Fire season now year round Experts blame climate change

REGIONAL Year after year, for nearly the last decade, California has endured its “worst fire season in history.” The last two years have seen both the most destructive wildfire season (2020) and the largest individual wildfire (2021) in the state’s history. In 2021, over 3 million acres— a total nearly the size of Connecticut— burned, according to Climatewire.com. The previous year still holds the record, however, with a total of 4.3 million acres ravaged by wildfire. The CalFire and U.S. Forest Service combined number of fires for 2022 have already reached 2,021, with 9,152 acres burned, according to CalFire’s website. The culprit? Climate change. Wildfire season, which has traditionally been from May to October, has begun creeping ear-

lier and extending longer each year, according to some climate experts, who suggest that California is now in a perpetual fire season because of little rain, rising global temperatures, and parched vegetation. “There’s no ‘season’ anymore,” said East Contra Costa Fire Protection District Battalion Chief Ross Macumber. “It’s

all year round, with drought, especially in Northern California. We’re not quite used to a year round fire season, but it’s here.” Macumber is a 26-year veteran who says he’s watched the drought-driven change occur. “When I first started in the fire service, red flag days in May were very uncommon,” Macumber said. “I think we’ve had them

for the last 3 years straight.” Fire crews used to be able to put their wildfire gear away around Halloween and not have to pick it back up until June, he said. Now, he says, departments are typically putting the gear away in December and having to pick it back up again as early as see Fire season page 22A

Alexis Gabe fund increases to $100,000 OAKLEY The Oakley City Council moved to create a permanent fund to assist investigators with high-profile crimes as part of the May 24 meeting. The establishment of the fund was originally in response to the disappearance of Oakley resident Alexis Gabe. The council increased its contribution from 10,000 to $50,000 at the meeting. An anonymous donor previously pledged $50,000, allowing the fund to now sit at $100,000. Although the amount being pledged by the city is due to the January disappearance of Gabe, the council elected to adopt a permanent fund as part of the municipal code rather than leaving it as a one-time action. “As we are creating this, the city manager and the [police] chief are going to be creat-

ing this program,” Mayor Randy Pope said at the meeting. “I want it to be created so that $50,000 is perpetual. If it’s not used, it stays in the fund and hopefully we never have to use it again. But if, God forbid, something happens, we have some other high-profile crime, that asset is there for the investigators.” The motion to update the language in the municipal code to establish the $50,000 reward fund passed 4-1 with Vice Mayor Aaron Meadows opposed. Alexis Gabe, 25, was first reported missing “under suspicious circumstances” on Jan. 27. Her last known location was Benttree Way, Antioch. Her car was found by her cousins with the keys in the ignition on Trenton Street in Oakley, according to her family.

Thorpe charged with DUI by Jake Menez Staff Writer

ANTIOCH The Contra Costa County District Attorney announced the charges brought against Antioch Mayor Lamar Thorpe following his March 19 arrest. “Antioch Mayor Lamar Thorpe was charged with two Misdemeanor counts of Driving Under the Influence (DUI) of alcohol on April 1, 2022,” the press release stated. According to the press release, the District Attorney’s office received a referral from the California Highway Patrol on March 23 on two violations of California Vehicle Code. Thorpe was pulled over by CHP on Interstate 680 in Concord on March 19 at 1:15 a.m., according to the agency’s statement later that day. Officers conducted a DUI investigation and Thorpe was arrested for suspected driving under the influence of alcohol, the agency said. The legal blood alcohol level for a DUI arrest in California is .08 or higher. Following the incident, Thorpe released a recorded statement on his Facebook page on March 20. “I wanted to come before you today because I wanted to share some personal news,” he said in the video. “Last night, after having dinner with a friend, I was pulled over by the California Highway Patrol and cited for driving under the influence. Proposed water tunnel puts Delta under scrutiny Advisory panel, feds lead effort to protect waterway by Melissa Van Ruiten Staff Writer

A Delta advisory panel is working with the U.S. Army Corps of Engineers to identify historic and culturally significant properties along the waterway that may need protection if the proposed water tunnel gets approval to move forward. In 2019, after years of effort from Rep. John Garamendi and Sen. Dianne Feinstein, Congress passed the John D. Dingell, Jr. Conservation, Management, and Recreation Act. Passage of this act made the creation of the Sacramento-San Joaquin National Heritage Area – California’s first designated National Heritage Area (NHA) – possible. NHAs are grassroots, community-driven areas to heritage conservation and economic development. The Delta Protection Commission (DPC), the panel working with the Engineers as the local coordinator, proposes initiatives such as bolstering public engagement, working with diverse partners to coordinate heritage projects and programs, and providing funding and support to local agencies who are imple-

