Schools provide COVID test kits
Antioch High graduate breaks NFL team record
REGIONAL East Contra Costa school districts announced this week they are distributing free at-home COVID tests to students on a first-come, first-served basis. But proof of a negative test is not needed for a return to campus. “Over the holidays, you may have received a text from Primary Health about reporting your COVID testing results prior to returning to school,” Antioch Unified School District Superintendent Stephanie Anello said in a message sent to families in the district. “Please note that testing is not see Test Kits page 18

Discovery Bay board considers term limits DISCOVERY BAY The Town of Discovery Bay Community Services District (CSD) Board of Directors has directed town staff to look into the costs and requirements of instituting term limits on directors. The item was originally placed on the agenda for the board’s regular meeting on Wednesday, Dec. 15, at the request of Director Michael Callahan, who said he is in favor of term limits. The motion called for the board to consider whether or not placing term limits on directors should be voted on in the future. “In accordance with the California Community Services District Law, the term of office of each member of the Town’s Board of Directors is four years or until his or her successor qualifies and takes office,” said town General Manager Dina Breitstein. “Current California law does not limit how many terms a Town Director may serve.” Though state law does not limit the number of four-year terms a director may serve, the town’s directors may adopt – or the town’s voting residents may propose – to limit the number of terms a director may serve. “I feel like term limits level the playing field, bolster new ideas and perspectives, encourage new candidates to run for office and bring diversity to town

Official leaves; city manager to revamp HR by Jake Menez Staff Writer
OAKLEY Longtime Human Resources Director Nancy Marquez-Suarez is no longer employed by the city as part of an ongoing restructuring of the department, according to the city manager.
“I can confirm that Nancy Marquez-Suarez is no longer employed at the City,” City Manager Joshua McMurray said in an email. “We are currently evaluating the structure of the Department and will be looking to fill the vacancy in the near future.” McMurray declined to elaborate regarding Marquez-Suarez’s leaving city employment, including
whether or not it was voluntary, citing it as an “employment matter.” Accounting Manager Jeri Tejeda was appointed as Interim Human Resources Director. Marquez-Suarez joined the department in 2010 as assistant to then-City Manager Bryan Montgomery before becoming human resources director as well as the city’s public information officer.
Discovery Bay votes on awards for ‘best of’ Chamber to announce winners at gala on April 2 The Discovery Bay Chamber has announced its nominees for 2021 Citizen of the Year, Business of the Year and Nonprofit of the Year. Improvised housing unit destroyed in fire BETHEL ISLAND An improvised living structure was destroyed and its lone occupant hospitalized in a fire on the 3300 block Stone Road on Bethel Island on Dec. 29. East Contra Costa Fire Protection District Crews found a “homeless-type encampment” ablaze upon arriving shortly after 9 p.m. The fire was quickly contained to the structure and the nearby wood pallets, said East Contra Costa Fire Protection District Capt. Brandon Earhart. The occupant, whose name and age were not released, was transported to an undisclosed hospital with minor injuries, said Earhart. The fire’s cause appeared to be accidental, said Earhart.

Various forms of flammable and combustible fuels, including butane, propane and gasoline, were found onsite and burned in the fire, Earhart added. Bethel Island resident Scott McKenzie, who lives near the scene of the fire, said he heard the fire before he saw it. “I just heard explosions,” McKenzie said. “I looked out the window and saw flames.” McKenzie added he believes the structure’s occupant had been living on the property for at least three years in either a trailer, truck or the improvised structure. “He’s basically been living off the land,” McKenzie said. Identity of body in Brentwood creek revealed by Jake Menez Staff Writer
BRENTWOOD The Contra Costa County Coroner’s Office has released the identity of the body found partially submerged in a Brentwood-area creek on Dec. 15. The body is that of 32-yearold Justin Fulcher. No known ad-
dress was listed for Fulcher, and the cause of death was still pending toxicology reports, according to the Contra Costa County Coroner’s Office. Toxicology results can take months to return, according to the coroner’s office. Fulcher was discovered on Dec. 15 after police received a call of a body near Old Sand Creek Road and Highway 4. Upon arrival, po-
lice discovered the then-unidentified corpse partially submerged in a creek with no immediate outward signs of injury or foul play, they said in a statement. The body was released to the coroner’s office for identification and further examination. The coroner’s office was initially unable to release Fulcher’s identity as they searched for next of kin.

