from the gathering with a fresh take on how to help. “One idea from the volunteers was to get together more often, as they did today, to discuss what they’re doing along their routes and share ideas,” said Clark. Meyer noted many of the volunteers present at the meet and greet were residents of Trilogy and Summerset. “We were letting them know if their neighbors are iso-

lated, we can help,” she said. “(Assuming the routes) will hugely help us to spread the support we offer to a lot of areas where we did not have an ‘in’ before and where there is a desperate need.” The area’s 50 to 60 volunteers serve about 180 clients and that more hands on deck are always welcome. Once per week, volunteers pick up and deliver 12 to 16 meals to homebound seniors, a process that takes two to two and a half hours. Two vegetation fires in Oakley kept East Contra Costa Fire Protection District (ECCFPD) crews occupied for much of Saturday, June 16. The first incident was reported around 2:45 p.m. According to ECCFPD Battalion Chief Craig Auzenne, the blaze was sparked by a cooking fire in a homeless camp. Auzenne said the man attempted to put the fire out, but high winds and tall, dry grass allowed the fire to quickly get out of control. The fire burned approximately five acres over a wide area of Iron House Sanitary District property. It started on the north side of the railroad tracks near the intersection of Main Street and Oakley Road and spread east toward the intersection of Main Street

and Cypress Road. Engine 53 from Oakley remained on the scene until 9 p.m. putting out hotspots and PG&E was called to the scene to replace a utility pole destroyed by the fire. A second, smaller fire ignited by a downed powerline threatened a home on Briones Valley Road in Brentwood early Saturday evening. According to Auzenne, the fire was moving to the east when it was stopped by a driveway. Sparks from the blaze ignited a small fire on the opposite side of the driveway, but a crew stationed there to protect the property were able to extinguish it. Engines from ECCFPD and CAL FIRE responded to the incident that burned less than acre. PG&E was also called to this incident to repair the downed line. Social Talk about town... We recently celebrated Flag Day and Independence Day is only a few weeks away. Social media is all abuzz with patriotic posts.

The City of Brentwood is promoting its popular hometown parade on July Fourth. The parade will begin 9 a.m. Checkin time for parade participants begins at 7:30 a.m., and all entries must be checked in by 8:15 a.m. Parade goers are encouraged to dress in red, white and blue clothing, wave flags and celebrate with your family by kicking off Independence Day at the downtown celebration.

The City of Brentwood Parks & Recreation Department is also looking for volunteers to assist with the Fourth of July parade. Volunteers will assist in both the main and kid’s parades with a variety of set-up and cleanup tasks. Volunteer hours are 7 to 11 a.m. This is a great way to support your community (and a great opportunity for students needing to complete volunteer hours!) This year’s Fourth of July celebration in Antioch will offer a full day of fun. The parade starts at 11 a.m. in downtown Antioch on 2nd Street. The event following the parade will feature family fun, live entertainment, a car show and more. The event is located at the Contra Costa County Fairgrounds, at 10th and L streets, from 4 to 11 p.m. The fireworks start at approximately 9:30 p.m. and will run until just after 10 p.m.

Even the local Home Depot was a topic of patriotic conversation on Nextdoor this week. One local resident posted that the flag flying over Home Depot in Brentwood was not properly lit at night. The topic attracted many opinions, but the majority agreed with the Flag Code, which states that a flag that is flown 24 hours a day must be properly illuminated during the hours of darkness. The local comments made on social media seemed to have found their way to the right person at Home Depot and the flag is now lit at night.

Editor: With recent immigration activities on our border with Mexico, we have discovered that all it takes to get in this country is saying the word ‘asylum.’ We now have more than 43 million immigrants, legal and illegal, living in the U.S., more than any country has had at any time in history. We take in another one million plus legal immigrants every year and an unknown number of illegal immigrants. Monthly we arrest 30,000 to 40,000 people attempting to enter our country through our southern border. No one knows how many successfully get through. There are 591 million people in Mexico, Central and South America, each able, with a little coaching, to say “asylum,” and most, if not all, living in conditions worse than the U.S. So, the question is where, and how do we draw the line on how many we allow to enter the U.S, and stay? Can California environmentally house another five or 10 million immigrants, the U.S. another 50 or, say, 100 million immigrants? Can we assimilate that many people that do not have the education, work or language skills or cultural beliefs that created the society they wish to participate in? So, the question is not how we keep everyone out or do we let everyone in, the question is where and how do we draw the line? Hal Bray Brentwood

nual cost to house one inmate in state prison for one year is $71,000. In 2016, there were 120,000 inmates locked up in California state prisons. DO THE MATH! I am certain that the cost per student per year in California K-12 schools is less than $71,000. According to the San Jose Mercury News, in 2014, California was 37th from the top in public school spending, and that was up from 49th (second to last) the previous year. There is a direct correlation of disadvantaged kids caught up in the school-to-prison pipeline. Dropouts are 3.5 times more likely to be arrested than high school graduates. Our failure to invest more in education, especially in communities of poverty, is costing taxpayers (us) much more money in the long run. Since we’re going to spend the money anyway, wouldn’t it be a better investment for our community and state to use our tax dollars on our students? Ed Hill Brentwood