menting programs that preserve the Delta and teach the public about its importance in their lives. The Delta region is what the state and federal government call a “historic vernacular landscape.” The National Park Service defines this as a landscape that evolved through use by the people --local indigenous tribes and other ethnic groups contributed to its historical significance -- whose activities or occupancy shaped it through social or cultural attitudes of an individual, a family, or a community. It is considered one of the most fertile agricultural regions in the world. Migrating birds depend on the Delta, and it is home to an array of wildlife, including the endangered Delta smelt and Chinook salmon. If moving forward with the tunnel would harm the Delta and surrounding communities, the Corps will be required to develop a plan that will avoid, minimize, or reduce the potential damage, including not approving the permits needed to complete the project. Examples of harm include: • Physical destruction or damage • Alteration inconsistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties

sume responsibility for the consequences of the projects they carry out, approve, or fund on historic properties and be publicly accountable for their decisions.” In February, the Corps proposed a plan describing how it intends to comply with Section 106. The agreement also outlines the proposed responsibilities of the Corps, Department of Water Resources, the DPC, the affected Delta counties, and interested tribes. After reviewing the document, DPC Executive Director Eric Fink sent a letter to the Corps’ Senior Project Manager outlining suggested improvements that would better protect the cultural resources in the Delta. “The (tunnel) is a massive infrastructure project that will, if constructed, significantly affect a wide variety of historic properties over the decade or more of its construction,” Fink states in the letter. “Those properties include not just architecturally significant structures but also natural resources and the associated wildlife, rural communities, agricultural landscapes such as farms and ranches, and linear features including transportation systems, such as the Sacramento River, the River Road, and local scenic routes, all of which contribute to a culturally significant landscape that Congress has recognized as a National Heritage Area.” For more information about the Delta Protection Commission and to sign up to receive updates, visit https://delta.ca.gov. Since the Delta was designated as a heritage area, a National Historic Preservation Act Section 106 review is required. According to an Advisory Council on Historic Preservation (ACHP) guide, “Section 106 requires federal agencies to consider the effects of projects they carry out, approve, or fund on historic properties. Also, federal agencies must provide the ACHP an opportunity to comment on such projects prior to the agency’s decision on them. Section 106 review encourages, but does not mandate, preservation. Sometimes, a needed project can’t proceed without harming historic properties. Section 106 review does ensure that preservation values are factored into federal agency planning and decisions. OAKLY A 51-year-old man was fatally shot in Oakley Thursday night, May 19, in a suspected case of self defense, police said. Officers dispatched to the 200 block of W. Cypress Road on reports of a shooting found the man suffering from a single gunshot wound on the driveway of a home, police said. Oakley police officers and firefighters tended to the male, but he was pronounced

dead at the scene, police said. The man was identified as Ruben Santos Ortiz Jr, of Stockton, a spokesperson for the Contra Costa County Sheriff-Coroner Office said. Authorities say the unidentified 74-yearold female resident of the home has an elder abuse restraining order against the dead man, and there is a history of physical violence between them. Another act of physical violence

occurred, which led the female to shoot the male in self-defense, police said. “Due to this being a self-defense shooting, and absent any other crimes committed by the female, she was not booked,” police said in a statement. Four dogs die in Brentwood fire BRENTWOOD Four dogs died in a fire sparked by an air-conditioning unit that caught fire at Derty Dog K9 Retreat boarding and daycare center on Brentwood Boulevard in Brentwood on Thursday night, May 19. “It appears that an air-conditioning unit in one of the buildings at Derty Dog K9 Retreat caught fire,” said Brentwood police Lieutenant Mark Louwerens. “The fire then spread to the building, catching it on fire as well.” East Contra Costa Fire Protection District crews extinguished the fire quickly after it began at about 10 p.m., preventing it from spreading to surrounding buildings. Fifteen other dogs at the facility at the time were accounted for and are in good condition, police said.

1 killed, 1 wounded in home invasion ANTIOCH One man was killed and another sustained a gunshot wound when the pair exchanged gunfire during a robbery attempt on May 20 in Antioch. Officers were dispatched to the 2100 block of Lemontree Way at 3:30 a.m. on reports that a man had been shot, according

to a statement released later that same day. When police arrived, they discovered two men had been shot. “Through interviews and evidence located at the scene it was determined that a 37-year-old male attempted to force a 29-year-old resident into their apartment in

order to rob him,” the press release stated. “The victim was able to arm himself with a firearm and was able to shoot the suspect. The suspect returned fire striking the victim in the lower body.” Further details, including the identities of both men, were not released.

