Brentwood honors its own at gala

The stars were out in Brentwood on July 30 as local residents, business owners and volunteers gathered for an Academy Awards-style ceremony honoring the Chamber of Commerce’s 2022 Celebrate Brentwood award winners.

The buffet dinner and awards ceremony were held at the Brentwood Community Center with The Press Publisher Greg Robinson as master of ceremonies. Tanya Aviles, a member of the Chamber board of directors, was event chairperson.

“During the nomination process, I got to learn about many individuals, companies and organizations and the different ways they have contributed to help make their community a better place to live,” Aviles said of the ceremony. “There are so many people that are doing amazing things every day. Events

like Celebrating Brentwood shine a very deserving spotlight onto these special people.”

In a break from previous years when winners were an-

nounced ahead of the gala, the chamber opted for an Oscars-influenced ceremony, announcing three nominees in each of the six categories in advance and reveal-

ing the winners at the gala itself. This year’s winners were:

How schools try to prevent bullying

Oakley resident Tom Black recalls a time his then-seventh grade son encountered bullying at his school from two boys bigger than him.

“This one boy went up, threatened him and started using profanity,” said Black. “The next day, a bigger boy went up to my son, verbally assaulted him with profanity, and punched my son.”

Local groups get grants from city

The City of Brentwood awarded several local organizations a certain amount of money for them to put on certain projects.

In May, the city approved the 2023/24 Economic Development Grant program, totalling $176,744, plus a contribution of $5,000 to the Downtown Brentwood Coalition for the Light Up the Night drone show on July 4.

One of the 17 recipients of the grants was the East County Performing Arts Center, owned by Nina Koch, which plans to put on a Children’s Wellness Fair next May.

the school went on deaf ears. After two weeks, his son had enough. The bullying quickly turned physical, with the end result being Black’s son resorting to physicality to defend himself to get the bullying to stop. After trips to the principal’s office and ensuing suspensions, only then

did the bullying finally stop, according to Black.

“They never bothered my son again,” said Black. “My son earned the respect from both boys. In fact, they are very close friends.”

who encounter bullying..

“Every one of our students deserves to feel safe when they come to school,” said Brentwood Union School District (BUSD) Superintendent Dana Eaton. “Our school teams work hard to stop bullying as soon as they are aware of it.”

Eaton is talking about cyberbullying, and statistics point to its prevalence. According to the National Bullying Prevention Center website Pacer.org, one out of every five students ages 12-18 nationwide have been bullied, with more female students

“We don’t have a hard date yet, but we’re doing a Child Wellness Fair, with a big focus on mental health and how positive mental health looks for kids,” Koch said. “It’s not just therapists, it’s also physical movements, pursuing passions, being part of a community, having a friend group, feeling like you have a place to belong.”

The performing arts center has evolved over the years from just a dance center to a full performing arts program with musical, theater, acting, vocal, dance classes and more in the 10,000-square-foot facility just off Oak St. and Walnut Boulevard.

Teachers ready for new year after convocation

“There’s excitement, there’s anxiousness, there’s that hope for the next year,” LUHSD superintendent Eric Volta said.

He was talking last Friday before the students throughout the Liberty Union High School District returned to class, the teachers and faculty throughout the district celebrated the start of the new academic year at the 121st Liberty Union High School District (LUHSD) Convocation at the Roy Ghiggeri Gymnasium at Liberty High School.

“The freshmen are starting in their high school careers as the seniors are coming toward the end of their high school careers. The first day of school is just an awesome time I look forward to every year.”

Teachers and faculty from all five high schools in the district – Liberty, Freedom, Heritage, La Paloma, and Independence –all got together either for the first time ever or the first time in a long time in a setting just like a school assembly where one ‘good morning’ was replied with more than 100 others saying “good morning.”

“It truly is a family atmosphere,” Volta said. “Everybody else has taught everybody else’s children. “We have educators who have great programs, beautiful facilities, and we have a caring staff that truly cares about our kids.”

Teachers from the local high schools all celebrated the start of the new school year at the 121st LUHSD Convocation ceremony last Friday.

Wilson (D-Suisun City) were just a few of those who spoke to open the ceremony.

