BRENTWOOD City leaders have put the brakes on a longawaited Highway 4 sound study until pre-pandemic traffic flows return to generate accurate results. The city council had unanimously directed staff to explore conducting the study in late 2019, following a flood of trafficnoise complaints from residents. But the endeavor didn’t get up to speed before March 2020 stay-athome orders halted traffic levels. “While the work on the scope of the work began, the study did not proceed before the pandemic descended on us,” said Assistant City Manager Terrence Grindall. “The stay-at-home orders reduced traffic levels to the point where conducting the study would not have provided us valuable information.” Residents in Siena Village, Trilogy, the Summersets, Pheasant Run Estates, Tuscany and Diablo Estates, among other areas, have long complained that the highway noise diminishes their quality of life, including their sleep. “I can hear the highway from my backyard, and I am quite a distance from the freeway,” said Brentwood resident Rod Flohr. Although the city is not responsible for noise from the state highway, the study is expected to shed light on the extent of the issue, compared to acceptable city general plan noise standards.

OAKLEY The entire board of the Oakley Union Elementary School District (OUESD) resigned last week following a series of disparaging remarks trustees made during a brief hot mic exchange. Believing the regularly scheduled board meeting on Feb. 16 had not yet gone live, district board members were heard on video criticizing parents. Discovery Bay girl wins essay contest by Dawnmarie Fehr Correspondent

DISCOVERY BAY Claire Kane has penned her way to the top of the state’s students in the Veterans of Foreign Wars (VFW) Voice of Democracy essay contest and will go on to compete at the national level. The 17-year-old Liberty High School senior put her thoughts to paper when the VFW asked the question “Is this the America our founders envisioned?” as the topic for this year’s essay. “My essay was about the political divide that is going on right now, and how people are looking up to others in society, and how kids are learning from their parents and trying to work toward a better future,” said Claire. “I was looking at everyone around me, and I know a lot of my classmates and my peers have been talking about how divided everyone is, and it’s something that has been in the news lately. I thought it would be nice to write about that, if that is something the founders thought could happen or would happen.” Claire said she researched quotes from early Americans on the pros and cons of a two-party system. Todd said he and the rest of the post are proud of her efforts. “This is the first time the post has had someone go to the national level,” Todd said. “That’s a pretty big thing. She has a chance of winning $30,000. That kid is smart; she is doing good.”

Claire said she has always enjoyed writing opinion pieces and exploring new topics. The open-ended question posed by the contest stirred her imagination, and she hopes students will continue to be inspired to participate. “I would encourage people to do it next year,” Claire said. “I found out about it on an off chance, and I think the more people who do it the better. It really was

such a good experience to write about something everyone can have a different perspective on.” To get to the national level, Claire first defeated the other competitors in the Brentwood post. Then she went up against winners from other posts in the district and finally the state. With the title of state winner came $2,700 in scholarships. Her essay will be judged at the national level sometime in mid-March. The national first place winner will receive a $30,000 scholarship, and runners up will also receive scholarships ranging from $1,000 to $16,000. Todd said one piece of Claire’s prize did fall victim to the COVID-19 pandemic: a trip to Washington, D.C., to visit the white house. With shelter-in-place restrictions, social-distancing requirements and uncertain flight schedules, the VFW simply eliminated that piece of the puzzle. There will be a virtual ceremony once winners at the national level are announced. The Voice of Democracy essay contest was originally established in 1947 to provide high school students with the opportunity to express themselves on topics related to democracy and patriotism. Each year, approximately 65,000 high school students compete to win a share of the $2.1 million in educational scholarships awarded through the program. Cause of Bethel Island boat fire released by Tony Kukulich Staff Writer

Authorities have determined that a space heater was the cause of a boat fire on Feb. 7, that claimed the life of a Bethel Island resident.