Many in our club have been doing this for several years and raised many, many pups.” Puppy sitters are certified by GDB to host the puppy while the person raising the puppy is out of town, or even for training purposes to ensure the puppy will be comfortable staying at different places. Puppy sitters also continue to attend puppy raising meetings in order to increase their skills and knowledge about care and socialization of puppies. “Puppy sitters are very crucial to a good puppy raising club,” added Fontaine. “As a puppy sitter, you are able to do everything the raiser does, only the puppy does not live with you full-time. Our puppy sitters are absolutely amazing people and are an integral part of the puppies’ career. Guide Dogs for the Blind (GDB) is a nonprofit that provides a safe means of mobility for people who are blind and visually impaired. Since its establishment in 1942, GDB is the largest guide dog school in the country, with more than 15,000 teams graduating (consisting of a visually impaired person and a guide dog) and more than 2,000 volunteer puppy raising families throughout the Western United States. It seeks more puppy sitters. Retired Bay Area police Sergeant and longtime Brentwood resident Paul Fontaine has been a puppy raiser for eight years, and said there isn’t a better way to serve the community. “After seeing the great work being done by GDB, we decided to become puppy raisers,” said Fontaine, a Brentwood resident since 1997. “Our community is wonderful

BLENDED FAMILY ISSUES IN ESTATE PLANNING; RIGHT TO OCCUPANCY VS. LIFE ESTATE

A common issue in second marriages or where couples are not married is what will happen to the family home on the death of the first person. This is especially true if only one person is on title to the real property. There are a couple of different ways to handle this issue. One option is for the surviving spouse or partner to have a right to occupy the property during the remainder of their lifetime. In this case, the surviving spouse or partner would not have any ownership interest in the real property and would not be on title to the real property. Usually, during the period of occupancy, title to the real property is held by the trustee of the deceased person’s trust. The right to occupy is a personal right and therefore cannot be sold or transferred. The person with the right to occupy may or may not have responsibility for expenses related to the property. The right to occupy is also sometimes used to help adult children who need additional time to save money or resolve other issues. A second option is for the surviving spouse or partner to have a life estate in the real property. Unlike a right to occupy, a life estate is a form of legal title to the property which the holder can sell. If the spouse or partner needs to move, they then have the “right” to sell their interest in the real property i.e. the value of remaining life to a third party. Depending on the relationship with the other beneficiaries, the couple may want the

surviving spouse to have a life estate to avoid any dispute with remainder beneficiaries as to the rights of the surviving spouse. Whether you choose to include a right to occupy or a life estate in your estate plan, it is very important to address issues surrounding the occupancy. The most common issues are the payment of expenses on the property, who may occupy the property, what will happen during any period of absence and the right to sell the property if the surviving spouse only has a right to occupy the property. Given the issues involved, the couple should consider having an agreement separate and apart from the owner’s trust outlining the intentions of the parties which can be signed by the party who will have the right to occupy or be receiving the life estate interest. New laws for 2022 Several new laws went into effect on Jan. 1 in California, and most of them affect East County residents. Among them are: Proposition 12 – It says hens have to be housed in a minimum of 144 square inches per hen and that calves that are intended to be sold as veal must be in a space with a minimum of 43 square feet pre calf. The second part of this proposition has gone into effect, and egg-laying hens must not be in cages and breeding pigs must be given 24 square feet of space per pig. Meat industry analysts say this will increase the cost of meat, and perhaps cause a shortage. Senate Bill 389 – has allowed patrons to buy cocktails to go from bars and restaurants, and is forecast to help those businesses as it will be continued this year. Assembly Bill 367 – Public schools, including colleges, must now provide free menstrual products to students on campus. This followed a nationwide push for accessible pads, tampons and other things. The Menstrual Equity for All Act of 2021 – requires public schools to place in women’s and all-gender restrooms from grades 6-12 an adequate supply of free products before the start of the next academic year. It also requires all California State University schools and each community college district to do this. Assembly Bill 101 – Starting with the class of 2024-25, CSU students will be required to complete at least one three-unit ethnic studies course. But it won’t increase the number of credits needed to graduate. Some said this course, which examines Latino, is overdue while others said its first draft was too politically correct. Assembly 1084 – Large department stores (500 or more employees) must have

