Mayor: Bright future for city ing less than expected and an estimated $12 million rolling in over the next two years, courtesy of the American Rescue Plan Act of 2021. If all goes as expected, then the positive outlook will ripple through the community. The mayor indicated that city leaders will continue supporting current local businesses, while also working to attract other high-paying employers. Work is well underway to craft a business attraction and job growth master plan for over 430 acres surrounded by Lone Tree Way to the north, Heidorn Ranch Road to the west, Sand Creek Road to the south and Shady Willow Lane to the east. BRENTWOOD Mayor Joel Bryant used his first State of the City address this week to present Brentwood as a stable entity with a bright future. The 45-minute address, conducted over Zoom, touched on the city’s current state and future hopes, encompassing the municipality finances, current and future economic development efforts, public safety plans and other topics. “As a community, Brentwood is one of the most wonderful places I have ever lived, and I continue to hear that from our families here,” he said. Bryant hinted the city’s finances are stable, with property taxes up, the general fund reserve sitting at 30%, sales taxes slump-

BRENTWOOD The City of Brentwood welcomed Alexis Morris as its new community development director last week. Morris comes to Brentwood from Antioch, where she worked as a planning manager. She said she is excited to dig into her new position and coordinate all the different aspects of community development for Brentwood. “I think this position is important to the City of Brentwood to bring all the different parts of development together,” Morris said. “This position is important to coor-
dinate all those parts for the city and I’m excited to be doing it here, I feel very privileged to have been offered this role and I’m excited about what we can accomplish going forward.” Morris was offered the position after its previous holder, Casey McCann, retired last summer. City Manager Tim Ogden said there was no rush to fill the vacancy in the interest of producing budget savings during the pandemic. He noted Assistant City Manager Terrence Grindall stepped in when necessary to handle any issues, and will help Morris during her transition. “Alexis will serve the city well with her technical background, experience in planning and economic development and knowledge of the

REGIONAL In the first of three drought-related announcements made earlier this week, Gov. Gavin Newsom expanded the state’s drought emergency declaration to an additional 39 counties including Contra Costa. Approximately 30% of the state’s population and 41 of 58 counties are now in a drought emergency. Newsom made the announcement from the San Luis Reservoir in the Central Valley on Monday, May 10. That reservoir is currently holding 57% of it’s seasonal average and less than half of its full capacity, conditions that are common in reservoirs across the state. The governor’s comments came three weeks after a state of emergency was declared in Sonoma and Mendocino counties due to drought conditions in the Russian River watershed. “We have to recognize that we’re living in a world that we’re living in a world that we weren’t designed to live,” Newsom said. “We have a conveyance system, a water system, that was designed for a world that no longer exists. It’s incumbent upon us to acknowledge that. It’s incumbent upon us to reimagine a different future, a much more resilient, a much more vibrant, a much more dynamic waterdelivery system here in this state.” Dry conditions for two consecutive years have been exacerbated by above average temperatures that have accelerated the snow melt in the Sierra Nevada and Cascades. Driver flees after car lands in irrigation ditch By Tony Kukulich Staff Writer
REGIONAL A driver fled the scene after a single-vehicle rollover accident Sunday night, May 9 in Brentwood. “At approximately 9:20 this evening, we received a dispatch for a vehicle off the roadway rollover,” said Battalion Chief Craig Auzenne of the East Contra Costa Fire Protection District (ECCFPD). “Engine 52 out of Brentwood, Engine 59 from Discovery Bay, a battalion chief, a medic unit and ConAir 2 from the Contra Costa County Fire Protection District responded out.” First responders arrived to find a heavily damaged Ford Ranger XLT on its roof in an irrigation canal filled with just a few inches of water. The driver was not with the vehicle. Ray McDowell, who was travelling ahead of the Ford, saw the accident occur. “I saw the vehicle behind me,” McDowell said. “I thought he was playing around in the dirt, and then he started fishtailing. He caught the road and flipped. We turned around, and before we got back another car pulled up. As we were pulling up, the other car took off. I did not see the other driver get into the car, but there was nobody here at the scene with the truck. That’s all I can assume, but it’s just an assumption.” The incident remains under investigation by the California Highway Patrol.

After losing control of their vehicle and landing upside down in an irrigation ditch along Chestnut Street in unincorporated Brentwood, the driver fled the scene. The crash is under investigation by the California Highway Patrol. Earlier in the day, crews responded to an all-terrain vehicle accident that resulted in traumatic injuries to the 26-year-old male driver. According to an ECCFPD incident report, the accident occurred on the 50 block of Sunnyview Court in Oakley

Discovery Bay treated for weeds Woman The Department of Boating and Waterways (DBW) began treating Discovery Bay waters for invasive aquatic weeds on April 30. The first of three treatment series, it included all bays along Kellogg Creek, Cypress Chanel and parts of Indian Slough. Treatments are expected to be complete on May 7. “The bays were bad early this year,” said Jim Mattison, president of the Discovery Bay Community Foundation (DBCF). Mattison works directly with DBW, keeping tabs on the status of each of the bays. In the past, DBW used Fluridone pellets to treat the weeds as early as March, but this year implemented liquid Diquat – considered more effective – and permit restrictions would not allow treatment to begin until the end of April. Steps have already been taken to begin treatments earlier next year. “Diquat is a much more effective product,” said Mattison. “Homeowners will see a significant difference in seven to 10 days after each treatment.” The next series of treatments is scheduled for June, with a final series to be scheduled based on results of the first two. For more information on continued treatments in Discovery Bay, visit the DB Bays Facebook page at https://www.facebook.com/groups/140223874652620 or email jim@dbcf.info.