BETHEL ISLAND Improper use of a space heater has been determined as the cause of a boat fire that cost a Bethel Island man his life earlier this month. Fire Marshal Steve Aubert of the East Contra Costa Fire Protection District released the results of his investigation into the Feb. 7 boat fire that claimed the life of 56-year-old Douglas Hiles. “While the weather can be cold during this time of year, portable space heaters have very specific manufacturer’s specifications for use,” said Aubert. “These typically call for clearance requirements and safety protocols to safely operate one of these devices.” The fire at the Bethel Island Marina on the 400 block of Riverview Place in Bethel Island was reported shortly before 10 p.m. ECCFPD fire crews arrived to find the boat fully engulfed in flames. Hiles was believed to have been on the

boat at the time of the fire, but damage to the vessel from the fire made it impossible for investigators to conduct a thorough search of the vehicle that night, and plans were made to pull the boat from the water the following morning. Search efforts were complicated after the boat sank around 1:30 a.m. Monday, Feb. 8. According to Aubert, the boat was salvaged Feb. 10 by the Contra Costa County Sheriff’s Office, and Hiles’ body was recovered. Smoke inhalation was determined to be the cause of death by the Contra Costa County Coroner’s Office. Brian Oftedal, president of the ECCFPD Fire Board, said the incident serves as a reminder of the importance of smoke detectors. “If you are living on a houseboat or in a mobile vehicle, please ensure that you have a working smoke detector and carbon monoxide alarm,” Oftedal said. “Please give yourself and your family enough warning to escape a potentially deadly situation.” To view a slideshow, visit www.thepress.net/ multimedia/slideshows

Council approves updated fire impact fees by Tony Kukulich Staff Writer

OAKLEY After two hours of spirited debate, adoption of updated fire service impact fees by the Oakley City Council appeared anything but certain. When the issue finally came up for a vote, the council voted 5-0 to adopt the impact fee study proposed by the East Contra Costa Fire Protection District (ECCFPD), along with other measures intended to resolve long-standing issues between the city and the district. “At Tuesday night’s meeting, the Oakley City Council asked the tough questions about the proposed ECCFD impact fees and the (memorandum of understanding),” said Mayor Sue Higgins. “We were able to discuss how we got to the place where we are now – in a position to move forward with a better understanding and relationship. We have a city council ad hoc committee that has helped the discussions between the two agencies. I am glad the ECCFD impact fees were unanimously approved, and it shows that the many, many hours of hard work on both sides was worth the effort.” The impact fee issue has come before the council on several other occasions. In each circumstance the council declined to take the matter up, and the item was continued to a future date. “I had serious concerns about the impact fees and how they would fit ECCFPD’s

impact fees were unanimously approved, and it shows that the many, many hours of hard work on both sides was worth the effort.

Oakley Mayor Sue Higgins Commercial, office and industrial buildings all paid $0.167 per square foot under the prior schedule. Those fees increase to $0.89, $1.19 and $0.59 per square foot, respectively. Prior to the decision, district resident and former ECCFPD board candidate Ben Kellogg issued a public comment, urging the council to consider their constituents when voting. “This is your opportunity to reverse the course of previous years of stonewalling on this issue,” said Kellogg. “Stonewalling is not what your constituents want … Voters will remember should members vote no tonight for increasing fire protection in Oakley and who voted with the people of Oakley.” The council’s vote also approved a memorandum of understanding (MOU) between the city and the fire district that brings closure to issues surrounding the Station 55 Agreement. The district asserted last

October, among other things, that the city violated the Station 55 Agreement when it allowed the developer of the Contra Costa Logistics Center to lock in impact fees for the entire project at the then-current rates. The common practice is to assess impact fees at the time that construction permits are pulled. The district claimed that the move cost approximately $800,000 in lost impact fee income, assuming that the new fee schedule would be in place when construction permits are issued at some future point in time. While the city contested the district’s position, neither side was anxious to see the matter litigated. The newly approved MOU offers the district a 1.07-acre property located northeast of Live Oak Avenue and Neroly Road in exchange for the district waiving all claims related to the Station 55 Agreement. The property is to be used for the construction of a fire station. The district can, at its discretion, sell the property and use the proceeds of the sale to purchase another lot in Oakley for that same purpose. “From my perspective, the district and the city are moving past a very difficult couple of months,” said Helmick. “I’m confident we collectively built a bridge and have a reestablished great working relationship. The tone of tonight’s meeting is what I would call the beginning to the end of our respective frustrations throughout this difficult conversation. I feel it is fair for all elected and staff members to work through this healing process at their own pace.”