If they end up in landfills, they release methane, a gas toxic to the environment. The goal is to reduce greenhouse gases that come from decomposing organic materials. Senate Bill 224 – Middle and high schools that already teach health education must include mental health as part of their curriculum. The goal is to teach mental health wellness to teens and help them identify when they need help. Senate Bill 2 – prevents police departments from transferring officers who have committed serious misconduct to other departments. Assembly Bill 286 – Tips for food delivery services and apps must go to the individual driver, not the service. Such services also cannot charge someone a higher price than what is listed on the menu/website when the order is placed. Minimum wage – The state’s minimum wage will increase to $15 per hour for businesses with 26 or more employees – an increase of $1 per hour. Employers with 25 or fewer workers must raise their rate to 14 per hour, $1 higher than last year. Police reform laws – Gov. Gavin Newsom signed police reform bills that include not allowing police to use rubber bullets or tear gas as crowd control methods -- unless police have no recourse. Police officers now also have to be 21 years old and have a bachelor’s degree.

Real estate prices have risen tremendously over the past year and a half, but some people think prices are due for a major correction in 2022. I know of many buyers who are sitting on the sidelines, patiently waiting (and hoping) for the “bubble” to burst. I get asked frequently if prices are about to tank like they did in 2008. In some ways, it does look like a repeat of that scenario. First, there was a big negative shock to the US economy. Last time it was the dot-com bubble bursting followed by the 9/11 tragedy. This time it was COVID-19. After each crisis, the federal government stepped in with huge financial incentives to shore up the economy. Eventually the economy turned around and boomed again. Back in 2005-2007, the real estate market overheated, partly due to all the government stimulus programs in response to 9/11. This led to irresponsible lending practices where lenders were giving out loans that the borrowers couldn’t afford to

Youth sports sculpted in local parks Edwards also teaches art at Liberty High

To appreciate the local artists, one only has to visit parks in Brentwood. One park in particular, Sunset Park, models unique sculptures that highlight some local youth sports. A football staged on the back of a turtle, half a baseball filled with ceramic water - the home of a green gilled fish, and an authentic-looking baseball with a frog perched on its seams create the idiosyncratic environment of this park. But who orchestrated these distinctive pieces? This is the journey of Jake Edwards, art educator at Liberty High School. As a child, Edwards expressed his talents early. At age 4, he would draw on recycled paper while at his grandmother’s house. With his talents being recognized, he was enrolled in art classes from second grade until junior high school. In junior high and high school, Edwards took full advantage of whatever art class he could enroll in to expand his talents and his creativity. He discovered early his passion for building with his hands. With an uncle living next-door who owned a woodshop on his property, Edwards would watch his uncle use power tools and other building equipment. At age 7, Edwards taught himself to operate power tools to include a drill press to build a two-story fort. Edwards loved painting in acrylics and oils but his taste for ceramics in high school opened the doors to a new journey that heightened his creativity. Recruited to Sierra College in Rocklin for wrestling, Edwards took advantage of a top-