DISCOVERY BAY Authorities are searching for the people who vandalized several trees on Clipper Drive in Discovery Bay. The incident was discovered by the town’s landscaping crew on May 6, and reported to the Contra Costa County Sheriff’s Department. “Someone completely cut down to the stump two trees and then hacked away two houses worth of trees,” said Recreation Programs Supervisor Monica Gallo. Gallo received a call from the landscapers that something had happened and went to investigate. As she pulled up to the 4300 block of Clipper

Drive, Gallo said she was horrified at what she found. “They left debris and tree branches all over the place,” she said. “They just hacked away at the trees left standing. It’s terrible. It’s disheartening that people are just taking it upon themselves to do this.” The trees lined the wall along Clipper Drive next to the Roberta Fuss Tot Lot. Discovery Bay General Manager Dina Breitstein said she was unaware of any complaints made by residents about the trees hanging over property lines. She noted if someone had complained, the town would have worked with them to ensure proper trimming of branches. The tree incident is the latest in a string of vandalism plaguing the small town. Graffiti at both Cornell Park

and Slifer Park has also been a big issue lately, with the town footing the bill to repaint tables and benches after they had been covered with obscene words and images. “The town of Discovery Bay is experiencing a lot of vandalism and graffiti,” Breitstein said. “The tables are getting tagged and we would love to request that if anyone sees anything, they call the town and report or call the sheriff’s department.” Lt. Mark Johnson, Delta Station Commander, said his department is looking into the issues and will follow up on any leads. eveloper Lodgepole Industries, LLC, has broken ground on Newport Pointe, a new 20-acre development in Discovery Bay. Situated between Bixler Road and Newport Drive, the site will include 67 homes. The neighborhood plan was originally approved by the county in 2013, with the final map being approved in 2019. The development will include high- and medium-density homes, as well as open space, and parks and recreation. The map submitted to the county includes a dog park. Car show coming to The Streets of Brentwood The Streets of Brentwood is known for its array of shopping options. But on June 5, it will become a showcase for Ford-powered vehicles during the 23rd annual Diablo Valley Mustang Association Car Show. The show will run from 9 a.m. to 2 p.m. and is open to all Ford-powered vehicles from “1964-1/2” to the present. Entry fee is $40 in advance or $50 for driveup vehicles, with about 10% of the funds donated to the Food Bank of Contra Costa and Solano. “We love showing our cars,” said organizer Harry Davis of the Diablo Valley Mustang Association. “It makes us feel special. Some of the cars are drop-dead gorgeous.” All vehicles will be eligible to win a judges’ choice contest trophy. Judging criteria are based largely on the vehicles’ interiors, exteriors and trunk appearance, Davis said.

“It’s unbelievable, the cars that come out,” Davis said, who noted that the Fordpowered criterion means brands like Mercury, Lincoln and Chevrolet are drawn to the show. “It’s really cool.” Now in its 23rd year, the show attracted just 12 cars its first year, but more recently the show has grown to 80, 100 and even 200 cars, Davis said. The show’s sponsors include Bill Brandt Ford and Red Robin. “It’s a nice car show,” said Rob Brandt of Bill Brandt Ford in Brentwood. “Come out and see some cars, do some shopping at the Streets of Brentwood and grab a sandwich from Red Robin. Power outage affects 9,000 in Brentwood A blown transformer at the intersection of Balfour Road and Fairview Avenue in Brentwood caused around 9,000 people to lose power for an undetermined amount of time on May 24. Smoke and flames could be seen pouring out of the area of the blown transformer at about 7:15 p.m. East Contra Costa Fire Protection District and Pacific Gas and Electric crews quickly arrived to secure the area, preventing damage to surrounding buildings. WHAT TO TELL YOUR SUCCESSOR TRUSTEE OR EXECUTOR

After people have completed their Estate Plan, they often ask what they are should do next. The most important thing to do next is to tell your Successor Trustee about the Estate Plan and give them a copy of the Plan. In addition, you should be giving your Successor Trustee the following information: 1. Emergency Contact information: who should they contact first with names, addresses and phone numbers 2. Emergency Instructions: who will take care of children, parents. Copies of medical insurance, driver’s license and spare key to house and car. 3. Location of Estate Planning documents: Trust, Will, Healthcare Directives, Powers of Attorney. 4. Location of Important Documents: including car registration, life insurance policies, stock certificates, safe deposit key. 5. Completed Estate Planning Worksheet: including information regarding all assets including bank account numbers, brokerage accounts, insurance policies, inventory of jewelry and valuable collections 6. Benefits: a complete inventory of long term care insurance, pension rights, death benefits or other residual benefits which you, your survivor or beneficiaries are entitled. Leave instructions on how they can claim benefits and list each of the beneficiaries on the accounts.

