REGIONAL The East Contra Costa Fire Protection District (ECCFPD) Fire Board recently approved a plan to assign sworn peace officer status to the district’s fire marshal, deputy fire marshal and fire investigator positions. Drawing a distinction between fire investigators and inspectors, the peace officer designation will afford investigators capabilities not currently available to the district’s fire inspectors. These will include the ability to detain, question and arrest suspects; book suspects into jail; bring charges to the district attorney and issue subpoenas. “The main benefit is that it changes our ability to have further access to information regarding contacts we make in the field,” said ECCFPD Fire Marshal Steve Aubert. “Right now, as a non-peace officer working with our allied police agencies, they can’t share information about anyone we may

by Kyle Szymanski OAKLEY The city’s finances appear to be staving off severe pandemic-induced impacts, according to a recent budget update. The city’s mid-year budget projections show it balanced, with a 20% reserve and a $2.3 million unexpected fiscal-year revenue increase. This is partly due to unexpected big jumps in building-related revenue and sales and property taxes. “Team Oakley has taken pride in being fiscally prudent,” said Mayor Sue Higgins. “Our last independent audit found our budget to be without any discrepancies and was 20 years in a row of being so.” The number of new singlefamily dwelling permits in the first half of the fiscal year (312) has already eclipsed last year’s 185 total. This fueled a mid-year budget rise of $830,000 in building and developer fees; a $216,000 jump in building-related administrative fees; and a $173,000 increase in buildingrelated impact administration fees. Property taxes are also expected to jump by $294,000 (to $7.6 million total); sales taxes by $280,000 to $2 million total. This is in large part because of the overall pool of online sales tax revenues outpacing fuel and restaurant sector losses. “Revenues are coming in higher than anticipated, which are mostly nonrecurring revenues, such as building revenues that were much higher than anticipated when we prepared the budget,” Oakley Finance Director Tim Przybyla said.

Department releases 2020 crime stats by Kyle Szymanski Staff Writer

BRENTWOOD Reports of violent and property crime in Brentwood decreased in 2020, while incidences of aggravated assault and rape saw an increase, according to newly released police department statistics. Violent crime incidents dropped 11.5%, while property crimes dipped 3.2%, with robberies, arson, simple assaults, residential burglaries and thefts all declining. “Crime is down, but it was an anomaly year with COVID,” said Brentwood Police Chief Tom Hansen, who noted that due to COVID restrictions and shelter-inplace orders, the department wasn’t able to implement as many preemptive crime protocols as in years past. A handful of other released department statistics appeared to be skewed by 2020’s stay-at-home order and a departmental decision to scale back its proactive

arrests (936 total), wrote 4,777 fewer citations (3,822 total) and initiated 8,590 fewer vehicle stops (13,546 total).

But its response time remained close to average, increasing 3 seconds (4 minutes, 28 seconds total) to respond to highpriority calls and 7 seconds shorter (5 minutes, 37 seconds total) for less serious calls. Total reported violent crime incidents – including murder, rape, robbery, arson and assaults – dropped 11.5%, or 64 incidents, to 494 total. Simple assaults decreased more than any other violent crime category, dropping by 62 incidents to 320 total. “Simple assault” is a term used when a battery is committed against a person, but the incident did not lead to serious bodily injury and a deadly weapon was not used. Among other violent crimes, robberies dropped by 20, to 47. Arson dipped by five, to five total. Teacher, employees honored by district BRENTWOOD The Brentwood Union School District (BUSD) has announced its 2020-2021 Employees and Teacher of the Year. Below are this year’s winners. Teacher of the Year: Scott McCurdy A sixth-grade math and science teacher at Adams Middle School, Scott McCurdy has worked in BUSD for 27 years. He has served in a variety of capacities in education including as teacher and administrator at both the elementary and middle school levels. He’s been a grade level and department lead. McCurdy is a champion for students of all abilities from GATE to those who struggle to access grade-level content. McCurdy collaborates with colleagues to accelerate student learning. His nomination noted, “He leads by example. He is a professional. He loves kids and teaching, and that passion is infectious.” Classified Employee of the Year – Instructional Assistance: Jill Pospisil Jill Pospisil, library clerk II, has worked as a library clerk in BUSD since 2004 starting at Garin Elementary then