needs and the city’s,” said Councilmember George Fuller. “City Attorney Derek Cole’s professional assessment, combined with Chief Helmick’s, convinced me that implementing the impact fees would be prudent for Oakley residents’ common good.” With the vote, a uniform impact fee schedule is now in place across the fire district. Oakley was the last jurisdiction within the district’s borders to approve the new fee schedule. The City of Brentwood and the Contra Costa County Board of Supervisors, representing the district’s unincorporated areas, approved the new fees last year. “The 5-0 vote from the Oakley City Council is a great step forward for the fire district and all of our residents throughout the district,” said ECCFPD Fire Chief Brian Helmick after the vote. “Further, with this now being approved, we will be able to fund three stations to address growth through the district: one in Oakley, one in Brentwood and one in the unincorporated areas of the district.” Fire service impact fees are one-time assessments developers pay to offset the increased demand for fire and emergency services that result from new development. The use of fire service impact fees is restricted to capital expenditures like new fire stations, engines and tools. The schedule used to assess those fees in Oakley was last updated about 30 years ago. A new residential building will now pay $779.18 to $1,317.97 compared to the $779.18 fee outlined in the old schedule.

Students to create diversity-themed public mural by Kyle Szymanski Staff Writer

BRENTWOOD A portion of the city’s drab downtown parking garage will soon get an inspiring and colorful artistic upgrade, courtesy of Liberty High School’s Public Art and Design Academy. Academy students recently received cityleader approval to install an abstract community diversity mosaic mural on the civic parking garage’s interior entrance-exit wall. The city’s public-art acquisition fund, comprising development fees collected for the acquisition and construction of public art, will cover the project’s $12,299 cost.

“The goal for this project is to create a colorful and eye-catching piece of art that will also highlight our diverse community in this beautiful city,” said Liberty student Gary Martin, a member of the high school’s academy for students interested in pursuing visual arts. The nearly 4-foot-tall, 49-foot-long ceramic tile and colored glass creation will feature an array of butterflies winding through branches, in a symbolic ode to an envisioned diverse and hopeful future. “When trying to create a design around a theme of diversity, we wanted to create something that didn’t exclude anyone based on their race, religion, age or any factor,”

OAKLEY The fall of a piece of the city’s history in Civic Center Park will end up growing into a bright future. One of the park’s two nearly 200-year-old oak trees toppled last year, but a slew of park improvements will blossom in its place. During a Feb. 9 city council meeting, public works confirmed that a blue sequoia tree, additional amphitheater seating, a small children’s playground and additional landscaping will be added to the park. The decision follows discussions from December regarding how to rebuild the area. “We feel as a staff this brings a number of components that would really complement the Civic Center Park and add to its beauty,” said Public Works Director Kevin Rohani. The estimated 35- to 40-foot-tall blue sequoia, with potential to grow three feet a year until it reaches 70-100 feet, will be the new centerpiece, closer to the veterans’ memorial area, and possibly serving as the city’s future Christmas tree. A playground, with play features resembling tree trunks and stumps, will be erected, along with additional amphithe-

We do want to make it super welcoming.” Vice Mayor Randy Pope agreed. “I love the idea, love the concept,” he said. Contracts for the work, with designated costs, are expected to go before the council, but the city has not disclosed when the project might be completed. DISCOVERY BAY Residents will be able to watch their town board meetings on a live video stream as soon as April. Currently, residents only have the ability to listen to the meeting through a phone call. That option will still be available to those who prefer it. At the Feb. 17 meeting of the Discovery Bay Community Services District (CSD) board, staff presented options for video conferencing software and hardware. Though several options were researched and presented, the board voted to purchase staff’s recommendation of GoToWebinar Pro for the software solution and Poly Visual and Audio Systems for video equipment. “The town decided to move to this because the teleconferencing is a little bit difficult to deal with,” said Dina Breitstein, the town’s assistant general manager. “Especially with COVID continuing on for so long, we thought we should get on board with really including the public in our meetings, so they can see the board, see the staff and feel like they’re in the room with us.” With the board’s approval in hand, town staff will sign a 36-month agreement with GoToWebinar Pro for $199 per month, or $2,338 annually. The Poly video equipment will be purchased through the town’s IT firm, Precision IT, for $11,785 and installed at $125 an hour. Costs for both the software and equipment will be shared between budgetary zones, with water and wastewater funds covering 80% of the annual cost and the community Center, Zone 8 and Zone 9 funds covering the remaining 20%. Breitstein noted the new system could be up and running as soon as the town’s first