7. Income and Expenses: short description of monthly and annual income and expenses. Leave list of expenses being paid automatically and be such to indicate when Required Minimum Distributions (RMD) are being taken, if applicable. If you are not having your RMD’s automatically deposited into your account, I strongly encourage you to have it set up as an auto deposit. The penalty for failure to take a RMD is 50%. The above information should be provided to your Successor Trustee and a copy kept in the front of your Estate Planning Binder. Be sure to check and update this information at least once a year or as things change in your life. When you check and update this information, you should also be checking the beneficiaries on an IRA or 401k accounts. On a mission – find an XL black sweatshirt Grandpa (a.k.a. my husband) is a shopper. Most men dread a day at the stores, but it is not unlike him to suggest we cruise through Costco or stop by Walmart. It could be the mall or his favorite shops in Las Vegas. He enjoys it all, but his passion has limits, and I equate his shopping trips to a Senior sprint versus a marathon. Don’t orner get me wrong, he is extremely fun to shop with and will even take off and browse patiently while I try on everything in my favorite store. He’ll always return with either a black sweater, one black T-shirt or a pair of black shorts. Occasionally, a pair of white tennis shoes will find its way into Marla his bag. He’s quite the fashion Luckhardt rebel. A few weeks ago, he and I went to the outlet stores in Livermore. It wasn’t crowded so we had time to just stroll outside, enjoy the nice weather and mostly window shop. He mentioned he’d really like a new sweatshirt and Any Mountain was having a sale. It was right there, so in he went while I waited in the sunshine on a bench. After what seemed like quite a while, I went inside and saw him still looking for a size X-Large hooded sweatshirt in, yes you guessed it, black. Like me, he allows for some shrinkage and prefers a comfy fit on his sweat clothes. Our evenings are made for those stylish sweatpants and matching top

ensembles for comfort; but I digress. In that big store filled with pretty much nothing but sweatshirts or T-shirts, there wasn’t one black sweatshirt for him? I jumped into action and with one swift move down and to the left, I opened a drawer that was a black hole of black sweatshirts! Paydirt! Or was it? I have to admit I was mixed with emotions. On one hand I was proud that I had succeeded but a tiny part of me was itching to gloat about his lack of skills compared to mine. But I chose the high road, smiled and said “Found one!” Surprised at my quick success, Grandpa was a happy camper. Since we were merely browsing that day, we decided to leave the stores with our one treasured purchase and head home. A few days later, we went for a quick bite to eat locally. Grandpa was wearing his new sweatshirt and I was again, feeling a tad smug. I held those thoughts to myself. When we returned home I noticed him pulling and fidgeting a bit and a look of confused discomfort was on that handsome face. It didn’t take long for him to take off the sweatshirt and start laughing. Apparently I found an X-Large alright but it was from the women’s department. And that’s how I got my new X-Large black hooded sweatshirt from Any Mountain! Postscript: Grandpa did not gloat or tease me but the laughter relayed his message, loud and clear. Stay safe and well. Early season vegetation fire A grass fire that spread to an outbuilding on the 700 block of Anderson Avenue in Brentwood quickly spread across multiple yards before being extinguished by East Contra Costa Fire Protection District personnel on Monday, May 23. Oakley planners approve procedures for future meetings Reestablished Planning Commission holds its first meeting The Oakley Planning Commission held its first meeting in early May. The City Council voted to reestablish the Planning Commission in June 2021 following feedback from a community survey and work session. The Planning Commission is composed of five members appointed by the City Council on an at-large basis. All planners are Oakley residents and will serve four-year terms, except for some members who are serving partial terms to have staggered terms and avoid a complete Board turnover in a single year. The commission will conduct public hearings on all planning land-use entitlements, either as the adopting body or an advisory body to the City Council, depending on the type of application. Entitlements subject to adoption by the Planning Commission include tentative parcel maps, conditional use permits, and design reviews. At the meeting, all five Planning Commissioners were in attendance: Oleksii Chuiko, Shannon Shaw, and Diego Verduzco, all of whom have four-year terms that expire in October 2025, and Hugh Henderson and Leonard Price, who have two-year terms that

expire in October 2023. At the meeting, Shaw was voted in as the chairwoman, and Chuiko vice-chairman. The City Attorney’s Office provided training on the Brown Act (which requires meetings to be open and public except in certain situations), and Planning staff provided an overview of the City’s General Plan. “A key element of the Planning Commission is creating another forum, in addition to City Council meetings, for inviting civic engagement from the community,” said Planning Manager Ken Strelo. “As stewards of public service, the Planning Commission and supporting s t a ff aim to gain the public trust through fairness, compassion, and respect for others, and by showing integrity, responsibility, and vision in all advisory and decision-making roles.” Planning Commission meetings are scheduled for the first Tuesday of each month at 6:30 p.m., and are held in the City of Oakley Council Chambers located at 3231 Main St. Additional Planning Commission meetings may be held on the third Tuesday of any given month if the need arises. Like City Council meetings, Planning Commission meetings are open to the public so it can participate. The next Planning Commission meeting is Tuesday, June 7. BVAL athletes earn spots at state meet by Michael Dixon Staff Writer

