City finalizes housing denial

BRENTWOOD The City Council has formally adopted a resolution denying the hotly debated Bridle Gate development, a proposed project of up to 315 homes, west of Sand Creek Road and the State Route 4 interchange. Senior City Planner Debbie Hill said the resolution, formally adopted last week, is the council’s final action on the project application that touched off a 6.5hour discussion and public comment period in early March that ended with the

BRENTWOOD City leaders have directed staff to continue crafting a citywide project labor agreement (PLA) with local unions to be used on at least some future public construction projects. Project labor agreements are pre-hire arrangements between an entity and local labor organizations. Proponents say the agreements provide a high level of skilled workers, reduce labor disruptions caused by strikes, lockouts and labor shortages, and provide greater coordination for large, complex city projects. The Brentwood Council directed city staff to continue building the agreement with local unions and requested that the agreement feature stipulations that benefit local businesses and workers. The governing body requested additional information before deciding on the agreement’s length and the projects it will be used for. “I think we all agree the PLA moving forward is a good thing,” said City Councilmember Susannah Meyer “I support unions myself, but it needs to be a benefit to everyone.” Public Works Director Miki Tsubota, who noted that the city has only used PLA’s twice, said that most recent city projects

County opens COVID-19 vaccination eligibility REGIONAL Contra Costa County Health Services (CCHSS) announced two significant developments this week in its effort to provide the COVID-19 vaccine to county residents. The first was that all residents aged 16 and over can now register to receive the vaccine. This announcement comes just eight days after vaccination eligibility was reduced from 65 years of age to 50, which occurred March 22. Additionally, CCHS announced the planned opening of a vaccination center in Concord that, when fully operational, will have the capacity to vaccinate 15,000 people per week. The new site will be located on the grounds of Hurricane Harbor Concord, formerly known as WaterWorld. “We want to provide every eligible Contra Costa resident with the opportunity to get a vaccine, and our strong partnerships are making that possible,” said Diane Burgis, chair of the Contra Costa Board of Supervisors. “Getting a COVID-19 vaccine is a healthy choice that saves lives and reduces the spread of the virus, which is what will ultimately help our community to fully reopen.” Contra Costa County Health Di-
rector Anna Roth announced to the county’s Board of Supervisors on Tuesday, March 30, that an increased vaccine supply from the state and federal governments means there is capacity to open eligibility to people in the 16-49 age range. According to Roth, CCHS currently has thousands of appointments available at its community clinics this week. As of March 30, CCHS reports that more than 640,000 vaccine doses have been administered. County data indicates that 44.5% of residents aged 16 and over have received a partial vaccination, and 25.6% have been fully vaccinated. Contra Costa County recently began receiving additional vaccine supply from the U.S. government for its numerous federally-qualified health centers. Last week, the county received 84,500 total doses of vaccine from the state and federal governments – 30,000 more than just the week before. “We promised our community we would open a large-scale vaccination site once we had enough vaccine, and that day has come,” said Dr. Ori Tzvieli, CCHS deputy health officer and COVID response operations chief. “We are now at a place where vaccine supply is start-
ing to meet, or even exceed, demand.” The move will expand eligibility to another 375,000 county residents who have not yet been vaccinated. The county will continue to prioritize giving appointments to those living in lowincome areas hardest hit by COVID. It is also planning to begin accepting walk-ins at the Richmond Auditorium and Bay Point Health Center with additional locations coming online in the near future. The transition to allowing walk-in vaccinations is a notable change. Up to this point, all vaccination centers have operated under a strict by-appointmentonly policy. Going forward, Contra Costa County will no longer refer to eligibility phases or tiers in determining who gets the vaccine. Doses are available to anyone for whom the U.S. Food and Drug Administration has approved the use of vaccine. “Since we gave the first dose in our county on Dec. 15, getting a vaccine to everyone and anyone has been our top priority,” Roth said. “Removing barriers of all kinds, including confusing eligibility criteria is an important step in furthering our equity goals. This is an important day.” CCHS is taking additional steps to eliminate equity barriers, including: eliminating a complicated registration form
used to determine eligibility, piloting walk-in clinics that eliminate the need for advance appointments, continued prioritization of appointments for people who live in communities in the lowest quartile of healthy places index, prioritizing those at highest risk of severe illness and death because of age, and increasing the capacity of mobile clinics. Appointments for those aged 16-64 are only available through CCHS. Appointments cannot be booked using the state’s My Turn portal until the state announces vaccine eligibility to this age category. Residents can register online at cchealth.org/coronavirus or by calling 1-833-VAX-COCO (1-833-829-2626). “Gov. Gavin Newsom announced last week that his goal was to move the state quickly through the eligibility tiers,” said Roth. “We agree and applaud this goal. We have appointments to fill. By expanding eligibility now, we can ensure that no appointments go unused.” CCHS does anticipate a sharp rise in requests with this additional eligibility, and long delays are likely on the appointment request phone line. To save time, residents are encouraged to use the online request form instead of calling. People who live in Contra Costa communities that are disproportionately impacted by the COVID-19 pandemic, including communities of color, are especially encouraged to request an appointment.