meeting in April. Instructions for accessing the meeting via video stream or teleconference will be on the meeting agenda, available on the town’s website. Town to apply for park program grant During the meeting, town staff also discussed its efforts to apply for a grant through the California State Parks Proposition 68 Statewide Park Program. If secured, the grant would fund a new linear park on the south side of Clipper Drive between Windward Point and Cove Place. Since December, recreation programs supervisor Monica Gallo and parks and landscape manager Bill Engelman have led a series of townhall meetings to gather input and ideas for the new park, per the grant’s requirements. Those ideas were presented to the board for approval during last week’s meeting. “The board approved the recommended amenities for the linear park, and we are now moving forward with the writing of the grant,” said General Manager Mike Davies. “That has a due date of March 12, so that’s what we are moving forward with, we will write the grant and submit.” Davies added that the town will be notified by the Prop 68 program in late August if they’ve been awarded the grant. Traffic control measures reviewed Another item on last week’s agenda was a letter to the county regarding the traffic control measures implemented at the intersection of Highway 4 and Discovery Bay Boulevard. The board voted to send a letter to the county requesting Caltrans take a fresh look at the intersection and consider if there are safer, more effective and more appealing engineering and design solutions to the traffic controls currently in place. Where to get your vaccine in East County Susannah Meyer, Brentwood’s newly elected city council member has been extremely helpful in getting information to our local seniors about COVID-19 and other important issues affecting our community. As a first-time politician, she hit the road running, relaying data Senior to people in her district, orner especially seniors that are still sheltering-inplace. Since the vaccine became available, there has been a flurry of phone calls for appointments, and the system is Marla Luckhardt understandably slow. In fact, it is overloaded, and one must be a little aggressive and creative in one’s search for the vaccine. Last week, I shared our experience as we now wait for round number two of our shots. Sign up wherever you can, starting with the Contra Costa country website, www.contracosta.ca.gov, as well as your local Safeway www.safeway.com/ pharmacy/covid-19.html. Call your nearby CVS and Walgreens to see what their policies are and when they can fit you in.

As a courtesy to others, make sure to keep it and then let anyone else that contacts you know you have already been scheduled so they can give it to the next person. According to Meyer, every adult over 75 here in Brentwood and surrounding areas has gotten an appointment if they have registered. That in itself is great news but look out for each other especially any loved ones and neighbors living alone, that may not be aware of the ways to sign up. Transportation issues for seniors who do not drive have been addressed but not solved, according to Meyers. What is a seborrheic keratosis? REGIONAL Thanks to education and awareness about skin cancer, more people are taking heed of skin growths and visiting their dermatologists. A spot or mole on the body can be a cause for concern. A seborrheic keratosis is one such type of skin growth that is actually benign but may cause concern due to its appearance. Seborrheic keratoses, or SKs, are one of the most common noncancerous skin growths, says The Mayo Clinic. Although

anyone can get them, they are more common in middle-aged to older adults. The American Academy of Dermatology says a seborrheic keratosis may seem worrisome, because it can look like a wart, a precancerous skin growth or even skin cancer. However, despite their appearance, SKs are harmless. How do SKs form? Seborrheic means greasy and keratosis means thickening of the skin. Despite the

name, SKs are not known to be caused by an abundance of sebum in the skin, nor are they limited to areas of increased oil production. The exact cause of SKs isn’t known, but some doctors feel that an overproduction of skin cells can cause a thickening of the skin in certain areas. Appearance of SKs Some of these growths have a warty, rough surface, while others look like dabs of warm, brown candle wax on the skin. ADA

says they can range in color from white to black, but most are tan or brown. Treatment Unless a seborrheic keratosis is in an area that causes constant irritation, there is really no need to seek treatment. However, dermatologists can remove them quite easily if they are unsightly or uncomfortable. A topical anesthetic, cryosurgery or laser therapy is possible. – Courtesy Metro Creative

Going back to school safely

Editor: No one wants to be back in the classroom more than educators. I want to welcome every one of my students back to my classrooms in a way that keeps everyone safe – students, their families and staff. As California continues to struggle to control the pandemic, which is still impacting many communities disproportionately, a phased-in approach that responds to local conditions and transmission rates has to be part of a responsible return to in-person instruction.

