REGIONAL The long-anticipated annexation of East Contra Costa Fire Protection District by Contra Costa Fire Protection District passed its final hurdle on March 9 when the Contra Costa County Local Area Formation Commission unanimously approved the consolidation of the two districts. He’s cooking up a second chance Correspondent
OAKLEY Greg Reynoso of Oakley has been given a second chance at life, and he’s holding on tight with both hands. Incarcerated at the age of 19, Reynoso spent 10 years in state prison. His release date in 2020 coincided with the COVID-19-related shutdown of society on March 15, making it difficult to accomplish the first thing on his to-do list: get a job. “I couldn’t find one,” he said, noting his status as a felon didn’t help. “I came out (of prison) at 30, and finding a job was hard, I couldn’t do anything
… my passion has always been cooking, and a friend asked me to do the food for his son’s party and from there I got another party and then a barbecue and it just started from there. A lot of people started contacting me, and I started building up a collection of aprons, spatulas, pots and pans, and within four months, I had a catering gig.” Reynoso then took his gig to the next level, obtaining permits and a business license. Council districts’ new maps OK’d by Jake Menez Staff Writer
BRENTWOOD The Brentwood City Council unanimously adopted a new city council district map during a special meeting held via Zoom on March 3. Changing district maps means local residents might have a different city council representative than the person they have now. California cities with electoral districts are required to update their district boundaries after receiving updated population data from the Federal Census; the most recent one was in 2020. Brentwood first established electoral districts in July 2019, making this the first time the city has needed to go through a redistricting process. Previously, the city had held at-large elections. One problem redistricting solved was the equality of district sizes, according to Michael Wagaman of Wagaman Strategies in Sacramento, a consulting firm hired to help with the process. In the period between the 2010 Census — the data from which was used when drawing district lines in 2019 — and the 2020 Census, District 2 experienced growth that left it larger than Brentwood’s other districts. The population of District 2 prior to redistricting according to the 2020 Census was 19,664. District 1, the smallest district, had a population of 13,585. see District Maps page 18A

Oakley is 11th safest small city in state by Jake Menez Staff Writer
OAKLEY The city of Oakley was named one of the safest small cities in California in a recent economic study, based on the city’s crime data. The study, done by personal finance website MoneyGeek.com, used crime statistics from the FBI for 2019 and determined the economic cost of crime, according to the website. Using this cost analysis, MoneyGeek determined the safest small cities — those with a population between 30,000 and 100,000 — based on
how high or low the cost of crime was in each city. The 2020 U.S. Census shows Oakley’s population at 43,357. The study was done using research from professors at the University of Miami and the University of Colorado, Denver to determine the cost of crime, according to MoneyGeek. Using this information, Oakley was named the 11th safest small city in California with a cost of crime being $194 annually. Comparatively, Brentwood has a cost of crime estimated at $607 annually. Antioch was not included in the same study due to its population being over 100,000.
“Oakley has consistently been named among the safest cities in the state of California, and that is due to the diligence of our officers and the support of the community,” Police Chief Paul Beard said in a Feb. 17 press release from the city. ”The officers of the Oakley Police Department are proud to serve our residents and business. Public safety and quality-of-life remains our top priority.” Other notable Contra Costa County cities that ranked highly on the list include
San Ramon and Danville, ranked fifth and second respectively. Rancho Santa Margarita in Orange County was ranked the safest small city in California. Nationally, Oakley was ranked the 126th safest city in the country out of 952 cities studied. “Credit for this accomplishment goes to our wonderful Oakley Police Department officers and staff,” Mayor Randy Pope said in the press release. “Their hard work and proactive efforts help make Oakley the wonderful, safe community it is today.”
Brentwood Literary Stroll set for April 3 Meet authors, hear them tell their stories The community will get the chance to meet fiction and nonfiction authors in downtown Brentwood during the Brentwood Literary Stroll on April 3. Ten fiction and nonfiction authors will meet with participants at different restaurants and businesses throughout downtown Brentwood from 1 to 4 p.m. The public can hear children’s stories right from the authors who wrote them. There will be three children’s
book authors located at the Brentwood Library Community Room at 104 Oak St. in Brentwood. Authors are also scheduled to appear at Chelsea Fusion, CoCo Wine Company, Corcoran Global Living, Dino’s Sandwich Shop, Harry’s Wine Depot & Tavern, La Fuente, Roadees Cafe, Sip and Scoop, VFW Brentwood and Zephyr’s. Attending authors are expected to include Tamim Ansary, Steven Burchik, Matthew Félix, Joey Garcia, Dan Hanel, Carol A. Jensen, Steven Kent Mirassou, Suzy Quenneville-Orpin, Sarah Sundin, Vicki L. Ward, Carolyn Joyce Dodds, Claudia Hull and Phelicia Lang. Any Contra Costa County COVID-19 mandates in place on April 3 will be followed.