Arson suspected in Brentwood fires by Tony Kukulich Staff Writer
BRENTWOOD Investigators have characterized the fires that broke out Sunday night at the Sand Creek Crossing shopping center in Brentwood as suspicious in origin. Around 8:30 p.m., callers reported several trash cans on fire in front of the HomeGoods location. As a Contra Costa County Fire Protection District (ConFire) engine approached the scene, it became evident that the scope of the incident had expanded. “Engine 82, a fire company out of Contra Costa County Fire, responded,” said Battalion Chief Craig Auzenne of the East Contra Costa Fire Protection District (ECCFPD). “Enroute they noticed a larger column (of smoke) and a glow from behind the complex. They responded to the back of the complex where they found multiple fires and requested additional engine companies.” Arriving units from ConFire and the ECCFPD were dispatched to locations along the back of the complex, while one unit was assigned to protect homes and other buildings immediately to the east of the shopping center property. “We were lucky there was no wind tonight,” Auzenne said. Brentwood police also responded to the incident as did officer from the Antioch Police Department. He used a drone to search the area for a potential suspect,

though no such suspect was found. “A witness reported seeing somebody light the fires prior to first responders arriving on scene,” said Lt. Walter O’Grodnick of the Brentwood Police Department (BPD). “Fire personnel extinguished the fires, and fortunately nobody was injured. The suspect was described as an adult male
of unknown age with curly hair. (He was) last seen walking east on San Jose Avenue.” ECCFPD Fire Marshal Steve Aubert confirmed Tuesday morning that his department’s investigation was complete, but the agency is working with the BPD as their investigation continues. “Our agency is working with arson

BRENTWOOD Liberty High School graduate and former Brentwood mayoral candidate Ryan Raimondi has been selected to receive the César E. Chávez Youth Hall of Fame Award for leadership and civic engagement. “We honor the memory of César E. Chávez and continue his commitment to fight for social justice and for those who can’t fight for themselves,” said Diane Burgis, chair of the Contra Costa County Board of Supervisors. “We also recognize our 2021 Youth Hall of Fame awardees, highlighting deserving teens and their commitment to community and service.” The Youth Hall of Fame Awards presentation acknowledges outstanding Contra Costa County teens who demonstrate excellence in one of six categories: Good Samaritan, Leadership and Civic Engagement, Middle School Rising Star, Perseverance, Teamwork and Volunteerism. Fellow East County student, Chris Garcia of Antioch High School, was also recognized with the Good Samaritan award. Raimondi was recognized for his work founding the Youth and Government group while he was at Liberty, as well for his work with the local Youth Commission.

The award selection committee saw that Raimondi exhibited all of the necessary qualities in a youth leader focused on moving his community forward. Additionally, they noted that the award is not granted annually, but only when deserving individuals are identified. Raimondi’s work with the Youth Commission helped reward local businesses for supporting Brentwood youth and their activities. The Liberty High School Youth and Government group provided opportunities for students to get involved in important processes like writing and proposing bills. It also included conferences where students from across California gathered and debated a variety of current issues. “The program gave students an opportunity to be involved on a political level that really isn’t available to most students,” Raimondi said. Raimondi’s peers within the program were also involved in his campaign for Brentwood mayor this prior voting term. “Essentially that program was the springboard for why I ran for mayor,” Raimondi stated. Raimondi’s work with the Youth Commission has also established him as a community leader. “When I received the award, I had started my second term as chairman of the program, and one of the big things we did was to establish a youth-friendly business program, which still exists to-