Any path to bringing students back to campuses will require implementing multi-layered mitigation strategies that consider community conditions and include robust cleaning and updated ventilation systems, asymptomatic testing of students and school employees, six-feet social distancing and enforcement. To reopen schools for in-person instruction, the state must ensure all employees required to report in person have been provided the opportunity to be vaccinated before students return to campus. The vaccine distribution should prioritize educators in

schools already open and schools in communities with high transmission rates. We must take a comprehensive and data-driven approach to reopening schools that includes addressing community spread. After all, no matter how safe of a bubble we put around our schools, the students and staff inside go home at the end of the day. Resignations were the best solution Editor: In my opinion the Board has done the “right” thing by immediately resigning. I question why the Board Superintendent has not followed suit. In my eyes, he is just as culpable, and perhaps more so, then the board members in this fiasco. The superintendent was put in this position of trust to act as a leader. He should be a role model for the other board members. In reviewing the video I find his silence to be deafening. While I appreciate his comments, I find them to be somewhat self-serving in terms that he does not directly address his own responsibility in the matter. George Provol Oakley

A handful of outdoor Bay Valley Athletic League (BVAL) sports have bounced back into action, and it appears more will soon move forward. The state department of health has released updated youth and recreational adult sports guidance, clearing the way for the return of more outdoor sports, including football, soccer, water polo, baseball and softball, in counties with COVID-19 rates at or below 14 cases per 100,000 residents. Contra Costa County’s rate stood at 14 as of Feb. 24. A few sports not specifically bound by case-rate limitations, including crosscountry, swimming and diving, golf, tennis and track and field, were cleared to resume earlier this year. “Youth sports are important to our children’s physical and mental health, and our public health approach has worked to balance those benefits against COVID-19 risks,” said Dr. Tomás Aragón, California Department of Public Health director. “With case rates and hospitalizations declining across California, we are allowing outdoor competition to resume, with modifications and steps to reduce risk, in counties where case rates are lower.” Official Bay Valley Athletic League

Competitions, meanwhile, will be-

gin on March 19 for football; March 30 for baseball and softball; April 27 for soccer teams; and April 28 for water polo squads. Bay Valley Athletic League teams will compete only against one another this school year. The state requirements mandate that

football, rugby and water polo players undergo state-funded weekly COVID-19 tests in counties with case rates between seven and 14 cases per 100,000 residents. All minors’ parents will be required to sign an informed consent form indicating their understanding and acknowledgement of the risks, and teams will also be required to follow general COVID-19 prevention measures, such as wearing masks during non-activity and not sharing drink bottles and other personal items. Despite the myriad requirements, coaches and administrators expressed widespread excitement for the return of additional sports this week. “We are really excited all our outdoor sports have a pathway to competition,” said Heritage Athletic Director Nate Smith. “We would like to have that translate into something for our indoor sports as well.” Liberty Athletic Director Andrew Lonsdale expressed similar sentiments. “(The return of more sports) is a great thing for the kids,” he said. “I hope everything goes off without too many issues. Liberty cross-country teams cruise to victory by Kyle Szyamnski Staff Writer

