Byron teachers authorize strike Educators want 5% raise; district offers 4%

BYRON The Byron Teachers Association (BTA) voted Monday to authorize a strike if a contract settlement is not reached with the Byron Union School District. “We do not have a date (for a strike),” said BTA President Kerry Hollister. “We only took a vote to authorize a strike. We hope it doesn’t come to that.” The vote was 98.5% in favor of the strike authorization, with one teacher voting against. Negotiations between the district and teachers have been ongoing, with BTA requesting a 5.07% salary increase and 3% off salary (one-time) compensation on Feb. 2 of this year.

On Feb. 11, BTA rejected the district’s “best and final offer” of a onetime 4% salary increase, in hopes of still obtaining its goal of a higher percentage raise, calling it a costof-living adjustment (COLA). This brought negotiations to an impasse and an outside mediator was brought in.

“We are asking for COLA, and our district is not wanting to put anything on the salary schedule,” said Hollister. “They are looking at the long term and are worried about not being able to afford it long term. Our stance – and what we need to turn into the county – is a three-year outlook, and we

look good for that.” Byron teachers maintain they have not been given an adequate raise in some time, though they did receive a 1.5% salary increase for the 2019-20 school year, and a 2% increase for the 2020-21 school year, desee Strike page 18

BRENTWOOD After the special election held on April 5, former Suisun City Mayor Lori Wilson has been sworn in as District 11’s new Assemblymember. The position was left vacant after former Assemblymember Jim Frazier resigned in late December 2021. Wilson’s was the only name to appear on the ballot. However Republican Erik Elness of Brentwood declared his intent to run as a certified write-in candidate a week before the special election. By the time polls closed on Election Day, Wilson had 97% of the votes. Results were not expected to be officially certified until April 14, but state

law allows for a pre-certification oath of office. “Thank you to the voters of Assembly District 11 for your confidence and trust. I am deeply humbled and grateful to have the opportunity to serve our communities in the state Assembly,” Wilson said. “From constituents who need help with state services, to challenges like rising homelessness, climate change, and keeping our neighborhoods and communities safe, I promise to work every day to deliver results for our communities, and to be a relentless advocate for every person who lives in our district.” Wilson’s 2018 win in Suisun City’s mayoral race made her the first Black woman to serve as see Assemblymember page 18

Teachers, employees of the year named by Jake Menez Staff Writer

Byron Union School District and Knightsen Elementary School District have announced their recipients of Teacher of the Year for 2022, while Brentwood Union School District has announced Teacher of the Year in addition to other Employees of the Year. Byron Louise Colbert from Excelsior Middle School, Anna Rainey from Timber Point Elementary and Stacey Laucirica from Discovery Bay Elementary School were named Teachers of the Year. Colbert has been with the district for 31 years, according to a biography provided by the district, and teaches technology-centric classes, as well as yearbook, at Excelsior Middle School. Her colleagues “appreciate her for her kindness, knowledge of technology and willingness to always offer a helping hand.” Rainey, a kindergarten teacher, has been with the school district for 16 years and puts “countless hours” into preparing educational experiences for her students, according to the district. She said her favorite thing about being an educator is “being able to help students learn and love school.” Laucirica has helped to educate local students for the past see Teachers page 18

Money raised from this annual fundraiser and auction enables job seekers to launch careers that lead to long-term financial security. Certified Nursing Assistant (CNA) alumna Linh Luangrath plans to discuss her experience. “I learned so much,” Luangrath said. “The program made me want to get into health care even more. I don’t just want a paycheck. Harvest Grove Virtual Academy grows in Brentwood by Dawnmarie Fehr

BRENTWOOD Harvest Grove Virtual Academy is Brentwood Union School District’s newest school, grown out of its independent study program over the past two years. The school is entirely virtual, with optional in-person and virtual social activities available, and offers a curriculum for Transitional Kindergarden-8th grade. Prior to the pandemic, BUSD’s independent study program had an average of 60 students. Harvest Grove now has more than 250 students, and officials expect the numbers to increase. Paul Slay, HGVA’s Program and Curriculum Support Teacher, said like anything else, there are pros and cons to this type of schooling. “Most students feel there is no downside,” said Slay. “They like the flexibility of when and how they complete their curriculum each day. They like being able to take breaks when they want, and in a lot of the cases, not leaving the house. A small group of students have said they miss being with their friends, mostly middle school grades. The younger students miss recess and playtime.” He said families with students who do miss the social aspects of traditional school have found creative ways to meet those needs through trips to the library, museums, and zoos, by joining sports leagues or homeschooling groups; or meeting up with friends and other HGVA students. The freedom of the independent study schedule allows them to schedule these types of outings at their own convenience rather than in the few evening hours left after school lets out. He added that for teachers, there is no downside. “Most of the students are referred to Harvest Grove Virtual Academy from their classroom teachers or school