Bring renewable energy options to the table

Editor: The City of Brentwood has not joined the community choice options with MCE Clean Energy Program, which provides renewable energy options to the Brentwood residents. Only two cities within East County have signed up, and they are Pittsburg and Oakley. The majority of the cities in West and Central County have joined. We need to contact our city councilmembers to place on the city council’s agenda a discussion regarding whether the City of Brentwood should join. Earlier this year, the California Public Utilities Commission passed a resolution that changes the timeline to join the community choice program. The new timeline means that any community wanting to join needs to submit its membership application by Sept. 15 of this year. The application includes a resolution, ordinance, memorandum of understanding and load data request from PG&E. As you can see, this timeline is aggressive. If the September deadline is missed, then the soonest a new community could have clean energy choices would be 2021. Recognizing the time constraints, it is vital that the community choice option become a highly visible topic for our councilmembers to act quickly. Clifton Louie Brentwood

Fire district getting stronger

Editor: As cited by Gov. Jerry Brown in his State of the State address, our fire season has increased by 78 days. Eight of the most devastating fires in California have occurred in the last five years. This is predicted to increase. Some areas are now in a year-round fire season. To continue to protect our citizens and the environment, we must continue to fund our fire districts in a way that allows them to expand and meet

the increasing challenges posed by changing climate and population growth. The Emergency Services Additional Revenue District (ESARD) does this quickly and openly. It requires no new tax, nor does it increase any tax. With new housing developments come requirements for adequate access and egress for emergency vehicles, fire hydrants and other support infrastructure, but it does not include adequate funding for staffing and equipping new fire stations. Oakley alone is expected to grow at around 2 percent per year. Adding more housing and residents without adequate fire protection is a recipe for disaster. Since Brian Helmick took over as East Contra Costa Fire Protection District (ECCFPD) fire chief in April 2017, he has resolved the single point failures. The financial health of the district is growing strong. He has stabilized the districts service level based on available revenue enough for a three-station model. The current master plan calls for nine stations. Our firefighters are still the lowest paid among other surrounding fire districts across the Bay Area. With the new labor contract, the gap has significantly closed which stabilized our retention issues. The new contract also includes a 50/50 sharing of future health care costs for active and retired fire fighters. Under Helmick’s leadership the district is rising out of the 2008 recession, which caused the collapse of the fire district and loss of an adequate financial base. There is still a lot more to resolve. Three stations are not enough to support our 114,000 residents, and there are currently only 28 firefighters. We need one firefighter per 1,000 residents for adequate support. To adequately serve our 114,000 population, we need 114 firemen or 12 staffed, equipped and funded fire stations. Without another expensive tax measure, which is a temporary solution, the ESARD is the best long-term solution that does not raise taxes. It will take us from a three-station model to nine-station, fully staffed and adequately funded, six-station model in about four years, and nine stations in 12 years. At the end of 10 years, there will be approximately a $40 million reserve. We need to work with Chief Helmick and help reach his goals. We need the ESARD now. Michael Dupray Oakley

Local teams come together for baby Averie by Nate Smith Correspondent

It’s not the disease, but rather the smile that is infectious for Averie Thompson. She has an ear-to-ear grin and is happy for the normal interactions with her parents and the joys of life’s simple pleasures. Her smile is an inspiration to so many others considering that the 18-month-old is still undergoing treatment for neuroblastoma, a rare form of cancer. She was diagnosed at stage four at 9 months old and has spent most of her life in and out of hospital rooms at UCSF and Kaiser in Oakland. Her parents, Rickey and Cassie, have had to pause their lives and careers as they deal with their daughter’s diagnosis and the long treatment and recovery. “Before she was diagnosed with cancer, we were worried about her getting a fever, the flu or a cold – those are normal concerns for a parent of a young child,” Rickey said. “Now, I wish those were our concerns. You see other kids go through normal milestones, and (you) just wish she gets to that finish line, so she can be part of that.” Averie’s parents are both graduates of Freedom High in Oakley, and after the diagnosis immediately began

to receive support from both the Freedom community and the Deer Valley community in Antioch. There, Cassie’s mom, Michele Moore, was helping as an assistant softball coach for longtime Wolverines’ coach Amy Tillson. Moore was also the head softball coach at Freedom when the Falcons won five straight NCS titles, during which time Rickey and Cassie were students at the school. As news of Averie’s battle spread, the two softball programs decided to show their support. When the teams