The Liberty High School cross-country teams waited several months for last week’s return to competition. The Lions didn’t let that chance escape without capturing glory. The Liberty boys’ and girls’ squads raced to victory, with both Lions teams winning 15-DQ. Freedom didn’t have enough runners to score. “It’s amazing to be back and be able to do what we love out here,” said Liberty head coach Eric Morford. “Everybody has followed COVID protocol as closely as they can to make this as safe as possible. It’s been tremendous to be able to see them go out there and show themselves how great they can be.” Racing on a modified track utilizing the Liberty track and campus, the Lions clinched the top six spots in the girls’ race, with junior Kiran McWilliams (19:12.0), sophomore Karyss Mendes (20:04.1) and senior Sidney Jenks (20:19.0) finishing 1-2-3. The boys were equally impressive, claiming eight of the nine top spots, in-

cluding the top two positions. Senior Keene Sample (14:55.0) and sophomore Matias Rogers (15:02.0) crossed 1-2, with Freedom junior Wyatt Erickson (16:07.8) in third. Liberty sophomore Dylan Baptista (16:31.0) and Lions senior Marcelo Lugo (16:52.1) rounded out the top five. “It was great to be back in the Liberty uniform with all the boys,” Sample said. “The first two miles we were feeling it. We started to die, but we knew we put in enough training to get us through to the end.” McWilliams, the girls winner, said that after waiting a year, she wasn’t going to let anything keep her from crossing first. “Just being able to have the chance to come out and race motivated me and pushed me through the pain,” she said. Freedom’s top finisher in the girls’ race was seventh-place Talia Brown, finishing in 25:23.0. ormer Heritage High School football star Aidan Quinn, now at Arizona Christian University, is now the college’s all-time rushing touchdown leader with 14. Quinn broke the record in the Firestorm’s 27-10 win over Langston Feb. 20. Quinn already leads the school in career rushing yards (over 1,400) and career rushing attempts (over 290) according to the team’s website. In 2016, the Liberty Lions wrestling team cruised to the Bay Valley Athletic League tournament championship. A total of six Lions won championships, and all 14 wrestlers in their lineup qualified for the North Coast Section (NCS) meet. Liberty racked up 245.5 points, well ahead of secondplace Pittsburg with 151. Liberty’s Bryar Edwards (120) completed a triumphant, four-year run at the tournament, winning his fourth title at the event with a firstround pin of Freedom’s Avery Waddell. Arguably, the biggest surprise of the tournament also came from Liberty, when third-seed Cisco Vega (145), who moved up a weight class, romped past the first and second seeds in the tournament to capture the title with an 11-4 win

over Pittsburg’s Jerric Bato. Liberty’s Tino Curiel (120), who was battling a severe case of the flu, didn’t let his illness stop him en route to his third league title, in a 6-4 overtime win over Antioch’s Evan Schneiderman. Fellow Lion Justin Hansz also picked up his third league title, with a 6-0 victory over Heritage’s Riley Briggs, the lone Patriot to reach the finals. Lion freshmen Adrian Chavez (152) and Hunter Smith (160) rounded out the Liberty champions with back-to-back pins of Antioch’s Jacob Mays and Pittsburg’s Sam Zamora. Freedom freshmen Dakota Unpingco (106), Mason Hartshorn (113) and Tyler Bennett (132) all emerged victorious, ensuring Freedom did not go home empty-handed. The Falcons finished fourth as a team.

Contra Costa extends vaccine eligibility to essential workers Teachers, grocery workers and other frontline essential workers who live in Contra Costa County can now sign up to receive safe, effective COVID-19 vaccines at no cost. Contra Costa Health Services (CCHS) updated its policy to extend COVID-19 vaccination eligibility to residents who work in education and child care, food and agriculture, and emergency services as defined by Phase 1B of California’s vaccination plan. “We are committed to protecting all of our educators by ensuring they can access the COVID-19 vaccine,” said Diane Burgis, chair of the Contra Costa Board of Supervisors. “It is critical that we prioritize the health and well-being of all the essential workers who have cared for us and our families throughout the pandemic.” Residents in these groups, as well as county residents who are 65 years and older who have not yet been vaccinated, can sign up to access state and federal sites through MyTurn (myturn.ca.gov) or by calling 1-833422-4255. Essential workers and residents 65 years and older can also request immunization appointments through CCHS and join the county waiting list for COVID-19 vaccine. However, due to a temporary reduction in vaccine supply from the state, all appointments at county sites are filled through the next two weeks at least. People who need to cancel an existing