administrators,” said Slay. “Students transfer to our school for an assortment of personal reasons, and they all come with different academic or social/emotional needs. Many are having difficulty with the in-person classroom setting. Teachers have always had these students in their classes, but the option for an independent study program like Harvest Grove has never been available within the district. Harvest Grove teachers can tailor the curriculum for each student, something that is very difficult to do in the in-person classroom.” Allison Trestor’s 10-year-old daughter is a fifth grader at HGVA. Trestor said she appreciated the option to keep her daughter home one more year, without the intense planning of creating her own homeschool curriculum. “I lost my mom to COVID, so I’ve been overly fearful ever since, and I had homeschooled her last year,” said Trestor. “I was so grateful for this option. She was registered for Krey and I was so nervous and then this came along and it’s been great. The more choices we can give students to keep them engaged in school, the better for everybody.”

Like the other schools in the district, there is no tuition for HGVA, and a Chromebook is provided at no additional cost. All the online curriculum used at Harvest Grove is aligned with California Common Core, with the same content students are learning in the in-person classrooms. Student progress is closely monitored, and parents play an important role in that process. “Parents and guardians are the daily ‘Learning Guide’ at home and have more of a collaborative relationship with the teacher,” Slay explained. “Both the parent/ guardian and teacher work together to monitor the student’s progress every day. Students are required to check in with their teacher every school day, matching the same BUSD school calendar. If the student does not check in, they are marked absent just like not attending school.” Harvest Grove teachers monitor their students’ progress and work every school day, correcting assignments and providing feedback. They offer office hours each day for students to login and get help if necessary. The online dashboard provides overall progress and grades, and parents can view their student’s attendance, grades, progress, and time spent logged into the curriculum. If a teacher sees their student is falling behind or having difficulty with a particular subject or content area, they require the student to join a live Zoom chat for help to get them back on track. Students often discuss the importance of staying on track, because catching up on overdue work can be difficult, they said. One teacher said Harvest Grove is a true “Independent Study” program, and families who aren’t able to provide the time to support their students – especially younger students – should consider a more traditional format. Agency: Economic Development Manager Brentwood welcomed a new manager of economic development in January: Long Island, N.Y. transplant Ricardo Noguera. Noguera comes to the city with more than three decades’ experience in building up and marketing communities. He said he believes if a person achieves their educational goals, they will be happier. “I have always felt that by assisting folks, by creating an environment where people can pursue their careers, that is helping them,” he said. “My draw to economic development is along the lines of helping folks pursue what they are passionate about. In attracting jobs and industries to cities, so that cities can provide necessary services – like police, fire, utilities, so you can have a well-balanced community – that’s what drew me to this field.” Noguera has made a career of discerning the challenges a city faces, then finding ways to lift the city above those challenges and provide better access to jobs and education. He is excited about developing Brentwood’s Innovation Center on approximately 300 acres of land straddling the Highway 4 Bypass. He said he is excited by the challenge of creating an employment base among companies in the technology, life science and biotech fields offering corporate positions. “When we look at land available for development in the San Francisco Bay Area, outside of the Concord Naval Base, the Innovation Center is one of the largest, last remaining pieces of undeveloped land available for development,” Noguera said. “That’s how we are marketing it, not only in the county, but across the Bay Area and the country … I’m hoping to create an environment where the residents here don’t have to commute every day and leave the area.”

Though he grew up in Long Island – graduating from Brentwood High School on the Bay Shore – Noguera attended UC Berkeley, graduating with a master’s degree in 1988 and settled in the Bay Area until 2002. Liberty band, choir perform at Disneyland by Melissa van Ruiten Staff Writer

BRENTWOOD Liberty High School (LHS) band and choir students, under the direction of Lindsay Kellogg and Laura Carreon, performed at Disneyland in Anaheim during the school’s recent spring break. This is the first time the choir has sung there in four years, and the LHS band last made the trip in 2017. Typically, Laura Carreon, LHS’ Director of Choirs, tries to plan for this trip to happen every other year. The first combined band and choir trip was slated to happen in 2020. However, everything shut down three days before the group was scheduled to leave, due to the COVID-19 pandemic. Carreon has been organizing this trip for the last decade. Music programs are required to submit an audition video to Disney for performance consideration, and all music performance selections need to be approved by Disney ahead of time. In the 3 days that the band and choir spent at the parks, they each gave one performance and participated in one workshop. “During the workshop, students receive valuable instruction from professional clinicians while getting the opportunity to sing or play Disney music set to animation,” Carreon stated in an email. “They get to experience what recording musicians and vocalists experience in a

soundtrack recording session.” The band and color guard marched down Main Street U.S.A., performing Patriotic Parade Sequence, arranged by Paul Lavender and Will Rapp. The medley includes America, the Beautiful, My Country ‘Tis of Thee, and Battle Hymn of the Republic. The 30-minute choral performance featured a selection of traditional and contemporary pieces, including Almost There from The Prin-

cess and the Frog and Friend Like Me from Aladdin, both big Disney hit movies. Band and choir students fundraise throughout the year to offset the trip’s cost. A total of 151 students were able to participate – 107 marching with the band, 54 singing with the choir, and 10 students who performed with both groups. Band parent Heidi Holm summed up the trip in one sentence: “It has been a joy!”

Many people believe that the purpose of a Trust (sometimes referred to as a “Revocable Trust” or “Living Trust”) is to avoid probate. While this is correct, there is another very important reason to have a Trust. A Trust, if established properly, can also avoid a conservatorship in the event of incapacity. During a conservatorship, the court will generally appoint a “conservator of the person” and a “conservator of the estate”. The conservator of the person and the estate is sometimes the same individual, but can often be two separate people depending on the circumstances. The conservator of the person is tasked with making decisions regarding your health and well-being, whereas the conservator of the estate controls and manages your financial affairs. Not only is the process of appointing a conservator overwhelming for family and loved ones, but the financial cost of appointing a conservator can be extremely burdensome. If a Trust is properly established and funded, all of an individual’s assets (or the majority of assets) will be held in the Trust and the Trust documents will contain specific incapacity provisions. These provisions will provide instructions to your Trustee as to how your affairs should be handled in the event of incapacity. To avoid a conservatorship, a Trust should include the following provisions: First, who will determine capacity? Some people want their spouse or child, along with an attending physician, to determine capacity. Other individuals wish to establish a “disability panel”, whereby chosen individuals or physicians will determine capacity. Second, how will your financial affairs be

handled during incapacity? Do you have any dependents i.e. minor or disabled children that need to be provided for during incapacity? Third, if you are not able to care for yourself, what should be the standard of your care? Do you have specific requests of where you want to live? Do you want to remain in your home and have in-home support services? If you have specific ideas regarding your care, your Trust can, and should, include this information. Fourth, if a residential facility is necessary, do you know where you want to go? If that residential facility does not have any vacancies, have you thought about any alternatives? Without any of your guidance or input, these decisions are especially difficult on family and loved ones. In conclusion, if you have a Trust, you should review the incapacity provisions. If the Trust provisions are not what you want, you can amend the Trust to correctly reflect your wishes. To avoid a potential stranger from making decisions regarding your assets and care, you should consider establishing a Trust. While we may not be able to control our physical or mental health, we can control how our assets are used to care for us. In typical American high schools, four years of English are required and seniors traditionally take English 12 their final year. However, Liberty High School is going down a different path. Rather than offering regular outh English 12, Libriter erty will be adapting their curriculum to offer either Expository Reading and Writing Course (ERWC) or AP English Literature and Composition to seniors. English 12 will officially be gone next school year (2022-2023) and the class of 2023 will be the first to test these new waters. Founded 120 years ago, Liberty High School is looking ahead, and preparing for the new times ahead. “We have evidence that the students that we have here, coming through our ERWC program, they are outperforming the students who take English 12 at the other feeder schools,” said Seng-ge Dorje, Liberty English teacher and chairperson of the English Department. Dorje added that California’s three university college systems – UC (University of California), CSU (California State University), and community colleges are all “behind ERWC as a class.” The ERWC class fulfills the “b” requirements for UCs and CSUs, and works to further students’ analyzing, interpreting and application of rhetorical strategies in a variety of literary texts. college-bound student you’re going to this class, and if you’re not a college-bound student you’re going to this class,” said Liberty Principal Efa Huckaby. “So, wanting to eliminate that was really one of the first things.” Huckaby noted that he has worked at other schools that had offered both English 12 and ERWC, and some that only offered one or the other. “It really is based on what they felt best fit the needs of the school,” he said. In ERWC classes, students can expect to read works such as Into the Wild by Jon Krakauer, as well as texts based on newspaper articles and letters. Those taking the class will have chances to create persuasive and reflective essays, letters to the editor, and research projects, all while meeting requirements for post-secondary education, officials said. “The bottom line is that there’s no one that I’ve had as a student in the last eight years I’ve been teaching the class that can’t pass the class,” Dorje said. Another aspect Dorje emphasizes is how any student who takes English 12 and then attends a CSU will be asked to take an English placement test, regardless of their skill level. However, if they have taken ERWC and have passed the class with a C or higher, they do not have to take the placement test. The current English 12 teachers at Liberty will be trained in the Expository Reading and Writing Course to prepare for this new implementation, officials said. “The fact that we do have a number of teachers already on campus that have been using ERWC for a while helps because you do have those teachers that can support the newer teachers teaching it,” Huckaby said. – Keira McIlvenna-Davis

The theme this year is “ Mardi Gras.” People will be decorating the starboard side of their boat and cruising clockwise around Bethel Island. All are welcome to attend. Rising mortgage rates may be cooling the market slightly, but inventory is still low and there are still more buyers than sellers. Brentwood man completes late father’s WWII wish Brentwood resident Frank Pettinger has been holding onto a treasure that he’s just now sharing with the world. Pettinger recently published “Cross Bearers”, a manuscript written by his father, Ernest Pettinger, about his experience during World War II. “Cross Bearers” details Ernest’s journey as a 33-year-old drafted into the U.S. Army from 1942-45. “He gave me this manuscript (sometime when I was a teenager) and said, ‘This is my story and I’d like you to publish it,” Frank said. Frank decided to self-publish on Amazon. He converted his father’s 300-page manuscript, written on loose onion-skin paper, into a digital format. Although Frank helped edit and finish parts his father could not, he credits the manuscript solely to his father. “I put it in storage and when I retired I said ‘Okay, this is the time to do it.’” Frank said. “If you asked me who the author was, it was my father, Ernest Pettinger.” Ernest started his journey as a draftee in the Desert Center Training Camp in Death Valley, California, before going to North Carolina, Sydney, Australia, then Milne Bay and Numfoor in New Guinea, and lastly, Mindoro and Mindanao in the Philippines. Rather than the battles that occurred during WWII, “Cross Bearers” focuses on Ernest’s exposure to racial and religious biases, a stark contrast to his life in California during the 1940s. As Ernest claims, Black people living in California were not subjected to segregation, so when he was stationed in the South, he observed racism for the first time.

A Brentwood resident recently converted his father’s 300-page manuscript about his experience during World War II, written on loose onion-skin paper, into a digital format. “His quest was to understand and clarify racial and religious inequalities that existed in the military in the war, in the Navy, in the actual Black platoons that he encountered and the stories that he irked from the Black soldiers about how their life was.” Frank said. Ernest talks about the soldiers’ homesickness, their leisurely activities, and loneliness of his own, especially his desire to see Betty, Ernest’s wife at the time, and his son’s mother. In one section of the book, Ernest , as a 33-year old white man, reflects on not being permitted to eat in the officer’s eating room at a restaurant, and compares it to Black folks being restricted to eat in the Whites Only section. Later, in the hospital, he observed that white and Black people were being provided for together, and talks about how it was not the case outside

the hospital. “What. an. ordeal. Wow, he went through so much, he didn’t have any choice.” Frank said. “I associate this with his longing and his loneliness, not knowing about the future and all the extremes that he endured in the desert center, advances training center.” Despite detailing his WWII experience in his manuscript, Ernest never talked about the war. He was not known to keep in touch with any individuals he encountered during the war. “He never talked about the war and so it seems to me that he wanted to put that behind him. He put that behind him by writing this book.” Frank said. “He was a really good story teller but he never told any of the stories that are in the book or the manuscript to me.” “Cross Bearers” by Ernest Pettinger is available on Amazon.

An Eagle Scout Heritage High School’s Curtis Patrick Watkins, 18, recently achieved the rank of Eagle Scout. He has earned 23 merit badges, served over 400 community service hours, as well as garnered several recognition awards and letters from various local and government officials. His Eagle Project arose when he approached officials with the Brentwood Veterans Memorial Building, presenting a plan for construction of a large shed to store supplies and machines. Lacrosse club competes with Elk Grove Delta Breeze Lacrosse played three home games at Freedom High School last weekend against the Elk Grove Gladiator teams. The 10U boys lost 8-3, 12U boys fell 9-5 and the 14U boys dropped its contest 9-5. Though the games were lost, the boys competed hard. The Delta Breeze 10U players included: Jax Apodaca, Devin Pryor, Keegan Falgout, Joshua Dorsey, Jack Geis, Maximus Ponce, Clayton Geiser, Ryder Mayorga, Declan Salazar, Logan Caraway, Callahan Veach, Eden Bosco and Wyatt Caraway. Both Logan Caraway and Eden Bosco were able to score in the 8-3 loss. In the 12U game, London Webb-Allender had to fill the goalie position for the first time this season and was able to stop many shots on goal from the Gladiators. A tremendous defensive effort was also put forth by Clayton Geiser, Ethan Lind, and Nigel Green. The advanced play by the Gladiator goalie was able to stop several shots from Delta Breeze players including Logan Caraway, Preston

For several Delta Breeze players, this was their second game of the day and for some, like 10-year-old Logan Caraway, his third. Evan Lopez was able to score in each half, Harrison Johns twice in the second half and Noah Shappet once in the second half. It was by no lack of effort and skillful play by the defense mounted by goalie Garner Plumlee, Luke Brown, Clayton Geiser, Kory Dake, Ethan Lind, Nolan Pryor and others that allowed the Gladiator 9 scores. On many occasions, the Delta Breeze defense halted the Gladiator offense resulting in turnovers. Excellent goalkeeping, and defense by the Gladiators stopped several shots on goal by Mason Beck, Logan Caraway, Keegan Falgout, Luke Geis, Shane Hamilton, Preston Sprague, and others.

The program is free, in-person or digital, and aimed at giving youth the opportunity to play softball and baseball. “The 2022 Junior Giants program will be hosted in 80 leagues across California, Nevada and Oregon from June 13-August 5,” Sue Petersen, the Giants Community Fund Executive Director, stated in a press release. “The exact start dates, according to the release, vary from location to location. The Junior Giants Schools and additional spring program that lasts eight weeks, serves 4,000 students in Northern and Central California.” There are two area programs. added. “We are excited to bring our communities together through Junior Giants, and are continuing our efforts to provide schools across Northern California with the tools they need to make baseball and softball more accessible.” Junior Giants, which highlights the importance of accessible sports by being noncompetitive, free, and coed, is for youth ages 5-18. For parents who do not wish or are unable to take their kids to the in-person gatherings of the Junior Giants, the community fund also offers additional programs called Spring Training and Giants on the Go, which are virtual. “Only 24% of kids ages 6 to 17 engage in the CDC-recommended hour of activity per day, down from 30% one decade ago,” according to the release. “Giants on the Go encourages kids to participate in movement of all kinds with the goal of reaching 60 minutes a day.” Spring Training, which went live on Monday, April 11, and is hosted via Facebook live, holds weekly conditional practices in which kids can practice drills and skills for upcoming seasons. The Giants on the Go program is accessible on the Junior Giants app, where exercise and activity is trackable, kids can join challenges, and attend meet-and-greet via Zoom with San Francisco Giants athletes. “We remain committed to our mission of propelling youth in underserved regions to be positive forces in their communities by delivering programs that promote health, education, bully prevention and character development,.” Petersen said. “So far, the Giants Community Fund has donated almost $37 million for community outreach.”

A unifying game Heritage and Pittsburg high schools’ unified basketball teams took to the court this week for a fun game. The unique games bring together special-and general-education students on mixed teams to play together in the same game on the same court. The games focus on social inclusion, building friendships and developing an understanding between special-and general-education students. “What an amazing Unified Basketball game today against (Pittsburg High School),” wrote Heritage Athletic Director Nate Smith on Twitter. “I Love seeing the tremendous student support and two great teams battle it out to the final horn.”

Area teams compete at the Livermore stampede The Heritage, Freedom and Liberty high school softball teams competed in the Livermore Stampede last weekend. Heritage finished the tournament 3-2, with a 14-2 win over Dublin and an 8-0 romp over Benicia, before the Patriots fell

County seeks residents for commissions Airport Land Use Commission 1 Seat Closing date: Open until filled The Commission’s role and responsibilities are to formulate land-use policies that restrict the development of lands to ensure compatibility with planned operations of public-use airports, review the general plans of local agencies for consistency with the Airport Land Use Compatibility Plan, and review proposed modifications to the Airport Master Plans for consistency with the Airport Land Use Compatibility Plan. Commission members are expected to attend at least one meeting a month. Regular meetings of the ALUC are held on the third Thursday of each month at 7 p.m. Members serve without compensation. During the term of office, each member shall reside or work in Contra Costa County. Alcohol and Other Drugs Advisory Board 1 Seat Closing date: Open until filled The Alcohol and Other Drugs Advisory Board provides input and recommendations to the Board of Supervisors and the Health Services Department concerning family and community needs regarding prevention and treatment of alcohol and drug-related problems. The board’s mission is to assess family and community needs regarding the treatment and prevention of alcohol and drug abuse problems. The board reports its findings and recommendations to the Contra Costa Health Services Department, the Board of Supervisors, and the communities they serve. The Alcohol and Other Drugs Advisory Board works in collaboration with the Alcohol and Other Drugs Services of Contra Costa Health Services. The board provides input and recommendations as they pertain to alcohol and other drug prevention, intervention, and treatment services. Based on the evidence presented at these hearings, the appeals board determines the value of the disputed property or determines other matters of property tax assessment within the board’s jurisdiction. Aviation Advisory Committee (AAC). 1 seat Closing date: Open until filled The AAC serves as an advisory group to the Contra Costa County Board of Supervisors on aviation matters related to county airports. and Safety Code). The board of trustees establishes and implements policies for the district. Community Advisory Board (CAB) 3 Alternate Member seats Closing date: Open until filled The CAB is composed of 12 voting members and 3 alternate members with expertise in workforce development, behavioral health issues, post-release re-entry services, services for re-entering women, criminal and drug court, crime survivors, domestic violence prevention, adult education within a correctional setting, and law and policy related to issues of the formerly incarcerated. All CAB members either live or work in Contra Costa County. Residents touched by the justice system in some way, criminal justice reform advocates, people who have worked with people involved with the justice department, and anyone interested in public safety issues are encouraged to apply. Council on Homelessness 1 Seat Closing date: Open until filled The Contra Costa Council on Homelessness, appointed by the Board of Supervisors, provides advice on the operations of homeless services, program operations, and program development efforts in Contra Costa County. Further, the Council on Homelessness establishes the local process for applying, reviewing, and prioritizing project applications for funding in HUD Homeless Assistance Grant Competitions, including the Continuum of Care Program and the Emergency Solutions Grant (ESG) Program. The Contra Costa Council on Homelessness provides a forum for the Continuum of Care to communicate about the implementation of strategies to prevent and end homelessness. The purpose of the forum is to educate the community on homeless issues and advocate for federal, state, county, and city policy issues that affect people who are homeless or at risk of homelessness. County Service Area, P-6 Citizen Advisory Committee (Discovery Bay) 3 seats Closing date: Open until filled Requirements: must reside within the Discovery Bay P-6 boundaries The County Service Area P-6 Citizens Advisory Committee advises the Board of Supervisors on the needs of the Discovery Bay community for extended police protection services, which shall include, but not be limited to, enforcement of the State Vehicle Code where authorized by law, crime prevention, and litter control. Countywide Bicycle Advisory Committee 1 Seat Closing date: Open until filled The Countywide Bicycle Advisory Committee provides input to the county and the cities of the county on bicycle projects for Transportation Development Act funds to construct bicycle/pedestrian projects and also provides advice to cities and the County on bicycle planning matters.

Economic Opportunity Council 4 Seats Closing date: Open until filled The Economic Opportunity Council makes recommendations to the Board of Supervisors on all program proposals and budgets related to Community Services Block Grant and the Weatherization program, and performs other functions as specified in the Economic Opportunity Act of 1964. Fish & Wildlife Committee 1 Seat Closing date: Open until filled Advises the Board of Supervisors on fish and wildlife issues in Contra Costa County, including the use of funds from the Fish and Wildlife Propagation Fund pursuant to Fish and Game Code Section 13103. The Fish & Wildlife Commission includes 10 seats. Each of the five Supervisors nominates one member, and the Internal Operations Committee nominates 4 At-Large appointees and 1 alternate. The alternate can sit and vote for any at-large seat on the committee. Hazardous Materials Commission 1 Seat Closing date:Applications must be received by May 31, 2022 The Commission is a voluntary body appointed by the Board of Supervisors and makes policy recommendations to the Board and county staff on issues concerning hazardous materials and hazardous waste. The commission’s 14 members and alternates serve four-year terms and include representatives of industry, labor, civic groups, environmental organizations, environmental engineers, the general public, and the Mayors Conference. Historical Landmarks Advisory Committee 1 seat Closing date: Open until filled The Contra Costa County Historical Landmarks Advisory Committee is looking to fill an existing vacancy. The purpose of the Contra Costa County Historical Landmarks Advisory Committee is to advise the Board of Supervisors on matters relating to the identification and preservation of historical resources within the County, including identifying eligible sites and places to be listed in the County’s Historic Resources Inventory. The committee meets 4 times per year. In-Home Supportive Services Public Authority Advisory Committee 4 seats Closing date: Open until filled Individuals who reside or work in Contra Costa County can request an application for these volunteer vacancies. Library Commission 1 seat, 1 alternate seat Closing date: Open until filled The Commission serves in an advisory capacity to the Board of Supervisors and the county librarian; provides a forum for the community to offer input concerning Library operations, and recommends proposals to the Board of Supervisors and the county librarian, which may improve the library. Mental Health Commission 1 consumer seat, 1 at-large seat Closing date: Open until filled To review and assess the community’s mental health needs, services, facilities, and special problems to advise the Board of Super-

visors concerning local mental health services and programs. Planning Commission Closing date: Open until filled The Commission is responsible for hearing and deciding applications for proposed projects that generate more than 100 peak hour trips, and all appeals from decisions of the zoning administrator. The Commission also may initiate the preparation of general plans, specific plans, regulations, programs, and legislation to implement the land use planning power of the county; is generally responsible for advising the Board of Supervisors of matters relating to planning; is the designated advisory agency for the purpose of passing on subdivisions; and hears and makes recommendations regarding proposed development agreements. Meetings of the Planning Commission are generally held on the second and fourth Wednesdays of each month at 7 p.m. in Martinez. Members of the Planning Commission receive $50 per meeting up to a monthly maximum of $300, plus mileage expenses. The appointment will be for a full four-year term beginning July 1, 2022, and ending June 30, 2026. Retirement Board (CCERA) 1 Seat Closing date: Open until filled The Contra Costa County Board of Supervisors is seeking an individual with a sound business background, experience in pension fund investment or administration, or in equity investments or banking, to serve on the Contra Costa County Employees’ Retirement Association Board of Trustees. To be considered, candidates must be county residents, must not be retirement system members or retirees, and may not market any investment, consulting, or related service to the Contra Costa County Retirement Board or any other 1937 Act Retirement Board. Regular meetings of the Retirement Board are held on the second and fourth Wednesdays of each month at 9 a.m. and sometimes extending into the afternoon. There may also be additional meetings on special topics that arise from time to time. Notice Inviting Bids 1. Bid Submission. The City of Brentwood (“City”) will accept sealed bids for its Pavement Management Program 2022 (Grind & Overlay), CIP Project No. 336-31699, by or before Tuesday, April 26, 2022, at 2:00 p.m., at its Brentwood City Hall office, located at: 150 City Park Way, Brentwood, California, 94513. The bids will be publicly opened and read aloud at the Brentwood Community Center, located at 35 Oak Street, Brentwood, CA 94513 in Conference Room B (upstairs). On Tuesday, April 26, 2022, the Brentwood Community Center Conference Room will be open from 1:30 p.m. to exactly 2:00 p.m. to accept bids in person. 2. Project Information. 2.1 Location and Description. The Project is located at various sites throughout the City, and is described as follows: Resurfacing various streets with slurry seal, grinding and paving roadway failure areas, traffic control, removing and replacing traffic striping, legends and markers. 2.2 Time for Final Completion. The Project must be fully completed within 40 working days from the start date set forth in the Notice to Proceed. City anticipates that the Work will begin on or about June 10, 2022, but the anticipated start date is provided solely for convenience and is neither certain nor binding. 2.3 Estimated Cost. The estimated construction cost is $1,329,593. 3. License and Registration Requirements. 3.1 License. This Project requires a valid California contractor’s license for the following classification(s): Class “A”. 3.2 DIR Registration. City may not accept a Bid Proposal from or enter into the Contract with a bidder, without proof that the bidder is registered with the California Department of Industrial Relations (“DIR”) to perform public work pursuant to Labor Code § 1725.5, subject to limited legal exceptions. 4. Contract Documents. Bidders must request and obtain an electronic copy of the plans, specifications, bid forms and contract documents for the Project, and any addenda thereto (“Contract Documents”) directly from the City (at no charge) by completing and submitting the “Document Request Form” located on the City’s website at https://www. brentwoodca.gov/gov/pw/cip/pw_projects_out_to_bid.asp. The City may reject a bid submitted by a bidder that did not obtain the Contract Documents from the City as required. 5. Bid Security. The Bid Proposal must be accompanied by bid security of ten percent of the maximum bid amount, in the form of a cashier’s or certified check made payable to City, or a bid bond executed by a surety licensed to do business in the State of California on the Bid Bond form included with the Contract Documents. The bid security must guarantee that within ten days after City issues the Notice of Potential Award, the successful bidder will execute the Contract and submit the payment and performance bonds, insurance certificates and endorsements, and any other submittals required by the Contract Documents and as specified in the Notice of Potential Award. 6. Prevailing Wage Requirements. 6.1 General. Pursuant to California Labor Code § 1720 et seq., this Project is subject to the prevailing wage requirements applicable to the locality in which the Work is to be performed for each craft, classification or type of worker needed to perform the Work, including employer payments for health and welfare, pension, vacation, apprenticeship and similar purposes. 6.2 Rates. These prevailing rates are on file with the City and are available online at http://www.dir.ca.gov/DLSR. Each Contractor and Subcontractor must pay no less than the specified rates to all workers employed to work on the Project. The schedule of per diem wages is based upon a working day of eight hours. The rate for holiday and overtime work must be at least time and one-half. 6.3 Compliance. The Contract will be subject to compliance monitoring and enforcement by the DIR, under Labor Code § 1771.4. 7. Performance and Payment Bonds. The successful bidder will be required to provide performance and payment bonds, each for 100% of the Contract Price, as further specified in the Contract Documents. 8. Substitution of Securities. Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code § 22300. 9. Subcontractor List. Each Subcontractor must be registered with the DIR

to perform work on public projects. Each bidder must submit a completed Subcontractor List form with its Bid Proposal, including the name, location of the place of business, California contractor license number, DIR registration number, and percentage of the Work to be performed (based on the base bid price) for each Subcontractor that will perform Work or service or fabricate or install Work for the prime contractor in excess of one-half of 1% of the bid price, using the Subcontractor List form included with the Contract Documents. 10. Gauna said declining enrollment

Kelleher is a seventh-grade teacher who provides students with a well-rounded educational experience, according to Superintendent Harvey Yurkovich. Despite just starting his teaching career, Kelleher does not limit his leadership to the classroom. He has also led the school’s drama department, overseen the campus’ student leadership group and is the cross country coach for the district. Tovani is a fourth-grade teacher at Knightsen Elementary School and is

21 years, and currently teaches third grade at Discovery Bay Elementary School. She has a wealth of knowledge and is known for supporting students while also maintaining high expectations for them, according to the district. The best thing about teaching, according to Laucirica, is the connections she is able to make with students.