Kaiser workers donate $200,000 to Ukraine relief by Kaitlyn Gleeson Staff Writer
Kaiser Permanente has donated $200,000 to Ukrainian relief efforts as the country copes with the continuing Russian invasion. Kaiser started this program on March 1, and with-
in two days, employees and doctors donated $200,000, which, with a corporate matching donation, brings the total to $400,000. In a press release, Kaiser said many of its employees have ties to Ukraine and other countries in the region. The money goes to three nonprofit relief groups: Direct Relief, Global Empowerment Mission, and World Cen-
tral Kitchen, according to the press release. “They were chosen based on a successful track record in disaster situations, and all three are on the ground in the region working to assist the refugees,” a press release states. According to the UN, as of March 12, at least 1,663 civilian casualties, including 596 civilians killed; actual numbers are likely much higher.

Building music at The Factory The Bay Area is known for its rich culture and its musicians who have risen to popularity. One company that aims to help artists on their journey through the music industry is The Factory in Pittsburg. “We got the keys on the first of the year and remodeled and did everything that you see,” said owner Shaun “Shauny B” Smith. The studio opened unofficially on Jan. 20. The studio offers many services, including film, photography, recording services for artists, podcast services, and occasionally hosts events such as rap battles, spoken poetry events, and mixers. Along with Smith, business partner and manager of the Factory, Pierre “B Nasty” Reed have collaborated for years to host the 9Quota awards, a ceremony to recognize members of the music industry in Contra Costa County. “The 9Quota awards, the first one was in 2012,” Reed said. “So, there’s 38 categories now, people would nominate online, vote online for artists, singers, dancers, producers, barbers, hair stylists, fashion designers. Just a bunch of different categories surrounding the urban music community. We put on an award show for them.” Having spent much of their lives developing their own music and projects, Reed and Smith collaborated with others to create The Factory.

Reed talked about his love for music and his love for the community as reasons for establishing the studio. “I got into this field because I’m an artist myself. Working with a lot of other artists, I felt like it would be a good opportunity to provide a space for them to create art.” Smith and Reed mentioned their journey to creating The Factory, elaborating on how their ventures evolved from just making music to the production processes, label design, and other factors in the cycle of music. “The newspaper articles, moments like this, those are all ‘jump in the air’ ‘we did it’ moments,” Smith said referring to the highlights of building The Factory. Smith’s advice for anyone who hopes to enter the music business is simple. “I would say surround yourself with people that you want to learn from, not people you’re trying to teach,” he said. “If you surround yourself with people that you look up to, the odds of you getting there are a lot better.” Reed added: “You got to go for it, you gotta take that risk, you got to roll the dice, you have to shoot in the dark sometimes. ATM stolen from local shopping center BRENTWOOD Police are asking for the public’s help as they investigate an ATM that was stolen from a Brentwood shopping center on March 11 without any money having been taken from the machine. When Brentwood police arrived at 2540 Sand Creek Road just after 4:30 a.m., witnesses reported seeing a “tractor” removing the machine, according to a department press release that afternoon. The tractor was no longer on the scene when officers arrived, but had caused “significant damage” to the building. Officers concluded after a preliminary investigation that the tractor had been stolen from a nearby construction site in order to steal the ATM, according to the press release. The machine was later found dumped in an open field on Sand Creek Road, west

California Highway Patrol officers on scene said they believed speed and the weight of the load contributed to the accident, but it still remains under investigation. Trust Administration is a process most families must undergo after the death of a parent to administer the trust estate and distribute the assets. By nature, the process can be emotional and stressful. Here is a list of the top 5 trust administration mistakes we see clients make: Premature Distribution of Assets. Truth be told, soon after the death of a loved one, everyone is eager to receive their inheritance. Often times, a crisis suddenly “appears” and a beneficiary starts demanding money. Succumbing to the pressure, the Successor Trustee tries to be the good guy and distributes the assets before realizing there are more expenses. Successor Trustees should NOT distribute any assets until they have a complete understanding of the trust administration and all expenses. When in doubt, the Successor Trustee should hold back a sufficient reserve for final expenses. Distribution of Assets without a Written Agreement. Assets should NEVER be distributed without a written agreement signed by all beneficiaries agreeing to the terms of the distribution and approving all expenses incurred to date. The cost for an attorney to prepare this agreement is peanuts in comparison to the cost of litigation after there is a dispute among beneficiaries. Failure to Keep Records. The Successor Trustee is often overwhelmed by the amount of work that is involved in a trust administration. Tasks include selling real property, opening and closing various financial accounts, paying bills, and communicating with the beneficiaries. If you are a Successor Trustee, you must keep thorough records either through Quickbooks (or similar software) or you should hire a bookkeeper. As a Successor Trustee, you

