No name Filling the boot change for F fire district

The East Contra Costa Fire Protection District Board has extinguished the Contra Costa County Board of Supervisors’ recommendation of a name change to avoid confusion with neighboring Contra Costa County Fire Protection District.

The recommendation was one in a series attached to the board of supervisors’ 2015 pledge of nearly $312,000 to help the district reopen a fourth station. The fire board unanimously agreed not to alter the name – largely to save the estimated $77,000 that the change would cost.

“There are a lot of places where we could use these funds,” said Board President Joel Bryant, who believes the change could have merit in the future. see Name page 34

Future of two Brentwood golf courses in limbo Bowling For

The nationwide decline of interest in golf has struck Brentwood, and local residents are upset about plans for potential new development on nearby courses.

SunCoast Golf Inc. owners and managers of Deer Ridge and Shadow Lakes Golf Clubs since 2005, revealed the courses are struggling, and dramatic steps are needed if golfing is to continue on the two properties.

“The current operation of the golf courses is unsustainable,” said consultant Joe Dahlstrom, who noted the two courses owe close to $10 million in loans and $400,000 in accrued and delinquent real-estate tax, losing a total of $893,781 a year.

According to Dahlstrom, the

would pay an assessment to subsidize the golf operation and the landscaping and maintenance of the open-space areas.

That proposal, however, is not sitting well with the close to 2,000 homeowners in the Shadow Lakes and Deer Ridge communities, some of whom have backyards that face the golf course. The residents, who were invited to a series of meetings with golf-course officials, expressed a wide range of concerns, includ-

ing loss of the unobstructed view of the golf course some had paid a premium for and fear other development beyond senior housing would follow. They also expressed reservations about the success of senior housing and a wide variety of other concerns.

A Change.org petition to stop the rezoning has garnered several hundred signatures already. .

“This rezoning change will greatly impact our community with reduced property values, aesthetic issues, strain on already limited EMS services and road infrastructure due to increased traffic,” said resident Ramin Mirshah, who launched the petition.

Murder charges filed in fatal Oakley stabbing

The Contra Costa County District Attorney’s Office has filed murder charges against a 38-year-old man from Antioch in connection with a fatal stabbing at an Oakley bus station.

According to the Oakley Police Department, Phillip Wade was arrested and booked into the Martinez County Jail on June 6, for the death of Pittsburg resident Anthony Johnson, 57. The two were involved in a verbal argument on a Tri Delta bus traveling through Oakley on June 3. When the bus stopped on Main Street near Empire Avenue, the two men exited the bus and continued to argue. They began to physically fight and Wade pulled a knife and stabbed Johnson.

When Johnson tried to flee, Wade chased him down and stabbed him repeatedly.

Brian Bottin of Oakley was driving by and saw the altercation. He stopped and approached the two men with his handgun and ordered Wade to stop. Wade complied and the police detained Wade.

When the police arrived, Bottin said he put the weapon on the ground and raised his hands. He was put in handcuffs and placed in the back of a police cruiser while police investigated the incident. Bottin was released a short time later.

East Contra Costa Fire Protection District Engines 93 and 94 responded to the incident with an AMR medical unit, where they provided emergency care to the victim. A helicopter was called to the scene, but paramedics opted to transport Johnson by ground to the trauma center at the John Muir Medical Center in Walnut Creek, where he died of his injuries the following day.

City of Brentwood aims to improve downtown development, parking

Amid stagnant development and a downtown parking shortage, the City of Brentwood is moving on plans to spur change.

The city council recently agreed to explore temporarily waiving its downtown parking in-lieu fee and parking standards for all prospective nonresidential projects, while moving forward with plans to hire a consultant to create a downtown parking management plan.

Since 2003, all new downtown development has been required to create a certain number of parking spaces according to square footage and other factors or pay $3,748 per space not created.

The collected funds could then be used by the city to address the need for additional parking.

“The current requirements reflect a direct deterrent to new development, and (it is) worth noting, since 2005, no new development has occurred downtown,” said Peggy Berglund, Brentwood senior analyst.

was instituted – the Valverde Building on First Street and a Victorian house on Brentwood Boulevard.

With interest, the fees have grown to $28,000 and are now expected to be used to pay a consultant to create a downtown parking management plan.

“Downtown parking continues to be problematic and, owners believe, a detriment to businesses downtown,” Berglund said.

The consultant, who has not yet been hired, is expected to explore current and future parking capacity needs and

short- and long-term solutions, said Gus Vina, city manager.

Donna Ross, owner of Cre’me Dela Gem Jewelry on First Street and a director of the Downtown Business Coalition, said the parking shortage is especially burdensome on downtown business customers, who at times have to park blocks away to visit the area.

“A lot of our customers complain they can’t find parking and they have to park out in the residential (area),” she said. “A lot of our clients are elderly, and they can’t walk that far. They need to park someplace within a block or so.”

Several factors contribute to limited parking spots, according to Ross. For one, the downtown building vacancy rate of about 1 percent means employees are increasingly taking up spots meant for customers. In addition, the two-hour limit of downtown parking locations is not consistently enforced. Also, the city hall parking garage a few blocks away from downtown is considered by some as too far to walk to visit the area. “(Visitors) tend to avoid coming downtown if they don’t think they can get any parking,” Ross said.

In addition to the parking management plan, city officials hope that a temporary suspension of the in-lieu fee and parking standards on new development will increase the number of new downtown projects.

“The current regulations that we have are physically impossible, and the parking standards are prohibitive to economic growth and development and put an undue hardship on our businesses and owners downtown,” said City Councilman Joel Bryant.

The inhibiting nature of the fee came to a head recently when downtown property owner Manny Vierra proposed a 6,000-square-foot commercial project that would have required 22 onsite spaces or a payment of $82,456 if those spots couldn’t be developed.

“Who would invest a million dollars to build a building downtown to improve that vacant lot and get attached with all these different fees?” Vierra said. “It doesn’t pencil; nobody can do it.”