“I applaud you for the work that you do,” Wilson told the crowd. “Most people don’t know the impact that you have, but there are adults out there that remember their childhood teachers. We appreciate you, and we welcome you to a new season of changing lives.”

One of those teachers was Hillary Pedrotti, an English teacher at Heritage

High School and the current president of the Liberty Education Association.

Pedrotti was also one of just three teachers who was recognized for her more than 35 years of service as a teacher in the district at both Liberty and Heritage.

“It’s the only time everyone in the district is all in the same room,” Pedrotti said. “And that’s powerful.”

A Knightsen man who was the cause of a crash that killed two local teenagers will serve 20 months of the six-year sentence he was handed late last week.

Colby Sharver, 20, was sentenced to six years in prison by a Contra Costa County judge last Friday after he pleaded guilty to gross vehicular manslaughter while intoxicated, along with driving under the influence and causing bodily injury, according to the Contra Costa District Attorney’s Office.

However, he’s expected to serve about 20 months in prison due to credit for time served and good behavior and due to California law that qualifies him as a youth offender.

According to the State of California’s Board of Parole Hearings, a youth offender “is an incarcerated person who was under the age of 26 at the time of their controlling offense.” The State defends their idea of youth offenders due to “scientific evidence showing that parts of the brain involved in behavior control

Sharver was 18 when his car crashed and killed Luis Esparza, 16, from Pittsburg and Kassandra Sepulveda, 18, from Oakley. Both teens were walking home from a large gathering nearby on the narrow shoulder of Byron Highway’s two-lane road near the 8300 block close to Mountain View Drive when they were struck by Sharver’s 2002 Subaru Impreza just after 11 p.m. on Sept. 4, 2021.

Part of the reason for the lighter sentence was because it was Sharver’s first offense and that his upcoming release in about 20 months is because he’s been in custody since the accident back in 2021. That gives him over three years of credit for time already served as part of the plea deal, said Ted Asregadoo, spokesman for the D.A.’s office.

Asregadoo acknowledged that the families of the victims were unhappy with the sentencing.

“The families of the victims, they’re frustrated by the number of years he’s ultimately going to have to serve for this,” Asregadoo said. “But the plea deal actually would be the best possible outcome to ensure that the victims, the families of the victims, received some form of justice within what the law allows.”

Byron Delta Lions Club makes annual school supplies delivery

One of the many Byron Delta Lions Club’s community projects is to annually donate and deliver school supplies to Excelsior Middle School, Discovery Bay Elementary and Timber Point Elementary. On July 7, each school received paper, pens, pencils, binders, art supplies and more.

In addition to the supplies, for the second year in a row, 60 backpacks and notebooks were donated by the Hayward Silicon

Valley Lions Club. Their club has a private endowment designated to help students in need.

The Lions Club is a community service organization whose clubs collaborate to help students succeed.

All the schools appreciated the donations as there are many students in need of supplies at the start of the school year.

Editor’s note: This is the first in a series of introductions to The Press’ writing staff.

Hi, I’m Jake Menez. I’m the associate editor at The Press.

If you’re not sure what that title means, you’re in good company because I’m not entirely sure either. Mostly, it seems to mean that I’m the

bridge between reporter and editor with one foot in each role.

In addition to writing my own stories, I coordinate with the other writers to decide which of their stories run in our publication.

That collaborative process has been one of my favorite things about this job since starting two years ago, and it’s something I’d like to involve you, the readers, in as well.

While our team prides itself on having our ears to the ground and our thumbs on the pulse of the area, we can’t be everywhere at once.

That’s where you come in. One of my goals is to make the relationship with our readers more symbiotic – a two-way street.

Oakley Aquaknights win 2023 ECSL title

Team to send 41 swimmers to county championships

The Oakley Aquaknights broke several records on their way to their first East County Swim League Championship last Saturday at Liberty High School’s Jack Ferrell Aquatic Center.

“We have a great group of coaches led by Sam Dix, and he has a great group of assistant coaches that are second to none,” said Aquaknights board president Ray Friddle. “And we have a great group of parents that support our coaches and support the team.”

The meet featured swimmers ranging from as young as 4 years old to 18, with records and County qualifying times getting broken throughout the age groups.

