Illegal fireworks lit up July 4th sky, burned parts of East County

Brentwood celebrates 75th anniversary in style

Despite all of the signs throughout Brentwood and its neighboring cities that fireworks are banned in Contra Costa County, illegal rockets continued to glare with their bombs bursting loudly in the air Tuesday night causing not just plenty of noise pollution, but numerous fires as well.

ConFire said they responded to about 50 calls in the county involving, or suspected to involve, fireworks throughout the

July 4th holiday night even till as early as 3 a.m. Wednesday when fireworks between two houses in Antioch on West 8th St. and D St. are said to be the culprit that destroyed a garage, several cars, and substantially damaged the

two homes in a two-alarm fire. Nobody was reported injured in the fire as all of the occupants were able to get out in time.

The city of Brentwood continued its yearlong 75th anniversary celebration on the Fourth of July with the return of a classic event – the Brentwood Lions Club Carnique.

Hundreds of residents lined the streets of downtown Brentwood ahead of the event’s 4 p.m. start time, milling around more than a dozen booths on Oak Street that would soon be hosting a variety of classic carnival games, such as cornhole and giant Jenga. Attendants working

the booths cited the corn shucking and corn eating contests as some of the most popular activities.

“My introduction to the event came from a few years ago when we started doing the Fourth of July parade,” Parks and Recreation Department Recreation Supervisor Stacey Dempsey said when planning the event. “One of the things that we’d notice is that we would get a lot of comments on social media about Carnique.”

IT SECURITY TIP: SHOULD YOUR LAPTOP BE ENCRYPTED?

It’s just another Tuesday on your way to work and you stopped by your favorite busy coffee shop to get your caffeine fix. You set your tablet down to add the cream and, when you turn back, your laptop is gone. It’s nowhere in sight, nor is the thief who stole it.

If you have a password on your laptop, it will slow the thief down. But what it doesn’t stop is someone removing the hard drive and connecting it to another computer to get access to all your files, passwords and e-mail. That’s not hard to do.

How do you protect your files? Encrypt them! With the drive encrypted, a thief can’t just pull it out, hook it up and suddenly have access to all your files. This is especially important if you hold or have access

to medical records, credit card information or other sensitive data on your devices.

State awards $5.7 million to fight opioid use in LGBTQ+ communities

As part of Gov. Gavin Newsom’s $1 billion Master Plan for tackling the fentanyl and opioid crisis, California has awarded $5.7 million for opioid and stimulant use education and outreach in LGBTQ+ communities. The grants will be used to:

• increase awareness and education for and within LGBTQ+ communities about opioids and stimulants

• decrease stigma related to drug use and treatment

• and integrate and strengthen treatment

referral pathways for opioid use disorder and stimulant use disorder.

This effort awards $5.7 million to 25 entities, with a maximum of up to $250,000 per awarded entity for the 12-month contract period from July 1, 2023, through June 30, 2024.

More than 1.8 million individuals in California identify as part of the LGBTQ+ population. Compared to heterosexual individuals nationwide, lesbian, gay, and bisexual (LGB) adults report higher rates of stimulant use and substance use disorders. In 2019, 1.4 million LGB adults, nationally, reported illicit opioid (prescription pain reliever, fentanyl, heroin, etc.) use. Some factors contributing to opioid use and stimulant use in the LGBTQ+ community include mental illness, the risk of experiencing violence, structural stigma, and discrimination.

Forum on immigration enforcement July 18

The Contra Costa County TRUTH Act Community Forum to discuss civil immigration enforcement activities is scheduled for 10 a.m., Tuesday, July 18, during the regular Board of Supervisors meeting.

The discussion will focus on local immigration enforcement activities in 2022 as well as law enforcement interactions with the U.S. Immigration Customs Enforcement (ICE) agency. The annual event has been held since 2017 as part of California’s State Assembly

Bill 2792, the Transparent Review of Unjust Transfers and Holds (TRUTH) Act, which aims to increase transparency and accountability among federal and local law enforcement agencies. The Board meeting will also include discussion of the Sheriff’s Oversight Report for the quarter ending June 30, 2023.

