Multi-use trail a future possiblity

Recreational enthusiasts may soon have a multi-use trail to traverse between the cities of Brentwood and Clayton.

Although few details are set in stone, several East County agencies have agreed to explore the possibility of building a 15-mile trail through the Marsh Creek Corridor on or near Marsh Creek Road – possibly connecting Concord to Mount Diablo straight through to the Delta Shoreline in Oakley.

BBID detachment to benefit fire district Staff Writer

Additional funds will soon begin flowing into the East Contra Costa Fire Protection District (ECCFPD), but that’s not necessarily good news for agricultural-water users.

The Contra Costa County Board of Supervisors recently decided to detach portions of Discovery Bay from the Byron Bethany Irrigation District (BBID), freeing up property-tax funds for the fire district.

Until now, the BBID overlapped six tax zones in Discovery Bay, with the district receiving about $700,000 annually from the town, despite not providing any service. The detachment agreement, which was finalized

Julie DiMaggio Enea, deputy county administrator on Oct. 18, allows the board to transfer $730,000 in property taxes to the struggling fire district annually, beginning in fiscal year 2017 to 2018.

The district, which was eight stations strong in 2008, is now down to only four stations serving 105,000 residents over almost 250 square miles.

“The transfer will have no net impact on the county’s fees

or services, because the county is just passing the property tax from BBID to the fire district,” said Senior Deputy County Administrator Julie DiMaggio Enea. “However, the transfer will provide the struggling fire district the additional revenue crucial to preserving fire suppression and investigation services for East County residents and businesses.”

In response to the detachment, the BBID, which serves parts of Alameda, Contra Costa and San Joaquin counties across 47 square miles and 30,000 acres, recently increased their agricultural water usage rates for the first time in more than two decades. The rates increased from $20 per acre-foot – or 326,000 gallons – to $65 per acre-foot.

“The agricultural rates were tripled due to the detachment,” said BBID General Manager Rick Gilmore.

Fire Chief Hugh Henderson said while the additional funds will benefit his district, it’s unfortunate it had to be at the detriment of the irrigation district.

Tree removal on Brown The roots of ash trees, which were planted by developers in 2008 along the planters on Brown Road between Carpenter and Neroly roads, are causing damage to the curb, sidewalk and street in Oakley.

These roots are very invasive and will continue to cause severe problems. After extensive review, professional arborists determined that root pruning is not feasible in many cases – it could lead to decay and instability of the trees, which then becomes

a safety issue.

As part of an effective long-term solution, approximately 80 ash trees will be removed and replaced with new Chinese Pistachio and Ginkgo trees. The trees will be aesthetically pleasing and appropriate for the parkway planters, eliminating damage to the curb, sidewalk and street, and will reduce tripping hazard for pedestrians. This tree-removal work began earlier this week and will be followed by the planting of new trees.

The American Red Cross encourages eligible donors to give blood to help stock the shelves before the busy holiday season.

Many regular donors delay giving between Thanksgiving and New Year’s Day because of holiday activities. This often causes a drop in donated blood available for patients. Scarecrows are ‘stalking’ Brentwood’s City Park

With Halloween looming, a few residents and organizations have turned straw into art and put it on display in the annual scarecrow exhibition at City Park, which runs through Oct. 31.

The event, which started five years ago, has gained more recognition and participation each year, with locals and visitors strolling through the park, enjoying their neighbors’ creativity. It’s a fall reminder of Brentwood’s farming and agricultural roots.

Whimsical and colorful, these ‘sculptures’ have sprouted once again this year, due the vision and creativity of local groups and businesses, including Black Diamond Kids Center, Little Miss Everything, Ms. Lily and Friends Preschool, Brentwood 4-H and Skyhawk Sports and various individuals.

A character from “Despicable Me” scowls down on a gathering of straw bale minions, and a gymnast is caught doing a flip against one of the park’s trees. One ‘scaregirl’ is dressed in a Little Miss Everything shirt with a pink tutu, while a ‘scarecouple,’ created by Brentwood 4-H, enjoy an outdoor picnic, dressed in their fall best. A lone werewolf lurks under one tree, while nearby, stuffed T-shirts and a large team photo from Skyhawks.com basks in the fall sunshine.

All entries were created over a few days earlier in the month.

For Brentwood’s Ms. Lily and Friends Preschool’s Lily Splaine, participation in the seasonal contest was a way to expose children to community service.

“This is our first entry into the city’s contest, and the competition is a creative way to teach my students about being active participants in their city, though parents also helped,” she said.

Little Miss Everything also launched a contest featuring their scarecrow Rosie, suggesting folks take a photo with the girl of straw in City Park, then post it on Instagram, at www.

The friendly competition is now in its fifth season, according to Keisic, who hopes that the annual event will attract local schools’ art programs and local service groups to participate in future Halloween scarecrow contests.

First grader named Fire Chief for a Day

Children across the county recently had the opportunity to visit the East Contra Costa Fire Protection District’s (ECCFPD) four fire stations’ open house events, participate in fire-prevention activities and enter the Fire Chief for a Day contest, on Oct. 9, 15 and 16.

About 1,400 people passed through the stations in Brentwood, Oakley, Knightsen and Discovery Bay, and 133 contest applications were submitted by kindergarten- through eighth-grade children. In a random drawing, Brentwood resident and first-grader Jessie won the title of ‘chief.’

Jessie’s parents were contacted after the open houses to see if their family was still interested in participating, on Monday, Oct. 17, and Fire Chief Hugh Henderson made a special visit to the winner’s house to tell her she was going to take over for a day. Jessie’s friends and family surrounded her as she placed a firefighter’s hat on her head and shook the fire chief ’s hand to accept her new role.

“This is the first time the district has held the contest, but I could see it becoming a longstanding program,” said Henderson. “We look forward to many future Fire Chiefs for a Day in the coming years, and I’m looking forward to an exciting day of sharing district activities with Chief Jessie.”

Chief Jessie will be introduced to the ECCFPD board at its regular meeting, on Nov. 7, and the new chief will then assume her duties for the day on Nov. 11, beginning with her swearing in at district headquarters. One of her parents will accompany Chief Jessie as she joins her crew on Veterans Day, attending the veteran ceremonies to be held in Brentwood and Oakley.

The ECCFPD spans 249 square miles and its firefighters and EMTs serve more than 110,000 residents in the cities of Brentwood and Oakley; the Town of Discovery Bay; the communities of Byron, Bethel Island and Knightsen; the Marsh Creek and Morgan Territory area; and all other areas within unincorporated Contra Costa County to the east of Antioch and to the southeast of Clayton.