rated art program. However, he especially loved the ceramics classes. Excelling in art, he transferred to Sacramento State University to major in Graphic Design. He learned early that computers were not his passion. To sit all day in front of a computer was not a challenge for him. His real passion involved building with his hands. So he changed his major to Art Studio to meet his goals as an artist and an art teacher. He continued to challenge himself in ceramics to advance his talents. It was in this venue he explored the opportunities he could offer to students. After completing his college journey and his teaching credential, in 2005 he was hired at Liberty High School. He not only became an art teacher but also a Liberty wrestling coach, his other love. Edwards sees ceramics as the answer for kids who can’t draw. Ceramic allows
them to excel because it is more forgiving. When their work is put into the Kiln it comes alive. Students can take baby steps to achieve. He uses recycled items for his personal art sculptures along with when he teaches the students. He often uses sheetmetal, muffler pipes, and wood to combine different mediums in his sculptures. He especially enjoys the bonding ability of eproxy that pipefitters use. So how did all these sculptures come to be in city parks? Through the Youth Empowerment Program and combined grants with the city, Liberty High’s Art and Design Academy was provided matching grants to create 3D sculptures as seen at Sunset Park. The partnership has allowed community and education to unite to create impact for results. What is his latest project? Though he is often known as the Bugman for all his
bug creations, his latest project is a massive true-to-life horse statue. Created with sheet metal, rebar and other elements, this brown and black sculpture appears to be blowing in the wind as its massive muscles shine out of its body. Currently on show at the Blackhawk Gallery in Blackhawk, this godlike creature came to life in over 700 hours. For Edwards, experimenting with different mediums has only made him better and better in his talents. His passion and his dream is to teach students to buy into art. When a student makes something that he/she is proud of, Edwards said he has met his goals. “When a student keeps the work for years and thinks of my class, I have succeeded.” His ultimate goal is to have his own gallery and have the opportunity to continue teaching classes within this gallery. To be a puppy raiser for Guide Dogs for the Blind, Fontaine said people should have a love for dogs and for people, knowing that what they are doing may change someone’s life. Volunteers will then complete a “Puppy 101” course, which consists of a presentation and webinar, followed by a five-session course to provide information and hands-on training. “Everything we teach the puppy is done to assist a visually impaired person,” said Fontaine. “Our job as puppy raisers is to get the puppy as much socialization and predetermined training as possible. The puppy needs to be comfortable with everything and anything that life may introduce. Basically the puppy becomes your shadow and is introduced to as many real life situations as possible.” Potential puppy raisers for Guide Dogs for the Blind attend free training classes presented by a local GDB “puppy club”, where they meet as a group (locally every other Monday) to ensure that the puppies continue their socializing with other pups. Once volunteers successfully complete their puppy raiser education, they can expect to receive puppies when they are about six to eight weeks of age, where the journey begins with the teaching of basic commands, such as potty training, grooming, and basic household training. Today, Guide Dogs for the Blind has about 2,200 active guide dog teams currently in the field, operating training facilities in Boring, Oregon and another one locally in
San Rafael. Services are provided to students from the United States and Canada at no cost to them, with programs made possible through staff, volunteers and donors. The puppies are potty trained to only go on hard surfaces like a porch or driveway and on command,” said Fontaine. “The puppies are trained to relieve on a hard surface so that the visually impaired person can easily locate the waste and discard it.” To get the puppies used to being touched, trainers said puppies are groomed with having their teeth brushed, ears cleaned, and their bodies handled. Until the puppy is ready to go out in public, the puppies go through basic household training, with “sit”, “down”, “stay”, “wait”, and collar cues, in addition to training the puppies to leave dropped food alone in case the visually impaired person drops their own food or medication so the dog does not ingest it and potentially harm themselves. “One thing that most people don’t know is we train using their own puppy food as a treat,” said Fontaine. “The puppy has to learn that if the food (kibble) falls to the floor, they must not react or try and eat the kibble.” Once the puppy is ready to be out in public, the socialization begins with the introduction of loud sounds, other people, animals, a lot of walks, and visits to as many stores and public places as possible. After spending 16-18 months with their puppy raiser, the dogs will then spend two to three months at the San Rafael campus for formal training, where professional guide dog trainers, known as Guide Dog Mobility Instructors:

For example, refusing to step out into the street when there is oncoming traffic. In addition, all guide dogs possess an eagerness to please and a willingness to work.” Dog breeds used for training are Golden Retrievers, Labrador Retrievers, and Labrador-Golden Retriever mixes (known as Lab/ Golden crosses) not just due to these particular breeds having excellent health, intelligence, and temperament, but also due to their willingness to work and thrive on praise. But while we are training, we try and avoid this. These dogs are very intelligent and it only takes them hearing the word “PET” a few times to understand what that means. We don’t want the puppies to think that every time a person asks this, they will be petted. We must learn as a culture that these cute dogs are actually helping someone with tasks we take for granted and any distractions we create may cause undue stress to the person utilizing the dog. The pups are trained to ignore others and concentrate on the tasks they are given. For example, if the visually impaired person is at the grocery store and someone tries to distract the dog or even reaches out to pet the dog, and the dog reacts, this could cause harm to the person the dog is working with.” Fontaine said GDB members don’t join it for themselves. “They have a love for dogs and realize that these pups are able to create a working relationship with someone that can utilize their skills,” he said. “It feels wonderful taking an eight- week-old puppy that is dependent on you and through our clubs’ teamwork and guidance you watch this puppy mature into a very confident, socialized dog that will possibly change someone’s life.” Anyone interested in becoming a puppy raiser or sitter may email Paul Fontaine at PF3352@comcast.net, where additional information can be provided. Patriots finish second at home tournament By Michael Dixon Correspondent
In the final days of 2021, Heritage’s girls basketball team played host to the West Coast Jamboree - Emerald Tournament. And while the Patriots did ultimately fall just short of winning their home tournament, they reached the final game for a fourth consecutive year, finishing second. Heritage got things going on Tuesday, Dec. 28 with a 50-44 win over Buchanan High School from Clovis. The following day, the Patriots beat Sacramento’s Christian Brothers High School 49-38. Then, on Thursday, Dec. 30, Heritage struggled with their shooting against Del Oro High School from Loomis in the final, losing 49-40 to enable Del Oro win the tournament. “I thought we had a really good chance to beat Del Oro,” coach Jeff Jonas said. “I thought we could beat them if we were a little better from the outside. We weren’t very good from the outside in the last game. We weren’t very good in the second game but we got out and ran really well. But Del Oro is really good. They get back on defense so you don’t get a lot of easy (shots).” Jonas was pleased with the performance of junior post player, Amanda Muse, calling her one of the best two players in the tournament and the best low post player. He also lauded the play of senior guard Gabby Martini. While Jonas said that he’s seen better shooting games from Martini, he called the tournament the best three-game stretch he’d ever seen from her because of her defense. Jonas was also encouraged by the tournament that sophomore point guard Kendall McClure had, particularly in the final when she had to deal with something that she and her teammates hadn’t seen much of this season. “They switched to a 2-3 zone defense at the end of the third quarter and she had to figure out how to run the offense against that,” Josee Basketball page 12