“Transparency in law enforcement is vital to maintaining public trust and strengthens relationships in our local communities,” said Board of Supervisors Chair John Gioia. “The forum provides an opportunity for residents to ask the Sheriff’s Office about their immigration enforcement activities, which is crucial for maintaining accountability to the public. We must strongly support our immigrant communities, so they feel safe and empowered if we are to truly achieve equity in all policies.”

For language access at the forum: Spanish language interpretation is available.

To request a language other than Spanish, contact the Clerk of the Board of Supervisors by Tuesday, July 11, at TRUTHAct@ cob.cccounty.us.

The meeting will be closed-captioned in real time.

Watch the forum at www.contracostaca. gov or on CCTV channels: AT&T U-Verse Channel 99, Comcast Channel 27, or WAVE Channel 32. Send comments or questions to TRUTHAct@cob.cccounty.us or to Clerk of the Board of Supervisors, 1025 Escobar St., 1st floor, Martinez, CA 94553.

Banner Up! program goes on display

Project decorates downtown Brentwood poles

The Art Guild of the Delta’s seventh annual Banner Up! program is underway, with 60 banners on display in downtown Brentwood until Sept 1.

Banner Up! is a community art fundraising program established in 2017 by the Art Guild of the Delta and supported by the city of Brentwood Economic Development grant that encourages local artists to get creative while also supporting a local non-profit, according to the guild.

According to Art Guild of the Delta co-Founder Rosalinda Grejsen, the popular program encourages local artists to create original works of public art on 24inch by 48-inch vinyl banners, “Art Guild of the Delta’s seventh annual Banner Up! is a community art program that engages painters of all ages in the opportunity to participate in public art,” she said.

The Banner Up! program is a fundraiser, with the Art Guild of the Delta previously having donated more than $11,000 to the Brentwood Library Foundation from 2017-2019 and more than $3,000 to the Ghostlight Theatre Ensemble in 2020, raised from the event’s public auction.

The banners are displayed throughout Brentwood City Park, Oak Street, First and Second streets and Chestnut Street during the summer. The banners will be taken down Sept. 1 and then displayed in the Brentwood Community Center until the live auction in late October.

The proceeds from this year’s auction on Saturday, Oct. 28 at the Brentwood Veterans Memorial Building, will ben-

efit the Brentwood veterans building fund and the artists equally. The gala will include entertainment and wine and beer, according to the Art Guild of the Delta’s website.

According to Grejsen, despite some uncertainty and financial hardship with the Delta Gallery Community Art Center, the guild, which is celebrating its 10th anniversary, will continue to provide the community with arts programs like Banner Up!

“Delta Gallery Community Art Center’s future is looking brighter after suffering financial struggles this year,” she said.

“We are so grateful for the support we’ve gained as we continue to seek out grants and possible sponsors. In any case, the Art

The Delta Gallery Community Art Center was at risk of shutting down earlier this summer due to a lack of fundraising opportunities. But with community sup-

According to the Flor do Oakley’s website, the society hosts the festival as part of the “Portuguese tradition of celebrating the Holy Ghost and the blessings it

brought upon the people of Portugal dating back to the time of Queen Isabel of the 13th century.”

The festival is one tradition. It originated centuries ago in the Azores, and it is one way Portugese-Americans have kept their heritage alive, passing such traditions through generations, according to the Library of Congress.

The feast proclaims the faith of the Portuguese and their devotion to the Holy Ghost, or Holy Spirit, the Third Person of the Holy Trinity. For each of the seven Saturdays leading up to the Feast, known as “Domingas,” a different historical or religious figure is honored, according to the library’s website.

Proud Rotary president lists club’s accomplishments

Dear Brentwood community: As the Rotary Club of Brentwood enters its 75th year of serving our city, I wanted to share how proud I am to be a member.

We meet every Monday for lunch to have fun and enjoy each other’s company. More importantly, the connections we make lead to amazing results in the primary objective for which we come together: to serve. In the last 12 months, your local Rotary club members have:

• Helped 25 local families with back-toschool shopping

• Regularly helped seniors with home maintenance projects

• Cleaned up Marsh Creek

• Awarded $12,000 in scholarships to graduating seniors

• Cleaned up Deer Ridge

• Planted trees at Miwok Park

• Recognized 20 LUHSD Students of the quarter

• Initiated an internship program that gave work experience to local high school students

• Served hot dogs at Brentwood Elementary, Heritage High, Independence High, Krey Elementary, Liberty High, and Garin Elementary

