Oakley school superintendent to retire County by Dawnmarie Fehr Correspondent
OAKLEY Oakley Union Elementary School District (OUESD) Superintendent Greg Hetrick announced Monday that he will be retiring at the end of the school year. “With a heavy heart, I am sharing with you today that I have decided to retire as your superintendent at the end of this school year,” Hetrick wrote in a letter to the district’s families. “There is really never a good time to retire as a superintendent, as the work will never be done, but for me and my family, the time is right.” Hetrick has spent more than three decades in education and came to the Oakley district in 2002 as assistant principal at O’Hara Park Middle School. He worked in the Brentwood Union School District from 2014 to 2016, then returned to Oakley as superintendent, where he has served through a housing

Fire district receives long-awaited grant by Tony Kukulich Staff Writer
REGIONAL After a year-long delay, the East Contra Costa Fire Protection District (ECCFPD) received a $500,000 grant that was initially earmarked for the district in Oct. 2019. Championed by Assemblymember Jim Frazier, D-11, the grant is the first step in establishing training facilities for the fire district. He presented a ceremonial check to ECCFPD officials during an event held at Station 53 in Oakley, Friday, April 23. “I’m happier than they are,” Frazier said. “This means the world to me that I can be a part
of their success, training and efficiency. Not only does this give the community a well-trained firefighting department, but it’s safety for them. It’s a really good opportunity for everybody.” In remarks made during the ceremony last week, ECCFPD Fire Chief Brian Helmick noted that in the approximately 100year history of fire service in East County, there have never been training grounds for new firefighters or existing firefighters who are advancing in the ranks. “We have not been able to give you a controlled environment or dedicated training see Grant page 18

reaches COVID-19 vaccine milestone by Tony Kukulich Staff Writer
REGIONAL When it was announced in January, the county’s goal of administering one million doses of COVID-19 vaccine by the Fourth of July seemed aspirational at best, but this week Contra Costa Health Services (CCHS) announced they had achieved that goal months ahead of the original deadline. “Hitting the one million vaccine doses administered mark so far ahead of schedule is a testament to the great work being done every day by Contra Costa Health Services staff and our many community and health system partners,” said District 3 Supervisor Diane Burgis. “I frequently receive great feedback from constituents on the positive experience they had at one of our clinics. This is certainly something to celebrate, but our work isn’t over yet.” The county’s first doses of the vaccine were administered to healthcare workers Dec. 15, and when the million-dose goal was announced a little over one month later, less than 40,000 doses had been administered. While county officials remained optimistic about their ability to create the infrastructure to support a widespread vaccination effort, concern focused on obtaining a sufficient supply of vaccine. see Vaccine page 18

Orchard Park School students to compete on state level by Dawnmarie Fehr Correspondent
OAKLEY Of all the things to come out of the pandemic, a team of middle school girls from Orchard Park School (OPS) in Oakley might be one of the most interesting. Seventh graders Natalia Cortez, Bethany Fumar and Yaretzi Costilla-Gutierrez, and eighth grader J Ting, banded together to join the National Engineering Design Competition (NEDC) by programing a microprocessor to engineer a human-centered solution to an equity issue. The girls placed first in both the preliminary and regional competitions and are currently preparing to compete at the state level on May 1. Their submission included a poster and design brief, a prototype pitch and a live technical interview. They built and programmed their own prototype, dubbing their product BlooBox. Inspired by the sibling of one of the teammates, who struggled to stay focused during virtual school, Bloo-Box contains a prize and opens after a series of tasks have been completed. The foursome began the year in distance learning but kept looking for ways to connect with their friends and their studies. Then OPS science teacher Susan Caguyong approached them with the idea of forming a Mathematics, Engineering, Science Achievement (MESA) Program team and competing in the preliminary NEDC competition.

Orchard Park School’s Natalia Cortez, Bethany Fumar, J Ting and Yaretzi Costilla-Gutierrez, who have formed a Mathematics, Engineering, Science Achievement Program team, will soon compete on a state level. “MESA is an extracurricular college and career prep program that focuses on increasing student diversity and achievement in the areas of science, technology, engineering and mathematics,” said Caguyong, who is a MESA mentor. “The group came together, and let me tell you, they are going places. They are pretty amazing.” Caguyong and her fellow OPS teacher Seth Cordes mentored the girls together, guiding them in their research but letting them take the wheel. Cordes is OPS’s arts and computer teacher, so when it came time to build circuit boards and start cod-

ing, the girls sought his advice. “These girls didn’t know anything about programming, C++, microcomputers or circuitry at the beginning of the school year,” Cordes said. “They just knew they wanted to learn, they wanted to compete, so they came up with the idea of this box where students who have trouble concentrating or might need a reward for doing work can place their phone or reward stuff in the box and have it be controlled so that as they complete homework, they can eventually open the box to get the reward.” Cordes said the girls learned to make
the different components of their box — LED lights, buttons and motors — work. A MESA adviser himself, Cordes said he was careful not to do the work for the team but to let them solve the problems themselves. Team member Natalia said she enjoyed the learning process and the challenges the project presented. “Ms. Caguyong talked about the project and I got really interested because it was designing for equity and I was interested in designing for equity, even though I had never coded,” she said. “I decided to join and asked if anyone else wanted to join. I got my teammates, and they said yes, and that’s how it started.” Since the preliminary competition in March, the team has taken judges’ comments into consideration, improving the project in their free time. Bethany said she is confident in her team’s work and looks forward to competing at the state level. “Right now, we are working on our presentation and reviewing the main problem we are supposed to talk about,” she said. “For me, it was a good time to have a group of people around us during COVID times. I was able to do a lot, even though during COVID, it would get boring. I was able to go to these meetings and talk to my friends and work on the project.” MESA was founded in California in 1970 and has grown to a national program with chapters in nine states. City to explore youth center options Correspondent
BRENTWOOD The Brentwood City Council has voted to spend up to $91,591 on an agreement for professional design services with Dreyfuss and Blackford Architecture for conceptual design services to launch a youth center and expand the senior center. The vote came at the regular council meeting on April 13, and work on the study will begin soon. The study will have two parts: first, it will look at the feasibility of turning the Brentwood Technology and Education Center into a youth center, and second, at expanding the existing senior center. The Brentwood Technology and Education Center — located at the corner of Sand Creek Road and Brentwood Boulevard — is owned by the city and was occupied by Los Medanos College until last year, when the college moved to a new Brentwood campus. Two nonprofits still occupy part of the space, but most of it is vacant. The study will look at the building and its surroundings to determine whether it’s a good location for a youth center. “As soon as they come back with the optional designs and the things that could be done, we will have a better idea of whether or not that location is a good location for a youth center, whether it can be turned into everything we would like to see in a youth center,” said Brentwood Mayor Joel Bryant. The senior center is located on Balfour
Road, adjacent to the Brentwood Family Aquatic Center, Veterans Park and the skate park. The study will look at possibilities for expanding the building’s space and thus its programming. “The analysis will identify the design potential that each facility has and will include further outreach to community stakeholders to explore the program offerings and possibilities,” said Bruce Mulder, Brentwood’s director of parks and recreation. “Deliverables for the project include conceptual designs and cost estimates for these facilities that the city can then use for further planning considerations.” He noted that the study is expected to be complete by end of summer. The project was originally brought to the previous city council last year by Vice Mayor Johnny Rodriguez, who said this was a great opportunity for both the seniors and the youth in the community. “When we were first looking at the feasibility study, we thought it would cost $100,000 just for the youth center, but we were able to work with the architect and we are looking at almost $100,000 to be able to do the senior center and the youth center architect and feasibility study together,” Rodriguez said. “Even after the architectural work, there will be discussions, there will probably be community meetings . . . we had to spend the $100,000 so we could know the bigger numbers.” Rodriguez and Councilmember Susannah Meyer make up the ad hoc committee overseeing the feasibility study. Meyer has
worked with seniors in the local community for years and said the senior center is currently bursting at the seams. “For me, part of the reason I made the decision to move forward is that I support the older adult population in a huge way,” said Meyer. “My background is working with seniors, and I want to be someone who is very accessible and understanding of what they are looking for and what their needs are. I want to help them have a voice in the community.” Meyer said the idea of swapping the two sites has been floated, and moving senior programming to the Brentwood Technology and Education Center has already generated some strong feedback in her email inbox. She welcomes all feedback and hopes anyone with thoughts on either location feels free to email her and her fellow councilmembers. She stressed that the city is still

in the information-gathering phase, and a robust community outreach phase will follow before any decisions are made. Should plans for a youth center at any location come to fruition, Bryant said he envisions a place where local youth can spend time, study, access computers and tutors, and even learn a trade. “We really do need something that is a facility that focuses not only on activities for youth, but also brings education and training opportunities,” Bryant said. “I have talked with local building trades, and maybe in conjunction with LMC we can give opportunities to young people who aren’t interested in going to college but may be interested in learning a trade.” To send feedback to the Brentwood City Council, email citycouncil@brentwoodca.gov.

Open-air market makes Brentwood debut by Krys Shahin Correspondent
BRENTWOOD Scents of fresh-brewed coffee, harvested flowers, handcrafted soaps and cooking food wafted through the streets of downtown Brentwood when the weekly farmers market met with the Communal Makers Market on April 24. Southern California-based Creative Communal held its first Northern California event after co-owners Diana Morales and Sarah Vogels met event organizer Katie Rogina, who expressed interest in hosting an event for residents. Creative Communal is an open-air market that allows local businesses to meet with their communities and sell their handcrafted goods. Events are designed to provide family-friendly time and support for local artisans. “[Katie] said there was a need for an event like this here,” Vogels said. “We feel proud and welcomed to be here. There’s obviously a need to bring these vendors together in one space.” Over 30 local vendors attended the event, offering goods from candles and soaps to handcrafted jewelry and succulents. “We’re hoping to have this every month and piggyback on the farmers market,” Rogina said. “We wanted to do something to bring the community and their families together in a safe, fun way.” Free face masks and other personal protective equipment and sanitizing sta-

This was the first event for some families to test the waters of their new hobbyturned-business adventures. “I used to make succulents and give them away, but my son encouraged me to start selling them, and now we’re here,” said Audra Spishock, owner of new business Mrs. Mae’s Succulent Arrangements. “I sold my most expensive [piece], which I didn’t expect. I honestly am happy just selling one.” Spishock’s son, 12-year-old Owen, also had entrepreneurial ideas for his own photography business, which he combined with his mother’s hobby. He takes photos of landscapes and cityscapes to pair with her succulent arrangements.
“I had seen people doing [photography], and it seemed like something cool to do,” he said. “I figured ‘Why not? I have a camera laying around and I’m bored. Maybe I can make a profit from it.’” Others have left their day jobs and committed to creating goods, like the folks at The Apothecary Bazaar. Patrick Sousa and Tiffany Baldwin create candles, body soaps and bath bombs for their two-month-old business. “I was cut out of my restaurant job because of COVID, so I decided to put less stress on myself and pick up my mom’s old hobby from the 80s,” Sousa said. “I’ve found no greater happiness.” Some marketgoers had expected to see the usual farmers market but were instead greeted with bubbles, live music and extra booths taking up another block of the street. “I usually go to the farmers market, but I think this [event] is cute,” said attendee Nicole Kangas. “We’ve been trying to reach out and keep the local shops open, so this is really great.” Live music was performed by 15-yearold Shellye Cheyenne. The young artist performed songs throughout the duration of the event, playing a wide range of covers, from “Bellyache” by Billie Eilish to “Jolene” by Dolly Parton, as well as her own single, “The Promise.” “I started performing in smoky bars in Texas at 14, and this is completely different. I’m kind of background music. I like it. It’s a different vibe,” Cheyenne said. “I’d abso-

lutely do something like this again.” Traffic from both of the markets spread into downtown shops, such as children’s boutique Wild at Hart Co. Employee Michaela McCauley said the business was busy throughout the day, but she wasn’t sure if that was from the usual crowd from the farmers market or new locals coming by for the makers market. The streets were lively with families and bustling in a way that could rival preCOVID times for this combo event. Future events may be scheduled, based on vendor participation and community response. HEALTH CARE DIRECTIVES: WHO IS GOING TO SPEAK FOR YOU IF YOU ARE UNABLE?
by Joan Grimes, Esq.
It is very important that everyone has a Health Care Directive and has a working knowledge of how they operate. So here we go! A Health Care Directive allows you to decide (1) who will make health care decisions on your behalf if you are unable (2) allows you to give specific instructions about any aspect of your health care and (3) to express your intention to donate organs and tissues following your death. In addition to the Health Care Directive, there are 3 other Advance Directives which you may want to consider. They are: 1. A Living Will is a directive that takes effect when a patient is terminally ill. 2. POLST- is a Physician Orders for Life Sustaining Treatment which is prepared by you and your physician usually when a person has been diagnosed with a chronic illness. 3. DNR- is a Do Not Resuscitate Order which is done by you and a physician. If you currently do not have a Healthcare Directive or you need to update yours, you should be able to obtain one from your healthcare provider or you can go to my website and download one. My website is Grimesesp.com. No specific form is required. Cedar Sinai Healthcare also has many different types of Directives based on religious or cultural affiliations. https://www.cedars-sinai.org/ programs/healthcare-ethics/advance-directives When you are completing your Healthcare Directive, be sure to include: 1. Full Name of the Healthcare Agent and current phones. If your agents have more than one phone number, put them ALL.
2. Have multiple alternate Healthcare Agents. Everyone needs a backup or two or three. 3. If you want some specific treatment, write it down. If you want to stay in your home, write it down!! If you want your ashes scattered in a specific place, write it down!! 4. Either have the Healthcare Directive Notarized or have it witnessed by two qualified witnesses. 5. Make several copies of the Directive. Give copies to your Healthcare Agents and your physician. Remember, Healthcare Agents are not mind readers. We have to tell them what we want. If you do not have a Healthcare Directive, you will still receive medical care. However, if you have a Healthcare Directive, your wishes will be known and there will be a greater chance for you to receive the care and treatment that you wanted. In conclusion, everyone over the age of 18 should have a Healthcare Directive. If you have a Healthcare Directive, check it at least once a year to make sure is up to date. If you have questions about your Healthcare Directive or any other Estate Planning issues, I offer a FREE 30 minute consultation in my Walnut Creek and Brentwood offices.

A boat parade to launch the season by Kyle Szymanski Staff Writer
The San Joaquin Yacht Club officially launched this year’s boating season with a festive, holiday-themed parade around Bethel Island on April 24. Pastor Will Byrns kicked off the noontime event by blessing the boats for a safe season; the roughly 40 boats cruised around the island, heading under the bridge, then down Taylor Slough, all the way around the island, past Bethel Harbor Marina, The Rusty Porthole, Russo’s Marina and The Sugar Barge. By the end of the day, Rob and Susan
Bernhard’s boat, decorated for “Talk Like a Pirate Day,” had caught most everyone’s attention and garnered the People’s Choice Award. Aside from wowing spectators, the boat served as a floating memorial for Rob, who died on April 23. He was honored as his “pirate ship” the “Susan Gayle” and her crew led the procession around Bethel Island, talking “Pirate” and shooting cannons. After the parade, eight bells were rung at the club to pay respects to the beloved mariner. To view a slideshow, visit www.thepress.net/multimedia/slideshows

Fighting for change G
3.8% SALES TAX ON REAL ESTATE?
Back when Obamacare passed in 2010, it did add a new 3.8% tax on the “unearned” income of high-income taxpayers (single-filers making more than $200K and joint-filers making more than $250K). This is being called the “Medicare Tax” because it is meant to shore up Medicare’s shaky finances. It would apply to income from interest, dividends, annuities, royalties, capital gains and rents. They call this “unearned” income because it’s from investment activity, not necessarily work that you actively participate in. Don’t forget that the exclusion to avoid up to $250,000 (single-filer)/$500,000 (jointfiler) in gain in a personal residence is still on the books. This exclusion still applies before the 3.8% tax kicks in. So if you are not a “high-income taxpayer” and you had less than $250K (single-filer) or $500K (joint-filer) capital gain on your principal residence, this new 3.8% probably does not apply to you. Where this new tax DOES impact real estate is in terms of some high-income investors that own rental property. If you make more than the $200K/$250K income

thresholds, your net rental income may be subject to the new 3.8% tax UNLESS your rental property business IS your main occupation, which makes it “earned income.” When Obamacare passed, most people didn’t have large gains in their property, and the $200K and $250K income levels seemed like it was just for “the rich” so it didn’t apply to many people. But now many people are experiencing large gains in their property. And in many high-cost areas, an annual income of $200/250K puts you squarely in “the middle class” today. So, more and more people may actually start paying this 3.8% tax when they sell their properties. This is what happens when tax laws are passed that don’t index the income thresholds. ***I AM NOT A TAX EXPERT. PLEASE CONSULT A TAX PROFESSIONAL FOR SPECIFICS TO YOUR SITUATION.***. products. Through the use of fun, engaging activities, Actions of the Month sets a baseline for families to take direct sustainable action in their households. While SLIA emphasizes everyday sustainable living, the organization also aims to mobilize the younger generation to continue their environmental advocacy. The Climate Careers Chat is an online event that features guest speakers who work in environmental fields. The panel answers questions related to their education, occupation and general field. The Climate Career Chat has featured several notable environmentalists. Adam Ratner, a specialist at the Marine Mammal Center, and Missy Stultz, a sustainability manager for Ann Arbor, are two examples of panelists who have shared their experiences in the sustainability field. SLIA has used their platform to motivate volunteers to implement sustainable habits and advocate for their environment in the community. By being youth led, they gain their strength in a team of like-minded individuals dedicated to bettering their community. “There’s a lot of energy, you can tell kids are really more motivated to get things done,” explained Sarah Khan, intern for SLIA. “Especially now we consider [current global] circumstances… with climate change. I feel like kids are the most active when it comes to this and are most excited to put their efforts in fighting.” SLIA continues to inspire Contra Costa youth to impact their community. With topics such as climate change, sustainability and pollution on the forefront of politics, local youth have started to tackle these topics and translate their advocacy into direct action. Among these youth advocates is an organization called Sustainable Leaders in Action (SLIA). SLIA has hosted a variety of events that have educated Contra Costa’s youth on ecofriendly living and climate-related issues. “Our main goal is implementing sustainability within our community, and also empowering the next generation of environmental activists,” explained Alexi Lindeman, head chair of SLIA. “And we do that through our projects right now.” SLIA has launched a variety of projects that aim to lead sustainable education initiatives. Its newsletter is one component in promoting climate advocacy within younger generations in a way that is digestible through aesthetic imagery and articles. The SLIA Newsletter is a collective effort between young environmentalists interested in journalism, photography, art, graphic design and editing. “We work to put together this bimonthly newsletter that brings awareness to all kinds of topics from nuclear energy, to seaweed as a solution to climate change,” remarked Abigail Stofer, editor for the SLIA Newsletter. “And we also frequently have articles that give tips on ways that you can reduce your carbon footprint in your own household,” In a collaboration with Cleaner Contra Costa, SLIA works to engage the youth with sustainable solutions in the community through their “Actions of the Month” initiative. A competition between households, the project explores a wide range of simple acts that contribute to lessening carbon footprints, including turning off the faucet, using public transportation and buying reusable

Heritage baseball team keeps winning by Michael Dixon Correspondent
Heritage’s baseball team in 2020 was senior-heavy. Therefore, the cancellation of last season not only kept the Class of 2020 from having a real senior season but also prevented the players of the Classes of 2021 and 2022 from gaining real varsity experience. That left the Patriots with a sense of uncertainty as they entered the 2021 season. Despite that, the 2021 season has brought good results. Heritage defeated Antioch 6-0 on Tuesday, April 27, to move to 12-2 overall and 7-2 in official Bay Valley Athletic League games. “It’s been better than anticipated,” coach Kevin Brannan said. “We really had no idea what to expect. We knew it would be a big adjustment from years past with a very inexperienced group. We aren’t quite where we want to be, but I think we are on our way.” It’s been a team effort. Nine Heritage hitters have at least 24 at-bats on the season. Of that group, seven are hitting .300 or better. Junior Ryan Wheeler leads the team with a .417 average. Behind him are seniors Brandon Marion and Parker Judy, both hitting .385; seniors Gavin Tonkel,

Heritage High School pitcher Felix Dominguez prepares to release a pitch earlier this season. The Patriots are in first place in the Bay Valley Athletic League, with a 7-2 league record and a 12-2 mark overall. David Thomas and Brennan Rocha at .348, .344 and .324, respectively; and Jo Jo Roman at .316. But Heritage has only three home runs: two from Judy and one from fellow senior Brett Ehlen. As a team, the Patriots
are only slugging .409. But although the power hasn’t been great, the Heritage offense has found ways to make up for it. The Patriots sport a team on-base percentage of .442. When they’ve been on base, Heritage runners
have done damage, stealing 42 bases. Roman has led the way with 10, Tonkel has eight and Wheeler, Judy and Rocha each have five. The pitching has similarly been a team effort, with the Patriots’ team ERA coming in at 1.82. Senior Cristian Machado has notched a 4-0 record with a 1.18 ERA in nine appearances. He’s also struck out 27 hitters in 23.2 innings. Fellow senior Felix Dominguez leads Heritage in strikeouts, recording 30 in 20 innings. He also has a 3-0 record with a 2.00 ERA. Seniors David Thomas [2-2, 2.02 ERA] and Carson Glavich [2-0, 3.13 ERA], along with Ryan Marchetti [1-0, 0.57 ERA], all have at least 12.1 innings pitched and have made the most of those appearances. And as is always the case in baseball, the statistical leaders aren’t the only players who make teams go. Brannan was quick to credit one of his utility players for his role in the team’s success. “Beyond the statistical leaders, Anthony Potestio has been very valuable to us,” Brannan said. “Anthony is a sophomore who has played multiple positions and batted all over the lineup in an everysee Baseball page 11

son was Brannan picking up his 200th win at Heritage. Speaking about that accomplishment, Brannan said that he would be remiss to not give most of the credit to the coaches he has on staff. “It caused me to reminisce on some of the highs and even some of the lows over the years,” he said. “Between the kids and the great parent support, it becomes easy to forget about the quality coaches I have at each level. It’s very hard to get and keep quality coaches at the HS level in this age of travel ball and private lessons.”
Brannan said that the last year has been a reminder of how fortunate he is to get to coach and help the players become better student-athletes. He’s noticed a similar attitude among those players. “They’re excited,” Brannan said. “I couldn’t imagine being a high school-aged kid and having an entire year stripped from me. No school, no sports, no social activities. They are making the most of it and winning games along the way. I’m happy for them.” One of the highlights of the 2021 sea-

Brentwood resident publishes memoir by Stephanie Mollenhauer Correspondent
“If you’re not all in, you’re not in at all.” Brentwood resident and entrepreneur Martin Sawa lives by this principle, a mantra artfully woven throughout his recently published memoir, “The Other Side of Success: Money and Meaning in the Golden State.” Sawa sat down with The Press on a sunny Tuesday morning in the backyard of his Brentwood home, with the faint sounds of residential development in the background: the final phase of homes being constructed in Sawa’s neighborhood. The noise feels appropriate, as Sawa’s story is intertwined with commercial real estate and development. After growing up the son of penniless Ukrainian immigrants, Sawa impulsively quit his day job for a commission-only sales position, completely reinventing himself and taking a piece of the high-stakes commercial real estate market in the Bay Area in the 1980s. His memoir tells how the Bay Area grew to become the real estate behemoth it is, from a perspective only an insider and serial entrepreneur can provide — with a refreshing dash of honesty not often found in business memoirs. From the first chapter of his memoir, it’s evident that Sawa has a talent for storytelling. He spent nearly five years learning how to write, taking courses in creative writing and screenplay writing. While working on Sawa’s fourth screenplay, a developmental editor asked if he had ever considered penning a memoir. “My personal life was far more interesting than my business life,” he laughs. Sawa initially dismissed the idea, calling it a vanity project. He considered a business biography, but “compared to Elon Musk or Phil Knight.” “I’m not going to add anything,” he said. “What most business bios didn’t have though, was an interesting story. It was usually about a rich male overcoming obstacles in the course of business and becoming wealthy. It’s predictable, though. You never really get to know their personal life, and what effect that had. It’s a one-dimensional story.” Once Sawa committed to the idea of writing his story, he next had to decide how truthful he wanted to be — a process that took a few weeks of introspection. Sawa’s decision to be honest is refreshing. He doesn’t hold back any punches but gets into the good, bad and ugly from his past, reliv-
ing memories and mistakes, sharing stories that family and friends weren’t aware of. Dedicating oneself fully to executing a decision is a principle that Sawa lives by and is woven throughout the book. Five years and 85,000 words later, “The Other Side of Success” is a testament to the no-holds-barred life Sawa has led. Much like his book, Sawa is an oldschool entrepreneur who’s an open book, if you’re willing to open the pages and give it a chance. He has a lot to share, and share he does. “The entrepreneurial life is tough. It’s not 9-to-5,” he said. “If you’re used to a paycheck every week or every month, if you’re unwilling to do whatever it takes to get to the next step, it’s not for you. You need to evaluate yourself closely.” In fall 2019, Sawa and his wife made the decision to move back to Brentwood from Texas, where they had been living. In moving back to East County to be near their children and grandchildren, Brentwood stood out. “Environmentally, we’re on the urban edge. We looked at a lot of different places, but (Brentwood) had a good combination of factors,” he said. Though Sawa is now retired, he can’t turn off the brain that spent so many decades developing land and projects. Living in Brentwood, he has a few observations. “There’s a lot of things that could have been done earlier to shape the direction [of Brentwood.] Geographically, you’re on the edge [of the commute corridor]. Trying to get engineers to move out here, or some large tech company, isn’t going to happen,” he said. He’s hopeful that the city’s Innovation Center Master Plan will be a boon for the area. Doubling down on transportation and mixed-use buildings are Sawa’s recommendations for the city going forward. One of Brentwood’s biggest obstacles to development isn’t itself, but its neighbor. It’s a unique perspective from a man who spent half his life focused on commercial real estate. “No matter what Brentwood does, if Antioch builds out it’ll create impacts over which Brentwood has no control,” Sawa said. When asked if he has any interest in getting involved with the city of Brentwood and coming out of retirement, Sawa chuckles. “I’ve sat in meetings for six to eight hours. I don’t need to do that now.” “The Other Side of Success: Money and Meaning in the Golden State” is available for purchase on Amazon and Kindle...

Barbara F. Bonnickson
Rhonda Lee Kathain (Walker)
October 14, 1960 – April 15, 2021 Rhonda Lee Kathain (Walker), 60, of Brentwood, CA, went home to be with the Lord, and passed away on April 15, 2021. Rhonda was born in Oakland, CA, to Lova “Kaye” and James “Bud” Walker on October 14, 1960. Rhonda grew up in Fremont, CA, next door to her lifelong love, Robert Kathain. The two were inseparable growing up and in middle school began dating. In 1976, Rhonda and her family moved to Brentwood, CA. Rhonda and Robert’s bond could not be broken, and after graduating from Liberty High School (1978), Rhonda returned to Fremont to be with her love, Robert. They were married two weeks later, on June 24, 1978. Rhonda and Robert’s immense love for each other during their 42-year marriage will leave a lasting impression on all who knew them. Rhonda and Robert moved back to Brentwood in 1989, where they raised their three boys: Robert, Ryan and Riley. In 1993, Rhonda began her career with the Brentwood Union School District, where she selflessly served the students, staff and families of the various schools she worked for. Rhonda worked for Krey Elementary School for the last 17 years, where she was able to see her five oldest grandchildren attend. Rhonda will be remembered by staff, students and parents as having an ever-present smile and loving spirit. Rhonda was also an active member of Fellowship Church (Antioch). She had a faithful and loving heart, which was evi-
dent in her selfless devotion to the Lord, her church and her community. Most would say that one of Rhonda’s biggest joys in life was her eight grandchildren and being together as a family. Her grandchildren will forever miss and have lasting memories of their “Mimi.” Rhonda is preceded in her death by her father, James Walker. Rhonda is survived by her loving husband of 42 years, Robert Kathain; her children, Robert, Ryan and Riley, all of Brentwood; daughters-in-law, Natalie, Alyssa and Tyan; sister, Deana Lewis (Mark Lewis), of Sacramento; mother, Lova Walker (Hammett); father-in-law and mother-in-law, Robert “Bob” and Ortencia Kathain; and eight grandchildren, Jackson, Ryder, Kamdyn, Kade, Adalynn, Mia, Brayden and Makenna. The Kathain family wishes to extend their sincere appreciation and gratitude to all friends, family and coworkers who have supported them in various ways during this difficult time.
January 20, 1921 – January 26, 2021 Barbara Bonnickson passed away at the age of 100 on January 26, 2021. She was a long-time resident of Brentwood, having lived in the same home at 613 Second Street since the age of 2. She was a graduate of the Merritt Hospital Nursing Program in Oakland and served as a Red Cross nurse in World War II. Her greatest contribution to Brentwood was her 20 years of service as the extraordinary school nurse at Liberty High School, known for her compassionate care for students and staff far beyond the expectations of her position, helping many struggling young students, at times even taking them into her home. Ms. Bonnickson was an exemplary public citizen, serving as a key member of numerous Brentwood community organizations, including the Brentwood City Neighborhood Committee, the Brentwood Park and Recreation Board, the Delta Informal Gardeners and the Brentwood Community United Methodist Church. She also served as the president of the East Contra Costa Historical Society, where she enthusiastically worked toward the restoration of the John Marsh home. She spearheaded the creation of the Brentwood Downtown Park
and served on the Advisory Board for the East Bay Regional Parks. She was passionate about preserving nature and the beauty of the hills around Mt. Diablo. She was recognized as the Brentwood Citizen of the Year in 1980. Barbara is fondly remembered by her extended family and friends for the twinkle in her eye and her outgoing good cheer that lit up any room which she entered, and for her compassion and willingness to help anyone in need. She is survived by her nephew Chris Munn of Brentwood and her filial foster daughter, Victoria U. Jones of Carson City, Nevada.
William Douglas Foster
November 13, 1933 – April 3, 2021 Loving husband and father to his wife of 61 years, Donna, and his three children, Peter, James and Catherine. Bill graduated from Cal Berkeley and worked for 33 years with Chevron. Bill dedicated his life to service at church, PTA, booster clubs, Little League, Prison Fellowship, United Way, World Impact, Rotary and A Place of Learning of Brentwood. Bill will be remembered for his “Bill” jokes, his generous giving of time and talent and his loving spirit. Donations: www.mounthermon.org/gifts, select “camperships” and “in tribute to.” A private graveside service will be held.

grounds to master the skills that ultimately go to the people that we serve,” Helmick said. “And today, and what Assemblymember Frazier has done – and the work that he has done – is that he is planting a seed that over the near future will work to remedy this historic issue that we have had.” Each year assemblymembers have an opportunity to request money from the state’s general fund be allocated to high-priority initiatives in their district, Frazier explained. He submitted a single request aimed at helping the fire district build a training facility with funds from the 2019 budget. That request was approved and included in the passage of Senate Bill 109, which amended expenditures in the Budget Act of 2019. Before the grant could be distributed the COVID-19 pandemic took hold, and the outlook for the state’s budget came into question. “I was alerted that we were successful,” Frazier said. “Then the pandemic hit, and they said that they were going to hold the money back because they didn’t know what kind of condition the state budget would be in going forward. We kept asking on a regular basis because

Weekly allocations of the Pfizer and Moderna vaccines hovered around 30,000 units through February, less than the estimated 43,000 weekly doses required to meet the July 4th goal. In early March, allocations started to increase and nearly 90,000 doses were received in the last week of March. The following week, the allocation peaked at 122,000 doses. As the allocations rose and vaccination clinics expanded across the county, CCHS announced a revised goal of administering a million doses by Memorial Day. Still, the county beat the revised goal by more than five weeks. “There has been a great effort across our community to ensure access to vaccine in every neighborhood. In recent weeks, ample allocations from the federal and state governments to Contra Costa have greatly aided the local vaccination effort,” said CCHS spokesperson Brittany Paris. “It also shows that our county’s healthcare system – from CCHS to private health pro-

we had made a commitment. Two weeks ago my legislative director called me and said that all the district has to do is invoice them and it’s done. I said, ‘I’ll call and make sure that invoice gets done.’” The district has been engaged in discussions with the Ironhouse Sanitary District regarding the acquisition of property to build a multi-use training center. ECCFPD Battalion Chief Ross Macumber said that the pandemic has slowed down the pace of those conversations, but they are ongoing. “The plan has always been that the training center would be built in phases,” Macumber stated. “So we wouldn’t build everything all in one shot because of the cost. It will just be a constant evolution.” The projected cost and timing of construction are expected to become more clear as planning for the initiative progresses. “Additional funding for the fire district is a huge win for the residents and businesses in East Contra Costa,” said Brian Oftedal, president of the ECCFPD Board. “For years, our firefighters have made due with training in parking structures, abandoned houses, parking lots or
viders, community clinics and pharmacies – is well coordinated and delivering vaccine to the public quickly and efficiently.” As of April 27, 68% of county residents over the age of 16 have received at least one dose of the COVID-19 vaccine, and 47% have been fully vaccinated. “We don’t really know what level we need to reach in order to achieve herd immunity or community immunity,” Paris explained. “This is an incredibly contagious virus, much more so than most colds or the flu. As evidence of this, our masking and social distancing this past winter was sufficient to essentially eliminate influenza from the US, yet not enough to prevent our terrible winter COVID surge. Contra Costa Health Services is focused on vaccinating our entire community.” Despite the success of the vaccination effort to date, Paris reports that demand for vaccines is slackening. Additionally, of the 10 communities with the lowest vaccination rates in the county, eight are in East County. Brentwood leads East County communities

wherever they could find an opportunity. Now, they will be able to have a dedicated facility within our district to maintain their firefighting, rescue and emergency medical skills.” The training center grant was not the only good news the ECCFPD received in April. The district also received a grant of $201,500 from the California Office of Emergency Services for the purchase of 22 portable radios. Motorola, the manufacturer of the district’s radios, announced that they were discontinuing support of the units previously used by the district necessitating the purchase of a new generation of radios at a cost of approximately $9,000 each. In addition to being smaller and lighter, the new radios have improved technologies including GPS locators and Bluetooth functionality. “I bought 10 radios last year out of the district budget because we were going to do 10 every year to replace what we needed,” Macumber said. “But now that we got this grant, we’ll be able to replace them all in one shot fully funded, which basically saves the district $201,000 over the next two years. It’s a huge win for us.”
with a vaccination rate of 50.7% followed by Discovery Bay (49.9%), Antioch (42.2%), Byron (42%), Oakley (41.8%), Bethel Island (41.6%) and Knightsen (18.5%). “There are many East County residents who still haven’t received their first dose of vaccine,” Burgis said. “If you’ve been waiting, now is the time, and if you have questions, please do reach out to ask us or have a conversation with your doctor.” In addition to vaccinations, the use of face masks and social distancing have been key components of the effort to slow the spread of COVID-19. The Centers for Disease Control and Prevention (CDC) updated mask and social distancing guidelines this week for individuals who have been fully vaccinated. According to the CDC, those who have been fully vaccinated no longer need to wear a mask or practice social distancing: while outdoors except in crowded settings; indoors with others who are either at low risk for the disease or indoors with others who have also been fully vaccinated.
Gov. Gavin Newsom released a statement indicating that the state will move to align its guidelines with those of the CDC. “After reviewing the Centers for Disease Control and Prevention’s masking recommendations, and with science and data as our guide, we are moving to align California’s guidance with these common-sense updates,” Newsom said. “While more than half of Californians 16 and older are partially or fully vaccinated, many others are still not vaccinated, and the threat of variants remains. We need to remain vigilant and continue public health prevention measures – like wearing masks when appropriate and getting vaccinated – but the light at the end of this tunnel has never been brighter.” For more information on the CDC’s mask and social distancing guidelines updates, visit http://bit.ly/thepress_CDCupdate.
