School district addresses COVID cases

BRENTWOOD Floyd Reese, Liberty High graduate and former general manager of the Tennessee Titans NFL franchise , died on Saturday, Aug. 21, following a battle with cancer. He was 73 years old. Reese was a popular figure locally and despite a successful career with the NFL, never outgrew the love he had for his hometown. “He was the nicest guy you could ever know, and he never flaunted his athletic endeavors,” said friend and former coworker Jack England. “Even when he was with the Houston Oilers, he always had his ties in Brentwood and would come back and visit. BYRON The Byron Union School District (BUSD) cleared the air this week about a reported rise in COVID-19 cases in the district over the past two weeks. The case reports started coming in from Excelsior Middle School on Friday, Aug. 13, a day BUSD Superintendent Reyes Gauna had to be off-campus. By Monday, a COVID testing response team from Contra Costa County had been brought in to offer testing to the district and surrounding community. “From Monday to Thursday, they conducted over 500 individual rapid tests, and they are trained professionals certified to conduct these tests,” said Gauna. “This included parents and family members, and community members. Of the 500 individuals tested, 60 individuals tested positive. Of those 60, an estimated 38 were students. We are sharing all of this with parents.” Gauna further noted that the numbers could be inaccurate if someone did not report a COVID-19 case. Until Aug. 13, the district had very few positive cases. After last week’s tests, several classes were quarantined, including a class with only one positive case. “We did shut down a class with only one case,” said Guana. “I don’t want to blame anyone, but there was a miscommunication between the district and Public Health. ... We determined where the miscommunication may have been and we have corrected it. Since Wednesday, we are no longer closing classes. REGIONAL The first of a pair of controversial Senate housing bills was passed Aug. 23 by the California State Assembly, and will likely go to Gov. Gavin Newsom for his signature early next month. Senate Bill (SB) 10 is intended to diminish the impact of the state’s affordable housing crisis by increasing housing density in both urban and suburban neighborhoods. The legislation, authored by Sen. Scott Wiener, D-11, allows local governments to approve the construction of small, multi-unit housing buildings in areas otherwise zoned for single-family homes. Apartment buildings with up to 10

Mask discussion halts school board meeting by Jake Menez Staff Writer

BRENTWOOD The Brentwood Union School District Board faced a delay during its monthly school board meeting on Aug. 18 when a group of community members interrupted proceedings to express their frustrations with the district’s policy regarding face coverings for students. A discussion item titled mask guidance was placed on the agenda for the meeting based on community suggestion. After a brief deliberation, the board opted to maintain the status quo and its mask mandate, causing some in attendance to shout insults, expletives and threats to vote the board out in its entirety. The uproar resulted in the board choosing to briefly recess the meeting before it continued uninterrupted. Some of the concerned parents had the opportunity to express their opinions

earlier during the public comment portion of the meeting. “Kids at large have been spared from the effects of COVID. This should be celebrated,” a speaker who identified herself as Jackie Larson was heard saying. “Instead we are implementing and following mandates that do not support that science.” The American Academy of Pediatrics reports that over 15 % of those infected with COVID have been children, with over 4.5 million reported cases since the start of the pandemic. Cases in children are on the rise with a 7 % increase in the number of cases just

in the two-week period from Aug. 5-19. Although less than 2% of reported cases in children result in hospitalization according to the AAP, the organization acknowledges that the data backing up that claim is extremely limited, with only 23 states and New York City reporting their hospitalization rate. Some of those states, such as Florida, have not updated their numbers since June. The school board has remained firm in its decision to maintain a mask mandate for students and staff in spite of vocal opposition from some members of the community. “This goes against state law,” Superintendent Dana Eaton explained of the push

to allow parents to decide if their children will wear a mask to school. “Staff and board members would be potentially civilly and criminally liable if they went against the state law around masks. ... Our district insurance would likely be void should someone become seriously ill.” A letter from the school district’s attorney was included in the board packet for the Aug. 18 meeting. “At this time, we recommend compliance with the [California Department of Public Health] guidance to avoid the potential for liability,” the letter reads in part. “The CDPH mask guidance is a legal mandate...California’s Emergency Services Act states that the governor may make orders to carry out the act, and that those orders ‘shall have the force and effect of law.’” The analysis that concludes the letter from the attorney includes a list of consesee Disruption page 12