Pospisil is a person others can count on. Her passion for reading is contagious with students. Pospisil works to provide students books based upon their interests to spark their love of reading. Pospisil is also very active in Girls Scouts of America and her church.” Classified Employee of the Year – Office and Technical: Anna Foster

Anna Foster has worked for BUSD for 5.5 years. She started as a substitute before being hired a clerical aide to support purchasing in April 2016. In June 2017, she was selected as secretary I in the special education department. “Foster’s skills have grown exponentially over her time in BUSD,” the district stated. “She is a consummate learner and willing to tackle any new assignments given to her. All employees in special education know that Foster helps and supports everyone. She is widely respected by all.”

COVID-19 infection rates diminishing by Tony Kukulich Staff Writer

REGIONAL As the county approaches one year since the implementation of the first shelter-in-place order related to the COVID-19 pandemic, indicators point to a continued easing of the pandemic’s impact. In the coming weeks, Contra Costa County will, in all likelihood, qualify for a move to the less restrictive red tier in the state’s four-tiered Blueprint for a Safer Economy. Once in the red tier, restaurants, places of worship, and movie theaters can offer indoor services at 25% capacity or 100 people, whichever is fewer. Gyms will be able to operate indoors at 10% capacity. Just two months ago, daily infection rates in the county were hitting record highs of 49.3 per 100,000 residents. The most recent figure reported by Contra Costa Health Services (CCHS) was 9.2 per 100,000 residents as of Feb. 21, an 81% reduction. Intensive care unit (ICU) utilization in the county inched toward 100% in early January, while on March 1 only 60% of ICU beds were occupied. To qualify for the red tier, the daily infection rate must be less than or equal to 7.0. Additionally the positivity rate – which measures the percentage of COVID-19 tests that return a positive result

We truly are better together.” The county experienced infection rate spikes in the summer and winter months, and there is some concern that limiting stay-at-home restrictions could lead to a spring wave. Harper confirmed that Contra Costa County has not seen any of the UK or South African variants. “We have detected 85 cases of the so-called California variant, but we can’t say what role that variant may have played in the surge here,” he continued. Earlier this week, Rochelle Walensky, director at the Centers for Disease

Until we reach that point, it’s important that people continue to do things like wear face coverings in public, avoid indoor gatherings and stay home if you’re sick.” With vaccinations playing the key role in squashing the spread of COVID-19, CCHS reports that 24.5%

of adults aged over 16 have received their first vaccine dose, and 11.1% have received their second. The county is nearly one-third of the way toward achieving its goal of administering one million doses by the Fourth of July. However, there is some evidence that the county is struggling to ensure an equitable distribution of vaccine doses. Among the cities with the highest vaccination rates are: Walnut Creek (39.6%), Diablo (35.8%), Danville (33.5%) and Lafayette (31.9%). The cities with the five lowest vaccination rates are all in East County. They are: Antioch (14%), Oakley (13.5%), Bay Point (11.2%), Byron (11.2%) and Knightsen (5.3%). Brentwood’s vaccination rate is 19.1%, while Discovery Bay is (17.8%). In a social-media post, Oakley city officials noted the low vaccination rates in their city and urged residents to get vaccinated. “We encourage all of our residents to take the time to make this personal decision, at your own discretion, for your own benefit and in consultation with your personal doctor,” said Nancy Marquez, human resources director and assistant to the city manager for the City of Oakley. “It’s one action those now eligible can take to further our collective return to normalcy.” For more information on vaccination eligibility, visit myturn.ca.gov.