have a fiduciary duty to the beneficiaries and that duty includes the duty to account for all monies in the estate. As the Successor Trustee, you must be able to account for every dollar. Failure to Pay Yourself. In the beginning of the process, the Successor Trustee usually says, “I do not need to be compensated.” Never say this! If, at the end of the trust administration, you still do not want compensation, then you can waive your fees. However, by the end of the administration, rarely does any Successor Trustee waive their fees. Administering a trust, is a lot of work! Only single children should waive their fees. Failure to give Proper Notice under the Law. Under California law, a Successor Trustee is required to give a formal notice under Probate Code Section 16061.7 to all trust beneficiaries and legal heirs. Until the notice is given and the time has expired, the beneficiaries and legal heirs can bring an action to contest the terms of the trust. It is important that this notice is properly served and time has expired prior to any distribution of assets. If a beneficiary contests the terms of the trust, the Successor Trustee may use trust monies to defend the trust instrument. Being a Successor Trustee is a lot of work and comes with significant personal liability. If you are in doubt as to whether you or your Successor Trustee is doing something correctly, seek legal counsel. BYRON One person was hurt when a tractor-trailer traveling westbound on Highway 4 overturned at the intersection of Byron Highway shortly before 5:30 p.m. on Thursday, March 10. “The first arriving unit on scene reported one big rig on its side with bystanders attempting to remove the driver on top of the vehicle,” said East Contra Costa Fire Protection District Battalion Chief Craig Auzenne. When the first engine company arrived on scene, they used a ladder to first reach the driver, then lower him off the top of the overturned truck to safety. The driver was awake and alert, officials said, and was taken by ambulance to John Muir Medical Center in Walnut Creek with undisclosed minor to moderate injuries. According to officials, the truck was hauling around 80,000 pounds of card-

Westmont has a new resident services director Choosing a place for senior loved ones when they can no longer reside at home safely can be tricky. I know firsthand how that can go, and when it came time to help my parents find a safe Senior and loving place, I orner was a rookie. I was lucky to find wonderful people to help me, which enables me now to share information with others. In 2013, I had the privilege of meeting a wonderful lady named Marla Dolitah Mpofu who Luckhardt was working at The Commons in Antioch. Within moments, I was drawn to her outgoing and enthusiastic personality coupled with her genuine adoration of seniors. Her role on that job was more

of an activities director but she did everything to ensure the safety and happiness of the residents living there. Her story begins in her native South Africa where most of the country ranched for a living. She patiently explained to me that the culture she grew up in prepared her for the career path that she chose. In Africa, there are tribes that are like families. Your responsibility is to everyone in that tribe, and no one is left behind to fend for themselves. Along with her own children, every child was considered hers and she shares her heart and financial support with all of them. Based on those traditions, one does not live only for themselves but for all, for the world. Sounds like a great thing to me. Once the children are grown, the parents are considered “elders” but the children are always “kids,” and the grandchildren are
everyone’s responsibility as well. Mpofu came to the United States and went to college in Texas, smiling as she said she thought Texas would be similar to the ranches in Africa. While working to support herself and still sending part of those earnings back to her African family, she was working at a senior living facility. She had intended to be a lawyer but her exposure to the elders of her country sparked that love for seniors here, and she decided to take a different path than the law. In 2010, she moved to California, saying that was a dream of hers since childhood. Her first job was as a memory care coordinator, and she was promoted to be enrichment director and mentor, training others in the company for that job. After nine years and establishing a wonderful reputation in the field, she was offered the position of Resident Services
Director of Westmont’s Memory Care Unit, Compass Rose, here in Brentwood. Mpofu says there were no senior living facilities where she is from. Although dementia is not as prevalent, anyone who has any health issues is taken care of by the family. She says everyone needs love, good care and patience, and she treats every one of her residents like she would want her mother to be treated. She wishes that schools would teach students at an early age about the basics of dementia and elder care. She says it doesn’t matter how many college degrees you have. If your heart is full of compassion and you possess the desire to help our treasured seniors, this is a rewarding career path. When my grandchildren were younger, before they went off to college, they spent many afternoons and weekends with my parents. They volunteered at several venues that made seniors smile.