gathered at Freedom in April, right after Averie received a stem cell transplant in her bone marrow, they made signs for her, wore purple bows and socks and stood around the pitching circle before the game to say a prayer in her honor. When they met again at Deer Valley, each team had signed a ball for Averie, and all proceeds from that day’s game helped her family financially. “I wish Rickey and Cassie could have seen the amount of support at these games,” Moore said. “Averie was

in isolation after the transplant, but it was still just extremely moving how much people are willing to do for her.” For members of the teams involved in those games, the opportunity to embrace Averie’s fight was one they took to heart. “Just hearing what Averie and her family are going through really puts life in perspective and is a reminder of how precious life is,” said Freedom pitcher see Averie page 23

It was about all of us coming together to root and pray for her.” Recent weeks have given Averie’s family and supporters reason to celebrate and hope for her future. Having received eight series of chemotherapy treatments before the bone marrow transplant, she recently finished radiation therapy and remains upbeat. Miraculously, her growth has remained constant, even while having gone through times when keeping anything in her system was a challenge. That lowered the survival rate, but (Averie) has been a champ and has met this head-on, and we see examples of her resiliency every day. She responded immediately to the high-risk treatment.” As Averie continues to battle, the family is already looking for ways in which her fight can be an inspiration to others. Surviving our last teen driver Ahhh, the dog days of summer – no school, binge watching “Westworld” and sleeping in till 11 a.m. No, I am not talking about my kids. That’s my schedule now! Since my kids are teens, we don’t enforce a strict bedtime, and their natural Hangin’ in body rhythm is a nocturnal one. They here are like possums. I have somehow been swept up in it and now find myself up at 1 a.m. eating ice cream with them. It’s a bonding experience for sure, but when you wake up Vicki at 11 a.m., wow, before McKenna you know it, it’s time to make dinner! Our cats are confused. They can’t figure out why dinnertime is now at 9 p.m. They have voiced their displeasure by meowing loudly, staring at us and not using their litter box. Hey cats, it’s summer, ok? Relax! Speaking of relaxing, let’s not forget I am currently in the throws of teaching Haley how to drive. There is absolutely nothing relaxing about that. Since I am home during the day, I am the primary co-pilot. The minute she wakes up, (sometime after noon), the first thing she says is, “Do you have to go anywhere?” She assumes that for the next six

months, she will be driving me around for any and all errands I have to do. I used to love errands, but now, not so much. The annoying fact of the matter is, there is only one way she is going to get better at driving, and that is to drive. With a big irritated sigh, I reluctantly divulge my list of places I need to go. “I’ll get my shoes on!” she says, almost skipping to her bedroom. “Ahhh!” I groan under my breath, collecting my courage and steeling myself for the terror ahead. If only it was socially acceptable to have a highball before 5 p.m. Once in the car, Haley makes sure the important boxes are checked before we hit the road. It has nothing to do with adjusting her mirrors, removing the emergency brake or even turning around to see what might be behind her. No, the first order of business is to queue up the perfect song on her iPod. Once the tunes are blasting, the seatbelt goes on, and she throws the car into reverse while singing. I cling to the little hook used for hanging dry cleaning and pray. I can’t figure out if Haley is just a bit slower at learning how to drive than my other kids, or maybe it’s that I am getting too old for this, but the whole experience is miserable. In her defense, she has only had six full hours of driving including 90 minutes with a driving instructor. He picked up on her overconfidence immediately. He told her to be a little less sure of herself and a lot more cautious. Just what a parent

wants to hear about their new driver. I found out about her overconfidence when I let Haley drive to school for the first time. We were waiting to turn left at a stoplight and the man in front of us was texting. The light turned green and a second later Haley leaned on the horn! OK, so she probably learned that from me. I hate drivers that text at every stoplight, notice it’s green at the last second and leave you at the red light. I have done my share of honking, but still, it took me by surprise when she did it so naturally! Heading down Lone Tree Way toward Target she did well. She was very cautious in the parking lot around pedestrians and did well parking. I began to relax. Maybe she would be OK after all. We got back in the car and I mentioned I had to stop at Safeway. We were already headed back up Lone Tree Way when Haley blurted out, “Let’s take the freeway!”

