Last Friday, Aug. 7, marked the deadline for filing, although some elected seats saw an extension to Aug. 12 when incumbents did not file. When there is no incumbent eligible to be elected, the nomination period extension provided for in Elections Code section 10225 is not applicable.

REGIONAL The Contra Costa Board of Supervisors is likely to levy a 20-year, half-cent sales tax proposal on the November ballot to make health and other critical resources more accessible and available. The potential countywide measure, which is contingent upon the expected passage of a senate bill by late August, would generate an annual $81 million for community health centers, early childhood services and other essential county resources. The supervisors will only move forward with the idea if Sen. Steve Glazer’s Senate Bill 1349, which would authorize the tax and allow it to pass with a majority vote, is signed into law by Aug. 24, the county’s deadline for avoiding an estimated $100,000 to $200,000 in ballot printing costs. The ordinance to move the proposal forward was approved in a 4-1 vote, with District 2 Supervisor Candace Andersen dissenting. “This is an imperfect tool, but it is something that can help us,” District 3 Supervisor Diane Burgis said. “Our communities (in District 3) don’t depend as much on sales tax because there just isn’t as much retail and other opportunities to put money into sales tax.

It’s expected that the city will be able to recoup the funds through the Coronavirus Aid, Relief, and Economic Security Act. “Obviously the community is going to need that support and the organizations as well,”

Customer resistance creates headaches for business by Tony Kukulich Staff Writer

BRENTWOOD Bay Area residents are about to enter their sixth month of living under a pandemic-related health order, and there are indications that some are growing weary of restrictions. Locally, businesses already facing any number of challenges report a small, but persistent, percentage of customers who actively resist wearing a face covering in situations where they are required by the county health order. Their actions put business owners in the uncomfortable position of having to either convince the customer to comply or turn paying customers away. One business, 311 Oak Street Pub in downtown Brentwood, recently took to social media with a message for customers and potential customers stating that those who cannot or will not follow the rules will be asked to leave. Niki Venoble, manager of 311 Oak Street Pub, said that dealing with customers who refuse to wear a mask is a daily occurrence. “There’s a lot of people that are just over the whole situation, and they don’t want to fol-

low the rules anymore regardless of what they are,” she said. “They’re the ones we were having a little bit more problem with. Whether we feel the same way or not, to keep this business operating, we have to follow the rules. That was where we just had to start laying down the law, and it came to the point where if you don’t value this business enough to follow the rules that we have to follow, then unfortunately you have to go somewhere else right now.” Health officials at every level have urged the use of face coverings since the start of the pandemic. Their required use in the county didn’t start until Contra Costa Health Services (CCHS) issued Order No. HO-COVID19-22 on July 5. That order required wearing a face covering when within six feet of a person who is not a household member and when waiting in line to enter a business. It also placed the responsibility on business owners to: prohibit anyone not wearing a mask from entering the business; refuse service to anyone not wearing a face covering and attempt to remove anyone not wearing a mask from the premises. City to amend zoning for development by Kyle Szymanski Staff Writer

BRENTWOOD The city will soon update its zoning ordinance, requiring residents’ input on key development-related topics. Zoning regulations govern development, steering key factors such as land use, building size, building location and height, landscape and setback (the distance a structure must be from the road or other sensitive landmark) requirements. “Public input will be an important part of the update to the zoning code, and there will be many opportunities for the planning commission and council to shape this code,” Assistant City Manager Terrence Grindall said. Residents’ opinions will be essential in sorting out key decisions, including the height of future office development; potential caps on the number of similar businesses within a close area or shopping center; whether the city shall allow Brentwood staff to approve future projects that are consistent with the zoning ordinance, bypassing the planning commission and city council; and the possible phasing out of legal nonconforming uses. Legal nonconforming uses involve land uses or structures that were legally established under previous regulations that have since changed and render that use illegal. Such examples — like a business that was legally established years ago in an area that has since undergone zoning changes

and is now in conflict with nearby homes — could be required to vacate the property after a designated period of time. “We are going to get input on the things the community will care about,” said Grindall, who noted that the process will use appropriate technology, such as virtual surveys or meetings, to gather information in adherence to pandemic regulations. City leaders say a refreshed zoning ordinance is needed to align properly with the 2014 updated general plan that identifies the community’s future vision — guiding growth, development, open space and resource conservation. The city is currently looking at such large development projects as Innovation Center @ Brentwood, which would make up 430 acres of commercial and housing development; and Bridle Gate, a potential development of 252 detached singlefamily dwellings and 258 multi-family homes on approximately 92 acres on the west side of State Highway 4 at the end of Sand Creek Road. “The general plan is like the constitution for development,” Grindall said. “It generally says what should happen, the vision document, and then the zoning is the actual law that implements that.” The city council recently approved a contract of up to $315,000 with Miller Planning Associates to carry out the update — the bulk funded through a state grant — and expects the full process to be completed by July 2021. During the process, the planning com-