Some of the records broken by the Aquaknights include 17-year-old Connor Thompkins’ 23.00 in the Boys’ 15-18 50yard freestyle, an event that Oakley swept. The Aquaknights’ relay teams each broke their respective event records, highlighted by the young relay team of Leilani Linares, Khloe Barton, Paige Minister, and

Harper Luna finishing the Girls’ 6 & Under 100-yard Medley Relay in 1:55.77, smashing the original record set in 2019 (2:04.41) by nearly 10 seconds. Eight-year-old Luke Turner also shattered the 1:55.27 time he set last year in the Boys 7-8 100-yard Individual Medley, this time finishing in 1:38.61. Oakley also swept that event.

“It’s been very rewarding,” Friddle said. “All of the time that we’ve put in, all of the time that their coaches have put in, and the parents have dedicated the time of their kids showing up every day of practice has paid off. Day after day, year after year showing up now, we’re seeing the results of all of that hard work.”

Friddle said the records broken increase the competitiveness of the club.

“The competitiveness of our team has reached a really high level,” Friddle said. “All of the teams involved, because we’re not the only ones in the league that are breaking pool records and breaking championship records, shows how serious the swimmers are taking it.

“What we’re seeing is that there’s a significant number of kids really pushing themselves to get to the next level, and that’s really heartwarming to see that they’re taking it so seriously.”

The league-champion Aquaknights are also sending 41 of the team’s 220 swimmers to the County Championships at Acalanes High School in Lafayette starting on Saturday, Aug. 5. The County Championships will feature swimmers from 51 teams from throughout Contra Costa County.

$10 million for Los Vaqueros Reservoir expansion project to improve water supply

Los Vaqueros Reservoir Expansion

Project Joint Powers Authority will receive

$10 million in federal funding from the U.S. Department of the Interior, Bureau of Reclamation to further the project’s goals of improving Bay Area and Central Valley water supply and supporting wildlife refuges along the Pacific Flyway, a vital migratory route for critical bird populations.

According to the National Audubon Society, each year at least one billion birds migrate along the flyway, which is only a fraction of those that used it a century ago. Wildlife refuges along the Pacific Flyway provide protection against habitat loss, water shortages, diminishing food sources and climate change.

The expansion will increase the Los Vaqueros Reservoir capacity from 160,000 acre-feet to 275,000 acre-feet (one acre-foot equals about 326,000 gallons of water) and add new and modified facilities to provide environmental, water supply reliability, operational flexibility, water quality and recreational benefits, according to a press release from the state.

The $10 million under the Bipartisan Infrastructure Law, approved by Congress in November 2021, and is in addition to a previously awarded $164 million from all federal sources for the reservoir expansion project.

State invests $113 million for heightened wildfire season

California is preparing its cities against wildfires, with Gov. Gavin Newsom announcing new investments that will improve defenses around homes, reduce overgrown vegetation, improve evacuation routes for rural communities and more.

The $113 million in new funding, made possible by the $52 billion California Climate Commitment budget, will support 96 wildfire prevention projects across the state – with 8 in 10 grants directed toward lowincome areas.

“These kinds of projects save lives and livelihoods, and we’re scaling it up,” Newsom said. “It was work like this that helped communities like South Lake Tahoe and Pollock Pines avert unknowable destruction. Our goal is to stop devastation before it happens – to keep Californians safe, and preserve our communities and shared history.”

CalFire’s Wildfire Prevention Grants Program funds programs to protect people, structures, and communities. This year’s investment adds to the 144 ongoing projects funded last year and includes hazardous fuels reduction and wildfire prevention planning and education. These projects support the goals and objectives of California’s Wildfire and Forest Resilience Action Plan, as well as the Strategic Fire Plan for California.

“Investing in communities before a wildfire strikes is a critical component of California’s wildfire strategy,” said CalFire Director and Fire Chief Joe Tyler. “These proactive investments support local projects that protect, engage, and educate communities to increase wildfire prevention and resiliency efforts throughout the state. Wildfire is a year-round reality in California, and even though a historically wet winter was the exception this year, we are always ready for when conditions change and to continue our charge of creating a more wildfire resilient California. We are proud to help further this important and proactive work.”

New parks district system makes police, fire information more accessible to public

The East Bay Regional Park District has launched a new system to make information about police and fire activity more accessible to the public. The system also includes an interactive webpage with near real-time mapping of police and fire activity, including location, date and time, a general description, and outcome. The new system also allows the public to sign up for daily or weekly email updates with a summary of public safety activity and links to more information.