When a Loved One Passes Away By Eric Soiland
In the course of my work as a financial advisor to individuals and couples generally aged 55 and older, every now and then one of my clients will pass away. More often than not, along with the grief of loss, the death of a spouse or close family member creates fear of the unknown as well as anxiety about what lies ahead. One such situation occurred with one of my top clients several years ago. The husband held a senior position at a large construction company, and his wife was a homemaker. I had been handling their investments for many years when the husband finally decided to retire. Within six months after his retirement, he had a heart attack and passed away suddenly. I remember his wife calling to set up a time to meet with me. She sounded distraught and anxious. When we met, she told me she was in a bad situation. Her husband had handled all the finances and she had no idea where anything was. She didn’t know where their banks accounts were; she had no clue as to how much was in her investment accounts; and she didn’t know what debts they had. She was in a panic situation. Her husband had taken care of everything, and all of the information and passwords were in the computer. However, she did not know or have access to the main password to get into the computer. So, she was totally beside herself and desperate for help to unravel this mess. The first thing I did was try to help her with her current money situation. I explained how much she had in the
investment accounts and helped her locate her bank accounts. Next, I helped her find a computer person who was able to get into the computer, access the passwords, and locate the various accounts that her husband had set up. Over a period of about six months, she had a new CPA, a new estate-planning attorney and other professionals that I helped her hire to get her financial affairs back in order. I remember it was a lot of work coordinating everything, but in the end, she was extremely grateful. I feel very content knowing that I was able to help her move forward into this next chapter in her life, confident in her ability never to have to worry about running out of money or even knowing where her money is. Antioch community unites for child in need ANTIOCH The Antioch community is partnering to help Adrian Rodríguez, a toddler recently diagnosed with stage four leukemia. On April 3, from noon to 5 p.m., a community event will take place to raise funds to help with Adrian’s care. A portion of the proceeds will go directly to the Rodríguez family. Adrian’s parents live in Antioch and are food truck operators. They don’t want to expose Adrian to COVID-19 while he undergoes intensive chemotherapy, which weakens his immune system, so they have decided to put running their Tacuache’s food truck on hold. “We were heartbroken to hear the doctor’s diagnosis,” said Adrian Rodríguez, Sr., Adrian’s father. “We think we may be out of work for six months, but it could be longer. We will have to see how Adrian does with the treatments he’s receiving.” In February, Markelle Rodríguez, Adrian’s mother, noticed a lump on Adrian’s neck that would move as he breathed. Adrian’s parents rushed him to the emergency room. There, x-rays showed a large mass over his chest. “I described it to my mom like an outof-body experience,” she said. “You are listening to the doctors talk and tell you what needs to happen. You just want them to start fixing things.” Adrian’s parents say he is energetic and fun. He loves his toys and playing with his 1-year-old sister. He also loves to eat snow. “If Adrian goes into permanent remission, we will all celebrate,” said Carol Gillespie, the executive director of the Asian American Donor Program, a nonprofit

BETHEL ISLAND A suspect is in police custody after a man was attacked with a knife on Bethel Island a few hours before dawn on Thursday, March 25. Deputies from the Contra Costa County Sheriff’s Office were called to a location on Taylor Road at 4:43 a.m. They arrived to find a 56-year-old man suffering from stab wounds to the neck and face. The victim, who was not identified, was flown from the scene to John Muir Medical Center in Walnut Creek. According to a press release from the sheriff’s office, the victim was expected to survive. The suspect, identified as 27-year-old Elijah Phillips, fled the scene but was lo-