If you have out-dated cabinets, consider painting them versus spending big bucks on full replacement. Another option is to just replace the doors and have a laminate put over the boxes, but that’s an article for another day… Painted cabinets are VERY trendy right now. In the past, kitchen cabinets were either a natural wood color, or painted white. But right now, it’s common to see cabinets painted in a wide variety of colors. Before painting, consider the rest of the immediate area. If the rest of the area is dark, then painting your kitchen cabinets dark may not be a wise move. Make sure there is enough natural light to provide a balance. Then again, if you have white floors, white appliances, and white counters, then white cabinets may be TOO much white and feel sterile. Unless you prefer the “white-on-whiteon-white” look. Be careful of going with too bold of a color that you may get tired of easily. A bold red or bright green may sound fun at first, but

The force cleared only 30% of rapes (FBI average of 34%), 46% of assaults (FBI average of 57%), 11% of thefts (compared to the FBI’s 21% average) and 7% of auto thefts, short of the FBI average of 14 However, the department did meet the FBI’s clearance figures for murder, burglary, robbery and arson, with the force clearing its one murder, 14% of burglaries, 36% of robberies and 40% of arsons. “(Clearance rates are) something that we continue to struggle with over the past years,” Hansen said. “I am very proud of my officers for the amount of arrests they made out there, but sometimes, on our cold cases, I would like to see an increase and some closures in solving those crimes.” The department’s overall performance received high marks from city leaders. “I get a lot of calls, and nobody ever complains about the police department, which is really nice,” said Councilmember Jovita Mendoza. Fellow Councilmember Karen Rarey added that a recent council decision to allow the department to hire five additional officers should benefit the community. Hansen noted that a change in reporting requirements contributed to the rape category increase. “Without going into too much detail, there are reporting requirements that changed,” Hansen said. “I did go in to make sure we didn’t have serial rapists or stranger rapists.” While violent crime dipped by 11.5%, property crime, including thefts, auto thefts, residential and nonresidential burglaries, dropped 3.2%, or 43 total incidents, to 1,292. Included was a 118-incident drop in thefts, to 977, and a 15-case residential burglary drop, to 43. Nonresidential burglaries jumped by 60, to 144, and auto thefts jumped by 30, to 128. “People were at home more during the pandemic,” said Hansen, alluding to the 15-case residential burglary drop. “Our nonresidential burglaries were up by 60. I would say they were up due to people not being at work.” Although Brentwood crime was generally down in 2020, Hansen admitted that his department needs to improve its clearance rates, which showed that the department cleared a below-FBI-nationalaverage number of rapes, assaults, thefts and auto thefts.

Women of faith are bridging the gap Many of us have lived through the best and the worst of times in our country’s history. I grew up in the turbulent ’60s, when a lot of people were at odds with one another, not so much based on personal behavior, Senior but on the color of orner their skin or their religious beliefs. We fought hard to rectify this, but sadly, there is still too much inability or refusal to walk in another’s shoes. But, for every unkind Marla Luckhardt action there are usually a hundred kind reactions, and this article is about the latter. Women of Faith is a small but mighty group in east Contra Costa County, made up of mostly ladies from Pittsburgh to Discovery Bay. Started in 2016 by Margo Olson, Sandy Heinich, and Chris Shiber – who was the minister at the Byron Methodist Church at the time – their focus has been on bringing our community together. The three women talked about what they could do to unite different faiths by better understanding the various traditions and beliefs. I spoke with co-founder Margo Olson, who says by discussion and openness, we can enrich lives and avoid conflict with open communication. Novel idea? According to Olson, conflict happens when there is a lack of this kind of understanding. Her inspiration for the group started when she attended an International Women’s Day Panel in Danville, where she heard six women, each representing

different religions, share how their faith and traditions impacted their lives. After the presentation, they met informally in small groups, where she had the opportunity to talk with a Muslim woman. The lady shared how difficult it had been for her college-age son to cope with some bigotry while he was away at school. With a son of her own about the same age, Olson commiserated on the challenge of raising children. The two women spoke about faith and realized they had more in common than not. Many friendships were sparked that day, and the impact of the panel was such that she wanted to bring a similar experience to the women of East Contra Costa County. Later on, Olson met Pastor Shiber at a wedding she was officiating. Not long after, she was introduced to Heinich of Immaculate Heart of Mary Catholic Church. Both of these amazing women were willing to join in planning meetings, and soon found the numbers and interest was growing. It wasn’t long before the meetings evolved into faith sharing, where they could discuss different perspectives on the impact of faith in their lives. Eventually, they were joined by