Under the proposed plan, which must still be approved by the planning commission and brought back to the city council, all nonresidential projects would be exempt from paying the in-lieu fee or being required to include a certain number of parking spaces in their projects.

If the plan is approved, it’s expected the fee and parking space requirements would be suspended until the city council revamps its downtown specific plan, to be discussed during the council’s fall strategic planning session, Vina said. The specific plan was adopted in 2003 to guide growth and change downtown and ensure it grows to embody the community’s vision for a vibrant, active and beautiful city district.

City leaders say it’s too early to speculate when the parking management plan will be completed or when the development fee changes could take effect, but they hope both will enhance development and encourage visitors to the area.

“Most people would love to come downtown and spend some time there, but until we can help the businesses become more profitable, it’s a catch-22 for them,” Bryant said.

Local teacher makes philanthropy fashionable

You can tell a lot about a woman’s personality by the purse she carries.

For Brentwood resident Marisol Fuson, the saying is twofold.

The Marsh Creek Elementary School kindergarten teacher started a company, SOL Textiles, which blends fashion with philanthropy, with the purpose of making a difference in the lives of children and adults who live in developing countries.

SOL Textiles sells yoga bags, wristlets, clutches, drawstring backpacks and purses made using beautiful handmade textiles from Guatemala, and a portion of all proceeds go to schools and education in Guatemala.

“I believe the power of one still exists today,” said Fuson. “I felt the calling to start a small charity business right here in Brentwood and send funds over 5,000 miles away to children, and the support has been amazing.”

Fuson was inspired to start the company after a family vacation to Guatemala last October, where she witnessed poverty throughout the country, especially among children.

Being both a teacher and yoga instructor, she felt a calling to do something to help.

After returning to Brentwood with a beautiful handbag, the idea of using fashion to achieve her goal clicked when the purchase received several compliments.

“I knew then what I could do to help,” said Fuson.

“I could bring handbags and other items to sell back in Brentwood to raise money.”

A daughter of Guatemalan parents, it wasn’t long before Fuson was working with Mayan families in Panajachel, a town in the southwestern Guatemalan Highlands, to identify local artisans. She also made a connection with nonprofit organizations to donate to, with the purpose of ensuring

that teachers and students have access to school supplies needed to teach and learn.

In addition to helping children, the company also helps other Guatemalan families, as each SOL Textiles product is made by Guatemalan artisans for a fair wage.

The Guatemalan artisans incorporate huipiles, textiles and premium leather to create finely detailed designs.

Weaves are made by hand, not machine, and tell a story of the Mayan culture’s rich history through vibrant colors and patterns.

“They say tapestries speak to each individual, each one catches something in your eye and resonates with your

heart,” said Fuson. “That is how I sell them. I let the customer find that special bag and weave that speaks to them.”

Customers of SOL Textiles not only love their oneof-a-kind handbags, but also the fact that they represent a much larger cause.

“I love my bag,” said Oakley resident DeNa Armstrong. “The colors are so vibrant and people stop me all the time and ask me about it. It feels so good and is an honor to carry something that is made with the intention of supporting another community.”

Longtime educators starting new chapter

With summer’s rapid approach, the sun heats the pavement in area schools and also sets on two beloved educators’ careers as they step into retirement.

Greg Chappel, a woodshop and physical education teacher at Bristow Middle School and a renowned wrestling coach, will retire after a nearly 39-year career. Growing up, Chappel was like most kids, claiming he wanted to be an astronaut. For a short stint, he considered following in his father’s footsteps, but his father wouldn’t have it.

“My dad said, ‘You’re not going to be a grease monkey like me,’” Chappel said of his father, who once owned a shop and repaired car bodies and fenders.

One day, he stepped in to help coach his little brother’s wrestling team and really enjoyed the time he spent helping his brother become a better athlete. From then on, he thought of ways to make a career that utilized both his love of teaching and the sport of wrestling.

With retirement here at last, Chappel hopes his students learned about the importance of following directions and completing work to be proud of and how both attributes would impact their futures.

His peers celebrated his departure, and Chappel said it was tough to say goodbye.

But he plans to remain fairly active in the wrestling world, returning this September to coach for Liberty.

D’AMICO

“I still really enjoy the kids,” he said. “It will be tough leaving them.”

In retirement, he plans to work on the a 1954 MG his father gave him when he was younger, in addition to splitting his time between a home in Montana and one in Brentwood.

Brentwood Union School District Superintendent Dana Eaton said Chappel is an institution in Brentwood.

“While he is well-known for his wrestling success in the community, behind the scenes, he is known for never giving up on a student,” said Eaton. “Greg Chappel has played a tremendous positive role in the lives of so many kids in Brentwood.”

The principal of Pioneer Elementary School, Samy D’Amico is another face leaving a long career in education.

D’Amico began his career in Southern California as a kindergarten teacher, who primarily taught in Spanish. During that time, he continued his education by taking courses at night.

When John Muir Elementary School in Antioch needed help transitioning from a single track to a multitrack school, D’Amico jumped in to help and realized he enjoyed having a larger impact on the school and its students. He became a principal, a position he held in various locations for the last 21 years.

In retirement, D’Amico hopes to continue working with Hispanic families and contribute to mission work. He looked back on his time with affection, recalling mentors who taught him a role in education could be one of the most rewarding and fun.

One of the first principals he worked for was the late William Reed, formerly of Marsh Creek Elementary School, who D’Amico will always remember as a very kind and compassionate person. Another mentor was David Nadrigal, an Antioch principal. “(Nadrigal and I) were quite the pair,” D’Amico said. “The students had trouble pronouncing both of our names, so we eventually went by the nicknames ‘Mr. Magical’ and ‘Mr. Amigo.’”

Eaton said his district was fortunate to have D’Amico spend the final part of a long career at Pioneer.

“He is beloved by students, parents and staff and will be greatly missed,” Eaton said.

