Byron schools hire new superintendent School, a small Title 1 school in Martinez, for over seven years as she rose from the staff to become their leader. She led the school to higher levels of excellence, ultimately recognized as a Gold Ribbon School. The school was also recognized for its work with G.L.A.D. (Guided Language Acquisition Design) – a program that supports English Learners and struggling students. She has been recognized as the Educator of the Year well as the G.L.A.D. Administrator of the Year. Castaneda left Martinez to become the Director of Educational Services in Oakley where during her tenure in Oakley she

BYRON Crystal Castaneda starts her new job this week as the new Superintendent of the Byron Union School District after the Byron Governing Board voted unanimously on June 23 to approve her appointment. Castaneda has a rich and varied background for this position. Her strength as an instructional leader has its roots in her early years as a teacher. She is a national board-certified teacher, which reflects excellence in the teaching profession. There are only 112,000 people nationwide who have received that recognition. REGIONAL East Contra Costa Fire Protection District and Contra Costa Fire Protection District (Con Fire) held their official Transfer of Command Ceremony at Brentwood City Park, Friday, July 1. Con Fire’s annexation of ECCFPD has been in the works since August 2020, and in March of this year, the final hurdle to make consolidation a reality was finally cleared. Benefits of the newly merged Con Fire are immediately improved fire and emergency medical services, including additional crews and newly opened stations, which will serve to reduce response times. For the first time, residents of East County communities are now served by fire crews delivering advanced life support capabilities, according to a press release. The new consolidated fire district now includes all of the former fire district service area, expand-

BRENTWOOD The Brentwood City Council voted to remove David Dolter from the Planning Commission due primarily to what they considered Dolter’s “unprofessional” behavior. The decision was made at the June 28 meeting, with the council members deliberating on the subject before it was ultimately decided that Dolter would be removed from the commission and that his seat would remain vacant until the next appointment cycle in 2023. “Mr. Dolter was upset that something had gone back to the Planning Commission and said he did not want it to come back to him,” said Councilmember Jovita Mendoza, referring to an incident in April 2021 that she said was an example of Dolter not performing to the council’s standards. “It seemed like he didn’t want to do his job.” Mendoza highlighted another example from the same month in which Dolter “took it upon himself to redefine what a business park was” in a way that she said diminished the importance the City Council had put on economic development in those areas. Additionally, Dolter had emailed colleagues in the Planning Commission ahead of a vote on a project and informed them of how he would vote while also informing them he would tell the project applicant to appeal the decision to see Dolter page 18A

Children’s Parade. Youngsters were invited to decorate their bicycles, scooters, and motorized toy cars. Moms pushed babies in strollers and pulled toddlers in wagons decked out with patriotic decor. Following the children’s parade, the main parade got underway with members of American Legion Post 202 at the head. This year’s parade had 37 entries, consisting of local scouting and sports groups, classic cars, city officials, and Con Fire’s Engine 99 (formerly Engine 59) out of Discovery Bay.

CONSIDERING DIVORCE? REVIEW YOUR ESTATE PLAN! At a minimum, it takes at least six months for a divorce to be completed. Divorces routinely last a year or longer. What do you do regarding your estate plan before, during and after divorce? Before filing for divorce, you should always review your estate planning documents and review what happens to assets when you die. You should also review your power of attorney and health care directive. Now that you are contemplating divorce, do you still want your spouse managing your finances if you unable? Do you want your spouse making health care decisions if you are unable to make your own decisions? In other words, do you really want your estranged spouse having the power to “pull the plug” or make other important health care decisions? Filing for divorce does not prevent these documents from taking effect. They must be formally revoked and new documents prepared. Once a divorce case has been filed, your ability to change or revoke a trust is limited. Neither party is allowed to change beneficiaries on life insurance, retirement accounts or pensions