Rochelle and Ava from B’nai Torah Jewish congregation in Brentwood and Dahlia Ibrahim from the Muslim congregation. These women broadened the perspectives and brought much joy to the meetings. Even now, all are welcome to attend the monthly meetings, with the goal of finding something in each religion that can be emulated to strengthen each other’s faith. Each agenda has the following quote from the late Krister Stendahl, Emeritus Lutheran Bishop of Stockholm and Professor Emeritus of Harvard Divinity School, “Establish three rules for religious understanding. When you are trying to understand another religion, you should ask the adherents of that religion and not its enemies; don’t compare your best to their worst; and leave room for ‘holy envy’ by finding elements in other faiths to emulate. These principles foster relationships between religions that build trust and lay the groundwork for charitable efforts.” Overall, the goal of the Women of Faith is to enrich the lives and strengthen the faith of the women in East Contra County through building a clear understanding, and by doing so, increase the faith of individuals and strengthen their communities. By opening their hearts and minds, they find more common ground than differences. Though they call themselves Women of Faith, several men have joined as well. The world is filled with angst and fear at times, so this group reflects the goodness when we welcome each other with open hearts and minds. Mike was a longtime Brentwood resident, who graduated in 1982 from Liberty High, where he found a love for vehicle maintenance in the high school’s auto shop class. Man stops armed robbery at Target by Tony Kukulich Staff Writer

OAKLEY A local resident risked his personal safety when he tackled one of two suspects fleeing an armed robbery and shooting at the Target on the 5700 block of Lone Tree Way in Antioch, Wednesday afternoon, Feb. 24. A press release issued by the Antioch Police Department confirmed that officers were called to the location just after 2 p.m. by the report of an armed robbery at the CVS pharmacy located inside the Target. As police were en route, they received additional reports of a shooting victim at the scene. Officers arrived and found an adult male near the store’s entrance suffering from a gunshot wound. The victim was transported to John Muir Walnut Creek for treatment of a non-life-threatening injury. Jeff Ray was waiting in the Target parking lot for his wife to pick up a prescription at the CVS pharmacy when she called to say the pharmacy had been robbed. Looking up, he saw two men run and get into a nearby car.

“They took off, and as soon as they floored it, they smacked right into an Antioch police (cruiser),” Ray said. The passenger was quickly out of the damaged car and running past Ray, who was out of his own car by this point. Ray gave chase and dove at the suspect, barely getting a hand around the suspect’s ankle. “He tripped and went sprawling out into the parking lot,” Ray said. “His gun went flying. It ended up on the curb. Antioch (Police Department) jumped on top of him. I didn’t know he had a gun until I saw it on the curb.” Police took two suspects into custody. Ramon Meza-Morales and Raul Garcia, both 18-year-old Antioch residents, were arrested and booked into the Martinez Detention Facility on charges of armed robbery and assault with a deadly weapon. Fire destroys boat, damages dock by Tony Kukulich Staff Writer

BETHEL ISLAND Three weeks after a boat fire claimed the life of a Bethel Island man, another boat was gutted and a dock damaged by flames on Sunday, Feb. 28. The incident was reported at 6:21 p.m. at the Piper Point Marina on the 3800 block of North Willow Road. A plume of black smoke was visible in the darkening evening sky as firefighters from the East Contra Costa Fire Protection District (ECCFPD) responded to the incident. According to an ECCFPD report, by-

standers were attempting to extinguish the fire that had already fully engulfed one boat and was threatening a second when firefighters reached the scene. The fire was contained to a single boat, though it was a total loss. Flames also damaged the dock and burned a sizable hole in the roof. The estimated value of the loss of the boat was $7,000, and the value of the damage to the dock was estimated at $5,000. ECCFPD Fire Marshal Steve Aubert confirmed that the damaged boat sank around 9 p.m., hindering any attempt to determine the cause of the blaze. Freedom tennis getting back in the swing By Kyle Szymanski Staff Writer