mission and city council are expected to provide feedback on key policy decisions prior to both bodies weighing in on draft and/or final plan versions. City officials said the end product will reflect the community’s values; streamline development review processes; line up with the general plan; and align with professional best practices and local, state and federal laws, according to preliminary documents. It will also be designed for easy reading, understanding and implementation. Vice Mayor Joel Bryant said the finished product could streamline the arrival of future employers. Grindall hinted that that may involve amending current height limits to accommodate office development and hospitals, both sought-after employment types.

“I am in support of it,” Bryant said of completing the update. “I think it’s a good idea to get this going in order to be prepared as soon as possible to get the jobs that are on the top of everyone’s mind here.” At least one city resident agreed that the update is important. “I think this great, because we are having the gas station issue and Bridle Gate coming up,” said resident Jovita Mendoza, alluding to the recent controversial approval of a Rotten Robbie gas station, car wash and convenience store on the northwest corner of the intersection of Lone Tree Way and Fairview Avenue. Local student visits Europe on STEM trip by Dawnmarie Fehr Correspondent

BRENTWOOD Chaya Sandhu is a 16-year-old junior at Heritage High School who knows what path she wants to follow in life. While some teens her age are questioning what their future holds, Chaya already has plans to enter the world of engineering and has taken some concrete steps to get herself there. One of those steps was a trip to Switzerland through New York Times Student Journeys. “The program caters to different interests, and depending on your interest, they take you to different locations around the world, to places really well-known for being successful in those fields,” Chaya said. “I know there’s a trip to London that focuses on fashion and theater, whereas the trip I did was to Switzerland, and it was to study robotics and physics. And we got to meet scientists and professionals in those fields while we were in Switzerland.” Through the Student Journeys program, Chaya visited CERN (Conseil Européen pour la Recherche Nucléaire), the European organization for nuclear research, home to the largest particle physics laboratory in the world and where biotechnology is advancing knowledge of the human brain as well as robotics. “The trip was a great balance of learning and seeing things firsthand and doing a few fun things,” Chaya said. “We

The trip was made possible through the New York Times Student Journeys program. had a New York Times science journalist traveling with us the entire time, and he was there to answer any questions we had about physics and the applications of what we were learning about.” Chaya and her fellow student travelers – who came from all over the U.S. – were able to speak to particle physicists and question them about the demands of the job, necessary types of qualifications, and if they liked their work. Chaya said she learned passion and a love of the job were necessary, especially since an inconsistent schedule can often accompany the work.

The students also toured several startup companies, including Swiss Smart Factory, whose goal is to incorporate robots and machinery into mass production, creating a partnership between robots and people. For Chaya, gaining insight from people working in the field was invaluable. She found the Student Journeys program in the spring of last year while searching the internet for summer engineering programs. After reading the exotic locales included on the list, she immediately began making plans to apply. When she learned she had been chosen to be included for the summer

2019, she was thrilled – and so was Chaya’s mother, Josephine Chan. “I am just very blessed to have a daughter who is so self-driven when it comes to her academic achievements and aspirations,” Chan said. “Chaya started her interest in engineering and robotics during her freshman year when her engineering teacher selected her to be the only freshman to participate in a field trip that only consisted of senior engineering and robotics students . . . After that day, she told me she is going to do something in the summer that will be worthwhile to continue her learning on this subject.” Though her trip was a year ago, Chaya is holding tight to the experiences she had and what she learned. She intends to pursue engineering as a career, though she’s unsure exactly which field and where she will study. “I think the takeaway was genuinely that there’s a lot more to being a scientist than the face value of the intelligence factor,” Chaya said. “Honestly, I think the work is so difficult in a sense, that you have to really be passionate about that thing or you just won’t last because it’s something you have to love to do. Contributors sought for spooky anthology REGIONAL Local author and historian Carol A. Jensen is working on a new anthology of stories about the spookier side of East Contra Costa County history, and she is seeking local authors and poets for contributions to the effort. “The working title is ‘Ghost Stories of the California Delta: Mystery, History, and the Unexplained,’” Jensen explained. “It’s going to be an anthology. It’s focus is historical fiction.” Jensen will serve as the project’s acquisitions editor, adding that it’s not a competition or a juried submission. The project is due to the publisher, Fonthill Media, on Dec. 31, 2020, and submissions to Jensen are due by the end of September. Publication is planned for next year.