ISD opens recycled water fill station REGIONAL While most of California is experiencing mild drought conditions, state officials have reported that Contra Costa County is experiencing severe drought conditions. To help residents reduce the water use in gardens, landscaping and lawns, Ironhouse Sanitary District (ISD) has decided to open its residential recycled water fill station early this year. The fill station is now open. The open hours will be Tuesday and Thursday, 7:30 a.m. to 4:30 p.m. The fill station service is available at no charge to Oakley and Bethel Island residents. Those who live outside ISD’s service area are welcome to purchase a $25 punch card, allowing for 20 trips of up to 300 gallons of recycled water per trip. For those who haven’t taken advantage of using recycled water for irrigation, it doesn’t take much to get started. ISD’s recycled water is safe for nearly all of your outside watering needs, including vegetable gardens, fruit trees and even washing cars. Many people believe that a 300-gallon tank, seen on the back of many local pickup trucks over the past few years, is necessary to get recycled water. However, many different containers can be used to bring recycled water home from ISD’s recycled water fill station. Some residents have gone as far as bringing gallon containers, covered 5-gallon buckets, and even 30-gallon drums—all of which can be purchased at local hardware stores.

The fill station is now open. A pickup truck isn’t even necessary for bringing recycled water home. Many users drive their cars in and fill up their containers and load them in their trunks. wastewater treatment plant, 2251 Elkins Way, for City of Brentwood utility customers. Recycled water is wastewater that has received extensive treatment in order to be used for many non-potable water uses such as landscape irrigation. The use of recycled water for this purpose is a way for customers to help meet state mandated regulations to reduce potable water use. Recycled water should never be used to drink or prepare food. It can be used to water your trees, gardens, lawns, wash cars, paths and various other watering needs. All plants can be watered with recycled water. This includes edible plants such as fruit trees, vegetables and herbs. All fruits, vegetables and herbs, however, should be washed with potable water before eating. It is also important that residents do not use recycled water for cooking or use it in the kitchen and not use it for bathing or showering, filling swimming pools or spas, or cleaning or filling up children’s water toys. ISD’s residential recycled water fill station is located at 450 Walnut Meadows Drive. Cross streets are Rose Avenue, Main Street and Districts Way. For more information on container types, see ISDs website at https://www.ironhousesanitarydistrict.com/236/Recycled-Water-FillStations. All county mandated COVID-19 protocols will continue to stay in place at the recycled water fill stations.

MIKE’S ESTATE PLANNING MINUTE
NT WO
O
By Michael J. Amthor, Esq.
HAVE YOU TALKED WITH YOUR FAMILY ABOUT MONEY? YOU SHOULD. HERE’S WHY.
I have discussed the importance of estate planning many times in these articles. Saving money, peace of mind and making things easier for those you leave behind are just a few of the benefits. However, with estate planning typically comes difficult conversations with family members that does not come natural. Subjects such as who you want to be in charge of your estate after death, who should receive your assets and end of life issues are just the beginning. Nine out of 10 Americans consider it important to have a financial plan but almost half have difficulty discussing finances with loved ones. There are three reasons for this: It can be overwhelming, it can be awkward and talking about a future plan is difficult when you don’t have one in place. The statistics tell an interesting story. 38% of people do not even talk to their spouse or partner about the other’s financial situation before getting married. 55% of those without a financial plan say they are not confident in their retirement and a full 86% of us do not feel they have saved enough for retirement. It starts with a conversation and
sometimes we just need a little help to take that first step. When I talk to clients about estate planning, I do so without making them feel guilty or being ashamed. The most important step you take is talking with someone. I reassure my clients that it is never too late nor too early to start talking about finances after death. Most of my clients have a very real sense of accomplishment and relief because many have been putting it off for years. I cannot emphasize enough the peace of mind my clients walk away with when we complete their estate plan and they know this important issue has been handled. Make a commitment to yourself and talk to your family today about these issues. Keep it light and do not take it too seriously. Your next call should be to my office and we will put your plans into action. If you have questions on this or any other estate planning topic, call me at (925) 5164888. Gov. Gavin Newsom this week previewed his $100 billion California Comeback Plan – the biggest economic recovery package in California’s history – including unprecedented investments to address the state’s most persistent challenges, starting with nearly $12 billion in direct cash payments to Californians hit hardest by the pandemic. Chief among the new proposals is a major expansion of the Golden State Stimulus, providing additional direct payments to middle-class families that make up to $75,000. Under the plan, two-thirds of Californians will benefit from $600 direct payments. Qualified families with dependents, including undocumented families, will also now be eligible for an additional $500. The plan triples California’s previous investment, reaching more people and giving bigger benefits. “California’s recovery is well underway, but we can’t be satisfied with simply going back to the way things were,” Newsom said. “We are tripling