1 dead, 2 injured in Brentwood shooting BRENTWOOD Three people were shot, including one fatally, on Brentwood Boulevard in an unincorporated section of the city on Aug. 24, according to the Contra Costa Sheriff’s Office. Deputies responding to reports of shots fired found two unidentified gunshot victims in front of a residence in the 10200 block of Brentwood Blvd, and a third gun-

shot victim on the property, at about 4:20 p.m, according to a Contra Costa County Sheriff’s Office news release. The two victims found in front of the residence were transported to an undisclosed hospital for treatment of their wounds, while the third subject was pronounced dead on the scene. The victim’s names had not been released as of

press time. The investigation is ongoing. FDA approves first COVID-19 vaccine The U.S. Food and Drug Administration has approved the first COVID-19 vaccine. The vaccine has been known as the Pfizer/BioNTech COVID-19 vaccine and will now be marketed as Comirnaty for the prevention of COVID-19 disease in individuals 16 years of age and older. The vaccine also continues to be available under emergency use authorization (EUA)— used by the FDA during public health emergencies to provide access to medical products that may be effective in preventing, diagnosing or treating a disease, provided that the FDA determines that the known and potential benefits of a product, when used to prevent, diagnose or treat the disease, outweigh the known and potential risks of the product— including for individuals 12 through 15 years of age and for the administration of a third dose in certain immunocompromised individuals. “The FDA’s approval of this vaccine is a milestone as we continue to battle the COVID-19 pandemic,” said Acting FDA

Commissioner Janet Woodcock. “While this and other vaccines have met the FDA’s rigorous, scientific standards for emergency use authorization, as the first FDA-approved COVID-19 vaccine, the public can be very confident that this vaccine meets the high standards for safety, effectiveness and manufacturing quality the FDA requires of an approved product.” Since Dec. 11, 2020, the Pfizer/BioNTech COVID-19 vaccine has been available under EUA in individuals 16 years of age and older, and the authorization was expanded to include those 12 through 15 years of age on May 10, 2021. FDA-approved vaccines undergo the agency’s standard process for reviewing the quality, safety and effectiveness of medical products. For all vaccines, the FDA evaluates data and information included in the manufacturer’s submission of a biologics license application (BLA). A BLA is a comprehensive

document that is submitted to the agency providing very specific requirements. For Comirnaty, the BLA builds on the extensive data and information previously submitted that supported the EUA, such as preclinical and clinical data and information, as well as details of the manufacturing process, vaccine testing results to ensure vaccine quality and inspections of the sites where the vaccine is made. The agency conducts its own analyses of the information in the BLA to make sure the vaccine is safe and effective and meets the FDA’s standards for approval. Comirnaty contains messenger RNA (mRNA), a kind of genetic material. The mRNA is used by the body to make a mimic of one of the proteins in the virus that causes COVID-19. The result of a person receiving this vaccine is that their immune system will ultimately react defensively to the virus that causes COVID-19. The mRNA in Comirnaty is only pres-

ent in the body for a short time and is not incorporated into — nor does it alter — an individual’s genetic material. Comirnaty has the same formulation as the EUA vaccine and is administered as a series of two doses, three weeks apart. “Our scientific and medical experts conducted an incredibly thorough and thoughtful evaluation of this vaccine,” said Peter Marks, director of FDA’s Center for Biologics Evaluation and Research. “We evaluated scientific data and information included in hundreds of thousands of pages, conducted our own analyses of Comirnaty’s safety and effectiveness and performed a detailed assessment of the manufacturing processes, including inspections of the manufacturing facilities. The California Department of Public Health (CDPH) has announced that the state will begin to implement stricter guidelines for gatherings of 1,000 or more people. Effective Sept. 20, persons attending an indoor event of 1,000 or more people

Seams to Help is a local nonprofit organization dedicated to using their passion for sewing as a form of community outreach. The organization came together in March 2020 in response to rising needs brought on by the onset of the COVID-19 pandemic. Sandy Grossman-Morris and her group of volunteers originally stepped up to create fabric masks for health care workers to combat the need for personal protective gear at a time when it was in short supply. Once PPE became more readily available to health care professionals, the volunteers shifted their focus to other groups of essential workers, including those at the grocery store and post office. Grossman-Morris estimates the group sewed and distributed close to 12,000 masks. “There were some times we would work 15-hour days because the demand was so great,” she admitted. “But we were just so happy we could do something for our community on such a large scale.” When masks became widely available elsewhere, that didn’t stop the dedicated people at Seams to Help. Rather than be content with a job well done, they turned their focus to what the group of roughly 30 active volunteers refer to as “compassion projects.” These projects have included everything from pillowcases sent to