• Served pancakes at Edna Hill Middle, Adams Middle, Heritage High, and Mary Casey Black Elementary

• Distributed dictionaries to 1,200 local third graders

• Volunteered at the Turkey Trot, East Contra Costa Historical Society barbecue, PAL Tamale Festival, John Marsh Historic Trust open house, Brentwood Chamber’s La Gran Fiesta, Brentwood Regional Community Chest distribution, Odyssey of the Mind state finals, Delta Harvest Run, Downtown Business Coalition’s Oktoberfest and the Senior Health & Resource Fair

• Led a successful $15,000 grant to provide modular desks, storage units, and STEM kits for Village Community Resource Center

• Served lunch to local first responders in honor of 9/11

• Sponsored our third annual Youth Poster Contest

• Donated $29,000 to the global fight to eradicate polio

• Donated $28,000 to Rotary International’s foundation for worldwide causes

• Sponsored student service clubs at Liberty and Heritage High Schools, and Los Medanos College

• Recognized 48 BUSD students who performed at least 15 hours of community service

• Awarded grants to Adventure Therapy Foundation, Mothers of Brentwood, Boy Scouts, Elderly Wish Foundation, Pillars of Hope, Rotacare, and others

• Distributed wheelchairs in Guatemala and Uganda

• Built a home for a family in Mexico

And the best is yet to come as we look forward to the leadership of our presidentelect, Julie Deck.

Dan Torres, President Brentwood

Oakley resident thanks city for Summer Fest

Editor:

Thank you so much for all the hard work and effort that went into the July 1 Summer Fest.

It was wonderful to see so many people and families enjoy the day. Oakley still maintains the feel and joy of a small town. The Recreation Dept. workers and volunteers were outstanding as they ran around all day in the over 100-degree heat. The police and EMTs constantly walked around in full uniform while looking out for everyone.

Heritage High Air Force JROTC honored

The Heritage High Air Force Junior ROTC was selected as a Distinguished Unit with Merit.

This year, only 12 percent of the 850 Air Force JROTC high schools across the United States and at selected schools in Europe, in the Pacific, and in Puerto Rico were recognized with the honor.

Worldwide enrollment includes more than 100,000 cadets who do more than 1 million hours of community service each year. This award recognizes Air Force JROTC units that have performed well above and beyond normal expectations, and that have distinguished themselves through outstanding service to their school and community while meeting the Air Force JROTC citizen development mission for America.

The Air Force Junior ROTC instructors and cadets from the Liberty Union High School District earned an overall

unit-assessment rating of “Exceeds Standards” – the highest rating attainable –during the unit evaluation in February.

The Heritage instructors are Lt. Col. (Ret.) Barrett Morris and MSgt. (Ret.) Rebecca Pash.

The objectives of the Air Force JROTC program are to educate and train high school cadets in citizenship and leadership; promote community service; instill responsibility, character, and self-discipline through character education, and to provide instruction in air and space fundamentals. Air Force JROTC is not a recruiting organization, and military service is not a requirement for enrollment in the program.

Enrollment is voluntary and open to high school students from Freedom, Liberty, and Heritage High School.

Brentwood flocks downtown for Fourth of July

Brentwood residents crowded the downtown area – lining up two and three people deep along the sidewalk in places – on the Fourth of July to celebrate with the city’s annual parade. This year’s parade had the largest turnout ever, according to City Manager Tim Ogden. The celebration started with the kid’s parade at 9:30 a.m. followed by the main event. This year’s parade had 40 entries. After the parade, downtown Brentwood remained blocked off to traffic in anticipation of the Brentwood Lions Club’s Carnique that afternoon to celebrate the city’s 75th anniversary.

Heritage duo catches big scholarship in national fishing championships on Delta

Upcoming Heritage sophomores

Noah Nguyen and Tyler Peterson nabbed a huge scholarship one recent weekend before starting just their second year of high school.

The duo took on some of the best young fishermen in the country in the 14th annual High School Fishing National Championship at La Crosse, Wisconsin. They were 11th overall out of 393 teams in the national tournament, finished as the best California team, reached the world semifinals, and earned a combined $160,000 scholarship ($80,000 each) to Simpson University in Redding to continue fishing after graduating from Heritage.