The Freedom girls’ tennis team is hoping to use its quick season to make rapid improvements on the court. The 12-member varsity squad features nine returning players and three newcomers, all getting up to speed with only seven regular-season matches remaining in the 10-match season. “I want to get them out on the court, get some of our beginners or girls who were beginners last year, working on foundations of forehand and backhand mostly, and make sure some of our higher varsity players have competitive matches and get better from the beginning of the season to the end of the season,” said second-year head coach Monique Paris. Freshman Madi Suzuki and a band of returners — Alyssa Namanny, Mariann Ebeid, Deanne Andrada, Alani Brooks and Nicolette Banuelos — figure to be the team’s top six singles players. Returners Sierra Ganz, Roselyn Padilla, Meera Kumari and Owen Agustin will join newcomers Ava Baron and April Reynoso, rounding out the doubles squads.

With no preseason as a warm-up for pivotal league play, some Falcons, including top singles player Suzuki, hinted that they aren’t fully sure what lies ahead this season. “It’s my first year on the team, so my goal right now is just to work hard,” said Suzuki. “I am just happy to be on the team.” Going forward, it appears that Freedom as a team will be chasing Heritage for a league title in 2021. The Patriots have won eight straight league crowns. But the challenge ahead doesn’t phase the poised Falcons. Namanny, the team’s no. 2 singles player, said she’s just excited to be back on the Freedom court, and Paris added that she’s hoping her team uses the season as a jumping-off point for a bright future. “Hopefully they hit in the off-season through summer, and we are able to have a really fun and competitive season in the fall,” Paris said. The Freedom, Heritage and Liberty cross-country teams were all victorious last week. Freedom The Freedom High School boys’ crosscountry team knocked off Antioch 24-31. It has removed unfair location and price restrictions, allowing older homeowners to transfer the tax base of their

primary home to a replacement residence of any value anywhere in California. With an adjustment upward in the tax basis if the replacement property is of greater value. Homeowners may take advantage of Prop 19 three times. There are special rules for inherited properties. Prop 19 allows victims of wildfire or natural disaster to transfer the property tax base of their damaged house to a replacement home anywhere in California.

Prop 19 has narrowed the special rules for inherited properties as of Feb. 16, 2021. The special rules would apply only to two kinds of inherited property. First, the rules would apply to properties used as a primary home by the child or grandchild. Second, the rules would apply to farms. Properties used for other purposes could no longer use the special rules. Prop 19 requires the tax bill to go up for high value inherited homes and farms. The property tax bill for an inherited home or farm would go up if the price the property could be sold for exceeds the property’s taxable value by more than $1 million. ing,” Nash said. “Police counterparts in Brentwood, Oakley and the Contra Costa County Sheriff’s Office do not have the certifications to determine the cause and origin of fires or explosions, leaving multiple felony fires with no charges filed. The situation affects response times and the ability to apprehend and prosecute arson cases, both potentially having dire consequences for our community’s safety. The incorporation of sworn peace officers into the prevention bureau will allow for increased service levels to the citizens of East Contra Costa Fire Protection District.” An incident that occurred in July 2019 exemplifies the district’s need for the ability to file charges, explained Aubert. In that incident, a Knightsen man using a metal grinder in dry grass sparked a blaze that threatened lives while also damaging or destroying

“I felt like my questions were answered,” said Danielle Mancuso, Discovery Bay resident and Old River parent. “I had some concerns about special services and about what the schedules would look like, and those were covered.” Yurkovich also said contact tracing will be in place. If a member of a cohort becomes sick and is in direct contact with their cohort, the entire cohort will need to return to distance learning for two weeks. Melissa Cakebread and Ann Ajimura are the presidents of the Knightsen and Old River teacher associations, respectively. Both women applauded Yurkovich and the district for addressing all concerns, maintaining open lines of communication and starting return preparation early. “We have been continually in discussion with the district since this last summer,” said Cakebread, who has 27 years of experience in the classroom. “It’s all been positive. Harvey has kept us almost monthly in conversation, kept us up to date with where we were on PPE (personal protection equipment) and where we were on safety, on keeping teachers safe and keeping the classrooms safe.” Ajimura – another veteran teacher with nearly three decades’ experience – concurred. She noted the negotiations have not been contentious but productive and encouraging. She applauded Yurkovich for using the past nine months to prepare for students to come back to campuses.