past school year. The students returning to school in the Brentwood Union School District (BUSD) were among the first to receive some of the handcrafted mazes to help with the transition back into an in-person model of learning after spending most of last school year using a computer for remote learning and becoming accustomed to the tactile element of using a mouse and keyboard. In total 1,000 individual fidgets were donated to the district by Seams to Help. “We feel so fortunate to have community members like Sandy and her team reach out to support our students,”said Superintendent Dana Eaton. “They are an amazing, tireless group who does so much for so many.” Looking forward, the group has no plans of slowing down. Although they gather to provide resources to help other organizations, Seams to Help is also a resource in its own right, according to Grossman-Morris. It provides an outlet and sense of purpose for its members during a time when isolation and stagnation felt like the norm. The group gathers on the first Tuesday of every month to spend a few hours sewing for their next cause and helping to mend a sense of community for its members. Train collides with truck near Orwood Resort An Amtrak train carrying 50 passengers collided with a semi-truck near Orwood and Bixler roads in Brentwood just before 3 p.m. on Aug. 20, but no major injuries were reported, according to the East Contra Costa Fire Protection District. The train was traveling eastbound off of Orwood Road when it collided with a semi-truck loaded predominantly with tomatoes, said Steve Aubert, fire marshal with East Contra Costa Fire Protection District. Of the 55 individuals involved in the incident—50 train passengers, four Amtrak employees and the truck driver—only one train passenger was transported to the hospital for treatment of minor injuries, Aubert said. The Amtrak train slowed for roughly half a mile after hitting the truck before coming to a stop, he added. There have been at least three collisions

train collided with a truck in Orwood in May. Thirty-five Amtrak train passengers were injured when their train collided with a

big rig in Orwood in October 2011, and an Amtrak train hit a truck at a railroad crossing in Orwood in August 2015. The truck driver suffered serious injuries when he was ejected from the vehicle. A second passenger was critically injured when the truck flew into the air and landed on an individual relaxing in a raft on the water nearby. “This is a very rural area out here in unincorporated Brentwood,” Aubert said. “It is traveled quite frequently by the farming that goes on out here. There are no rail crossing gates or anything, so it is a tricky area. Sometimes a person chases music and sometimes the music calls to the person. This is particularly true for Brian Altman, a producer, composer and sound engineer in Brentwood. In January 2021, Altman began building a commercial recording studio on First

Street in downtown Brentwood. After four months of hard work and physical labor, he was then able to accept clients in his new studio starting in April. Even though he has worked in jobs that had nothing to do with music, Altman knew his calling. “My heart just wouldn’t let me do anything else,” he said. The journey from starting his musical career to building a studio in Brentwood was driven by Altman’s resourcefulness and hard work ethic. “[The studio] was in my house. I started my home studio, went through many phases, many rebuilds,” he recalled. “I eventually had a three-room studio. I converted two rooms to the studio. I built another room in the room that was an isolation booth. I can’t believe how much stuff I crammed into those three rooms.” Eventually, Altman moved his studio to Brentwood. “This has been the toughest thing I’ve ever done,” he stated. Despite many challenges, Altman Studios — through effort, commitment and perseverance — was able to accept clients and open for business in April 2021. When asked about why he opened his studio in Brentwood, Altman explained the importance of family and family life. His children grew up in Oakley surrounded by family and he emphasized the importance

OAKLEY The city of Oakley has announced it will hold a grand opening for its new all-abilities playground and renovations located near the amphitheater at Oakley Civic Center Park on Sept. 14. After one of the area’s large 200-yearold oak trees fell down a few months ago, the city’s public works team got straight to work on filling in the large void that was left behind. According to a statement from the city, a lot of thought and planning has gone into this project in regards to the location, aesthetics and functionality; and the city believes that the end result will be years of enjoyment for the residents of Oakley. “YOY” stands for, “year-over-year.” This is a very common method to illustrate trends. It can be very helpful in a normal situation. For example, if you were to compare this year’s SF Giants professional baseball team to last year’s, you will see improvements in most of the important categories – wins, runs, etc. However, I would strongly urge you to ignore nearly all 2020-21 YOY financial numbers because 2020 was such an odd year due to COVID. For example, when we went into lockdowns, many businesses closed temporarily (some permanently) and unemployment numbers skyrocketed as never before. The gross domestic product of the United States (GDP) dropped at a historic rate. Corporate earnings dropped tremendously, which means that the closely-watched figure of earnings-per-share also dropped tremendously. Once the lockdowns were relaxed, many of the above numbers skyrocketed back up as never before. I heard one report that the earnings-per-share for the companies that make up the S&P 500 were up 225% this year compared