while the case is pending. If your will names your spouse as the beneficiary of your assets, upon death those assets go to the spouse you were in the process of divorcing. Similarly, if your spouse is named as beneficiary of your retirement account or life insurance, your estranged spouse (not your children) receives those funds if you die while your divorce is pending. Since this is something that cannot be changed once a case has been filed, it is important to make these changes prior to filing for divorce. Finally, once the divorce is final, you must revisit your estate plan and make a new plan. If your children are under 21, make sure their assets are held in trust. Otherwise, your ex spouse will have control over funds earmarked for your children. Can you trust your ex with assets you wanted to go to your children? New report highlights need for stronger rent protections ANTIOCH About 65 advocates rallied recently to demand safe and affordable housing and an immediate stop to what they called ‘exorbitant’ rent increases. Low-income tenants at Delta Pines Apartments and Casa Blanca Apartments, two government-subsidized affordable housing buildings, are facing potential displacement after their corporate landlord recently raised monthly rents by as much as $500. Organized by East County Regional Group (ECRG), First 5 Contra Costa, and The Alliance of Californians for Community Empowerment, the protesters gathered at the Lowe’s parking lot nearby, then marched to Delta Pines Apartments while holding signs and chanting. People spoke at the rally about their first-hand experiences with unaffordable rents, fears of eviction, and landlord harassment. Speakers also spoke of data from the survey showing the need for tenant protections for Antioch families.
Residents of Delta Pines and Case Blanca aren’t alone in facing sudden rent increases. A new survey of Antioch residents finds rent hikes and housing instability are widespread across the city. Seventy-nine percent of renters report feeling worried about rent increases, while 68 percent worried about being able to pay their current rent. Local parent advocates with the ECRG, sponsored by First 5 Contra Costa, led the community-based survey of more than 1,000 Antioch residents to understand their housing challenges and needs. The lack of access to stable housing “is a threat to our basic humanity,” said Rocheall Pierre, an Antioch resident and member of ECRG. “Living in Antioch challenges every parent, no matter where they’re from or what their income is, to find a secure and dignified place to raise their family. I live in a corporate-owned building, and I’m paying $1,800 for a onebedroom apartment for me and my son. After rent, there’s not enough left over to cover emergency expenses. I’ve had to get payday loans, which puts me further in debt. After people have completed their Estate Plan, they often ask what they are should do next. The most important thing to do next is to tell your Successor Trustee about the Estate Plan and give them a copy of the Plan. In addition, you should be giving your Successor Trustee the following information: 1. Emergency Contact information: who should they contact first with names, addresses and phone numbers 2. Emergency Instructions: who will take care of children, parents. Copies of medical insurance, driver’s license and spare key to house and car. 3. Location of Estate Planning documents: Trust, Will, Healthcare Directives, Powers of Attorney. 4. Location of Important Documents: including car registration, life insurance policies, stock certificates, safe deposit key. 5. Completed Estate Planning Worksheet: including information regarding all assets including bank account numbers, brokerage accounts, insurance policies, inventory of jewelry and valuable collections 6. Benefits: a complete inventory of long term care insurance, pension rights, death benefits or other residual benefits which you, your survivor or beneficiaries are entitled. Leave instructions on how they can claim benefits and list each of the beneficiaries on the accounts.

everal downtown Oakley streets had a joyous atmosphere during the city’s first Summerfest last weekend. A big crowd reveled in all the festival had to offer, including 57 food and merchandise vendors, live music, a vintage car show, a cornhole tournament and a 5K run/walk. To accommodate a larger crowd and additional attractions from the former Cityhood Celebrations, the inaugural SummerFest, held in Civic Center Plaza and on Main Street from O’Hara Avenue to Vintage Parkway, replaced the Cityhood Celebrations held at Freedom Basin. Felicia Escover, assistant to the city manager, said event organizers were pleased with the turnout. “Coming out of the pandemic, people want things like this to do,” said City Manager Joshua McMurray. “It’s outside; it’s family-friendly and safe. Needs, Gaps and Equity in Antioch, California” is a partnership between ECRG, First 5 Contra Costa, Healthy & Active Before 5, and Urban Habitat. The survey responses were gathered in 2021, and the process was guided by residents’ leadership and community-based participatory research principles. Though the survey was available to complete online, 81 percent of responses were collected one-on-one by ECRG leaders using tablets and paper surveys. The survey was done through social media, phone banking, door-to-door canvassing, and talking with residents at events, vaccination sites, laundromats, grocery stores, parks, clinics, churches, and local service organizations. Key findings in the report include: • Respondents paid an average of 63 percent of their monthly income on rent, leaving little for food, medicine, childcare, and other basic necessities. • Fifty-one percent of renters reported worrying about eviction and 64 percent worried their deposits would not be returned when they moved. • Low-income residents of color and families with young children face the least stable housing, reporting higher rent burden, fears of displacement, and habitability concerns. Among renters with young children, 83 percent worried about rent increases and 75 percent worried about being able to pay the rent at all. “Everyone needs a safe, stable, healthy place to call home, and this is especially important for young children,” said Rhea Elina Laughlin, Community Engagement Program Officer at First 5 Contra Costa. “Young children’s early experiences are critical for their future learning and well-being. These egregious rent hikes and Antioch’s lack of affordable housing has only made worse the city’s deeply rooted racial and economic inequities and endangers the well-being