They are part of East County Student Anglers Club, a high school bass fishing club in Brentwood that services the local high schools in the area.

Both Nguyen and Peterson qualified for the national tournament after winning the Major League Fishing High School Fishing Open in The Delta back in late April. They were led by Greg Sailee, the boat captain and a member of the Delta Bass Club.

“We caught a lot of fish that day (on The Delta),” Nguyen said.

At Nationals, the duo brought in six bass for a combined 18 pounds, 11 ounces in two of the three days, but fell just shy of reaching the final day as the duo of Blake and Caleb Edwards of Georgia’s North Paulding High School clinched the last spot on the final day at 18 pounds, 18 ounces, beating the young Heritage pair

by seven ounces.

Nguyen and Peterson were in second place after Day 1, bringing in a three-bass limit at 11 pounds, two ounces.

“The Mississippi River is similar to the Delta,” Sailee said. “So we had some advantages here. We knew how fish were going to set up in the current, but the Mississippi River doesn’t have fluctuating tides like we do.”

The team of three had a two-hour delay to launch on Day 1 as they were boat number 387 at the start of the tournament. So while the first boat left at 5:30 a.m, they didn’t launch until 7:30 a.m.

“We thought we were going to be at a disadvantage because you have so many boats in front of you who are going to be at your spot when you get there,” Sailee said. “We were fortunate no one was at our main primary area for that day.”

They added another seven pounds, nine ounces on Day 2. However, while heading out towards the main river channel in hopes to increase their three-bass weight and earn a spot in the top 10, their boat hit an underground rock and destroyed the propeller on the boat. Nobody was injured when the boat hit the rock.

“We probably lost really two and a half, three hours of good quality fish,” Sailee said.

“We’re disappointed about not making the top 10,” Nguyen said. “But it was a valuable lesson that you never know where the rocks are and how shallow it is on the Mississippi River.”

The Cambridge-Isanti of Minnesota duo Zachary Piescher and Cole Semler won the national championship with a final day weigh-in of 10 pounds, 12 ounces.

Police Activities League helps give skateboards to kids

The Brentwood Police Activities League and Boards ‘N More in downtown Brentwood teamed up with skateboarding nonprofit Save Souls Skate Bowls for its inaugural Brentwood Skate Jam that involved giving away skateboards to local children.

Local foster children and children from the Brentwood school district received 27 new skateboards as well as other “goodies,” including skate gear, according to Jeff Altman, a consultant who helped organize the June 24 event. The free event at Brentwood Skate Park also featured music by local punk band Rattbastard and a demonstration by ATM Click team pro skater ‘Crusty.’

Save Souls Skate Bowls is a “non-profit organization dedicated to prevention of destructive behaviors and finding healthier alternatives for youth,” according to the Boards ‘N More website. Boards ‘N More owner Genevieve DiBartolo says that her shop at 320 Oak St. has been working with the nonprofit for a year or two.

The Skate Jam was “hopefully the first of many,” Altman said, adding that the Brentwood Police Activities League is looking into starting a free skateboard program that will take place on the first Saturday of every month.

Supporting education for Liberty High musicians

Grupo L, a Corrido band at Liberty High School in Brentwood, recently was presented with a check for $2,000. The money came from one of the several Shop and Chill monthly community events, one of which was devoted to raising money to help the band buy instruments and music lessons, said Yvette Gomez of Chill Tea and Coffee. Gomez said she wanted to raise the money for the band for the “young kids who find comfort and safety at school and playing together.” The money will go to scholarships for the band members, as well as instruments and new equipment. If you would like to see Grupo L perform they will be playing in Brentwood City park at the La Gran Fiesta Hispanic Heritage event Saturday Sept. 9. Here’s How It Works:

puzzles are formatted as a 9x9 grid, broken down into nine 3x3 boxes. To solve a sudoku, the numbers 1 through 9 must fill each row, column and box. Each number can appear only once in each row, column and box. You can figure out the order in which the numbers will appear by using the numeric clues already provided in the boxes. The more numbers you name, the easier it gets to solve the puzzle!

ConFire also battled a three-acre fire on Holub Lane in Antioch where ConFire officials say fireworks are suspected as the cause.

“Historically, Antioch has the highest number of incidents,” ConFire spokesman Steve Hill said.