“I’m looking for topics that pertain to eastern Contra Costa County,” Jensen said. “I’ve got people writing on a lot of topics already, which is really rather nice. I’m missing stories from Oakley, Knightsen, Discovery Bay, even Brentwood to some extent.” Among the topics already planned are ghost stories related to the Byron Hot Springs Hotel and Joaquin Murrietta and the Vasco Caves. Submissions should run between 1,000 and 2,500 words, and authors will retain their copyright. Royalties from the sale of the book will benefit the East Contra Costa Historical Society. Pickleball courts on the horizon Correspondent

players for their tenacity in pursuing new courts for themselves. “I would like to recognize the local pickleball players who contributed a third of the cost of this out of their own little pockets for what I think is going to be a very nice facility,” Director Robert Leete said. Director Bill Mayer concurred, adding the “shared responsibility was a great job by all parties.” The town’s pickleball players had originally hoped to gain more pickleball courts at Cornell Park, where one tennis court was converted into two pickleball courts approximately five years ago. However, available space and convenience led the town to conclude pickleball had a future at the community center. The pickleball players were willing to move their weekly games from Cornell Park to gain more courts. Laforge noted she and her fellow DBRSI members are pleased but by no means done. “They have wiring and electrical already in place (at the community center), so we are hoping to continue to fundraise to, at some point, put lights in so we can play at night,” she said. “We think we will probably have to add shade structures, so we are going to continue our fundraising efforts.” The Discovery Bay Community Center is located at 1601 Discovery Bay Blvd., in Discovery Bay. HOW IS THE MARKET, REALLY?

by Dawnmarie Fehr DISCOVERY BAY The town’s community center will soon be home to six new pickleball courts. The Discovery Bay Community Services District (CSD) Board voted on Wednesday, Aug. 5, to convert two of the community center’s tennis courts to six pickleball courts. The project will be paid for with $68,804 of Measure WW grant monies, $30,000 raised by the town’s pickleball players nonprofit, Discovery Bay Recreation and Sports, Inc. (DBRSI), and $5,838 put up by the town, leftover from its 2019-20 budget, for a total cost of $104,642. “We think, all in all, it will be good for the community,” said Randi Laforge, DBRSI president. “I think it’s all a good thing. We are excited the town got the grant … they need help with extra funds for the recreational stuff.” During last week’s meeting, Recreation Supervisor Monica Gallo explained the town had gone to bid for the project in July and received two bids. She said she and her staff recommended the board choose the lower bid from DRYCO Construction Inc., as well as two options for plastic-coated fencing and a fence topper. The town received approval for its grant application in May, giving it the bulk of the necessary funding. Measure WW is an East Bay Regional Park local grant program established to address local park and recreation needs. The town has used funds from this source in the past to purchase the community center and to replace the play structure at Cornell Park. In addition to the grant monies, the town’s pickleball players have banded together and raised $30,000 in funds over the past two years to contribute to the project. They created DBRSI to protect their funds. At the end of the meeting, the board commended the town’s pickleball

People ask me all the time about how the real estate market is doing. I answer that there are a lot of buyers right now, inventory is dropping, and prices are up. Buyers appear to be trying to take advantage of the low interest rates and wanting to get out of the big cities like San Francisco and San Jose now that they can work from home more, so that’s driving them out to our area where they can get more bang for their buck. So that’s what’s going on right now, but can this continue? Let’s look at the hard facts: Unemployment is through the roof like never before and the economy is contracting faster than it ever has before. Many cities and states relaxed their shelter-in-place rules a month or so ago and now many of them are dialing them back to be more restrictive. Thousands of businesses are closed and many of them may never re-open. Mortgage and rental delinquencies are rising. The main reason we aren’t seeing a HUGE spike in evictions and foreclosures right now is due to the