March welcomes spring with longer days, fresh blossoms and new birth of animals with all of nature’s wonders. For parents of high school seniors, March has become the month to anticipate college acceptance letters, the constant tugs of financial demands from senior prom expenses to graduation outlays and the required deposits to reserve your child’s spot on college campuses. March Madness is defined by more than the “Final Four” of the basketball playoffs. Every high school parent is aware of their own madness as they balance how to support their senior high school student and still keep their own sanity. How do you stay focused to be the best for yourself, your family, friends and colleagues? Part of staying balanced for yourself is the acknowledgment that life will change for you and your child come June. Yes, your senior also is feeling stress; stress waiting for college letters, stress of what next year will look like stress of the unknown. that produces stress. What you and your senior are experiencing are normal feelings because senior year is challenging. Typically, parents recognize that there are more arguments and more frustrations. What matters is how you manage yourself and support your child. May I offer a few suggestions to guide you through a challenging time to turn it into a time of celebration? • If you can identify the stress you are under, you can manage it. Naming what you are feeling is a helpful tool to stabilize these emotions. Once you are able to focus and break down specifics of what is triggering the stress, then you can create a plan to manage your needs. • Similar to putting the air mask on yourself first before you can assist others on a plane, once you take charge of yourself then you can partner with your child to understand what your senior is experiencing. I still remember the drama I created with my mom during senior year as I tried to “bust out of the nest.” This scenario was recreated with my daughters in their senior years. The pointless arguments and up-and-down emotions are normal because your child is reaching out to be independent. How can you be there for
them without getting sucked into “the dance”? • The greatest gift you can give your child is the ability to be “present” for them -- to listen without thinking of a response. This sounds easy but it is not. As parents, we always want to have answers. It’s OK if we just listen. Often, seniors are scared with each college letter. They are scared of change. Being present for them is a powerful tool as they work through these next few months. Recognizing your needs is also powerful as you navigate this important stage of your lives. (This child may also be the reminder that you will be an “empty nester” soon. “Empty nester syndrome” will be discussed in a future article). With the proper management techniques, these life-changing events can be celebrated. • Life transitions can be the hardest if we have not developed who we are. To recognize what you and your child need to manage this life stage can make a huge difference in your relationships and your next goals. It is about welcoming the beauty of new beginnings. If you sell a property and your gains exceed any allowable exemptions, you will likely owe Federal capital gains taxes, at least. It’s true that California does not have their own special capital gains tax RATE, but that doesn’t mean you won’t pay state income TAXES on your gains. Your taxable gains will likely be added to your income and therefore taxed at regular state income taxes. Federal taxes for capital gains are 0%, 15% or 20%, depending on your income. Then there is a 3.8% Obamacare surcharge if your income is above certain limits. California state tax rates range from 1% to 13.3%, depending on your income. This means that the highest-income earners making over $1M annually could pay income taxes of up to 37.1% on their taxable capital gains. You may be thinking that you would be on the lower end of this range if your regular annual income is lower than $1M. However, I have bad news for you. The plays will be performed on Ghostlight’s portable stage, courtesy of an Economic Development Grant from the City of Brentwood. Grant funds were also used to purchase audio gear, lighting equipment, pipe and drape, and covered marketing costs to help attract more patrons from throughout the Bay Area. A total of 15 plays will be produced, but they will be broken up into two sets. Attendees can purchase a standard ticket for either set, or they can purchase a discounted doubleheader ticket to see all 15 plays. The event will be held at the Brentwood Community Center located at 35 Oak St. in downtown Brentwood. Set One will be performed on March 25 at 7 p.m., and again on March 26 at 2 p.m.. Set Two will be performed on March 26 at 7 p.m., and again on March 27 at 2 p.m. Standard tickets for either Set One or Set Two are $20 for adults, $18 for teens/ college students or seniors 60 and older, and $12 for children 13 and under. Discounted double-header tickets enable the ticket-holder to see both sets of shows. These tickets are $30 for adults, $28 for teens/college students or seniors, and $22 for children 13 and under. Not recommended for children under 10. Following Contra Costa County health guidelines, proof of vaccination and masks are no longer required. However, they are recommended for those who are unvaccinated and/or are immunocompromised.

We had hoped to make this an annual event, but due to the pandemic, we were unable to have our play festival in 2020 and 2021. We are so excited to be able to bring this amazing event to downtown Brentwood, and thrilled that live theatre is truly back,” said Ghostlight’s Marketing & Media Director Jennifer Finetti. Ghostlight’s inaugural play festival featured plays performed in back-to-back performances on a single day. Tickets sold out quickly, and the seating chart had to be redesigned to accommodate the larger-thananticipated crowd. “Because our first festival was so successful, we have expanded it into a threeday event that truly showcases the breadth of talent in East Contra Costa County. Breeze pick up wins over weekend With excellent goaltending and defense plays, the Delta Breeze lacrosse 10U, 12U, and 14U boys teams wrapped up six weekend games with three wins, two losses, and one tie. Last Saturday, the boys played as visitors against Walnut Creek Warrior teams, and on Sunday both the boys and girls played as visitors against Livermore Phantom teams. The 10U rookie girls team took a tough 17-2 loss in their scrimmage against the established Phantoms, but took away good learning experiences to help improve their future play. Braelyn Pryor and Sophia Bradley scored for Delta Breeze. The 10U goalie, 8-year-old Ryder Mayorga, made six saves in the Saturday 3-2 win over the Warriors, and eight saves in the Sunday 9-9 tie against the Phantoms. 12U goalie Caden Kyle made 12 saves in the Saturday 11-4 loss against the Warriors, and another 11 tremendous saves in Sunday’s sudden death, 7-6 loss to the Phantoms. 14U goalie Garner Plumlee made 21 saves in total between the 7-4 win on Saturday against the Warriors and the 11-6 victory on Sunday against the Phantoms. Many other critical defensive plays were made against the Warriors and Phantoms by 12U and 14U defense players: Kory Dake, Nolan Pryor, Jaxon Salzar, Clayton Geiser, and Ethan Lind along with other Delta Breeze players.