Upon leaving, D’Amico hopes through his actions and words, he has lived a life in which he has been a positive influence on his pupils. All signs point to this being true, as his pupils celebrated him in style recently, wearing his favorite color, green, and hosting a parade in his honor on campus.

To combat the overwhelming emotions that go hand in hand with leaving such fulfilling work, D’Amico created a chain about a month prior to his last day, with positive actions on each link. As the days wound down, he removed a link and completed the action on the link that day, such as telling five people he cared about them.

“I feel very blessed to have been able to serve students, teachers, staff and parents,” D’Amico said. “It’s been my joy and a blessing to be able to do what I do.”

APPRAISAL WOES Over the last 30 days, I’ve had challenges on several transactions due to appraisals coming in low. I believe I’m being objective when I say they came in ‘low’ because they were not in contract for tremendously higher than what the recent solds were. The appraisers seemed to be making overly negative adjustments and/ or were just flat out ignoring major positive attributes to our subject property. I’ve checked with other local agents and many of them are reporting similar challenges.

This is NOT on every transaction, and most appraisers do a great job, but it’s happening on enough transactions that it’s becoming an issue.

It’s possible that some appraisers think our market is getting over-heated again beyond the fundamentals, and that it’s their job to slow things down by putting their ‘thumb on the scale’ a little bit. I had a situation recently, where two different appraisers appraised the same home less than two weeks apart and it came in $25,000

higher the second time.

So what does this mean if you are in the real estate market right now? If you are a seller, you may look more favorably at offers where the buyer is willing to waive some, or all, of the appraisal contingency.

Sometimes the highest offer is not the best offer. If you are the buyer, don’t be surprised if the seller asks you to waive some, or all, of the appraisal contingency. If you are willing to do that, it helps if you can provide proof of liquid funds with your offer to show that you can pay the difference if needed. In San Francisco and the Silicon Valley, it’s almost expected that the buyer waive the appraisal contingency. We aren’t there yet, but it may be moving in that direction.

Black Diamond Theatre productions Black Diamond Theatre Company (BDTC) will perform the musical “Winnie the Pooh Kids,” on Friday, June 30, at 5 p.m., and Saturday, July 1, at noon.

Sutter expands health services In 2015, Sutter East Bay Medical Foundation (SEBMF) served 33,000 patients who call East Contra Costa County home.

In 2016, that number grew by 10 percent, and this year, it is on track to grow by another 10 percent. Accommodating such growth is at the heart of a $6.5 million dollar gift awarded to SEBMF by the generous donors to Better Health East Bay – a Sutter Health philanthropic foundation supporting SEBMF’s network of doctors and hospitals.

“As the communities of Antioch, Brentwood, Byron, Discovery Bay, Knightsen, Oakley and Pittsburg grow, so too does their need for outpatient physician services,” said Jim Hickman, CEO of Better Health East Bay. “Patients here have struggled to get access to timely and appropriate primary and specialty care – and they shouldn’t have to.”

Today, two medical buildings serve East Contra Costa County – one in Antioch, at 4053 Lone Tree Way, and one in Brentwood, at 350 John Muir Parkway. Together, they house 26 SEBMF physicians and advanced practice clinicians, who offer outpatient appointments in family medicine, cardiology, gastroenterology, internal medicine, neurology, nephrology, obstetrics and gynecology, pain management, pediatrics, orthopedics, podiatry and urology.

The Antioch care center, which joined SEBMF in 2010, also offers urgent care, providing services without an appointment from 8 a.m. to 8 p.m., Monday through Friday; and 9 a.m. to 5 p.m., on

weekends and holidays.

“Even with our current facilities operating with full staff, it’s not uncommon for primary care and urgent care to overlap; sharing exam rooms and providers,” said Dr. Lou Wu, SEBMF medical director. “Physicians are doubled up in offices, and some specialty care appointments are sent to Brentwood, because Antioch can’t accommodate them all.”

The gift from Better Health East Bay will fund an extensive renovation and expansion of the Antioch care center, creating 30 additional exam rooms and offices for five new primary care physicians and seven specialists.

“This generous donation will allow SEBMF to provide the highest levels of care through multidisciplinary group practice,” said Wu. “Our goal is to reduce overall costs without compromising quality of care. By improving patient access with this additional space, we reduce the unnecessary care that commonly takes place in the emergency room.”

The renovation and expansion will add 11,627 square feet of clinic space within the current building located at 4053 Lone Tree Way. Construction of the additional rooms and offices will not interfere with current clinical care on other floors, and construction is scheduled to be completed by spring 2018.

Until then, East Contra Costa County’s more than half a million residents will continue to have access to SEBMF physicians through the Antioch and Brentwood care centers, an affiliated network of independent physician offices, and Sutter Delta Medical Center.

New pets can make life at home more exciting.

Cats are popular pets due to their curiosity, playfulness and size, which makes them great pets in private homes and apartments big and small. Many people prefer cats, because they tend to require less maintenance than dogs and are relatively self-sufficient.

In the U.S., the American Pet Products Association says that 30 to 37 percent of households have a cat, and more than 35 percent of cats are acquired as strays.

Kittens can be soft, fluffy and adorable to have around. However, to maintain a peaceful household and provide a safe environment for new felines, it’s important for pet owners to follow some key tips.

Kittens should not be separated from their mother or siblings until they’re at least 10 to 12 weeks of age, provided the litter has had significant human contact, offers Blue Buffalo Pet Food’s animal experts. If the kittens have not had much

contact, it may be possible to bring them home earlier. The earlier cats are socialized, the easier the kitten-owner relationship and the less skittish the cat may be.

Cats require some necessities from the start. These include feeding bowls, litter boxes or trays, toys and scratching posts. Washable cat beds with warm blankets are also helpful. Position the litter tray in a corner away from food and water.

The International Cat Care group says that a new home can be intimidating, so it’s best to introduce cats slowly to their new environments.