moratoriums on those and that will expire soon. As I write this, the extra $600 per week for unemployment insurance just expired. So a pessimist would look at the above and see a “perfect storm” forming where we are about to see a massive decline in real estate prices. However, an optimist would assume that the COVID numbers will start to decline soon, that the shelterin-place rules will be relaxed again when that happens, which will generate a flood of pent-up demand for cars, tires, eating out, vacations, etc., etc. which will be like rocket fuel to the economy. On top of that, it’s likely that Congress will pass another stimulus package (or two) over the next few months to continue to prop the economy up until a real, organic recovery kicks in. Couple charged with labor trafficking of nanny BRENTWOOD A local couple has been charged with conspiracy, extortion and labor trafficking of their in-house nanny, the district attorney’s office announced in a press release Monday. Ijeoma Chukwunyelu and Nnamdi Onwuzulike made their first court appearance last month and entered pleas of not guilty in Contra Costa County’s first criminal labor trafficking case. In addition to labor trafficking under Penal Code section 236.1(a), defendants are charged with extortion and conspiracy to violate Labor Code section 1199, which requires employers to follow California’s minimum wage and hour requirements. In this case, a woman was recruited from outside the U.S. to be a nanny for a family with young children in East Contra Costa County. Defendants instructed the victim to obtain her passport and visa fraudulently and claim she was coming to California for three weeks as a tourist to attend the wedding of her son and the defendants’ daughter. Because of her economic circumstances and fear that the job opportunity would be given to someone else, the victim followed the instructions she was given. She was not aware of her legal rights to minimum wages, breaks, overtime or employment conditions under California law. When the victim arrived in California in April 2017, defendants took possession of her passport and visa. From the time she started until October 2018, the defendants required her to perform work beyond what she was hired to do. She was required to sleep on

the floor of the children’s room so she could care for them round the clock, to cook for the entire family and clean their five-bedroom house for no additional wages. They did not provide the victim with breaks or days off from her work responsibilities as required by California Law. The defendants never paid her overtime for any of the additional hours she worked and continued to employ her with knowledge that her visa expired. Fearful of deportation, this made the victim a particularly vulnerable worker without immigration status. This investigation was a collaborative effort between the Brentwood Police Department, the Contra Costa County District Attorney’s Office, Homeland Security Investigations (HSI), the United States Department of Labor, and the California Department of Industrial Relations/Division of Labor Standards Enforcement and the Victim Witness Assistance Program within the District Attorney’s (DA) Office. The investigation began when American Medical Response (AMR) personnel recognized the victim in need of assistance and connected her to resources that could help her. “As the COVID-19 pandemic causes massive job losses and severe economic instability, California workers are more vulnerable than ever to exploitative employment practices. Our collaborative efforts on this investigation led to a successful filing of this case. DOES A WILL AVOID PROBATE?

Many people mistakenly believe that if they have a Will there estate will not go through probate. However, if a Will is to be given any legal effect, the Will must be submitted to Probate. The word “probate’ comes from the Latin meaning “to prove the will.” Most of us would rather avoid Probate if at all possible because Probate can expensive. The costs involved in Probate may include (but are not limited to): Attorney’s Fees, Executor Fees, Accounting Fees, Publication and Bond Fees, Appraiser Fees, and Court Filing Fees. In addition to being expensive, probate is a time consuming process. By law, formal probate must take several months, and many times the probate process will take much longer. During this probate process, it may be difficult or impossible to access certain property. Probate is also a public process. If you die and your Will is filed in probate court a great deal of your personal information may be available for anyone who is interested enough to go to the Probate Court and view your Will.

Another potential problem with Probate is that if you have real property (land, houses, condos, tine-shares, etc.) in more than one state, the family may have to go through probate in each state where real property is located. The bottom line is that a Will only takes effect at the time of your death. It does nothing to protect you from Probate. The good news is that you can avoid Probate by setting up a living trust. One of the most important benefits of setting up a living trust is that all assets transferred to a living trust completely avoid the probate process. Keep the Curtains Open campaign As the pandemic continues and businesses of all stripes across the country are shuttering, one of the hardest-hit fields has been the performing arts. For over 90 years, the historic El Campanil Theatre in downtown Antioch has been an icon bringing the highest quality live entertainment to the residents of East County, but the ornate building has been closed since mid-March for the safety of staff and patrons. “We immediately followed state and county protocol every step of the way,” said Joel Roster, theater manager. “The safety of our staff, volunteers and community was, is and will always be paramount to this organization.” The company had planned to relaunch in September, but as restrictions continue, all of their programming has been pushed back, including their planned groundbreaking series called “Stage & Screen” (blending live entertainment with classic films, while keeping audiences socially distant) and the beginning of an ambitious training program for young artists called El Campanil Theatre Academy. With an unknown future, the company is launching a focused fundraising campaign called “Keep The Curtains Open” – a perkbased donation program designed to ensure that the illustrious performing arts center stays open once the pandemic subsides. “The perks are a very small thank you

to anyone that can give during these pressing times,” explained Roster. Born in National City, California, on June 1, 1944, Larry loved boating and had a heart for helping people. Larry is survived by his wife, Anne of 57 years; two children and their spouses, Debbie and Doug Walker, Mike and Kelly Halstead; four grandchildren, Tyler, Lucas, Jeremy and Kassidy; and brothers, Gary and Paul Halstead.