The girls volleyball team at Heritage High that coach Janet Hannigan guided to the Bay Valley Athletic League title in the fall was full of players with deep experience in the sport. The boys team that Hannigan is coaching in the spring is different. A season ago, the Patriots went 4-1, finishing second in the league to BVAL champion, Deer Valley. Four players return from that squad. Three of them -- Jake Palmer, Zane LaBute and Lyndon Soria -- are seniors. The fourth player, sophomore Luke Simone, played on the varsity team as a freshman last season but is playing a new position. Hannigan made a point last season of giving that team’s seniors a lot of playing time. The overall lack of experience has Hannigan unsure of what the team is now. But from what she’s seen in practices, as well as a 3-1 victory over Tracy’s West High School in the first match of the season, Hannigan is also upbeat about what could be ahead. “I think it’s kind of hard to tell,” Hannigan said of the team. “Everybody’s level is going to be down this year. That’s kind of the vibe I’m feeling. There’s a lack of experience. Last year we tended to play the seniors more since they missed the whole junior season. The current guys didn’t get the same experience.”
One of the keys for Heritage this year will be the development of the young players. Simone is one of three sophomores on the varsity team. The others are starting setter Christian Basa, Titan Smallwood and Demetrios Basa. With four sophomores on the varsity team, that also makes the progress of the junior varsity team important, the coach said. “I’m feeling optimistic about the teams -- both varsity and JV,” Hannigan said. “I talked more and more to the JV coach about how she’s feeling, and she’s super excited. That makes me feel really excited about our future. What’s on JV will be with the current guys on varsity. It could be something special down the road.” “For this year, there’s potential,” she added. “There’s a lot to work on. But the blocking looks good – which is unusual for this time of the year.” The potential shows up not only with the young players, but also players like Patrick Aiello. Aiello starred on Heritage’s league championship-winning water polo team in the fall, winning the BVAL MVP. In his first three years, Aiello swam for the Patriots in the spring. This year, he decided to try water polo. Hannigan has been im-
pressed by how well he’s picked up on things but has also learned from someone with a different point of view. To that end, two recent Heritage players are coaching with Hannigan. One is Tanner Hartwig, who was the setter on the 2021 team and graduated last year. The other is Devin Bradley, who is still a senior and played on the girls team in the fall. “They’re seeing it from a coaching point of view,” Hannigan said. “It’s been good. We’re all learning together. It makes it fresh. Between the three of us, it’s good. I see a player’s perspective a little more.” Hannigan has also been enthused by the skill, effort and attitude that she’s seen from juniors Luke Wegenke and AJ Ray, as well as senior Marcello Santoleri, who’s a transfer from Freedom. A tournament that Hannigan is looking forward to is the Stockton Classic, which will be played on Saturday. That will give the Patriots a chance to see teams from areas like Clovis, Sacramento, Lodi and Stockton. Woman dies when her car crashes into tree A woman died of her injuries after the car she was driving crashed into a tree in the area of Hillcrest Avenue and Laurel Road in Antioch in the early morning on March 13. Antioch police received reports of a “major injury” crash after a car struck a tree just after 3 a.m., according to a police press release. Witnesses reportedly described the car’s lone occupant as in critical condition before police arrived on the scene. The driver, an unidentified woman in her early 20s, was “unresponsive and displayed no signs of life,” according to the press release. She was pronounced dead at the scene by the Contra Costa County Fire Department. The fire department and American Medical Response provided assistance extracting the woman due to the extensive damage to the vehicle. The identity of the driver and cause of the crash were not available because the investigation is ongoing. The Antioch Police Department Traffic Investigation Unit was notified of the fatal crash and responded to the scene to investigate, according to the press release. T-ball registration begins in Oakley Biddy Sports is hosting a T-ball program for boys and girls ages 3-7 in April and May in Oakley, and registration has begun. Boys and girls ages 3 – 7 will learn the fundamentals of the sport and develop social skills in a fun, safe and family-oriented environment. The older group will have a chance to hit an easy pitch from their coach and field the ball. The younger kids will hit off the tee and take turns fielding. The program runs six Saturdays mornings
from April 9 – May 14. Each class is one hour and includes a group warm-up, practice with a team and a game. Biddy plays at the recreation ballfields at 1250 O’Hara Ave. in Oakley. The fee is $85 for Oakley residents, $95 for non-residents. The registration deadline is March 25. Register online at www. ci.oakley.ca.us/registration, just type Biddy in the filter box. He made a name for himself locally and earned the moniker, “Mr. Tasty.” Then about one year after he’d been released from prison, the phone rang. “I got the phone call asking if I wanted to be in a commercial,” he said. “I did the commercial for Ruffles, was flown out to L.A. for the first time. They wanted someone who was recently incarcerated, served their time, and then got out and created something for themselves, so I fit the script. I didn’t know the difference, what separates myself from others, and they said others do these businesses, but they don’t do it the right way, they don’t get the permits, and I did.” Reynoso was featured as part of Ruffles’ “Own your Ridges” campaign that also featured LeBron James and the spotlight motivated him to keep working hard. As part of the Oakley community, he said he often felt the label of “convict” sitting heavily on his shoulders. He said he didn’t judge people for judging him, but he knew he wasn’t the same person he’d been when he left. “Everyone knew me as the guy who went to prison, but at the end of the day, that wasn’t who I was anymore,” he said. “I just used that energy to drive me and work hard. I found a way to do it for myself and that commercial gave me the “OK,” it told society that it was OK for me to be me.”