Local tenant protection policies are urgently needed.” More than four in five renters and homeowners surveyed said they want the city of Antioch to take action to limit annual rent increases, prevent unjust evictions, create pathways to homeownership, and build more affordable housing. For Antioch residents—specifically low-income families of color struggling with unaffordable rents—housing instability is a daily concern. In addition to rent increases and threats of evictions, families face harassment from landlords and property managers. Without protections, families are forced to make the impossible choice of living in uninhabitable conditions or face homelessness. Building on decades of resident organizing and advocacy for housing justice, the report includes policy recommendations for Antioch leaders, including: • Establishing rent control, • Requiring just cause for eviction • Passing tenant anti-harassment ordinances. Advocates demand that Antioch city leaders enact these policy recommendations. On June 14, the Concord City Council passed a new tenant anti-harassment policy. The policy puts in place new protections for renters facing abusive landlords who threaten, harass, and intimidate them. Landlords who violate the policy can be fined. Protesters also said they want strong tenant protections in the housing section of the city’s General Plan. The housing part, which is updated once every eight years, outlines how the city will meet its housing goals, and is an opportunity to address past inequities. Annette Marguerite Louis
November 8, 1930 to June 1, 2022 Annette Louis entered into eternal rest peacefully at home at ninety-one years of age. She was born in Tulsa, Oklahoma on November 8, 1930 to William and Marguerite Bryant. Her family lived in Chicago, Illinois and Salt Lake City, Utah, before settling in San Mateo, California. She attended San Mateo High School and then went on to St. Joseph School of Nursing in San Francisco. She loved being a nurse and worked at Mt. Diablo Hospital in Concord for twenty-six years in post-surgery, cardiac care and short stay. Annette married Duane John Louis, Jr. in 1953. They lived in Colorado Springs, Colorado, for two years while Duane was in the Army. The family lived in Concord, California, from 1958-1968 and then Pleasant Hill, California, from 1968-1994. They were very involved at College Park High School, Pleasant Hill, for fourteen years while their eight children attended high school. They attended many games and helped with many functions. They were presidents of the College Park Athletic Boosters Club. In 1994, they moved to Brentwood, California. They were in Summerset 1 for twenty-eight years and were involved in many activities and sports. Annette enjoyed Kare Bears, golf, bocce ball, exercise classes, and helping with many events held there.
Annette and Duane were married for fifty-nine years. Her loving husband passed in 2012. Annette is survived by her eight devoted children: Debbie White (Chuck), Michael Louis (Machiko), Paul Louis (Cindy), Gayle Leiser (Pat), Karen Louis (Joe), Steve Louis (Roxanne), David Louis, and Duane Louis (Donna). She has 21 grandchildren and 21 great grandchildren. She is survived by her brother, Bill Bryant, and predeceased by her siblings, Helen Allen and Oliver Bryant. Annette’s interests included reading, traveling and RV trips with her husband, and many family vacations. She was an avid fan of Bay Area sports. She loved attending the innumerable athletic events and activities of her children and grandchildren. They were very involved while attending Christ the King Catholic Church in Pleasant Hill and then at Immaculate Heart of Mary Church in Brentwood. A fond memory for them was traveling to the Holy Land and Egypt. Annette lived a faith-filled life, and her large family and friends will miss her dearly. Her legacy of faith, hope, and love will be treasured always. A Memorial Mass will be held on Thursday, July 14th at 10:30 a.m. at Immaculate Heart of Mary Church, 500 Fairview Ave.,, Brentwood. A reception will follow at the Summerset 1 Clubhouse, 1675 Crispin Drive, Brentwood. In lieu of flowers, donations may be made to the American Heart Association (www.heart.org) and Huntington Disease Society of America (www.hdsa.org).

Since he’s been in the Sons of the American Legion, he was always the barbecue guy, and Legion crab feed helper. Everyone who knew Will is welcome to share their favorite memories at the event. Liberty esports player wins $7,000 scholarship by Jake Menez Staff Writer
Liberty High School senior Juan Cebreiros won a $7,000 scholarship after winning the PlayVS Cup, a national esports competition, for the school’s new team. Eighteen teams from across the country competed in the recent PlayVS Cup. Cebreiros, 18, competed against a Georgia-based team in the game “Madden NFL 2022” on Playstation 4 in the final round of the national competition to win. He had previously qualified for the PlayVS Cup by winning the Pacific Region Championship, in which 64 teams from Alaska, Washington, Oregon, California and Arizona competed, according to Kevin Boles, Liberty’s esports coach. This is the first year the school has had a competitive esports team. Previously, there had been an esports club run by students. “This is the first time Liberty has ever done anything like this,” Cebreiros said of the esports team. “I just want to thank the school and the
coaches for the opportunity.” The PlayVS Cup is run by PlayVS, “the nation’s leading scholastic esports provider,” according to the National Federation of State High School Associations, the national body for high school athletics. The two organizations have partnered to get esports recognized as a sanctioned high school sport. Esports is the term for playing video games competitively for spectators. Gaming and esports are promising new programs for schools, and the COVID-19 pandemic has helped to accelerate their popularity, according to Cebreiros. While most sports teams faced pandemicrelated challenges due to social distancing guidelines, esports teams were not impacted the same way; Cebreiros was able to compete against his Georgia-based opponents without ever having to leave Brentwood. Cebreiros graduated from Liberty this year and plans to attend Los Medanos College to pursue a degree in journalism. Although Los Medanos does not offer an esports program, he still plans to play recreationally as much as he can.

With five teams and almost 500 swimmers, the event on June 25 was packed. “The River Otters were excited to take home first place overall in the inaugural event,” said board President Rick Pierce.
The Otters gained 2,328.5 points to win the trophy, with the Tracy Tritons taking second place with 1,203.5 points. Third place went to the Modesto Mavericks with 737 points, fourth place to the Manteca Dolphins with 630 points, and fifth place to the Ripon Sea Lions with 267 points. The Otters also had eight swimmers win first place in their age and gender brackets. The Otters recreational swim program was founded in 2014 in Discovery Bay. But
by 2019, it had outgrown the town’s small community pool. With a full roster of 275 swimmers, the team now takes up all 15 lanes of the new competition-size pool built at Brentwood’s Liberty High School in 2020. The team includes families from all over East County. The Otters are part of the Mid Valley Swim League, along with the four teams from Manteca, Modesto, Ripon and Tracy. Though the Otters are far younger than its
competitors, its focus on technique and fun can create fast swimmers. The team is committed to creating a positive and encouraging environment where swimmers of all ages and abilities can learn to swim better and competitively. “The River Otters is a summer league swim team that runs April through July,” said Pierce. “We focus on promoting a healthy love see Otters page 11A