Residents of Contra Costa County can now receive cash rebates for new electric bicycles (e-bikes) through a pilot program launched by 511 Contra Costa. The countywide program strives to reduce traffic congestion and improve air quality by providing the public with information, resources, and tools that promote mobility options beyond driving. A limited number of $150 rebates ($300 for low-income residents) are available for residents of each Contra Costa city to assist in the purchase of e-bikes, e-bike conversion kits, and electric mopeds (with a maximum speed of less than 30 mph). E-bikes are clean fuel vehicles that provide riders with an excellent alternative to driving when traveling short to medium distances on local streets. “We’re proud to partner with 511 Contra Costa on this effort,” said Contra Costa Transportation Authority Executive Director Randell Iwasaki. “E-bikes offer several key benefits as an alternative to driving. They reduce congestion, reduce greenhouse gas emissions, eliminate parking dilemmas, and can help bridge those first and last mile trips to transit. Spring bloom brings a new beginning Spring has blossomed here in our beautiful area and soon the delicious crops of peaches, cherries, nectarines and plums, to name a few of my favorites, will be ripe. The trees are covered with elegant flowers that look like Senior a snowstorm has orner kissed the limbs with dollops of white. This time of year has always reminded me of new beginnings and hope as the foliage comes alive and our neighborhoods Marla Luckhardt bustle with outdoor activities again. This year has had a whole new meaning which is far more special. When I lived back east, the seasonal changes were much more definitive and by April, we surrendered our winter coats to the storage closet and began to wear less cumbersome attire. How lucky we are to be in an area which is mild and yet still offers

some seasonal changes to break up the monotony. I have never regretted moving here. With many people vaccinated and most taking suggested precautions, it is liberating to be able to enjoy many pleasures again. Yesterday I had to run an errand for a friend in our community. Instead of taking the car, I hopped into the golf cart, which we never use for golf since I am a golfing disaster, and rode away like the Lone Ranger on Silver. There was nobody around so I took off my mask and let the wind blow on my naked face. I giggled with glee at the freedom. Grandpa and I have been quite diligent about staying in as much as possible this past year. Both of us are still very careful, especially around others who have not yet been vaccinated, so I felt like a bird in flight for the first time. We visited with family, and I held onto my grandchildren from San Ramon so tightly and for so long that I thought I would snap them in two. Luckily, they are old enough to
withstand the pressure of the squeezes that Grandma puts on them. It felt really, really good. My calendar from 2020 was filled with blank pages and an occasional reminder to take a monthly medication or call someone on their birthday. The pages for 2021 are beginning to look more like my usual scribbles recording lunch or dinner dates and appointments, which had all been postponed due to COVID-19. Even a recent dentist visit was most pleasant! I am certainly aware that this pandemic is far from over and that everyone has their own ideas about a vaccination process. So I urge people to continue to follow safety protocols and not waste their year inside. We will never get those twelve months back, but I for one do not wish to repeat them. I respect the right to choose. For the safety of those who are not comfortable with getting their shots yet, I wear my mask to keep them safe, without judgement. As things open up more and more, I have timidly come out to play. We