The new system is provided by Sun Ridge Systems, Inc. – Citizen RIMS and housed on Crimegraphics.com, which inte-

grates with the Park District’s existing public sSafety computer-aided dispatch and records management system. The new system enables updates to be emailed out automatically rather than manually by public safety staff, increasing efficiency and allowing staff to focus on other important activities.

The new system increases public transparency by making disclosable public safety activity information more accessible. The system allows any member of the public to access near real-time public safety activity mapping information and sign up for daily or weekly email updates.

Brentwood Community Chorus accepting new members, starting fall rehearsals

The Brentwood Community Chorus, under the direction of Susan Stuart, is preparing for its fall season while also welcoming new members.

The chorus will meet on Tuesdays, beginning Aug. 15, from 7–9 p.m. at Brentwood Community United Methodist Church at 809 Second St., in Brentwood.It is open to all ages and abilities.

3 arrested in Oakley attempted stolen vehicle case

Oakley police arrested three people earlier this week in connection with an attempted stolen vehicle.

Officers responded to a call for an attempted vehicle theft on the 200 block of Yellow Rose Circle on Tuesday at 6:10 p.m. According to Oakley police, the victim interrupted the suspects trying to break into their Jeep and the suspects fled. The unidentified victim followed the suspects while giving the police details on what happened, and the officers were able to stop the suspects shortly after.

Anthony Parson, 21, of Oakley, along with Kyle LaCosta, 20, of Brentwood,

and Brian Ray, 20 of Antioch, were all arrested in connection with the attempted vehicle theft and booked into jail. A search of the three suspects found blank, pro grammable Dodge key fobs.

Investigators are now checking if the three men detained are a part of a larger theft ring of car thieves that are specifically targeting 6.4 liter equipped

Dodge RAM and Jeep vehicles, the same type of car as the victim in Oakley police Chief Paul Beard says that thieves are breaking the vehicle’s window to get in, then put the car in neutral to get it down the road before programming their key fobs with a smartphone or tablet to start the vehicle and drive it like normal with the

car reading the key fob as the real key. Beard said in a statement that thieves are targeting these specific types of vehicles because the parts are used in speed exhibition events in their own cars and sideshows, along with being known to commit other crimes that involve police pursuits.

Beard and Oakley police also suggested to the public that people either park in the garage, use another vehicle to block the preferred vehicle in place if possible, and to place hidden GPS devices in the vehicles as ways to combat the recent string of car thefts.

Ruben Garcia, 60, of Tracy, Calif., passed away on July 23, 2023. He was born on Feb. 11, 1963. Ruben was a resident of Tracy and had previously resided in the Brentwood/Byron area. He is preceded in death by his parents, Piano and Tina Garcia.

Ruben was Homecoming king of Liberty High School class of 1982. He served as a volunteer firefighter for the city of Byron. Those who knew Ruben would have described him to have been an avid collector. He was known for his kind and generous nature. He would always go out of his way to help others, and was willing to give the shirt off his back. He will be deeply missed by all who

Jerry Moser

Jerry Moser, 81, of Brentwood, passed away peacefully Sunday, July 23, 2023. He was the husband of Ellen Moser and resided in Brentwood for 13 years. Prior to that, he resided in Redwood City, Calif. for 22 years.

Born on May 13, 1942, he was the son of the late James and Arlene (Corniles) Moser. He served in the U.S. Navy where he received his Associates Degree, and later retired from IBM as an IT systems planner.

In his leisure time, he enjoyed taking motorcycle trips, playing croquet and backgammon, snow skiing, wa-

Ruben is survived by his daughter, Rachelle Garcia (Steven), from Daly City, as well as his two grandchildren, Laney and Cassius. He is also survived by his brother, Jerry Garcia (Cristy), from Tracy, Calif., his sisters Lisa Garcia from Tracy, Calif., and Tricia (Joe) Maloney from Brentwood, Calif. Ruben leaves behind eight nieces and beloved pets Jake and Hunter.

A mass will be held to honor Ruben’s life at the Immaculate Heart of Mary Church in Brentwood on Aug. 10 at 11 a.m. Family, friends, and all those whose lives were touched by Ruben are invited to attend and pay their respects.