Coats led the team through an undefeated season last year and said this season is also going well. “It’s super fun watching these kids develop after staying at home,” Coats said. “The success is from their hard work.” The River Otters are preparing for the East County Invitational July 9-10 at Antioch High School. They will swim against six other teams, including the Brentwood Dolphins

and the AquaKnights. The team has the added challenge of meeting three teams they have never swam against. On July 16, the team will swim in the Mid Valley Swim League’s Championship meet in Ripon. Last year, the Otters won Championships, and the team hopes to continue its undefeated streak through this year’s Championships. Otters registration is closed for the season but will open in January of 2023 for next summer. The team practices in the Liberty High School pool. The Oakley Police Department is mourning the death of Koda, the department’s first dog. Koda passed away recently from stomach cancer. He was retired, and lived at home with his former handler’s family. Koda’s handler was Oakley Police Officer Joshua Del Prado. The pair first worked together in El Cerrito in 2012, then transferred to Oakley in 2017. He retired in 2020. “Koda was unique,” said Lt. Robert Roberts, who runs Oakley’s police dog units. “Not a lot of officers get the chance to work with the same dog at two different agencies. Koda was able to retire out of the El Cerrito, and Officer Del Prado paid $1 for him and the City of Oakley was able to acquire him for $1 and Officer Del Prado worked with him for another three years, and then he retired out.”
Koda was well known in Oakley. Del Prado never turned down an opportunity to showcase the dog’s skills, whether it was at a school, church or public event. He and Del Prado performed in demonstrations all over Contra Costa County. The pair were popular, and the public even went so far as to name a park after Koda. Koda was a certified law enforcement dual-purpose dog for both patrol and narcotics. He was instrumental in arresting many criminals and helped locate hidden narcotics on many occasions. Koda was a German Shepherd born in 2010, in Belgium. He was used as a demonstration dog in Europe, then sold to El Cerrito, where he was paired with Del Prado and went through 400 hours of rigorous training to become certified. When he wasn’t working, Koda loved long walks and playing with his family. “Koda was the City’s first K-9, and we do not doubt that his legacy will live on,” the city’s press release stated. “He made a tremendous impact on the community … Koda was a key member of the Oakley PD family and will be missed dearly. We thank K-9 Koda for his years of dedicated service and send our thoughts to the Del Prado family.”

Con Fire now provides fire and emergency medical services to residents of 11 cities, as opposed to the former nine, as well as 11 unincorporated areas of the county. Speaking for the last time as fire district chief, Brian Helmick said, “We would not be here today if it weren’t for innovation, collaboration, teamwork … We came together and we were innovative and inclusive. We had teamwork and we were never married to the path to achieve success. We were only married to the conclusion of, once and for all, correcting inadequate fire protection services to the residents of East Contra Costa. Without the leadership of [Con Fire] Chief Broschard, Vince Wells, Supervisor Burgis, there’s no way we would be here today.” Helmick, who joined the fire district in 1999, and stepped up as chief in 2017, will continue his service to the district as a Deputy Fire Chief with Con Fire. In a letter to the city council dated June 9, Dolter acknowledged that he should have behaved differently regarding the email exchange. “To begin, I fully support and understand that I serve at the pleasure of the Council and that I can be removed from the Planning Commission at any time for any reason, or no reason,” Dolter said in the letter. “Additionally, I offer my humble apologies for an email transgression that occurred approximately 15 months ago. It was bad judgment on my part, it hasn’t occurred since and won’t happen again. Training in this area for all commissioners, and the Council, is highly recommended to avoid conflict with open meeting laws but more importantly, to keep faith with the public. To this point, mention was made of my prior service as a planning commissioner (Town of Moraga) and that somehow, I should have known better. This prior ser-

tions to serve 128,000 residents over a 249 square mile area. There were several attempts to increase the fire district’s operating budget, the most recent being 2016’s ballot Measure

The measure would have levied a 3 percent tax on residents’ monthly electricity, gas, telecommunications and cable services in 2017 before rising to 6 percent in 2018, and eventually would’ve generated $6.1 million a year for fire district services. The measure failed, with only 39.17 percent of the vote. “We’ve been on borrowed time.” Helmick said. The former fire district’s response times were double the national average of about 6 minutes, Helmick said. Helmick described losing sleep over the past 5 years due to his concern for residents’ safety. “No more roller coasters. No more unknowns,” said Helmick. A month before the merger, and with Measure X funding, Station 95 in Oakley was able to open at full staffing levels. Two additional Brentwood stations are already in the planning phases. It is estimated that those stations will be completed and staffed by 2024, bringing the far East Contra Costa area to 6 stations. Rodriguez acknowledged that Dolter needed to work on his attitude, but did not believe that was grounds for dismissal. “Obviously maybe he needs to work on his demeanor and maybe we don’t agree with some of the things he’s saying or doing,” Rodriguez said. “But is that also grounds to remove somebody? I hate being part of groups that everybody agrees with each other. Sometimes it’s good to have a different perspective.” Mendoza was not the only councilmember concerned by Dolter’s conduct. Karen Rarey brought up an email sent to the City Council by Rod Flohr, a Brentwood resident and frequent participant in meetings, in which Flohr informed the council that Dolter had allegedly called the traffic engineer an ‘idiot’ on social media.
“I am not happy with any kind of unprofessional presentation,” Mayor Joel Bryant said during the discussion. He expressed concern that Dolter, as well as other members of city government, had behaved in ways that did not live up to the standards residents should expect from their civic leaders. Following the meeting, Dolter gave his perspective on the decision in an email. “Without the benefit of allowing me to defend myself, the Council saw fit to remove me from the Commission,” Dolter said. “I acknowledged their absolute right to do so for any reason, or even no reason at all. On the night in question, a feckless majority bought into the Mendoza diatribe of innuendo, character assassination, misinformation and outright falsehoods.” According to an email from Mendoza, Dolter had been presented with the opportunity to speak at the meeting on his own behalf but did not do that. Mendoza said it appeared that Dolter was not a participant in the meeting. Dolter said that the friction between
the Planning Commission and the City Council stemmed from second-guessing and micromanagement of the commission’s decisions from a “vocal minority” within the council. “I have apologized to my colleagues if they thought my behavior out of bounds,” Dolter said. “This commission is a good one and the citizenry should be pleased. But the city council is another matter.” Mendoza offered a rebuttal to Dolter’s comments. “Removing a commissioner is never an easy decision and not something I take lightly,” she said in an email. “It would be irresponsible to the people of Brentwood if I witnessed something and did not bring it forward. Crews put out 2-acre vegetation fire ANTIOCH A two-alarm vegetation fire on East 18th Street in Antioch spread to a vacant structure that was part of a former driving range around 2:10 p.m on June 29. The fire was roughly 2 acres in size, authorities said. Contra Costa and East Contra Costa Fire Protection District crews worked
to keep the fire from spreading to the neighboring businesses and Evangelho Vineyards, a certified historic vineyard. Crews were on scene for about two hours. 1 dead, 4 injured in Byron Highway crash One person died and four others were hospitalized following a head-on crash on Byron Highway near Mountain House Road early July 1, according to the California Highway Patrol. A Chevrolet Traverse traveling north on Byron Highway and a Lincoln Navigator traveling south collided at about 5:55 a.m., authorities said. The driver of the Chevrolet was pronounced dead on the scene and two passengers
in that vehicle were transported to a hospital with minor and major injuries. The two occupants of the Lincoln were hospitalized with major injuries. The names of the victims were not immediately released. The California Highway Patrol is still investigating the cause of the crash. Anyone who witnessed the crash is asked to call the California Highway Patrol at 925-646-4980.

Alongside the higher prices and competition, houses have also been on the market longer, local experts said. “I think eventually we’re going to be going into a buyer’s market, I still see that inventories are pretty low,” said Heidy Hurst of Dudum Realty in Brentwood who has 23 years of experience in real estate. “Therefore, I do feel that we’re still in a seller’s market.” “The other trend that I’m seeing lately too is sellers are becoming more realistic,” she added. “And they’re actually offering a lot of incentives to have a buyer purchase their property, for instance, seller credits, giving free rent-backs, you know, paying for closing costs, things like that.” While sellers and Realtors are working on realistic offers and pricing, buyers are still facing a competitive market. However, Realtors still advise home buyers to get into

the market and take advantage of what is available. “If you’re interested in getting into the market if you’re a first-time homebuyer – even though the interest rates are higher – because of the programs that are out there, it’s still a good time to start paying your own mortgage versus renting and paying somebody else’s mortgage,” said Mark Schweller, a real estate agent in California for 18 years who has experience statewide. “So buyers definitely don’t panic working with an experienced agent and lender to get into the market because there are really some amazing
advantages to being a homeowner.” Schweller also discussed the market for sellers, highlighting the continued high demand for houses in Contra Costa and the healthy market as reasons for others to look into selling their houses. n the current market, houses are selling quickly, meaning there’s typically no need to spend time
and money on large home repairs and renovations to get an offer. Instead, homeowners should focus on quick, easy DIY projects to give their space a facelift before listing. Here’s how. 1. Enhance exterior appeal. “The exterior of your home sets the tone for what buyers can expect inside,” says Lindsey Mahoney, DIYer behind Building Bluebird and licensed Realtor with Rigali Group at Danberry. “If a buyer pulls up to a house where the outside is in disrepair, it sets off red flags that the home may have hidden issues from neglect.” The simplest way to enhance your home’s appeal is to maintain the yard, regardless of the season or weather. Depending on the climate, homeowners should consider cutting the grass, planting flowers and greenery, raking leaves, or watering the grass and flowers. If the home’s exterior needs a little more TLC, consider adding a pop of color to the front door with a fresh coat of paint, installing unique shutters for visual interest or updating to a new mailbox. Affordable ways to make homes more appealing to more modern buyers

ome trends come and go. Today’s must-have items tend to become tomorrow’s outdated features in the blink of an eye. Modern buyers want a lot out of their homes, and sellers can do their best
to meet those desires while getting the most money for their properties.
Homeowners who plan to stay in their current homes for years to come needn’t prioritize modern trends over personal preferences. However, homeowners looking to sell their homes can consider these favored features to increase their properties appeal to modern buyers. ♦ Separate laundry room: A separate room dedicated to laundry was the most desired feature among prospective home buyers, according to one survey. Though it might not inspire the awe of an outdoor living room or floor-to-ceiling windows overlooking a wooded backyard, a laundry room fills a direct and universal need. Perhaps that’s why 87 percent of buyers want a room dedicated to laundry in a home. ♦ Exterior lighting: Drive through a modern suburban neighborhood at night and it won’t take long before you realize the popularity of exterior lighting. That’s no coincidence, as homeowners everywhere appear to embrace exterior lighting. Exterior lighting is the most sought-after outdoor feature, the survey reported. The good news for prospective sellers is that exterior lighting is an inexpensive and instant way to transform a property at night. Some solar-powered lighting along walkways and outside the front door can make a home feel more safe, while some uplighting of large trees in the backyard can produce a sight to behold once the sun goes down. ♦ Energy-efficient upgrades: Inflation has driven up the cost of just about everything over the last year or more, and energy is no exception. As a result, 83 percent of prospective home buyers reportedly are looking for energy-efficient windows and appliances in a home. These features save money and benefit the planet, making them a win-win among buyers. ♦ Patio: Patio spaces have long been popular, but that popularity has reached new heights as the COVID-19 pandemic continues. When forced to stay at home for long periods of time, millions of people longed for ways to spend more time outdoors without breaking lockdown rules. Patios provide outdoor living spaces, and 82 percent of buyers indicated in the survey they wanted a patio with their next property. ♦ Side-by-side sink: A double or sideby-side sink is among the more affordable features buyers are looking for. n the peak of the moving season, buyers and sellers alike are looking for real estate agents to walk
them through this big process. But how to find the right one for you? There are several qualities one should look for in a real estate agent, experts say. Someone who is professional, reliable, available and trustworthy are key factors to think about when finding someone to help sell or buy your property. “Experience is a big factor,” said Mark Schweller, a real estate agent with Prosper Real Estate who has worked in both Southern and Northern California. “You definitely want to look for the number of years they’ve been in the business. It’s very important, because as the market changes, you want to make sure you have an agent that understands how to make adjustments when the market does change.” Patrick McCarran, president of the Local Board of Real Estate for Brentwood and a Realtor for the past 21 years, also recommends going with someone who knows the area where you are buying. “The reality is that your real estate

When asked to think of modern homes, many people might think of minimalism, neutral colors, open-concept floor plans, and large windows without treatments. While each of those features are components of modern homes, just what qualifies as ‘modern’ is ever-changing and often a reflection of what buyers are looking for. Lately, many buyers are looking for all-electric homes. A recent study by the U.S. Energy Information Administration found that the number of all-electric homes had increased over the previous decade. In fact, the EIA study found that 25 percent of homes in the United States used only electricity. All-electric homes are generally considered more environmentally friendly because they lessen homeowners’ carbon footprint by reducing their need for fossil fuels like natural gas. Electric heat pumps, induction stoves and electric fireplaces are just some of the technologies that can be found in allelectric homes. Though the design style of all-electric homes needn’t be modern, the growing popularity of such homes makes them an option for modern homeowners.

What the heck is going on?
I
nflation, gas prices, stock market freefalls, war in Ukraine, rising interest rates, non-stop chatter about a recession. What the heck?
Seven or eight months ago we were all flying high. The markets were doing great. There was no war. Interest rates were still among the lowest in history. Inflation smyflation!
What happened?
Well, we could talk for hours about what happened, and why it happened. It doesn’t matter what side of the aisle you are on, we can all come up with many reasons that everything turned upside down. But rather than spend our time on that question, how about we address the more pressing question.
What the heck does it mean to me?
For most of us, we are busy with life and rather than analyze why this craziness is happening, we need to figure out how we are going to live with what is going on. Inflation is currently at 8.5%. What that means is for every $1000 of income you receive, you now have $915 of buying power. If you are living paycheck to paycheck, that won’t sit well with you or your family. Many of my clients do exactly that. They are living paycheck to paycheck. That doesn’t mean they can’t buy groceries or medications, but it does mean that there is not anything left over at the end of the month for splurging. Think about the end of the month when you are writing out the payment for that last bill for $115 but you only have $30 left in your account. Do you call the company and ask for an extension knowing that next month is not going to be any better than today, and potentially will be worse? AND can we all make note that this is happening and is not your fault and is not my fault. We had nothing to do with any of it and yet we are the ones who have to figure out how to deal with the situation that lands in our laps.
What the heck can I do about it?
So, what are our options? We can cut back on essentials like cable TV or data/minutes on our phone; we can call our kids for help; we can stay at home and skip lunch with friends, or bocce night. None of those things sound like fun, nor do they sound sustainable. We were already facing longevity messing with our original retirement savings plan, then we were dealing with skyrocketing medical costs, now we have significant inflation at the grocery store and at the gas pump. Financial Security is what we are all looking for, especially as we move into retirement. As one client told me, “Beth, until you retire, you will never know what it feels like when the income stops, and it is all outgo”.
Financial Security is defined by each person’s individual life experience. It may mean they need to have enough “left over” to go out to dinner frequently; or it might mean I just want to have a couple hundred left over at the end of the month. On the other hand, it may mean you want enough to be able to plan travel, to Europe, to see your grandkids, to go on a cruise every year, or every month. There are several options for homeowners to cover the spending gap. 1. You can increase your retirement withdrawals. This option will get you through this difficult time, but you will pay later. You will pay the IRS and you will pay when the funds you had counted on for later years are not there. How many other reasons come up that require us to make the tough call of “do I take extra funds out of my retirement to make it through”. Just remember, there are no free lunches, if you take the funds now, you won’t have them later, and the IRS will come a knockn’. 2. With sufficient equity you can do a cash out refinance. Of course, this comes with the difficult qualifying that comes with a traditional conventional loan. And worse yet, comes with a monthly payment, in all likelihood a payment that is higher than the one you have now. So, this “solution” really puts you in a worse situation than you are in today. 3. You could go back to work. The difficulties with this option are obvious, with the biggest one being “I don’t want to, I helped make the wheel go round for 40 years!”. 4. You could take out a Home Equity Line of Credit. See number 2 above although the qualifying for a HELOC can be even more difficult because the lender is in second lien position which means higher risk to the lender. 5. If you have not yet retired, another option would be to stop, or slow down, contributing to your retirement plan. You can use the money that would go into your plan for today’s expenses. Keep in mind that there are “repayment terms” to these types of decisions. In this case, the funds won’t be a part of your future retirement plan and will not benefit from the growth over time. Several of these options come with future consequences or tax implications or difficulties that make them impossible and therefore, not real solutions. One solution that is very viable for most homeowners, is the one and only Lifetime Forbearance program, a reverse mortgage. A reverse mortgage provides tax free proceeds, does not impact your current retirement plan or your retirement savings, and is designed to provide you access to some of your equity today, while saving some equity for future use when you may need it most. The most important thing for all of us to do is to educate ourselves. You would not buy an annuity without research. You wouldn’t buy a car without research. Don’t decide for, or against, a reverse mortgage without research. Oh, I know… you asked your Aunt, or your neighbor, and they said ‘oh those are bad’. When you ask why they are bad, they aren’t quite sure, they just

Homes are substantial, decades-long investments, so it’s smart to shop around to find the best rates and lenders available. These tips can make the process of applying and getting a mortgage go smoothly, and may even help borrowers save some money.
Learn your credit score.
Your credit score will be a factor in determining just how much bargaining power you have for lower interest rates on mortgage loans, according to the financial resource NerdWallet. The higher the credit score, the better. Well before shopping for a mortgage, manage your debt, paying it off if possible, and fix any black marks or mistakes on your credit report. “Credit Karma and other apps and companies that provide credit scores for free are not the same type of credit scores that are used when applying for a mortgage,” says Stephanie Whiting, Branch Manager and Loan Officer at The Home Loan Hub powered by The Money Store in Brentwood. “If you’re unsure of your score, you can always have a local lender pull credit to see where it is, then you can strategize on that you’d need to get it higher so you can get pre-approved.”
Investigate various lenders.
The Federal Trade Commission says to get information from various sources, whether they are commercial banks, mortgage companies, credit unions, or thrift institutions. Each is likely to quote different rates and prices, and the amount they’re willing to lend you may vary as well. Investigating various lenders can help you rest easy knowing you got the best rate for you. Lenders may charge additional fees that can drive up the overall costs associated with getting a mortgage. Compare these fees as well so you can be sure you get the best deal.
Discuss points with your financial advisor and lender.
Some lenders allow you to pay points in advance, which will lower the interest rate. Get points quoted in dollar amounts so they’ll be easier to compare. If you’re unfamiliar with points, discuss the concept with your financial advisor. “Local lenders have much more influence in the real estate community. Oakley expected to get 57 new houses SEAN TONGSON
A
new 57-unit housing development is expected to go near Creekside Park.
The Honey-Creekside Subdivision will feature detached, single-family homes, ranging in size from 2,518 to 2,777 square feet of living area, to be constructed on 10.6 acres of land near Honey Lane just south of Creekside Park. With construction contingent on the developer’s schedule, the exact start date is unknown, but city officials anticipate that site work will begin in early to mid-summer this year. “The Honey-Creekside Subdivision will provide new housing options to existing Oakley residents looking to upsize their homes, and to new Oakley residents alike,” said Oakley Planning Manager Kenneth Strelo. “The location, being adjacent to Creekside Park and the Marsh Creek Trail, will offer active and passive recreational opportunities in close proximity to future residents. The project is also dedicating a portion of its land along Marsh Creek for a future creek restoration project that will connect to and extend the existing restoration area along Creekside Park.” All proposed development projects undergo analyses of their potential traffic

A 57-unit housing development is slated for 10.6 acres near Honey Lane just south of Creekside Park. impacts, both specifically caused by the project and with a cumulative traffic analysis of current conditions and planned build-out of the city, according to city officials. For the cumulative traffic analysis, new construction pays traffic impact fees with each building permit for a new home or construction of a building. Project officials are also expected to make additional improvements in the
area, said Felicia Escover, Oakley’s Assistant to the City Manager. “Honey Lane will be dedicated and improved, and all project streets will be dedicated and fully improved,” said Escover. “The project will include a wider sidewalk on the west side of one of the streets on the northern parcel that will connect Honey Lane pedestrians to Creekside Park.”
The development, which will be constructed in an established neighborhood, has reportedly faced no substantial opposition. “It’s difficult to speak for all residents and their feelings,” Escover said. “In general, infill development (building on an unused portion of an existing development) is usually challenging because it takes place in an area with established residents or businesses. Even with a right to develop a property, care must be taken to accommodate the existing residents or businesses and their quality of life. When processing development applications, Oakley strives to balance the rights of the developer with the quality of life of the existing residents.” During construction, city-established regulations dictate the allowable hours of construction that must be followed by all contractors and subcontractors of a development. To reduce impacts on surrounding properties, several practices must be followed, such as watering exposed soil, to reduce dust, and daily sweeping of nearby streets, to keep the project area well-maintained during the grading phases. Additionally, public involvement is invited; developers are encouraged by the city to reach out to neighbors and hold neighborhood meetings, to explain the project to nearby residents and gauge their feedback.