Mario Camilli

January 12, 1947 – August 12, 2021 Mario Camilli passed away on Aug. 12 after a long battle with kidney failure. He touched many lives with his gentle spirit and loving heart. Mario was born in Oakland to Joseph (Alex) and Mary Lou Camilli. He graduated from Albany High School. He enlisted in the United States Marine Corps in 1964. He was stationed in Okinawa, Japan and served in the Vietnam War until 1967. After the service, Mario became a Berkeley police officer. After a few short years, he witnessed a police shooting and quickly realized this was not the profession for him. He began selling life insurance for Western and Southern Life. After 10 years, he began his career with AAA as a salesman. He retired from AAA in 2011 after 32 years. Mario’s true passion was coaching youth football. He started coaching Antioch Youth Football (AYF) in 1986. A few years later, he decided to start a youth football program in the Brentwood/Oakley area. He founded East County Youth Football and Cheer (ECYF) in 1990; they played their first season in 1991. Mario devoted all of his free time to this program for over 25 years, coaching all four levels and attending cheer events and competitions. He struggled turning over control as his health declined, but he remained involved as long as he could, even if it meant watching games from the sidelines. He was very proud of the accomplishments, awards and championships ECYF won through the years. He will always be the heart and soul of ECYF. Mario is survived by his wife, Gale; devoted children Judi Graves (Donny) of

Brentwood, Mario Camilli and Alex Camilli of Oakley and Cheryl Woolworth of Oakland, and grandchildren Jordan and Amanda Graves of Brentwood and Asha Jackson of Oakland. He is also survived by his brothers Joe Camilli (Cathy) of Discovery Bay, Eduardo Camilli (Jacqueline) of Parrish, Florida and sister Nina Hood (Robin) of Sonora and “Pops,” Dennis Capas of Sonora. He was preceded in death by his loving mother, Mary Lou Capas in 2005. His generous loving spirit will be missed by all who knew him. Friends and family are invited to Higgins Funeral Home, 1310 A Street in Antioch, on Friday, Aug. 27, 2021, for visitation from 10 to 10:30 a.m, followed by a funeral service at 10:30 a.m. Burial will follow at Oak View Cemetery in Antioch.

November 17, 1952 – July 22, 2021 Gregory S. Domasig went home to be with the Lord on July 22. Greg is survived by his wife, Patty, family and many friends. He was a retired Marine sergeant. He served in the Marines for over 26 years. He was also a graduate of ASID. He enjoyed serving the Lord in many ministries at Golden Hills Community Church. A Celebration of Life will be held at Golden Hills Community Church, 2401 Shady Willow Lane, in Brentwood on Sept. 23 at 11 a.m. Burial will be at Sacramento Valley National Cemetery, 5810 Midway Road, in Dixon on Sept. 6. In Lieu of flowers, please donate to Golden Hills Community Church.

Friday Night Bites

Friday Night Bites, a monthly celebration of community, music and curbside cuisine, is scheduled to take place the first Friday of every month at Oakley’s Civic Center Plaza until April 1, 2022. The events, scheduled for 5 to 9 p.m, will feature gourmet food trucks, including tasty desserts and possibly a beer truck or beer garden. Event officials say that when COVID restrictions have eased, other family-friendly activities will recommence, such as free face-painting for kids.