Two in three Californians will receive a check from the state and more than $5 billion in aid will be made available to those who need help paying their rent or utility bills.” Under Newsom’s California Comeback Plan, the state would also offer the largest renter assistance package of any state in America, with billions of dollars to help low-income Californians pay back all of their back-rent, their rent for the months to come and overdue water and utility bills. com. Facebook Marketplace is also pretty good. You will also need to check the classified section of the local newspapers and their websites, which would be thepress.net and hotcoco.com. Next would be calling all the local property managers and asking what properties they currently have available. And then on top of all that, you need to just drive around and look for “for rent” signs (and look at bulletin boards, too). I know, I know.... This is a horribly inefficient way to do it. There just isn’t one place to look for every rental yet. And on top of that, many landlords are slow to update their post after the place is rented because they may have forgotten where all they posted it. If you have questions about real estate, call me at (925) 240-MOVE (6683). Voted “Best of Brentwood” multiple times. To search the MLS for free, go to: www. SharpHomesOnline.com. Last week I told you about some of the things to be careful of when renting a home. Now I’ll tell you how to FIND a home for rent. When you want to find a home for SALE, it’s pretty easy. Nearly all homes listed for sale these days wind up on the MLS system which then feeds into the real estate portals like Realtor.com, Zillow, etc. Not so with homes for rent, unfortunately. It’s more of a hodgepodge of several places to check, with no one place having all of the homes for rent. You can ask an agent to run a search for rentals on the MLS, but I’d guess that less than 25% of available rentals are listed on the MLS in our area. The next place to check would be CraigsList.com, BUT you need to be very careful and watch out for scams where the “landlord” doesn’t really own the home at all. For more info check out my article from last week or contact me for a copy of that article. A couple of other websites you can check are rent. com, trulia.com, Zillow.com and hotpads.

PROTECTING BENEFICIARIES INTEREST IN TRUSTS
by Joan Grimes, Esq.
Protecting beneficiaries’ interests in a Trust is a common concern for people establishing Trusts. The concern is usually that the beneficiary 1. may try to assign their interest in the trust to someone else; or 2. a creditor of the beneficiary may try to levy on the assets of the Trust. In order to protect the beneficiaries interest assets in the Trust after you die and your Trust becomes Irrevocable, the Grantor i.e. the person establishing the Trust, has 3 alternatives under California law: 1. Create a Spendthrift Trust; 2. Limit distributions to those necessary for the beneficiary’s education and support; or 3. Discretionary Trust where the trust distributions are solely in the trustee’s discretion California Probate Code Sections 15300-01 provides that if a trust provides that a beneficiary’s interest in income or principal is not subject to “voluntary or involuntary transfer,” the beneficiary’s interest in income or principal is not subject to enforcement of a money judgment until paid to the beneficiary. This is what is commonly referred to a spendthrift or shutdown clause. In most cases, this spendthrift or shutdown provision is all that a Grantor will need. However, it is important to understand that once the beneficiary “receives” the money in their hands, a creditor can then attach it. It is also important to understand that for public policy reasons, a creditor can levy on Trust assets for child or spousal support, felony restitution or for liability for public support.
The second alternative for protecting assets from creditors is to limit distributions of principal and income to only “education or support” of the beneficiary. This is called a “support trust.” Support under the terms of trust must be limited to education and support of the beneficiary in accordance with their station in life. The third alternative is a discretionary trust where the Trustee has “discretion” as he or she sees fit to pay as much income and principal to the beneficiary or creditor. While many people think this is the best option, the case law provides that the Trustee must act in “accordance with fiduciary principles” and must not act in bad faith or in disregard of the trust’s purpose. In conclusion, protecting beneficiaries interest in trust in not an easy. Following a high speed chase that originated in Discovery Bay, a stolen car was abandoned among the cherry trees at G&S Farms on Sellers Avenue. The suspect fled on foot, before being apprehended by the Contra Costa Sheriff’s K-9 unit.
Robbery suspect leads police on chase by Tony Kukulich Staff Writer
Police have identified the suspect who was arrested after allegedly stealing a car and attempting to rob a gas station in Discovery Bay, Wednesday, May 5. Kale Roessler, a 32-year-old Discovery Bay resident, was named by the Contra Costa County Sheriff’s Office (CCSO). He was apprehended after leading police on a chase that ended in Brentwood. Roessler was booked into the Martinez Detention Facility where he is being held without bail on charges including attempted robbery, vehicle theft, robbery and probation violation. According to Jimmy Lee, CCSO public information officer, the incident began just before 3 p.m. when an automated license plate reader detected a vehicle that had been reported stolen traveling on Bixler Road. Minutes later, CCSO deputies were advised of an attempted robbery at the Safeway gas station on the 14800 block of Highway 4 in Discovery Bay. The robbery suspect was said to be driving a car that matched the description of the stolen vehicle. As deputies converged on the area, they spotted the stolen vehicle, and Roessler attempted to flee. Deputies lost sight of him
as he drove into an orchard near the 1100 block of Chestnut Street. They established a perimeter, and with the use of a drone and a helicopter were able to locate the vehicle, a black Honda sedan, hidden under a thick canopy of cherry trees. “The suspect then ran from the orchard and subsequently across Sellers Avenue into a neighborhood, where he was apprehended in a backyard with the assistance of a K-9,” said CCSO Lt. Mark Johnson. Officers from the Brentwood Police Department joined the pursuit as fire and ambulance crews responded to the 300 block of Stanwick Court. There the suspect was taken into custody and treated for injuries suffered as he ran from police. Neighborhood resident Matt Henderson described what he saw after the circling CCSO helicopter drew him outside. “I went out in the backyard, and we have a basin behind our house,” he said. “I witnessed a gentleman with no shirt jump over a fence running toward the house. At that point, I ran back to the house until he ran down past the house. I came out front and that’s when all the sheriff’s cars were here. It looked like they might have apprehended him.” – Melissa van Ruiten contributed to this story.