walked around Walnut Creek yesterday and I marveled at the streets which were once again filled with laughter and human contact. Everyone that I saw wore a mask for the benefit of others, but the smiles in their eyes let me know that they too were thrilled that spring had sprung and life was starting to look a tiny bit more normal. Every spring my dad would recite his silly but sweet poem to mark the beginning of the season. It went: “Spring has sprung, the bird is on the wing.” But that is absurd, as the wing is on the bird. I miss him and his little poem. Please continue to be safe and aware of people around you. Hug your grandchildren as hard and long as you can, but wear a mask to make it a little safer. I am not alone in praying that last year will be a once-ina-lifetime year to remember and one to learn from. April - will your promises come true? April is the month that tempts us with new beginnings. The days magically become longer. As if nature has an alarm clock, the trees awaken with flowers that decorate each branch in white, pink and crimson blossoms. In the 1980s, Brentwood was flourishing with orchards. My daughter looked forward to the “popcorn” trees… the many almond trees that showered us with their white jewels. April is the month of new promises. The days are warmer, inviting us to shed our winter layers, to rejoice in anticipation of barbecues with family and friends. Last year, spring emerged as always with growth, newborn critters and the fragrance of gentle rain pour. But something was different… the human species was in
mourning. We were unsure of how to stay healthy and safe. We rejoiced at the ending of 2020, as if a super hero had once again saved the Earth from an evil demise. This year, April is promising us an opportunity for rejuvenation. High school and college sports are carefully emerging following all safety protocols. Our county has entered the less restrictive orange tier. Restaurants are inviting us to safely gather, where we are basking in the welcome feeling of “normal”. I am filled with hope that the vaccine will follow the path of polio and the measles in eliminating another deathly disease. April is the month of new promises. April is the month that welcomes new life, new growth and an oppor-
tunity for a fresh start. With the resilience we have had to muster during a very long fall and winter, it is time to rejoice in a new beginning. April promises that each day will welcome the beauty and warmth of spring days, with longer evenings and an even brighter tomorrow. From an old Beatles verse, “Here comes the sun, and I say it’s all right.” I rejoice in all the promises of April - the sun, longer days and the opportunity to celebrate another trip around the moon. Pittsburg defeats Heritage on gridiron by Kyle Szymanski Staff Writer
The Pittsburg football team used two key second-half turnovers to pull away from Heritage en route to a 35-16 victory last week. Pittsburg (2-0) led only led 14-10 at halftime but then converted a third-quarter Devon Rivers fumble into an eventual 35yard score on fourth and 18 to go up 21-10. Pittsburg’s Julian Velasco picked off Heritage quarterback Asher Haynes for a 30-yard pick-six on the Patriots’ ensuing drive, putting Pittsburg comfortably ahead 28-10 late in the third quarter. Rivers’ 22-yard jaunt pulled Heritage to within 28-16 midway through the fourth quarter, but Keionte Guess’ 8-yard TD catch on the Pirates’ next drive put Pittsburg up 3516 to ice the game. Senior Pirate quarterback Eli Brickhandler completed 12 of 15 passes for 150 yards and two touchdowns, and senior running back Daytuawn Pearson carried the ball 18 times for 141 yards and one touchdown — a 30-yard score on the Pirates’ first play from scrimmage. “They threw a really nice touchdown on fourth and what felt like forever, and we turned around and threw the pick-six after that.,” said Heritage head coach Dave Fogelstrom. “Then we were kind of behind the eight-ball. But I am proud of the way our kids played, and now they know they can hang with anyone.” Coming off impressive one-sided victories over Granada and Deer Valley to start the season, Heritage went blow-for-blow with the perennial power Pittsburg in the first half. Pearson’s 30-yard jaunt almost immediately put the Pirates on top 7-0, but senior Patriot Jaden Price’s 25-yard catch-and-run