buildings, vehicles and other items across two properties. Aubert said there was no evidence the man intended to start the fire. However, he acted in a negligent manner that resulted in a threat to lives and property, meeting the definition of a felony. No charges were filed in that case. “Once we submit charges, it’s up to the district attorney if they want to take the case,” Aubert said. “We need to get (an investigation) to the point that we have enough information that meets the definition (of a crime), then it’s our duty and responsibility to present it to the district attorney, and let them take their steps from that point on.” District personnel with a sworn peace officer designation will be authorized to carry a firearm while on duty after completing a background check, psychological exam, range training and certified training regarding the use of force. While the designation is

new for this district, it is not uncommon. “Sworn office status is not unique to us at all,” Aubert said. “There are many different agencies up and down the state that share the same powers when it comes to investigating fires.” The move brings a first-year cost for the district of $32,377. Looking out six years, ongoing annual expenditures vary between approximately $19,000 and $34,000 depending upon anticipated training costs in any given year. The bureau’s expenses are offset by fees the district charges to provide safety inspections. According to the district’s analysis, the move to incorporate sworn officers will not impact the bureau’s cost-neutral position. The district currently employs two fire inspectors in addition to Aubert’s position as fire marshal. A deputy fire marshal position has been approved by the fire board but has

not yet been filled. Aubert estimates that it will take about six months for any inspector who volunteers to become an investigator to complete the necessary training. “As the fire chief, I strive to work with the fire board to improve and enhance the tools and resources our personnel have to be efficient at their respective jobs,” said ECCFPD Fire Chief Brian Helmick. “Historically, ECCFPD has had to rely on outside law enforcement agencies to complete our fire investigations. Advancing to sworn peace officers, prevention personnel will now have the legitimate authority to see investigative processes through, independently of other law enforcement agencies. He has been preparing the campuses and the staff for when we come back . . . he ordered the desk shields, we have had those in our classrooms for 6 months waiting for students. We have the air purifiers, we have a memorandum of understanding between the union and the district of what our expectations are and what we as teachers wanted to see happen.” BYRON UNION SCHOOL DISTRICT In the Byron Union School District (BUSD), Superintendent Dr. Reyes Gauna and his staff are prepared to welcome their students back as well. “Since we shut down, we started working on how to bring our students back,” said Gauna. “Since day one, we have worked with parents, we have sent out surveys, we have had town hall meetings, special board meetings, and we have worked with our school psychologists and teachers and classified employees. We worked on when to go back and how it would look.” Transitional kindergarten through first grade will return on March 8; second through sixth grades will return March 15. Once the March spring break is over, Gauna hopes to bring back seventh and eighth grades, providing the county is in the red tier. The district’s board of trustees voted in October to open campuses with a plan that phased in students by grade over December and January. But spiking COVID-19 cases brought those plans to a standstill, and in December, Gauna informed the community the return dates were postponed indefinitely. Last month, new safety protocols made returns possible again. “Two weeks ago, we received new guidance from the CDC saying schools could reopen in the purple tier if they had 14/100,000 cases, and at the time, we were right under the 14,” Gauna said. “So it made sense to go tell

the board we could go back if we followed CDC guidance. This has been a very fluid situation, but we never lost sight of the mission to bring students back safely.” BUSD’s board of trustees gave Gauna the support he needed. Since the district’s special education students have been on campus since November with no COVID-19 cases related to them, Gauna and the board felt confident safety measures were proving effective. BUSD Board President Eva Pahl said Gauna and all district personnel have worked tirelessly to bring campuses up to par with shields, filters, PPE and social-distancing reminders. Pahl added she feels confident the district has done its due diligence to make the return to school the best it can be. “I just want to really thank the community and my fellow school board members, Dr. Guana, and both our unions,” Pahl said. “We have been doing these plans and updating them every time the guidance comes out, and we were really in a situation where we felt we had the backing of the community and both our unions so we could get it so the kids could be in school and have that interaction and the ones comfortable at home could continue to have that support.” BRENTWOOD UNION SCHOOL DISTRICT The Brentwood Union School District decided in a unanimous vote last week to implement the phased-in hybrid model at the elementary and middle school level following the March break, assuming Contra Costa County is in the red tier. According to Superintendent Dana Eaton, schools would start in distance learning the first week following break and then transition into hybrid programs the following week, starting with the youngest students first. “The board cited a desire to keep as many students with their current teachers as possible and asked that elementary teachers be assigned to either distance learning or hybrid and that their current students be allowed

the choice to stay with them,” wrote Eaton in a letter to parents. “In middle school, the board directed staff to switch to the simultaneous instruction model, where teachers would instruct students in class and on Zoom at the same time. School sites will be reaching out to parents over the next two weeks to share schedules, potential return dates for different grade levels, safety procedures and to ensure that students are in the correct pathway.” LIBERTY UNION HIGH SCHOOL DISTRICT The Liberty Union High School District (LUHSD) is continuing with plans to reopen once Contra Costa County is placed in the red tier, according to Superintendent Eric Volta. Once a return date is set, the district will hold a parent/student information night via Zoom to discuss the hybrid in-person learning model. The meeting will be recorded and available on the website for those who cannot attend. OAKLEY UNION ELEMENTARY SCHOOL DISTRICT In the Oakley Union Elementary School District (OUESD), the recent resignation of the school board has put the district behind in planning for classroom returns. ass Medical Group (BMG) – a fixture in Brentwood’s John Muir building for over 15 years

– has packed up and moved into the old Best Buy building on Lone Tree Way. The company began renovations on their new location one year ago and started seeing patients in the remodeled stateof-the-art offices in January. Anisha Kalra, spokesperson for BMG said the first weeks have been going well. “Our goal has always been to take care of patients in our community and this is the step we wanted to take to really be a provider in the area we serve,” Kalra said. “A lot of our patients travel from the Delta area to Concord and Walnut Creek and we are trying to make it that much easier for them to get the care they need in the community.” Kalra said the group had outgrown its old offices in the John Muir building and used the opportunity to increase its East County presence. The new offices are larger, have more parking and have been modeled after the group’s headquarters in Walnut Creek. “Right now, the office in Brentwood is mainly specialists,” Kalra said. “We have vascular surgery, general surgery, bariatric surgeons . . . the goal is to grow that and

We don’t do surgery there, but all the pre-op and post-op care can get taken care of there without having to go into Walnut Creek.” BMG is a multi-specialty medical group with physicians ranging from primary care providers to general and specialty surgeons. It was begun 25 years ago by two surgeons who wanted to provide personal and seamless healthcare for their patients. The orga-

nization gathers physicians who essentially have their own private practices under the BMG umbrella, where decisions are made by doctors, rather than corporations. “We are independent physicians, we aren’t employed by any entity,” said BMG member Dr. Brian Chin. “Kaiser physicians are employed by Kaiser, but Bass Medical Group is made up of independent physicians. That’s been our model and it’s really what we emphasize because we think that individual

physicians at the ground level, the doctors who are actually seeing the patients, have the best knowledge and ability to make the decisions about their offices to provide the best care rather than a top-down approach.” Chin is a bariatric advanced laparoscopic and general surgeon who has been with BMG for 15 years. He is one of the specialists who moved from the group’s old rooms at John Muir to the new location on Lone Tree Way. He said the new offices provide a pleasant atmosphere coupled with cutting edge facilities to take care of patients. “We are really proud of what we built,” Chin said. “It’s a lot of hard work . . .but there is a lot of value in taking an active role in developing the offices and practices in a way that best serves the needs of the patient.” With over 200 locations around the Bay Area, and more than 300 participating physicians, BMG is working to meet its goal of taking care of patients within their communities. his surgical internship, Severin specialized in the medical and surgical treatment of glaucoma, a condition which can cause blindness through too much pressure on the eye. His career path has led him to follow in the footsteps of his father, Dr. Sanford Severin, one of the world’s pioneers in cataract surgery. Severin now spends his days operating on one of the body’s smallest systems and loves every minute of it. “Ophthalmology is, without a doubt, the coolest specialty in all of medicine,” he said. “You handle all the disease states