What’s the real reason for school denial

Editor: I currently have one child attending Liberty HS, but I have had a total of five children attend schools in both BUSD and LUSD. It is very disappointing to see that the Brentwood City Council denied this plan for a new private school. Our public schools are completely overcrowded. I did not see any plausible, logical reason for the denial. It can’t be because a school would cause traffic or parking delays. If that is the reason, then there is a double standard within the City Council. In many cases, each time someone enters a mandate compliant facility, proof of vaccination will need to be presented. Up until now, this proof is in the form of the Centers for Disease Control and Prevention vaccination record card, which we know can be easily modified or forged. There is an alternative being offered by the California Department of Public Health which is a vaccination verification program that involves a QR code that, when scanned by a specialized reader, provides authentication of a person’s vaccination record. This is an important development because the process validates an individual’s status without having to carry a copy of their CDC vaccination card. The code can be printed or carried on a cell phone for quick access. The QR code is a secure copy of a vaccination record and is compliant with SMART Health Card devices which provides privacy protection. Board seeks volunteers The Brentwood Union School District is seeking two members to serve a two-year term for the Measure B School Bond Citizens’ Oversight Committee. Measure B authorized the issuance of $158 million in bonds to fund the modernization of all 11 schools in the district and to build a new elementary school. It was approved by 57% of voters in the June 2016 election. The committee will meet at least quarterly for the following tasks: to actively monitor all projects and expenditures approved by the voters; to provide proper oversight and accountability to ensure that Measure B funds are used as they were intended; and to report to members of the community on the progress of Measure B projects. One of the applicants must represent one of the following categories: parent with student(s) in the district; a member at large; or a representative from a taxpayers organization. City accepts applications The city of Oakley is seeking applicants for its reestablished planning commission. The City Council will appoint five planning commissioners to serve four-year terms, although the initial appointment will require a staggered appointment of two and four year terms. The commission’s tasks include: deciding on all matters referred to by the zoning administrator, parcel maps (of fewer than five parcels), conditional use permits and design review when staff level approval is not needed. Other tasks will involve making recommendations to the City Council on all proposed development agreements, zone changes, zoning text amendments, adoption or amendments to specific plans or the general plan and other legislative land-use matters. Applications will be accepted until Friday, Sept. 10 at 5 p.m. Appointment of the commissioners is expected to take place at either the Sept. 28 or Oct. 12 City Council meeting. Commissioners will be required to file a conflict of interest disclosure form and comply with all conflict of interest regulations. This is a voluntary unpaid position. All commissioners will receive ethics and Brown Act training in addition to training specific to land use and environmental law. For nearly a decade, Heritage’s girls tennis team has dominated Bay Valley Athletic League (BVAL) play. If that’s to continue when the league schedule gets underway this season, it will be with a team featuring a lot of new faces. The Patriots lost 12 seniors from last season’s team. Additionally, Beth Hill is in her first season as head coach, though she’s not new to the program, having served as an assistant for the past few seasons. Hill is experienced in the sport — she played in high school, intramural in college and has been playing Adult League tennis with the United States Tennis Association since 2010. Hill hopes this year’s team will continue to follow the example set by previous teams — in tennis, but also, especially, in the classroom. “Our first goal will always be to strive for academic excellence,” Hill said. “Last season we had over a 4.0 GPA average for the varsity girls, and JV girls was very close to a 4.0 as well. Another goal this

season is to defend our BVAL league title. It will be hard work, but these girls are ready to put the work in, on and off the courts.”

Kids virtual fishing derby is underway in Oakley The city of Oakley’s annual kids’ fishing derby has virtually returned for children ages 2 to 15. The modified derby allows for children to fish anywhere permissible by law between Monday, Aug. 23 through Tuesday, Sept.7. The requirements are simply to catch a fish during that time period, snap a photo and register at www.oakleyinfo.com. All photos must be submitted by Tuesday, Sept.7. This will be the 18th year Oakley has held the derby, and the second year it has moved to a more socially distanced event amid pandemic concerns. “In a typical year there are around

100 participants in the derby,” said Nancy Marquez-Suarez, human resources manager and assistant to the city manager. “Typically our annual fishing derby is held in person at the Oakley/Antioch Regional Park. However, in 2020 and now in 2021 the event is virtual, giving participants the opportunity to fish anywhere and upload a photo of themselves and their catch.” Five winners will be chosen at random and will receive a prize package, including fishing gear. Both teams made a strong showing, but were unable to secure a win against their opponents. After an abbreviated six-week season played in April and May earlier this year, the new season is played in its traditional fall timeframe, and the teams look forward to a full and busy season.

against Liberty. Heritage will be on the road against the Pirates on Sept. 28, the Lions on Oct. 12, the Falcons on Oct. 19, the Panthers on Oct. 21 and the Wolverines on Oct. 26. The Patriots will also host the BVAL Tournament on Nov. 1 and Nov. 2. But before the BVAL schedule gets going, Heritage will have a challenging preseason slate. Part of that will be the James Logan Tournament on Friday, Sept. 10, and Saturday, Sept. 11. Hill expects to see stiff competition in those matches and tournaments. “We are looking forward to our preseason matches against some North Coast Section (NCS) caliber teams, as well as the Logan Tournament in September,” the coach said. “It is great to see our girls raise their level of play against these tough teams.” Whether the Patriots will continue to dominate the BVAL remains to be seen. But regardless, Hill hopes that the love of tennis that she’s had for so long will rub off on the players. “I love the sport of tennis and am passionate to share my love of the game with the kids,” she said. “I have been an assistant coach for a few seasons and was excited for the opportunity to step up and take over the head coaching spot.”