a kitten and feel totally within their right to shame you. It’s horrible. Maybe I should just sip on a big Starbucks coffee for the entire duration of my shopping trip as that seems to be acceptable. I also discovered during this whole mandatory mask thing that I am losing my hearing. I realize now just how much I relied on watching people’s lips move! Add to that the muffled speech, it really is a challenge to understand what people are saying while wearing a mask. On one occasion a very nice older lady started talking to me while we were waiting in line at Old Navy. I think she was asking me for gift ideas for her grandchildren, but I’m not sure. I simply nodded my head as if I was agreeing with her, raved about how nice it was to be able to go shopping again and told her to have a nice day. I’m not even sure my response made sense. She bought gift cards, so I am pretty sure I was no help. You never know what expression people have on their faces either under that mask. Are they smiling? coronavirus droplets everyone keeps talking about, but it looked like something you might wear in a sandstorm. I tried it on and yes, it was very sheer. You could definitely see my face, but it was very tight, like I had stretched pantyhose over my face and was on my way out to rob a liquor store. I have yet to wear it in public. I guess I could be “I Dream of Jeannie” for Halloween, or a burglar. Speaking of Halloween, are we even doing that this year? I think the last thing anyone will want to do is put on a mask. I guess the scariest costume of all would be to walk around without a mask. You’d have people screaming and running away from you. Terrifying! Will you even want that candy from your neighbor’s house? There could be coronavirus droplets on it! Maybe people will be handing out mini hand sanitizers instead. Fun. Although I hate to even go there in my mind, I fear that we will be dealing with this pandemic during Christmas. My family has already devised a plan to be together. Two weeks after Thanksgiving, which will probably be observed on Zoom, we are all going to don our gay apparel and ugly Christmas sweaters and get tested. If we are all negative, Christmas is on, and our masks will be off. In the meantime, I will do the right thing and wear my mask in public. I already bought one for the holidays. It has the Grinch on it, and he is saying “I Hate This Thing!” And I am sure I’m not alone.

No matter where you stand on the subject, it is quite interesting to observe the many ways people behave while wearing masks. I understand the intended purpose for them, but I will never get used to them. I often tell strangers my Hangin’ in unsolicited opinion about it as I stroll here through Target. Some people will not even talk to me as though they have been rendered mute. I get that the mask makes it hard to talk. I don’t know about you, but Vicki I end up with little McKenna fibers in my mouth and severely chapped lips. I now see people refraining from speaking entirely and reverting to hand signals to communicate. It’s quite puzzling. I, on the other hand, talk more to strangers than ever before. Maybe it helps me cope with the anxiety of it all. If I do have the good fortune of meeting someone who likes to talk, I feel like I won the Lotto. I almost feel ... normal! I will admit to you that I have cheated on occasion. If I find myself in a totally uninhabited aisle, I will take my mask off and breathe deeply. It is such a relief. God forbid someone should catch you in the act of breathing without your mask, however. They look at you as if you have just killed

The first time my life was interrupted both educationally and personally was on Nov. 22, 1963. On that day, a young and handsome president was assassinated. As a first-grader in Catholic school, I remember the church bells ringing as students were rushed to church to pray for the life of President John F. Kennedy. I don’t remember what I was expected to learn or anything else but the interruption of life. On that day, I realized that nothing really was safe, not even our young and healthy leader of the free world who was gunned down. DALTON As an educator, interruption was repeated again on Jan. 28, 1986, when the Space Shuttle Challenger exploded to abort dreams of a new era. As a relatively new educator, I knew my duty was to be there for my students. The education was to understand what events happened on that day and then to move forward to better understand when life’s events don’t seem fair. I doubt any of my students remembered any of the concepts of geometry I taught to prepare them for SAT questions that week. But they were better because we shared that historical tragedy together, cried together and questioned the unfairness of what we witnessed. On Sept. 11, 2001, we experienced the worst tragedy on American soil since the bombing of Pearl Harbor. My daughter ran to our room that day, just a little after 6 a.m. to announce that a commercial plane crashed through one of the twin towers. As I watched this surreal event, a million ideas flashed through my mind. I had not realized that America had been violated. I could only think that a commercial plane had destroyed a New York monument — a symbol of America’s greatness. By the time I arrived at Liberty High School, the second plane had crashed through