appointment or who received a first dose of vaccine through CCHS and need to make a second-dose appointment should call 1-833829-2626. When more appointments do become available, CCHS will continue to prioritize county residents who are 65 or older as well as eligible essential workers, particularly those who live or work in the local communities most heavily affected by the pandemic. CCHS continues to move forward with a workplace-based outreach effort to immunize essential workers in high-risk jobs in the county’s hardest-hit communities, including food and agriculture workers. Workers at sites selected for the program will be contacted by their employers. Sorry, that’s just me.” Board members can be heard laughing at the remark in the background. Approximately two minutes into the conversation, the trustees became aware they were being recorded publicly, at which point, the screen went dark. The exchange went viral and public reaction to the video was swift. “This is how elected school board members behave at work?” said Dita Wilson in an online Press post. “Unbelievably unprofessional. You’d be fired immediately from your non-government job. Please resign. Parents and students have been through enough already!” Other comments also supported the removal of the board. “That entire board should resign for

OUESD Superintendent Greg Hetrick issued a statement addressing the incident. “Last night at the Oakley Union Elementary School District regular board meeting, there were unfortunate, and truly inappropriate comments made that were heard by many,” he wrote. “These comments are not typical, and more importantly they are not what the community should expect from our school district … I know that we lost trust with the community. I will not make excuses for what happened or why it happened. I am the superintendent. Jimmy Lee, public information officer for the Sheriff’s Office, stated Tuesday morning that Meeks and the child had been located and were safe. No other information was provided. Investigators have not yet provided a possible timeframe for Iliff’s murder, nor have they established a relationship between the victim and Williams. It is also unknown if there is a connection between Iliff and Meeks. Shortly before the drive-by shooting, Williams is suspected of having committed an armed robbery in Brentwood. A man now believed to be Williams entered a Quik Stop around 8:30 p.m., displayed a firearm and demanded cash, said Lt. Walter O’Grodnick of the Brentwood Police Department. The suspect fled the scene with the cash and some merchandise in a silver SUV. “Our agency confirmed the suspect in our robbery is connected to the ongoing investigations in Antioch and Discovery Bay,” O’Grodnick said on Sunday. “No additional information is being released to preserve the integrity of this complex multi-agency investigation.” A short time later, witnesses observed the driver of a silver SUV fire at emergency personnel who had answered a medical call in the parking lot of a Panda Express on the 1900 block of Auto Center Drive, striking a

Contra Costa County Fire Protection District (ConFire) firefighters, American Medical Response (AMR) paramedics and officers from the Antioch Police Department (APD) had responded to the location at 8:53 p.m. following a report of an individual suffering from an abdominal injury, said ConFire Fire Prevention Capt. Joseph Ottolini. While treating the injured man, the suspect drove by the scene at 9:08 p.m. and fired multiple rounds. According to an APD press release, the suspect then turned around, drove back by the scene and opened fire a second time. The firefighter was struck in the foot and the paramedic was hit in the leg. An ambulance and police car were also struck by gunfire. The injuries suffered by the pair were not life threatening, Ottolini said. A ConFire social-media post stated that both were in stable condition after being transported to a local hospital for treatment of their wounds. “Tonight’s senseless shootings are a vivid reminder of the very real dangers our first responders face, often side-by-side with our law enforcement partners, as they work to save lives across our communities,” Lewis T. Broschard III, ConFire fire chief said. “We are grateful for the public outpouring of support for our wounded firefighter and AMR paramedic and for the work of law enforcement across the Bay Area to bring the perpetrator

He said the constant noise precludes his family from getting a full night’s sleep; causes health problems; shakes their residence; sours outdoor neighborhood gatherings; and leaves them stressed and irritated. “There was never a noise study done in this corridor,” he said. “The first one was done in 2006, when the community was not built and that does not address the issue. The second study was done in 2014, when the bypass authority met, prior to the highway being built. That sound study was done in Summerset, not the Trilogy or Siena area.”

Grindall said that whenever the sound study results materialize, the city will share them with the California Department of Transportation, which manages the state’s highway system. It’s unknown, however, what remedies can or will result. “There are a lot of people who live near highways and have noise complaints,” Grindall said. “Caltrans does address them eventually.” The city has put out a request for the sound study work to be completed and has sent it to qualified noise consulting firms.