Despite the key second-half miscues, Fogelstrom said his squad showed grit throughout. “We just wanted to send a message to our kids that we want them to play four straight quarters of football,” Fogelstrom said.

Liberty golf star Emily Knox was recently named the Bay Valley Athletic League’s MVP for the second year in a row. Knox won every dual meet this season and tied for low round at the league championship tournament earlier this week.

Twins Lacey and Lindsey Wagner joined the Liberty High School tennis team in their sophomore years always having wanted to play tennis on a great team. They enjoy the positive energy and teamwork it takes to succeed with the help and support from their 22 teammates. As team captains, Lacey and Lindsey have demonstrated a passion for tennis. Their positive attitudes and words of encouragement toward everyone on the team make them truly great models for everyone. “We joined the tennis team because we have always wanted to play tennis and be part of an amazing team,” the sisters said in a joint statement. “Our advice for anyone wanting to play tennis is to do it even if you’ve never picked up a tennis racket. Anything is possible when you set your mind to it. There’s always room for improvement. We tried out for the team so scared without any tennis experience, and now we are number two varsity doubles. Now we can’t imagine high school without tennis.” One of the twins’ favorite memories is playing against their best friends Andie Sayson and Jillian Sameron in practices full of laughs and energy that will never be forgotten. Notice Inviting Bids 1. Bid Submission. The City of Brentwood (“City”) will accept sealed bids for its Aquatic Complex Slide Refurbishment Project, CIP Project No. 352-52439 (“Project”), by or before April 15, 2021, at 2:00 p.m., at its City Hall office, located at 150 City Park Way, Brentwood, California, 94513, at which time the bids will be publicly opened and read aloud. On Thursday, April 15, 2021, the Council Chambers will be open from 1:30 p.m. to exactly 2:00 p.m. to accept bids in person. The Project is located at Brentwood Family Aquatic Complex, 195 Griffith Lane, Brentwood, and is described as follows: Refurbishment and surfacing of two waterslides and installation of a waterproof membrane on the stairs and landings of the two waterslide structures at Brentwood Family Aquatic Complex, 195 Griffith Lane, Brentwood, CA 94513. 2.2 Time for Final Completion. The Project must be fully completed within 30 working days from the start date set forth in the Notice to Proceed. City anticipates that the Work will begin on or about June 5, 2021, but the anticipated start date is provided solely for convenience and is neither certain nor binding. Work performed may not interfere with programmed activities that may take place at the site during work hours. 2.3 Estimated Cost. The estimated construction cost is $200,000. 3. License and Registration Requirements. 3.1 License. This Project requires a valid California contractor’s license for the following classification(s): C33 Painting and Decorating Contractor. 3.2 DIR Registration. City may not accept a Bid Proposal from or enter into the Contract with a bidder, without proof that the bidder is registered with the California Department of Industrial Relations (“DIR”) to perform public work pursuant to Labor Code § 1725.5, subject to limited legal exceptions. 4. Contract Documents. Bidders must obtain an electronic copy of the plans, specifications, bid forms and contract documents for the Project, and any addenda thereto (“Contract Documents”) directly from the City by completing and submitting the “Document Request Form” located on the City’s website at https://brentwoodca. gov/gov/pw/cip/pw_projects_out_ to_bid.asp. 5. Bid Security. The Bid Proposal must be accompanied by bid security of ten percent of the maximum bid amount, in the form of a cashier’s or certified check made payable to City, or a bid bond executed by a surety licensed to do business in the State of California on the Bid Bond form included with the Contract Documents. The bid security must guarantee that within ten days after City issues the Notice of Potential Award, the successful bidder will execute the Contract and submit the payment and performance bonds, insurance certificates and endorsements, and any other submittals required by the Contract Documents and as specified in the Notice of Potential Award. 6. Prevailing Wage Requirements. 6.1 General. Pursuant to California Labor Code § 1720 et seq., this Project is subject to the prevailing wage requirements applicable to the locality in which the Work is to be performed for each craft, classification or type of worker needed to perform the Work, including employer payments for health and welfare, pension, vacation, apprenticeship and similar purposes. 6.2 Rates. These prevailing rates are on file with the City and are available
online at http://www.dir.ca.gov/DLSR. Each Contractor and Subcontractor must pay no less than the specified rates to all workers employed to work on the Project. The schedule of per diem wages is based upon a working day of eight hours. The rate for holiday and overtime work must be at least time and one-half. 6.3 Compliance. The Contract will be subject to compliance monitoring and enforcement by the DIR, under Labor Code § 1771.4. 7. Performance and Payment Bonds. council’s unanimous agreement to approve a future denial resolution. The five councilmembers didn’t comment upon formally approving the resolution last week, but they had previously hinted that the project could create a host of potential problems that would drown out any benefits. The proposed 137-acre project site was to feature 252 single-family lots; 28.25 acres of open space; 18.72 acres for future regional commercial development; and an 11.35-acre site that could have been developed with an elementary school, or up to 63 additional single-family homes, if the school did not come to fruition. “This brings a lot to the table, but there is a balancing act that we have to do to make sure our community is benefited by it more than it is impacted by it,” said

He argued that the project would have undergone a design review after approval, ensuring the implementation of the city’s general plan policies. He added that the endeavor would also have provided a broad range of public benefits, including a substantial financial contribution toward the city’s rental, down pay-

Opponents argue that the agreements limit competition by favoring union over non-union contractors, resulting in higher project costs, Tsubota said. For example, an additional $41,000 would have been added to the city’s wastewater treatment plant expansion project last year had a PLA been used, Tsubota added. But the past Brentwood City Council had requested that staff begin crafting a citywide PLA, and the current council agrees that the effort should continue. City Councilmember Karen Rarey said PLAs and the subsequent use of local unions reduces the number of cars and trucks leaving and returning to Brentwood daily and keeps dollars earned locally in town. She added that unions also use highly beneficial apprenticeship programs to train the next generation of