Falcons’ goal: repeat title in competitive BVAL soccer By Michael Dixon Correspondent
The 5-1-2 mark the Freedom High Falcons soccer team posted in the Bay Valley Athletic League was good enough for a league championship last year. This year’s Falcons are hopeful that last year’s success was only the beginning. Freedom’s team has been one of the best in the area for a long time. While there was no North Coast Section tournament last season, the last time one was held and Freedom wasn’t a part of it, the current players were young children. The underclassmen weren’t even elementary school age. But when practice on Tuesday, Jan. 4 ended, this year’s Falcons laid out their goals; one of them was to accomplish something that no Freedom team has ever done. “Their goal -- as defending champions -- is to be the first team at Freedom to go back to back,” coach Sal Acevedo said. “And to make NCS. We’ve done that for 12 straight years and want to keep that streak. Want to be disciplined -- to not earn any red cards and keep yellow cards to a minimum. I thought that was really good. And we’d like to have an NCS home game. We have to finish as a high seed, top 5.”
While the league schedule has yet to get underway, the early returns have been positive for the Falcons -- although things started inauspiciously. Freedom opened the season on Dec. 6 with a 4-1 loss to Dougherty Valley. Two days later, the Falcons met Foothill and had the same 4-1 result, only on the right end of it. Freedom then defeated Kennedy 4-1 and De Anza 2-1 in its next two games. Most coaches would be happy with a 3-1 start. Acevedo, though, was particularly pleased to see the Falcons bounce back after a lackluster opener. “It’s one of the things that we always work on -- the mindset to find ways to deal with adversity,” he said. “That game dealt us so many things that we knew we needed to work on. We came back strong, made no excuses and held ourselves accountable, knowing we’re better than what we showed on the field.” “We knew it was one of those games, we put it behind us, took the positives we can,” Acevedo added. “For them to bounce back and win three in a row, it tells us as coaches that they did just that. They bounced back from that first game like we’d want them to.” The Falcons have been a strong, bal-
anced team through the early games. Junior striker Elias Castro leads the team with three goals. He and senior striker Dominic Gamero are the only Freedom players with more than one goal but four others have one. The assists have been similar. Senior center-mid Angel Rondan leads the team with two while five other players have one. Rondan, a captain, has been one of the integral players to the Falcons early success, controlling the midfield with his strong ball handling and recovery skills. Acevedo said that junior midfielder-defender Juan Diego Botello has played more minutes than anyone in the team, playing an efficient game and knowing when to take risks and when to be more conservative. Junior right-back Mark Salgado, meanwhile, has been one of the top Falcons at transitioning. Acevedo has also been impressed by the team’s depth. He’s spent much of the time during preseason games and practices trying to figure out what the starting lineup will be when the BVAL season gets going. “We’re figuring out some positions, and some are still up for grabs,” he said. “Players are fighting for starting positions and playing time. We have a lot of depth. Practice has been really competitive, the most it’s been in probably five years. We
have at least two players fighting for every spot.” Acevedo sees a good attitude with his team. “We see a lot of positivity and guys happy to be out there,” he said. “But we’re still struggling. We still don’t have all the resources. But the fact that we’re having a normal season, that we have NCS to look forward to, that alone has the boys motivated.” The BVAL schedule will get underway on Wednesday, Jan. 12 with a 6 p.m. home game against an Antioch team that, like Freedom has, enjoyed a strong preseason. While Freedom’s goal is to repeat as league champions, Acevedo knows that doing so will require the Falcons to be at their best every time they step onto the pitch. “As always, I think when league (play) starts, games are different,” Acevedo said. “The intensity and rivalry make for competitive games. Pittsburg is always strong. I haven’t seen them but I’ve been really surprised at Antioch. It looks like they’re having a nice run. You can’t take anyone lightly. My expectations for us is that every team is going to play us hard, especially as defending champions. We have to be ready for that. We have to be at our best.”