and all the surgery of the eyes, which is an incredibly intricate structure.” Dr. Aimée Edell is an associate in the San Ramon-based practice and will be spending part of her week working in downtown Brentwood. Edell is an ophthalmologist like Severin, but her specialty is cornea and external diseases. “I do a lot of what’s called ocularsurface disease,” Edell said. “That includes dry eyes, allergic problems of the eye, things where the eyes are red and irritated ... I also see patients with corneal diseases that

require corneal surgery, including corneal transplants.” Edell was fascinated by the complexity of the eye during her medical school studies. She also wanted to help people, and ophthalmology gives her the chance to spend time with patients and help them see better. “I’m a people person,” she said. “I like to talk to people and be around people and help people ... They now are required to have an infection-control lead or champion. They’ve always had infection-control practices in place, but this is a greater focus.” Many of the new safety protocols – especially in terms of PPE worn by caregivers – will likely remain in place permanently, especially in residential services. Another local option is Westmont Living of Brentwood. With 132 apartmentstyle homes, Westmont offers independent and assisted living, as well as memory care. Make the dentist a fun experience for kids

isits to the dentist for periodic cleanings and checkups are an important

component of oral hygiene, and dentists also may be the first people to identify potential issues that can affect health elsewhere in the body. Many people are unaware that children should visit the dentist early in their lives. According to an online specialist at Alameda Pediatric Dentristry, children should receive their first dental visit by their first birthday or within six months of their first tooth. “Just like well-baby checks at the pediatrician, getting them ready for the healthiest mouth and teeth possible is super important,” they said. Primary teeth may eventually fall out, but they shouldn’t be ignored. They save space for permanent teeth and serve other functions. Treating ‘maskne’

P

ublic health guidelines advising people to wear masks have proven effective at slowing

the spread of COVID-19, but such recommendations have led to some unforeseen and unwanted side effects. For example, wearing masks that cover the lower portion of the face has led to an uptick in instances of acne. U.S. Dermatology Partners advises that regular mask wearing can lead to skin health issues, including flare-ups in chronic skin conditions. ItÕs become such a widespread issue that the term ÒmaskneÓ has now become a part of the lexicon. According to Dr. Mona Gohara, an associate clinical professor of dermatology at the Yale School of Medicine, maskne is a real thing. The most common kind is acne mechanica, which is the type of acne that occurs when something rubs up against the face. Oil, sweat and a lack of fresh air to the face can cause the formation of acne just about anywhere beneath protective masks.

Health care workers may be especially susceptible, but just about anyone who wears a mask for an extended period of time may develop maskne. Dr. Shari Lipner, an associate professor of clinical dermatology and an associate attending physician at New YorkPresbyterian and Weill Cornell Medical Center, says anything that causes friction on the face can cause the skin to become irritated and inflamed. Coupled with trapped bacteria, sweat and oil, and acne can result. Dermatologists are seeing a rise in patients visiting their practices for acne issues and treatments. Mask-related skin issues have become such an issue that the COVID-19 task force of the American Academy of Dermatology has released advice on the subject, including ways to mitigate maskne formation. Wash masks frequently. Those who opt for fabric masks should look for ones that are made of 100 percent cotton or silk for the most breathability. Also, wash the mask as frequently as possible to avoid reapplying dirt, oil and sweat to the face. Follow single-use mask use. People who prefer disposable masks should use the mask and properly discard it after

Use gentle, fragrance-free products. Wash the face with a gentle, fragrancefree cleanser each morning and night. Harsh products can further irritate the skin. In addition, apply a light, fragrance-free moisturizer to serve as a friction barrier

between face and mask. Try over-the-counter products. Overthe-counter solutions of benzoyl peroxide or salicylic acid may help treat acne. However, if acne does not improve within a week or two, visit a board-certified dermatologist. Maskne is a condition marked by a flare-up of acne from prolonged mask use.