Gradually, give the kitten time to venture out into the main living area to explore, watching how it behaves. If the cat dashes nervously, it may need more time to acclimate. Some kittens take up to two weeks to fully relax in a home. People should be introduced one at a time.

Kittens can be playful members of the family. Treat them right from the start and they can make loving and excellent pets.

Agency: Brentwood Police Department Stockton native Todd Orlando grew up the fourth of 13 children.

His family owned a chain of convenience stores, and after finishing school, he went into the family business. However, as his 30th birthday approached, Orlando decided to make a radical change, and he applied for a position with the Stockton Police Department.

“It’s something that I wanted to do for a long time,” he explained. “And I knew that for me, 30 was a turning point, where I figured that if I didn’t do it now, then I’d be afraid it was too late for me. I was very fortunate – I applied and was accepted by the Stockton PD, and they put me through the academy.”

There are many aspects of serving that drew him to the police department.

“I really like the aspect of working closely with a community and working with people,” said Orlando. “I feel comfortable going to see people at their worst and trying to de-escalate the situation. I think a lot of times, people just want to be heard, and I feel that I’ve always been a pretty good listener.

I’ve always been drawn to that.”

After three years with the Stockton Police Department, Orlando visited Brentwood,

where he immediately felt at home. He decided to apply with the Brentwood Police Department and has now been on the force for 11 years. He described his decision to move to the Brentwood Police Department as the second best decision he ever made, just behind his decision to propose to the woman who would become his wife.

Orlando met his wife while they were both in high school, and they have been together ever since. They have two children, who occupy most of their free time. Currently, they spend time looking at colleges for their daughter, who will be a senior in high school, and shuttling their son, who will enter high school, back and forth from his tennis matches. “(Being a police officer) is an amazing profession,” said Orlando. “We get to see things a lot of people don’t see, and we get to do things a lot of people don’t get to do. To see things firsthand, to help people in crisis, to help people dealing with a horrible situation – it is really an amazing, rewarding feeling.”

Tax rules on rental income from second homes can be complicated, particularly if you rent the home out for several months of the year, but also use the home yourself.

However, there is one provision that is not complicated. Homeowners who rent out their property for 14 or fewer days a year can pocket the rental income, tax-free.

Known as the ‘Master’s exemption,’ it is used by homeowners near the Augusta National Golf Club in Augusta, Georgia, who rent out their homes during the Master’s Tournament (for as much as $20,000!). It is also used by homeowners who rent out their homes for movie productions or those whose residences are located near Super Bowl sites or national political conventions.

If you live close to a vacation destination, such as the beach or mountains, you may be able to make some extra cash by renting

out your home (principal residence) when you go on vacation – as long as it’s two weeks or less. And, although you can’t take depreciation or deduct for maintenance, you can deduct mortgage interest, property taxes and casualty losses on Schedule A (1040), Itemized Deductions.

In general, income from rental of a vacation home for 15 days or longer must be reported on your tax return on Schedule E, Supplemental Income and Loss. Your rental income may also be subject to the net investment income tax. You should also keep in mind that the definition of a ‘vacation home’ is not limited to a house.

City gets top honors The City of Oakley was recently ranked 47th in the LendEDU Top 100 Safest Cities in California Report.

LendEDU is a marketplace for student loans, student loan refinancing, credit cards and personal loans, among other financial products. Oakley (47), Discovery Bay (86) and Bay Point (89) were the only three East County cities to make the cut, however, other nearby cities included Moraga (20), Danville (28), Orinda (32), Lafayette (51), San Ramon (52), Clayton (64), Hercules (70) and Pleasanton (79).

If an incredibly safe community had a -98 difference from the national average, it meant that place had a crime risk score of two. The City of Oakley had a -77 difference from the national average, placing Oakley 47th on the list of California city.

Summer is a great time to enjoy indoor and outdoor activities, but every summer, children in our community die or are injured from drowning.

For adults and children alike, additional risks include heat-related illnesses, diseases from bug bites and injuries from falls. Drowning is a leading cause of unintentional death in children ages 1 to 4 and the fifth leading cause of unintentional injury for people of all ages. From 2012 to 2016, Contra Costa saw 31 drowning deaths in adults and children.

“It’s important that people remember to be safe and healthy this summer,” said Dr. Thomas Warne, deputy health officer for Contra Costa Health Services. “Drowning deaths are devastating enough, but near drowning can also have serious consequences, including neurological damage.”

Whether you pull an unconscious person from the water or if someone collapses and is not responding or breathing, calling 911 should be your first action. For drowning victims, reviving a person involves mouth-tomouth resuscitation. Knowing how to safely perform mouth-to-mouth resuscitation is important for anyone spending time in and around water.

Barbara Barrigan-Parrilla of Restore the Delta had the unenviable task of competing with opening night of the NBA finals when she brought The Roadmap to Stopping the Delta Tunnels presentation to the Antioch Community Center on June 1.

Despite the competition, nearly 50 concerned citizens, some driving more than an hour to attend, gathered to hear an update on the current progress made in the effort to stop the Delta tunnels, as well as an overview of the upcoming activity. The primary message delivered by Barrigan-Parrilla was that community involvement is critical in the effort to stop the Delta tunnels, which are part of the Bay Delta Conservation Plan’s (BDCP) California WaterFix program.

“What we really wanted people to know (today) is, even though it’s all technical, you have to pay attention; you have to show up,” said Barrigan-Parrilla. “And you need to let the government know about your opposition to the project for just and factual reasons – because of the impact to the local environment and the local economy and because the Delta tunnels really won’t solve California’s water-management problems, particularly with climate change.”

The next opportunity to get involved comes on June 22, when the Delta Stewardship Council (DWC) meets in Sacramento to vote on the dual conveyance as the preferred method of moving water through the Delta.

According to Barrigan-Parrilla, the vote to approve dual conveyance is, in effect, a vote for

the Delta tunnels, as the tunnels project is the only plan that makes use of dual conveyance.

She went on to explain that, while the DWC’s approval of the plan is not critical in and of itself, the Metropolitan Water District requires the DWC’s approval before it can begin to seek funding for the construction of the tunnels. The DWC meeting is scheduled for 9 a.m., at the Holiday Inn on J Street, in Sacramento.

The Delta tunnels project was proposed by Gov. Jerry Brown and, as proposed, would use two tunnels – measuring 40 feet in diameter and buried 150 feet below ground – to move water from the Sacramento River to points south. Restore the Delta estimates 30 percent of the water drawn from the Delta would be go to cities in the Bay Area, the South Coast and Southern California. The remaining 70 percent of the water would feed the agricultural areas of the San Joaquin Valley to support almond and pistachio production, much of which is exported to China and India.

Barrigan-Parrilla stated that the construction of the tunnels would cause a long list of troubles for the communities of the Delta, including degraded water quality, fisheries and wildlife habitat, as well as reduced recreational opportunities and tourism in the Bay Area.

Editor: This letter addresses the concerns that many residents of Shadow Lakes and Deer Ridge have regarding the golf-course owners’ proposal to reduce and recover their investment.

For those who are not aware, they are proposing the closure of a total 18 holes from both courses, retaining eight holes of Deer Ridge and 10 in Shadow Lakes. The land recovered would potentially support a number of assisted-care facilities similar to those already in existence nearby. The proposal places them near the Deer Ridge pro shop’s current location.

While the need for more assisted-care facilities has not been demonstrated, the place where they want to put them could not be worse.

First of all, those of us in these developments already hear sirens 10 times daily for emergency responses at Summerset and other nearby locations.

To bring this type of activity is not just an inconvenience, it is a plan for disaster. Deer Ridge is surrounded by three schools – Krey Elementary, Adams Middle School and Heritage High School. To bring the ambulances,

fire engines and police cars that seem to accompany every emergency onto the narrow streets of Deer Ridge will cause a total blockage of the streets while they are there, preventing the already limited access to residents’ property.

If this were to occur during the school rush hours, the traffic jams would be historic, and the risk to children on the street having to watch for speeding emergency vehicles will almost certainly result in accidental, but predictable, pedestrian injuries.

Additionally, the fire district is already overburdened with emergency response calls today, and there has been no progress in only responding with ambulances and a single police car. The dragging out of a fully equipped fire engine where there is no fire has always seemed a true waste of a very limited resource.

Bringing more potential emergency requirements into the southeastern area of Brentwood is a poor result that is not necessary or proper.

Many of us who have been involved with the golf courses since Deer Ridge opened over 10 years ago (I was in the initial foursome that played the course upon its opening) have had to deal with lots of issues.

that the long-term goal was to potentially make Deer Ridge a private course. With the crash of the economy in 2008 and the incredible recession of real estate beginning in 2007, the course also fell upon hard times, and when it was sold, the members were hopeful the course would regain the goal of becoming one of the more popular venues in the area.

Of course, that has not occurred, and now we are being presented with a set of alternatives that reduce our quality of living, decrease property values and make the area more dangerous.

Golf can be an expensive hobby and has for a long time been viewed as something for the privileged classes.

The fact is that in Brentwood, so many people commute to their jobs that there is no one in town to play during the weekdays.

The current working group that has been charged with creating the specific plan for the PA-1 area (priority area) is focusing on bringing higherpaying jobs – commercial and light industrial, high tech and so forth – which will bring us residents to both work and play here. Incomes from these professions may be partially spent on golf and other pastimes. To reduce the value of our very good courses is shortsighted, in my opinion.

As both a resident and someone who works in Brentwood, I feel that a concerted effort to keep these courses solvent may be worth the effort in the long run.

Students need more time

Editor: Students are overwhelmed with all their homework with such a short time until it’s due.

Students with normal or easy classes, like myself, are struggling with homework, and I can’t imagine how AP students are fighting through it. One

easy way teachers can fix this is to give students less homework or more time to complete it.

From the teacher’s perspective, the student should be able to make their own time to do the work and do whatever it takes to finish. Personally, I think students do not have all the time in the world to do their work, because some have other outside activities.

About 55.5 percent of high school students participate in sports and have practice right after school for usually a couple hours.

If teachers dedicated 15 to 20 minutes to every class period toward the end of class to help students with their homework or for them to work on any work, it would greatly help every student in high school and would take some weight off everyone’s shoulders.

Teachers should come together to help students stay on track with their work and give less homework or spread out due dates for the given assignments.

When rain barely falls

Editor: On May 31, I went to the Brentwood Water Fill Station and found it closed.

When I called to inquire regarding the closure, I was informed that since it rained the night before, the water fill station was closed. The most rainfall reported, and not in this area, was 4/100 of an inch.

Seriously, the young lady on the phone said it was a ‘significant’ amount! Temperatures today are in the high 70s, which would prompt people to water their yards. Really Brentwood, it is free, recycled water, and we no doubt pay for the treatment to process it.

Define ‘measurable.’

BVAL athletes claim state championships

In its time as a school, Heritage’s athletic program had never claimed a state champion – until the California Interscholastic Federation State Track and Field championships last week, when Patriots junior Jett Charvet lived up to his name and won the 800-meter race.

Charvet won his preliminary to get into the final. Once there, he ran the 800 meters in 1:51.07, winning the race by nearly a half-second over Bellarmine junior Alex Scales, who was the top qualifier in the finals and ran the championship race in 1:51.56.

“I thought I could win; I knew I could, if I ran the right race,” Charvet said. “I was kind of the dark horse, I guess, or the underdog. But I knew what I was capable of … I first broke out into the front with about 200 meters to go. I just got out ahead and told myself I wasn’t going to lose it. I was going to go all the way.”

Charvet was not the only Bay Valley Athletic League (BVAL) athlete to claim a state champion. Pittsburg’s

Iffy Joyner finished his high school career in style, winning the discus throw at 203-08. Joyner also placed fifth in the shot put event at 59-09.00.

In fact, the Pirates were well represented at the state meet. Senior Adrian Aguirre also qualified for the finals of the boys’ 110-meter hurdles and finished ninth with a time of 14.36.

While Charvet, Joyner and Aguirre were the only BVAL athletes to reach the finals, the BVAL was well represented over the weekend with athletes who reached the preliminary rounds.

In addition to his performance in the hurdles, Aguirre also anchored the boys 4x100 team behind A’Jae Boyd, Willie Harts and Jalen Mitchell. Senior Precious Idahosa also qualified for the state meet in in the girls’ discus.

Charvet was not the only Patriot at the CIF State Championships, either.

Senior Aaron Hanible qualified into preliminaries in the 300-meter hurdles.

Other league athletes included Liberty senior Nathaniel Silver in the boys’ pole vault, and Antioch junior Dalaan Green in the boys’ 100-meter dash.

Amleto Monacelli wins PBA50 tourney

When Professional Bowlers Association Hall of Famer Amleto Monacelli faced adversity in the championship match of the PBA50 Northern California Classic at Harvest Park Bowl in Brentwood last week, his experience rolled in to strike down opponent Hugh Miller en route to the championship.

“You have to go frame by frame, and that is what I did,” said Monacelli, who knocked off Miller 229-198. “I tried to forget the things that I could not change.”

Monacelli battled back from a split and open in the seventh frame of the championship against Miller to pick up his 20th PBA Tour title and eighth on the PBA50 Tour for competitors 50 and over. He walked away with an $8,000 payout, while Miller won $4,500.

Monacelli was on a roll throughout much of the tournament, averaging 234 in the qualifying rounds and receiving byes in the match play and cashers rounds, but had to overcome the setback and sprinkle in a

bit of luck to pull out the championship.

Monacelli outlasted a hot Chris Warren 296-280 in the second match of the stepladder finals and advanced to the championship, after squeaking by Brian Kretzer 9-6 in a one-ball roll off after the two tied at 233.

“One thing I learned is, when you

make a decision, you have to make a decision without thinking back if that was the right decision,” Monacelli said.

The match between Monacelli and Warren was arguably the best of the threeday tournament. The duel set a new mark for highest scoring match in a PBA50 Tour championship round, previously held by

John Hricsina, who defeated Mike Durbin 276-267 in the 1998 Vermont PBA Senior Classic. Monacelli just missed out on a 300 game, when he left the 1-2-8-10 washout on the final shot of the 10th frame.

Monacelli’s performance derailed a streaking Miller, who bowled two 300 games to climb to the top of the tournament standings heading into the stepladder finals.

Despite the second-place finish, Miller was happy with his performance.

The 60 year old, who’s been battling through the effects of an automobile accident and tinnitus of late, said this was the first tournament in a while in which he felt he played up to his potential.

“That is the third time I finished second here,” Miller said. “Normally, I wouldn’t be happy about second, but today I am pretty happy with the way I bowled.”

Rounding out the top spots of the tournament standings were Kretzer (third), Warren (fourth) and Ron Mohr (fifth).

A dual champion

Athlete: Nate Silver

School: Liberty High School Year: Senior Sport: Track & Field – Pole Vault Coach: John Ambrose

About: It took Liberty High School senior Nate Silver a long time to discover his ability to pole vault. As a child growing up in Texas, he ran track for a few years. When he moved to California, he enrolled in baseball and played through the remainder of elementary school.

By the time he started at Liberty, Nate found his skills had started to lag a bit behind his peers, and his baseball career came to an end. In Nate’s sophomore year, fate intervened. His physical education teacher was track and field coach John Ambrose, who needed pole vaulters. He thought Nate looked like a good candidate and pitched the idea to him.

Nate spent a few Saturdays with Coach Ambrose, getting acquainted to sport. He was hooked, though the technical nature of the event presented some challenges.

“Nothing about it is natural. It was hard getting used to the form,” Nate said. “My form was awful. I couldn’t get upside down, but Ambrose thought I was jumping well.”

Silver’s perseverance has paid off. He finished third overall at the North Coast Section Meet of Champions held in Berkeley with a

jump of 14 feet 8 inches and competed in the CIF State Track and Field Championship.

When he’s not practicing, Nate has a job packing parachutes for Bay Area Skydiving located at the Byron Airport. He also enjoys working out and playing guitar with his youth group.

Future Plans: Nate hopes to continue pole vaulting after he graduates in June. He is looking at opportunities with several junior colleges and hopes to transition to a four-year school. He intends to major in business management or marketing.

Little Leaguers showcasing skills As many as 60 participants competed in Major League Baseball’s Pitch, Hit and Run competition, hosted by East County Little League, on May 7, at Laurel Ball Fields in Oakley.

The all-around champion in the 7to 8-year-old division was Tyler Jones.

The pitch champions in that division were Andrew Brokus and Jones. Jones also won the hit-and-run championships. In the 9- to 10-year-old division, Landon Clenney won the all-around competition. The pitch championship went to Johnny Young. Santino Hernandez won the hit championship. Jaren Barajas won the run championship.

The winners now have the chance to compete in the sectional competition, where all-around champions then become eligible to qualify for the team championships hosted at Major League ballparks.

The benefits of playing freshman football

Heritage head football coach For the last four years as head football coach, I have seen the ebb and flow of the number of players participating in football at the high school level.

Much of the change can be attributed to the publicity around injuries or, more specifically, concussions. A movie was made and several high-profile medical conditions have been blamed on the longterm effects of concussions on players. This knowledge has led to concern by many that football is too dangerous to allow their son or daughter to play.

As a father and a coach of 17 years, it concerns me too. I dug into the research and talked to a lot of different people (coaches and others) to determine how I felt on the subject. I discovered that concussions can happen in any sport and even in daily life.

What has changed over the last 20 years? Our understanding of how to treat concussions and the gear our student athletes use. Knowledge and protection are key to limiting injuries and concussions.

Freshman football and high school athletics, in general, are a huge benefit to anyone willing to give them a try. The bottom line is the benefits far outweigh the risks. We face risks every day of our lives, and we make choices every day of our lives. Football is no different, and it is

a choice to make.

Football creates a special bond. This is because it’s a sport where you cannot hide. You might be doing great until a play knocks you down. As a football player, you don’t get up alone you have your team with you. They know what it feels like to get knocked down, because it has happened to them. This mutual understanding builds a bond like no other. This bond leads to accountability to each other as a team.

Football is the ultimate team sport.

To win, you need all the parts and pieces to work together. A great running back will only get you so far.

Without an offensive line working in the trenches, his and the team’s success will be limited.

Eleven different people must be working toward a common goal, each doing their part to the best of their ability.

If one piece breaks down, the rest of the team is not successful.

The biggest benefit of playing freshman football is the friendships made in the days before school even starts. Just a few weeks with your new teammates can cement friendships that will make that first

day of walking on campus even better than it would be otherwise. All incoming freshmen are nervous and unsure of themselves, but football kids have an extra 40 to 60 friends from the team walking onto campus with them. I’ve seen it with my own eyes … this is huge.

Academics are always a concern, but football provides a benefit in this area.

Many parents are worried the time spent practicing and playing football will have a negative effect. I believe the opposite is true.

I believe many of these kids would not do as well in school if they did not have football, because there is a minimum GPA required. We check grades regularly and have conversations with players who are struggling. We help guide and give direction. It’s another voice in your child’s ear, telling them to get to work.

Accountability and discipline are the last benefits I will touch on. Discipline in football is important. It can be as easy as being on time to practice or as difficult as sitting down to learn your plays.

Discipline on the football field carries over to all aspects of life and is hard to

learn, but what better time to deepen your understanding of it than as a young person. Accountability is key to discipline.

If players know that their teammates are counting on them to keep up their grades to play, it motivates them to be disciplined with their studies.

These lessons learned on the football field and through the team are life changing. I obviously have a love for the sport, and I coach because I want to share that love with the younger generation.

I have had four classes go through the school since taking over as head coach.

At the beginning of June, I get to sit and watch many of them graduate and hope that I had just a little part to play in that.

Many of them have extremely bright futures that started when they played freshman football.

Based upon where your child is enrolled, our three high schools start at different times and days during the summer (yes, freshman football starts before school starts). Heritage starts on June 20, Liberty starts June 28 and Freedom starts July 10.

Information on all three freshman programs can be found on the schools’ websites. There is no ‘signing up,’ just find the date and show up ready to put in the work. If your child is even considering football, we encourage them to come out to the school where they are enrolled at the date mentioned above.

Chances are they won’t regret it!

Officers were successful in recovering a replica firearm used in the incident and recovered all of the stolen cash. The ARCO store clerk sustained minor injuries during the robbery, but did not require treatment.

The two suspects immediately apprehended at the scene were a 26-year-old female San Francisco resident and a 19-yearold male Sacramento resident. Both were booked into the Martinez Detention Facility and charged with felony armed robbery.

The pursued suspect was an 18-yearold male Sacramento resident, who was booked into the Martinez Detention Facility and charged with assault with a deadly weapon on officers, first degree robbery, reckless evasion of officers, carjacking and one misdemeanor count for brandishing a replica firearm.

The incident remains under investigation.

Brentwood police officers arrested three suspects Thursday, June 1, in connection with an armed robbery at the ARCO gas station located at 2250 Balfour Road.

According to a press release from the Brentwood Police Department, officers responded to calls of an assault at ARCO around 1:12 p.m. When officers arrived on scene, they discovered the situation was an armed robbery and the suspect had fled the scene on foot with an undisclosed amount of cash.

Officers located a suspicious vehicle parked nearby, occupied by three suspects.

Two suspects were immediately apprehended, but the third fled in the vehicle, nearly striking two officers. Both officers escaped injury and pursued the suspect for approximately two miles. The suspect abandoned the vehicle in the Kaiser Permanente parking lot, at 4501 Sand Creek Road, in Antioch, and attempted to flee on foot, but

Partnerships formed to launch electrical careers Thanks to a generous grant from the San Francisco Foundation, Los Medanos College and Opportunity Junction are excited to announce applications for the fall 2017 Bridge to Electrical Technology Career Academy are now being accepted.

Rasheed will speak at the Kiwanis regularly scheduled breakfast meeting, which will take place at Denny’s Restaurant, 4823 Lone Tree Way, at 7 a.m. He is is a long-time educator and local resident and the founder of GRIOT, an organization dedicated to mentoring young, AfricanAmerican males.

GRIOT’s mission is to provide strategic, sustainable systems of social and academic assistance with emphasis on student accountability and academic, and community engagement. Rasheed will also discuss the program

Other speakers in the series have included John Crowder, who spoke on the techniques used to help students achieve success in the Math Intensive Program; Dr. Marty Elliott, who spoke on the importance of developing math literacy; and author Tina Hayes, who spoke on her book, “Getting Ahead with Etiquette.”

New partnerships promote reduced pollution, traffic The Contra Costa Transportation Authority (CCTA) has announced an exciting partnership with Scoop Technologies.

CCTA will utilize its transportation demand management program, known as 511 Contra Costa, to provide carpool incentives to Scoop passengers who carpool from locations in Contra Costa. The pilot program aims to decrease the number of cars on the road and lessen the traffic congestion by offering $2 off rides to Contra Costa residents. To qualify for the pilot program, residents need to download the Scoop app to connect with fellow commuters in their area.

The pilot launched on May 22, and commuters can start scheduling carpools now.

slower travel times and an enormous burden on local transportation networks. The Scoop app connects people traveling in the same direction to and from work, so they can share their commutes. The partnership between CCTA, Scoop and 511 Contra Costa is aimed at encouraging commuters to share their ride to work, which reduces the overall number of cars on the road.

“Mobility is a key factor in our region’s economic vitality, and we’re excited to see how innovative technology could incentivize people to change their behavior and consider new ways of commuting to work or school,” said Randy Iwasaki, executive director for the Contra Costa Transportation Authority.

“Two of the holes that are closed we own properties on, so I am not happy, and I am not supporting converting, because we get impacted to a greater extent than anybody else in the surrounding areas,” Francis said.

Another resident, who declined to give his name, added, “What’s the guarantee it’s (senior housing), not just another epic failure?”

Dahlstrom noted that there has never been a connection between private residents who paid premiums for unobstructed views of the course and the courses themselves, and the addition of senior homes would require zoning amendments that must be approved by the city’s planning commission and city council.

Senior housing is considered ideal, because of its minimal effect on traffic, the provision of more educational dollars for schools without adding students and maintaining a healthy balance of home types in the city, Dahlstrom said. It’s also in high demand, with the percentage of California residents over 65 at 13 percent and expected to rise to 19 percent by 2030.

“We feel we can make that successful for the residents and the ownership group,” said Dahlstrom, who indicated officials want to move forward with a plan approved by nearby neighbors.

Other less ideal options include closing one or both courses or selling the land to a nuclear buyer, who would likely lock the course gates, fence them off, liquidate everything in the locations and ‘torture’ homeowners until they give in to selling as much of the land as possible, Dahlstrom said.

The funds given to the district have since been burned up to keep Knightsen’s Station 94 open, and the supervisors’ other recommendations – including reopening the Knightsen station, exploring a ballot initiative, crafting a long-term master plan and forming a community-based public education group – have been met.

Interim Fire Chief Brian Helmick and the district’s legal counsel both stressed that the call to change the district’s name was simply a recommendation and, by discussing it, the district has fulfilled its duty.

“There was no requirement in the (memorandum of understanding) to change the name,” said Shayna van Hoften, an attorney for the district.

SunCoast Golf Inc., owners and managers of Deer Ridge and Shadow Lakes Golf Clubs since 2005, is exploring the viability of consolidating the courses, constructing senior housing complexes at one location on each course and using any remaining consolidated land for open space, walking trails, bike paths, vineyards or play areas.

The result of closing both courses would be a $10 million loss for the investment group, a dramatic impact on residents’ property values and lifestyles, the loss of several jobs and decreased property taxes for the city, Dahlstrom added.

It’s believed the board of supervisors recommended the change, because the district’s name closely resembles the neighboring district and causes confusion, Helmick said.

“I think everyone sees the value of having a different name,” he said. “However, is that the best way to be stewards of the funds that we currently have?”

Just some of the estimated costs of making the change would have been $22,000 to remark district apparatus and vehicles, $14,000 for new station signs and $10,000 to alter personnel attire.

According to District Director Dr. Cheryl Morgan, the name-change request was brought forward primarily by former District 3 Supervisor Mary Nejedly Piepho, who has since retired.

“I think your home value will be protected by something that goes into your area, whether it’s a vineyard or something the community likes, more than a golf course that is no longer in existence,” he said.

If the senior housing option moves forward, it’s likely the units would be placed at the current location of the Deer Ridge clubhouse, as well as one of two locations on the Shadow Lakes course. Those options are right behind the Shadow Lakes Clubhouse or on the north side of the Shadow Lakes driving range area, where the current maintenance yard is located.

“Part of the reason we chose those opportunity areas for the senior home sites is that they have comparatively little impact on the immediately surrounding residents,” Dahlstrom said.

The proposed changes come roughly 12 years after SunCoast Golf Inc. purchased Shadow Lakes and Deer Ridge from the struggling Troon and SunCal companies for less than $5 million combined.

Since then, the courses have continued to falter, largely due to a decline in the demand for golf, Dahlstrom said. The nationwide demand for golf is down 20 percent from 2003, according to the National Golf Foundation. To make matters worse, Brentwood has three and a half golf courses – one course per 17,430 residents, compared to the California average of one course per 40,470 people and the national average of one course per 20,746 residents.

Dahlstrom went on to say both courses were put up for sale in 2012, but the asking price was far less than what was owed and

“One of the major challenges that courses face is the challenge from too few rounds,” Dahlstrom said. “Also, with lower revenue with less demand and too much inventory, it drives the price down and creates lower revenue, which has led to challenges.

The basic fact is Brentwood just has too much inventory as far as golf is concerned.”

As golf-course officials inch forward with the plan, it’s expected an environmental impact review will be completed, examining the proposed project’s biological and environmental impact, as well as its effect on things such as traffic and emergency services, said Dahlstrom, who noted the residents will be completely involved in the process. Another round of neighborhood meetings is also expected to request input on the potential uses of open land.

The earliest golf-course officials could go before city officials for certification of the environmental impact report and approval of a development plan agreement is early 2018, Dahlstrom said.

“People who live on open golf-course holes have lives that aren’t going to be any different than they are today, and people who live on holes that are closed are going to have an opportunity to have those open spaces reused in a way they’d like to see,” Dahlstrom said. “We are looking for their input and putting in what people would like to see.”

The assurances are a small consolation to impacted residents.

“We do not want the land re-zoned. Period.” said resident Natasha Plunkett.

District Director Joe Young added, had the district gone forward with the change, it would have confused voters during the district board election next year.

“We are going to elections in 14 or 15 months for directors, and we would be right on top of trying to explain the name change at the same time, and (voters) would say, ‘Who am I electing, and where do they serve?’” he said.

To avoid future confusion Helmick said he plans to ramp up his efforts to notify those who misidentify the district.

“That is branding that needs to be done through our outreach, and I take partial responsibility for not correcting those who called us by the wrong name,” he said.