As a new business owner – and now a husband and father as well – Reynoso had built his food truck business and started a family in only 18 months. He began to look for a way to give back to his community and agreed to cater a December event for local nonprofit One Day at a Time. On his way to cater the event, he suffered a minor setback. “On the way to the event, the trailer came off and hit my truck and totaled my trailer,” Reynoso said. “At the end of the day, we salvaged the grill and still went to the event, because I try to stick to my work. Now that I am in a better position, it felt so good to order the trailer I wanted, and I designed it. I can’t wait to come out and surprise everyone.” Reynoso has patiently waited for the arrival of his new trailer, and hopes to debut it this spring. While he waited, he found a new project to keep him busy: a restaurant. The former owners of Mi Pueblo in Discovery Bay had decided to move on and approached Reynoso about purchasing the business. Though a restaurant was part of Reynoso’s long-term plan, he didn’t expect it to happen so soon. “I didn’t think I was ready, but we talked about it and discussed a number and went back and forth and that’s how it came to be,” he said. “I don’t have the finances to buy new things, but just like I built my first trailer, I am building my restaurant. I have amazing family and friends who have helped stucco and paint, and we are almost there.”
Reynoso’s restaurant will be sit-down, fast-casual dining, with its menu modeling his food truck’s menu of all-American fare including pasta, chicken sandwiches, and his original Ruffle Wrap. He hopes to open his doors next month. As the two-year anniversary of his release from prison passes this month, Reynoso said he could never have come this far without his family, including his uncle and godfather, Tino Reynoso. Tino said he tried to be a positive influence on Reynoso in his youth, but like many teens, Reynoso had his own ideas about life. Tino didn’t give up faith, and said seeing his nephew come so far has made him proud. “When he came out of prison, he was very smart,” Tino said. “He did all he had to inside, so he wouldn’t be affiliated with that on the outside and he went with the positive direction and the outcome of his choices are showing. He’s paid his debt to society, and now he’s working to create something from nothing, to make a dream come true for himself, for his family. I am so proud of him. If it were easy, everyone would do it, but it’s not, and at the end of the day, it’s worth it.” Taste This Kitchen is scheduled to open this spring at 1555 River Lake Road in Discovery Bay. The largest district, District 3, would have a population of 16,929 while the smallest, still District 1, would see its number of constituents go up to 15,784. “Every one of us is doing work throughout the city, and not just in our own districts,” Councilmember Susannah Meyer said of the process as the council deliberated on which map to adopt. “I’m not as concerned about the lines being not as obvious or confusing to people because all they have to do is reach out to the city or reach out to council as a whole and someone will help them with whatever their concerns are.” At the meeting, the council was presented with two potential district maps from which to choose, referred to as the navy map and the lime green map. The navy map was similar to the existing district boundaries, keeping many of the same streets as boundary lines, while the lime green map was a more radical departure from the original. Hotel proposed for The Streets of Brentwood BRENTWOOD The City of Brentwood has received a development application for a 151-room La Quinta and Hawthorn Suites by Wyndham hotel, proposed for 2325 Sand Creek Road within The Streets of Brentwood shopping center. The proposed project is under review with the City of Brentwood Community Development Department. The proposed hotel would nearly double the amount of hotel rooms available in the Brentwood market. The City of Brentwood Economic Development Strategic Plan invests city resources into strengthening and expanding the local hospitality industry to meet the needs of tourists, workers and residents, city officials said. “This project is something greatly needed to serve travelers along the Highway 4 corridor in Contra Costa County,” said Joshua Ewen, a Brentwood senior analyst. “This project will boost Brentwood’s appeal to business travelers, tourists and families throughout the region as a place to come shop, dine,
explore, live and play in our community.” The new hotel would be developed by Jai Bahoi LLC and operated by Aelius Management Group, a California hospitality company seeking its first expansion into the Bay Area market. pring is blooming in East County, but the housing market is still bare, with low inventory
and high prices. Real estate agent Tracy Nelson can help prospective buyers and sellers navigate writing and accepting offers in the current unpredictable market where properties need less than a week to garner multiple offers. Nelson began working in the real estate and mortgage industry in 2004 and became a licensed Realtor in California in 2012. She works at the local Brentwood Keller Williams office, where she was the 2021 top agent in the office and is in the top 1% for her region of Northern California and Hawaii. Those clients to me, who have become friends, refer me outward to people they know due to the relationship we’ve built.” Paul Rioux of Brentwood is one of Nelson’s many repeat customers. He said between himself and his children, his family has closed five transactions with Nelson in the last five years. To refinance or not to refinance? Some thoughts to help you decide DAWNMARIE FEHR