Athletes from four Bay Valley Athletic League schools earned spots at the California Interscholastic Federation State Championship Meet with solid performances at the North Coast Section Meet of Champions the weekend of May 21-22. The BVAL team with the deepest representation at state will be Pittsburg in three events. With a time of 10.54, junior Zach Card qualified for state in the boys 100-meter dash. Senior Dearen Idahosa earned a spot at state in the boys 200-meter dash with a time of 21.77 seconds. Card and Idahosa will also be teammates in the boys 4x100 meter relay, along with sophomore LaRico Tezeno and junior Kenyan Higgins. The quartet of (in order) Tezeno, Card, Higgins and Idahosa qualified with a time of 42.07. Heritage will be represented in a pair of events. The lone Patriot to qualify in an individual event was junior Kimora Mclemore. Her throw of 38 feet, ¼ inch in the girls shot put event was good enough to earn her a spot at state. The Patriots also qualified in the boys 4x400 relay at 3:21.62, with senior Zachary Carroll running leadoff, senior Morel Ombougno going second, freshman

Jordan Green going third and junior Jordan Maldonado finishing the relay off. Antioch had qualifiers in two events -- both individual. Senior Daisy Hart will be competing with Mclemore in the girls shot put, qualifying with a throw of 38 feet. She finished second at NCS while Mclemore was third. Fellow senior Jorge Hernandez will also be at state, qualifying in the boys triple jump. His best jump came in at 44 feet, 6.25 inches. The remaining BVAL qualifier is Freedom’s 4x100 boys relay team, which finished in 42.69 seconds and in third place, just behind runner-up Pittsburg. The Falcons qualified with sophomore Taylor Edmon leading off and passing the baton to senior Shamond Brooks. Junior Tai Reed ran the third leg and handed off to sophomore Demi Kalmon. This will be the first state championship meet contested since 2019. The onset of the COVID-19 pandemic ended the 2020 spring season in its early weeks. The 2021 season was abridged, meets were held almost exclusively against nearby rivals to limit travel, and no state meet took place. The Bay Valley Athletic League was represented in the second round of the North Coast Section playoffs in both softball and baseball. Both of Heritage’s teams, as well as Liberty’s baseball team, won their round playoff games. Two more advanced to the semifinals, played on Tuesday, May 24. When those games were over, only one BVAL team was still standing, thanks to an outstanding pitching performance and a timely hit. Softball: No-hitter takes Heritage to NCS final Heritage advanced to the NCS semifinals with wins over Monte Vista and Clayton Valley Charter by scores of 12-7 and 5-3, respectively, in the first two rounds. That set up a semifinal matchup against Vintage on Tuesday, May 24, which was a tense battle. Patriots pitcher Kasey Aguinaga had a no-hitter through six innings but the Crushers pitching was just as stingy. In the bottom of the sixth,

The Oakley City Council recently authorized funding that allows Oakley residents to have one free week of summer camp per child. Registration is now open. All residents need to do is fill out a registration form and email it to rec1@ ci.oakley.ca.us. Standard fees apply for any additional sessions parents may want to register their children for and those registrations can be completed at www.ci.oakley. ca.us/registration. Registration for nonresidents will open on Friday, May 27. Summer camp sessions have filled up quickly but there is still space in the camp for grades 6th-11th., city officials said. All of the younger kid sessions are full; however, parents can still add to the waitlist for the younger age camps, city officials said.

Liberty’s Tanner Viramontes drove in the Lions’ only run of the game. Fortunately, for Liberty, that was enough of a cushion. Cole Ehrorn pitched 6.2 shutout innings. While a limited pitch count prevented him from finishing the game, the Lions won 1-0. That set them up with a semifinal matchup against No. 3 De La Salle, but another upset was not in the cards. The Spartans pounced early, opening up an 8-0 lead in the third inning. Liberty’s bats couldn’t get anything going against De La Salle’s pitching and the Spartans defeated the Lions 11-0. Heritage had its season end in a similar fashion in the previous round. In their first-round victory, the Patriots’ bats came to life early, scoring nine runs in the first inning. The roles were reversed in the second round against No. 1 Foothill. The Falcons scored four runs in the first inning, two more in the fourth and three more in the fifth. We cannot send our troops to war, and then send them the bill!