Granny units: Can they solve the housing scarcity? K A I T LY N G L E E S O N
A
s real estate prices rise and homelessness increases throughout California, the
state in 2018 passed laws that allowed for the building of ‘accessory dwelling units’ (ADU), sometimes called second units or granny units. These units are smaller houses/units that landowners could build on their properties in which family members, friends, or tenants could reside. Officials hoped they could reduce or eliminate problems of expensive housing, homelessness, and the housing shortage. From 2018 to 2020, California jurisdictions permitted 33,881 ADUs, and 22,695 ADUs were added to the state’s housing supply, according to ADUCalifornia.org. “They weren’t that popular at all two and a half years ago because it was only then that the state passed the current laws that allow for ADUs,” said Ray Schnibben, prop-

From 2018 to 2020, the state granted permits for 33,881 granny units, and 22,695 of them were built, according to ADUCalifornia.org. erty manager, eviction attorney, and facilitator for granny unit construction. “Since the beginning of 2020, when the state enacted the current laws pertaining to construction of ADUs and also pertaining to splitting single family lots – that qualify – into two lots so that ADUs can be built on both lots… there has been a tremendous upsurge in people interested in ADUs.” The reason for building a granny unit can vary from person to person. “[The purpose] depends on who they are,” said Schnibben. “If they are a landlord, the main
purpose is to increase rent revenue. But if they are not a landlord and live in the house themselves, they usually do it to accommodate a family member.” Schnibben explained the growing popularity of such units. “[It’s] the money they can get out of it, plain and simple. Landlords can rent them out as an additional unit or their family can use them.” Then there’s the construction. “The (building) process takes about six months,” Schnibben said. “The process is basically having an architect or building designer
prepare blueprints. Then those blueprints have to be taken to the planning department. The planning department reviews them, notes any changes they want made in the plans, and then the designer/architect has to make those changes, (if there are any), and if there are no changes to be made, then the contractor pulls the building permit and starts building the property.” The length of the building process can vary as it depends on how quickly permits are able to be acquired, he added. “There are two city departments involved, actually,” Schnibben said. “There is the planning department, which approves the plans, and then there is the building department, which oversees the construction of the house as well as complying with the building codes. During the 3- to 4-month period, the building department does a few inspections. Landlords who want to get the best possible return on their real estate investments can consider these tips before showing their properties. ♦ Work with your existing tenants. If tenants are currently in the property, work with them to ensure the home or apartment is ready to show. Provide advance notice when you will be showing the property so your current tenants have plenty of time to clean up and make arrangements to be elsewhere when prospective renters show up. Existing tenants likely won’t want the place to be a mess during a showing, but you need to give them time to clean up.

♦ Address any problems before showing the property. Does a screen door need to be fixed? Does the shower need to be grouted? Address these issues. Failure to do so will give prospective renters the impression that you don’t respond to problems promptly, and that may give many second thoughts about becoming your tenant. ♦ Make yourself available. Landlords don’t have to be present at a showing, and some prospective tenants might prefer to see a property with only their Realtors present. But landlords should make themselves readily available, answering questions promptly via email, text message or over the phone if they don’t plan to attend showings. This gives potential renters a strong first impression of you as an attentive landlord. ♦ Provide details about the property. If you’re using a real estate agent to show the property, then he or she will no doubt create a listing that highlights various things about the home or apartment. This includes the number of rooms, utilities, parking, and other details renters will want to know. If you are showing the property yourself, create such a packet for renters. Short sale versus foreclosure – what’s the difference?

require prospective buyers to learn a whole new language.
Buyers may come across certain terms they don’t understand. Among the more common terms that first-time buyers may not fully understand are ‘short sale’ and ‘foreclosure’. According to Realtor.com, short sales and foreclosure auctions occur when homeowners fall behind on payments and can no longer afford to live in a home. A short sale happens when a homeowner owes more on the mortgage balance than the market value of the property when the owner needs to sell. The homeowner can ask the mortgage lender to accept a lesser amount than the total mortgage owed – making the homeowner/seller short on paying the lender back. A foreclosure is a legal process that occurs when a borrower cannot make mortgage loan payments for a significant period of time. If the debt is not recouped, lenders will step in and take ownership of the property, putting it up for sale in a foreclosure auction. While these situations can be troublesome for the homeowner facing financial peril, such properties can be advantageous for buyers who oftentimes can buy homes at steep discounts. Zillow says bank lenders historically can be slow at giving approval for mortgages to purchase short sale properties or even agreeing on an amount for the sale. Buyers may not get a chance to even see a foreclosure property, nor be eligible to have it inspected, as foreclosed homes are typically sold as-is and at auction. The real estate agency Re/Max says buying a foreclosure typically is faster than buying a short sale, and an investor can buy a foreclosed home for below market value. But foreclosures cannot be contingent on the sale of another home, so a buyer must have funds in place and be ready to move quickly. Short sales are often initiated by homeowners looking to avoid foreclosure. As a result, short sale properties may be in decent condition. This may not be the case with a foreclosure. The American Society of Home Inspectors says foreclosed homes may have been neglected by having utilities turned off and no maintenance done on the home.