Bradner previously led the DCA’s levee team, assisted the engineering design manager, and is a frequent contributor in the stakeholder engagement committee process. “We are very appreciative of Ms. Mallon’s efforts and accomplishments,” said DCA President Richard Atwater. The DCA is very well-positioned to move forward through the planning phase of Delta Conveyance, and this is due in large part to Kathryn’s hard work.” During Mallon’s tenure as executive director, the DCA established the Stakeholder Engagement Committee (SEC). Approximately twenty public members including ex-officio members representing government agencies comprise the SEC. Members offer feedback on technical and engineering issues related to DCA activities and the impact that those activities may have on the people who live, work and recreate in the Delta region. Mallon also oversaw the launch of DWR’s Community Benefit Program. The program attempts to address the potential adverse effects that communities may have to endure during long periods

ment, and first-time home-buyer assistance programs. The project’s plans for two smaller parks instead of one large one would have allowed a broader range of new parkland amenities to be constructed, he said. “We would like to urge the city council to reconsider its motion to deny the project,” he said. But the council, along with at least two city residents who spoke during the council meeting, continued to believe the project should be denied. The council previously pointed out that if the additional 63 homes, instead of the school site, were added to the project, then the project density would equate to 4.64 units per dwelling acre, well above the general plan’s mid-range density of three units per dwelling acre. Other stated council concerns in-
trade workers and to fuel other worthwhile endeavors, such as Helmets to Hardhats, a national, nonprofit program that connects transitioning active-duty military service members, veterans, National Guard and reservists with skilled training and quality career opportunities in the construction industry. “This is something that we need to work with on good faith with the Contra Costa Building trades and move forward with this,” she said. The council must still decide which projects the future agreement will apply to and how long the agreement will be in place. Just a few of the potential terms up for debate include applying the agreement to all projects $1 million or over; applying it to projects $1 million or over that are complex, multicraft, and long duration; having the council choose each year what $1-million-or-over projects the agreement should apply to; how long the agreement should last; and if or how the agreement should be extended once a given time period is expired.

That’s a natural perspective. But that is not the route of this program. This is something that DWR and the DCA feel strongly about. There needs to be a shared benefit in this program. Constructing the project is not going to create some huge benefit for the community. So we need to provide that benefit in other ways.” Within the SEC, there has been opposition to a perceived shift away from discussion of the DCP’s design and engineering to a focus on community benefits. As reported previously, Karen Mann, SEC member and president of the Discovery Bay-based Save the California Delta Alliance, has called for a boycott of a series of public meetings planned by DWR to seek input on possible community benefits should the DCP be approved.

Tsubota said the trades favor the agreement applying to all projects $1 million or over, but staff believe it would be best to apply it to projects of $1 million or over that are complex, multicraft, and long duration. “Staff feel these types of projects provide the biggest and best value for the additional costs and efforts associated with having a PLA requirement,” Tsubota said. The council directed staff to explore other PLAs, to understand the terms other cities have chosen and to ensure that the city’s finalized agreement includes stipulations that benefit local businesses and workers, who may not always be of the union variety that PLAs tend to favor. Tsubota said it’s standard practice in PLAs to promote local hiring. “I am in support of the union, but I also want to make sure that it is to the benefit of our community when we get into (the agreement),” Vice Mayor Johnny Rodriguez said. MALLON “I urge you not to register or go to any of these workshops,” wrote Mann. “This is simply DWR’s way of duping Delta residents into helping them get their giant water grab tunnel project approved.” Sean Wirth, who represented several environment groups on the SEC, resigned from his position stating in a letter to Mallon that with the change in focus, he felt his usefulness to the committee had
come to an end. “The groups that I represent, including Sierra Club California, are still firmly opposed to the Delta Conveyance Project (DCP) and feel that participating in the Community Benefits Agreement runs counter to that opposition,” wrote Wirth. Mallon also ruffled feathers in April 2020 when she insisted that the work of the SEC continue even as the scope of the COVID-19 pandemic was expanding. Several SEC members including Mann and Wirth, implored the DCA to pause the committee’s efforts, but those requests were largely ignored and the work proceeded. Still, Mallon had support from both opponents and proponents of the DCP. “I think it’s a huge loss for everybody – for the program, for the state, for the people of the Delta – because she was experienced and confident enough in her role to do things like force the engagement of the Delta,” said David Gloski, Bethel Island resident and SEC member. “The Stakeholder Engagement Committee was pretty much her idea, and she made sure that happened. It was important to her that she do good things for the Delta and community benefits. She really cared. Everybody was fortunate to have her, and it’s really disappointing that she’s not going to be back.”