What can parents do to best support their children in such challenging times to promote education and support the schools? have a current meal application on file and qualify for the free/reduced meal program. Funds are then added to the students account to purchase additional meals for the younger sibling. The Food Service Department is making adjustments to the Grab-n-Go meal to make it easier for families to participate. Beginning the week of Aug. 17, meal distribution service will be available on Tuesdays and Thursday each week. On Tuesday, students will receive two lunches and two breakfasts and on Thursday, students will receive three lunches and three breakfasts. Meals are available for all students in the district, no matter which school they attend or their eligibility for free or reduced priced meals. All students in the district can go to any of the below listed school locations to receive a meal. Beginning the week of Aug. 17, meal distribution services will be available every Tuesday and Thursday from 11 a.m. to 1 p.m., at seven school locations: Brentwood Elementary, Krey Elementary, Marsh Creek Elementary, Mary Casey Black Elementary, Pioneer Elementary, Bristow Middle School and Edna Hill Middle School. In addition, there will be an opportunity to pick up the same meals every Tuesday and Thursday evening from 5:30 to 7 p.m. at Brentwood Elementary and Mary Casey Black Elementary. Students from Brentwood Union School District (BUSD) returned to the normal lunch program when distance learning classes began July 29. With concerns that families who have been negatively financially impacted by COVID-19 would not be able to feed their kids, BUSD decided to waive even the reduced prices for those who fall into the lower-income category. Last school year, there were 2,487 students who qualified for the free/reduced meal benefit program. With the California Employment Development Department reporting 9.3 million unemployment claims processed during the pandemic, it is highly possible more Brentwood families will qualify for free or reduced-priced meals. From March through July, some children who were being fed by the district were not district students. Under the federal U.S. Department of Agriculture emergency feeding waiver that has allowed BUSD to waive eligibility requirements for free meals, the district was feeding all children under the age of 18. BUSD served over 400,000 free meals to all children in the community since school closures, which began on March 17. In addition, the district worked with the USDA Farmers to Families program and distributed over 210,000 additional pounds of fresh fruits and vegetables to families from local farmers including Frog Hollow Farms in Brentwood. With a very generous donation from a family in the school district to the Food Services Hungry Tummy Program this summer, the Food Service Department started a new program to continue to provide some free meals for younger siblings of enrolled students. Bay Valley sports schedule released The Bay Valley Athletic League has released all forthcoming 2020-21 fall/ winter and 2021 spring league matchup schedules on its website. The fall sports lineup is expected to include cross-country, football, boys’ and girls’ volleyball and water polo, with the packed spring sports schedule including baseball, softball, boys’ and girls’ basketball, stunt cheer, girls’ and boys’ soccer, swimming, girls’ and boys’ tennis, track and field, and wrestling. The reworked plans are contingent upon COVID-19 case metrics. Fall: Cross-country The first official league action will hopefully commence on Feb. 3, with Pittsburg at Liberty; Antioch at Freedom; and Heritage at Deer Valley. Other key matchup dates include Heritage at Freedom on Feb. 10; Liberty at Heritage on Feb. 17; and Freedom at Liberty on March 3. If everything holds up, the league championship meet is set for March 10 at Contra Loma, beginning at 11:30 a.m. with the junior varsity girls’ two-mile race.

Delta to host Fishing League Worldwide event The 2020 Toyota Series Western Division is set to return to competition next week in Oakley, with the Toyota Series event at the California Delta, Aug. 19 to 21. Hosted by the City of Oakley, the three-day tournament will feature a return to action for the region’s best bassfishing pros and co-anglers as they cast for a top prize of up to $65,000, plus a $35,000 bonus if the winner is a qualified Phoenix boat owner. The event will be the first western tournament the Fishing League World (FLW) has held since the organization paused all competition in mid-March due to the coronavirus pandemic. The tournament will be held under an abundance of caution with attendance limited to anglers and essential tournament staff only. “The California Delta has been fishing a little bit stingy as of late, but it’s still the Delta and the potential is always there to see the big 25-plus pound limits,” said pro Blake Dyer, who won the Toyota Series event on the fishery in 2019. “The key to doing well in this one is going to be time management. We’ve got a shorter day, and we’re going out of Big Break Marina — not Russo’s — so it will definitely change things up a bit from last year.” Dyer continued to note the fish migrate in a summertime pattern. “The tide is always a factor,” he said. “It’ll be important to find areas that have some current flow, clean grass and baitfish

Dyer predicted that this event will see a slight drop in the winning weight. “I think 18 pounds a day would be pretty good, and if you could catch 20 (pounds) a day over three days, that would certainly be special,” Dyer went on to say. “That being said, anything is possible on the Delta. I’m guessing it’ll take a weight in the high 50s to win.”