Finding new ways to UnWined

UnWined, a local favorite watering hole, changed hands recently, and the new owners are excited for things to come.

Jacquline Orr, 31, and Dustin Maggetti, 35, moved to Discovery Bay several months ago and quickly fell in love with the town, settling in and making friends with the wine bar’s previous owners, Alyssa and Anthony Roost.

“As we became friends with them, we started talking about helping them with their new venture,” said Orr, who has nine years of experience in the restaurant industry. “One night, we made a joke about just buying UnWined from them, and when we woke up the next morning, we decided we were really going to do it.”

Since buying the business about three months ago, Orr and Maggetti have made some changes, but are building on the success of their predecessors.

“We’ve changed the menu – planning to make it a rotating menu every two weeks – and we have new wines and more beers on tap,” said Orr. Happy hour has been adjusted to Wednesday through Saturday, from 3 to 6 p.m., and the bar is now open on Sundays, with some additional treats for sports lovers.

“We’ve added six televisions, and we’ve got NFL Ticket, too,” said Maggetti. “I like football, and so do all my friends. We want-

“Everyone loves a grilled-cheese sandwich,” said Orr. “So far, we’ve served a

blackberry-preserve sandwich, as well as a jalapeno-bacon sandwich and Tuscan chicken with sun-dried tomato.”

The public is loving the new take on the old classic.

“I’ve had people come in and order a grilled cheese, take one bite and ask for another to take with them,” said Maggetti.

While business is booming under their direction, Orr says there is another huge benefit to owning a business in the town they have come to love.

“Because I am so new here, owning UnWined is really helping me get to know the community,” said Orr. “The people here are loyal, kind and super willing to help out.

They tell us how they are suggesting the place to their friends, and it’s so satisfying to know they support us.”

Next up, Orr and Maggetti will host a painting event on Nov. 6, at 2 p.m., with popular local artist, Brandon Dumlao, aka, Bindu the Ox. Also in the works is a community fundraising event at UnWined, sponsored by the Discovery Bay Community Foundation and New York Life Insurance. Reading program needs volunteers

Carol Bartlett can’t imagine living without books and wants to make sure other Contra Costa County residents don’t have to either.

“Reading has always been a joy in my life, and I’m happy to bring that joy to other people,” said Bartlett, who delivers books to the homebound as a volunteer for the Contra Costa County Library’s Books for the Homebound program.

The program is designed for library patrons who can’t visit on their own.

Homebound patrons are matched with a screened and trained program volunteer who picks out books based on their preferences and delivers books to their homes, returning them to the library when the reader is done.

Patrons can choose traditional books, audio books, CDs, DVDs or any other form of media offered by the library. In addition, library staff can facilitate the delivery of talking books from the California State Library Braille and Talking Book Library to home- or institutionbound individuals. Library materials can be checked out for up to six weeks without accruing fines.

“Losing the ability to leave your home independently can be life changing,” said Catherine Oliver, Oakley Library’s volunteer services coordi-

nator. “Providing books for homebound delivery service helps eliminate the experience of losing one’s need to visit a library to read. Our volunteers provide the service and offer a social exchange of conversations about their book choices, which often lifts their spirits.”

The program, which enhances the lives of homebound residents, is in need of East County volunteers, as they currently have 21 volunteers in the western portions of the county, but none to service homebound patrons in the East Bay. Volunteers only have to give a few hours a month to give back to the community and help a homebound person in need.

“I feel so much satisfaction bringing a little bit of happiness to someone who can’t go out and get it on their own,” said Bartlett.

Volunteers must provide their own transportation with proof of insurance; be willing to select books based on interest; undergo live scan finger printing (cost paid for by the library); and complete orientation and training provided by library administration volunteer services.

PMI REFRESHER In the distant past, lenders would not lend more than 80 percent of a home’s value, meaning the buyer had to come up with 20 percent as a down payment, plus their other closing costs. This was seen as a huge challenge to many potential home buyers, so the government created the Federal Housing Authority (FHA). With an FHA loan, the buyer could buy a home with very little down payment, and FHA would insure the lender against their losses if the buyer didn’t pay. The buyer pays for this insurance as an up-front and monthly insurance premium that’s added to their monthly payment.

These insurance fees were quite large and increased over time, so private companies got into the act, which led to the creation of private mortgage insurance (PMI). So, instead of the government insuring the loan, a private company would guarantee payments to the lender and charge the buyer either up-front or monthly insurance premiums.

There are pluses and minuses to FHA vs. PMI, which I don’t have room to go into

fully here. One of the biggest differences is in regards to when you can stop paying the monthly insurance.

For loans made after July 29, 1999, PMI drops off automatically once your balance drops to 78 percent of the original purchase price. If your loan is older than that, you can call your lender and ask if they have a process where it can be dropped. You may have to pay for an appraisal to prove you have at least 20 percent equity. If they won’t drop it, your only option may be to refinance the loan with a new loan that doesn’t have PMI. FHA loans have their own rules for if and when you can stop paying the monthly mortgage insurance premium. I’ll discuss that in next week’s article.

St. Anne Parish celebrates 100 years St. Anne Parish is approaching its 100th anniversary and is inviting the community to celebrate the centennial milestone, on Friday, Nov. 4. at 2800 Camino Diablo Road, in Byron.

In 1916, a few families joined together to share their Catholic faith and better the community in which they lived. They raised the money and joined forces to build a small chapel, now colocated with the newer Community Life Center, which was built nine years ago on the church property.

“We’re trying to bring back a little nostalgia to the parish,” says Ken Landoline, chair-

man of the event committee. “We still have some of the original families who founded the church. We’re going to have antique cars and bring back the look of Byron from 100 years ago to instill some pride in St. Anne’s church in Byron. As it says outside the church, all are welcome.”

The event will feature a no-host bar with beer and wine, live music, a photo booth, raffle, dancing and a contest for best-dressed in vintage wear, circa 1916. The cost is $10 per person. Due to limited seating, tickets must be purchased by Sunday, Oct. 30.

Be aware of signs, symptoms of possible heart disease They say a cat has nine lives, and thanks to cardiologist Dr. Rajapuram, my mom is as lucky as any feline.

Not feeling very well and running a fever, Mom went to the emergency room.

Initially, her diagnosis was pneumonia, but after several tests, Senior there was another orner issue that had to be addressed. Through these tests at Sutter Delta Hospital, a severe blockage was found in one of her major arteries. After an angiogram to determine exactly Marla where the problem Luckhardt was, a stent was inserted and the blockage was cleared.

As always, I had to do my research on this procedure. I got on my computer and learned quite a bit, in addition to the information from the doctor and manager of the catheterization lab.

To see if there is indeed a blockage, and then determine where it is, the doctor will do an angiogram with what is called a cardiac catheterization. Medication is given to relax the patient, then the doctor will numb where the catheter will go with

local anesthesia.

A thin, plastic tube, called a sheath, is inserted into an artery, either in the arm or the groin, and then a long and hollow tube called a catheter is passed through and guided up a blood vessel to the arteries surrounding the heart. Contrast liquid is run through the catheter and then photographed with an X-ray. If the doctor decides angioplasty is necessary, he will move the catheter into the artery that’s blocked and insert either a stent or a balloon to open it up.

In Mom’s case, a stent was used, and when I saw the before-and-after pictures of her blocked artery, I was amazed. The first image showed a definite narrowing of her artery and, after the stent was in place, you could see where it opened it right up, allowing the blood to flow freely once again. This delicate and tiny object saved her life, as it does every day for so many heart patients.

The whole procedure lasts from one to three hours, but the preparation and recovery can add more time. You may stay in the hospital overnight for observation.

While it is not always apparent there is a problem, sometimes, there are few obvious symptoms. Some signs include shortness of breath, difficulty catching your breath, weakness or dizziness,

discomfort in your chest, palpitations – which may feel like a rapid heart rhythm – irregular heartbeat, skipped beats or a flip-flop feeling in your chest.

You may also notice swelling of your ankles, feet or abdomen. This is called edema. Swelling in the stomach area may cause you to feel bloated.

A weight gain of two or three pounds in one day is also possible, and you may feel a pressure or weight in your chest with activity or when going out in cold air. Any of these can be a sign of arterial problems and should be checked out by your doctor. Ask for a referral to the best cardiologist and make sure everything is flowing smoothly. It can and will save your life.

At 65, I am truly lucky to have Mom in my life. Nine years ago, I helped her move close to Grandpa and me, and now, I get to see her almost every day.

Thanks to the caring staff and miraculous hands of her surgeon, her heart is beating nicely and she is on the mend. As for me, my heart is full.

Halloween is not for pets While Halloween can be fun for adults and children alike, the family pet might not look forward to Oct. 31 as much as the rest of the family.

When the time arrives and the doorbell gets its annual workout, pet parents should take steps to ensure their dogs, cats and other companion animals stay calm and don’t get too frightened or excited.

Halloween is full of decorations, costumes and, of course, trick-or-treaters.

While the excitement can be thrilling for children, pets can easily grow scared. Animals generally become creatures of routine, and anything that takes them out of their comfort zones can be a cause for agitation. Spooky decorations hung throughout the house and outdoors present new sights and smells. The doorbell ringing every few minutes could put skittish pets even more on edge – especially when they come faceto-face with hordes of costumed trick-ortreaters.

Candy, particularly chocolate, poses a large risk as well. Even relatively small amounts of chocolate can be harmful to cats and dogs. That’s because chocolate contains caffeine and theobromine, two different types of stimulants that can wreak havoc on an animal’s central nervous system. Hard candies may be swallowed and become lodged in the throat or digestive tract. Artificial sweeteners are also harmful to animals.

To help keep pets safe, it is best to consider the following tips for Halloween.

Keep pets indoors for the day.

Animals that are frightened may run away or grow disoriented and get lost. Also, you never want your pet to be the victim of a Halloween prank. Sometimes black cats are stolen on Halloween. Dogs left outside may be at risk for teasing and taunting, as well.

Don’t take dogs trick-or-treating.

Although you may have a calm, wellmannered dog, the crowds in the neighborhood may excite man’s best friend, whose behavior might be difficult to predict. Also, other animals that get loose from homes when the doors are opened may provoke your dog. It’s enough to keep your eyes on your children, never mind being mindful of your dog, too.

Skip costumes for pets.

You may think it’s a great idea to dress your pets in costumes, but there’s a good chance your pet does not share your enthusiasm. It may stress them out, so avoid pet costumes.

Pumpkin carving not a novice sport

It’s just embarrassing.

Around 10 years ago, we had five young kids at home. Going to the pumpkin patch was a big and expensive event! Each child picked out his or her very own pumpkin. When it was all said and done, we would easily drop $100.

Once home, we would bring a huge garbage can into the kitchen and cover the table with newspaper. Pumpkin guts were everywhere. Of course, my kids had to stick their hands into the cavities of their pumpkins and pull out the stringy, orange goo! They giggled and scrunched up their noses.

“Eewwww, yuck!” they would exclaim.

Then, they would beg me to make roasted pumpkin seeds, which I would attempt. Why do my pumpkin seeds never taste as good as the ones you buy at the store? Sure, it makes the house smell

good as you’re roasting them, but the seeds always come out too chewy and not salty enough. We gnaw on a few, but we typically toss them in the garbage the next day.

Once the five pumpkins were all hollowed out, the kids would grab a magic marker and start drawing faces on the pumpkins. I would watch them and try to figure out how I was going to carve out their intricate designs, as there was no way I was going to dole out five knives to my kids and set them loose – yikes!

Once the faces were drawn, I would shoo them all away to go watch a Halloween movie, and I would get to work on the family of pumpkins that eventually all ended up with triangle eyes and a big gaping hole for the mouth. I have a few talents; pumpkin carving ain’t one of them.

My poor kids would come into the kitchen and ask disappointedly, “Mom … what did you do?”

I would console my disappointed kids with fresh-baked, peanut butter and chocolate-chip cookies. That is something I can do.

Hey, once you put candles inside each one of the pumpkins and put them by the front door, they look like a chorus of pumpkins all singing “oooohhh.” It all works out in the end.

This year is a bit different. I have one lone pumpkin sitting by my front door.

I want to know who came up with pumpkin carving.

Don’t get me wrong; I have seen some amazing works of pumpkin art. A good friend of ours can create masterpieces – Jack Skellington, Mick Jagger and Mufasa from “The Hangin’ in Lion King”!

On the other here hand, I can barely cut the top off my pumpkin in a simple circle. I think it has to do with my lack of proper tools. Every year, I buy a pumpkin carving kit with all Vicki the little knives and McKenna mini serrated saws, but the minute I plunge the tool into my pumpkin, it bends and snaps off! I end up using one of many dull kitchen knives I have collected over the years and try to finish the job.

I start off with big dreams of carving the Wicked Witch of the West and end up with the classic triple-triangle, jacko’-lantern face. It seems triangles are the only shapes that are doable using a dull butcher knife.

As for my attempts to at least carve out a large, garish grin with plenty of sharp teeth, why do I always end up cutting the teeth off ? I always forget to cut around the teeth. I end up with a big

At first, I was a bit relieved – no pumpkin guts and wet, soggy newspaper all over my kitchen table – but just like everything else in life, you never appreciate the simple things until they’re gone.

I kind of miss the fragrance of roasting pumpkin seeds and washing five sets of little hands covered in pumpkin goo at the kitchen sink. I miss the sound of “Charlie Brown” in the background and candy corn stuck in my carpet.

Maybe one day I will have that again, when my kids have their own kids.

With a nest that is quickly emptying, maybe I’ll have time to take a pumpkin carving class! Until then, I think I might just bring in that lone pumpkin and get to work. I think it needs a couple of triangle eyes and a big gaping hole for the mouth, singing, “oooohhh!”

The human resources (HR) department is a critical partner for many businesses, but the best-practice strategies of this industry have shifted over the last five to 10 years.

HR has long been painted as the hiring and firing department – the people who surface from the depths of the building when things hit the proverbial fan. But according to Brentwood resident and Internal Human Resources consultant Regina Lawless, the industry has made an intentional shift to anticipate the needs of the business, as opposed to being reactive.

“We’re trying to offer the value before the business knows they need it,” Lawless says. “In recent years, the focus has been on using workforce analytics (employee data) and taking a look at what’s going on in the external environment – using those insights to bring HR solutions to the business.”

Workforce analytics can compute anything from diversity trends to turnover rates over time and draw insights that allow companies to become more sophisticated and antici-

pate problems.

One of the ways this kind of proactivity can be achieved is by focusing not only on attracting skilled talent, but also on retaining it. Nurturing an individual’s growth within a company by providing in-house training and developmental courses can aid in retention.

It’s a common notion that new hires, even college graduates, will still need additional or complete retraining to master the skills needed for the job they’ve landed. With provided courses or a training system that pairs junior and senior talent, the resulting environment is one in which employees often feel more dedicated and passionate about their growth within the company.

Another proactive approach has been to get involved at the organization’s strategic, planning stages – helping companies form and adhere to the business plans they laid down at inception. One of Lawless’ most important

roles is making sure the organization is stepping into the future with its own goals in mind, and this involves poking holes in plans to see where something has been overlooked.

“We’re trying to get predictive to help the business make good decisions,” Lawless said, noting HR personnel should stay on top of trends; to look beyond the company and see where the industry is shifting. “For example, we might see a certain company is laying off, and think, ‘let’s take advantage of that workforce.’ HR is never going to be the business expert, but if we know enough about what’s going on, we’ll know which ‘how’ and ‘why’ questions to ask, which helps businesses achieve their goals and solve problems.”

Another dynamic component for HR is to help the company build the right culture to be successful. This includes hiring wisely, team building and open, peer-to-peer communication. Creating a strong company culture

links back to attracting the best candidates, but it also cultivates an environment with high morale – one that makes employees feel valued and respected as adults.

An organization with high morale is one with reduced turnover, higher productivity and, ultimately, higher profits. Building this culture goes hand-in-hand with identifying values the organization and employees are looking for and working toward delivering.

These values can range from nurturing work-life balance or a competitive dynamic within the team to community participation and career development, but each strategy should be tailored to the needs of the organization.

As the HR field grows along with the companies, the expansion of ideas around how to hone proactive practices is pushing away the dated processes of only addressing issues once they arise.

Car seat training Assemblymember Jim Frazier is teaming up with the California Highway Patrol to offer a free Child Safety-Seat Training for parents and caregivers in Brentwood on Saturday, Oct. 29, from 10 a.m. to noon, at the Brentwood Senior Activity Center parking lot, 193 Griffith Lane.

There, safety technicians will be on hand to ensure that car seats and booster seats are properly installed in vehicles. Under

Singing competition accepting video applications Attention, young singers: for the second year, the Foster Farms Bowl is hosting the Oh Say, Can You Sing? contest to find talented local youth to perform the national anthem in front of thousands of college football fans at the Foster Farms Bowl, on Dec. 28, at Levi’s Stadium in Santa Clara.

The contest is open to soloists and groups, aged 18 and under, residing in the San Francisco Bay Area or the Central Valley. Last year, the contest drew entries from singers as young as 6 years old.

Singers are invited to enter by posting a 30- to 45-second video of them singing the national anthem on YouTube. Videos must be titled “I Want to Sing at the Foster Farms Bowl.” Contestants must also complete the entry form onwww.singatfosterfarmsbowl.com by Nov. 30, at midnight. Ten finalists will be invited to a live audition where a panel of judges will select the winner.

As part of the bowl’s long tradition of fighting hunger, Foster Farms will do-

nate 100 meals to a local food bank for each contest entry received. The winner will also get to choose a local food bank to receive a donation of 1,000 meals in their name.

“The contest is a great opportunity to highlight local young talent and get people excited for this year’s Foster Farms Bowl,” said Ira Brill, director of communications at Foster Farms. “Last year’s winner, a group of 10 singers from Maria Carrillo High School Jazz Choir of Santa Rosa, California, impressed the crowd with their rendition of the anthem. We look forward to this year’s entries.”

The 2016 Foster Farms Bowl will feature teams from the Pac12 and Big Ten conferences. The game will be televised live on Fox, with a 5:30 p.m. kickoff. Foster Farms will donate one meal to local hunger relief organizations for every Foster Farms Bowl ticket purchased.

Art teacher honored

The Byron Union School District (BUSD) recently honored Kathy Tickner, the queen of drama at Excelsior Middle School (EMS), for her 30 years of work as a teacher of the arts.

Last week, the school board voted to name the EMS theater after Tickner.

“I was in shock, and I didn’t know what to say,” said Tickner. “To have your name on a building is just – wow.

I’m honored, and I’m humbled, but I just love my job and love my kids. I love what I do, I’m passionate about the arts and I will continue to do that as long as I’m healthy.”

Tickner, who has lived in town since 1980 with her husband, Olympic-skating medalist Charlie Tickner, didn’t start out looking for a job as an art teacher.

“My husband and I were professional figure skaters in the Ice Capades,” said Tickner. “In 1986, we quit. One day, I was out walking my dog, when I just walked into the office at Discovery Bay Elementary and asked if I could volunteer.”

Tickner’s offer was accepted, and the rest, as they say, is history. She earned her teaching credential over the next three years and was hired as a full-time art teacher in 1989. Initially working at all three Discovery Bay schools, Tickner now teaches fulltime at Excelsior, where she falls in love with her new students every year.

“I’ve taught kids of all ages, from elementary to high school,” she said. “Middle school was my choice, because they still want to be kids, but they also want to be in charge.

Kids that age have so many emotions – a happy mask and sad mask – and theater is like that.”

Putting on plays was not originally on Tickner’s to-do list. When Discovery Bay Elementary initially approached her with the idea, she was hesitant, but decided to give it a try. With nothing but determination and a $500 check, Tickner led students and their families in the school’s first production, “A School for Nerds.”

“That play went great,” said Tickner. “Last spring, we put on ‘Mary Poppins,’ and that cost us $21,000. That shows how far we’ve come, from $500 to $21,000.”

Funding for these performances no longer comes from the school. Tickner co-founded a nonprofit organization called Volunteer Parents of the Arts Club (VPAC),

which raises money for the productions through flower and candy lei sales, as well as selling space in the programs.

One of the regular helpers is Bob Clappier, a Discovery Bay resident who appreciates the creative outlet that set design gives him.

“I work with Kathy because it is exciting for me,” Clappier said. “I suppose (the kids) feel the same way.

These productions are hard work, and no one would do it if they weren’t somehow motivated. Kathy is a hard worker and very driven. She inspires us, by example, to work smarter and do better than we normally do.”

The board has asked Tickner to come up with the exact phrasing for the theater’s name. Tickner is determined to include her entire theater family in the acknowledgment.

“I am a firm believer that many hands make light work,” she said. “The theater might bear my name, but it will reflect the theater family spirit that works together.

There are lifelong friendships made in that theater, and I really feel the inscription needs to include that.”

One of Tickner’s students, EMS eighth-grader Kayla Morrison, attributes her confidence to that very theater family.

“Before I met Mrs. Tickner, I never thought I would be able to get up on stage and act,” Morrison said. “I was probably the most shy person ever. But after working with Mrs. Tickner as an actor and as a backstage crew, I’m more confident than ever, and she continues to inspire me every day.”

Tickner’s first love is to move kids forward through the arts. When she isn’t directing her students on stage, she can usually be found rooting for the 49ers, or riding her horse. She and her husband raised three sons who have all grown and flown, following in their mother’s footsteps by pursuing careers in music and performing arts.

Tickner is currently working behind the scenes to produce Andrew Lloyd Webber’s “Cats” in the spring with her EMS students. Tickets will be available through Excelsior Middle School.

Support the Utility User Taxes We have several important decisions to make on Nov. 8, with the biggest one being who will become the next president of the U.S. But here in East County, we have some serious decisions to make as well – and one that could quite literally mean the difference between life and death. The utility ditorial users taxes (UUT) in Brentwood and Oakley, Measures Z and A and E and G respectively, are on the ballot this election and for those who might not have heard about them, they are a way to fund the struggling East Contra Costa Fire Protection District (ECCFPD).

In 2008, there were eight stations in East County serving 105,000 residents and 249 square miles. Because of a lack of ongoing funding due to Proposition 13, which froze property taxes in the late 1970s and helped source the ECCFPD, we are now down to four stations and 39 firefighters to cover the same area – but with a population far greater than in 1978 and certainly more than 2008.

Barr gets my vote

Editor: I have lived my entire life in East County, where my 34-year teaching and counseling career was in the Brentwood Union School District.

I have known Steve Barr for all 34 years.

He is a trustworthy man of integrity and is dedicated to bringing the resources we need to East County.

Steve is truly qualified to be our next District 3 County Supervisor. In the past 11 years, he has finished a four-year and a twoyear (appointed) term on the Liberty Union High School Board, a four-year term on the Brentwood City Council and is now in his second term. When Steve starts something, he sees it through.

On the other hand, let’s look at Diane Burgis’ record. In less than four years, she was on the Oakley City Council for two years, then left that position to run for East County Regional Park District Board (she is in her second year there) and is now willing to leave that position to run for county supervisor.

What next?

Two previous attempts to tax residents for funds for the ECCFPD have failed, and now, Brentwood and Oakley are trying something different with the UUT. While it is indeed another tax, it will be based on resident’s utility, cable and telephone usage. In Oakley, the tax will also include water and sewer. In some cases, the tax could be a few hundred dollars a year; in others, significantly less.

Without the passage of these measures, the ECCFPD will be without adequate funding. The Knightsen station, which reopened in July, has only enough funding to stay open until June 2017 without a renewed income source. Response times, already lagging, will continue to diminish with the end result putting people’s lives at risk.

I don’t necessarily support new taxes, but I do believe we, as residents and citizens, need to take responsibility for the safety of our community and families. As a result, I support both of these measures, and I encourage you to vote for them, too. Voting ‘yes’ doesn’t mean we are stuck with this tax forever.

sures, ensuring that if or when another form of funding becomes available, the measures can be terminated. Furthermore, both of the city managers in Oakley and Brentwood have assured me that the all-important oversight committees for these taxes will include members of the public, and perhaps even the media, ensuring the dollars are spent exactly as they are meant to be – on fire and emergency medical services only.

There has been much discussion regarding the reallocation of funds to pay for future fire protection in East County, and I believe there may be some viable options, but changes have already taken place.

The City of Brentwood will committ $600,000 to the budget as a line item for fire and medical services, which will be used in addition to any UUT monies should the measures pass. Oakley has also been allocating approximately $200,000 to $250,000 a year since 2006, with those funds going to the fire district as community-facilities funds.

Firefighter unions have also been working on changes. The controversial retirement

Editor: You have probably received a lot of fancy mailers saying very different things.

I wanted to take a moment to talk about someone I have worked with for years – Diane Burgis.

Diane’s environmental credentials are unparalleled. She has a long history of fighting for our local waterways, parks, farms, ranches and natural lands. By electing her to the board of supervisors, I know we can count on her to defend the Delta and our open space, while also responsively developing the county’s economy, so our children and grandchildren will be able to live on and enjoy the land we love.

I am confident that Diane has the unique skillset that a leader needs to balance strong fiscal discipline with our universal desire to protect our environment; invigorate and enhance our historic agricultural lands; create high paying jobs; expand transportation options to ease congestion; revitalize each of our city’s downtown areas; and strengthen the safety net for our most vulnerable neighbors.

If you’re not part of the solution, you are part of the problem, and this is a problem we cannot afford to ignore.

Claudette joined the Brentwood Neighborhood committee in March of 2000 and has held various positions on that committee. She was appointed to the General Plan Working Group from 2013 to 2014 and to the Brentwood Planning Commission in 2015. In 2008, she completed the Brentwood Police Department Community Emergency Response Team (CERT).

Claudette received the Agape Villages Foster Family Certificate of Accomplishment in 2008 and the West Contra Costa Schoolto-Career Partnership Certificate of Appreciation, and she has been a member of the Oakland Association of Realtors since 2004.

Claudette’s experience, sense of giving back to the community and love of Brentwood are what I feel make her a perfect

Editor: John Fink is ready to lead.

I first met John earlier this year, after his wife Jennifer was involved in a bicycle accident. I was on duty at the local fire station, and we rendered medical treatment to his wife.

John was as worried as any husband would be, but he remained competent and compassionate in the emergency.

I later saw John at an event, and he explained his wife’s healing process. He also told me he was running for the Brentwood City Council, and wanted to find out as much information as he could about the lack of fire and emergency medical services in Brentwood and the surrounding communities.

John came to our station on the Labor Day holiday and rode along with us for five hours. He had a keen ear and well-thoughtout questions, and he left with a greater understanding of the challenges caused by the lack of funding for fire and emergency medical services in East County.

John has a vast amount of experience from serving on the Brentwood Planning Commission. While on the commission, he has been instrumental in helping create the wonderful community we live in. John is also very active with the Rotary Club and volunteers many hours to help with the youth, elderly and those who need aid.

I know John will make a positive impact for the City of Brentwood, and I plan on voting for him in this upcoming election.

Editor: I attended the Discovery Bay Meet and Greet for the Community Services District (CSD) Board candidates, at the community center, on Oct. 3.

Each candidate was asked questions from the event hosts and the audience.

Although everyone did a good job answering, two had more focused and realistic responses.

They exhibited enthusiasm when discussing the challenges for our community today and in the future. They not only understand the issues, but also know the steps necessary to keep our community strong and healthy.

I have read other citizens’ criticisms of a member for not accomplishing their objectives.

It takes agreement of a majority of the board in order to achieve accomplishments.

Two like-minded candidates are Bill Mayer and Bill Pease. They recognize the difference between those ‘nice-to-have’ items, when we can afford them and the real needs of Discovery Bay. They have experience in fiscal responsibility, without which, we end up with budget deficits like the $200,000 per year we are experiencing with the community center that has a pool that doesn’t even meet the needs of the River Otters for swimming competition.

Bill Mayer will give his experience, time and energy to the CSD Board, and Bill Pease will continue his efforts to upgrade the infrastructure for our aging water and wastewater systems.

I had the opportunity to hear him speak on several occasions and to just talk with him about Antioch a few times in the office. He spoke with such vision and enthusiasm that I began to see that Antioch’s future is not limited by the past.

Sean believes in the greatness of our town, he sees the good and he’s been working for years with business owners, educators and leaders for the good of Antioch.

I began to see Antioch through his eyes, and it really changed the way I see my town.

Falcons’ football team soars over Patriots The Heritage High football team was the first to strike in its battle with Freedom last week, but the Falcons delivered the knockout punch.

Freedom (8-0, 3-0 in the Bay Valley Athletic League) scored 41 unanswered points after falling behind 7-0 to turn away Heritage 48-14.

“We had a lot of perseverance and adversity tonight, but we struggled and picked it up somewhere else, and we did a great job,” said Freedom head coach Kevin Hartwig. “Offense picked up defense and special teams were good tonight, too.”

Freedom’s defense stifled Heritage all night, holding the Patriots to 254 all-purpose yards, forcing two interceptions and returning a blocked punt for a touchdown.

Meanwhile, the Falcons offense was firing on all cylinders.

Ronnie Rivers and Kyle Harmon scored twice and Jonathan Pierce, Baylei Coston and Kevin Lonergan scored once to secure the victory, setting up a battle between Freedom and undefeated Pittsburg, on Oct. 28.

Rivers finished with 32 carries for 270 yards in the contest and Coston hauled in three catches for 97 yards, including a 38yard catch to put Freedom up 27-7 early in the third quarter.

Heritage (6-2, 1-2) turned an opening series fumble by Freedom into a 1-yard quarterback sneak by Nick Zell to take an early 7-0 lead, but the Falcons answered quickly and slowly put the game away.

Rivers scored on a 24-yard run on Freedom’s ensuing drive to knot the game at seven and open the Falcons’ scoring barrage.

BVAL golfers qualify for NCS Championship While no BVAL girls’ golf teams qualified for last Monday’s NCS Championship Qualifying Tournament, four individuals did.

Maddy Waller of Freedom, Natalie Shepard of Liberty and the Deer Valley duo of Jackie Caniete and Misa Church all teed up for a spot in Monday’s tournament in Napa.

The two Wolverines were both successful. Church fired a 79, the sixth-best score among players from teams that did not advance. Caniete was one spot behind her, shooting an 80. In total, 12 individuals from nonqualifying teams advanced, with Petaluma’s Sarah Jane Catarazoli’s 84 being the worst score of that group.

Shepard, the lone Lion at Petaluma’s Rooster Run Golf Course, came up short, shooting a 98. She was still better than 41 golfers on the field, as 39 of those golfers failed to break 100.

li’s number. The Freedom golfer fired an 87, missing out on advancing her season by three shots.

While Caniete and Church were the only two BVAL golfers to advance from the qualifier, they won’t be the only two league players teeing up at Napa’s Chardonay Golf Club. Awaiting them will be Heritage, the league champions, with a lineup of Sarah Lee, Sienna Quinlivan, Jennifer Plate, Alexis Tongue, Marija Hodson and Caroline Jones. The Patriots’ earned a bye with their regular season league championship.

Because Heritage is in as a team, the golfers will have a chance to continue their seasons by qualifying for the following week’s Nor Cal Championship as a team. Should they fail there, the individual scores would be considered.

“We just have to get ready to play,” said Hartwig. Pitt is Pitt, and we have to be able to match them up this week.”

Heritage, which opened its season 6-0, will attempt to get back on track when it travels to Antioch.

Freedom’s game is scheduled for 7 p.m., on Oct. 28, at Pittsburg High School. Heritage’s contest is scheduled for the same time at Antioch High School.

Patriots spike cancer The Heritage and Freedom girls’ volleyball teams squared off in a Bay Valley Athletic League matchup at Heritage High, but the game was only part of the action.

The two squads hosted a Dig Pink event, benefitting the Side-Out Foundation’s quest to raise funds for breast cancer research, demonstrate the power of teamwork and show support for people with the disease.

The money raised will be donated to the foundation, which is sponsoring a new clinical trial to examine the effects of individualized treatment on patients with metastatic breast cancer. The trial aims to use targeted therapy to pinpoint cancerous cells, which could reduce side effects and improve quality of life.

dation, and each Heritage player professed a reason for playing prior to the match. McKenzie Christopulos said she was playing for her grandpa, who was affected by lymphoma, while Emily Strauss said she was playing in honor of her grandma. Kaelyn Saler took the court for her grandma, who has been a survivor for 20 years.

The Falcons dedicated the match to all those battling cancer, the survivors and those who lost their battle with the disease.

Aside from the Dig Pink event, the Patriots have been on a tear of late, winning eight of their last nine matches, including the Stockton Classic, to improve to 14-3 and 7-2 in the Bay Valley Athletic League. The squad lost a crucial match to Deer Valley (15-25,15-25,25-21, 25-21,11-15) on Tuesday night, but still sit in second place in the league standings.

At only 16, Baylei Coston has already been playing football for half of his life.

When asked what keeps him returning to the gridiron every fall, Baylei replied, “I love the game. I love competing against people.”

A lifelong Oakley resident, Coston comes from a large, supportive family. He is the youngest of five siblings and his entire family attends every game possible. His father and two of his brothers played football, and they instilled in him the virtues of hard work and perseverance in overcoming adversity.

It is clear that Coston is not afraid of hard work. He is playing his second year on the varsity football squad and has played varsity basketball since he was a freshman.

He believes that his role is to be a leader.

“I want to lift players up,” he said. “I want to a be positive influence on them.”

Talking about playing for Freedom, Coston said, “We’re all hard working. We all love each other and we’ve got each other’s backs. And we have fun. That’s the most important part.”

On weekends, Coston tries to take a break from school and football. He enjoys spending time with friends and family. And, he adds, “Of course, playing video games.”

Future Plans:

A serious student, Coston is consider ing his options for college. His hope is to earn a football scholarship to a Division I school. Oregon State University is currently his lead choice.

“Baylei has great football smarts and has earned everything he has achieved with his work ethic,” said Hartwig. “He’s a competitor on and off the field. He loves to compete, and I enjoy watching him play.”

Freedom, Liberty win cross-country duals The Freedom High girls’ and boys’ varsity cross-country teams knocked off Deer Valley last week, with the girls winning 17-43, while the boys came away winners at 25-32.

The first six girls to cross were from Freedom. Raylene Moreno (20.48.69), Jiana Cortero (20.59.80) and Nicole Kwasny (21.24.17) were the first three to finish. Rhianon Vertin-Hawkins, Jessica De La Rosa and Nicole Onstott rounded out the top six.

Deer Valley’s Amy Gandolfo finished seventh as the first Wolverine to cross.

Freedom’s Zachary Roy in 17:49.84 won the boys’ race. Deer Valley’s Axel Melendez crossed second in 18:41.36. Freedom’s Aidan Dunn (18:57.37) and Kyle Berschens (19:06.88) rounded out the top four.

Deer Valley’s Noah Lema and Mark Bates finished fifth and sixth.

Not far away, the Liberty girls’ and boys’ squads swept Antioch. The Liberty girls left with a 15-40 victory, while the boys won 24-33.

Brittany Bennett finished first in the girls’ race in 20:28. She was followed by four of her teammates in Lauren Walrond (20.31), Jesse Hardman (20.47), Sydney Stanton (21.20) and Kayla Pakulski (21.20).

The Panthers’ Michael Lynn (16:46) captured the boys’ race, while Liberty’s Andrew Macklin crossed second in 16:49. The Panthers Benjamin Elias and the Liberty trio of Nathan Dumas, Michael Sudweeks and Dominic Zuniga rounded out the top six.

Perk’s Sports Academy to host baseball camp The U.S. Baseball Academy, which operates a national network of affordable hitting, pitching, catching, fielding and base-running camps for first- through 12th-graders, will host a camp at Perk’s Sports Academy, from Jan. 8 to Feb. 19.

Bill Duby, Perk’s Sports Academy’s director, will direct the program. Instructors will include a staff of the area’s best

West Coast Soccer Club squad solid on the field

Tapping on the world stage Liberty High School senior Seth Pirnik will be representing the U.S. at the World Tap Championships in Riesa, Germany, in early December.

He auditioned with tap dancers from all over the nation to secure a coveted spot on the U.S. tap team. Team USA will be competing against approximately 30 other countries to bring home the gold.

Pirnik began dancing just over three years ago, under the direction of Cori Heckman-Moody at East County Performing Arts in Brentwood. He currently takes lessons from Lori Pitts and flies back to Boston every three weeks to train with the U.S. team.

The West Coast under-14 girls’ Kaos team closed out its first round of NorCal State Cup qualifying games with a solid 1-1-1 record. The Kaos tied Pleasanton Rage Premier 3-3, lost to Marin FC Blue 5-0 and beat Lamorinda 6-2.

This comes just a week or two after I read that Steve Barr is under investigation by the FPPC for not disclosing large donors as required by law. I don’t think we can trust this Steve Barr fellow.

As I have stated in previous letters to the editor, my husband and I are longtime friends of Steve and support him in this campaign.

It wasn’t until I read the four-page piece paid for by Build Jobs Political Action Committee and the two-page piece paid for by the Coalition for Balanced Government, sponsored by energy companies including Phillips 66, Tesoro and Chevron, that I realized he truly has the countywide support from farmers, police officers, business owners, industry leaders, current political dignitaries, media, builders, educators, residents and fellow community volunteers, as a result of his accomplishments as a business man, politician and friend to the community.

Aside from his professional experience as a planning commissioner, John Fink possesses all of these qualities and many more that we feel will make him a great addition to Brentwood’s City Council.

When Harvest Time in Brentwood initially opened its festival planning committee for volunteers, John was one of the first people to jump on board. He brought great ideas to every meeting, along with his get-it-done attitude.

John took his assignments from each meeting, exhausted all options to find the best solutions and brought them to the following meeting.

We watched him navigate difficult situations with integrity and come up with solutions that were fair to all parties involved.

His eagerness to support and learn more about the agricultural community didn’t stop after the festival. John requested meetings with the farmers to learn how he could be of value to our community, if elected to city council.

Economic development has been a main talking point for many candidates, bringing in new businesses to create jobs to keep up with housing developments. What the other candidates haven’t addressed with the agricultural community directly is how to keep agriculture expanding in Brentwood.

The agricultural community in Contra Costa County has more than 2,000 employees, many of those jobs being in Brentwood. According the Contra Costa Agriculture Commission, the agricultural industry is responsible for putting $225 million dollars into the local economies. Due to outdated rules, it’s next to impossible to get new, regulated, farm stands; farm-to-table restaurants; wine-bottling facilities; and other agriculture-related ventures in Brentwood. John has expressed his commitment, face to face, to many farmers in the agricultural community and promised to be our voice from the city to the county, which in turn will help produce more agricultural-industry jobs in Brentwood.

Finally, we have full confidence that John isn’t just making decisions based on present day, but he’s looking at the impact his decision will have on the future of Brentwood. We highly recommend John Fink, on a personal and professional level, for Brentwood City Council.

5. Bid Proposal and Security.

5.1 Bid Proposal Form. Each Bid must be submitted using the Bid Proposal form provided with the Contract Documents.

5.2 Bid Security. The Bid Proposal must be accompanied by bid security of ten percent of the maximum bid amount, in the form of a cashier’s or certified check made payable to the City of Brentwood, or a bid bond executed by a surety licensed to do business in the State of California on the Bid Bond form included with the Contract Documents.

The bid security must guarantee that upon award of the bid, the bidder will execute the Contract and submit payment and performance bonds and insurance certificates as required by the Contract Documents within ten days after issuance of the notice of award.

6. Prevailing Wage Requirements.

6.1 General. This Project is subject to the prevailing wage requirements applicable to the locality in which the Work is to be performed for each craft, classification or type of worker needed to perform the Work, including employer payments for health and welfare, pension, vacation, apprenticeship and similar purposes.

6.2 Rates. These prevailing rates are available online at http://www.dir. ca.gov/DLSR. Each Contractor and Subcontractor must pay no less than the specified rates to all workers employed to work on the Project. The schedule of per diem wages is based upon a working day of eight hours. The rate for holiday and overtime work must be at least time and one-half.

6.3 Compliance. This Contract is subject to compliance monitoring and enforcement by the DIR, under Labor Code Section 1771.4.

7. Performance and Payment Bonds.

The successful bidder will be required to provide performance and payment bonds for 100% of the Contract Price.

8. Substitution of Securities. Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code Section 22300.

9. Subcontractor List. Each bidder must submit the name, location of the place of business, and California contractor license number, DIR registration number, and percentage of the Work to be performed for each Subcontractor who will perform Work or service or fabricate or install Work for the prime contractor in excess of one-half of 1% of the bid price, using the Subcontractor List form included with the Contract Documents.

The Marsh Creek Trail currently runs from the Big Break Regional Shoreline in Oakley to the southern city limits of Brentwood. It is expected the East Bay Regional Parks District will continue the trail through Brentwood to the Round Valley Regional Preserve, but a gap will still exist between the preserve and the City of Clayton.

Proponents of the project emphasize that bicyclists routinely travel along Marsh Creek Road, where designated bike lanes are non-existent. In addition, horseback riders must drive their horses up to Morgan Territory or to the Round Valley Regional Preserve to access trails.

“Anyone who has been around Brentwood or Oakley knows there are a lot of people who love bicycling riding use the trail, and there are also those advanced, adventurous bikers who like to go up to Mount Diablo and go farther out; some of those roads just aren’t safe,” said Diane Burgis, an East Bay Regional Park board member. “(The roads) are not wide enough, and it is a little risky.”

The Contra Costa Board of Supervisors, along with the cities of Brentwood and Oakley, are among the agencies that have agreed to explore expanding the trail.

nection to the Delta and the natural resources of East Contra Costa by facilitating access to a trail network that will reach from the shores of the San Joaquin River in Oakley to the top of Mt. Diablo,” said Oakley Mayor Kevin Romick. “The proposed 15-mile segment is the next link in this vision, providing additional access for hikers, bikers and nature enthusiasts.”

Before the plan can move forward, funds must be found for the planning process and construction of the trail, Kowalewski said.

The cost of these preparations is estimated at $500,000, while the price of completing the trail is unknown.

Possible funding sources include state and federal grants, as well as money that would be freed up by the Contra Costa Transportation Authority’s Measure X, if it is approved in November.

“If we can get the funding together for the planning process, I can see it taking a couple of years to complete,” said Kowalewski, who expects a portion of the project to include extensive public outreach.

Once a plan is in place, it would have to go through an environmental review process before construction could begin.

“Right now, (the project) is pretty much up in the air, but we can hopefully get some funding together to start the planning process,” Kowalewski said.

The overlapping tax-rate areas are blamed on a decades-old mapping layout, in which the BBID provided irrigation to farmlands. These areas have since been replaced by neighborhood developments, which receive water from Discovery Bay’s domestic groundwater wells.

The Local Agency Formation Commission, the state’s regional service planning agency, officially approved the detachment and transfer of funds earlier this month. The agency had suggested the detachment in 1993 and 2014, because the BBID had never provided water to the town’s residents and likely never would, due to the incompatibility of their water systems.

The exchange of funds is allowed under Section 99.02 of the Revenue and Taxation Code, which provides that any

local agency may transfer any portion of its property-tax revenues that is allocable to one or more tax rate areas within the local agency to one or more other local agencies having the same tax rate area or areas.

“It’s not been an easy process, but it certainly is an important one,” said District III Supervisor Mary Piepho.

The agreement’s intent is that the funds be given to the ECCFPD and continue to be used for fire and EMS response service if the district were ever to dissolve, Piepho said.

“If there is a dissolution, this money does not come back to the county’s general fund,” she said. “It actually stays to the benefit of the Discovery Bay community for fire and EMS response service.”

The agreement is expected to be formally approved by the fire district board at its meeting on Nov. 7.