Then she figured it out, got the offense going and we pulled into the game. That was a big step for her.” The loss to Del Oro was only the Patriots’ second loss of the tournament, as they ended 2021 with a 10-2 record. Jonas cited the growing leadership roles of players like Muse, Martini and senior Alyssa Ramirez as
a big reason why the season has gone well. He also praised the improvements of McClure as well as senior Zeni Purge, who’s moved into the backcourt and is averaging 11 points and 6.7 rebounds a game. The Patriots have additionally been buoyed by the strong play of sophomore wing player Ashley McNabb coming off of the bench. “You see kids in open gym and you can tell, she’s a good athlete but when they have to play for real, it sometimes looks a little shaky,”
Jonas said. “But over the last two weeks, she’s come off the bench, gotten good minutes defensively and has spurts on offense. Defensively, she’s getting into our press and is taller and longer than other kids who start. It’s a nice luxury to have off of the bench. I’ve seen some real improvement out of her.” Following the West Coast Jamboree, the Patriots went into a period where they had more than a week off. They’ll next be in action against Vanden High School from
Fairfield with an 8 p.m. game on Friday, Jan. 7 as part of Pittsburg’s New Year’s Shootout. After that, Heritage will go into its league season. The Patriots will open their Bay Valley Athletic League schedule on Tuesday, Jan 11 with a 7 p.m. road game against Pittsburg. Heritage will have its first home BVAL game on Thursday, Jan. 13 against Freedom at 5:30 p.m. “Hopefully we’ve learned some lessons and we’re ready,” Jonas said.

Toxic mushrooms more abundant now REGIONAL With early season storms bringing much-needed rain to the area, wild mushrooms – including the toxic death cap mushroom – are beginning to fruit in the East Bay, according to the East Bay Regional Park District. Park district officials say It will be a prolific year for all fungi, which are an ecologically important part of parklands. Some of them contain toxins, with two of the world’s most toxic mushrooms, the death cap (Amanita phalloides) and Western destroying angel (Amanita ocreata), both found in the Bay Area during the rainy season. The death cap and Western destroying angel mushrooms contain amatoxins – molecules that are deadly to many animals if consumed, officials said.

Symptoms may not appear until up to 12 hours after consumption, beginning as severe gastrointestinal distress and progressing to liver and kidney failure if treatment is not sought immediately. East Bay Regional Park District Naturalist Trent Pearce documents and teaches about fungi in the Bay Area. “Both of these mushrooms are mainly associated with oak trees and can be found growing anywhere oak roots are present.” Pearce said. “They can also be lethal to humans and pets if consumed.” Usually fruiting in fall, the death cap is a medium to large mushroom that typically has a greenish-gray cap, white gills, a white ring around the stem, and a large white sac at the base of the stem, officials said.

Officials measured the snowpack at the Phillips Station at 78.5 inches, more than 200% of average at the location for this time of year. “We could not have asked for a better December in terms of Sierra snow and rain,” said DWR Director Karla Nemeth. “But Californians need to be aware that even these big storms may not refill our major reservoirs during the next few months. We need more storms and average temperatures this winter and spring, and we can’t be sure it’s coming. So, it’s important that we continue to do our part to keep conserving – we will need that water this summer.” Sierra snowpack accounts for about 30% of the state’s water supply. And while the news this season is good, DWR warned that a wet December can still be followed by dry weather in January and February, as happened in 2013. A good start that year ended with one of the driest years on record. “California continues to experience evidence of climate change with bigger
swings between wet and dry years and even extreme variability within a season. A wet start to the year doesn’t mean this year will end up above average once it’s all said and done,” said Sean de Guzman, manager of DWR’s Snow Surveys and Water Supply Forecasting Unit. The impact of this season’s precipitation to date is reflected in the data presented by the U.S. Drought Monitor. It reports that as of Dec. 30, 100% of the state remained in some level of drought, but less than 1% was categorized as D4, which represents ‘exceptional’ drought conditions and is the most severe rating. Thirty days earlier, 23% of the state was categorized as D4 and 90 days ago more than 45% was experiencing exceptional drought. The portion of the state experiencing severe drought conditions, D2, jumped from 6% three months ago to 53% at the end of December. Once Breitstein and her staff have
concluded their research, they will present them to the board at a meeting. Then, the board may decide to vote on term limits, and how many terms directors should be limited to. “I think it’s something that is good for us to explore,” said Director Ashley Porter. “Ultimately, it goes to our constituents to vote on and I think that’s something they should decide.