and he was just a nice guy.” Reese’s family moved to Brentwood when he was an infant, and Reese grew up in East County. He met his wife, Sally, when the two attended kindergarten together. The couple graduated from Liberty in 1966 and stayed together through college, marrying in 1971. Sally recalled Reese’s parents deciding to buy him a car when he accepted his athletic scholarship to UCLA his senior year of high school. His mother told his father to find a used car in good condition, one that didn’t cost too much. Reese’s father came home with a brand-new 1966 Chevelle. “I don’t think my mother-in-law talked to my father-in-law for two months,” recalled Sally. “But Floyd loved that car. He washed it every day and waxed it every Sunday. He was so proud of that car, and his mom was so mad.” After graduating from UCLA, Bill Bristow hired Reese to teach PE at Edna Hill Middle School, where he met England and the two became friends. When the opportunity to help coach football at his alma mater was presented to Reese, England said he remembers encouraging his friend to take the job at UCLA, because “you never know what might come of it.” What came of it was 40 years as a coach and administrator for football

Steve Glazer (D-7) voted in the bill’s favor. Glazer said he believes SB 10 gives local governments the opportunity to provide more housing to meet our state’s affordability crisis while still leaving discretion in the hands of locally elected officials. Assembly approval of SB 10 appeared less certain. Needing 41 votes to pass, it received 44. The bill’s passage sends it back to the Senate for approval of the amendments added by the Assembly. The bill will then go to the governor, who must sign it before the Sept. 10 end of the legislative session. “Legalizing small apartment buildings near transit and in urban infill areas reduces environmental impacts and slashes climate pollution,” said Brian Hanlon, CEO of California YIMBY, a sponsor of SB 10. “SB 10 will make it easier for cities across our state to approve these types of homes, and put us on track to more sustainable, affordable, inclusive communities.” Like SB 10, SB 9 is designed to improve the availability of affordable housing by allowing homeowners to split their single-family home lots and construct a duplex on each half of the parcel. Under SB 9, a single-family parcel could be reconfigured to support four housing units, though that number could actually be higher. In California, every homeowner has the right to build up to two accessory dwelling units (ADU) on their property. An ADU is a secondary housing unit on a single-family

SB 9 also eliminates the necessity for a CEQA review for development done under its auspices. Assemblymember Jim Frazier (D-11) voted against SB 10 and opposes SB 9. Coached by Jack Ferrill, Reese and his teammates finished a perfect 9-0 season against the odds, part of the reason he was able to go on to play for UCLA. “The last time I saw Floyd was at Jack Ferrill’s memorial and Floyd was one of the speakers,” recalled England. “After the ceremony, some of us got together and it was just like sitting together talking with friends, just old people getting together. Floyd had strong roots in Brentwood and he never forgot them. . . . He will be really missed.” In November of 2020, Reese was diagnosed with esophageal cancer that spread to his liver and stomach. He spent his last months at home with his family, celebrating his 50th wedding anniversary with Sally in April. Reese is survived by Sally, their two sons and their families. (Zoning decisions) need to be at the discretion of local electeds and the community. For the state to tell people how, when and where to place their affordable housing, to me it’s very heavy-handed and inappropriate.” The mayors of Oakley and Brentwood, Sue Higgins and Joel Bryant, respectively, both sent letters to Atkins stating their opposition to SB 9 as it was presented. Both mayors expressed a variety of concerns including the open question pertaining to the addition of ADUs on split parcels. “While your desire to pursue a housing production proposal is appreciated, unfortunately, SB 9 as currently drafted would not spur much needed housing construction in a manner that supports local flexibility, decision-making and community input,” wrote Oakley Mayor Sue Higgins. “State-driven ministerial or by-right housing approval processes fail to recognize the extensive public engagement associated with developing and adopting zoning ordinances and housing elements that are certified by the California Department of Housing and Community Development.” As of press time, SB 9 was expected to go to the full Assembly for a vote by Aug. 27.