Brentwood was no stranger to the results of illegal fireworks as well. Fireworks are suspected to be the culprit of an exterior fire at 254 Redhaven St. and of a quarter-acre grass-fire at the top of the road at American Way just across Adams Middle School. Both incidents happened after 10 p.m., almost an hour after the city’s drone show near City Park.

“We’ve been all over, from Brentwood to Antioch,” one firefighter at the scene on American Way said.

Brentwood Police received 30 calls between 8 p.m. and midnight regarding fireworks complaints, according to a public records request from the city.

In 2021, the Contra Costa County Board of Supervisors banned fireworks throughout the county citing the risks of serious injury and the risk of causing wildfires. Brentwood has banned them

said that city staff guessed that about 15,000 attendees throughout the day enjoyed the parade and Carnique.

Downtown was full of activity all day, beginning with the city’s annual Fourth of July parade in the morning. According to Ogden, it was the city’s biggest turnout ever for the annual parade.

Although the city had no activities planned between the parade’s end just before 11 a.m. and the start of Carinique, residents stayed in the area, some dining at the restaurants downtown and others riding bikes through the streets that remained closed off to traffic.

In addition to carnival games, Carnique also included food vendors on Second Street, serving barbecue, seafood and carnival favorites. There were also international flavors to represent Brentwood residents’ diverse backgrounds as well as fresh Brentwood corn from four of the local corn growers and roasted by the Rotary Club of Brentwood. Portions of food sales were donated to the Brentwood Lions Club as well as the Parks and Recreation Youth Scholarship Fund, according to Recreation Supervisor Amanda Chaney.

“This year’s Carnique was a perfect representation of the Brentwood Community coming together,” Thien Nguyen, a city staff liaison, said. “ From BUSD allowing the City use of Carnival Tents, LUHSD use of facilities and parking lots, local organizations running community games (including the Lions), Rotary selling corn and our other food vendors, downtown businesses and DBC’s partnership, and so many others the event was a success because of all involved.”

Carnique was originally a combination barbecue/carnival hosted by the Brentwood Lions Club for 35 years beginning in the late 1950s, Chaney said. The original event was a fundraiser for

since 2016, because city officials feared they might inadvertently set off wildfires and because of the expense, according to City Manager Tim Ogden.

“The only safe and sane approach to fireworks in Contra Costa County is not to use them,” Fire Chief Lewis Broschard said in a statement from ConFire last week. “In current high-fire-danger conditions, their use is nothing short of

irresponsible with the very real possibility of causing life- and property-threatening wildfires and maiming injuries.”

The Independence Day holiday comes at a time where the county as a whole is experiencing high-fire danger with vegetation fires occurring almost daily. Hill said it is worse this season due to the wet winter followed by a dry spring that resulted in weed and vegetation

growth throughout the county.

“It’s safe to say that with all the vegetation that’s on the ground because of the rain we’re going to have a challenging season,” Hill said.

Hill adds that ConFire “works throughout the year to prepare for the arrival of fire danger” and that they have “a lot of additional resources to be prepared for the anticipated fires that we would be required to respond to.”

“I think what’s different about this fire season is it’s probably going to be very challenging as we move through it because of all of the vegetation,” Hill said.

ConFire suggests using common sense and being careful in all outdoor activities considering the conditions of the ground and for property owners to remove weeds to create defensible space around their homes to protect their properties if a fire does occur.

Hill also suggests not using fireworks, especially near grassy areas.

“Don’t introduce fireworks at 1,200 degrees Fahrenheit into a tinderbox of dry vegetation,” he said.

the Lions Club that featured carnival games, barbecue dinner, dancing, music, swimming, and a fireworks display. However, this year’s event skipped fireworks in favor of a drone show sponsored by Perfect Star Heating and Air Conditioning and the Downtown Brentwood Coalition. The show featured patriotic and Brentwood-themed animations, such as a depiction of the city’s 75th anniversary logo.

“I think what helped make this year’s event special was we worked hard to connect Brentwood’s past with its present,”

Brentwood celebrated the Fourth of July and the city’s 75th anniversary with the return of the Lions Club Carnique, an event that was first put on in the 1950s. It featured live bands, carnival games and a variety of food vendors.

Nguyen said of plans to bring back the event in the future. “I’d love to connect this event to our future by connecting this year’s celebration to Brentwood’s 100-Year Anniversary”.