Editor: Memorial Day is when America pauses and reflects on those lives given in service to our country. Many of those lives were not lost on the battlefield but instead lost here at home, to illnesses long after they have taken off their uniforms. Burn pits, Agent Orange, and oil fires are some of the hazards our service men and women were exposed to in service. And it is those hazards that are killing them today. Our troops bravely served in dangerous environments, exposed to all kinds of dangers, and it is time we take care of them once and for all. Thousands of Vietnam veterans suffered illnesses due to exposure to Agent Orange. It took decades for most of those illnesses to be recognized by the federal Department of Veterans Affairs and Congress. Shockingly, there are still some Agent Orange illnesses not recognized for care and benefits. Gulf War Illness is a cluster of unexplained chronic illnesses that are

determined to be caused by exposures to oil fires and chemical weapons in Operations Desert Storm/Shield. Currently, Gulf War veterans who have undiagnosed ailments only had a limited time to file for care and benefits for these unexplainable illnesses. For post-Sept. 11 veterans, burn pits are one of the lasting images from our nearly 20-year global war on terror. Burn pits were used to dispose of plastics, chemicals, batteries and human waste. On some large bases, they burned 24 hours a day, seven days a week spewing black smoke in all directions. Veterans from the wars in Iraq and Afghanistan are developing chronic respiratory problems and being diagnosed with rare cancers at an alarming rate. Currently, almost 80% of post-Sept. 11 veterans filing for care and benefits for illnesses due to burn pits are denied. For decades, Congress wrote blank checks to send our troops to war but didn’t consider the cost to take care of our troops once they returned home. The practice of sending our young men and women off to war and leaving them to fend for themselves once they return home must stop.

Thankfully, there is hope on the horizon. The Honoring Our PACT Act is a comprehensive piece of legislation that will take care of generations of veterans, allowing them to finally receive the care and benefits they have EARNED. This legislation is the culmination of years’ worth of advocacy and is supported by 65 major veteran organizations including the Veterans of Foreign Wars. Every politician says they support veterans and our troops. Now is the time for them to step up and SHOW they support veterans and our troops. The Senate must pass the PACT Act now before another veteran dies from an unnecessary or undiagnosed illness. This Congress has an historic opportunity to right the wrongs of the past and fulfill our nation’s promise to the men and women who proudly served our country. I urge each and every one of my fellow Californians to reach out to our senators and remind them that veterans’ care is the full cost of war. But anyone living in the Bay Area knows the beauty of summertime is often obscured by itchy eyes. Seasonal allergies seem to be on the rise. Talk to anyone suffering from the sniffles and they will tell you that they have never been this bad before. But according to Dr. Camille Walter, “While allergies continue to affect growing numbers of California residents, the pollen count doesn’t trend in proportion to those affected.” So, what is really going on? COVID-19 is running rampant through our community, and no one wants to acknowledge it. Instead, people are blaming obvious COVID symptoms on seasonal allergies. While many people refuse to wear masks in public, it has become apparent that the word “allergies” is the new mask to cover COVID symptoms. I call on the county health board to shut things back down until people are willing to face the music. February. According to the U.S. Drought Monitor, 93 percent of California is in ‘severe’ or ‘extreme’ drought. When that is coupled with last winter’s snowpack measuring 63 percent of the average on March 1, 2022, it creates conditions for disaster. “That’s a pretty good environment to make it easy for fires to start and make it easy for fires to spread,” Benjamin Hatchett, assistant research professor of atmospheric sciences at DRI, the University of Nevada’s research arm, told Scientific American. “Everyone is pretty concerned with where we’re headed based on a third year of dry conditions.” Even the rain around the first of this year didn’t help reduce the problem. The resulting little grass and vegetation growth added fuel for a fire to grow. “And now all of that [grass] is starting to dry out,” Hatchett said. Meanwhile, trees have weathered two years of drought and 10 years of warm and generally dry conditions. Many of those trees are already pulling water from deeper roots, he said. “So they’re going to be drying out more as we go later into the season.” California is facing a massive backlog of forest management work, numbering in the millions of acres, according to the California’s Department of Forestry and Fire Protection’s 2019 Community Wildfire Prevention and Mitigation Report. The report also states that decades of fire suppression have disrupted natural fire cycles and added to the problem. In April, 2021, Gov. Gavin Newsom signed Senate Bill 85, which provided a $536 million wildfire package enabling the state to take urgent action on projects that support wildfire suppression, improve forest health and build resilience in communities to help protect residents and