The family will be having a celebration of life at the Torres Ranch following service.

Rachelle Nichole Jenio, 47 years old, of Brentwood, Calif., passed away peacefully July 4, 2023. She was born in San Jose, Calif. on June 5, 1976. Rachelle was married to Joseph Frank Jenio, Jr. on Oct. 25, 2008, and is survived by her husband, son Dominic, and daughter Rosaria (Rosa), her father and mother, Arthur and Carmen Krahmer, and three sisters: Tawnya Nader, Jenna Krahmer and Chelsey Walker. Rachelle graduated from Oakridge High School in El Dorado Hills, Calif. in 1994. After high school, she attended the University of California, Davis receiving her bachelor’s degree in science with a focus on dietetics. Rachelle had a tremendous passion for the Hawai’ian culture, and was an avid hula dancer at an early age. Her desire to be entrenched

in the Polynesian lifestyle allowed her to move to the Big Island of Hawai’i (Kona) after college where she learned, taught, and performed in many shows across all the islands. During her time in Hawai’i, Rachelle found another passion, working in the travel industry as a flight attendant for Hawai’ian Airlines. During her 20-year career she met people across all walks of life and developed many long-lasting friendships that still stand today. Rachelle was a wonderful wife and mother who loved spending time with her family and friends. She enjoyed participating and watching her kids in all their activities/sporting events, going on new adventures, cooking, baking, and arts/crafts. Rachelle’s favorite holiday was Thanksgiving because the entire family would be together. Rachelle had a passion for life, and, without a doubt, lived it to the fullest. She will certainly be missed…….

Notice is hereby given that the Planning Commission of the City of Brentwood will, at 7:00 p.m. or as soon thereafter as the normal course of business permits, meet at the Council Chambers, located at 150 City Park Way, in Brentwood, on August 15, 2023, and hold a public hearing to consider:

An application for a tentative parcel map to subdivide a 5.29acre parcel (MS 354-22) and a design review (DR 22-011) for a new sit-down restaurant known as Lazy Dog, with related site improvements, located on the south side of Sand Creek Road and the east side of State Route 4 (APN 019-110-074 and a portion of CCWD owned parcel APN 019-110-023).

On December 12, 2017, the City Council adopted a City initiated Mitigated Negative Declaration (MND) (SCH# 2017102022) prepared for the subject site. The Initial Study (IS) for the MND contemplated buildout of the site based on the maximum Floor Area Ratio (FAR), 0.45, as provided in Table 2.0.2 of the City of Brentwood General Plan Environmental Impact Report (EIR).

Based on the size of the project site and the maximum FAR, the site could be developed with a maximum of 103,890 square feet of commercial space and a maximum of 520 parking spaces. The proposed project would develop the site with 171 parking spaces and 10,597 square feet of gross commercial space on a 2.78-acre lot which equals to an FAR of 0.09. The proposed subdivision and development falls below the maximum capacity that was contemplated and therefore no further environmental review would be required. The Planning Commission will take final action unless an appeal or call for review is filed.

“I have always felt that I was just your ordinary citizen,” he said. “However, as I shook hands and listened to my bio [at the ceremony], it was then I understood why there were multiple nominations for me.”

Recognizing Brentwood’s finest is important because it inspires others to take action, according to Chamber of Commerce President Denise Duran.

(24 percent) reporting more bullying than male students (17 percent).

Experts define it as the intentional harmful behavior initiated by one or more students and directed toward another student and long associated with youth and schools, with reports of bullying in locker rooms, online, and numerous social media platforms.

Examples include name calling insults, spreading rumors, social exclusion, as well as physical bullying such as pushing, shoving, getting tripped, or being spit on. The reasons for bullying are wide and can vary, including physical appearance, race and ethnicity, gender, disability, religion, or sexual orientation. According to cyberbullying.org, 60 percent of teenagers have reported being cyberbulled or bullied through the use of technology such as cellphones, tablets, or computers, with another 36.5 percent of people reporting they have been cyberbullied.

“With so many students engaged in online activities through cellphones, often online bullying starts off campus and escalates on campus when students see each other,” said Eaton. “It is more important than ever that families monitor online activity and partner with school staff to keep students safe.”