Myths about grilling and barbecuing debunked Grillmasters and pitmasters work hard to produce mouth-watering fare. Many develop secret recipes, rubs, sauces and cooking techniques, all in the name of flavorful food. But some myths about grilling and barbecuing have prevailed through the years. These misconceptions may discourage newcomers from picking up their tongs and spatulas. Setting the record straight about common grilling myths can be just what people need to embrace cooking food over an open flame. Myth 1: Hosting a barbecue is the same as cooking barbecue. Fact: Barbecue is the process of cooking foods slowly with low heat, typically in a smoker. Having a barbecue is an informal backyard party where foods cooked over a grill are served. Myth 2: You can tell the temperature of the grill by placing your hand over the grates. Fact: Everyone reacts differently to heat, so the best way to gauge temperature is by using a thermometer.
Many may develop secret recipes, rubs, sauces and cooking techniques all in the name of flavorful food. Certain myths about grilling and barbecuing have prevailed through the years. Photo courtesy of Metro Creative
Myth 3: Grilled chicken is done when the juices run clear. Fact: Even well-done chicken can form juices that are pink-hued. The color comes from a protein called myoglobin, according to the book “Meathead: The Science of Great Barbecue and Grilling.” Use a cooking thermometer to learn when poultry is safe to eat, typically at 160 to 165 degrees.
Myth 4: Marinating is best for grilling and tenderizing. Fact: It seems that marinades really do not penetrate much beyond the surface of the meat and can keep the outer surface of the food wet, preventing searing and browning. Rubs and salts can be more effective at adding flavor. Serve a dipping sauce for additional flavor if people desire.
Myth 5: Light up the whole grill for best cooking. Fact: Temperature control is a key component of effective grilling and barbecuing. Having two temperature zones — direct, radiant heat for searing, and an indirect zone for grilling meat evenly and preventing burning — can make food more tasty. Myth 6: More smoke equals better food. Fact: When cooking, faint wisps of blue smoke are better, because blue smoke is made of tiny invisible particles and gases created by small, hot, fast-burning fires. White smoke generally comes from smoldering wood that is starved for oxygen, according to the cooking site Food52. All of that white smoke can affect the flavor of the food. Myth 7: Oil the grates to prevent food from sticking. Fact: This may or may not work, depending on the temperature of the grates when the oil is applied. A better method is to oil the food, which will be cold, so the oil will keep. – Courtesy of Metro Creative