Anglers will take off daily at 6:30 a.m., from Big Break Marina, located at 100 Big Break Road, in Oakley. Weighins will also be held at Big Break Harbor and will begin at 12:30 p.m. Attendance is limited and fans are encouraged to follow the event online through the “FLW Live” weigh-in broadcasts and daily coverage at FLWFishing.com. In Toyota Series regular-season competition, payouts are based on the number of participants competing in the

event, scaling up for every 20 boats over 160 and scaling down for every boat below 160. With a 160-boat field, pros fish for a top prize of $40,000, plus an extra $35,000 if FLW Phoenix bonus qualified. Co-anglers cast for the top prize of a new Phoenix 518 Pro bass boat with a 115-horsepower outboard (valued at $33,500). With a 260-boat field, pros fish for a top award of $65,000, plus an extra $35,000 if FLW Phoenix bonus qualified. The Toyota Series consists of eight divisions — central, eastern, northern, plains, southeastern, southern, southwestern and western — each holding three regular-season events, along with the international division. Anglers who fish all three qualifiers in any of the eight divisions and finish in the top 25 will qualify for the no-entry-fee Toyota Series Championship for a shot at winning $235,000 cash, including a $35,000 FLW Phoenix bonus for qualified anglers. The winning co-angler at the championship earns a new Phoenix 518 Pro bass boat with a 115-horsepower outboard. Former Falcon named to college football award watch lists Former Freedom High running back Ronnie Rivers, now playing at Fresno State University, has been named to three prestigious preseason award watch lists, according to the school. The 5-foot-8 inch, 183-pound rising senior is on the Doak Walker Award (nation’s top running back), Paul Hornung Award (nation’s most versatile player) and Maxwell Award (most outstanding player) watch lists. These preseason honors are hardly a surprise. The 2019 all-Mountain West second-team selection rushed for 899 yards last season and hauled in 352 more receiving yards. He scored at least one touchdown in each of the Bulldogs 2019 conference games and ended the season with 16 total touchdowns (13 rushing, three receiving). Other key accomplishments include finishing with six 100-yard all-purpose games, and two 200-yard all-purpose games last season, as

well as finishing third in the Mountain West with 1,367 all-purpose yards. Rivers, whose father, Ron, also played at Fresno State prior to a seven-year NFL career with the Detroit Lions and Atlanta Falcons, amassed 4,930 yards rushing and 67 touchdowns in three seasons as a member of the Freedom varsity football team. He capped his high school career by rushing for 2,239 yards and 33 touchdowns as a senior, en route to being named the Bay Valley Athletic League’s MVP and the MaxPreps All-NorCal Player of the Year. For Rivers, the wait is now on for the start of his senior college football season. The Mountain West Conference announced this week an indefinite postponement of all scheduled fall sports contests and Mountain West championship events due to the ongoing pandemic.

Beware of COVID-19 test fraud Whenever there is a crisis, there are so many good people who step up to help others. After a ton of sad and frightening stories on the news, most broadcasts end with a feel-good story. That is the part of the evening Senior news that I look orner forward to. Can you imagine watching thirty minutes of soldiers returning from overseas, a sight impaired baby’s first look at a mommy with magical glasses or lots and lots of Marla puppies? Maybe the Luckhardt ratings would not be as high but I for one would watch that kind of broadcast all day long. Most people have a really good heart and share lots of kindness, but unfortunately that is not always the case during these dark and scary days. When the going gets tough as they say, the tough get going. So do the scammers. Those are the few that use any excuse to prey on the already frazzled nerves of the unsuspecting and susceptible. Although it is not only seniors who are targeted, they are more likely to trust and fall prey to the deceit. It’s in our grandparental nature, I guess, to think there is always more good than evil.

I’ve written about various scams in the past, but this new one is likely to top the chart of audacity. With everyone on edge about the pandemic and our unknown future, the worst of the worst come out to scare the most vulnerable. We have no idea when there’s an end to this pandemic, and adding insult to injury is beyond reprehensible. Your phone rings with a local number, and the caller claims that you may have been exposed to someone who has tested positive for the coronavirus. Immediately you are upset. I would be. They tell you it’s imperative that you get tested immediately and that if you do not you are in violation of state law. Seriously!?! At this point you should hang up. If you stay on the line and you are indeed someone who is too trusting of others, you are told they can send you a test that will give you immediate results. Legitimate tests currently take at least a few days to deliver results. Only your physician or other trusted healthcare provider should assess your current condition, possible exposure and approve any requests for COVID-19 testing. Physicians are making it easier to use virtual visits, so you can stay home and talk to them either on the phone or on your computer to answer any questions. Scammers are offering these so called COVID-19 tests to Medicare beneficiaries in exchange for personal details, including