Some of the money is designated for spearheading sustainable approaches to thinning California’s vulnerable landscapes. In March, Newsom authorized $80.74 million in emergency funds for 1,399 additional firefighters with CalFire to bolster fuels management and wildfire response efforts. “In California, climate change is making the hots hotter and the dries drier, leaving us with world record-breaking temperatures and devastating wildfires threatening our communities,” Newsom said. “We aren’t just waiting for the next crisis to hit. This funding will support our heroic firefighters to save lives as they work to prevent and tackle destructive wildfires.” Contra Costa Fire Protection District (ConFire) has been working to reduce risk on a piece of refinery property owned by Phillips 66 in Rodeo. Macumber stresses how difficult initiating a controlled burn can be. Controlled burns are done to burn vegetation that can be the fuel for a wildfire. “You have to have the right weather,” he said. “You have to have everything lined up right to do that burn. You really only want to spend a half a day doing it, so the fuels don’t heat up mid-afternoon. To line that up becomes incredibly difficult. “Because of perpetual fire weather patterns, “Up and down the state, the goal has been to burn more acres every year,” Macumber added. “But the timing of it is incredibly difficult now, because of this overlap of where it’s either incredibly wet for that brief period in the winter, and it goes to being incredibly dry within weeks, because of the wind, because of the heat. Mostly, because of the wind, so we lose those windows.” “You have to time it right. Some of

these burn projects really aren’t getting off the ground because of the timing of it. Then it just compounds the issue as we go on.” While the major wildfire concern looks a little different in East County than it does in more heavily forested areas like the Sierra foothills or national forests, the risk is still there, and it’s not any less dangerous. Macumber says that thinking otherwise can instill a false sense of security. There is a decent amount of wildland-urban interface component, especially in the Marsh Creek/Morgan Territory area. There are also large pockets of grass abutting major residential areas. The fire prevention bureau encourages cities to maintain areas of vegetation in order to cut down on potential fuel, and in doing so, local vegetation fires were down 30% in 2021. This is mostly attributed to the prevention bureau being able to enforce rules, laws, and codes on land management. That being said, overgrown areas remain a huge concern for local fire crews. A single, wind-driven spark can land in a yard or on the roof of a home and quickly spread. Macumber recalled a residential fire in Brentwood in October 2021. While the temperatures on that day were cooler, there was still a red flag warning in effect due to extremely high wind conditions. The winds drove the conflagration from the structure into the backyards of neighboring residences. The initial residence was a loss, but firefighters were able to save the other homes on the block. It could’ve been a lot worse. “We are in the era of the mega fire,” said Macumber. “There are a lot of people who do research in fire and fire ecology who are starting to call this the Pyrocene Era of this planet. It’s not just us, even though we focus on us, here in California. You’re seeing massive wildfire in New Mexico right now. That’s unheard of.”

The National Fire Protection Assocation recommends 0-5 feet from the house: • Clean roofs and gutters of dead leaves, debris and pine needles that could catch embers. • Replace or repair any loose or missing shingles or roof tiles to prevent ember penetration. • Reduce embers that could pass through vents in the eaves by installing 1/8 inch metal mesh screening. • Clean debris from exterior attic vents and install 1/8 inch metal mesh screening to reduce embers. • Repair or replace damaged or loose window screens and any broken windows Screen or box-in areas below patios and decks with wire mesh to prevent debris and combustible materials from accumulating. • Move any flammable material away from wall exteriors – mulch, flammable plants, leaves and needles, firewood piles – anything that can burn. Remove anything stored underneath decks or porches. 5-30 feet • Clear vegetation from under large stationary propane tanks. • Create fuel breaks with driveways, walkways/paths, patios, and decks. • Keep lawns and native grasses mowed to a height of four inches. • Remove ladder fuels (vegetation under trees) so a surface fire cannot reach the crowns. Prune trees up to six to ten feet from the ground; for shorter trees do not exceed 1/3 of the overall tree height. • Space trees 18 feet apart, with the canopy farther than 10 feet from the edge of the structure. • Tree and shrubs in this zone should be limited to small clusters of a few each to break up the continuity of the vegetation across the landscape To comment, visit www.thepress.net

Diane Becton met with Lamar Thorpe personally follow-

ing the incident and we continue to see no action to prosecute. We believe D.A. Diane Becton must address this glaring dereliction of duty and take action on this rapidly-aging case.” Ted Asregadoo, the public information officer to the district attorney, explained why the department had not publicly released information regarding the charges. “To maintain fairness, it is imperative that investigative files are not disclosed to the public before a defendant has a chance to appear in court,” Asregadoo said via email. “Every individual has a right to a speedy trial with an impartial jury or judge. Protecting those rights means safeguarding evidence from public disclosure. Leaking investigative evidence prior to a trial can lead to an environment where false allegations and rush-to-judgment public opinion can negatively affect an individual’s right to a fair trial in Contra Costa County.” In response to the May 20 press release by the District Attorney’s Office, Patton said in an email that no formal charges against Thorpe appear on the Contra Costa Superior Court’s website. At press time, the online portal was experiencing technical difficulties. Patton also released a May 17 letter from Deputy District Attorney Sophea Nop that identifies the case as un-