Bullying involves a power imbalance in which a student is targeted who has difficulty defending himself or herself because a student with more social and/or physical power deliberately dominates and harasses another student who is perceived to have less power, experts say. Differing from conflict, where two or more students and express their respective views, bullying entails exerting power and control over another person.

With the Child Wellness Fair, “We’re seeing a rise in childhood anxiety,” she said. “I would say parents are going to benefit from having access to wellness professionals, whether that looks like a private therapist, or even a speech therapist, different support groups in town, there are so many resources that can help a child who is struggling with mental health.”

Koch says that the event will feature vendors and businesses with resources available for the kids.

But the proposal didn’t get Koch and the center all the money they sought. Of the $20,000 they were asking for, she got $4,000. Despite getting 20 percent of what was asked, it didn’t detract her excitement to plan and eventually put on the event.

“We are incredibly grateful and so honored to have been chosen for the $4,000,” Koch said. “We think that’s great. Once we get the official word that we’ll be able to go through the reimbursement process, we need to just make the choices of what the $4,000 is going to go to.”

Additionally, bullying is unjustified and often is repeated over time, as students who experience bullying are at increased risk for anxiety, depression, lower academic achievement, physical symptoms such as trouble sleeping, headaches, and stomach aches, as well as mental health and behavioral problems.

Director of Student Services Kirsten Jobb said bullying is taken seriously at BUSD, with levels of relationships that can be damaged, requiring repair.

“The four types of bullying are physical, verbal, social, and cyber,” said Jobb. “Cyberbullying is one of the most challenging acts of bullying, as many students have access to a device. Families being aware of what their children are accessing online are incredibly helpful. If there is ongoing or repeated bullying, there are progressive and serious consequences.”

Eaton said that school leaders often conduct either their own assemblies to discuss bullying, or invite outside speakers to talk about bullying, with a popular example being the “I Can Help” presentation, which discuss ways on how to stop bullying online when one sees it.

“There are many ways that school administrators intervene when bullying takes place,” said Jobb. “There is education and skills that must be taught, along with family outreach. We are fortunate in BUSD that we have social and emotional counselors at every school site that may be a part of the process. Support, behavior agreements, and ongoing monitoring are all a part of successful plans.”

Mary Casey Black applied for the grant program. Black, along with the East Contra Costa Historical Society, was awarded $2,500 to put on a historical walking tour through downtown Brentwood.

“We’ve had this project percolating for a while and this would fit perfectly,” Black said. She’s already started preparing for the walking tour that she hopes to have it going by October to connect it with Brentwood’s 75th anniversary.

The walking tour through downtown Brentwood isn’t a new idea. Black led one nearly three decades ago for the local school’s history classes. She already has the tour scripted and is in the final planning stages.

“I learned more about history,” she said. “Now I’m gathering the photos and verifying the factual history.”

The tour is planned to start at the fountain just outside of The Press building at 248 Oak St., head west down Oak Street to talk about the significant history of that area off Oak and Brentwood Boulevard and its evolution to today, along

the event is about creating positive community involvement.

“We are living in a divisive time where differences in opinions can tear communities apart, furthering the divide,” Aviles said. “Events like Celebrating Brentwood focus instead on what’s going right in our community which, in turn builds morale and provides inspiration to others to want to get involved and contribute in a positive manner.”

Jobb stressed social-emotional curriculum, and having counselors at every school, and the importance of working together with schools as examples of developing proactive plans for students to combat bullying.

She further advised students and families who have experienced bullying that they can report it directly to a trusted school staff member, anonymously to a bully box, through an incident report at a school site by sending a bullying incident report via email to a site administrator, or reporting it through the Say Something Anonymous Reporting app at middle schools.

Bystanders – individuals who witness bullying either in person or online – also have the potential to make a positive difference in a bullying situation by intervening. According to statistics from Gitnux Market Data, 60 percent of bullying situations stop when a bystander intervenes, with another 57 percent of students saying they believe peer interventions are effective.

“We are able to be proactive and intervene with bullying when we know it is taking place, so encourage students and families to report any acts of bullying immediately,” said Jobb. “When a child knows the trusted adults to go to when a concern comes up, it helps to alleviate worrying about ‘what if’.”