“Absolutely not!” I yelled, shifting around in my seat having a bit of a panic attack. “You are not ready for the freeway!” “Yes I am!” she responded. “The driving instructor took me on the freeway the first day!” “Well, he’s a driving instructor with a brake on his side of the car!” I retorted. “”Do not get in that right lane.” She moved over to the right lane. She was heading for the freeway entrance! I was yelling now. “Haley, we are not getting on the freeway!” I felt like Thelma and Louise driving off a cliff! I clung to my hook and held my breath. At the last minute, she passed the freeway entrance and continued down Lone Tree Way. Relief washed over me. I glanced at my stark-white complexion in the side view mirror. I looked like I had just returned from hell. My hair was standing up on end, and I am sure I had a dozen more gray hairs. Haley was calmly singing to her music. “It would have been faster, Mom,” she said. Yeah, faster to my first heart attack. So, I guess it’s OK that I stay up late, sleep in until 11 a.m. and eat ice cream at 1 a.m. I deserve it! The good news is that Haley is my last student driver, and with any luck we will both survive. What goes around comes around. One day my driving is going to scare the heck out of her, and she will be the one clinging to the dry cleaning hook and wishing for a highball. I can’t wait.

ANTIOCH June 10, 5:09 a.m. Authorities received a call from the emergency room saying that a man with stab wounds came in. This report came from Lone Tree Way. June 10, 4:09 p.m. A woman told authorities that she saw a man break into the laundry room in her house, yesterday. She found a window broken but didn’t call authorities about it until today because she was sick. She said that the suspect had long brown hair and was in his 40s. June 10, 8:43 p.m. A person told authorities that someone broke into their apartment on Wilbur Avenue. Entrance was made through the patio door. June 11, 9:21 a.m. Authorities received a call from a residence on Diana Way. The reporting person said they found the residence had been broken into before they started moving in. June 11, 11:22 a.m. A Tri Delta bus driver told authorities that a man came up to him and said that he was robbed at gunpoint. The victim was still in the bus and was very scared. The bus driver decided to stop and wait for authorities to arrive. The report came from Bellflower Drive and Hillcrest Avenue. June 12, 11:23 a.m. A burglary was reported on Buchanan Road. Entry was made through the front door. June 13, 10:48 p.m. A man told authorities that he believes someone broke into his house on Roberts Court. He said he found items moved all over his house, food was all over the residence and he found doors locked that weren’t previously locked. Fire from page 1 recommended that the district have nine stations to meet the industry-standard response times at buildout, said Helmick. “Whatever we do, it has to be sustainable,” Helmick said. The district’s property tax allocation (8 cents per property tax dollar) accounts for 96 percent of its revenue, but that allocation is about half the amount of most other departments in the county. The allocation was set in 1978, when volunteer departments were sufficient to cover far East County. That leaves the district fiscally sustainable in its three-station state, Helmick said, but it leaves lives and property in the balance. The agency has attempted to close the funding gap through a revenue-generating parcel tax, a benefit assessment and a utilityuser tax, but all were turned down by voters dating as far back as 2012. Helmick said the district has also explored property-tax reallocation ideas and suggestions to persuade state officials to alter Prop. 13, but to no avail. “As a district, we are doing everything legally that we can right now,” Helmick said. “Bottom line is we need new revenue, and we are exploring every way to get new revenue.” Residents in attendance at the meeting expressed mixed reactions to the pre-

When she discovered that the monarch population was in serious decline, she felt inspired to help. “The population of the western monarch that used to grace our countryside and homes in this area has declined about 80 percent since 1997,” Moog said. “They were one of my favorite butterflies so I was very sad when I learned that the monarch population has declined to the point that it may be placed on the endangered species list.”

Resident Beverly Ng said the community needs to come together to extinguish the district’s problems. “I have been here 40 years,” she said. “I believe we need to get people to understand that they have to help.” Patricia Ziobro, however, said little has changed with the district’s problem-solving methods over the years. “It’s been years and it’s kind of the same old story,” she said. “We are not adequately being serviced and we need a solution. I am just tired of ‘this isn’t doable.’ Someone needs to take a stand and do something.” The district plans to release a strategic planning session survey on its website and social media channels in the coming weeks. The district plans to hold similar town hall meetings on Wednesday, June 27, inside the Brentwood City Council chambers, and on Thursday, June, 28, inside the Oakley City Council chambers. Both events run from 6 to 8 p.m. All district residents are also encouraged return for a separate strategic planning session at 6 p.m. on Thursday, July 19, at Knightsen Elementary School. She wanted to take photographs for the book herself, but had some trouble catching a glimpse of every part of its life cycle. “I couldn’t get all the metamorphoses without having my own butterflies,” she said. “I found a company that sold me a dozen caterpillars. Then I met a woman who calls herself the butterfly lady at a butterfly summit and she gave me some milkweed with eight eggs. So I had about 22 caterpillars and 11 or 12 will be ready to fly soon.” Moog watched her caterpillars grow fat and hide in their chrysalis only to later emerge with the trademark black and orange wings. On the day of the release, 11 butterflies flew out into the garden, where they will begin their journey north. Monarch butterflies are known for their impressive migration pattern that takes them from the northern United States all the way down to Mexico and back again. During their journey, they play a crucial role in local ecosystems by pollinating the plants they land on, and providing food for some species of birds as well as other insects.