der investigation. “In accordance with the Public Records Act, the requested documents (investigative file) are exempt from disclosure,” the letter reads in part. “This exemption applies to records that concern investigations undertaken for the purpose of determining whether a violation of the law may have occurred.” “Additionally, I have determined that there are no documents in either the physical or electronic file which constitute correspondence between Lamar Thorpe and the District Attorney’s Office regarding this case,” the letter concludes. Although Knox works in the Office of the District Attorney, she does not handle DUI prosecutions, Asregadoo stated in his email, and would not have knowledge regarding charges brought against Thorpe as a result. “Mary Knox’s assignment is in the Elder Abuse Unit at the DA’s Office,” Asregadoo said. “She is not a manager, supervisor, or a filer for DUI prosecutions – which means she is not involved with misdemeanor DUI prosecutions. he Contra Costa County’s Sheriff’s Marine Patrol Unit not only keeps the waterways of the Delta safe, but also must enforce a new law.

The men and women of the unit patrol 80 square miles of water from Richmond to Discovery Bay and protect lives and property through education and enforcement, according to its website. The unit now must also ensure that anyone 45 years of age and younger has obtained a California Boater Card. “That’s a new law we want to let everyone know about,” said Sgt. Erik Steele. “This year, anyone 45 years of age and down operating a vessel propelled by an engine, regardless of the size of the engine, needs a boater card. The word ‘kayak’ means ‘hunter’s boat,’ and the Inuit used to rely on these small vessels to catch food by sneaking up on their prey from the water’s edge. Some people still hunt and fish from their kayaks, but many are happy to use them for sightseeing and exercising, fresh air and enjoying the open water. ‘Paddlesports are increasing in popularity among Americans who desire to connect with the outdoors,’ said Christine Fanning, executive director of The Outdoor Foundation. The foundation and The Coleman Company, Inc., found in a Special Report on Paddlesports that 21.7 million Americans enjoyed paddling on rivers, lakes, streams, and other waterways in 2014, the most recent year for which data is available. Paddlesports include canoeing, rafting, kayaking, and standup paddling. You don’t need to spend a lot of money to learn how to kayak. The outdoor experts at REI say there’s a good chance a novice kayaker will not go out and buy a boat immediately. It’s important to first get a feel for the sport and then go from there. Although it’s not necessary, novices should take paddling lessons to

BOATING & YACHTING hone their skills. Learning the proper technique can help people avoid strain on their neck and back and prevent arm fatigue. Novices should practice on calm waters until their technique is honed. Lakes are a great place to learn, as rivers and places with mild currents can overwhelm those new to the sport. One of the easiest ways to get introduced to kayaking is to go with an experienced paddler or tour company. Such companies charge a set price for an excursion that will provide transportation to the drop site as well as the equipment needed for the voyage. Tours may include travel down several miles of a relatively calm waterway, allowing novice kayakers to get a feel for paddling and take in the scenery. Getting in and out of a kayak can be challenging for beginners. The resource Kayakpaddling.net offers helpful illustrations and animated tutorials about entering and exiting kayaks as well as paddling techniques and safety. Kayakers should bring some essentials along. A dry pack can keep electronics, food and equipment dry. Remember to wear sunscreen and a hat to keep safe from the sun. Owner Tracy Venable describes Sugar Barge RV Resort and Marina as a “full, well-rounded resort” in Bethel Island that offers more than just storage for yachts and recreational vehicles.

“We have it all,” Venable says of the amenities. “Not only can you store your boat or RV here, but you’re going to play here.” In addition to the facility’s gated storage area, Sugar Barge has a 24-hour fueling station and an on-site restaurant open Thursdays through Sundays with indoor and outdoor dining. Restoring the glory of a Delta favorite

Brentwood is a boater’s oasis located in a secluded cove

within a five-minute drive beyond Orwood Resort, and has been a Delta favorite hot spot since the late 1950s. Located at 7000 Orwood Road, it had developed a reputation for having deteriorated in recent years. But the marina’s new owner and manager, Richard Sellers, said he is committed to restoring the marina to its past glory, helping to create and shape many new fond memories for past, present and future generations. Sellers has been intrigued by Cruiser Haven’s history. Its ideal location has enabled it to play a prominent role in the culture, society, economy and leisure activities of the past, which helped make the local area, and the Delta, what they are today.

The property sits on 32 acres, creating an inlet cove on the Orwood Tract. Originally home to Indian refugees, the area was eventually reclaimed by the California Delta Farms company in the early 1900s. According to historical maps and aerial photos, the marina cove also served as a port, supporting a profitable asparagus cannery and then a potato warehouse, which benefited from the cove’s seclusion and calm waters. such as onion and dry grain farms as well as the successful railroad line responsible at one time for transporting over 25% of California’s wheat. Cruiser Haven Marina was founded in the 1950s as the strong recreational boating community on the Delta began to develop, and became essential to the establishment of the much-loved Delta culture.