Revolutionized exams hit high schools Regardless of the chaos that has ensued this past year, Advanced Placement (AP) testing for high school students all across America is now in full swing. AP testing for many students is beginning next week as students everywhere dive into studying for their exams. Due to COVID-19, students have been given the option of doing their tests in-person as usual, or doing them from home as they were done in May of 2020. Stringent anti-cheating rules have been adapted for online test takers; there will be moderators watching their cameras to make sure they do not look away, and students are required to download lockdown browsers before beginning. Students are studying for their exams in a myriad of ways in order to feel prepared come May. There are several different study methods which high schoolers are utilizing in order to get ready for their tests. “I’m prepping for my AP music theory test by practicing online and going to an inperson tutorial,” said Liberty High School junior Kailey Jones. “For AP physics, I’m prepping by watching the videos that my teacher gives us to take notes on.”
Collegeboard, the online site and founders for AP tests and information, provides resources that high schoolers are able to access while incorporating studying into their daily routines. Largely due to COVID, most schools opted for the digital schooling option for the majority of this past year and are only now beginning to re-enter classrooms. For those
who have been taking AP classes online, their learning experiences have varied. “I would say that I feel more prepared for the English exam because English is an easier concept to learn online,” said Liberty High School junior Kaylene Argonti. “However, when it comes to physics, I do not feel that prepared because it was way harder to learn online. You need more in-person help to
truly understand the material.”. Some students may feel more prepared than others as experiences have differed worldwide. Teachers all have different methods of instructing, with some going through every unit of the AP material and some not. This has caused doubt in the minds of certain teens who feel that students at other schools are more prepared for the exams than they are. Regardless of opinions on how well prepared students are and which option is the best for taking the tests, AP exams are slowly creeping closer and nationwide high school teachers are reviewing topics with their students. AP exams may look different this year, but the tests ultimately still have the same material as normal. These new versions of AP exams revolutionize the way the tests are conducted as now teachers and college board officials have adapted to online forums and reinvented the teaching methods with which they relay the necessary information to students. – by Keira Mcllvenna-Davis Youth writer
Local youth launch nonprofit organization Amidst the COVID-19 pandemic, many Americans have been affected. In an attempt to offer support to those most hurt, Kira Logan started the Giving Gratitude nonprofit organization. Giving Gratitude is a nonprofit organization led by students. It’s focus is to recognize frontline workers incredible work during these trying times they face. Founder Kira Logan, a Liberty High School junior, chooses to lend kindness to the lonely patients stuck in hospitals without visitors. She notes that starting a nonprofit is easier than it seems when you do
it for the right reasons. Her statements are evident through the work the organization has performed. Giving Gratitude has sent 200 cards to frontline workers and patients and sees no end in sight. This small nonprofit has grown exponentially since its founding just this year. The work that just one person began is truly paying off, so
many people have been touched by the kind words of strangers. Twenty members dedicated to the cause have performed these incredible feats. Giving Gratitude is officially international with members on the East Coast and now in different countries. “Everything just fell into place,” Logan remarked when asked about the
success her organization has created. “I am so thankful that I had the time to start seeing the impact of my organization.” If you would like to make a difference and help Giving Gratitude to spread kindness, check out its website: givinggratitude.live. Giving Gratidudes’s website makes it easy to become involved. Interested individuals can send a short letter or even volunteer to help. barely captures the scope of their daily efforts. Page hopes everyone will come and help them celebrate. When someone you love tells you that they have had a cancer diagnosis, it is devastating. Sometimes there are no words other than “I love you and will pray for a good outcome.” But until it affects you or someone you love, it is almost unimaginable. The compassion and empathy of Page and the others come from knowing what that diagnosis means. I encourage everyone to visit the labyrinth and garden to understand and enjoy the solace they bring. It’s a great way to participate in a community movement of hope and possibilities. As a local charity, it’s also one of the best tax deductions you can find, and the money goes to good use. The old saying “Walk a mile in my shoes” is difficult even when you are strong and healthy, but with so much disagreement and controversy in our world, this is one thing we can all agree on. We hate cancer, so until it is gone for good, let’s all help those who are fighting the good fight. seen many changes. Perez Nursery donated the river rock, bricks, garden tools and a garden shed, along with financial contributions. The hard work of friends of the community brought the garden to life. The peaceful serenity and comfortable resting points for sitting and reflecting make the garden a place to leave the troubles and worries of cancer behind. With COVID still a big factor, many regular meetings and activities have been postponed, making the outdoor work in the garden in the fresh air a wonderful alternative. The updating began with 75 hours of “Women Power,” as Page calls it. For seven weeks, ladies came every Tuesday morning and worked in the garden. I visited the Sacred Healing Garden on a tour with Page. I was brought to tears of joy from the outpouring of community

spirit and enthusiasm. I met several volunteers, including two young men who are elders of the LDS Church; the church liaison and Kaleidoscope secretary, Joy Hamilton; was reunited with Tony George, the executive director I had met a few years ago; and Chuck Johnstone, the current pastor of the church. Many groups are volunteering: the Discovery Bay and Byron Lions Clubs, the Scouts, Key Club and several others of all ages. The work is not done, however, and Page would love to see more volunteers jump in. Several of my grandchildren got involved with the community for school, and this is an excellent way to earn extra credit while having a great time with others and making life a little better for those who need it the most. On May 22, from 4:40 to 6:30 p.m., the church will sponsor a celebration of the garden and the 18 years that Kaleidoscope has been helping people with cancer and their families. Everyone is invited! From “Bags of Hope” to “Coffee with Carolyn,” the organization’s success is based on donations and local elbow grease. I have seen the joy they bring to people who are losing hope and trying not to give in to “pity parties..” “Courageous”

Eighteen years, and we are still here! That’s how Jan Page, founder and director of Community Connections, describes her feelings about Kaleidoscope, the local “Movement of Hope” for people living with cancer. Like many people, I Senior despise this disease. orner But with the loving encouragement from the people at Kaleidoscope, local patients and family members can find support and guidance in the most trying and frightening times. Marla Luckhardt The website (www. kaleidoscopehope. org) lists many programs, and hundreds of people affected by cancer have benefited from the generosity of the organization’s grace and goodness. Eleven years ago, a labyrinth and sacred garden were built adjacent to the Kaleidoscope Center, located behind the Byron United Methodist Church at 14671 Byron Highway. It is still a work in progress, and with the help of many volunteers it continues to develop. All the trees needed to be trimmed, the irrigation needed to be updated and old bender boards were replaced with granite brick. In the past year, with the help of volunteers, the garden has

May is Mental Health Month
Editor: May is Mental Health Month. By urging my public officials to prioritize suicide prevention, mental health and crisis care, I am hoping to influence collective change to support #MentalHealth4All. Right now, individuals in crisis are able to call 1-800-273-8255 to reach the National Suicide Prevention Lifeline. The Lifeline provides 24/7, free and confidential support for people in distress and those that care for them. Soon, it will be much easier to remember how to reach the Lifeline as the number will be changing to “988” nationwide by July 2022. Knowing this, it is critically important that states pass legislation NOW to reliably fund 988 and their state’s crisis response system, just as we fund 911 and emergency services through small fees on our phone bills. Reliable funding will help to ensure

all 988 callers can reach a counselor in their own state who is familiar with and can connect them with local resources. Culturally competent support and local connections can better help all callers through their crisis and in their recovery. Join me this month in urging your public officials to fund 988. End of Ramadan approaches
Editor: Eid ul Fitr marks the end of the month of Ramadan. “Eid-ul-Fitr” means, “Festivity marking the end of Ramadan”. It fills the hearts of the Muslims with joy and happiness, and it causes their breasts to expand with pleasure and delight. On this day, the people go out, praising their Lord, glorifying Him, and proclaiming His greatness, due to Him blessing them to complete the fast and stand in prayer, thankful and gratified. They hope and long for His good, reward and recompense. Eid is a heavenly exhibit by which God has shown Muslims that they can have Eid every single day if they so desire. Every day is an Eid for the believers. It is in this context that Allah the Exalted repeatedly mentions in the Holy Qur’an, either directly or implicitly, that a believer’s paradise begins in this world. They ask their Lord to accept their deeds, forgive them for their offenses, and to allow them to witness many more years and long periods upon good and the obedience of Allah. May God remove all our weaknesses, and grant us a true Eid and our life is full of pleasure and peace of mind. Imam Khalid Khan Bay Point

Perfect in BVAL play, Lions eye league title Michael Dixon Correspondent
Liberty’s boys basketball team defeated Deer Valley 80-69 on Tuesday, May 11. The win over the Wolverines moved the Lions to 7-1 overall and 5-0 in Bay Valley Athletic League (BVAL) play. It also moved them one step closer to their ultimate goal. As in every season, Liberty wants to win the BVAL. They achieved that goal two years ago with a perfect record, something that coach Jon Heinz and the Lions players would obviously like to see again. If that can be done with a perfect record in the BVAL, even better. There are still some hurdles to clear, but the Lions are progressing toward that goal. “We know it will be challenging, of course,” Heinz said. “But we have lofty expectations for ourselves.” The Lions are not dependent upon any one player. In fact, no player on this season’s team averaged double-digit points a season ago. Heinz pointed to senior forward Devean Hinton and junior guard Josh Clark as the top returning players. Hinton was named to the All-BVAL Honorable Mention team last season. Among the new players who have made an impact for Liberty are senior forward Kai Martin, junior guard Josh Boys and sophomore guard Julian Costa. All three have had at least one game with 19 points or more. “We are balanced and deep,” Heinz said before the Deer Valley win. “That is our biggest strength. In the seven games so far we

Liberty High School’s Devin Costa lays up the ball during the Lions’ 61-33 win over Antioch last week. Liberty is 7-1 and 5-0 in league play this season. have had five different leading scorers.” Of course, every season is unique. The modified schedule brought on by the COVID-19 pandemic means that there will be no postseason. Also, the specter of a possible positive test causing a team to cancel games, if not the entire season, lingers. But Heinz lauded how well the Lions have adjusted to the unusual protocols and procedures that didn’t exist in previous seasons. “We are now used to the testing, and the
boys have been really good about following protocols,” he said. “Overall, the boys have been a pleasure to coach, since they are such great kids. It’s truly a fun group to be around.” Normally, a team with a perfect league record at this time of the year would be potentially running away with a league title. But that isn’t the case for Liberty. In fact, the Lions are not even alone in first place. Heritage is also undefeated in BVAL play. The games with the Patriots could easily decide the league title. Heritage and Liberty
will play on Tuesday, May 25, and Thursday, May 27, in the final two games of the season. The Lions will host the first game between the two teams, and the Patriots will host the finale. That gives Liberty the edge in scheduling. Through play on May 11, only three BVAL teams — Heritage, Liberty and Freedom — had notched a win in league play. The Lions have already played both of their games with the Falcons, winning 75-55 at Freedom on April 27 and 69-65 in the rematch at Liberty two days later. “Obviously, all games are important,” Heinz said. “However, we love playing our district rivals Freedom and Heritage. Fortunately, we were able to beat Freedom each game.” The Falcons and Patriots will play on Tuesday, May 18, at Heritage and Thursday, May 20, at Freedom. If the Falcons can even split against the Patriots, then Liberty would likely have a clear path to the league championship. But regardless of how those games go, Heinz likes Liberty’s depth and feels that it allows the Lions to play an aggressive style of basketball which causes other teams to struggle. Though Liberty isn’t an unbeatable team, he feels the Lions are tough to beat. “We can bring waves of guys at teams and wear them out with our pressure,” he said. “We are balanced and a challenge to play against, since in every game someone else steps up. Hopefully we can get a couple of our injured players back and give it a great run this next three weeks to bring home another championship.”
Mountain bike team forms in East County by Kyle Szymanski Staff Writer
A host of East County youth are peddling their way into one of the area’s newest recreational sporting opportunities. Area mountain biking enthusiasts have launched the East County Shred composite mountain bike team, comprising close to 10 middle- and high-school-aged riders who compete as part of the NorCal Interscholastic Cycling League. “The purpose of the team is to get the kids out there to learn something new, to have fun,” said team director Jared Willbergh. “Regardless of if you have been mountain biking for 13 years or you have never mountain biked, we want everyone to come out.” The squad is open to middle- and high-school-aged riders and typically practices once or twice a week at Contra Loma Regional Park and Round Valley Regional Preserve, with high-school competitions held at remote 6-to-12-mile courses across the state — one of the latest being at Six Sigma Ranch and Winery in Lower Lake. The league currently permits middle schoolers to practice with the teams and plans to open up the competition circuit to the younger riders next year. “I love being on the team because it lets me know there’s always something I can be working towards, and it’s great to
feel like you’re a part of such a notable thing with such unique experiences,” said sophomore Aubrey McNabb. Willbergh, an avid cyclist himself, launched the team in January after the son of one of his riding partners began joining their cycling adventures and mentioned that he had many cycling-enthusiast friends. Willbergh sent around an exploratory email, and eight riders showed up to the first practice. “There is a lot of opportunity for our youth, not only to learn a new skill, but to get out there and ride,” he said. “These kids are having a great time. When kids see other kids have fun, they say ‘Hey, that looks like fun.’” Led by three NorCal Interscholastic Cycling League-certified coaches, the team gladly accepts riders of all ability levels. Willbergh described mountain biking as a “learned skill,” noting that he’s witnessed exponential development in his riders since the team’s inception about five months ago. “It’s phenomenal to see these kids ride,” said Willbergh. “There are kids who would walk up some of the hills that we ride or walk up some of the rocky sections at first and are now riding up and down these sections. The look on their face when they do it is so great. It’s great to see the progress these kids have made just riding within the past four or five months.” Junior Austin Kephart added the team also has lots of fun.
“I enjoy being on the team because of the relationships I am able to make with other kids on my team,” he said. “There’s nothing more exciting than getting to the top of a hard climb and having a teammate there to high-five you and say good job.” Due to COVID restrictions, the competitions this season use a team time trial format, with each team spaced apart by about 30 seconds. But it’s expected that future high school competitions will divide all riders, regardless of team, into divisions, such as junior varsity and varsity. Going forward, the team envisions practicing yearround, with the competition season typically running from March through May. First-time team participants have the option to test out the sport for a few trial rides before committing to the squad, and the NorCal Interscholastic Cycling League also features a free loaner-bike program for riders to use during the season if they wish, Willbergh said. Full-time participants are required to pay team dues, race fees and jersey costs, although many financial requirements are often covered by team sponsors, Willbergh said. For more information on the squad, email, eastcountyshred@gmail.com. For more information on the NorCal Interscholastic Cycling League, visit https://www.norcalmtb.org.

Earlier this year, the Heritage girls tennis team triumphed against competing Bay Valley Athletic League (BVAL) schools in league play and secured the league championship. This was expected from the Patriots, who have consistently dominated the BVAL tennis competition. Such a winning streak from the girls puts the pressure on the boys tennis team this spring. This season, however, may not be so simple. The team has lost top players, such as MVP Seyia Duran, who graduated in the class of 2020.

Fire chars grassland by Tony Kukulich Staff Writer
BRENTWOOD A fire of unknown origin burned less than an acre of grass near the 2700 block of Holly Oak Court in Brentwood, Tuesday, May 11. “The fire itself is about one-quarter acre of grass behind a couple of structures,” said Cal Fire Battalion Chief Russell West. “We got the call and sent a full wildland response. Resources showed up, and we were able to contain it to its size without burning any structures.” Units from the East Contra Costa and Contra Costa County fire protection dis-
tricts responded to the incident along with Cal Fire. The fire was reported at 6:37 p.m. and burned in a patch of open grassland between American Avenue and Holly Oak Court. Crews were on scene for nearly two hours. A fire within Brentwood would normally be the responsibility of the East Contra Costa Fire Protection District, but the area that burned is designated as a state resource area. As such, the incident was the responsibility of Cal Fire. The cause of the fire is under investigation by Cal Fire. – Melissa van Ruiten contributed to this story.

The undersigned caused said Notice of Default and Election to Sell to be recorded in the county where the real
property is located. NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 833-561-0243 for information regarding the trustee’s sale or visit this Internet Web site WWW.SALES.BDFGROUP.COM for information regarding the sale of this property, using the file number assigned to this case 00000006579874. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale. NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee
auction. If you are an “eligible bidder”, you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call 833-561-0243, or visit this internet website WWW.SALES.BDFGROUP.COM using the file number assigned to this case 00000006579874 to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee’s sale. If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. Furthering those hopes is the city’s unique ability to offer ultra-high-speed gigabit fiber optic connectivity, Bryant said. “Businesses that require the ability to send information online electronically can do it as quickly from Brentwood as from anywhere else in the country,” he said. As future plans materialize, city leaders are also focused on shoring up established local businesses, some of which are still reeling from the effects of the COVID-19 shelter-inplace regulations. The city and Chamber of Commerce have launched a local business gift card program that offers a free $25 gift card to anyone who purchases a $50 gift card through the chamber. The cards can be used at participat-

ing businesses. Another city endeavor provides grants to restaurants to offset the costs of creating new or additional outdoor dining areas amid COVID-19 regulations that affect indoor dining. “Yes, it’s absolutely vital and essential to bring high-paying quality jobs into our community, but at the same time, we have to bring support to our local businesses that are currently in town, because our local businesses and our local families are the backbone of who we are as a community,” Bryant said. Bryant noted that he was pleased with the commercial development of the Brentwood Boulevard corridor, which has seen a multitude of new businesses pop up, including Dutch Bros Coffee, Zovich Construction, Quick Quack Car Wash, 7-Eleven, Western Dental, Precision Plumbing & Contracting,

time here,” said Morris. “The opportunity was one that was really interesting to me.” Morris fell into city planning after an interest in helping underserved and low-income communities led to a sociology degree. She then began to learn ways to help through creation of physical and economic environments, which led her into community development and her master’s.

state’s water in an average year. Across the state, the snowpack was recorded by the Department of Water Resources (DWR) at 59% of normal on April 1 – typically the time of year when the snowpack is at its deepest. Rising temperatures are causing the snowpack to melt more quickly. Instead of draining into the watershed, runoff is being absorbed by the parched earth or simply evaporating. DWR data indicates that, as of May 12, snowpack has diminished to only 7% of average for that date. “In the last few weeks, we’ve lost roughly 500,000 acre-feet of runoff compared to what we had anticipated,” Newsom said. “To put into language that I hope people can understand, that is the equivalent of 1 million households receiving water for a year...The snow melt has been precipitous, and it’s happened primarily because of drought conditions preceding this year’s snowpack, but also because of the warmer temperatures that all of us have experienced over the course of the last number of weeks.” Warming temperatures also prompted water agencies below the state’s reservoirs
Grocery Outlet and ampm. “An area of town that has been slower to develop than other parts of town is now becoming very vibrant and beautiful,” he said. In addition to economic development, Bryant said, city leaders are also poised to enhance the city’s public safety resources. The city will hire five additional police officers, allowing the department to divide the city into five coverage areas, rather than four — increasing the number of available officers and improving response times. Meanwhile, the resource-stretched East Contra Costa Fire Protection District (ECCFPD), currently three stations charged with 249-square miles and over 128,000 residents, is exploring consolidating operations with the neighboring Contra Costa County Fire Protection District, Bryant said. The ECCFPD could also be aided
“My first role in community development was economic development, helping retailers recognize underserved markets as a potential business opportunity,” she said. “Planning isn’t one of those fields where people say, “I’m going to be a land planner when I grow up,” but when I found it, I stayed there and was really interested in it and really enjoyed being a planner.” As she learns the ropes in her new position, Morris said
to withdraw their water much earlier and in greater volumes than typical even in other recent critically dry years. Deirdre Des Jardins, principal of California Water Research, placed much of the blame for emergency conditions on state and federal water projects. “Governor Newsom’s drought emergency declaration is a direct consequence of the draining of Shasta, Folsom, and Oroville reservoirs by the Central Valley Project and State Water Project to export water from the Delta,” wrote Des Jardins in a blog post dated May 10. “Emergency operation of these major reservoirs will be a disaster for the Delta ecosystem, and will also have severe impacts on Delta water quality, migratory waterfowl, and Sacramento Valley and Delta agriculture.” The governor’s proclamation directs the State Water Board to consider modifying requirements for reservoir releases and diversion limitations to conserve water upstream later in the year to maintain water supply, improve water quality and protect cold water pools for salmon and steelhead. The state of emergency also enables flexibility in regulatory requirements and procurement processes to mitigate drought impacts

through Measure X, the countywide sales tax measure that provides general-purpose revenue for county programs, estimated to generate at least $81 million annually. “It’s no secret that our fire protection resources are woefully inadequate for what we face,” Bryant said. “We have been working for many years to remedy that.” Bryant reminded residents to stay engaged with the city’s public information resources, noting that city leaders will explore new council district configurations, make key decisions on a future amphitheater, explore youth and senior center feasibility studies and continue to work on the innovation center master plan. “Brentwood truly is better when we all work together,” Bryant said. she is looking forward to continuing the city’s long-range planning, participating in an upcoming zoning ordinance update, and a general plan tune up, as well as continuing to process existing development applications. and directs state water officials to expedite the review and processing of voluntary transfers of water from one water right holder to another, enabling available water to flow where it is needed most. While the state is providing direction for management of water resources during the drought, no consumer restrictions have yet been mandated. “The emergency declaration has no mandatory actions or conservation targets directed towards local water agencies or our customers,” said Dan Muelrath, general manager of the Diablo Water District. “As with most state of emergency declarations, they are used to remove roadblocks and expedite the flow of funding and projects to address the emergency.” Newsom also announced a $5.1 billion spending package for drought response and long-term water resilience investments, and $1 billion to help residents pay overdue water bills. “In addition to the broader emergency declaration, the Governor is proposing a $5.1 billon drought response and water resilience investment package that includes increased funding for safe drinking water, drought re-
siliency for small and rural communities, and environmental restoration,” stated DWR Director Karla Nemeth. “These bold actions are necessary to combat the increasing impacts of climate change on our hydrology and the communities hardest hit by drought.” For the time being, local water agencies operating in East County say they are well positioned to continue normal operations in the face of drought conditions this year. So far, there have been no mandatory water restrictions implemented in the region. Jennifer Allen, director of public relations for the Contra Costa Water District, said that her agency doesn’t expect any changes as a result of the governor’s proclamation. Conditions at the City of Brentwood are similar. “At this time, we anticipate greater outreach, education and voluntary requests for water conservation in the coming months, but our efforts may change depending on the changing nature of the drought emergency and state mandates,” explained Miki Tsubota, City of Brentwood director of public works. “The Brentwood community did a very good job conserving water the last time we were in drought conditions.”