here are many things to consider before refinancing your existing mortgage. Under the threat of rising interest rates, some
people might feel now is a good time to refinance, but an experienced loan broker will tell you there are more things to consider than just rates. “Now might be a good time for you to refi,” said Michelle Paxton of Guild Mortgage. “We review your current mortgage interest rate and payment, and we see what today’s rates are, which are still very, very low. We can help you make that decision.” Paxton noted younger generations – especially millennials and Generation Z – often think rates over 4% are too high, but she noted even a 4% rate is historically low. A lower rate isn’t the only reason to refinance a mortgage though. “It could make sense to refinance if you have an FHA loan,” said Jim Graydon, broker and owner at All Phase Brokers, of Federal Housing Administration loans. “If you are paying $200 to $400 a month in mortgage insurance with an FHA loan, it might make sense to refinance to a conforming loan. With a new conventional loan, you will save the mortgage insurance payment each month even if you got the same rate.”
A common reason to refinance a mortgage is to pull cash out and pay off high-interest debts or credit cards, or to get cash to update or renovate the home. Graydon also suggested a way to save even more money on a new loan with a lower rate. “Accelerate your payments,” he said. “Even if you only got a slightly lower rate, and accelerate your payments by paying a little more than your scheduled payment each month, or paying what you used to on the old loan, you might drop your loan to 20 years just by paying a little extra.” He also said looking at loans with shorter terms can be beneficial. Loans with 15- or 20-year terms have lower rates than those with 30 year amortizations. Paxton said before beginning the process, home owners should be aware it can be tedious. “If you haven’t refinanced in a while, it is a full documentation loan, meaning application, credit report, all the finances,” she said. “It’s actually getting a little easier over the years, and I tell people as much as I can up front, it will be about a

30-day process total, and there are closing costs, and people should know that. Every lender, whether they’re a banking institution or broker, there are always closing costs, and those are standard, and they run about $3,000 in total. Sometimes a person can trade times or locations with other timeshare owners, enabling more versatility and new destination experiences. For those who have to skip a year, it may be possible to sublet the timeshare or let family and friends use it if the agreement allows. Timeshares have some notable drawbacks as well. One is cost-efficiency. The American Resort Development

Association, a trade group for timeshare companies, says that the average cost of a timeshare is about $20,000, with an annual maintenance fee of $660. Those fees are paid even if the resort isn’t used that year. Chances are a person can get a comparable vacation elsewhere for a lower cost, especially with the abundance of vacation property rentals available from traditional hotels as well as websites such as Airbnb. A timeshare is not like a traditional real estate investment. According to Investopedia, it is an illiquid asset that is likely to lose value over time. Those who decide to sell their timeshares often find they must do so at a deep discount. Furthermore, those who sell a timeshare at a loss may find that the Internal Revenue Service doesn’t let them claim a capital loss, which is often the case with other investments and property. To make timeshares work, individuals can opt to buy used, which is often at a fraction of the cost offered new by resort developers. Also, a timeshare is a lifestyle purchase, not exactly a real estate investment. Timeshares are not a way to turn a profit. Try to purchase in desirable locations as well. Agents and brokers – what’s the difference?

eal estate transactions often involve lots of money. As a result, it’s common for both
buyers and sellers to enlist the services of a host of professionals with real estate experience. Both buyers and sellers may work with real estate agents and/or real estate brokers to buy or sell their homes. Agents and brokers are not one and the same, and there are some important distinctions between the two. ♦ Real estate agent According to Realtor.com, real estate agents are professionally licensed individuals who can help both buyers and sellers. Agents also may help property owners rent their homes. The amount of training real estate agents need to earn their licenses varies by state. Once individuals finish their required training, they must take a written exam that tests their knowledge of federal real estate laws and general principles as well as the laws specific to the state in which they want to become licensed. Only after passing this exam do individuals become recognized real estate agents. Investopedia.com notes that achieving
agent status is the starting point for most real estate professionals. ♦ Real estate broker Real estate brokers are those professionals who have continued their education past the agent level and obtained a broker’s license. Each state has its own requirements in regard to becoming a licensed broker, but education and examinations are necessary regardless of where a person lives. Realtor.com notes that the extra coursework to earn a broker’s license focuses on various topics, including ethics, contracts, taxes, and insurance. Agents may learn about these topics as well, but coursework for prospective brokers goes into more depth than it does at the agent level. Brokers also will study and learn about legal issues in regard to real estate, including brokerage operations, real estate investments, construction, and property management. Requirements vary, but Realtor.com notes that brokers often must work as licensed real estate agents for no less than three years before they can earn their broker’s license. There is more than one type of real estate broker. Principal/designated brokers oversee all agents at a given firm and ensure the agents act in compliance with all real estate laws. Managing brokers tend to focus on the hiring and training of agents.

He said creating curb appeal – from the sidewalk, through the house and to the back yard – creates what he calls the “wow factor.” “We can do full staging, where you pull all your stuff out and we bring in the furniture, or we can just rearrange your furniture,” he said. “We like to go neutral so people can picture their things in the space.”

Another thing to consider is the condition of the home. McCarran said he advises his clients to get termite and home inspections up front. “That allows you to know what you’re dealing with and your buyers to know what they’re dealing with,” he said. “It helps everyone to know what’s going on and the buyer can make an informed offer, often without contingencies.” McCarran also recommended consulting your Realtor before making any big changes, such as putting in new flooring or painting. Replacement isn’t always necessary, and if it is, it’s best to go with soft, neutral shades, rather than brighter colors. An experienced Realtor can help you decide where to invest your money to get the most out of it. He also warned that what you put into a house, you may not get back out of in the sale. “In my opinion, solar does not benefit a seller as much as people think it will,” he said. see Listing page 13B

He also said the highest offer isn’t necessarily the best offer. “You have the terms that need to be considered. Price is just one aspect of an offer,” Anderson said. “Terms are important. There are different loan types and appraisal issues to consider … Don’t always go with a cash offer; they can be fickle because they know they have the upper hand. Someone with a loan may not have the same amount of leverage and might be a better bet.”
Anderson also said offers contingent on selling another home may not be bad, since that buyer will be locked into the transaction once their home sells. And sellers should not be quick to dismiss requests for repairs, especially when they are based on a home inspection. He said that some buyers will choose to pay for a home inspection even if the seller has already done so and has the proof documents. HELOC or Reverse Mortgage Line of Credit – Aren’t they all the same?
T
he simple answer is no. They are different. A Home Equity Line of Credit (HELOC) from your local bank, or credit union,
is completely different from a Reverse Mortgage Line of Credit. They differ in how they work, their purpose, and how they are repaid. Each is appropriate at different times in people’s lives. The biggest difference is in how and when payments need to be made. Traditional Home Equity Line of Credit: With a HELOC from your bank, you have to make a monthly payment. Often it is an interest-only payment for a period of time, usually for the duration of the draw period, which is normally 10 years. This payment is usually small and, therefore, enticing on the surface. Remember because it is interest-only your balance never goes down. So, let’s say you are 65 and thinking about retiring but you know you want to take out a Home Equity Line of Credit. Since you have to “qualify” for a HELOC you want to get it set up while you still have income. At 67 you decide to pull the trigger. You announce your retirement, there is a party, and you get a gold watch. All is good. You are ready to have some fun now. There has been a pretty dramatic reduction in your income, but probably not a huge reduction in your expenses. You are still young. You want to travel, enjoy life, go to the city, the beach, out to dinner, skiing, etc. And what better way to supplement your early retirement years than by drawing on the conveniently placed HELOC. I often see people borrow from the HELOC for vacation, monthly bills, car repair, etc. which is why they took it out but the devil is in the details. What I see happen all the time is they also borrow against it to make the payment. Each time they borrow against it, the balance goes higher and, therefore, the payment is higher. Then people borrow more to make the higher payment. This goes on until the borrowing limit is reached at which point there is no more money to borrow but there is still a payment to be made each month. This is scenario number one. When they reach out to us, we hope there is enough equity remaining to allow the reverse mortgage program to pay off both the first mortgage and the HELOC. It is unfortunate that frequently the HELOC is the deal killer. There just is not enough reverse mortgage loan available to pay off both loans. The option is to sell the house. Scenario number two. The draw period is only for the first 10 years. After that comes the repayment period, which is most often 20 years. The real kicker is that the HELOC resets at the end of the 10-year draw period. The initial 10-year draw period is the time during which you can pull money from your line of credit and pay just the interest-only amount. At the end of that draw period, the loan resets to a fully amortizing payment over a 20-year period. The double-whammy is that you now have to pay enough principal and – of course, the interest – to fully
pay off the loan over a relatively short period of time – 20 years. This can result in a huge payment increase virtually overnight. Again, once you reach out to us, we can just hope that there is enough equity to still do a reverse mortgage. If there is not, the option is to sell the house. Keep in mind, the traditional HELOC can be frozen, reduced, or closed at the whim of the lender. When property values get a little wobbly, the first thing the banks do is lock up those lines of credit, and the second thing they do is close them. When the economy starts to tremble a bit, even if values are solid, yep, you guessed it, the banks freeze your line of credit, likely when it would be most beneficial to you. Reverse Mortgage Line of Credit: In the reverse mortgage world, the phrase “the option is to sell your house” does not exist as long as you do these five things; Pay your property taxes, homeowners’ insurance, and Homeowner Association, if any; And Live in your home and maintain your home. Once you have the reverse mortgage, it is really simple. Do these five things and you are now in control of your own future. And because there are no principal and interest payments due, you do not ever have to worry about falling behind in your payments and losing your home. Talk about flexibility, with the reverse mortgage line of credit, you can make payments if you want to but you do not ever have to make a payment. Also, it does not ever reset, so there is no double whammy where your “payment” could increase dramatically. A Reverse Mortgage Line of Credit allows you to access your funds as often as you like with no fee to do so. One of the greatest features of the FHA insured Reverse Mortgage Line of Credit is that it cannot be reduced, frozen, or closed as long as you meet the terms of the loan – do those five things. As long as you do those five things your reverse mortgage line of credit will remain available to you regardless of the value of your home. YES! Even if values decline and you even end up underwater, as long as you are doing those five things, your line of credit will still be accessible to you. The cherry on top is that the unused portion of the line of credit grows. Yes, that is right – it grows. Each month there is a little bit more available to you. The rate at which it grows is your interest rate + .500%. If your interest rate is 3.00%, your line is growing at 3.50%. A $200,000 line of credit will grow by approximately $7,000 per year. That is $583 per month. It is clear, without any doubt, that a Reverse Mortgage Line of Credit is the better solution for most seniors. Seniors are living on fixed income, likely less than what they were bringing home when they were working. The last thing they should consider is a loan where the payment is going to increase over time just based on loan amount, then sky rocket once it resets, and… access to the funds is in jeopardy even if you hold up your end of the bargain. The traditional HELOC is a great product for younger people whose career is on the upswing, their income is increasing, and they can afford the increasing payments.