your Medicare number. Never give out any information from a caller even if you think you may know them. Your doctor or insurance provider already have this information. They would not ask for it over the phone. Some of the bolder scammers may even knock on your door in a white coat and strongly suggest you submit to a test, which they charge you for. I cannot even imagine how Grandpa would react to that at our home! These services are unapproved and illegitimate. They can try a number of ways to reach out to you including telemarketing calls, text messages, social media platforms and those door-to-door visits. As if the test offer isn’t bad enough, your personal information they ask for can be used to fraudulently bill federal health care programs and commit medical identity theft. Medicare or Medicaid will deny the false claim and they can hold the patient responsible for the cost. Be very suspicious of any calls or visitors offering COVID-19 tests or supplies.

If you have access to a computer, never open or respond to messages or links about COVID-19 even if you know the sender. This could allow access to your information and expose you to possibly getting hacked. Don’t open any videos or links on your cell phone that come in the form of a text. Your friends and loved ones will understand if you are cautious and diligent. They may send you something in good faith that they received, but it may not be safe. Ignore offers or advertisements for COVID-19 testing or treatments on all social media sites. If you are on Facebook or other sites to see pictures of those grandkids and adorable videos of baby elephants, that’s fine as long as you don’t have to open them to see them, especially on instant messenger. The world, not only The United States, is suffering from COVID-19. Some physically but financially as well, and the scammers are out there all over the world hoping for someone to fall for their schemes. As usual, it is wise to be aware and cautious. If it doesn’t feel right, it isn’t. Trust your instincts. If you suspect COVID-19 health care fraud, report it immediately online or call 800-HHS-TIPS (800-447-8477). Stay safe and well. NOTICE INVITING BIDS 1. Bid Submission. The City of Brentwood (“City”) will accept sealed bids for its Downtown Alley Rehabilitation - Diablo Way, CIP Project No. 562-56401 (“Project”), by or before Tuesday, September 8, 2020 at 2:00 p.m., at Brentwood City Hall, 150 City Park Way, Brentwood, California, 94513. The bids will be publicly opened and read aloud in the Council Chambers. 2. Project Information. 2.1 Location and Description. The Project is located at Diablo Way from Fir Street to Brentwood Boulevard, and is described as follows: the Project includes installation of new water, sewer and storm drain facilities and either removal or replacement of existing infrastructure to correct existing operations and maintenance constraints. 2.2 Time for Completion. The Project must be completed within 150 working days from the start date set forth in the Notice to Proceed. City anticipates that the Work will begin on or about November 9, 2020, but the anticipated start date is provided solely for convenience and is neither certain nor binding. 2.3 Estimated Cost. The estimated construction cost is $3,100,000. 3. License and Registration Requirements. 3.1 License. This Project requires a valid California contractor’s license for the following classification(s): Class “A” or combination of Class “C” Specialty Contractor’s License(s). 3.2 DIR Registration. City may not accept a Bid Proposal from or enter into the Contract with a bidder, without proof that the bidder is registered with the California Department of Industrial Relations (“DIR”) to perform public work pursuant to Labor Code § 1725.5, subject to limited legal exceptions. 4. Contract Documents. It’s our responsibility to go out and search for these rules. There’s so many places to search, it’s very unclear what to follow.� Down the street at Brentwood Craft Beer and Cider, co-owner Joey Nardone said the majority of customers there readily comply with the rules, but there are exceptions. “A small percentage of people, just a few each day, will not want to approach the checkout table with a mask, will not want to come into the building to use the restroom with a mask,� he said. “They don’t want to do business with us if they have to follow any of the rules set forth by the state and the county. They simply walk away.� Arguing with customers is time consuming for Nardone and his staff, and he said it impacts the morale of his business’ 14 employees. But failure to enforce the health order means risking fines and a potential loss of his business license. It also presents a health risk to his employees and other customers. “We don’t want to argue with anybody,� Nardone said. “We’re very customer-friendly. We’re customer-service oriented. We’re here to serve people and give you what you need and want. But then when you argue with us over something we can’t control, you’re wasting ev-

I would say, overall, we haven’t had any issues.� With no end to the pandemic in sight, it’s likely that business owners will be dealing with this issue into the foreseeable future. “I wish (people) would understand that if they want us to be around when all of this is said and done, they have to follow the rules now,� Venoble said. “Or else, they’re not going to have their favorite watering hole or their new favorite lunch venue to come to.�
