Driver in teen fatality arrested, charged with manslaughter by Ruth Roberts Staff Writer

The driver of a vehicle that struck and killed an Oakley teen and seriously injured another last June, has been arrested and charged with vehicular manslaughter and felony driving under the influence. On June 28, Kristina Salvitti veered off the roadway and struck the two teens as they walked along East Cypress Road near Bethel Island Road, at around 2:45 p.m. Roshel Madlangbayan was pronounced dead at the scene. Her 16-year-old friend was seriously injured, but has since recovered. According to Lt. Eric Navarro of the Oakley Police Department, Salvitti, 51, was located on Nov. 8, in San Bernadino, where she was a carnival worker and transient living in a nearby park. She was taken into custody by the U.S. Marshals Service without incident.

was presented to the district attorney’s office and a warrant was issued for her arrest in late October. Salvitti was charged with three felonies – gross vehicular manslaughter while intoxicated, vehicular manslaughter and driving under the influence of a controlled substance. Oakley Police Department detectives transported Salvitti back to Contra Costa County for arraignment last week, and she is being held on $300,000 bail at the county jail in Martinez. Following her initial arrest in June, Salvitti was released pending further investigation. California law states that unless an individual is on parole or probation, they can be released pending charges, within 72 hours. “This was definitely a high-priority case, and it was important to us to bring charges and to get some closure and justice for the family,” said Navarro. “Now the court process takes over.” To comment, visit www.thepress.net.

City council looking toward future with economic development plan by Kyle Szymanski Staff Writer

As Oakley’s population continues to rise, city officials are working to ensure that local businesses can follow suit. The city council recently approved a new economic development work plan, which aims to help current businesses and attract new ones by marketing the city and improving the look of downtown. “Here in Oakley, economic development is definitely a team effort and built on the foundation of past efforts,” said Dwayne Dalman, the city’s economic development manager. There is also a plan to hand out welcome packets to new businesses, which highlights how the city can help them succeed. “The goal of that is to get businesses more connected from

the beginning,” Dalman said. City staff also plan to continue using proven tools, including the Shop Oakley Campaign, a local coupon book, city-sponsored fishing tournaments at Big Break Marina and entrepreneur training courses. “Talking with the people who graduated from that class, they are all really excited and

they think it’s one of the best things ... that we have done as a city,” said Mayor Kevin Romick. The staff will work to continue identifying business trends, updating the online inventory of available development sites and commercial space and convening semiannual lunches with brokers to talk about the city’s new projects and opportunities. “Most of the traction starts with the real estate, so it gets back into having those relationships and identifying which properties have the most potential for development,” Dalman said. “Not just on their location and size, but also which propsee Plan page 26A
